Premier Christy Clark has ordered a review of the decision not to lay charges after the fatal explosion and mill fire in Burns Lake. Clark has directed her deputy minister John Dyble to review the circumstances that led to the decision. WorkSafeBC’s investigation has been criticized after Crown prosecutors said some of their evidence would not be admissible in court because of the way it was gathered. Clark announced the internal review at the recent Truck Loggers’ Association convention in Vancouver. She emphasized
the review is not to second-guess the independent decision of the criminal justice branch, “but if there are lessons to be learned from this, I want to make sure that we learn them.” Two workers died and 20 more were injured in the explosion and fire at Burns Lake. A province-wide program of sawmill dust inspections has been in place since the Babine mill explosion in January 2012 and a similar blast at Lakeland Mills in Prince George three months later. NDP Leader Adrian Dix said there should be a review, but Dyble is not the right person to do it because he reports to the premier. The investigation was
“bungled,” and cabinet ministers also intervened to keep a B.C. Safety Authority report on the situation from being made public before last May’s election, he said. “Somebody independent should address the question of what happened here, why the government acted in this way, why information that should have been made public wasn’t, and why charges weren’t brought because of the inability of government agencies to work together in the correct way.” WorkSafeBC also released its final report on the explosion Thursday, and is considering orders and penalties for the owners of the Babine Forest Products mill, which is being rebuilt.
WorkSafeBC investigators concluded the explosion was preventable. They found that the company knew its dust collection system was under-sized, but the mill increased production before an electrical upgrade was completed. The report said there was “considerable work” done to the mill’s dust management system and improving the waste conveyor system, which was the likely the ignition source for the dry dust from pine beetle-killed lumber. It also found that “no adequate actions were taken to reduce or control the levels of airborne wood dust, even though this was the root cause of the violation cited in December 2011.”

Author presents first book
By Monika Paterson Bonnie McDonald, Lac la Hache resident, author, entrepreneur and speaker, held a short information workshop to launch her first book, How to get the Job you Love, 7 Simple Strategies to Getting Work You are Passionate About – in Any Economy – Guaranteed, at the 100 Mile House Branch
Library on Jan. 14. In her biography statement, McDonald says she was a contributing author to the number 1 best-selling book, Change One Belief. “She has worked in the blistering hot Mojave Desert and in snowy northern Canada. She has accepted a wage of a few dollars an hour and
has pulled in a six figures a year. McDonald is passionate about her life and absolutely loves her work.” Twenty people attended her presentation, including 10 students from Bree Odd’s Youth Employment Services Program, which is facilitated through the Cariboo Family Enrichment Centre in 100 Mile House. She says it was a great workshop that
reiterates, and gave the students insight into, the various opportunities for getting the job they love and that it is available to all ages. She adds McDonald is a great speaker and she would enjoy attending another presentation in the future. A few things that McDonald touched on during her presentation were to “everyday find something to inspire you.” Stand up and stretch
when you get stuck, moving the body helps the mind. There are many resources to keep learning from the web, webinars, coaching from a mentor, take classes, read books and keep an updated resume ready at all times. The people who attended the workshop say they came away with information they can use in their search for a job they love.

Fungal disease killing bats

discovered in New York State in 2007, the disease has killed millions of bats in 22 states and five Canadian provinces. The fungus is thought to have been introduced to North America and is primarily spread by bat-to-bat contact, although human spread by contaminated clothing and gear cannot be ruled out. It is currently not known to exist in bat colonies west of the Rockies. Scientists in B.C. are working to understand what bats need, how to protect them from White Nose Syndrome and how to help populations survive should the disease arrive. One of the first steps is to better understand bat behaviour and habitat
use in the winter. British Columbians are urged to contact provincial government biologists at 250-3879500 if they see bats in the winter. Information of particular importance is the location of winter bat roosting sites, unusual behaviour such as flying during the day, and observation of dead or dying bats. will be accepted. Materials must be in their original containers, sealed, with no leaks, and with the labels intact. All eco-depots will continue to accept waste oil, cooling appliances, small electrical appliances, electronics, and other items that the more spacious ecodepot facilities can now accommodate. Loonie continues to dip
While the sudden turnabout in the Canadian dollar’s fortunes may be nervewracking, there are some positives that will benefit various sectors in the economy, according to BMO Economics. After declining 6.6 per cent in 2013 – its second biggest annual fall in the past 15 years – the Canadian dollar has dropped another three per cent in just the first two weeks of 2014. An exceptionally weak employment report for
December took the loonie decisively below 92 cents for the first time since September 2009. “Part of the sustained weakness is simply the flip side of a quiet comeback in the United States dollar,” says Doug Porter, chief economist, BMO Capital Markets. “The greenback has made even bigger gains against some other currencies in the past year, so the loonie is hardly alone in its decline. And, the comeback in the U.S. reflects improv-

