Search and Rescue getting to know the ropes Jamie Turko
Special to the Mirror
T
his past Sunday, Campbell River Search and Rescue (CRSAR) members trained with some of the equipment that has been purchased during the last year. The rope rescue team trains regularly throughout the year to ensure they are ready when called into action. On Sunday, they were in the Oyster River canyon. Regular fundraising efforts cut into the available time members have to practice, but the rope rescue team still manages to put in a combined 300-400 hours of training each year to ensure an efficient
rescue can take place. Fundraising and donations have allowed CRSAR to add a few new, modern rescue devices to their equipment during the last couple of years. The MPD (multi purpose device) is a piece of rescue equipment that is changing the way rescues are conducted around the world. CRSAR recognized the potential of this device and was one of the first rescue teams in the province to begin training with it and using it for rescues. The MPD is exactly what its name implies; one device that can do several things: It can be used to lower a rescue team and control their descent; it can be used as a back-up device and should an
equipment failure occur, it will stop the rescuer from falling. It can also be used as a pulley to efficiently control the rope while raising a stretcher back to the top of a cliff or embankment. It greatly speeds members’ ability to convert from lowering something to raising it because the rope never needs to be disconnected from the device. This increases safety. Several other pieces of equipment have also been purchased that allow CRSAR able to rig a rope rescue system faster, operate it easier, and increase safety over traditional rope rescue systems. This is due to generous donors from the community and the fun-
draising efforts of the group. Campbell River SAR appreciates greatly the support it receives from the community and the more donations it receives, the more time members can spend training. CRSAR consists of 40 unpaid volunteers that often take time from work and family in order to look for and rescue others in need of assistance. None of the equipment purchased is funded by the province. All equipment is paid for by funds raised from fundraising and donations. Every dollar is donated greatly appreciated. For more information about CRSAR, or to make a donation, visit crsar.ca.
A former Campbell River whale watching guide has been fined $6,000 for disturbing orcas. It’s the second time Jason Smith, 43, has been fined for disturbing “northern resident” killer whales which are listed as threatened under Canada’s Species at Risk at Act. It’s also believed to be the first time in Canada that the same person has been twice convicted for disturbing marine mammals under the Fisheries Act. “(You) violated the interest of the public trust…in respect to this fragile resource,” said Judge Roderick Sutton. In Campbell River provincial court on Thursday, Judge Sutton found Smith guilty of disturbing whales, but acquitted him on the more serious charge of harassing whales under the Species at Risk Act. Last year, Quadra Island resident Carl Peterson, 52, was fined a precedent-setting $7,500 for disturbing and harassing killer whales just off Campbell River. It was the first conviction in Canada involving killer whales under the Species at Risk Act. Continued on Pg. 3

Teen employees tagged washroom twice Paul Rudan Campbell RiveR miRRoR
Two teenage employees were responsible for “tagging” a Campbellton business last year. The pair is also believed to have spray painted stylized letters on many other city buildings and objects, but that came to an end Jan. 21, 2013. The week before, Campbell River RCMP were called to the Esso/ McDonald’s in Campbellton after the bathroom had been tagged with spray paint. Mou nt i e s not i c e d the same initials found in several other places around the city, but still had no suspects. A week later, on Jan. 21, they were back at the Campbellton gas station
to investigate a second tagging incident in the same bathroom. This time though, a female employee at McDonald’s told them the culprit was a fellow employee who had confessed to her. According to Crown prosecutor Bruce Goddard, the girl asked the teen if he had done the tagging and also noticed purple paint all over his hands. The youth admitted he had done the tagging and also had a purple paint marker on him. The two youths were subsequently arrested and charged with mischief. One youth was able to avert court, and a criminal record, after attending a restorative justice forum and mak-
ing amends for his crimes. The other youth, age 17, had a previous youth record for threatening his stepfather and was waiting to appear in court for the tagging mischief when he was arrested last month on suspicion of drug dealing. He was arrested in Robron Park where police seized three baggies containing 7.3 grams of white powder believed to be MDMA or ecstasy. He’s currently facing a drug charge, but on Monday he was back in court to plead guilty to one count of mischief for tagging the bathroom. According to Goddard, the youths were among a few active taggers in the city and police were able to identify three different groups.
“It’s fair to say the tags used in the Esso gas station are obvious throughout the community on various objects,” said Goddard. In this case, he added, rehabilitation is the most important part of the sentencing and asked for one year of probation and $200 retribution for the damage. Defence lawyer James Hormoth called the Crown’s request “reasonable” and the youth also issued a brief apology. Judge Roderick Sutton said there’s a big difference between legitimate graffiti art and spray paint tagging, and the latter causes financial harm for the entire community. The judge added that for every dollar the city
spends cleaning up tags, it means money isn’t going to sports and other recreation programs. “It’s just a waste of money…hopefully you’ll get through this phase,” said Judge Sutton. He imposed one year of probation on the youth with an 11 p.m. to 6 a.m. curfew for the first four months. The youth has three months to repay the $200 to his former employer and cannot go to the business during his probation. As well, he is prevented from carrying any painting materials outside of his residence.
“This is very important,” said federal Crown prosecutor Larry Reynolds during Peterson’s sentencing hearing. “We’re trying to get the message out.” The message is for all boaters to remain at least 100 metres away from all marine mammals and to view them for no longer than 30 minutes. But Smith says that distance is difficult to determine on the water. “My opinion is they should also hold the companies responsible… they should provide their crew with equipment so they know exactly how
far they’re away,” he told the Mirror on Tuesday. In 2008, Smith was working as a guide for Eagle Eye Adventures when he was charged with disturbing orcas. He was found guilty in 2011 and fined $3,500 which he is still paying off. Smith was awaiting trial on the first charges when he was charged again in August 2010, when he guided “as a favour” for the former Eagle Eye owner. During the second trial, Fisheries Officer Carlos Paramio testified that he was contacted by another whale watching guide who was
“very upset” that Smith was getting too close to a group of killer whales just north of the city. Two other groups of whale watchers reported the same thing, but Smith, who represented himself at trial, pointed out that others appeared to break the rules. “I’m looking at three different witness statements and they all exceeded the 30-minute viewing time,” Smith said during his cross-examination of Paramio. “I’m wondering why there isn’t any shared responsibility here?” Nevertheless, Smith was found guilty on the
first count, fined $6,000 and banned from guiding for 10 years. The judge declined to jail Smith and gave him three years to pay the penalty which will go into an environmental damages fund to support killer whales. Smith said its been a “taxing ordeal.” He now works on tugboats and isn’t inclined to do anymore whale watch guiding. “I won’t ever go back,” he vowed. “I think they (Fisheries and Oceans Canada) are targeting a very specific group of people…I’m disappointed I was found guilty of anything.”

