No used-needle pickup available in city’s north end By Chris Bush ThE NEwS BULLETiN
Residents and business owners in Nanaimo’s north end have to fend for themselves when it comes to picking up discarded drug paraphernalia. The problem came to light recently when staff at Delicado’s North, located at the corner of Aulds Road and Metral Drive, were getting ready to open for the day. Ashley Thorp, a restaurant employee, responded to an anxious knocking on the restaurant’s front door by a woman warning her about
five used syringes and a spoon left near the business’s entrance. “These joggers that came by in the morning, they let us know and thank God they did,” Thorp said. It was the first time anything like this had been found around the area. When staff phoned the city about having the items picked up, they were told to put the syringes in a tin, bucket or other container that couldn’t be pierced by the needles. “They said to put it in there and just throw it in the garbage,” Thorp said. John Horn, the city’s social plan-
ner, said Nanaimo currently does not have anyone on staff to pick up discarded syringes, but there are proper disposal sites downtown. The Harris House Health Clinic at 375 Franklyn St. offers a needle exchange program and will send the items on to the provincial syringe disposal program. “They’re not going to pick them up for you,” Horn said. “You have to bring them to a needle exchange and then they’ll dispose of them properly through a provincial program, so they’ve continued to fund that piece.” u See ‘NEEDLES’ /3
A Nanaimo city councillor is pushing for expanded transit service within the City of Nanaimo. Coun. George Anderson, also a Regional District of Nanaimo director and city transportation advisory committee chairman, will approach the regional district board at tonight’s (Feb. 11) committee of the whole meeting, seeking to increase the city’s 2014 tax requisition by $175,000 for the expansion as well as a report from staff outlining options. Anderson told the News Bulletin that he is essentially looking to add an additional 5,000 transit hours within the city. In his capacity with the transportation committee, he heard from residents about the need for increased bus service. “I spoke to a woman just a couple of months

Trustees nix Ladysmith bus

Soon-to-be displaced students of Cedar Community Secondary School will not have bus service to Ladysmith Secondary School for the 2014-15 school year. In a school selection process, a majority of students (162 of 310) chose the Ladysmith high school over catchment school John Barsby Secondary, but a motion to provide busing was narrowly defeated by a 5-4 margin at a special meeting on Thursday night, citing costs. School trustees TerryLynn Saunders, Bill Robinson, Kim Howland and Sharon Welch voted for and Dot Neary, Donna Allen, Jamie Brennan, Bill Bard and Nancy Curley against. Steve Rae, a parent and spokesman for the Save Cedar Schools Coalition, was not surprised, but expressed anger at the decision. “Over half the students chose Ladysmith and more would have if they had made it clear that there was busing. This isn’t about better educational opportunities for the kids; they claim it is, but it’s not. This is about filling John Barsby,” he said. Neary, school board chairwoman, said although the Lady-
smith high school was added as an option for Cedar students in addition to Barsby, busing was never promised. “The majority of the board decided that they were going to stick to the original decision. Transportation is organized in the most efficient and cost-effective way possible. We have our transportation policy to define who qualifies for transportation and under that policy, generally students are only entitled to transportation to the catchment school,” Neary said. While busing was provided to Chase River Elementary after the closure of South Wellington Elementary School last June, even though it wasn’t the catchment school, school district spokeswoman Donna Reimer said it was more feasible in that situation. “That is actually, simply an extension of an already existing route and so the cost was very low,” Reimer said, adding that the cost was about $7,000. The board asked school district staff to examine bus options with the Regional District of Nanaimo and carpool software for parents with students attending Ladysmith Secondary in the fall. In a January report, the school district said startup costs for busing to John Barsby and Ladysmith were estimated at approximately $869,000 while first-year costs for John Barsby alone, which will be provided, was about $456,000. reporter@nanaimobulletin.com

