Village showcases state of finances ahead of preparing 2014 budget

The program is run by Rotaplast International, a charity that pays for surgeries for children and adults in developing countries. Cleft lip and cleft palate are deformities that affect the mouth of people and impacts their diet, health and general lifestyle. In developed countries the surgery is subsidized but this is not the case in many poorer countries where Rotoplast works. The Nakusp quilters have donated 12 quilts so far, with more on the way. Work on boat ramp extension to start this month ALEX COOPER Arrow Lakes News
Work on extending the Nakusp boat launch will begin this month, BC Hydro has announced. In an e-mail to the Arrow Lakes News, spokesperson Sabrina Locicero wrote that BC Hydro and Columbia Power would begin construction to extend the Nakusp boat ramp starting mid-February. They are hosting an open house at the emergency services building on Wednesday, Feb. 19, from 6–8 p.m., to
inform the public about the construction activities that will be taking place over the next few months. The ramp has been a sore spot for many years for local boaters, who have been unable to access the Arrow Lakes at times of low water, like most of this winter. The issue came to a head last month when the annual Blue Knuckle Derby was jeopardized by the lack of access. It only managed to happen thanks to a last-minute coming together of the community. The extension of the ramp will be a challenging project due to the variabil-
ity of water levels in the Arrow Lakes Reservoir, said Locicero. To help manage the levels, a temporary coffer dam will be installed to hold back water around the construction site. The ramp will then be lengthened about 30 metres beyond what this year's low water levels will allow. The ramp will be closed while it is under construction, which is expected to take two months. BC Hydro is also planning on improving the floating walkway in response to concerns from some boat ramp users.
As the Village of Nakusp sets to begin its budget deliberations with a special council meeting on Thursday, mayor Karen Hamling has a few things on her mind. “We should finish up all our projects this year, which will make me very happy,” she told me at the village’s financial open house last week. “I’d like to see us concentrate on the hot springs. I think that’s a really positive move for the community.” And she wants to keep tax increases at a minimum. “The one thing, because of the community being the way it is with jobs, we don’t want to be doing huge tax hikes because people can’t afford them,” she said. “We need to accomplish what we can without burdening the tax payer.” Nakusp council will be receiving their first look at the budget from staff on Thursday, Feb. 13. It will likely be a status quo budget – what’s needed to maintain current service levels – along with wish lists of bigger projects from department heads. It will also incorporate the feedback received at the open house, where village staff set up a series of displays showing how money is collected and spent across all of the village’s departments. The open house was a chance for the public to see what the village is doing, how tax payer money is being spent and to provide comments on areas people think should be priorities. Robert Richards, the village’s Chief Financial Officer walked me through the displays, going over the results of the past year. The dollar figures on display were the unaudited figures from 2013. Let’s start with the revenue. The village collected $888,248 in taxes last year and about $390,000 in revenue from other sources. Significantly, Nakusp received $2.1 million in transfers from other levels of government, which helped pay for several big capital projects like the Kuskanax foot bridge, a new cover for the sewer lagoon and the water and sewer treatment plants. Without dwelling too much on numbers (you can view the village’s financial information by reading this story online), here’s some of what Richards pointed out:

RDCK sustainability service survives, pending further review Greg Nesteroff Black Press
An environmental service that some Regional District of Central Kootenay members — including Nakusp — want to withdraw from will survive intact for at least another year. Following a staff presentation last week, chair John Kettle said the consensus was that the sustainability service be left alone for now.
However, he plans to name a fourmember select committee to review it and recommend by September whether to “revamp, change, or punt.” The committee hasn’t officially been established, but Kettle said he plans to ask directors from two municipalities that want out — New Denver’s Ann Bunka and Nakusp’s Karen Hamling — to sit on it with two directors who want to stay in — rural Castlegar’s Andy Davidoff and rural Nelson’s Ron Mickel.
While the committee mulls the issue, the service will draw no new taxation and its existing projects will be paid for out of reserves. The service, established four years ago, was meant to deal with things like energy conservation and reducing greenhouse gas emissions. However, Nelson refused to join, and now several areas suggest the scope has grown beyond what was originally intended yet they receive little benefit. In all six areas, including Salmo,

