trict staff to attempt to realize this objective,” Veillette said. Mayor Bill Holmberg said he too welcomed that opportunity. He said council is meeting with the Minister of Forests in Houston and will notify Dungate Community Forests when that happens. The meeting was originally set for Feb. 3 but was postponed by the Ministry and council still does not know when the Minister will come to Houston. See TIMBER on Page 3

Council seeks funds for water system upgrade By Jackie Lieuwen Houston Today

The District of Houston is seeking funding to upgrade the water system. In 2012, council had a study done of the water reservoir and found major issues with the roof, requiring serious

repairs in the next five years. Opus Dayton and Knight, the consulting engineer, also found that the current water system is lacking redundancy (extra supply in case of failure) and does not have enough water supply for fire fighting a large

structural fire. Last council meeting, council considered five options, opting to seek funding for the best water system and prepared to settle for less if they don’t get funding. Council considered the following options: 1) Building a new

reservoir on Mount Davis Way and the necessary pipe system for $2.25 million. 2) Building a new fused, steel reservoir beside the existing reservoir for $1.25 million. 3) Repairing the roof of the existing reservoir for $620,000.

4) Building a new reservoir on Mt. Davis Way, with piping, and repairing the roof of the existing reservoir for $2.87 million. 5) Building a new reservoir beside the existing one and repairing the old one for $1.87 million. With repairing

the old roof, council discussed whether repairs could be done without decommissioning the reservoir. John Guenther, Director of Engineering and Development Services, said they could supply the water system from the

aquifer as a backup while the reservoir is being repaired for three months. That would be risky for three months as it would hamper the fire fighting ability, said Councillor Rick Lundrigan. See WATER on Page 2

Business partners Paul Wong and Ronnie Tai bought A&W on Feb. 3. The two were college buddies and business partners in Shell in Prince George for five years before moving to Houston to take over A&W. When asked why they decided to buy a business in Houston, Tai said it was a good opportunity. “We thought it looked promising, so we went after it,” he said, adding that they’d been through Houston and gone camping in the area and liked it. “I really like the community, everyone knows each other, and everyone’s friendly,” Wong said. He says they have big shoes to fill taking over for Al and Brenda. “They have kept this A&W in tip-top shape and everybody that we talk to loves them… They did a lot of community sponsorship and we plan to carry on the same tradition,” Wong said. “We’re going to try to keep the same thing going,” Tai agreed. Tai said the business transition was smooth, thanks to great staff. “Everyone knows what to do, we don’t have to retrain or spot check or nothing… Everyone knows their duties and roles and everyone is doing their job here,” Wong said. “We’re very impressed,” Tai said. “Seventeen years ago [Al and Brenda] were in the petroleum industry as well, and they transitioned over to A&W and never looked back. We’re kind of hoping the same thing is going to happen for us,” Tai said.

Mayor Bill Holmberg said council had previously considered building a new reservoir on Mount Davis Way because it would open up new commercial land, and it would bring that neighbourhood onto the water system. Guenther said in order to do that, they would have to supply sewer services as well. He added that building a new reservoir beside the current one would allow them to use the current pipe system. A new piping system for a reservoir on Mt. Davis Way would cost more then the new reservoir itself, he said. Council agreed. “It doesn’t hurt any,” Holmberg said. “And if we don’t get [the funding], we can’t do it.” “Let’s go for it big and if we don’t get it we go back to what we can afford,” Lundrigan said.

“More community control over timber” TIMBER from Page 1 As they wait for the Competition Bureau to rule on the timber licence swap between HFP and Canfor, Holmberg said council would be fighting for the 280,000 cubic metres of timber rights that West Fraser wants to transfer to Smithers. “We’re going to to try our best to keep that wood in the Morice TSA to benefit Houston… “[Community Forests is] one of the things that we did want to throw on the table for this extra volume… rather then it going to Smithers,” he said. “We’re going to have to fight for it, so we will welcome your help,” he said.