Pulling off twisting jumps and tricky spins on the ice takes practice. U n f o r t u n a t e l y, Nanaimo figure skater Lucas Pallard is missing out on significant practice time this month, as his skates were stolen last week. He’d left them in his parents’ minivan parked in the driveway of their Tiki Lane home, and sometime overnight Wednesday they were stolen out of the back of the van. “It was probably unlocked…” Pallard said. “We go out to the mall and we lock it, but at home, no one thinks it’s going to happen there.” Being a victim of crime is weird, said Pallard, but the real problem is being without skates. They’re not just $100 Canadian Tire specials – Pallard is a national-calibre figure skater who uses custom-order skates. “Whoever took them probably doesn’t have any idea how much they’re worth,” Pallard said. “The police said they’re probably going to just keep them and not know what to do with them because they’re not going to know how to sell them.” It will take a month for new skates to arrive, then another month for Pallard to break them in. That’s a lengthy interruption in what has been a breakout season for Pallard and his pairs partner Sarah Kedves. The two represented B.C. at the Skate Canada Challenge in Regina in December. “We work together better now than we did before and we’re starting to get elements that are fairly challenging…” Pallard said. “It comes from practice.” He can’t practise right now, but he can hope for good karma. Pallard hopes whoever stole his skates will realize they aren’t much good for anything other than figure skating and put them back. “It’s really unlikely, but a person can hope,” he said. sports@nanaimobulletin.com

Even though ferry sailings are about to be reduced, a Gabriola Island representative is against a bridge linking the island to Nanaimo. Island Trust chairwoman Sheila Malcolmson said she is against the notion, pointing to a 2009 B.C. Ferries/Vancouver Island University survey that saw a 65 per cent majority against further investigation into a bridge. Transit, according to Anderson. “When I think of $175,000, it’s not even close to one per cent in taxes and the benefits that we’re getting in our community in regards to getting more people off the road and reducing our greenhouse gas emissions, actually on an economic basis as well, we’re saving the taxpayers money by having less wear on the roads,” said Anderson. With less wear, the roads
would last longer and investing in transit would be a “win for the community,” he said. Daniel Pearce, regional district transit operations manager, said there is definitely a demand for transit expansion in Nanaimo and it is something highlighted in a soon-to-bereleased regional district transit future plan. “If it goes forward, that will be great news, if it doesn’t we’ll still continue to work with the resources we have to provide the best possible transit service,” Pearce said. If the motion is adopted tonight, it will be brought to the Feb. 25 regular board meeting for consideration.

While the ocean is the jurisdiction of the federal and provincial governments, there are places local government can have influence, including marine conservation and nearshore development, according to Sheila Malcolmson, chairwoman of the Islands Trust Council. “I think there is more appreciation for the importance of [the marine environment] at one level,” she said, of the push to inventory eelgrass. “And then ... we’ve got provincial and federal government cutting their costs and having fewer employees in the environmental and protection areas so more of it is falling to local volunteers, [conservation agencies] and local governments.” The report also suggests efforts to regulate shoreline development and encourage the public to practise conservation. Boaters, for example, could anchor outside of eelgrass beds and design buoys so the chains don’t drag on the ocean floor in low tide. The Islands Trust and its partners aren’t expected to roll out conservation measures until after the mapping project wraps up in 2015.

Councillor says tax increase will soar with spending Lantzville’s spending is “too extravag a n t ” t h i s y e a r, according to one councillor who claims taxes could soar into the double digits. Lantzville council opted to move forward with new budget costs last week, from $27,600 for a full-time community planner to the $50,000 second-phase of the village core improvement plan. With the district
already sitting at a four per cent tax hike this year, Coun. Denise Haime questions the need for new projects to be slated for 2014, and why more full-time staff are being hired. Council had told the public during incorporation that it would hire out on contract as much as possible to keep the costs of administration down, but will now look at a full-time planner and
year-long position for public works, she said, adding it’s not what “we promised.” She estimates spending decisions Monday tallied $1.2 million and could bump up taxes by more than 11 per cent. “I think this will be overwhelming to people,” she said. The cost of spending and potential tax increase has not been confirmed by the Dis-
trict of Lantzville. Jedha Holmes, Lantzville’s deputy director of financial ser vices, stresses that the municipality is still in the middle of the budget process and there has been no talk about bumping up the tax rate. New costs are anticipated to be covered through reser ves, surplus and current taxation levels, she said.

