KINDERGARTEN REGISTRATION February 24th – 27th, 2014 Parents of Children born in 2009 ~ your child is eligible for Kindergarten in September 2014. In order for the school district to plan for school organization, we will be conducting our annual district-wide Kindergarten registration from February 24th, 2014 – February 27th, 2014. Parents must register children at their neighbourhood school. If a placement to another school is desired, parents must still enroll at the neighbourhood school and apply for a cross boundary placement through the principal. Registering at a particular school does not necessarily mean that the student will attend that school. Provincial class size limits are in place for Kindergarten and the placement of students is guided by the district’s Student Admission and School Choice policy. Schools start planning for the upcoming year in March and class organizations are dependent upon an accurate estimate of kindergarten enrolment. Two people wearing seatbelts escaped serious injuries in separate roll overs just hours apart last Friday, Feb. 7. The first incident took place near the Enchanted Forest, 35 kilometres west of Revelstoke, at around 4 p.m. The car was heading eastbound on the Trans-Canada Highway when the 28-year-old driver lost control of the vehicle. The car went across the westbound lane and struck the cement barrier, sending it into the air and onto a partially-frozen creek. The driver, who was wearing his seatbelt, was able to exit the vehicle and walk back to the highway with the help of a passing motorist. He was

taken to Salmon Arm hospital with minor injuries and given a ticket for speeding relative to the conditions. About three hours later, RCMP, Revelstoke Fire Rescue Services and Emergency Health Services were called to another rollover, this time on Highway 23 South near the Mount Macpherson Nordic centre. The driver of a Toyota 4Runner was attempting to navigate a natural corner when he lost control, crossing the centre line and into the northbound lane. He struck the cement guardrail and the vehicle flipped over onto his roof. The 32-year-old Alberta man was wearing his seatbelt and was able to get out of the vehicle on his own. He was taken to Queen Victoria Hospital with minor injuries and ticketed for failing to keep right.

Reports of scammers phoning businesses claiming to be collecting for Yellow Pages advertising have cropped up again in B.C., and there are simple steps to take to protect yourself. Mark Fernandes, spokesman for the Better Business Bureau in B.C., said scammers claiming to be collecting for Yellow Pages is a chronic problem, with complaints about it coming in almost every month. It's a variation on an old trick, sending fake invoices for common business supplies such as printer cartridges and paper in hopes of sliding them by a busy office administrator. Fernandes said businesses are also concerned about bad credit reports from missed invoices. "Unfortunately, a lot of these companies that claim the Yellow Pages brand are not located in North America," he said. Some appeared to be coming from the United Kingdom, but the BBB is unable to confirm their real location.

Yellow Pages Group spokesperson Fiona Story said the company is a frequent target for this kind of fraud because of its long-standing brand. It sponsors an annual fraud awareness campaign in March, and offers downloadable pamphlets and other resources on its website, www.yellowpages360solution.ca/resources/fraud/. Customers who receive a questionable solicitation can check it by calling the Yellow Pages Group customer service department at 1-877-9099356. Yellow Pages Group won a lawsuit in 2012 against a copycat organization doing business as "Yellow Page Ontario," "Yellow Page Quebec" and similar names. The Ontario Superior Court of Justice ordered the parent company to reimburse people who paid fake invoices and imposed punitive damages. For information on similar suspicious bills or phone calls from businesses other than Yellow Pages Group, contact the Better Business Bureau of Mainland B.C. (mainlandbc.bbb.org) or Vancouver Island (vi.bbb.org).

