ALC rejects review of N. Lougheed ‘Conflict of interest not a matter for provincial body’ by M on i sh a M ar ti n s staff reporter

A request to review a decision to remove protection for a large swath of farmland in Pitt Meadows has been rejected by the Agricultural Land Commission. The provincial body received two requests for reconsideration from residents opposed to plans to develop the North Lougheed corridor, stretching from Harris Road to Meadow Gardens Golf Course. At the crux of the appeal was a familial connection between Pitt Meadows director of operations Kim Grout and the city’s former fire chief, Bill Park, who owns 36.7 hectares in the area. Grout’s grandmother, Hazel Anderson, and Park’s father, Gordon, were siblings, making Grout and Park first cousins once removed. See ALC, p14

‘Make election rules tighter’ Pitt councillor disapproves of voting on donor issues by P h i l M e l nychuk staff reporter

Tighter civic election rules could kick in by November, but a Pitt Meadows councillor doesn’t think they are strict enough. Coun. Janis Elkerton said municipal politicians should not be allowed to vote on issues connected to their campaign donors. “I think they could have gone fur-

ther,” she said. “I think it’s important for people to understand who’s financing these municipal politicians. What happens is, people, even if they get donations from a developer, they sit in on decisions on that [developer], at the present time.” The province’s local government elections task force proposes banning anonymous donations to campaigns (currently nameless donations of up to $100 are allowed), that sponsors be identified for all election advertising, and that campaign finance statements be filed within three months, instead

of four. “I think if you’re getting significant contributions from one developer, and you sit in on decisions, I feel that’s a conflict of interest.” Councillors Elkerton who received contributions from developers should abstain from voting on issues involving that developer, she said.

Elkerton, a five-term councillor, doesn’t accept campaign contributions. She’s been sent cheques and refused to cash them. “I’ve always paid for the whole election, since I ran in 1993.” In the November 2011 election, she spent about $4,500. “It’s just easier to run it myself. My conscience is clear at the end of the day and I know I’m going along with what’s best for the community.” Other councillors maintain they’re not influenced by campaign contributions.

More education options with Flex42 New school program for Grade 8 and 9 students by Nei l Corbe tt staff reporter

Parents of Environmental School students cheered as the Maple RidgePitt Meadows school board passed Flex42, a new program that is designed to offer students in Grades 8 and 9 a customized education alternative to the traditional classroom. The program was developed by Darren Rowell, the vice-principal of Riverside Centre. School District 42 offers several flexible learning options for students from kindergarten to Grade 7. In addition to the Environmental School, there is cyber school, the Wheelhouse and Bridge, as choice classrooms. However, once students from those programs enter high school, they had no option for a program that allows for flexible student scheduling. “There is a demand for flexibility,” said Rowell, adding that the education ministry recommends greater flexibility in the system. There are a variety of reasons for this demand. Some children are involved in activities such as high-level sports or dance that take them away from classes, while some have parents who take them traveling, and others simply prefer to learn independently. Flex 42 will be located at a secondary school that will have space for the 2014-2015 school year, but has not yet been decided. The new program will consist of a combination of scheduled and school time. Students will be learning in a class, as a group, on some days. “We want them to have a connection to a class as part of their learning,” explained Rowell.

Colleen Flanagan/THE NEWS

Darren Rowell, vice-principal at School District No. 42’s Riverside Centre, developed the new program, called Flex 42. There will be other days where students will learn off-site, on their own, under the supervision of a parent. “The goal of Flex42 is to provide students with a program that provides flexibility for where, when and how students learn,” states a report to the board. “Flex42 will have an inquirydriven, project-based learning focus and is intended to support acquisition of 21st Century learning skills and competencies for students.” Acting superintendent Laurie Meston told the board Flex42 is “an organic program – we don’t quite know what it is going to look like.” Trustee Susan Carr noted that her daughter has attended cyber school, and said a common request the board

gets is to have some high school classes, and some course work that can be done online. “This is a really good start at addressing that type of learning in our high schools,” she said. Wendy Rairdan was among the delegation of Environmental School parents who attended the meeting to see Flex 42 passed by trustees. Environmental school students do place-based and project-passed learning. Rather than studying subjects separately, they learn by projects like woodworking, candle making and cooking. They can be in nature, or in their yurt. Going from that learning environment to a conventional high school

classroom can be jarring for students. “The difference is really startling, for us as well as the kids,” said Rairdan. Although Environmental School students have generally done well academically in high school, she said Flex42 will offer those students and their parents a more graduated introduction to traditional classes. “It’s a great transition piece,” she said. “The whole point of it, is to be really flexible.” She noted Flex42 was not designed for Environmental School students, and it will be open to anybody. Meston said student interest will determine whether Flex42 gets off the ground. It is to start in September 2014.

Students sharpen their WITS Ridge Meadows RCMP, School District No. 42, and fire departments in Maple Ridge and Pitt Meadows have combined to bring a new anti-bullying program to students. WITS teaches students how to “Walk away, Ignore, Talk it out and Seek” help to prevent becoming victims of bullying. “We feel that this program will help provide students, staff and their families with the knowledge, confidence, and tools to effectively deal with peer-to-peer conflict,” said RCMP Cpl. Alanna Dunlop. “It is important for students to know that there are people around them that are available to support them and assist when required. “ WITS, launched mid-January, begins with a school assembly introducing the program and problem-solving model. WITS for grades 4-6 and enlists senior students at the elementary level to be school leaders and educated bystanders. Community leaders follow up by visiting individual classrooms and supporting students in using WITS to deal with bullying or peer victimization. “Building school communities of care and safety, in which every child feels included, is fundamental to student success,” said school district counsellor Sherri Skerratt. “Partnering with our RCMP and fire departments to teach our students how to help themselves and others in the presence of peer conflict and victimization is a critical piece towards building these communities of safety. Our students will be learning language and strategies that will move beyond the classroom and school into the community. • Visit www.witsprogram.ca.