Gabriola thrown a life preserver Without regular, reliable ferry sailings, Gabriola Island is so close, yet so far. Fortunately, it’s looking as though the ferry will be arriving and departing as usual, for the most part, and that Gabriolans will continue to be able to go to and fro. The Ministry of Transportation still wants B.C. Ferries to proceed with sailing reductions up and down the coast as a costsaving measure, but perhaps now the cuts will at least be implemented as painlessly as possible. Minister Todd Stone threw out a life preserver last week and reiterated that route reductions will be up for discussion, suggesting the goverment heard and heeded the concerns of island residents this winter. Last November, the ministry and the corporation announced cuts and cancellations, including the elimination of early-morning and late-night sailings on the Nanaimoto-Descanso Bay run. Gabriola Island residents rightly protested the plan, and a compromise will be reached. Stone said there is some wiggle room with the schedule, and perhaps midday sailings could be eliminated instead of the first and last sailings each day. Gabriola Ferry Advisory Committee chairman John Hodgkins called the idea the “least worst” option, and that sounds about right. Waiting around at the terminal an extra hour in the middle of the day is a pain, as any Vancouver Island resident knows well. But ultimately it’s just an inconvenience, whereas cutting the early-morning and late-night runs would seriously impact commutes for Gabriola’s students and workforce. B.C. Ferries has, for a long while now, been caught in a whirlpool of rising fares and declining ridership and this won’t be the last batch of service cuts, to be sure. The idea of further route reductions will be floated again, sooner than later. We shouldn’t just grit our teeth and bear it. We must remind the government that we rely on these ferries, and then remind them again and again, ad infinitum. They talked quietly while they drank in public, and when they were done, they put their bottles in the recycling receptacle and left. It seemed so ... civilized. The regular rules still apply – being drunk in public is still an offence, whether you’re sitting on a park bench or stumble out of a nightclub. But as public parks – unless in the course of a festival or event – are not under consideration for allowing alcohol under these latest liquor reforms, so we all will have to continue to fly to Europe for that privilege. editor@nanaimobulletin.com

Re: Reaction mixed for liquor store in Departure Bay, Jan. 23. I am truly amazed at this Nanaimo businessman who believes that his proposed liquor store will magically enhance Departure Bay and in turn would mean progress. Well give me a break here because his so-called vision is dead wrong and way off-base. This liquor store will only become an attractive nuisance causing multitude problems from illegal activity to social problems to which in turn will require extra RCMP #11 involvement, which in turn will cost the taxpayers even more of their money. It also will lower the property value of homeowners of Departure Bay by having yet another booze barn in Nanaimo where there are already too many of them. Finally, a post office would be ideal for this particular location.

Meghan Gardiner creates one-woman play from drink-spiking experience BY NICHOLAS PESCOD

I
t was in the spring of 2000 and Meghan Gardiner was in her junior year of university when she woke up beside a total stranger one morning. “I remember nothing. Still to this day I remember nothing,” Gardiner said. “I don’t have a clue as to what happened.” The night before, Gardiner attended a house party, where she remembered having only one drink before passing out. “I thought I must’ve somehow drank a lot of alcohol, but that turned out not to be the case,” Gardiner recalled about the morning she woke up next to a stranger. Gardiner, who was studying arts at the University of British Columbia, suspected that something serious had happened to her the night before and went to a hospital, where she discovered that her drink was spiked with gamma hydroxybutyrate (GHB). “It was a horrific experience as you can imagine … I didn’t really know a lot at that time about these drugs. I just thought it was my fault and pretended that it hadn’t happened,” Gardiner said. GHB is often called liquid ecstasy because of its euphoric or relaxed effect on users, which can occur within 10 to 20 minutes after ingestion. The drug comes in a variety of forms such as a colourless, tasteless and odourless liquid that can easily be slipped into drinks. When Gardiner returned to UBC the following year she was tasked with creating a one-person play. At first, Gardiner struggled to come up with an idea for the play but after heeding some advice from her professor, she began to write down her emotions from that fateful spring morning. “All of a sudden I had something to write about … I had a lot to say. I was fuelled by a lot of emotion,” Gardiner said. That sudden spark from her professor’s advice mixed with the fuel of her emotions eventually flamed into a dark comedy play called Dissolve, which has been burning brightly now for more than 10 years. “I had about a 10-minute version by the time I graduated and then two