Revelstoke City Council passed a 2014 budget calling for a two per cent increase in residential property taxes and one per cent increase in the business tax rate. The increases are a fraction of the 3.9 per cent increase that was put forward in the initial budget draft tabled in November. It follows a town hall in January where residents expressed their displeasure about city finances. Council rejected an alternate plan that would see no increase in business taxes. “I am pleased to see the budget process completed early this year and look forward to all the benefits that the improved process will deliver towards the efficiency of City operations," said Mayor David Raven in a news release. As well, water rates are going up by 10.1 per cent to $369 and sewer rates by 4.4 per cent to $235. According to a report presented to council at a special meeting on Tuesday, Feb. 4, the new budget reduces the 2014 surplus to $51,726. The budget forecasts a reduction of property tax revenues from 2013 to 2014 of about $30,000, from $8.88 million to $8.85 million. Overall, it forecasts an increase in revenue of 1.9 per cent, to $22,733,685. Property tax growth from new construction is forecast to grow by three per cent annually. The revised budget eliminates $800,000 in borrowing by cancelling most of the planned renovations for city hall. The $250,000 stucco replacement and $300,000 elevator addition have been cancelled and the $250,000 interior renovations will be funded through reserves. Other capital projects in the 2014 budget are $80,000 for washrooms in Kovach Park, $50,000 for the skateboard park (over the next three years), $30,000 for the pump track in Centennial Park, $200,000 for the Trans-Canada Highway water main, $60,000 per year over the next five years for fire hydrant replacement and $200,000 for a scrubber for odour control at the sewage treatment plant. Road construction is budgeted at $2.8 million over the next five years. The financial plan states this is a higher rate than at which it is degrading, but it may not be enough to make up for the accumulated infrastructure deficit.

Engineering director receives infrastructure sustainability accreditation Alex Cooper

Mike Thomas, the City of Revelstoke's director of engineering and development, has become the first municipal employee in British Columbia to receive an infrastructure sustainability accreditation. Thomas is qualified to rate civil engineering projects using the Institute for Sustainable Infrastructure's Envision rating system, which provides an industry-recognized framework to evaluate and rate the social, environmental and economic benefits of all types of infrastructure. “The City of Revelstoke can benefit from the Envision rating system by providing stakeholders and decision-makers with a standardized sustainability framework that can be applied to a wide range of projects, such as roadworks, pump stations, water and sewer pipelines, bridges, and cycleways,” said Thomas in a news release. “The Envision rating system provides a sound means of measuring the benefits of innovative, sustainable infrastructure projects.” Thomas was hired as Revel-

CAC launches mobile Observer Network

The Canadian Avalanche Centre (CAC) is releasing their new Observer Network today, which will allow backcountry users to submit and share observations from the field. The Observer Network is an upgrade to CAC Mobile, the CAC’s smartphone app. Through the Observer Network, photos and comments can be uploaded and shared with other backcountry users and the CAC’s forecasting team in Revelstoke. “A picture is truly worth a thousand words,” says Ilya Storm, Field Programs Manager for the CAC’s public avalanche warning service. “We’re looking forward to receiving images of avalanches, precipitation, cornice build-up, wind action, just about anything that helps us verify our forecasts and improves our understanding of local conditions.” With the Observer Network on their smart phones, backcountry users

will have close to real-time access to observations taken by others in the field. Once a photo is uploaded to the network, it will be geo-tagged and pinpointed on the app’s map for everyone to see. “The Observer Network will be another great tool for us to communicate with backcountry users,” adds Storm. “We’re looking forward to seeing its use grow and adding to a conversation that will improve everyone’s understanding of current conditions, which can translate into making better decisions in the field.” CAC Mobile and the Observer Network were developed with the generous support of Mountain Equipment Co-op and TECTERRA. The B.C. government will appeal a B.C. Supreme Court ruling ordering a return to 2002 classroom rules, Education Minister Peter Fassbender announced Tuesday. Fassbender said the latest ruling could potentially cost the B.C. government more than $1 billion, which he called "completely unaffordable for taxpayers." But the appeal will focus on Justice Susan Griffin's interpretation of constitutional rights in union negotiations. "Governments have to be able to govern," Fassbender said, adding that no other province has has such restrictions on school organization. "Most importantly, if the real goal is to benefit students, decades of academic research has shown that blankest reductions in class size are of little benefit," he said. B.C. Teachers' Federation president Jim Iker estimated that 6,600 teachers would have to be hired to bring B.C. class sizes up to the Canadian average. In Surrey school district alone, there should be 18 teacher librarians, 19 teacher-counsellors, 51 more specialist education teachers and 80 English language teachers, he said. "We want to negotiate a deal at the bargaining table," Iker said. "We hope that the government comes and bargains with us in good faith – that's so important – but we all know that to achieve an agreement, government has to