SRD left out when it comes City considering hiking up Sportsplex fitness fees to tourism on the Island KRISTEN DOUGLAS
CAMPBELL RIVER MIRROR
The Strathcona Regional District is being left out in the cold while communities on the northern and southern ends of the Island have banded together. That’s according to Mary Mahon-Jones, who is studying the feasibility of a regional tourism service for the Strathcona Regional District. Such a function is one of the regional district board’s strategic priorities and at a meeting Jan. 23, Mahon-Jones presented her preliminary findings to the board. “The regions to the north and south of Strathcona are taking a regional approach to tourism, leaving Strathcona at a competitive disadvantage,” said MahonJones of consulting firm Mahon Jones Associates. “You guys are in the middle so you’ve got to do something to bump that up.” The regional functions
are providing travellers and potential tourists with a one-stop shop, comprehensive listing of all the communities and areas in their region. Mahon-Jones said the regional service does not take over a community’s tourism efforts, but rather compliments it. She said in talking to stakeholders and tourism providers in the area, most saw the benefit in a regional approach. “Most stakeholders saw the primary goal as to get everyone working together,” Mahon-Jones said. “With a regional approach, it would allow a concerted effort to bring everybody up to a certain level of success.” However, Mahon-Jones said some who represent the smaller communities and the electoral areas in the Strathcona Regional District, were worried they wouldn’t get much of a say. “There was a considerable amount of concern about the potential dominance of Campbell River
in decision making when it comes to a regional service,” Mahon-Jones said. Then there were the people she spoke to who don’t want to promote tourism at all. “Some feel tourists can be invasive, they mess up the beaches, throw garbage on the beach,” Mahon-Jones said. “Not all residents are enthusiastic about increased tourism.” But the majority are. Lezlie Smith, who worked with MahonJones on the study, said in speaking with hotels in the area, she learned that it has been a struggle attracting tourists on a regular basis. “Occupancy is very seasonal, it’s at 46.4 per cent, which is very low and that affects employment,” Smith said. “Employees get laid off. “Average room rates are well below what they should be. They have not been able to increase them above $114,” Smith added. “Tourism demand has
not returned to pre-2008 levels.” Ma hon - Jone s and Smith left the regional district board with four different options to consider in regards to a regional tourism function. The first is to do nothing, the second is to create the regional tourism service which could cost $230,000-$260,000 at the low end (Vancouver Island North) and $650,000 at the high end (Parksville/Qualicum). Or, the regional district could choose to provide annual assistance to existing community tourism functions to help with marketing and promotion or, it could elect to go with a hybrid approach which would involve the regional district taking on parts of the regional service and tourism operators doing the rest. The board will choose which option it would like to look into following the regional district’s budget workshop.

The cost to work out at city facilities may be going up. The city is proposing fee hikes, as well as the elimination of family and group passes for the fitness room and racquet ball courts at the Sportsplex. The rate increase is in response to a council resolution passed two years ago, on Feb. 28, 2012 at council’s finance committee meeting. That res olut ion, made by Mayor Walter Jakeway, called on city staff to report back to council on options to increase rates for parks, recreation and culture programs. Two years later, Lynn Wark, the city’s recreation and culture manager, has her report. “Recreation and culture department fitness staff have conducted a thorough review of current rates includ-
ing a comparison of rates and fees to other municipalities and to private sector facilities,” Wark said in a report to the city’s Community Services, Recreation and Culture Commission. As a result, staff are recommending an increase to the youth and senior individual and group pass rates for the fitness/weight room and the racquet ball courts at the Sportsplex. Staff are also recommending the elimination of passes for families and groups of eight to 11 people for the fitness/weight room and the group racquet court passes due to poor sales. Other changes include capping the 12+ group size pass at 20 people to reduce the administrative work required to process the group at the front counter, as well as changing the group pass from a 20 per cent
to a 15 per cent discount. Wark noted there has not been an increase to fitness rates since 2010 and at that time, the youth and seniors rates were not changed. Wa r k s a i d t h e changes proposed are in “an effort to bring the youth/seniors rates in line with other rates, increase revenues, and streamline business practices.” Increase by number n Youth/Senior sixmonth individual pass to change from $155 to $157 n Youth/Senior ninemonth individual pass from $197 to $202 n Youth/Senior oneyear individual pass from $229 to $235 n All Youth/Senior group passes to increase by between $24-$43, depending on the length of the passs