Veillette said they started winter harvest in December 2013 and log hauling in January 2014, and they plan to harvest 15 to 20,000 cubic metres this winter season. In May or June 2014 they plan to tender out 25,000 cubic metres of wood to small operators and green licence holders to harvest over the next 12 months, he said. In 2012, the Community Forest profit sharing with the District of Houston was $41,000, and in 2013 there was no harvest and no profit shares, as they were

in the licence renewal stage, Veillette said. The board continues to process applications quarterly to support community non-profit organizations, allocating funds as they are accumulated. Veillette said they will be adopting a multi-year funding allocation so that they have funding to offer throughout the next five years, even though the harvest is planned to be finishing within three years. Their current account balance of $52,000 will be spread over three years. They also have

money set aside for annual high school scholarships and potential sports team trips to provincials. C o m mu n i t y Forests has $70,600 for business development funding and they are working to set up specific criteria for what that money can be used for. Asked for examples, Veillette said it could be used for things like partnering with Community Futures for business start up, or maybe assisting in a large community project that would benefit the community as a whole.

Dungate Community Forest Operations

D u n g a t e Community Forests plans to harvest their entire five-year cut in two to three years in order to maximize beetle salvage. Their allocated 185,000 cubic metres of harvest will be facilitated by Canfor through their management agreement, said Director Jerry Veillette. Reporting to Houston council, Veillette said the harvest criteria is to get stands of 70 per cent pine, which is challenging and is taking time for them to find those stands and plan accordingly.

It’s a bit of a snow job I

t’s an inescapable fact of life in today’s British Columbia that everything the provincial government does is tied to the prospect of a liquefied natural gas industry. Case in point is the Jan. 21 announcement from transportation minister Todd Stone that he’s boosting highways winter maintenance standards for Hwy16 from Prince Rupert to Tete Jaune Cache and on Hwy97 from Prince George north to Fort St. John. Paragraph two of the press release makes it perfectly clear why: “These highways are critical corridors supporting liquefied natural gas development and other industrial growth in the North.” Only when the press release works its way down to the helpful quotes written by the government’s communications people and attributed to politicians does the word “safer” appear. Here’s what’s attributed to Liberal MLA and cabinet minister John Rustad: “These changes will not only make travel safer and more efficient ....” In the murky world of political machinations, there’s no way there could be a whiff of an admission that a government policy of having lower maintenance standards on northern highways could be somehow tagged as a reason for traffic fatalities. But telling northwesterners now driving Hwy16 that standards are improving only because of the prospect of LNG development is a snow job of the highest order. - Black Press

Painting art from the heart The day my daughter Daisy was born, her three-year-old brother Sam held her in his arms. The day Daisy’s friend Kylee was born, her threeyear-old sister Kayla could not do the same. Kylee was born with a life-threatening condition called transposition of the great arteries and had to be flown to BC Children’s Hospital in Vancouver for emergency open heart surgery. Once the major operation was a success, she was in Kayla’s arms all the time. Despite such a terrifying and traumatic introduction to the world, Kylee is now 10 years old and is as happy and healthy as any parent could ever hope. Grateful to the medical team for saving her life, she and her older sister raised money for the BC Children’s Hospital three years ago by selling stones they handpainted while camp-

ing. Since then they’ve sold over a thousand beautifully decorated rocks at campgrounds, in their neighbourhood, at craft fairs and even art shows. This Valentine’s Day they’ll be setting up their “Charity Rocks” table and selling their hearts out at the Kelowna General Hospital to raise money for its new Interior Heart and Surgical Centre. “They’ve supported a variety of charities over the years,” their mother said. “And they’ve always insisted on donating 100% of the proceeds. They won’t even let me use a small portion for supplies.” When asked who their idol is, their answer isn’t a recognizable celebrity we might see in the tabloids, such as Justin Bieber or Taylor Swift. Their idol is Spencer West, a Toronto man who has no legs, yet has accomplished incredible feats such as climbing