bring the necessary funding to make that deal happen." The dispute revolves around the government's unilateral removal of class size and support staff rules from the BCTF contract in 2002. In her first ruling in 2011, Griffin gave the government a year to remove the offending legislation and negotiate class size and specialist teacher support as a working condition for teachers. Griffin's second ruling came Jan. 28, ordering $2 million in damages to be paid to the BCTF for what she described as bargaining in bad faith, and striking down parts of the latest legislation. Fassbender said talks over the past year have included class size and specialist support. "We've increased supports for students with special needs, including a 36 per cent increase

in the number of full-time education assistants," he said. "Average class sizes are near historical lows of 19.3 students for kindergarten, 21.5 for grades one to three, 25.7 for grades four to seven, and 23.0 for grades eight to 12. To put that in perspective, in 1970 the average class size was 42." Fassbender said the ministry's "learning improvement fund," established after Griffin's first ruling, dedicated $210 million toward the disputed class supports. It funded 500 new teachers, 400 new special education assistants and increased hours for another 7,400 assistants, he said. NDP education critic Rob Fleming said the government shouldn't be challenging the court ruling. "The onus is on the government to put out an olive branch to the teaching profession," he said.

“This machine surrounds hate and forces it to surrender.” — Words painted on Pete Seeger’s banjo A man with a banjo can be a powerful force for good. Pete Seeger, who died on January 27 at the age of 94, inspired generations of political and environmental activists with songs ranging from “Where Have All the Flowers Gone?” to “Sailing Down My Golden River.” From the late 1930s until his death, Seeger brought his music to union halls, churches, schools, migrant camps, nightclubs, TV studios, marches and rallies — always inviting audiences to join in. His calling took him from being hauled before the House Un-American Activities Committee in 1955 to being invited to perform at President Barack Obama’s inauguration in 2009. Like me, he was inspired

by Rachel Carson’s 1962 book Silent Spring to become a strong defender of the environment as well as human rights. In both social justice and environmental causes, he believed in the strength of grassroots efforts. As he told the CBC Radio program Ideas, “The powers that be can break up any big thing they want. They can attack it from the outside. They can infiltrate it and corrupt it from the inside — or coopt it. “But what are they going to do about 10 million little things? They don’t know where to start. Break up three of them and four more like it start up.” Seeger and his wife, Toshi, devoted a lot of time to protecting the Hudson River near their home in Beacon, New York. To save the polluted waterway, they raised money to build a sloop, the Clearwater, to take children, teachers and parents sailing. The boat and cleanup efforts have since spawned a sciencebased environmental education organization and music festival — and led to progress in restoring the river and ridding it of toxic PCBs, pesticides and other chemicals. Seeger was also involved in anti-fracking efforts, adding the line, “This land was made to be frack-free” to his

late friend Woody Guthrie’s anthem, This Land Is Your Land, when he joined Willie Nelson, Neil Young, John Mellencamp and Dave Matthews at a Farm Aid benefit last year. Like all of us who devote our lives to trying to make the world better, Seeger made mistakes along the way. But he was willing to admit when he was wrong and to change his views. As a geneticist, I'm fascinated by the built-in need we have for music; it reaches deep within us. The power of a good song to touch us emotionally and rally us to action is nothing short of extraordinary. And musicians are often the first to donate their time and music to worthy causes. It’s why I’ve had such deep admiration for musicians I’ve worked with and often been lucky enough to call my friends, from Bruce Cockburn and Gordon Lightfoot to Neil Young and Sarah Harmer and the members of Blue Rodeo. Musicians have inspired millions of people with powerful anthems, from Seeger’s rendition of We Shall Overcome to John Lennon’s Imagine. In recognition of the power of song, the David Suzuki Foundation invited musicians from across the country to contribute to a recording called Playlist for the Planet in 2011.