Sea cadets float idea of reduced school rental rate 778 per cent rent hike a broadside into RCSCC Invincible by Nei l Corbe tt staff reporter

The board of education’s increased school rental rates was a torpedo in the hull of the local sea cadets squadron. Three officers from 354 Royal Canadian Sea Cadets Corps (RCSCC) Invincible appeared before the Maple Ridge-Pitt Meadows school board on Wednesday, to float the idea of a reduced rate. Rory Thompson, the executive officer of Invincible, noted that sea cadets had been renting space at Glenwood elementary for $7 an hour, or $840 a year, which he acknowledged was “an excellent deal.” However, the rate increased to $54.45 an hour, and $6,534 per year, effective Jan. 1, as the school district struggle to balance its budget. That, Thompson noted, is an increase of 778 per cent. The sea cadets were renting the gym, a multi-purpose room and special education room at Glenwood. “The impact that has had on us – as of January, we were forced to leave Glenwood elementary for our programs,” he said. The group soldiers on, using facilities at the Royal Canadian Legion building on 224th Street, which he said are “not ideal.”

THE NEWS/files

Royal Canadian Sea Cadets Corps Invincible had been renting space at Glenwood elementary. Thompson was sympathetic to the board. “You have to make every dollar count, and look for every opportunity to increase your revenue,” he said. However, he said that the lights and heat would be on at Glenwood, and custodial staff there regardless of whether the cadets are present. “The incremental cost to the board for having us there is really quite minimal,” he proposed. He noted the cadets are not asking for a return to previous rates, but one just double that.

“We’re willing to pay our share,” he said. “At the current rates, we can’t do it.” The Invincible cadets are just the latest group to be displaced by the rental increase. The West Coast Auto Group Football Club cancelled indoor practices in local school gymnasiums. The Girl Guides also appeared before the board to say their troops were looking for churches and other facilities after similar rental hikes. Questioned by the trustees, Thompson told the board that the cadets started seven years ago with 10 members, rose to a high of 50 two years ago, and now have 42. Members

generally meet once or twice a week, with activities like marching band, air rifle marksmanship, rope work, orienteering and sailing. It is aimed at ages 12-18, and has a focus on leadership and citizenship. The group does fundraising activities like bottle drives and pub nights to keep fees low – currently $60 a year. Board chair Mike Murray acknowledged the large increase because rates hadn’t been changed in a long time. “All of the members of the board recognize we have not considered our fees often enough over the years,” he said. The board did not offer a reduced rate to the cadets. “We’ll certainly take it under advisement,” Murray said. Prior to Jan. 1, non-profit children’s groups could rent classrooms and libraries for $1 hourly, and secondary gymnasiums for $5. The new schedule of fees is based on billing per square metre, and is in line with rates charged by Maple Ridge-Pitt Meadows parks and leisure services. With the new rates, a youth non-profit group would pay $67.50 for a large gym, an adult non-profit $81, a private user $123 and a commercial user $154. For other facilities, such as multi-purpose rooms and libraries, the cost ranges from $15 an hour for non-profit youth groups to $50 for commercial users. Last year, the district made $320,000 from rentals and leases.

Ideas sought for affordable housing in Maple Ridge contributed

Maple Ridge wants to know where and how people will live and how they’ll be able to afford it. So the district has launched an online questionnaire to get your ideas and mix them into the housing action plan due for completion this year. By going to mapleridge.ca/246/ Housing-Action-Plan, people can click on a map and tell the district what type of housing should go where. They can also take an online questionnaire to give the district further input. The survey takes five minutes to

complete, and combined with other efforts, will help create the recommendations for housing that council will consider later this year. Some of the goals of the housing action plan are to assess the local housing market, identify priorities and encourage more rental housing, as well as to work with other levels of government to provide affordable housing. The plan, setting out a housing policy, is scheduled to go to council in July. Completing a housing action plan is one of the requirements of Maple Ridge signing on to Metro Vancouver’s long-term Regional Growth Strategy.

‘You just don’t take money from people’ ALC from front

But Elkerton says they are, even subconsciously, especially with larger donations. She’s not saying there should be no donations, because other candidates may need the help to run a campaign. So she proposes that councillors excuse themselves from voting if they received $2,000 or more from a contributor. Maple Ridge Mayor Ernie Daykin was frustrated with the limited scope of the recommendations of the elections task force. He’d support some kind of limit on election spending, and suggested it be tied to the size of the municipality. For the 2011 election campaign, he spent $11,219. In the 2008, he spent about $30,000. Daykin also favours four-year, rather than three-year terms for district councillors. Council newcomers take about six to eight months to learn their jobs, he added. Longer terms could also dissuade candidates from first getting elected to municipal council, then running in provincial politics, requiring byelections. However, Daykin doesn’t favour expanding Maple Ridge council from sev-

en to nine members. The district has the option of doing that, but decided years ago to maintain seven seats. “I don’t think the workload is so onerous that [it’s] not getting taken care of.” Maple Ridge Coun. Cheryl Ashlie is OK with no limits on city election spending now, but said limits could be necessary if slates start to take over. “That needs to be explored further. That’s a conversation worth having.” She likes the new rules, though, saying they increase transparency and that all campaign expense records, such as invoices and receipts, should be disclosed. Ashlie, a two-term councillor and former school board chair, largely financed her last 2011 campaign herself, spending $5,179, with only $200 coming from a friend. In her first election, she got small donations from two realtors, but said that didn’t sit well with her. While she says other councillors are not influenced by those who contribute to their campaigns, she rather refuse the help. “If you can’t do something on your own two feet, don’t do it. It’s how I was raised,” Ashlie said. “You just don’t take money from people.”

Invest in future The battle between B.C. teachers and the provincial government could go another round. The B.C. Supreme Court has ruled that the province violated teachers’ rights in disregarding negotiated class size limits and that the former did not bargain in good faith. The court also ordered the province to pay the B.C. Teachers’ Federation $2 million. The B.C. Liberal government is considering an appeal of the decision. Who knows how long that will take. The BCTF has said it will be paying attention to the provincial budget next month to see if changes reflect the court’s decision, such as more money for education, to hire more teachers and special assistants and reduce class sizes. But we don’t expect much to change. Education Minister Peter Fassbender – who disagreed with the judge’s conclusion – issued a message to parents, that it’s business as usual in public schools. Premier Christy Clark has said that the government’s priority is a working education system for students, and that the court decision doesn’t reflect that. The ruling returns contract language that was in place in 2002, when Bill 28 removed issues such as class size and composition from the teachers’ collective agreement. It also stripped their rights to negotiate them in the future. In April 2011, the legislation was ruled unconstitutional and the government was given a year to address the repercussions of the ruling. But then the province came up with Bill 22, which was just as unconstitutional as the previous one. Regardless of the current state of public education, which many feel is doing pretty well – with graduation rates improving all around and class sizes having barely changed in recent years – the provincial government must admit its wrongdoing, stop bickering and politicking, and bargain in good faith, recognize the good work some of society’s most educated members perform each day by investing in them, and therein the future of this province. It’s time for the provincial government to really put families and children first by investing more in their education. It’s time Premier Clark put some money where her mouth is. – The News