“Overall, we estimate that a 10 per cent drop in the currency could add as much as 1.5 percentage points to real GDP over a two year period, or 0.5-to-1.0 percentage points per year.” Porter adds the lower Loonie is precisely what the policy doctor would order for the Canadian economy. “Don’t expect the Bank of Canada to stand in the dollar’s way as it heads down hill. We continue to expect the currency to weaken further, targeting a move toward 90 cents, with clear downside risk.”

Busy year for hospital district
During a recent Cariboo Chilcotin Regional Hospital District (CCRHD) meeting, chair John Massier delivered the CCRHD year-end address. “2013 was a successful year for the CCRHD on a variety of different initiatives. The first request from our Foundation Partnership Grants Program (FPGP) to the GR Baker Hospital Auxiliary was approved at our February meeting to fund $21,200 (total project cost of $53,000) for the purchase of a portable ultrasound machine. “ The following month, the 100 Mile House Hospice Palliative Care Society’s request for $5,809 (total project cost of $14,523) for the purchase of a RIK mattress, bedding, oxygen concentrators and a PA system was approved. In October, the South Cariboo Health Foundation was successful in its approach to the board for $6,189 (total project cost of $15,473) to complete renovations of the chemotherapy consultation room at the 100 Mile District General Hospital. These volunteer organizations exist to improve the healthcare facilities in our communities, and our FPGP allows them to stretch their fundraising dollars. “2013 also saw the implementation of a contract with the
Central Interior Rural Division of Family Practice to help support the recruitment and retention of health-care professionals in both Williams Lake and 100 Mile House. The division has matched the CCRHD funding and has taken an increasingly active role in promoting the South and Central Cariboo to their fellow physicians and other health-care personnel. We are hoping to expand this initiative into the North Cariboo in 2014. “Early in 2013, the board was approached by Interior Health (IH)

to our local healthcare facilities were funded through our Global Grants to both Interior Health and Northern Health. Financial highlights for the year included motions by the board to take advantage of early debt-repayment options to the Municipal Finance Authority in August 2013 and again in December 2014. The payments were taken from capital reserves and combined, will save taxpayers more than $250,000 in interest payments and leave the CCRHD and CRHD debt free by the end of 2014. “The board also made the decision to set the 2014 hospital tax rate at $70/$100,000 to help add to our strong reserve fund for future hospital improvements in both Quesnel and Williams Lake.
Other highlights of the year were several meetings with the chair and CEOs of both Health Authorities on various health matters and a meeting at the UBCM with Health Minister Terry Lake to lobby the provincial government for the next stages of the Cariboo Memorial Hospital expansion. “Interior Health’s “Family Physicians for the Interior” forum was held in Williams Lake and CCRHD vice-chair Margo Wagner is currently part of an Interior Health region-wide collaboration aimed at bringing in physicians. Northern Health held two community meetings in Quesnel for the public to give input on the master plan for GR Baker Hospital and also held meetings in Quesnel and across the north on Health Aging and Senior’s Wellness.” All in all, 2013 was
a positive year for the CCRHD and the board remains strongly com-
mitted to the wise use of taxpayers’ dollars and continual capital
improvements to the health-care facilities of our region.”