Long-awaited Petersen improvements at risk Kristen Douglas
Campbell RiveR miRRoR
More than one year after Coun. Ron Kerr raised the alarm over pedestrian safety along Petersen Road, improvements are expected. But there’s a potential snag. At its Jan. 29 financial planning meeting, council approved $50,000 for a walking and cycling path through the Willis and Petersen road corridor. Council will take the money from the Com-
munity Works Fund, despite a warning from city staff that using it for such a project may make the city vulnerable in the event of an audit. “We recognize that the funding criteria under the Community Works Fund is set to (potentially) change next year but at looking at the (current) criteria, staff ’s view is that project may be vulnerable to an audit,” said Ron Neufeld, general manager of operations. Kerr, who made the
motion for the improvements, wanted to go ahead with the project anyway. “It’s risky but I’m trying to attempt to address some of the worst areas and have some improvements to the safety and security issues we have, especially on the Petersen hill,” Kerr said. “This would be a huge improvement to the area.” Kerr has been urging council since 2012 to make the Petersen and Willis area a priority.
He said in September 2012 that the area poses a major hazard for pedestrians because there are no sidewalks and the shoulders are so narrow that people are forced to walk dangerously close to the vehicles. At the time, Kerr wanted council to go ahead with improvements but city staff said the sidewalks should wait until the city had enough money to re-build Willis and Petersen, a project that could cost upwards of $1 million. However,
city staff came back with a revised figure for this year’s budget. Staff suggested council allocate $455,000 in 2014
which would involve widening the existing shoulder along Willis Road and performing additional drainage and
Other budget items n Council will spend either $115,000 to fix the rip rap armouring at Robert Ostler Park or $630,000 to create a soft shore. The soft shore work would be funded by the Community Works Fund. Which project goes ahead will be determined by council once it has reviewed a feasibility study of the two options which is expected to go before council in late spring. n Council moved a $95,000 master
ditch works as needed. Kerr went with a less expensive figure of $50,000 for pathway improvements this year.
study for Nunns Creek Park up to 2015. City staff had recommended the plan, which will be funded through the parks parcel tax, be done in 2017. n Council approved $300,000 in 2014 for sidewalks on 15th Avenue between Maple and Spruce Street and on Spruce Street from 14th Avenue to Highway 19A. n $64,000 for more transit shelters. Locations will be along on the primary routes.
Injuries, poor conditions forcing youth soccer off local fields Kristen Douglas Campbell RiveR miRRoR
A couple of serious injuries to kids in youth soccer has indefinitely forced games off of Cedar School field. Al Rimell, president of the Campbell River Youth Soccer Association, said Cedar is one of the association’s primary soccer fields but overuse is now making it impossible to host games. “It’s worn, it’s too damaged,” Rimell told city council at its financial planning meeting Jan. 29. “We’ve had a couple of serious injuries to young people in the Campbell River Youth Soccer Association from using a field which hasn’t been able to keep up to the wear and tear. So ultimately, we’ve been moved off Cedar for the balance of this season and we’re not sure what it’ll look like for September.” While fall league soccer has wrapped up for the season, some of the rep teams are still playing
and spring league will be starting in the next couple of months. With Cedar School no longer an option, the kids have been moved to Pinecrest field, however, Rimell said Pinecrest may not be an option for much longer either. “We have the same problem at Pinecrest Elementary and we’re having to move games off there,” Rimell said. “So right now we’re looking at using Penfield (school), just to get us through spring soccer and we’re having to move our U13 rep team – which is having a fantastic season – off their home field at Cedar and move them to Penfield.” Rimell urged council to make purchasing an artificial turf field for Robron Park – a project which has been years in the making – a high priority. On top of injuries due to worn out fields, Rimell said roughly 30 per cent of soccer games had to be cancelled this season due
to bad weather, which prompted the city and school district to close its fields. Rimell said with the artificial turf, games can be played in all types of weather and with proper lighting, at any time of the day. “We need a field that can take the weather, we need a field that’s got great light and that field will be used until 10 o’clock at night, six days a week, probably more,” Rimell said. “I just think, big picture, we’ve got to get there.” Rimell noted that communities up and down the Island have already moved to artificial turf including Ladysmith, Nanaimo, Port Alberni and the Comox Valley which is expected to open its artificial field in September. Rimell said the turf is providing those communities with the opportunity to host large tournaments that inject big tourism dollars into the local economy.

Our View
A warning shot across the bow
Another city budget, another tax increase. Were you expecting anything else? You shouldn’t have when you consider the city is still adjusting to the loss of the Elk Falls pulp mill cash cow. But the We say: Mayor adjustment is being made and the rightly points out tax burden is being shifted onto the homeowners of the city. that the city is At a 2.92 per cent increase this year, still overspending it’s not a big pill to swallow but it is trending downwards, in the sense that the increase in taxes is not as much as in past years. And there is no increase for the business class and the
parks parcel tax will hold at $25. But it’s still an increase for homeowners and Mayor Walter Jakeway has pointed out that the full impact of the city’s new budget is hidden in the amount council has dipped into reserves. Jakeway has rightly pointed out that it’s not a balanced budget, council is still overspending but is able to do so because it has dipped into the piggy bank to the tune of over $14 million. “The low percentage increase gives the impression that city spending is restrained and is finally under control,” Jakeway said last week. Some of the accumulated reserve funds came from
gaming and gas taxes, but most of it came from past city taxes, he pointed out. The trouble with reserves is that if you don’t replenish them, they eventually run out. Tax increases have been a contentious point in the community but they are trending in the right direction. The mayor, however, is right to send a warning shot across the fiscal bow in case anybody is thinking it’s all wine and roses once again in Campbell River. There is still work to do and while we can mask the shortcomings by using reserves, it can’t continue indefinitely.