Mount Kilimanjaro on his hands to raise money for Free the Children, a charity that builds schools and water systems for kids in third world countries. An author and motivational speaker, Spencer West has presented at the youth empowerment event “We Day” for years, and that’s where the sisters first saw him. For three years in a row they have listened to him share inspiring life lessons, and were thrilled to meet him in person when they participated in a fundraising hike up Grouse Mountain in North Vancouver last summer. They believe, like he does, that anyone can overcome their obstacles and become a force for positive change in the world. For them, their biggest obstacle might be their exceedingly shy personalities, which has caused them to miss out on opportu-

nities reserved for the more extroverted students at school. But whenever they have the opportunity to raise money for charity, they have no problem coming out of their shells temporarily - proving the theory that introverts should never be underestimated. “Painting is fun,” Kylee said. “But talking to people and selling the rocks is our favourite part.” Driven to help those in need, the artistic duo plan to continue giving back in some form or another, fully committed to helping others while not limiting themselves. The girls don’t place a set price on their waterproofed creations, but they gladly accept donations. They also take custom orders and are excited about their expanding clientele. “The more we raise, the more we donate,” Kayla said. “As we get older and gain experi-

Teacher ruling may be appealed, premier says The B.C. government is considering an appeal of a B.C. Supreme Court ruling that rejects legislation restricting teacher bargaining and assesses a penalty of $2 million plus court costs. “It doesn’t reflect government’s view of the case and the facts in the case,” Premier Christy Clark told a Kamloops radio station Tuesday. Education Minister Peter Fassbender said he is “disappointed”

by the ruling, and ministry staff will study it before deciding on a possible appeal. Fassbender said he disagrees with the judge’s conclusion that the government tried to provoke a strike by reintroducing provisions that had been struck down by the same judge. “What we need to do is to review the judge’s ruling in detail to see what the implications are, but clearly my message to school districts, to parents, is it’s business

as usual in our schools,” Fassbender said. The B.C. Supreme Court ruling rejected the provincial government’s effort to keep class size and special needs support off the bargaining table with teachers, and ordered the government to pay $2 million in damages to the B.C. Teachers’ Federation. In a ruling released Monday, Justice Susan Griffin said the B.C. government’s r e p l a c e m e n t

legislation, passed in 2011, is as unconstitutional as the 2002 law called Bill 28 that removed class size and special needs support from union working conditions. “The court concluded that the government did not negotiate in good faith with the union after the Bill 28 decision,” Griffin wrote. “One of the problems was that the government representatives were preoccupied with another strategy. Their strategy was to put such

pressure on the union that it would provoke a strike by the union. The government representatives thought this would give government the opportunity to gain political support for imposing legislation on the union.” The ruling strikes down the portions of the new legislation that have not already expired. BCTF president Jim Iker said the ruling returns contract language that was in place in 2002, and he expects that the

province’s 60 school districts will have to rehire teachers and special needs assistants to reduce class size. He said there were 1,200 education specialists affected by the 2002 legislation, including teacherlibrarians and counsellors. “It’s good for us, it’s good for public education, it’s good for British Columbia and for our students,” Iker said of Monday’s ruling. Experts battle growing online crime in Canada By Tom Fletcher Black Press

Online privacy and security experts gathered in Victoria on the weekend to share strategies to protect computer networks they say are “under attack like never before.” Charles Wordsworth, technology security consultant and vice president of Privacy and Access Council of Canada, said the days of teenage computer hackers making mischief have been replaced by organized crime, much of it based in Eastern Europe. A key concern is breaking into computer networks that collect personal information.

The attraction is simple, Wordsworth said. Online criminals work in secret, with little risk to them as they search for weaknesses. “You don’t get shot robbing online banks,” Wordsworth said. “Unfortunately from my experience, the hackers are getting smarter, they have more money than anybody else, so therefore they can hire people who are a lot smarter than the people who develop the applications.” B.C. and other governments increasingly use web applications for access to their programs. B.C. Auditor General Russ Jones reported last week on security defi-

ciencies, calling on the province to require better security measures from contractors who develop websites used by government. One recent example of a preventable breach was in Alberta, where 620,000 medical records were taken along with a laptop computer owned by a private medical clinic with 25 outlets in the province. Sharon Polsky, CEO of Privacy and Access Council of Canada, said encryption is simple now and should be required of all government contractors. She said protection has to be built in at the beginning, and all employees and contractors

with access to personal data should be trained to protect it. While there isn’t much the average person can do to protect against institutional data breaches, there are simple precautions everyone can take. The conference was organized by the Vancouver and Victoria chapters of ISACA (Information Systems Audit and Control Association) an independent industry group with members in 180 countries. It has created a website at www. bcaware.ca with advice to protect mobile security, social networking privacy and dealing with cyberbullying.