Clap-o-meter needed to be heard In 1956, winners of a TV game show were decided by how loudly the audience clapped for contestants. The bigger the noise, the further a needle moved across a wooden box called the “Audience Reaction Indicator.” Once, a singing dog Along the Fraser took first prize. Jack Emberly Buddy was the people’s choice. We live in a democracy, don’t we? The Clap-o-Meter used on Opportunity Knocks, a forerunner to Britain’s Got Talent, appeared on other game shows. It relieved TV hosts of making decisions fans might dispute. Today, government decisions don’t reflect our will as well as a clap-o-meter. None of the 2012 Cohen Commission’s 75 recommendations to save wild salmon have been implemented, even though most in B.C. think they should. An NEB Joint Review Panel approves Enbridge, a project people in B.C. reject. How we feel doesn’t seem important. We got the GST without asking for it. Fast-forward to a public hearing in Pitt Meadows last week that advanced – not the people’s will – but the majority of council’s determination to turn prime agricultural land into another shopping mall. Third reading of bylaw 2635 – approved

Q

uestion of the week:

4-3 – was labeled “a regional growth strategy.” A bad one, according to 18 of 24 speakers who argued against more store fronts and asphalt. Had there been a clap-o-meter here, the needle would have jumped in support of logic and passion. Folks argued to preserve farmland and habitat for wildlife like the heron pictured on the True North Fraser Logo launched in March 2013. TNF was supposed to be a sustained campaign to promote “local produce, adventure, natural beauty, and rural culture.” Dr. Kent Mullinex of Kwantlen University said it could “capture a significant portion of the $5.5 billion Lower Mainland Market.” Have you heard anything about it lately? The pro-development group on council is promoting another mall instead – an idea that won’t add to an identity for Pitt Meadows, but is supported by SmartCentres, and a few other land owners. “You can’t grow food on asphalt,” said Kiersten Duncan. “A focus on our food security is our future.” Most of our food now comes from the Central Valley in California, where farms are plowed under because the Colorado River is drying up. Do pro-commercial members read the papers? They say more stores means more jobs for young people. “Most of those will be part time, nonunionized retail jobs,” said Duncan, a young person. “If we say we’re going to bring jobs to young people, let’s at least

Do you support a referendum on TransLink funding? Yes: 60% – No: 40%

bring good ones.” Pitt Meadows has no need for another shopping mall, agreed speaker, Sandie Banni. “In a survey, shop owners told us they’re struggling to survive. Many of the commercial spaces in the Towers on Harris Road are still sitting empty.” Add more empty spaces at the foot of Bonson Road as signs uptown tell us “to shop at Osprey Village.” Diane Williams of the Pitt Polder Preservation Society said she knew of no development like that proposed along Lougheed Highway that benefited farmers or led to preservation of farmland. “Nor has Richmond Coun. Harold Steves, one of the fathers of the Agricultural Land Reserve.” It’s a shame a clap-o-meter wasn’t employed when Duane Vandenberg, of the Alouette Field Naturalists, pleaded to keep land in the reserve for the endangered sandhill crane. I think folks would have cheered, but they couldn’t. Mayor Deb Walters decreed that applause would not be tolerated. Nor would questions, an order she later reversed, without explanation. After each presentation, Walters said, dispassionately, “Thank you. Could we have our next speakers?” The feelings of citizens have to be known as well as their thoughts. Both should effect the decisions of government. Does that mean clap-o-meters? No. They’d diminish the seriousness of public hearings. See Emberly, p7

THE NEWS/letters online comments ’Outrageous’ Dave Bazett: Re: Councillors at odds over gala ticket. This is absolutely outrageous, considering [Coun. Corisa] Bell ran on a platform of fiscal accountability. You don’t have to be great at math to figure out that $7,800 far exceeds your $5,000 yearly expense allotment. The optics of this particular expense are absolutely terrible, considering Bell’s daughter goes to the school (and she apparently paid for her own ticket the firs time she went to the gala). She was going as a parent, and had a personal interest in being there. It’s completely different than a hospital gala, and taxpayers in Maple Ridge should be angry. • Ian Scott Irvine: Who cares about the cost of the action ... it is only taxpayer money. • Terri Anne Watson-Anderson: Pay for her own ticket or she will not get my vote. • Katherine Wagner: One-third of the indemnity that councilors and the mayor receive is income-tax free (amounting to roughly $14,000 and $30,000 per year, respectively) because it is deemed expense money. I’d like to suggest the councilor expense policy be tightened so that all tickets to galas, fundraisers and similar events are paid for by our elected representatives from that portion of their pay that is meant for expenses and not reimbursed as an additional item. The rather vague rationale and suggestion made by Coun. Cheryl Ashlie comes across as sniping, rather than a constructive attempt to improve accountability and transparency. However, this does raise issues of entitlement and council functioning, that (still) clearly need to be solved.

Difference ‘public’ vs. ‘private’ Editor, The News: Re: No need to ring alarm Bell (Letters, Jan. 29). I read with interest the various letters regarding Coun. Corisa Bell’s expenses. I am surprised at those from some supporters who try hard to convince others that paying for a gala ticket for her daughter’s “pri-

vate” school is appropriate and no different than hospital or park fundraisers. These comparisons won’t fool the majority of voters as the other noted fundraising examples are, of course, “public” not “private” in nature. Why should taxpayers help pay for her daughter’s private

education? This is a conflict, period. It is the principle here and shows very poor judgment. Also troubling is that Coun. Bell exceeded the allowable expense limit. This isn’t acceptable even if you are new. It shows a disregard for taxpayers. The attendance at Whistler

and Harrison Hot Springs conferences also does not help Coun. Bell’s credibility. It is troubling that yet again we have another politician who tries to defend her actions rather than acknowledge a mistake. She simply doesn’t get it. K. Smith Maple Ridge

Katzie First Nation has leader, looking for council by Phil Mel nyc huk staff reporter

The Katzie First Nation in Pitt Meadows now has a leader for the next two years. After stepping in as chief in October to replace Ed Pierre, who resigned in August, Chief Susan Miller this week was named band leader for the next two years. Seven other candidates were nominated for the position, but all declined, leaving the position to be filled by acclamation. Miller said she was shocked but “excited to keep doing this work.