City council’s investment in Centennial Pool keeps the Salmon Kings running
Filed for publication with the Mirror Dear Mayor and Council; For the past three years, the fate of Centennial Pool and that of the Campbell River Salmon Kings has been in doubt. The investment made into Centennial Park upgrades and now the significant investment in capital repairs to the pool will allow us to continue to develop swimmers for some years to come. The Campbell River Salmon Kings have been part of the fabric of the community for 53 years, we appreciate the commitment that the mayor and council have shown to youth sport in our community and we look forward to seeing all of our swimmers this spring and for years to come. Thank you City of Campbell River for your support of our pool and of our swimmers. Thank you for your continued support of the Campbell River Salmon Kings and youth activity in our community. Dean Dobrinsky, president, Campbell River Salmon Kings We welcome your opinions on stories and issues published in our pages as well as issues of broader concern encountered elsewhere. Athletes gearing up for the BC Winter Games
Alistair Taylor
Out On A Limb @AlstrT
editor@campbellrivermirror.com
Thirty-three youngsters and coaches from the Campbell River area will be competing in the BC Winter Games being held in Mission Feb. 20-23. To prep them for what to expect, local athletes that have qualified for the games were invited to a Guide 2 the Games workshop held at the Community Centre last Thursday. Kelly Mann, BC Games president and CEO, filled the young athletes in on some practical advice on participating in the games and an orientation on what to expect. These workshops have been travelling around the province and it made its stop in Campbell River. A small group of competitors, parents and coaches from Campbell River, Quadra Island, the Comox Valley and even a parent from
Powell River took in the workshop. These Guide 2 the Games workshops are a good idea. I don’t know if this is the first time that it’s ever been done but I’ve never seen one before. Given how many things there are to work out in not only running the BC Games but also with the athletes and teams, you have a lot of details to pull together – selecting and registering your athletes, etc. When do you have time to let the athletes and their families know how they’re going to get there, what they should pack, what can they expect for food, where will they be sleeping, etc.? Mann even primed the athletes on their personal responsibilities. “Remember that you are part of a big event,” he said. “Respect other athletes...
respect the volunteers.” Mann also outlined the BC Games’ place in the grand scheme of athletic development in Canada. “B.C. Games are part of the beginning of a continuum,” he said. From regional and local qualifying competitions, you head to the BC Winter and Summer Games where one of the big things you pick up is learning how to train. From there you can move up to the Western Canada Summer Games where the theme is training to compete and learning to win. After that, it’s national team competition where you learn and train to win. From there, of course, it’s a launching pad to the Olympic and Paralympic Games. So developing an athletic career begins
with the BC Games. Mann pointed out some high level Canadian athletes from B.C. who have all been through the BC Games: snowboarder and Olympic gold medalist Maelle Ricker, Montreal Canadiens and Team Canada goaltender Carey Price, swimmer and Olympic bronze medalist Brent Hayden. So, the journey begins. In Campbell River Thursday night, an excited cluster of young athletes learned what to bring, how to get around, what they’ll be able to do when not competing, how to keep themselves healthy and other practical advice. The Mirror’s parent company Black Press is a major sponsor of the Games and it’s nice to see what’s being done for the athletes besides the actual competition itself.

When I drive to work at 6 a.m. I see that the Spirit Square is always lit right up like a movie set, blaspheming against our starry skies. I read, with dismay, that all employees of New Horizon Care Home, Campbell River are losing their jobs. They have been told that they can reapply, so why are they losing their jobs to begin with? Call me old-fashioned, but in my working days, people lost their jobs for incompetence, a business requiring less staff due to a technical change or financial losses, an undisclosed criminal record, fraudulent or criminal activity. As this didn’t apply here, were they all deemed expendable? Unless the facility is closing, they are obviously going to completely restaff the premise. How can we just stand by and watch this happen to their employees? This is another level of health care that is gradually being diminished at the expense of the very people it is suppose to serve. What does it feel like, as

