The balancing act between attracting new business and improving the infrastructure in Lake Country was centre stage at Lake Country council last week as a developer was sent back to the drawing board after a heated discussion amongst Lake County politicians.
At issue was the development of a new drive-thru oil change business, proposed for the same lot as the current 7-11, along Highway 97 through Lake Country. According to Lake Country’s bylaws, developers are tasked with paying for and installing proper infrastructure when they develop in the
area—things like sidewalks, gutters and sewer. The lot in question sits at the corner of Highway 97 and Okanagan Centre Road. With plans to add a new Great Canadian Oil Change business, as well as renovate another building on the lot and open a tire store, the developer was required to build a 130-metre side-
walk along his property, fronting Okanagan Centre Road. He was before council asking if he could install just 59 metres due to the rising costs of such construction. “When I got into this I was a little bit naive about the requirements,” Brian Casavants, the owner of the lot, told Lake Country council. “The first thing I was
told was I needed to put sewer across Highway 97 and that was $110,000. (Lake Country) has form and character requirements and I had to redesign the building— approximately a $30,000 retrofit. There are retaining walls needed and the (municipality) has certain requirements. There is a lot of extra costs coming into this com-
munity. This is quickly getting out of budget.” Casavants said relief on the length of the sidewalk being required would save him about $75,000 and allow for the new building to be constructed and the business to open. The request by Casavants sparked a debate

A clear case for green ice KEVIN PARNELL As the Zamboni prepares to head out onto the ice sheet at Kelowna’s Memorial Arena to clean the scrapes and snow after the completion of yet another hockey game, there is more activity than ever behind the doors where the ice machine will eventually emerge. Staff are busy checking the water temperature being loaded into the Zamboni, reading gauges in the arena’s mechanical plant and fine-tuning a new ice making system that is widely used in Sweden and Finland. Called REALIce, Memorial Arena has installed the new system under a unique FortisBC pilot project aimed at saving thousands of dol-
lars a month. Valued at $30,000 (a tab that will be paid by Fortis if Memorial Arena decides to adopt the system) the REALIce system seems to turn everything ice-makers have traditionally done on its ear. It’s a complicated technology that uses a vortex system to change the property of the water before it’s put into the Zamboni. In layman’s terms, and in a perfect world, it allows a Zamboni to put cold water on cold ice and create the same quality of ice as was created under the old system where water as hot as 65 C was used to flood the ice. Further delay drags out decision on CN’s Kelowna rail line JENNIFER SMITH It will likely be another few weeks before the fate of Kelow-
na’s rail line is clear. Kelowna-Lake Country MP Ron Cannan spoke with Canadian National railway Jan. 22 and
confirmed there is interest in a purchase— but last week he still had no details. “It will likely be sometime in the first
week of February before we know anything.” The rail line shut down last summer after the service provider, Kelowna Pacific Railway, went into receivership. The tracks could be either purchased or removed depending on what interested parties want to do with the line. Prospective purveyors were required to file a letter of intent and pay a $3,500 fee in order to secure enough details to complete a business case for running the line. Over the next few weeks, CN will provide some of the information—like property taxes

and the number of rail cars it can run. Last fall it became clear the fate of several Lake Country businesses hang on the outcome. “If you lose this line, you will not get rail transport back in the Central Okanagan,” said Barry Penner, a Vancouver-based lawyer hired by Ashland Chemicals to pursue options to keep rail service coming to its Winfield-area yard. Ashland is part of a node of composites businesses in the area, which have supplies brought in and finished product distributed by rail. Kohler Canada, in

that’s what we want to do. Time will tell.” The new system has been installed and will be tested over the month of February to monitor the quality of the ice. The technology was developed in Sweden and is being used in 250 arenas around the world. One of those rinks is located in Malmo, Sweden, the site of this past year’s World Junior Hockey Championship, as well as the arena in Finland that hosted the 2013 World Hockey Championships. ” However, only one other rink in Canada as well as a handful of surfaces in the United States currently use the system in North America—that is until this month. As part of the FortisBC pilot project, 10 arenas around the province have had the REALIce technology installed and are going through the same steps as Memorial Arena, fine-tuning the system and getting set to test it for three weeks in February. “This system allows you to run a thinner sheet of ice, more compact and more dense,” said Florian Gabriel, the managing director of Swich Services, the Western Canadian distributor of the REALIce technology. “It’s in use all around the world and the cost savings are significant.” On average at Memorial Arena, the ice is