If you add four more to the nay column, that probably kills the service. We might as well take one last chance at fixing it. If not, it will be what it will be.” Municipalities and electoral areas are required to give two years written notice to withdraw from a ser-
vice, which also requires provincial approval. However, the service could also be effectively killed during budget discussions. Hamling, who agreed to be part of the review committe, said it was unlikely Nakusp would sign back on to the program. “I’m not talking about seeing the service end, I just want to see the us be able to use the money on our own projects we have planned,” she said.

The use of pesticides is intended within the area to which the pest management plan applies. The purpose of the proposed Pest Management Plan (PMP) is to treat wood structures with pesticides (“wood preservatives”) to protect and increase their service life and ensure the reliability and safety of the electrical system. The wood structures include, poles and associated equipment and any wood structures eg. helipads, fences, sign posts, walkways and bridges. The PMP applies to those portions of the province-wide distribution, transmission and generation system that utilizes wood poles and structures and is owned or managed by BC Hydro. The BC Hydro service area encompasses all of British Columbia. The proposed duration of the PMP is from April 1, 2014 to March 31, 2019. The trade names and active ingredients of the wood preservatives proposed for use under this plan include: copper naphthenate combined with sodium fluoride, Cop R Plastic or equivalent; copper naphthenate combined with borax, CuRap 20 or equivalent; copper napthenate, Cobra Wrap, CuNap-8 or equivalent; copper hydroxide, CuBor or equivalent; sodium fluoride, Pole Wrap or equivalent; metam sodium, Guardsman Post and Pole Fumigant 42% or equivalent; disodium octaborate tetrahydrate, Tim-Bor Professional, Impel rods, GenBor RTU, Boracol or equivalent; copper hydroxide, disodium octaborate tetrahydrate and boric acid in combination, CobraRods, Genics CuB or equivalent; copper hydroxide, disodium octaborate tetrahydrate, zinc and boric acid, no product name; permethrin, Dragnet or equivalent; propetamphos, Catalyst or equivalent; chorpyrifos, Dursban or equivalent. The proposed manners of applying the wood preservatives include: external bandage treatments, internal liquid, powder, foam and gel treatments, external liquid treatments (brush on), internal solid treatments (rods). Other management methods include stubbing and replacing wood poles and when installing new poles using pre treated poles and using plastic liners.

— The village transferred $350,000 from the water fund to the sewer fund to help pay for capital projects. Both systems saw new treatment plants installed and the sewage lagoon has a new cover, which should help reduce costs. Still, the operating costs of the new systems are an unknown. “We have a budget for 2014 we hope is conservative, but until we have some operating data under our belts to be able to say a typical season is X, it’s somewhat – I don’t want to say guess, because that sounds bad – it’s still a budget and it’s a preliminary budget because they’re all new, all the plants are new,” said Richards. — Public works had a $343,353 budget last year, not including major capital projects. That went to everything from road resurfacing to brush cutting to street cleaning and snow removal. Garbage fees actually turned a $2,000 profit for the village. — It costs the parks & recreation department $326,910 to run the village’s sporting facilities. Of that, $250,000 was paid for by the regional district, $70,000 was collected in user fees and the rest was subsidized by tax payers. Another $200,000 was spent to upkeep the village’s parks, beach and waterfront walkway. The campground was a revenue generator for the village. — The hot springs turned an operating profit, but that turned into a loss when $60,000 in debt servicing was factored in. $185,000 was borrowed to purchase the Cedar Chalets, which generated $6,000 in profits for the vil-