a resident, to be paying to stay at this facility and learn that the people you rely on to take care of your basic needs will be gone? No wonder many seniors resist going into a care home when they are no longer able to safely look after themselves. This is our future and it doesn’t look good. What does health care and health services in Canada look like today? Expensive prescriptions, reduced staffing, long wait times for surgery, lack of hospital beds, not enough qualified health care providers, patients discharged from hospitals by taxi and dying on their doorsteps, lack of support for mental health patients. We’re not a third world county. Health care is suppose to be one of the core values of our society. It should be a priority If we don’t protect health care services now, then when? Valerie Stirling Campbell River
Horizons friend will be subjected to
Filed for publication with the Mirror Mr. Ian West Vice President of Operations New Horizons Community of Care Dear Mr. West; I am writing as I have great concern for how this decision you have taken to lay off all your staff and bring in nonunionized staff is going to affect my friend who is living in your New Horizons residence here in Campbell River. My friend, for whom I hold power of attorney, is suffering from dementia and does not adjust to change or form new relationships or bonds easily As a result, there is no doubt that this change will not be
good for her and many other residents like her. My friend and most of the other residents that are cared for at New Horizons, require very skilled, empathic and self-assured staff to care for them and to ensure that they have a reasonable quality of life, as they live out their last days or years. It is my understanding that the current staff at New Horizons, despite doing challenging work, are already among the lowest paid health care workers in Campbell River. Consequently, I really fear for the kind of care that my friend would be subjected to if she was to be cared for by undoubtedly less skilled workers who were poorly paid, and possibly unable to speak her language very well.
If it is important for Park Place, New Horizons Community of Care to “enrich the lives of seniors” as your logo states, I think you need to work with your current staff and their union to ensure that they receive wages and conditions that they can live with, even though your profits may not be as great. In that way your company would demonstrate to your clients and their families, friends, and our community, that you are prepared to do your utmost to care for and “enrich the lives” of our more vulnerable and challenged seniors. In addition, this would more likely help your employees feel well treated by your company. Heather Cowper

Area D residents pack distillery, discuss annexation Dispersed among the gleaming copper caldrons of the Shelter Point Distillery, the Area D Resident and Ratepayers Association held its inaugural meeting as a formally incorporated society. The organizers, who had expected a modest turnout, were overwhelmed with the number of new members who attended. “Last month, ADRR A (Are a D Resident and Ratepayers Association) had about 75 members but tonight about 60 more joined our group for a total of 135,” said Bob Solc, vice-chair of the association and retired engineer. “These results are clear evidence for the need to have a group like ADRRA which represents the interests and concerns of all the residents of Area D but without the politics.” The first major topic of discussion was a proposal to request that the Strathcona Regional District planning department postpone any further work on the Area D official community plan until after the result of a public referendum on the annexation of a large northern section of Area D by the City of Campbell River is known. “How can we formulate an official plan for our community when we simply don’t know what exact community we are planning for?” said Rod Nugent, chair of the association. The motion to request a delay in the community plan passed with almost unanimous support. The majority of the evening was spent
discussing the issues related to Campbell River’s offer to annex the portion of Area D south from Jubilee Parkway to the southern road extensions off McGimpsey Road for the purpose of replacing individual septic systems, many of which are failing, with direct sewer connections to the Campbell River sewer system. Ron Todd, Chairman of the association’s subcommittee responsible for researching the boundary extension and sewer proposal, presented a review of a recently released 100-page Phase 1 and 2 Boundary Extension Study commissioned by Campbell River city council. The purpose of the study was to investigate the financial impact of the boundary extension and sewer services. “More information is expected from the city when the final report is received in February,” Todd said. “All the affected residents will need to make their own decisions on what is best for them. ADRRA’s job is to analyze and present the facts so that when the referendum to join the city happens, the affected property owners from Jubilee Parkway south

to McGimpsey Road have accurate information.” After the meeting was over, chairman Nugent offered his final thoughts on the night. “Building a nonpolitical community or g an i z at i on l i k e ADRRA is really a lot like making single malt whisky,” Nugent said. “You start with the best ingredients you can find, put them in big pots and turn on the heat. Then there’s the malting, mashing, fermentation and distillation. Our pots are heating up and tonight there was certainly a lot of malting and mashing. And the step I’m really looking forward to is the distillation. But I sure hope it doesn’t take 12 years to see the results.” The next Area D Ratepayers meeting is set for Wednesday, March 19. Membership is still available by e-mail: adrrassoc@gmail.com

Man awaits sentencing after pleading guilty to break-ins Paul Rudan CAMPBELL RIVER MIRROR
A provincial court judge has ordered a psychiatric report for a man who broke into his neighbour’s home and another residence. Gregor Ringham, 43, appeared in Campbell River court on Monday where he pleaded guilty to mischief under $5,000 and two counts break and enter to commit an indictable offence. Details of the break-ins were revealed during a bail hearing last November, but still cannot be reported due to a publication ban. Ringham was arrested Nov. 15, 2013, after Campbell River RCMP investigated a break and enter at a townhouse complex on Creekside
Way. Ringham also entered a Holm Road residence. Following his arrest, Ringham was granted bail and on Monday he was back in Campbell River. He appeared in provincial court wearing a jacket, tie, and dress pants, and entered guilty pleas on three of five charges. Two counts of possessing breakin instruments were dropped by the Crown in exchange for the guilty pleas. A date has yet to be set for sentencing. In the meantime, Judge Roderick Sutton ordered that pre-sentence and psychiatric reports be prepared for the court prior to sentencing. Ringham once worked at the Quinsam Fire Base as forestry firefighter and also did avalanche training.
Hysterical woman calls police from vehicle Comox Valley Mounties arrested a man Friday following an alleged assault in vehicle. According to Const. Don Sinclair, a woman in hysterics called 911 to report she was being
assaulted and threatened by a man as they traveled in a vehicle southbound from Campbell River on the Island Highway. Officers went to their last known location and found the woman and
then embarked on a search for the male suspect who is known to the woman. Sinclair said the search was a “long convoluted trail” that required a police helicopter and dog to finally
track the suspect down in a heavily wooded area in the Power House Road area, Courtenay. The man was taken into custody. His name was not released and both people are from Courtenay.
Police are trying to track down a suspect believed to be involved in at least four residential break and enters. The B&Es have occurred in and around the 800-900 block Galerno Road.
“One suspect has been identified in one of those offences,” said RCMP Staff Sgt. Troy Beauregard in a news release. “We want to remind people to take precautions and ensure that their homes are secure.” Tips: n If you plan to be
away for any length of time, do not mention it on social media. n If you are away have someone take care of your home and create an illusion of occupancy. n Have proper lighting to prevent shadows or areas of darkness. n Talk to your neigh-
bours and report anything suspicious. n Have adequate locking mechanisms for doors and windows. Anyone with information on these B&Es, should contact RCMP at 250-286-6211 or Crime Stoppers at 1-800-2228477.