School District 54 ran an education forum last Thursday to discuss how they communicate student learning, specifically with letter grades on report cards. “It was a good discussion,” said Chris van der Mark, Superintendent of Schools. “From the conversation with our teachers, they are strongly in favour of exploring better, more effective ways of communicating student learning, but that’s going to require a lot of thought, and a process of communication with parents as well. We’re not changing anything imminently, we’re simply having the conversation about how it could change,” he said.

The District of Houston is buying a used street sweeper for $80,000. During budget meetings in November 2013, council discussed contracting out the street sweeping work, but found that buying a sweeper themselves would save more money. Director of Engineering and Development Services John Guenther said they advertised to contractors and got only one bid, costing $106,400 per year with an hourly rate of $142. Guenther said the District could buy a used 2006 Elgin Crosswind street sweeper for $80,000 plus taxes and perform the work for an annual cost of

Is God at my command? Can I just tell him whatever I want; health, wealth or fame and he will give it? I think not! God is not a genie. When we look at these words of Jesus in context, it takes on a whole different meaning. Jesus said “If you remain (abide or live) in me...”*. This means he is our source of life. If he is the source of our very being, every thought, action and motivation is from him. Just as the life of a branch comes from the vine, our life comes from him. Then he says “and if my words remain in you...”* If he rules in our lives, we have a love for his word and it will become an essential part of our lives. We will not want to utter any word or ask anything contrary to his word or his will. Our life will be in tune with him in all we think, say, do or ask. His desires will become our desires. He will give us the strength to live out the rich, satisfying, abundant life he has already planned for those who trust him. (Ephesians 2:10; John 10:10) So the question is, are we remaining, abiding, living in him? Is he the boss of our life? Are his desires our desires? The District of Houston is landscaping the new Mountainview Cemetery with drought tolerant grass and shrubs to avoid installing an irrigation system. John Guenther, Director of Engineering and Development Services, says the capital cost is $5,000 to reseed and upgrade the top soil, and it would cost about $300 per year on maintenance. “It’s a bit of an experiment for the District,” he said. “The hope is to try this for a year and see if we can get it established - get the grass growing and trees established and see how that works

for the year. “It’s not as green as you’d like to see it. But in the long run, I think it’s the most responsible way to look after something like this,” Guenther said. The other option is to run 1.2 kilometres of pipes from the Water Tower and put in an irrigation system with pipes, a pressure tank and pump, Guenther said. The capital cost would be $22,000 plus $1,500 in maintenance per year for mowing, fertilizing and watering. Council agreed to try the drought tolerant grass. “We’ll try it out for a year. If it doesn’t work then we’ll have to go back to option two,” said Mayor Bill Holmberg.

Canfor Houston Operations 2007- 2014 Forest Stewardship Plan Extension Request Notice of Review and Comment In accordance with FPPR 20 (1) the proposed Forest Stewardship Plan (FSP) extension request and amendment for Canfor, Houston operations, the Dungate Community Forest, Lowell Johnson Consultants (Moricetown) and Lake Babine Nation is publically available for review and written comment commencing on February 5th, 2014 for a period of sixty (60) days.. FSP’s can be extended for a maximum of 5 years. We were granted a 2 year extension and this request is for a further 3 years. A two year extension was granted to provide the time to work out issues with forest health problems in young pine plantations. This extension includes revised stocking standards to address forest health issues. The extension also includes a new license FL A91846 in the Morice TSA. This license was a West Fraser license and has a cut associated with it of 324,500 m3 per year. This is not new volume. It represents an existing allocation in the timber supply area. This FSP amendment is available for review until April 7th, 2014, at Canfor’s of¿ce on the Morice River Road in Houston, B.C. From 8:00 a.m. to 5:00 p.m. Appointments to review are recommended.