lage. The goal is to have both the hot springs and chalets be self-sustaining. — Aside from capital expenditures, the administration department was the biggest expense for the village, with $613,000 going to pay for council, staff and a whole bunch of other expenses like insurance, office supplies and legal fees. — As has been noted, the village made big infrastructure investments last year, much of which was paid for by other levels of government. On the infrastructure side, while big upgrades were made to the water and sewer treatment plants, there is now a need to look at what’s in the ground. The village will be starting a leak detection program to see what pipes need to be replaced. However, the village’s infrastructure is in good shape compared to most other Canadian municipalities, said Chief Administrative Officer Linda Tynan. “We’ve been doing replacement but we are definitely experiencing water leaks and other things now than we have,” she said. “We definitely have replacement that needs to be done. We’re expecting it to become more of a problem.” — The village has $1.3 million built up in reserves. The equipment reserve fund is self-sustaining, said Richards, but the village will be taking a look at other reserve funds to see how well they meet the village’s needs. *** That’s the state of the villages finances. The first look at where Nakusp will be going in 2014 will be presented to council on Thursday, Feb. 13, at 6:30 p.m. in council chambers.

On my first day walking into the new Nakusp BladeRunner program at Selkirk College, Marvin Robert of Marvin's Small Motor Repair was giving a lesson on chainsaw sharpening. He had an oversized chainsaw bit in his hand as he explained how to properly sharpen them. Students had their files and were going bit by bit along their saws to get them ready for work. On my second visit, a cold Tuesday morning, program facilitator Guy Duchaine was talking about his experiences in the Arctic, talking about what real cold weather feels like. On my third visit, I hung around as the students slowly trickled in to the classroom before heading out to the field for a chainsaw operating session. The BladeRunner program is now into its third week at Selkirk College in Nakusp. The program offers life skills and basic forestry training for youth aged 15–30 who are struggling to find work. In Nakusp, the 10 participants are receiving entrylevel forestry training in addition to a number of tickets like First Aid, WHMIS, computer courses, several safety course and more. All told they will receive 10 different certificates, key amongst them chainsaw training. BladeRunners is a 20-yearold program that was developed to give youth struggling with employment the training they need. It has been held up as an example of a successful job training program and was recently mentioned in a Maclean's magazine article about job training programs. The program is a combination of classroom and field work, and on-the-job training. In Nakusp, the focus on the program is on forestry training.

All three organizations have made $10,000 loans to the program that will be paid back once the firewood is sold; a Calgary business has already agreed to purchase the wood. "All these community groups came together to work on that social enterprise piece to make it possible to give these youth the work experience," said Ulli Mueller, the program's coordinator. “It’s unbelievable how great everyone has been.” Students in the program are supported on their way through by Duchaine, who is acting as a mentor for the students as they gain work experience, and

His goal isn't a career in forestry, but is to eventually go to university. Townsend, 22, has similar goals. He told me his dream is to be a helicopter pilot, though he hopes to attend engineering school. In recent years he has worked in carpentry and maintenance but he said he was looking for a career change so he could make more money before going back to school. "I thought it was a good way to change up. It seemed like a good situation for me," he said.