MANAGING YOUR MONEY Retirement income sources – know them all Ken Garraway CFP
Senior Financial Consultant
Your monthly retirement income will be an accumulation of benefits and payments from various sources – and to get the most out of them, while paying the least amount of tax, you need to know what they are. Source 1: Public Income Programs and Pensions – in other words, what the government will pay you in retirement • Old Age Security (OAS) provides a basic monthly pension benefit at age 65. Benefits are taxable, adjusted for inflation, and ‘clawed back’ in increasing amounts as your individual net income climbs above a threshold amount. Individuals with lower incomes may also qualify for the Guaranteed Income Supplement (GIS). • The Canada Pension Plan/Québec Pension Plan ((CPP/QPP) pays a monthly pension to people who have been employed and contributed to CPP/QPP. Benefits are approximately 25% of your average annual earnings during your working life up to certain limits. Benefits are indexed to inflation, are taxable, and can
start at a reduced amount as early as age 60, or as late as age 70 with an increase.

Source 2: Employersponsored Pension Plans – in other words, what your employer provides
Investors
• Defined Benefit (DB) pension plans provide a specific pension amount paid to you for your lifetime after you retire. The amount of a DB pension benefit is set according to your age, length of service, and salary. It may or may not be indexed for inflation. • Defined Contribution (DC) pension plans are also known as money purchase plans and do not guarantee the amount of your future benefits. DC retirement income depends on accumulated contributions and the investment returns earned by these contributions. Source 3: Individual Retirement Plans – in other words, what you will provide When you retire, investments held in your Registered Retirement Savings Plan (RRSP) can be converted to income in three ways:
www.CampbellRiverMirror.com www.CampbellRiverMirror.com
• A Registered Retirement Income Fund (RRIF) is like an RRSP in reverse. Instead of contributing to it, you withdraw from it. A RRIF offers the flexibility of a wide range of investment choices as well as your choice of the amount you wish to withdraw each month (subject to an annual minimum withdrawal based on the value of the investments in your RRIF and age.) • An Annuity offers the simplicity of a guaranteed lifetime income but can’t be increased to keep up with inflation or escalating living costs. • Cash – convert investments in your RRSP to cash and you will be subject to tax on the entire amount. Not the most attractive option in most cases. To be sure you will have enough income to fund your retirement dreams, talk to your professional adviser. Kids breathe deep for CF
www.CampbellRiverMirror.com www.CampbellRiverMirror.com
The 26th annual Cystic Fibrosis Bowl for Breath will have raised $9,000 when all the funds are turned in. Cindy Stewart, event organizer, said, “I am thrilled to see such a remarkable group of young students raise so much to help their peers who have cystic fibrosis.” Approximately 100 school aged children and just over 30 adults participated. Stewart said she was really impressed with a few students who weren’t able to make it to the event but collected pledges anyway. “We can’t thank all the people who contributed enough,” she said. The student w ho raised the most is Joel Alexander-Leeworthy and the adult who raised the most is Tom Longridge. Pinecrest elementary raised the highest amount closely followed by Penfield Elementary. “We owe a huge thank you to the teacher contacts in the schools that participated for the work they do in promoting and helping organize the students who came to bowl and to the parents for supporting their children in attending,” Stewart said. All funds raised
Develop cultural competence in 2014 The Immigrant Welcome Centre is launching the Building Cultural Competency Foundational Series. The series consists of four free interactive workshops: Developing Self-Awareness, Feb. 13; Developing Cultural Awareness, Feb. 18; Developing Cross-Cultural Communication Skills, Feb. 26, 2014; and Developing Culturally Competent Behaviours, March 5. The workshops will provide not only theories, but also comprehensive and practical exercises for participants to build confidence in interacting with different cultures in real life. Last year in September, BCStats released the PEOPLE 2013 population projection report. Data show that Vancouver Island has an average annual growth of 0.7 per cent, the third highest among provincial regions. While other factors such as
interprovincial migration and natural births could contribute to the population growth, it is predicted that international migration will continue to be the main factor. “As our population is growing more diverse, community members have to be prepared for this trend. These interactive workshops provide opportunities for participants to meet new people, as well as enhance their ability to understand, communicate, and interact effectively with people across different cultures,” said Rachel Blaney, Executive Director of the Immigrant Welcome Centre. Seating is limited and pre-registration is required. All sessions will be held from 4-6:30 p.m. at the Robron Centre. To register or for more information, call 250-830-0171 or employment@ImmigrantWelcome.ca

Learn about Quadra Island’s ancient clam gardens Long before European explorers arrived on the Canadian West Coast, First Nation’s people had been sustaining their growing populations for thousands of years. S e c u r i n g re l i a b l e food sources was a key component of survival. Alongside hunting, fishing and plant gathering, the ability to cultivate seafood was an essential
knowledge. The remains of Quadra Island’s forgotten clam gardens are a testament to early people’s ingenuity. The Museum at Campbell River, in partnership with the Discovery Passage Aquarium and the Nuyumbalees Society, will present Prof. Dana Lepofsky of Simon Fraser University on Friday evening, Feb. 7, from 7-9
p.m. Dr. Lepofsky will share the little known story of the clam gardens on our coast and the research work taking place. The talk will address how early First Nations people managed to enhance the growth of shellfish in order to secure their food and livelihoods. Dr. Dana Lepofsky is Professor at the School of Archae-
ology at Simon Fraser University and a founding member of the coastwide Clam Garden Network. She has published dozens of papers on the effects of human interaction with their environment and has supervised a great number of students. Entrance is by donation. To reserve a seat, call the Museum at 287-3103.