I recently had the pleasure of joining Neil Young and Diana Krall on their Honour the Treaties tour to raise money and awareness for the Athabasca Chipewyan First Nation’s legal battle to protect their traditional lands and rights guaranteed under Treaty 8. As “just a musician”, Young was criticized for having the nerve to speak out and for his harsh words about rampant tar sands development. But, as much as it would be better if the media, public and government paid far more attention to First Nations and their spokespeople, a celebrity with conviction and the ability to communicate through the powerful medium of song – or other forms of artistic expression – can often highlight a struggle in ways few others can. Like Nelson Mandela, who died in December at age 95, Pete Seeger was a great communicator for whom principles mattered more than anything else. Aeriosa performance the culmination of a magical week ANA POLLO

For Aeriosa aerial dance ensemble and Revelstoke’s dance enthusiasts, Saturday was the last sparklings of what was a magical week of all things Aeriosa. After the video presentation, workshops and open rehearsals Revelstoke was ready and eager for their performance. The show opened with a sparse set; two single ropes hanging off centre, low lighting and a simple lighting deco that resembled stars projected as a background. Down tempo minimalist music supported the slow and buoyant mood of the first piece called Unfinished — later announced by artistic director, Julia Taffe. It was a look at the complexities of “rigging,” the technical part of the art using the ropes to get different effects and uses. The three dancers went through many different ways to rig one another by way of dance. Several quite different vignettes were divided by Taffe’s narration. She explained that the show would be a multi-media piece combining aerial dance, contemporary dance and clips of where the aerial dance really shines — on the side of high profile sky scrapers from Toronto to Taipei. What is interesting about presenting their work this way is that

you see the many layers it takes to get them off the ground. Like slowly turning the pages of an artist’s sketchbook seeing how an image or idea has grown, each creation slowly unfolded into the next. The first piece gave an appreciation for the know-how and team effort it takes to make sure they are safe. The following contemporary dance pieces were announced as “the seeds” to the work in harnesses. Julia created a contemporary choreography first in order to really understand the heart of the dance and then applied that to the ropes. The more notable of the two contemporary pieces was “cedar roots,” an intriguing unfolding of three dancers bodies made to look like one. Creating intricate and engaging shapes growing out continuously from the centre of a multi-limbed deity. Bathed in a red light this piece was stunning. The next high ropes piece brought in youth and adult attendees of the workshops they held. A sea of bodies rolling across the stage underneath the spinning, roped trio accompanied by lighting that cast shadows of the dancers along the walls of the theatre was a peak moment. The segment held in the theatre ended with a prancing, flute playing billy goat named Abby (the groups rigger) leading us out into the atrium to watch the final exposition.

Done with bungee ropes, which by nature and with upbeat electropop music was much more energetic and bursting with the fun of being airborne. The harnesses they used were full-bodied, cleverly disguised by purple jumpers with open backs where they attached. Two silver rock shaped props were used as static objects to dance and tumble off of. Standing dancers, would launch them into beautiful spirally flips and catch them just in time. flowers thanking the group for all the experience they brought to the community. Part of Aeriosa’s mission is to make dance accessible to all walks of life through free or low-cost performances, workshops and talks. Any way to engage they can is an honourable and purist approach to sharing the art. We can definitely say in Revelstoke they were true to their beliefs. The most appealing aspect of the dancers was they were all so approachable and over-joyed to

share their experiences and skills with their audience and workshop participants. The youth workshop that starred 10 eager giggling gals were treated as peers and gently pushed to go beyond what they thought was possible. At the end of the performance I heard many members of the audience mention how it inspired them to go reignite their love of dance or take it further, with that we can say that the goal of Aeriosa’s enchanting visit was greatly fulfilled.