The challenges of raising a rescue dog
Til Niquidet Your Pets and Mine As a dog breeder and a rescue advocate, I often get inquiries from people hoping to provide a home to a deserving dog. Many people who are looking to adopt have visions of an angelic pet who is grateful of having finally found a safe haven. The reality of a rescue dog is usually not such a pretty picture. Pets often find themselves in rescue situations because those who first own them are not willing to put the time and effort into making sure they are provided with proper health care and socialization. In fact, they give up their pets because they are ill or because they are badly behaved. Those of us who work with animals and love them know that it takes time, money and effort to make a pet into a healthy, happy, dependable good pet citizen. They aren't just born that way. I have raised Finnish Spitz for more than 35 years and feel that rescue is part of my commitment to the breed. One of the rescues we have here is 12-year-old Finnish Spitz "Nanny". She was rescued out of a shelter in Pasadena, California, where she was surrendered by her family when she was nearly nine years of age. My first question would be: Who gives up a dog after owning it for nine years? Wouldn't you think that for all that time she was a loved and loving member of the family? Her surrender papers tell of a perfect pet: quiet, contented, great with kids, happy indoors
or out. So I ask the question again, why would they give her up? I adopted Nanny through the Finnish Spitz Rescue Society, originally thinking I would foster her for the society until I could find the right home for this little girl. I soon found out why Nanny was placed in rescue. She bites. And she barks. When she wants attention she barks and if she feels you should feed her, she barks. She steals food; no food is ever safe. If she gets food and you try to take it from her, she will bite you. And if you correct her for barking, she bites. If she wants out, she barks; and if she wants in, she barks. When we first got her, I tried to keep her in one of the kennel runs but she would bark and bark and bark. One of my neighbours, who is not happy to have a kennel in her neighbourhood, started complaining. I tried a shock anti-barking collar but she was so determined to bark that she had burns on her throat. We tried muzzles, citronella collars, spraying with water. Nothing was working to keep her quiet. Nanny's barking was getting to be such a problem that we started talking about putting her to sleep. This is such a distressing idea when we had rescued her in the first place. Then two things happened to change her situation. The first was a discovery that I am not sure anyone had made before. I was working on our property at the back of our house and could see Nanny at the door in the backyard. She was barking to go into the house. From about 35 feet away I called her name. She did not turn but continued to stare at the door and bark. I called her again. Again she did not turn. For the first time I made the connection between her problem barking and the idea that she was probably deaf. Deaf dogs do seem to be problem barkers; it is as if they can't hear themselves. As well, they can't hear if you correct them for barking. Deaf-

Nanny has a problem with food-thieving. ness might also explain Nanny's biting issues. I believe that all her life, Nanny was punished too harshly for barking. It started with "Shut up, Nanny." escalated to "SHUT UP NANNY!" and then after numerous verbal corrections, none of which she ever heard, there would be a whack out of nowhere. This poor dog was punished harshly and often without any warning and without ever making the connection between the behaviour and the punishment. Her aggression is worst when she is in a cage, in fact when we first got her she would not enter any cage without immediately turning around and then attacking the door and whoever was closing it. Any kind of correction would make her aggression worse. Well now that I realized that all corrections came without any verbal warning, I now understand why she can be so aggressive. It makes me much more understanding about working around this possibly dangerous behaviour. The other discovery we made
also helps us manage her difficulties. While we were struggling with the idea of euthanizing her, it occurred to me that a lot of her negative behaviour centred around keeping her locked up, whether it was having her in the backyard or in a pen or in a cage. "What would happen", I proposed, "if we were to let her go free? No more pens, no more cages, never any confinement at all?" Sure there was a danger she would run off — Finnish Spitz are a hunting breed and tend to wander, looking for game. Or she might get taken by coyotes. But if we were already considering having her euthanized then what did we have to lose? She had a better chance of learning to stay home and learning to keep safe, then she would if we just made the decision to have her put to sleep. This was the best gamble we have ever taken. Nanny is now a pretty darn nice dog — a little overweight because I have given up trying to keep her on a diet. Restricting food only made her

that much more determined to steal food and be food aggressive around us and the other animals. She does bark to go in and out, and I instruct everyone to not let her out every time she barks because this makes her even more demanding. She demands love the same way. Any petting keeps her quiet — when you stop she gives a little woof. Most people respond by petting her again. If you don't pet her, she will all-out bark at you until you pet her out of desperation. Now you can see what made her into a barker. She is very good at training people. The problem with most dogs in rescue is that it takes a great deal of effort, time and thought to work through negative behaviours. Few pet owners will try to work through a problem for over two years. I am glad we have found a way for a loving dog like Nanny to find her place in our family. There are no more thoughts of not keeping her. She is here until her last days. We love her, sometimes in spite of her bad behaviours and sometimes even, because of them.