Safety presentations, lectures can be effective but not as effective as theatre.” For the first two years Dissolve ran, Gardiner hid her connection to the issue of sexual assault. She often told people that the play was based on a friend’s experience instead of her own. “I want to be known as an artist and as a writer and an actor. I don’t want to be known as a victim of this, but I guess it’s more important that I am a survivor of this and that message is important to get across to anybody, that you can survive this and you can thrive and it doesn’t have to define you. It is just something that happened to you that isn’t your fault,” Gardiner said. The first concert in the Opera Gems series, titled Opera Gems for Valentines, will be held on Thursday (Feb. 13) at St. Andrews Presbyterian Church and features opera performers Sharon Wishart, Neil Reimer, Bahareh Poureslami and Amy Steggles. “Our first mandate was to start out very small and feature local talent. Local meaning the Island,” Stebbings said about the performance. “These are accomplished singers but not professional, in the sense that it isn’t their job.” The idea to create Opera Nanaimo began last year when Stebbings, along with her husband Michael, realized that there were limited opportunities for opera performers in Nanaimo. “I, myself, am a singer and I used to sing in the Vancouver Opera and when you come to Nanaimo there isn’t a lot of opportunity. A lot of the opportunity that was available was in Qualicum … we have the Port Theatre, although we can’t afford it yet, but we certainly have the facilities here so let’s see what happens,” Stebbings said. No holds barred at wrestling show

VANCOUVER ISLAND Pro Wrestling hosts its first card in Nanaimo. BY GREG SAKAKI THE NEWS BULLETIN
Pro wrestling returns to Nanaimo for the first time in three years, and it sounds like the grapplers will be making up for lost time. Vancouver Island Pro Wrestling is promoting a full slate of action at its Breaking New Ground show Saturday (Feb. 15) at the Departure Bay Activity Centre. VIPW, a Vancouver Islandowned company, is a relatively new venture that is gaining momentum after putting on six cards on the Island over the last six months. “We’re trying to bring wrestling back to the Island on a regular basis,” said B.J. Laredo, a competitor from Nanaimo. “It means a lot to us. We’ve put everything together from the start. It’s been a battle.” Laredo, known as ‘the Hardcore Cowboy,’ will be taking on ‘Mad Dog’ Marty Sugar in a no-holds-barred match. There are local bragging rights on the line, as Sugar used to live in Nanaimo.

“The crowd is building nicely already, tickets are flying out the door and a lot of them are family and friends so I obviously want to try and win in front of them,” Laredo said. It’s going to be a challenging match, he predicted. “It’s going to take a lot. They call him Mad Dog for a reason – he’s tough,” said Laredo. “I’ve got a fair bit of experience and wins under my belt in this type of environment – noholds-barred or anything-goes or whatever you want to call it.” The main event is a mixed tag team match pitting Cremator and Riea Von Slasher against Tony Baroni and K.C. Spinelli. The VIPW championship is also slated to be contested, as champ Lak Siddartha will face challenger Billy Suede. Other announced matches include Sid Sylum versus Eddie Osbourne and Krofton versus Kenny Doll. The Departure Bay Activity Centre is located at 1415 Wingrove St. Doors open at 7:30 p.m. with the first match at 8 p.m. Tickets will be $15 at the door, or $10 in advance at Popeye’s Supplements on Turner Rd., the China Steps Emporium downtown or by calling 250619-2216.

The Nanaimo Clippers played the Cowichan Valley Capitals on Friday at Frank Crane Arena and the Vancouver Island University Mariners basketball teams were home all weekend against the Capilano Blues and Quest Kermodes. Results of recent games will be published in Thursday’s issue of the News Bulletin.