Hired Equipment Registration Rocky Mountain District

The Rocky Mountain District of the Ministry of Transportation and Infrastructure is creating its list of registered Equipment for Hire in the Selkirk Service Area for the fiscal year 2014/2015, which begins April 1, 2014. This area includes Perry River east to Golden and south to Brisco on Highway 95 (not including Glacier National Park), and Revelstoke north to Mica Creek and south to Trout Lake on Highway 23. All individuals or companies registered this past year through the District Office in Revelstoke will be receiving invitations to re-register their equipment for the coming fiscal year by mail by the end of February. Any individuals or companies who were not registered in 2013, but wish to have their equipment listed, are hereby invited to contact the District Office, either in person or by phone, to obtain the appropriate registration forms. Note that while you do not need to have Commercial (Comprehensive) General Liability Insurance or up-to-date WorkSafeBC coverage to register, you will have to meet these requirements prior to working on any ministry projects. The red kiosk, located near the entrance way, carries a selection of DVD and Blu-Ray discs that can be rented for $1.99/day for a DVD or $2.49/day for a Blu-Ray. The kiosk carries 250 discs and there are multiple copies of some movies, so there are about 100 movies across all genres available, said Kaegi.

Man arrested for excessive speeding after fleeing police Times Review staff

An Alberta man was arrested after fleeing from police in an attempt to avoid having his vehicle impounded for speeding. The incident happened on the Trans-Canada Highway

near Revelstoke on Sunday, Feb. 9, at around 1 p.m. when RCMP stopped two vehicles traveling in tandem more than 40 kilometres per hour over the speed limit. When one of the drivers learned his vehicle would be impounded, he fled from police

An avid snowboarder and surfer, Grunwald began touring B.C. early in his career, attracted by its legendary powder, back country, and heliboarding. Today his performances in ski resort towns are sometimes greeted by upwards of 400 enthusiastic fans. Back in Australia, Grunwald has earned five ARIA (Australian Juno) nominations, two Australasian Performing Rights Association Awards and a Best Independent Blues and Roots Album prize from the Australian Independent Record Label’s Association. His collaborations with leading hip hop and dub step artists have netted him two major radio singles and made him a minor star in his homeland. Grunwald started playing his own brand of swampy, stomp-box-driven Delta blues covers and originals about a decade ago – inspired by his hip-hop upbringing and a love of the southern standards. Since then, he has opened for James Brown, Bo Diddly, and the Black Keys, toured with Jack Johnson and played the Montreaux Jazz Festival. The Grizzlies came extremely close to splitting four points this weekend. The Grizzlies travelled to Chase to take on the Heat on Tuesday, Feb. 4, and lost 7-1 with the Grizzlies goal scored by Brodie Buhler. The Grizzlies travelled to Summerland to take on the Steam on Friday, Feb. 7 and really struggled out of the gate that night, losing 7-2. This time the Grizz goals

came from Kenny Batke and Matt Lucero. On Saturday, Feb. 8, the Grizzlies hosted the 100 Mile House Wranglers in what was an extremely exciting game. Both teams exchanged some great plays but 100 Mile got on the board first, scoring at 11:58 of the second period. The Grizzlies never gave up. They battled hard and Cody Hendrickson found the back of the net to tie the game at 9:30 of the

third period. Just when fans thought the game was heading to overtime, the Wranglers found a way to sneak one past Matt Mitchell with 0.6 seconds left in the game for a 2-1 win. The Grizzlies next game is a home game on Friday, Feb. 14, when they host the Kamloops Storm. It's Valentine's Day, so bring your Valentine and enjoy the game. New coach brings big credentials to Revelstoke Ski Club BC Alpine. He was hired by BC Alpine as the head development coach for the men’s and women’s provincial teams. He then became the head coach of the women’s team, a position he held for four years. “Once I got to Canada, I fell in love with B.C.,” he said. “But after six years with the provincial team I wanted to try other things in life.” And that’s where Revelstoke Ski Club’s head coach Ned Lazarevic comes in. “I always liked Revelstoke, though I hadn’t spent any time here, and I knew Ned,” Družina explains. “Ned knew I was available and he’s a good negotiator.