flooded 10 times a day. Zambonis require 200 gallons of hot water per flood. It’s a lot of hot water going onto the ice every day, costing the City of Kelowna thousands of dollars in heating bills. Back in the bowels of the 67-year-old Memorial Arena, the Zamboni is heading out, putting down water on the ice that is just 20 C, as opposed to the normal temperature of over 60 C. It’s part of the adjustment phase of the pilot project, where the water temperature has been slowly lowered over the past several weeks with staff diligently noting things like ice temperature, time of floods, water temperature and ice quality. There are many variables involved, especially in an old building. “Right now we’re just trying to maintain some consistency to the ice,” said Steve Fagan, City of Kelowna supervisor of arenas and buildings. “There are a whole lot of variables and we have to get them all working together. There is humidity, how many spectators are in the building, the outside temperature, the arena temperature, doors are opening and closing. “All these things impact the ice. We’re gathering information and trying to find how this system works the best.” Implementing a new way of doing things isn’t always the easiest thing to do. Change can be

hard. But at Memorial Arena staff have embraced the new system, according to Fagan. With new technology comes new ways of doing things. And at the Memorial Arena, this new system is serving to put a charge through the rink operators as they work with cutting-edge technology for North America. “This certainly seems like it could be the way of the future and we’re trying to do our part,” said Fagan. “It’s new technology and staff are embracing it. They are excited to see what the results are. “It’s a different era of sustainability. It’s important that we do what we can to lower our energy costs.” The pilot project began back in Decem-
ber when staff recorded temperatures and energy usage under the old way
of doing things. The REALIce system was then installed and after the Kelowna International midget hockey tournament in early January, the ice at Memorial was shaved down by about half an inch and built back up using the new system. It only took 48 hours and ice users were not impacted. The biggest user of ice is Kelowna Minor Hockey and all user groups will be asked for their input following the testing phase. The city is also using several data recording devices that will be monitored to help provide the ultimate answer as to whether or not the system will be adopted fulltime. “We want to make
good quality ice,” said Martin Johansen, the manager of building services for the City of Kelowna. “That’s what the decision will ultimately be based on. If we can get

Tug of war for transportation taxes P remier Christy Clark has set off a storm of protest by imposing a referendum on new Lower Mainland transportation improvements, timed with the province-wide municipal elections on Nov. 15. Even if you don’t live in Metro Vancouver, you’re not immune from this long-running saga. Provincial and federal governments use your tax dollars for the big stuff, including the SkyTrain Canada Line to Vancouver airport and the South Fraser Perimeter Road, a new truck route to port facilities at Tsawwassen. Clark has promised a bridge replacement for the George Massey tunnel under the Fraser River, which may or may not be tolled like the Port Mann bridge. The patchwork of Lower Mainland tolls is a growing political liability for the B.C. Liberal government, and if further tolls