Juno Award winning Blackie and the Rodeo Kings at the Tidemark “We’re very sensitive men,” notes Tom Wilson, who with longtime compatriots Stephen Fearing and Colin Linden comprises Blackie and the Rodeo Kings’ singers ong writer-guitarist triumvirate. “And when we’re not sensitive, we’re loud.” The fabled roots-rockers are a virtual institution here in Canada, where they’ve been crafting bracing, catchy, introspective music for nearly two decades. The band’s eighth album, South (released in January) represents a fresh creative step for Blackie and the Rodeo Kings, while embodying the qualities of rootsy musical uplift and quirky lyrical depth that have long distinguished the ensemble’s varied output. S o u t h r e p r e s e nt s both a consolidation of the qualities that have already endeared Blackie and the Rodeo Kings to fans, and a bold departure from the band’s established sound. The project first began to take shape while the group was touring the Canadian festival circuit in support of its last album Kings and Queens. On several occasions, inclement weather caused Fearing, Linden and Wilson to retreat to the shelter of the merch tent, where they would stage loose acoustic sets. These impromptu performances soon began to take on a sound and groove that was distinct from the five-piece electric sets for which Blackie was already renowned.
The experience of stripping down their sound had such a rejuvenating effect on the three frontmen that they decided to capture that vibe on record. They had initially planned to record a low-key, all-acoustic, vinyl-only release, with one original and one cover from each singer. But when they brought the material to Linden’s Nashville studio, they found their originals to be more exciting than the covers, and before long they’d accumulated an album’s worth of new original tunes. South features Blackie’s most infectious and expressive batch of compositions to date. “The way we sound when we’re sitting around in Colin’s kitchen and in dressing rooms playing music is how we wanted these songs presented,” Wilson says. “There’s a different musical conversation that takes place when you’re stripped to the wood and skins and strings, with the comfort and confidence of the moment when the world stops outside your kitchen window.” If Colin Linden, Stephen Fearing and Tom Wilson have learned anything in the past 17 years, it’s that Blackie and the Rodeo Kings is a journey, not a destination. Their original plan to make one album and then go their separate ways has given way to an enduring musical rapport that’s grown deeper — and more integral to their lives — than they could have ever imag-
ined. “Bl ack ie is t here because we want it there, and when we don’t want it there it will be gone,” Wilson states. “Blackie enhances our lives, and gives us the kick in the ass that we need to rave on. And sometimes dinner gets burned, so it’s good to have three great cooks watching the oven.” Linden is looking forward to getting on the road and bringing South to old and new fans alike. “The prospect of playing for new people is exciting, and we want to play whenever and wherever we can,” he says.” For more information about Blackie and the Rodeo Kings visit: http://blackieandtherodeokings.com n Blackie and the Rodeo Kings will be performing at the Tidemark Theatre on Feb. 13. Members priced tickets are $37.50 plus applicable fees & taxes and can be purchased at the Box Office from Tuesday – Saturday between 12 p.m. and 4 p.m. Tickets can also be purchased online at www.tidemarktheatre.com.

Big White is about more than skiing and snowboarding though. Balkwill also notes that they have an ice-climbing tower, fireworks every Saturday night over the huge outdoor skating rink and many other activities for the whole family. On Feb. 10, B.C. residents will be able to purchase a single-day lift ticket for 50 per cent off. If you’re looking for a weekend getaway, British Columbians can book any two consecutive nights and two days of skiing, and Big White will give you the third night and third day of skiing at half-price, valid between Feb. 7 and Feb. 13, 2014. The Lower Mainland is home to plenty of family-friendly outdoor spots, including Granville Island, numerous beaches and parks. If it’s indoor fun you’re looking for, attractions such as the H.R. MacMillan Space Centre, the Museum of Vancouver, Science World at the Telus World of Science, the Vancouver Aquarium and the Vancouver Art Gallery should all be tops on your list.
Vancouver’s most well-known attractions, with its famous suspension bridge, Treetops Adventure, Cliffwalk and other places to explore. The North Shore mountains all offer a variety of activities, including skiing, snowboarding, snowshoeing and tobogganing, or you can go a bit farther afield to visit Whistler Blackcomb.

On B.C. Family Day, lift tickets at many participating ski areas will be offered to B.C. residents at 50 per cent off. For more information and the list of participating resorts, visit www.skicanada.org. B.C. has more than 850 parks and natural areas to hike in, including Vancouver Island’s West Coast Trail. Provincial parks are often host to several hiking trails, or check out the Sunshine Coast Trail or Juan de Fuca Marine Trail. Budding equestrians or cowboys might enjoy a trail ride at one of B.C.’s ranches, whether it’s a weekend trip in B.C.’s Interior or a day trip just outside of Metro Vancouver. In Northern B.C., climbing and caving can take place all year-round at one of the local mountain ranges. Guided tours are often available to show you some truly beautiful scenery, from glaciers to frozen waterfalls. Dog-sledding, cross-country skiing and snowshoeing are also great pursuits to try. The Southern and Northern Gulf Islands are just a ferry ride away from the mainland, and can open up a brand-new world of hiking, cycling and other outdoor activities.