The Nanaimo Timbermen added a lot of goal scoring ability and a ton of size. Now they’ll wait and see how all this potential transfers into the lacrosse box. The city’s senior A Western Lacrosse Association club chose 15 players Thursday night over the 10 rounds of the WLA Draft. “We’re happy with what we managed to do,” said Earl Nicholson, the club’s general manager. “I think we’ve got ourselves bigger and a little nastier in the back end and we’ve added some scorers.” Nanaimo didn’t wait long to make an impact on the draft floor, trading up in the first round to take Victoria’s Brody Eastwood fifth overall. The T-men wanted to get their first choice of Vancouver Island talent and coveted Eastwood, who finished sixth in goal scoring (42) in the
B.C. Junior A Lacrosse League despite playing just 14 games. “He’s a good, solid all-around offensive player,” Nicholson said. “He sees the floor real well, he can score some goals, he really distributes the ball.” The GM said Eastwood, 5-foot-10, 180 pounds, also “fits in” with Nanaimo’s other Victoria players, an important factor considering the necessary commuting to practices and games. To move up to fifth, the T-men traded the seventh and eighth picks to the New Westminster Salmonbellies and received the 12th pick and future considerations. Nanaimo then added a ton of size in the second round of the draft, choosing transition player Tyson Roe from the junior T-men, 6-foot-10, 245 pounds; defender Brandan Smith from the junior Shamrocks, 6-foot-2, 230 pounds; and transition player Conrad Chapman from the

Thursday’s draft was the first for the T-men under coach Kaleb Toth, and his input was valuable at the draft table, Nicholson said. Gener-
ally, the Timbermen tried to find a balance between addressing needs and taking the best players available. “We wanted to get bigger but at the same time, we wanted some athletic ability to go with the size because of the style of game that Kaleb [coaches]. It’s up-tempo so we’ve got to have some guys that can move.” Nicholson said the team is happy with its roster of back end and transition players, but will try to add another scorer or two through trades or signings over the coming months. The WLA season begins in May.

Cedar gym hosts last games

BASKETBALL TEAMS close out league play tonight (Feb. 11).
Over the years, Cedar Spartans teams filled up a trophy case, earned a banner and won their fair share of games. Now, the last high school basketball season at the Cedar Secondary School gym is coming to an end. The teams take to home court tonight (Feb. 11) for a doubleheader, with the senior AA girls taking on the Mark Isfeld Ice at 5:30 p.m. followed by the senior AA boys hosting the Highland Raiders at 7:15 p.m. On Wednesday, Cedar’s Grade 8 girls host the Nanaimo District Islanders at 3:30 p.m. Other action around the city Tuesday includes a doubleheader at Wellington Secondary School, where the senior AA girls host the NDSS girls at 5 p.m. before the boys’ teams from the two schools take to the court at about 6:45 p.m. Also, the Barsby Blazers senior AA girls host the Ballenas Whalers at 5 p.m.

Track athletes off to fast start Nanaimo Track and Field Club athletes were fast right from the start line. A handful of club members competed Feb. 1 at the Jerome Indoor Games at the Richmond Oval. Rachel Jerome won bronze in the 60-metre dash in her 16-17-yearold girls’ division and Amy Morris won bronze in the 1,500m race in the same age division. Andrew DeGroot, Charlie Andrews and Emma Poulson also ran well at the meet.

Softball starts spring sign up The Nanaimo Breakers Fastpitch Softball Association is planning for opening day of 2014. The association is holding registration starting Wednesday (Feb. 12) from 6:308:30 p.m. at the Oliver Woods Community Centre. Wrestling team scoring pins Nanaimo’s high school wrestlers are in top form at the right time of the season. Locals did well last month at the Campbell River Invitational. Faye Tuck was selected Outstanding Female Wrestler at the tournament, not allowing a single point scored against her in her senior girls’ division. Dover Bay’s Kimberly van Hest won gold in another senior girls’ division. Gabby Robson of North Cedar Intermediate won gold and defeated one of her opponents in just six seconds. Ian Tuck, a junior-aged athlete competing in the senior boys’ division, took bronze. The Vancouver Island championships are this month leading up to the B.C. School Sports provincial championships in Prince George in March.