Tom Fletcher are avoided, major works elsewhere in the province may be delayed as the budget is eaten up by the big cities. Clark announced the Massey tunnel replacement in a September 2012 speech to the Union of B.C. Municipalities. In the same speech, she also pledged to complete the four-laning of the last 240 km of the Trans-Canada Highway from Kamloops to the Alberta border. That’s one of the most mountainous stretches of highway in Canada, and
the province’s cost was estimated at the time to be $650 million over 10 years. Time will tell if that promise is kept. Transportation Minister Todd Stone inherited the mess left behind by former minister Kevin Falcon, who took transit authority away from Metro Vancouver politicians. He appointed a board of experts and set up a toothless “mayors’ council” to rubber-stamp their decisions, after forcing through the Canada Line ahead of a long-promised transit extension to the east. Local politicians wrangled for years over that eastern extension. They finally settled on surface light rail, only to be overruled by the province, which wanted the vastly more expensive SkyTrain. The latest rebuke to the mayors’ council was when they decided not to proceed with a costly new electronic fare card system. Falcon reversed
that one after taking a junket to London and falling in love with their “Oyster card” subway system. All the glitches from TransLink’s new “Compass card” program will be encountered this summer, just before those mayors go to the polls to face voter wrath. Speaking of reversals, Stone is now demanding the mayors come up with their list of priorities for new projects. They are expected to believe their choices won’t be overruled again. Stone correctly notes that Vancouver wants SkyTrain on Broadway, Surrey wants new surface light rail, and other Lower Mainland communities want new road and bridge works. Local governments have a long history of parochial squabbling, getting their pet projects done and then suddenly developing the urge to rein in spending once it’s time to dig deep for their
neighbours. Lower Mainland taxpayers are weary and confused by all this reorganizing and in-fighting. Many likely believe that it is their regional government that has imposed the Port Mann bridge tolls, when in fact that is a provincial highway project over which they had no say. Clark has made it clear there is no going back from a November referendum on new regional transportation financing tools, a promise explicit in the B.C. Liberal election platform. She hopes it will increase the dismal voter turnout for local votes. If it does that, it may be worth it. A group called Femen told German media the act was a protest “against the Vatican propaganda about criminalization of abortion.” Earlier, Femen’s leader, Inna Shevchenko, had run through Vatican City yelling “Christmas is cancelled,” with the words “Jesus is aborted” written across her bare chest. Shevchenko threatened to take her protest to Bethlehem itself. “Bethlehem…can see the rebellious naked breasts of Femen,” she told a news agency. My first reaction was shock. I am offended by individuals—male or female—claiming to be God. That attitude leads too easily to the ego-centred tyrannies associated with Hitler and Stalin, men who considered themselves omnipotent. I believe God’s spirit lives in each of us. But that belief requires me to acknowledge the God-spirit in everyone else, not to declare myself to be God. Although I no longer believe that God dwells in musty church buildings, I still think of the altar as sacred space. Whether or not I believe in the ceremonies enacted at that altar, I feel I should approach it with respect and reverence.
Just as I should show respect entering a Buddhist temple or a Sikh gurdwara. The Cologne protest offended me because it violated that sense of respect. Yet if I were protesting something, shouldn’t I take my protest to the heart and soul of the wrong-doer? Should respect for the convictions of others prevent me from protesting at nuclear missile bases, Walmart’s boardrooms, or Monsanto’s laboratories? The Roman Catholic Church—along with fundamentalist Protestant denominations—remains the primary Christian holdout against social and legal equality for women. Lake Country is taking a stand on where medicinal marijuana production takes place. Council has given two readings to a bylaw amendment that would designate industrial zones for growing and processing medical
marijuana. “By limiting them to the general and heavy industry zones, we will treat them like a pharmaceutical use,” said Coun. Penny Gambell. The provincial Agricultural Land Commission has designat-
ed medicinal marijuana as an appropriate agricultural activity, but Lake Country council is opposed to the facilities being on farm land. “We have development next to parcels of ARL. If someone grew and processed mari-

Traffic stop recovers pickup stolen in 2009
A 30-year-old Lake Country man was arrested, and is facing criminal charges after being found behind the wheel of a pickup truck which had been reported stolen in 2009 from Williams Lake. On Tuesday, Jan. 21, at 10:40 a.m. a member of the Lake Country RCMP conducted a routine traffic stop, at Camp Road and Davidson Road, with a white Ford pickup truck which the member determined had expired insurance. The Mountie quick-
ly determined that the vehicle’s Vehicle Identification Number (VIN) did not match the registration papers produced by the male driver. Further investigation revealed that the truck had been reported stolen from Williams Lake in 2009. The driver and his

Forum on disability issues
The B.C. government has begun a provincewide tour to collect ideas for improving conditions for disabled people, particularly by improving their job prospects. Social Development Minister Don McRae will make a stop in Kelowna on Feb. 6. To attend the meeting or submit comments, visit engage.gov.bc.ca/disabilitywhitepaper. One of the more frequent suggestions is for B.C. to increase its social assistance payment to disabled people which now stands at $906 per month, including a rent subsidy. McRae said in an interview that major cost items like that will have to wait until B.C.’s economy improves. Meanwhile, efforts to increase employment are showing promise. B.C. has increased the amount of income that can be earned without reducing disability benefits from $500 to $800 a month.

Despite these innovations however, the new regulatory standards for residential light bulbs have sparked some resistance, prompting a few constituents to protest “banning” the old fashioned incandescent. I’ll admit some nostalgia kicked in for me. My uncle farmed on the Prairies and used light bulbs in the barn to keep the animals warm and prevent the ice from freezing in the feed trough. And I can remember those cold winter nights when we didn’t have a block heater and would place an incandescent light bulb under the hood of the car to keep the oil from freezing. Today’s reality though is that lighting accounts for approximately 10 per cent of a home’s electricity use making energy-efficient bulbs desirable. According to Carol Suhan at FortisBC, the new Energy Star light bulbs will last longer and result in up to 75 per cent energy savings. Overall, the expected reduction in household energy use will provide a cumulative net benefit to Canadian consumers of more than $750 million by 2025.