“It’s a pretty unique opportunity to be part of this.” She was first elected in October, in a runoff vote, winning the position on an interim basis until the new year. During that election, she won 79 votes over Peter A. James, who received 69 ballots. Elections to fill the three seats on council take place March 1. Miller said she wants to keep several projects underway on the reserve and is working on a new election code for band councillors to make them more accountable. She’s also working on

a one-year strategy plan for the band and continues to press for completion of treaty negotiations. That process is currently at Stage 4, with an agreement in principle, and is now awaiting response from senior governments. Soil preloading is underway in preparation for construction this spring of the $4.3- million Katzie Health and Community Building. That should be done by next spring. The project is funded by $2.1 million from Health Canada with the balance from Katzie First Nation Resources.

alter Dullemond’s ordeal began with a nagging cough, a tickle in his throat that refused to subside. Not one to complain, the father of two chose to ignore it. Soon he had a fever and symptoms that felt like flu. He was coughing so hard he broke a rib. “He’s just the kind of guy who didn’t want to go to a doctor,” says Walter’s wife Mehrnaz, especially for something as silly as the flu. By the time Walter finally saw a doctor, he was immediately dispatched to the emergency room at Royal Columbia Hospital. Mehrnaz remembers the exact date that her family’s life turned upside down, setting off two years that have tried and tested their love. “March 21, 2011,” says Mehrnaz. Walter, healthy and 47, was struck down by a sudden illness, one that the doctors had no explanation for. All they could tell the family was that his heart was no longer functioning, its muscle slowly deteriorating, unable to pump blood or maintain a normal rhythm. Walter was transferred to St. Paul’s Hospital in Vancouver, where doctors installed a left ventricular assist device to help pump

She’s grown tired of hearing that Walter’s symptoms and reactions are “rare.” Six months after the assist device was installed, things started to go downhill again. “The machine was working OK, but something was still attacking my heart,” says Walter. 2012, he was pronounced dead, but then revived and put on life support. Doctors told Mehrnaz if Walter had arrived a half hour later, he wouldn’t have lived. That day, Mehrnaz took a deep breath. The doctors told her to begin planning Walter’s funeral. “I had to call his family. That was hard.” As days went by, Walter miraculously survived. He was put on a transplant list and spent the better part of 2012 clutching a pager.

‘All that matters is Walter survived’ ti-clotting drug. “See,” says Mehrnaz. “More twists. We are strong, but God tests you.” Walter returned to their home in Pitt Meadows on March 20. Barely home, Walter started getting headaches and began throwing up. He initially thought he was reacting to medication, but when the symptoms persisted for three weeks, he went back to St. Paul’s. He had meningitis and would remain in hospital till mid-September. Mehrnaz drove there every day. The car broke down, the roof leaked, the fridge broke down. She got a bylaw ticket from

the city because the grass was overgrown. Still, Walter and Mehrnaz are thankful. Though the family is faced with selling their house and struggling to stay afloat while chipping away at a line of credit, there isn’t anything they can’t overcome now. “Life has been challenging, but we are still grateful,” says Walter, who worked as a consultant for the food industry before falling ill. Friends and family have flooded them with support and even held a fundraiser last year for them, much to Walter’s chagrin. “I don’t like being the centre of attention,” he says.

Doctors still haven’t determined what caused Walter’s heart to fail. It could have been viral, or auto-immune. To the Dullemonds, the mystery doesn’t matter. All that does is that Walter survived. He is slowly getting better. His heart is still pumping. “You have to focus on the positive side. Things can always be worse,” says Walter.

Friends have set up a trust account to help the Dullemond family at TD Canada Trust. Account number 02346513695. Donations can be made to any TD branch.

If Walter didn’t have a heart by March 2013, he would be too sick for a transplant. “There was no hope and they would not give him a heart because his body would not survive the operation,” says Mehrnaz. A week before Christmas, Walter couldn’t even walk anymore. As the date loomed, all the family could do was pray. On Feb. 6, the family got the phone call. Federal gov’t helping build better berries Local producers appreciate support by Ne i l Corbet t staff reporter

The federal government is investing millions in building a better blueberry, which is good news to growers in Pitt Meadows and Maple Ridge The federal government has announced $2.8 million to help blueberry, raspberry and strawberry growers improve their product by developing pestand disease-resistant varieties and improve production methods. The announcement was made at a Langley berry farm Thursday, Jan. 23. Ottawa’s $2.8 million will have another $1 million added by the industry, coming from the B.C. last year, when production overall in B.C. was down a bit. The 800 blueberry producers in the province combine to produce about 106 million pounds, so the Aquilinis are a major player. farm crop, and Golden Eagle planted more acres of blueberries last year. Once all their plants mature, production will be even greater. “We live in one of the best blueberry-growing climates in the world,” said Brar. “We have that competitive advantage.” He appreciates government getting behind innovation in the industry. “It’s fantastic – any support we receive to enhance promotion and research is great.” Brar has seen innovations in machine harvesting, irrigation management, water conservation, spraying techniques and pest management. “On our farm, it’s precision management,” he said. Farmers have also found the varieties that give them the best products and yields. The federal government said it is helping Canadian farmers stay ahead of the competition.

Sudoku puzzles are formatted as a 9x9 grid, broken down into nine 3x3 boxes. To solve a sudoku, the numbers 1 through 9 must fill each row, column and box. Each number can appear only once in each row, column and box. You can figure out the order in which the numbers will appear by using the numeric clues already provided in the boxes. The more numbers you name, the easier it gets to solve the puzzle! For answer key go to the classifieds section in the back of the paper.