â• John Wyntour Vaughan, 92, of Nanaimo, passed away early Friday, January 31, 2014 at the Cedar Activation Unit at Dufferin Place with his wife and four children by his side. John was born on April 5, 1921, in Cumberland, BC. After enlisting in the Canadian Armed Forces, in 1940, John went overseas before marrying Margaret Foster in 1947. John worked for MacMillan Bloedel and was a member of the IWA from 1946 until his retirement in April of 1986. During these years John worked out of Nanaimo River and Copper Canyon and spent many of those years driving the crummy picking up his co-workers in the early morning hours and delivering them home late into the evening. John could be described as a perfect gentleman who went out of his way to help others and was always quick with a smile. He was a quiet caring man, an avid reader, and a handy man who loved spending time outdoors and with his family. John lived with his wife, of almost 67 years, in their home until his fall on December 6, 2013 and ensuing hospitalization. John is survived by wife, Margaret Vaughan; daughter, Susan and husband John Little; son, John Vaughan, Jr.; daughter, Lois and husband Jack Foster; daughter, Amy and husband Edward Leung; brother, Ted Vaughan and wife Janet; sister, Carol who was predeceased by husband Don Ross; and sister, Joan and husband Ernie Baird. John is also survived by grandchildren: Heather, Jeremy, Marie, Bailey, Marty, Meghan and Gavin as well as eight great-grandchildren, 1st cousin Evelyn and husband Fred Dobson, and countless nieces and nephews. Thanks go out to the kind staff of both the Nanaimo Regional General Hospital and the Cedar Activation Unit at Dufferin Place for the care they provided John in the final two months of his life. John will be deeply missed by all those who knew and loved him.

Peacefully passed away at Nanaimo Regional General Hospital on Tuesday, January 28, 2014 in his 89th year. He married the love of his life, Mary Evelyn Quinn in 1949 and was devastated when she died in 2005. Predeceased by brothers, Patrick, Cecil and Donald. Survived by sister, Mona. Beloved father of Eileen, William and John. Cherished Grandpa of Eve. Al will also be missed by many nieces, nephews and friends. love of the ice rink makes Grace Bell’s job that much more enjoyable. The program assistant for the City of Nanaimo’s arenas and skating instructor, Bell has a long history on the ice with a background as a competitive figure skater. Being in an office for a majority of the day assisting with the running of programs and things that go on behind the scenes, it’s a welcome break to hit the ice and teach. “I think it’s good to stay involved with the patrons and not just be behind the desk all the time,” said Bell. “It helps you know what they’re wanting and what they’re getting out of the programs we’re offering and not just being on You feel the administrative of it. “Very energetic, excited every day to be here, to kind of see what’s going to happen next with what we’re developing in programming and so on,” he said. Even though she’s only been in her position since November, Bell is not new to the Nanaimo Ice Centre, having held a summer position in 2000 while she was still in university. “One of my roommates worked here as an instructor and they were hiring
new instructors,” Bell said. “I came in and I applied and I started working, really, just a few hours here and there between classes, maybe six, seven hours a week and by the time I was in my fourth year university, I was teaching maybe 25-30 hours a week and it just sort of grew from there.” Whether in her job as program assistant or instructor, Bell derives a lot of satisfaction from her job.
“It’s nice to have more influence and more say and just having your contributions valued as more than just an instructor, as someone who can help bring other aspects to what we offer and what we do around here and it’s a great environment,” she said. “Your contributions do feel really valued and welcomed here. Tax season might bring good news for local families living with dementia. Caregivers and people with dementia may qualify for additional tax credits that can save them money. They can find out how to claim the credits, and get other income tax tips, through a free teleworkshop offered by the non-profit Alzheimer Society of B.C. Fruity fundraiser Thrifty Foods kicked off its annual I Heart Camp fundraiser at the Broadmead store in Victoria with the help of Jim Dores, left, Thrifty Foods general manager, camper Tristan Piercey, camper Emily Breingan, from Nanaimo, Stephen Miller, B.C. Lions Society for Children With Disabilities president, and Buck Brand Citrus owners Lisle and Mary Lou Babcock. One dollar from every bag of Buck Brand oranges sold at Thrifty’s until Feb. 25 will go toward the B.C. Lions Society to help pay for Easter Seals Camp Shawnigan and Camp Squamish. The camps are for children with disabilities.

Port Theatre’s angel program takes flight Mid-Island Co-op provided an additional $2,500 to the Theatre Angel program through the Port Theatre. The program, which the co-op currently sponsors at a tune of $3,000 annually, provides complientary tickets to people in the community who are economi-
cally disadvantaged and who cannot enjoy attending a live performance event without support from the community. With sponsorship the co-op and other donors, the Port Theatre will be able to provide more complimentary tickets to social services agencies in the region.
Encourage everyone to enter and increase your odds of winning in the random draw. Include a photo if you want – perhaps from your own hockey days, or a team photo or show us how excited your team would be to win 25 tickets to the Heritage Classic.