Tyees open Bantam playoffs with two victories The Campbell River Booster Juice Bantam A Tyees started their playoff season with a pair of home games on the weekend. On Saturday, they hosted Nanaimo A2 Clippers at the friendly confines of Rod Brind’Amour arena. C ars on B org f j ord started between the pipes for the Tyees in the North Zone round-robin game. The Tyees started on a fast pace and kept the Clippers on the defensive side of the puck. On the power play, Doug Campbell moved the puck to Lukas Lund with a nice pass. Lund took it in flight, crossed the blue-line and stepped into a howitzer that the Clipper goalie never saw; first shot on net makes 1-0 for the Tyees. Later, Matthew Leard worked the puck over to Jaxon Ward and he snapped it over the Clipper’s goalie glove, bardown; 2-0. Nanaimo changed goalies but the Tyees kept the pressure on. Back on the power-play, Ward fed Campbell at the point. He launched a rocket on the Clipper goal with the rebound landing right in front of Damian Rennie. He pounced on it like a puma and it was 3-0 for the Tyees at the end of the first period. When play resumed in the second, the Tyees were guilty of losing focus and not really supporting each other or the puck. A giveaway by a forward who was covering for a defenceman resulted in a Clipper finding the top corner over Borgfjord’s blocker for their first goal. They would get another before the mid-game flood to make it 3-2 for the Tyees. The Tyees resumed skating on the clean ice. Jacob Hartley made a great pass from behind the Nanaimo goal to Rennie in the low slot for his second of the game and a 4-2 Tyee lead. Nanaimo almost had a buzzer-beater but Borgfjord slammed the door as time expired in the second period. As the Tyees were forechecking, Olivia Knowles held the line and fired the
puck around the boards. Will McLean got it it and took a high hit while making a pass to Lund. Lund put it where Mom keeps the peanut butter to make it 5-2 Tyees. Back on the powerplay, Liam Rivett passed
ahead to Lund as he was gathering momentum in the neutral zone. In one of the sickest displays of stick-handling, Lund took it in on net and literally undressed the Clippers before almost apologetically allowing
the puck to slide into the empty Clipper goal; 6-2 Tyees on Lund’s hat-trick goal. Shortly after play resumed, the Tyees’ Nic Ordano was caught offbalance by a Clipper while forechecking and
broke his leg. The Tyees have two fathers who are firefighters and one who is a medical doctor. All were present and immediately attended Ordano until the paramedics arrived. Due to the time con-

led directly to a Tyee counter-attack as Campbell head-manned the puck to Ward. He used his speed and strength to bury it, extending the Tyees lead to 3-0 at midgame flood. When play resumed, the Generals showed a little rest and fluids can work wonders as they used a power-play to score a tap-in on the open-side with a backdoor play. They narrowed the gap to 3-2 before the end of the second period. With two Generals in the sin bin, Hartley fed Campbell at the point and his howitzer was just inside the post; 4-2 Tyees. Later, Rennie took the puck wide, protected it and got a shot on goal. Rivett hammered the rebound home making the final score 5-2 for the Tyees. The Booster Juice Bantam A Tyees will now take their 2-0 North Zone round-robin record to Powell River for their final first round game on Sat Feb 8.

straints, play ended with 7:54 remaining in the third period and the score 6-2 for the Tyees. nnnn On Sunday, the Tyees hung Ordano’s #2 jersey behind the bench as they hosted Oceanside Generals. Dominik Bellefleur got the tap to start in net for the Tyees. Early in the first, the ice was slanted downhill into the Generals zone. Eventually, Bryce Turko put a bomb on net that the Oceanside goalie couldn’t handle cleanly. The puck sat in the crease, allowing Tyler Dickson to take it behind the net and come out the other side for a classic wrap-around goal; 1-0 for the Tyees at the end of the first period. While short-handed in the second period, Ward kept his head up and fed Lund in front of the net. He put the red light on making it 2-0. The Generals tried to come back but Bellefleur denied a partial breakaway attempt. That

Bowling in Canada is clearly defined by the two codes of Tenpin and 5 Pin. At the CR Bowling Centre we’re fortunate to have lanes available for both codes, either for social or league play. The question is often asked of me, which is best? Honestly, it’s a matter of personal preference. 5 Pin is almost an exclusive Canadian thing with not too much happening on the International scene, whereas Tenpin is played at a high level of competition in many countries throughout the world. We have some great bowlers competing in both sides of the house and those who follow either code are as passionate about their sports as any sport enthusiast anywhere in the world. The obvious differences between the two games are the number of pins bowled at and the size and weight of the balls used to knock them down. From that point on, the differences between five and ten, becomes even less obvious. From my coaching perspective, the biomechanics follow very similar principles. Perhaps the biggest difference being the amount of extra effort the bowler needs to control the ball in five pin, compared to the heavier ball in tenpin doing most of the work for the bowler. Both games require a consistent swing and release of the ball to achieve the necessary degree of accuracy. The key is always consistency. If you are making a consistent error, it is a relatively easy task for a coach to recognize it and help put it right.