Independent school needs more room, plans agricultural program Seeks zoning for adjacent property by Phil M elnyc h u k staff reporter

Meadowridge School needs some growing room and is asking the District of Maple Ridge to change the land use on a parcel next to the grounds on 240th Street. The school now sits on 16 acres, at 12240 – 240th St., most of it within the Agricultural Land Reserve. It now wants to expand into a neighbouring property at 12162 – 240th St., Current zoning on that property is family rural residential, so the Meadowridge School Society wants to change it to park and school use. The overall use for the land also has to change to institutional, requiring an amendment to the official community plan. The first project will

So I think will be the only building in Maple Ridge that will have that level of environ-

mental awareness.” The building will face the creek that’s on the property and the school has already begun gardening in the area. Development of the new classroom, though, will have to proceed under the guidelines of the Watercourse Protection Development Permit Area because the site is within 50 metres of

240th Street Creek. The 20-year-plan calls for another gym, a “great hall” or multiuse building and more classrooms, depending on finances and growth as the student population rises from 600 to 800. Plans are to start an agricultural program, with greenhouses, at the kindergarten to Grade 12 private school.

Research will benefit growers Berries from p12

“Key investments in innovation like this one will allow berry farmers to stay ahead of the competition and remain competitive in the global marketplace,” said parliamentary secretary Pierre Lemieux, speaking on behalf of federal agriculture minister Gerry Ritz. He added the research will benefit berry growers across Canada. The funds will go to the Lower Mainland Horticulture Improvement Association LMHIA, and the chair of that organization, David Mutz, called the financial support invaluable. “It means our worldrenowned breeding program will be able to continue to produce top quality raspberry, strawberry and blueberry cultivars [varieties] in the future, which will be good for both farmers and consumers,” Mutz said. The provincial ministry of agriculture, B.C. Institute of Technology and University of the Fraser Value will be involved in the program as well. – with files from Dan Ferguson, Black Press

Opponents of the exclusion application, which removed protection for 33.1 hectares (81 acres) of undeveloped land, believe the familial connection should have

been disclosed by the city. Other issues raised include allegations that SmartCentres used pressure tactics to persuade farmers to sell their land, that there was no

evidence more shopping centres were needed, and a suggestion that Pitt Meadows mayor should not have cast the deciding vote on whether to forward the application to the commission.

sion noted, an “alleged conflict of interest is not a matter for the commission to determine.” The ruling went on to reiterate why the commission excluded the land in the first place, noting its mandate was to encourage farming and help farmers by shifting traffic off Old Dewdney

‘Enabling farming is priority’

Tony Pellett, a regional planner with the agricultural commission, said after reviewing the matter, the commission has determined that “there are no substantive grounds to warrant reconsideration.” As for the relationship between a city staffer and landowner, the commis-

Five of the properties in the exclusion area, however, have fields in production, growing corn for silage, forage and blueberries. Sandie Banni, one of the residents who requested the review, is disappointed. “I’m uncomfortable with all the different layers,” she said. “It’s like an onion – every time I peel one back, there’s another.” Developing the North Lougheed strip will take years. The Agricultural Land Commission granted the exclusion with four caveats, including further protection of farmland in other parts of the city, a required change in Metro Vancouver’s Regional Growth Strategy, and beginning construction of the North Lougheed Connector within three years of the ALC’s acceptance of a traffic-calming plan for Old Dewdney Trunk Road. Last week, the city voted in a 4-3 split to send its development plans to Metro Vancouver. Mayor Deb Walters called the commission’s rejection of an appeal “reaffirming.” “We are certainly not trying to pull the wool over people’s eyes,” she added. “We’ve done everything above board. When you don’t get your way, it’s very easy to point fingers at people and make it very personal. This decision reaffirms that we followed proper procedures.”

Metro still ‘unaffordable’ An annual survey has for the sixth straight year ranked Metro Vancouver as the second least affordable place to buy a home out of more than 350 cities. The Demographia study of nine nations found the typical home cost in Metro Vancouver is 10.3 times the median household income – the second worst after Hong Kong at 14.9. Anything over 5.1 is considered severely unaffordable. Other Canadian cities that fell into that category included Toronto at 6.2, Victoria at 6.9 and Kelowna at 5.9. After Vancouver on the list of least affordable cities were San Francisco, Sydney, San Jose and Melbourne, while the two most affordable cities were Pittsburgh and Detroit. Survey authors blame urban containment regulations – such as Metro Vancouver’s regional growth strategy and B.C.’s Agricultural Land Reserve – for driving up regional prices.

One bad Durango in a good way

Looks I can’t remember the last time a large SUV turned heads but this model had passersby, friends, and family all taking notice. Several neighbours commented on the stylish “racetrack” rear light bar that has migrated from the Dodge Dart and Charger sedans to this big SUV for 2014. Because of standard AWD and other packaging changes, the starting price is higher than direct competitors, the Ford Explorer or Nissan Pathfinder. Both those vehicles have a base model that starts around $30,000, the Durango, in contrast, starts at $39,995 and tops out at $51,995. This Citadel model, with options, is over $60,000. The base model comes nicely equipped with 18-inch wheels, keyless entry and

take extra passengers regularly, I would opt for the less expensive bench seat that allows room for 7 people inside.

Verdict This latest Durango is yet another example of what Chrysler is doing right. It is loaded with the latest technology, has a class leading 8-speed automatic, attitude and room to spare. I enjoyed my entire time with it and so did the rest of the family, we even gave it a name, “The Badongo” I don’t know why, but it really is one Bad Durango. If I can read the tea leaves for a moment, I would bet the EcoDiesel will be coming to the Durango, hopefully sooner rather then better.

Handling point for the Durango is the amount of space it offers over three rows for 6 or 7 passengers. My youngest son loved climbing into the third row and could actually stretch out. I even tried it out and can report that adults have plenty of room in any seat. The Citadel model came equipped with a stunning two-tone interior featuring black carpets and tan seats. The 2014 Dodge Durango test truck was the perfect Christmas treat. This is the perfect kind of vehicle to have when you need to cart around extra kids and family from events like skating parties to Christmas dinners to anything else that needs getting done over the festive season. With three rows of seats and seating for six or seven passengers, the Durango is a large comfortable vehicle for any large family or a family of four that needs to take extra people to soccer or hockey practice. The Durango tester was the top of line Citadel model with a beautiful two-tine interior, large polished wheels and classy looking grille. It was not fitted with winter tires but we had no skiing plans, plus all Durango models come with AWD as standard equipment.