He’s pretty insistent.” Družina had long recognized the potential of Revelstoke Mountain Resort as a training ground, and knew he could work well with the head coach. “Ned is a good organizer and he has a passion for the sport,” he explained. “And a mountain like this is a huge opportunity for a club. With the diversity of terrain we have here, this is an amazing place to learn how to ski. In so many other racing clubs, all the kids do is training, training all the time. Here we train and we have this amazing free skiing. This makes it easy to develop a love for the sport.”

Coach Druzina also speaks highly of the resort management. “Our relationship is amazing compared to many resorts I’ve worked or raced at. They’re very supportive and cooperative.” Although he’s been at the centre of a very exciting lifestyle, coaching top athletes and travelling year-round for races and training, Coach Druzina is looking forward to staying in one place for a while. “I like this community,” he said. “It’s a slower pace than I’m used to but it’s very friendly, and I like that I see many older people skiing, so you know that sport is in the culture.”

The use of pesticides is intended within the area to which the pest management plan applies. One of the highlights of the current season for the Revelstoke Ski Club is acquiring Gregor Družina as our FIS coach, responsible for the development of our top racers. FIS stands for Fédération Internationale de Ski, which is the governing body for international skiing events. When our young athletes move up to FIS races, they’re hitting the big leagues. Their results are tabulated on the same scale as the best skiers in the world. It’s heady stuff. Coach Družina is no stranger to the big leagues. As head coach of the B.C. women’s team for six years, he helped groom some of the best female skiers in the country. Družina is from Maribor, Slovenia, a city famous for hosting World Cup GS and slalom races for more than 50 years. Slovenia is a mountainous

country, famed in the ski racing world for producing Tina Maze, the current world champion in Super G and the winner of 23 World Cup races. “Ski racing is huge in Slovenia, it’s in our culture,” he says. “There’s lots of government support for good athletes and the best racers are national heroes.” As you would expect, Coach Družina grew up ski racing. “I began at age 6 and trained full time until I was 17,” he says. He left racing to pursue education in ski instruction and coaching, and acquiring degrees in economics and management from the University of Maribor. “When I finished university, I worked in marketing for a while but found office work wasn’t the best fit so I decided to go travelling with my coaching skills,” he said. After a coaching stint in New Zealand he moved to a position in Boise, Idaho, before catching the attention of

Revelstoke Nordic Ski Club

The Revelstoke Nordic Ski Team competed in a successful BC Midget Championships this past weekend at Larch Hills Nordic Ski Club in Salmon Arm. 215 competitors from all across B.C. and a Washington team competed at the event. Only athletes born between 2001 and 2004 were eligible to compete in what is known by many as "the most fun race of the year". Cool weather necessitated a delayed start time to allow for temperatures to climb above the -15C cutoff for competition. Once things got underway, athletes competed in a two kilometre interval start classic race. The afternoon saw four-person relay teams race around a 1.5-kilometre loop, with the first two legs classical technique and the final two legs skating technique. On Sunday, athletes ripped around the stadium area competing in the head-to-head 300-metre skate sprint event. The BC Midget Championships is run in a ski tournament format where teams collect points for participating, top placings and outstanding technique. Overall, Revelstoke Nordic placed seventh out of 16 teams

competing in the event; quite impressive for a club of it's size. The team was led by veteran Simon Blackie, who collected two silver medals in the highly competitive 2001 male category and dominated the first leg of the boys relay.