The Nakusp and Area Youth Society’s annual general meeting this past Sunday was quick, productive, and full of laughter. Barely thirty minutes long, the 16 attending members heard reports from the coordinator, board chair, and treasurer, and elected a board of seven members. Youth coordinator Cassia Parent explained that what had begun slowly in May of 2013 has accelerated to the point where the youth centre’s adult volunteers recorded 68 hours in January alone. She said the past nine months have been both rewarding and challenging. Summer was spent learning about the other communities that have received the Columbia Basin Trust’s (CBT) Community Directed Youth Funds (the funding that PK

As more volunteers help at the centre, Cassia's focus will be on building bridges with community partners, and helping youth develop the youth centre and its programs. For the board chair’s report, Sabina Iseli-Otto quickly reviewed the history of the organization, read some inspiring quotes that she found on the internet, and thanked everyone profusely. Sabina predicted that the decisions to come in the first part of the next year will be a long-term plan for a youth centre in Nakusp, and, consequently, what to do with the Green Door property. (“Green Door Lanes” burned down in March 2007; the youth society inherited this property from SAYOPS, the previous youth-focused organization in Nakusp). Treasurer Jackie Phillipson reported that the organization is in good financial shape as it awaits its second of four annual cheques from the CBT. Based on the support of many community partners (including a recent grant of $2,000 from the RDCK), it's clear that community members are pleased with the youth centre. The society also held an election for board positions. Stepping down from the board were Dorothy Bekker, Kate England, and David Pedersen. Acclaimed to the board were new members Mateus Dachwitz and Pamela O'Neil, and returning members Pat Dion, Michael Garvey, Sabina Iseli-Otto, Jackie Phillipson, and Craig Savage. There is room on the board for two more members -anyone interested may contact the youth centre (via the society's website at www.nays.ca or by calling 250-265-2000). Following the elections, the meeting was adjourned and everyone enjoyed delicious cupcakes, barbecued hot dogs, and great conversation.

Hired Equipment Registration Rocky Mountain District
The Rocky Mountain District of the Ministry of Transportation and Infrastructure is creating its list of registered Equipment for Hire in the Selkirk Service Area for the fiscal year 2014/2015, which begins April 1, 2014. This area includes Perry River east to Golden and south to Brisco on Highway 95 (not including Glacier National Park), and Revelstoke north to Mica Creek and south to Trout Lake on Highway 23. All individuals or companies registered this past year through the District Office in Revelstoke will be receiving invitations to re-register their equipment for the coming fiscal year by mail by the end of February. Any individuals or companies who were not registered in 2013, but wish to have their equipment listed, are hereby invited to contact the District Office, either in person or by phone, to obtain the appropriate registration forms. Note that while you do not need to have Commercial (Comprehensive) General Liability Insurance or up-to-date WorkSafeBC coverage to register, you will have to meet these requirements prior to working on any ministry projects. Only owned or lease-to-own equipment is eligible for registration. Equipment can only be registered in one area in any given year. Seniority is not transferable from area to area. Double success for Hills Nordic Ski Club Contributed by the Hills Nordic Ski Club
The 2013/14 winter season has proven to be a bumper year for the Hills Nordic Ski Club. The ever popular ski school program has attracted record numbers and for the first time in a long while, the club has sent representatives to several regional cross country races. 30 students enrolled in the bunny, rabbit and track attack racer program, up from last seasons 23. With financial support from member-
ship, the Hills Recreation Society and the RDCK Recreation #6 Commission, classes kicked off early January on groomed tracks in Hills. The club now has six qualified volunteer coaches helping develop ski skills from ages 3–12, "The smiles, the cry of delight, the achievement and spills all make it worthwhile,” said Bunny coach Scott Kipkie. “No matter the weather, enthusiasm is always top of the list. We all love it.” The older rabbits and track
attack have been coached by Kip Drobish. Lucas Piggot, Devon Duerichen and Kolibri Drobish proudly represented Hills Nordic Ski Club at races in Rossland, Kimberley and Nelson. Kolibri now has three gold medals in her age group, with Devon one silver. “Hills Nordic Ski Club is going from strength to strength,” said Drobish, chair of the ski club. “It’s wonderful to provide this outdoor wintertime activity for the children and to introduce them to