Versatile Sienna minivan in name only By Ian Harwood

T

he Toyota Sienna has evolved and adapted to a changing market continuously since its introduction in 1998. Looks: The Sienna van has a very familiar front end. Look no further than the Toyota Venza where it not only shares the same face but also the same platform. In fact, this platform is used in the Highlander, RAV4, and Camry. This new look is attracting buyers that in the past would not see themselves driving a minivan. When I drove it, I felt as if I was driving a crossover, lots of room and power. I like the LED taillights, very bright and easy to see. The optional power sliding doors have retractable windows and are larger making it easier for getting in and out. They are controlled by a push of a button on the key fob. Cab: There is plenty of leg room for the driver and front

60 months. • Corrosion perforation: unlimited km. • Roadworthy: I had the opportunity to drive this vehicle out to Abbotsford a few times and I was impressed with the handling. Most minivans tend to have a lot of body motion and this one did not. Power was there to pass and with the driver seat further back, it felt more relaxing. The area behind the third row has a large space for the seats to fold into, and when the seats are up, it provides tons of space for storage.

a longer and wider seat cushion that can make drivers of any size comfortable. The second row has captain’s chairs that have a one touch walk-in feature and the third row is a 60/40 split one-touch

T

esla CEO Elon Musk recently equated hybrid vehicles to early amphibians that hopped out of the oceans, learned to survive on land and eventually disappeared. Ironically, if the electric vehicle evolved in a similar way, Tesla (an exclusively EV company) wouldn’t exist right now and this would probably be in a vibrant hybrid age. Despite the early birth of production EV, hybrid EV and now plug-in hybrid electric vehicle sales continue to rise, new models continue to arrive and at least three all-new PHEVs are expected later this year. A HEV functions just like, or similar to, a conventional gas-engine vehicle, from a driver/owner perspective. It consumes substantially less fuel, especially in an urban environment, and a regenerative braking system can greatly extend the life of brake friction pads. A PHEV increases the energy saving, money saving, and greenhouse gas reducing advantages by tapping into an electrical source and pulling relatively inexpensive electrical power off the main grid. It then uses this energy to go further on electrical power alone. How far depends primarily on the capacity (size) of its storage battery, but

Some of the must-see features at the show will be the Ask an Expert space, where interior decorating experts, professional landscapers and certified contractors will give homeowners and renters alike free 10-minute consultations on solving their home problems, and the West Coast Power Smart Home, this year’s Dream Home that showcases green living and modern

West Coast design. If gardening is one of your interests, you’ll enjoy the Living Melodies display, with more than 7,000 square feet of green space with flowers, water and stone features and outdoor furniture, inspired by famous music. The Better Gnomes and Gardens event brings well-known Vancouver residents such as Real Housewives of Vancouver’s Mary Zilba, Love It or List It Vancouver’s Todd Talbot and Global BC’s Steve Darling together with a very popular garden decoration: the gnome. The participants will decorate their own garden gnome and auction them off, with proceeds going towards Sole Food Street Farms. There will also be a spot to sit and have some tea at The Twinings English Tea Garden, or take in some fashion and art at Portobello West, inspired by London’s famous street market. To celebrate Chinese New Year, the next eight buyers of G3’s Phase 2 homes will be able to choose a lucky red envelope that will reveal a discount ranging from $6,888 to $8,888 off the purchase of their new home, which will be ready for occupancy in March.

Beauty comes in threes at Guildford’s G3 By Kerry Vital

Three is a lucky number at G3 Residences, an exciting condominium development in Surrey’s Guildford neighbourhood that features three buildings with a wide variety of floor plans, suitable for the needs of all discerning buyers. Right now, there is an exciting offer at G3! To celebrate Chinese New Year, the next 8 buyers of G3’s Phase 2 homes will get to pick a lucky red envelope that will reveal a

discount ranging from $6,888 to $8,888 off the purchase of their beautiful new home, ready for move-in March 2014! There are numerous benefits for being a G3 Residences homeowner. For one, this residential development offers its buyers ultimate convenience. Its location is key, central to the blossoming Guildford community. Buyers have easy access to the Port Mann Bridge, giving them quick entry into neighbouring areas of the Lower Mainland. As sales manager, Margaret Bird says, “the quality here is excellent … it’s been especially appealing to first-time buyers. We’ve seen a huge draw from Fraser Heights with parents wanting their kids to live nearby. You’re within walking distance to so much.” One of the most impressive things about G3 Residences is the beautiful views from some of the homes. “From the north-facing

homes you can see the (North Shore) mountains,” says Bird. “From the east-facing homes, you can see Mount Baker and that area. It’s gorgeous.” As completion nears, Bird points out that many of the floor plans available now are unique. “They’re one-off plans where they’re the only one in the building,” she says. Additionally, within walking distance to G3 is the newly renovated Guildford Town Centre, the Guildford Recreation Centre inclusive of a public library, fitness centre, and soon-to-be an aquatic facility, restaurants, and schools. The interior details of these homes are also contributors to their popularity among home buyers. These beautifully packaged homes come equipped with stainless-steel appliances, quartz countertops and an eating bar perfect for a quick breakfast or evening cocktail party. Soft-closing cabinetry with brushed

nickel hardware is perfectly lit by the ceiling mounted track lighting and pendant lights. Laminate hardwood flooring is featured throughout the living areas, with lush carpeting in the bedrooms and imported porcelain tile in the kitchen, entry and bathrooms. The bathrooms are elegant and luxurious, with a deep soaker tub, semi-frameless glass shower and chic wall-mounted vanity light. Homeowners can still choose between two designer colour schemes, Sterling and Onyx, and will enjoy the nine-foot ceilings (higher on the top floor) and convenient frontloading washer and dryers that come with every home. Oversized storage and parking is also included. Residents will also have access to the G3 residents’ lounge, which will include a gym, fireside lounge and a guest suite, among other things The bathrooms are elegant and luxurious, with a deep soaker tub, semi-frameless glass shower and chic wall-mounted vanity light. G3 Residences is truly a balance between contemporary lifestyle and affordability. Available homes start at $149,900 for a studio, $182,900 for a one-bedroom and $223,900 for a two-bedroom. Take advantage of the limited time Chinese New Year offer and visit the G3 showroom at 10439 154th Street, Surrey, open every day except Friday between noon and 5 p.m. to pick up your lucky red envelope! Good reasons to grow own produce

T

By Mike Lascelle

here’s a food war looming on the horizon, and whether you like it or not, you are right in the middle of it.

