British Columbia’s mining industry continues to grow and expand as new projects, construction starts and expansions drove job creation and investment throughout the mining industry in 2013. The most important highlight of 2013 was the celebration of a new mine going into production in August. Mt. Milligan mine north of Prince George, a $1.5-billion project with 350 permanent jobs, shipped its first copper ore in late summer and celebrated its commissioning in October. Additionally, a number of operating mines made improvements to their operations. Both Gibraltar Mine in the Cariboo
British Columbia’s mining remains strong in 2013, adds new jobs
and Line Creek in the Kootenays received Mines Act permit amendments that resulted in almost $400 million in investment and ensured jobs for 650 workers. Mine construction dominated industry progress in 2013 with a number of large projects well on their way to becoming producing mines. Red Chris mine in the Northeast is well on its way. The $500-million project is expected to start producing ore
this year. Roman mine, near Tumbler Ridge, also started construction and the company is working toward production in 2014. Both industry and the province continue to work closely with First Nations on resource development, setting out clear expectations for the consultation process and working toward more revenue-sharing agreements. Mining employs more First Nations than any other industry in B.C.

The province has signed 10 economic and community development agreements with First Nations to date. In 2013, the first cheques were delivered to First Nations for agreements with New Afton, Copper Mountain and Highland Valley mines. Mining continues to be one of B.C.’s safest heavy industries and has a lower injury rate than most of the other resource and industrial sectors. Since the BC Jobs Plan was released, two new mines are in operation, and five more are under construction or permitted. The province also has approved seven major expansions of existing mines.

Men helping men in South Cariboo The Cariboo Family Enrichment Centre (CFEC) will be host a monthly Men’s Night every second Thursday of the month, starting on Feb. 13 from 6 to 8 p.m. Men experience significant challenges in our society, says CFEC counsellor Paul Scott. “They are taught to be strong, competitive, stoic, invulnerable and ‘never cry or show emotion’ and then our 20th century society asks them to be flexible, collaborative, understanding, empathetic and demonstrate emotional intelligence.” The night will be
facilitated by Scott who has been providing counselling and support to youth, men and couples in the South Cariboo for the past 12 years. Each month, Scott says, there will be a topic of interest to men, which will be followed by a time for discussion. “The evenings will offer opportunities for men to network and meet other men from the community, as well as learn valuable skills to enhance their personal lives and relationships.” On Feb. 13, the topic will be
“Building Stronger Communication Skills,” or “He said, She said.”

There were three thefts of fuel during the past week. They occurred during evening hours at locations on Exeter Road, Watch Lake Road and on Seventh Street in 100 Mile House. Sometime overnight of Jan. 27, a fuel tank was stolen from a vehicle parked in the industrial area of 100 Mile House. The value of loss is estimated to be $800. Family dispute resolutions
Ne w t raining and practice standards require, for the first time, that family dispute resolution professionals meet minimum training and practice standards, including training on how to screen for family violence. Under British Columbia’s Family Law Act, families going through separation and divorce are encouraged to consider, where appropriate, out-ofcourt family dispute resolution options. These options include the services of professionals, such as mediators, parenting co-ordinators and arbitrators. The new training standards will ensure families are directed to safe and appropriate processes conducted by qualified professionals. As of Jan. 1, 2014, all dispute resolution professionals are required
to meet the following new standards with regard to family violence: • At least 14 hours of in-depth training on how to identify, screen for and manage family violence or power imbalances to determine whether, or what type of dispute resolution process is appropriate. • A minimum level of family-related experience (between two and 10 years) and training in their area of practice (between 40 and 80 hours). • A minimum of 10 hours a year of ongoing training to ensure their skill set remains relevant. • Extensive training in family law. Prior to the new regulations under the Family Law Act, there were no minimum training or practice standards for mediators, parenting co-ordinators and

Lawyers who act as family law mediators, parenting co-ordinators or arbitrators also have to meet similar training and practice standards under new Law Society of British Columbia rules. This will ensure that all family dispute resolution professionals, whether they are lawyers or non-lawyers, meet minimum standards.

Local birders counting feathered friends Local birder Barrie Bolton compiled the annual Christmas Bird Count (CBC) in the 100 Mile House area on Dec. 28, 2013. He carried out the count in the field, while there were five people monitoring their feeders during the day. The CBC is conducted in more than 2,000 localities across Canada, the United States, Latin America, and the Caribbean. The counts are conducted on one day between Dec. 14 and Jan. 5 inclusive. They are carried out within a 24-kilometre diameter circle that stays the same from year to year. “As well as adding an exciting and fun event to the holiday season, the Christmas Bird Count provides important information for bird conservation.” Bolton notes data from the counts across the country was used in assessment reports that added the western screech-owl, rusty blackbird, and Newfoundland red crossbill to the Species at Risk Act lists. The
general database was used extensively in the recent State of Canada’s Birds report, he adds. The official CBC in 100 Mile House is only in its third year, Bolton says, adding several keen local birders have kept records periodically since the late ’90s. some time, he explains. Bolton says a number of interesting trends have been observed. “The sheer number of the black cap chickadees was down dramatically from the past years, and the numbers of crows is up.” Some species, which have not normally been observed here in winter, are now showing up, he adds, including a magpie, fox sparrow, two robins,

Targeting Resources through Exploration and Knowledge (TREK) is Geoscience BC’s newest multi-year minerals project focused on adding information to this under-explored region of the province. TREK is a $4.1-million project developed by Geoscience BC to generate new information in an area considered highly prospective for mineral resources.