Family as defined by the Canada Revenue Agency is you, your spouse or common-law partner and your children or your spouse’s or common law partner’s children. So if your son incurred expenses to upgrade your house, then the son would be able to take advantage of the credit even though he did not reside in the same home. The tax credit is calculated based on eligible expenses of up to $10,000 which will provide a tax credit of 10 per cent of the amount spent to a maximum of $1,000. The first condition is that the property being renovated is considered to be your principal residence, which means that you own the home/property and that you or a family member lived in
that property for at least one year. The next condition is that it must be an eligible expenditure. Here is a partial list of what you can claim: • grab bars and any reinforcements around the bath, tub or shower • handrails in corridors • wheelchair ramps, lifts and elevators •walk-in bathtubs • wheel-in showers • widening of passage doors • lowering of existing counters and cupboards • installation of adjustable counters/cupboards • light switches placed in accessible locations • door locks that are easy to operate • lever handles instead of door knobs • pull-out shelving in the kitchen • non slip flooring in the bathroom • hand-held showers • additional light fixtures • hands free taps • motion activated
lighting • touch and release drawers and cupboards. The expenses that are not eligible are those expenses whose purpose it would be to increase the value of the home or for general maintenance such as plumbing repairs, roof repairs, landscaping, installation of new windows or regular flooring, heating and air conditioning systems, and replacement of insulation. The devices that would not be eligible are those for home medical monitoring, home security systems, wheelchairs; walkers,vehicle adaptations, side swing ovens and appliances with front located controls, fire extinguishers, and smoke alarms and carbon monoxide detectors. The services not eligible are security or medical monitoring services, home care services, housekeeping, outdoor maintenance and gardening. The great thing about
this credit is that if the enhancement also qualifies as a medical expense, it can be claimed as both a medical expense and the B.C. home renovation tax credit. What does your accountant need from you? We will need to see your receipts, agreements and invoices. These documents must have the following information on them at a minimum in order to be considered for the credit: • name of the vendor or contractor, business address and GST number, if they have one • date • description of the goods purchased, delivered or services performed and the address of where the work was performed • amount • proof of payment which should be a credit card slip or cancelled cheque. Sudom, Selma
1936 ~ 2014 Selma Sudom passed away at 5:50 a.m., January 19, 2014 at Central Okanagan Hospice House in Kelowna, BC. Selma is survived by her loving daughter Charmaine; son-in-law Mike; grandchildren Danica and Braden; sister Bernice; brothers Art (Martha) and Marven (Suzanne) and numerous cousins, nieces and nephews. Selma was predeceased by her father Edward Brade (1956); brother Herb Brade (1997) and her mother Lydia Lemke (1997). She was a member of Winfield United Church, where she volunteered regularly, especially in the Thrift Store. She enjoyed gardening, dancing, exercising at the gym and baking pies, but her grandchildren were the light of her life. A celebration of life will be held at 1:00 p.m., Friday, January 24, 2014 at Winfield United Church, 3751 Woodsdale Road, Winfield BC with Reverend Jim Hannah officiating. She will be laid to rest at Lakeview Memorial Gardens Cemetery, Kelowna, BC. Memorial donations in Selma’s name to the Central Okanagan Hospice Association, #104 - 1456 St. Paul Street, Kelowna, BC V1Y 2E6 (or on-line at www.hospicecoha.org ). Permanent Full-time Planner The Planning and Development Department is seeking a permanent full-time Planner to join their team. The Planner provides research, analytical, report writing, presentation services respecting policy development, land use planning projects, and land use applications. Zoning Amendment (DC11 Live-Work) Bylaw 878, 2013 (Z2013-007) is a zoning amendment that would change the property FROM C2 (Neighbourhood Commercial) TO DC11 (Direct Control 11 (Live-Work)) to allow for the development of multiple dwelling units and Live-Work units. The principal use of each of the Live-Work units would be residential and a part of the unit may be used for select commercial purposes. These Live-Work units must front a public street. A Direct Control zone has been prepared, and if adopted, could be used throughout the community.