It is as much a political battle as it is pro-business, and the only losers are going to be you and me, the consumer. In order to provide you with a little context, here’s a recap of noteworthy events involving this struggle: • April 2012: the Conservative government cuts $56 million from the Canadian Food Inspection Agency budget, resulting in the lay-off of more than 100 food inspectors. It also announces at this time that it will no longer verify claims on food labels, leaving this up to the consumer. • January 2014: A Burnaby wholesale bakery is caught selling bread labelled organic, but made with non-organic flour over a period of three years. It was also found using canola oil (instead of the stated olive) in other products. Despite recommended charges and statements by inspectors that “all the organic claims on his packaging was false,” the owner received no penalties and neither vendors nor consumers were informed of this fraud (except through news media). • January 2014: 45.8 per cent of all organic produce sold in Canada is found to show trace elements of pesticide contamination, with 1.8 per cent of these exceeding the federal allowable limits. • January 2014: the Conservative government quietly lifts the moratorium on fish farming in British Columbia (11 pending projects), with no public consultation, despite the

dire warnings of the Cohen report and federal scientists, whose findings are being gagged when they put a negative light (that wild stocks are at risk) on this controversial practice. These news reports clearly indicate two things: that you cannot trust food labels (or the companies to selfpolice); and that the current federal government has clearly stepped away from its responsibility of ensuring our food safety, in favour of more commercially-minded enterprises. The false science that implies that genetically modified crops and farmed fish are the only viable means of feeding an ever-increasing global

GMO soy and canola cause severe allergic reactions in some people, while yields of Bt GMO cotton are steadily declining and some GMO crops were recently found to have a hidden viral gene that may not be safe for human consumption. So what is one to do given the overwhelming lack of proper oversight in regards to the food we all consume? You can start by growing some of your own produce and, thankfully, we have several seed companies (such as West Coast Seeds, Salt Spring Seeds and Stellar Seeds) that are committed to providing you with organic, non-

population is also clearly negated by the facts. It takes between 2.5 to three kilograms of wild fish (made into meal and oil) to produce one kilogram of farmed salmon, and currently a third of the global fish harvest goes into fishmeal production. Farmed fish are also fed meat by-products, such as feather meal, and they cannot produce their own omega-3 fatty acids, as these are obtained naturally through the food chain (or from fish meal). Genetically modified crops have encountered their own problems with the pollen from GMO corn, found to be poisonous to butterflies. Both

By way of example, my daughter harvests purple carrots, parsnips, peas, mustard greens and herbs from her tiny townhouse backyard. Lastly, you should contact your local MP and politely inform him of your displeasure with the current government’s misplaced priorities.

Stadel rink still perfect Jack Stadel, one of Haney Master’s most veteran curlers, ran his record to 8-0 with an 8-6 victory over Peter Koehler’s rink in master’s curling action at Golden Ears Winter Club on Wednesday. Stadel, a successful curler in Maple Ridge since 1956, defeated the Koehler rink of Mike Murgatroyd, Don Plummer and Svend Neilson to remain undefeated and continues to hold a four- point lead over the Greg Hook and Terry Lajeunesse rinks in league play. Along with Bill McDowell (third), Kent Skene (second), and Al Herd (lead), Stadel’s rink controlled the game as they remain in first place at the half-way point of the Haney Master’s Winter Session. Hook’s rink of Bob Asher, William Menkveld, and Morris Achtenichuk continued their winning ways (6-1) with a victory over Peter England’s rink consisting of Dave Christensen (third), George Lagerstrom (second) and Tom Manion (lead).

Tyler O’Neill has been working out all off-season in anticipation of his first Major League Baseball training camp with the Seattle Mariners, in March. He leaves for Arizona in two weeks, for prospects camp. He is seen here taking his cuts for Team Canada, and he was an all-star at the Under-18 world championships last summer. Contributed

he new ball season starts in two weeks for Maple Ridge slugger Tyler O’Neill. He begins Seattle Mariners mini camp on Feb. 14. in Peoria, Arizona. That’s where the Major League Baseball organization’s top prospects are put through their paces. The days will start at 7 a.m., and cover everything from on-field basics like bunting and fielding, to nutrition education and even etiquette tips. O’Neill will be playing close attention. He was a catcher and third baseman with the Langley Blaze in the Premier Baseball, but the Mariners are converting him to right field. So far, he enjoys the switch. “It’s awesome – it’s not hard on my body, like catching is,” he said. Catchers squat for hours on end, and inevitably wind up with wonky knees. They fret about whether their pitcher has his stuff, and try to remember opposing batter tendencies as they call for pitches. Sometimes, on a play at the plate, a baserunner comes at them like Marshawn Lynch in Beast Mode. Switching to the outfield, he’s doing a lot more

running than in his recent baseball career, but his biggest worry there will be staying hydrated in the 40 C Arizona heat. Mini-camp will be followed by his first spring training on March 9. If starstruck by watching ‘King’ Felix Hernandez unleash his fastball, or ex-Yankee superstar Robinson Cano taking his cuts, O’Neill plans to play it cool. “Everyone goes to spring training,” he said. “It’s nice to see the Big League guys, I guess, but I’ll focus on what I have to do.” He’s not likely to be patrolling right field in Safeco Field this summer, even if that is the goal. More likely, he will play in short-season Single A for the Everett Aquasox, or long-seasons Single A for the Clinton Lumberkings. The Aquasox would allow his family and friends to drive two hours and watch O’Neill play. Or they could come to Vancouver’s Nat Bailey stadium to see him take on the Canadians in the Northwest League. “That would be awesome,” he allows. But his goal is the Lumberkings, who play in the Midwest League in Clinton, Iowa. He’s not expecting to skip any rungs on the ladder. When major league teams draft an older play-

er, coming out of college, they might throw him into Double A ball, and see where he’s at. But with a Canadian kid who just graduated from Garibaldi secondary, who they spent a third-round draft pick on, they will want to give him every opportunity to work on his game and mature. “They high-pick prospects they want to slowly develop them, and see how they do at each level,” said O’Neill. “That’s just how it is.” Last year was a whirlwind for O’Neill. He finished his Langley Blaze career, after batting .455 (85 for 187) with 62 runs scored, 17 doubles, 8 triples, 12 home runs and 86 RBI in 89 games over the last two seasons. He was the most feared hitter in the league. In June, O’Neill was drafted 85th overall, despite having had first-round buzz in pre-draft speculation. He finished the season with the World Under-18 Tournament in Taiwan, where he hit three homers and 14 RBI in six games, and was selected to the all-star team. In September, at the Baseball Canada banquet at the Rogers Centre, he was awareded the Junior Team MVP Award for 2013. Blue Jay Brett Laawrie, Mariner Mike Saunders and former MLB all-star Jason Bay were among the other players honoured there.

The SRT Titans senior boys basketball team recorded a 20-point victory over AAA league rival Rick Hansen this week. SRT played an uptempo game that the Hurricanes were unable to match, and came away with a 73-50 home-court victory. Guards Matt Van Dregt and Austin Rebalkin paced the Titans with their outside shooting and perimeter defense. Forwards Cole Lamont and Trevor White dominated the glass on both ends of the floor, and both recorded double doubles. The senior boys will be hosting the Westview Wildcats this afternoon at 12:30 p.m. during their annual Titans Invitational Tournament. The afternoon game is a fundraiser with all proceeds from the gate going to the Kidsport chapter in Maple Ridge.

here is a recent trend in the fitness industry toward group workout programs and classes that are extremely challenging and also hard on the body. The workouts themselves are very difficult and there are sometimes competitions that are involved that can produce injuries. Recently, a young man who Kinected was competing in a weight Kerry Senchyna lifting portion of a boot camp competition lost control of the heavy bar while holding it over his head; it fell on him and severed his spinal cord, making him paralyzed from the waist down. There is a popular outdoor, military-style endurance competition that involves running through fields, mountainous slopes and mud, through electrical wires (designed to shock you), and into containers of freezing water, all to test how tough competitors are. These traumatic injuries, the seemingly extreme nature of the programs and the sometimes bizarre exercises involved prompts the question, from many observers: “How much is too much?” As in any exercise program, there is inherent risk and reward. In order to improve your physical condition, you must do a little more than what your body is used to, and this is what stimulates your body to build up its fitness level. Sometimes you can do too much and cause an injury. What then

are the rewards and risks of these extreme exercise programs? The rewards of high intensity training are that, if you stay injury-free, you will generally bring your level of strength and fitness to a higher level than by most conventional programs. The capacity to burn fat and lose weight has been shown to be greater with high intensity exercise compared to moderate exercise for a given time commitment. That doesn’t mean that you can’t achieve weight loss or improve your fitness with moderate intensity exercise – people do it all the time. Many extreme fitness programs use a ‘functional fitness’ philosophy’ that involves using your own body weight for resistance, or lifting or flipping over everyday objects like large truck tires. Functional training can be beneficial, but is not in and of itself, the single best way to train in every circumstance. Another reward is the thrill and confidence some people get when they push themselves in extreme conditions and environments. The risks of such programs and competitions are that they are marketed to a wide population, regardless of fitness level. People who are less fit when they start are at higher risk for severe injury or for overuse injuries. Some of these programs have insufficient rest periods between sets, which may readily lead to high levels of fatigue, elevated oxidative stress (the failure of the body to get rid of waste products that cause cell damage), and increased risk for muscle, tendon and joint damage and overuse injuries. Training intensity is not specifically monitored for each individual, since in a competitive environment people are encouraged to keep up with the rest of the group. Premature fatigue leads to impaired exercise technique and this is a very high risk factor for injury. Most of the safe, high-intensity interval programs have minimum rest periods built into the structure of the program that have been shown to be effective in laboratory testing. And finally, there are obvious risks for people with pre-existing injuries or health conditions that would be adversely affected by high-intensity training. The more one pushes to extremes, the greater the need for individualized monitoring, because the margin for error in overtraining is much less. If you are involved in one of these programs or are looking into it, just be aware of the risks involved and ask yourself what your options are.

IN MEMORIAM

bcclassified.com

Five long years have passed since you were tragically taken from us and not a day goes by that we don’t think of you and miss you and pray for answers. Losing you broke our hearts into more pieces than our hearts were made of and each day is another that we wake with a emptiness that never goes away. It’s not so much the dates or the anniversaries that bring up the sadness that we feel without you, as all the times we wish you were just a phone call away. We miss you, our family is broken and we will never be the same.

~ My Samuel ~ Those of you who have dogs and take them for walks on the dykes have likely met Sam, knew his ‘story’ and perhaps wondered .... Well, we had a little over 3 happy years together post cancer. In the end, the cancer returned and although pain meds, etc kept him comfortable, his hips were ‘spent’, and life was getting progressively ‘harder’. After much prayer & ‘struggling’ I made the heartbreaking decision on January 10th to send my faithful, gentle and loving Samuel on to heaven to be with my Dad. I want to Thank all the BCV who helped to give us more years. Dr. Mauldin from the WVSE CCA, Calgary, & Dr.’s Charney & Hutchinson from BBVSH, Langley. All the staff at these amazing hospitals were absolutely fantastic. Beyond professional and sincerely compassionate. However, most of all, I want to sincerely thank Sam’s Veterinarian Dr. Loff - here in Maple Ridge, his AHT Sherry, and the staff at East Ridge Veterinary Hospital for making this heartbreaking burden of love, so beautifully peaceful. Yes, it truly was.

Your professionalism, compassion and care, to say the least, warmed my heart!

Thank you that you took us at the end of the day... Thank you that you made sure all clients were gone... Thank you that you took your time and spoke so softly and gently... Thank you that you all cried with us - Linda Morgan, Sam’s Auntie & dog sitter. PS. Dr. Charney Thank you SO much for the beautiful flowers.

Thank you so much... for everything... Most Sincerely,

~ Nancy Bender

Every flooring installation regardless of surface type will require more material than the exact surface measurement of the installation area. This is a result of numerous factors: carpet roll width, pattern matching, material units in hard surface packaging and more. When you purchase flooring from Carpet One that we have measured for your installation, we guarantee that the amount of flooring you buy will be only the minimum necessary required for a professional installation by the highest industry standards. We’re experts and that’s what we do. You pay only for what you need.
