chance by his family to join them in Canada from his native Punjab. Although he predicted – accurately – that his family and descendants would live prosperous and educated lives in their new country, he refused to go. He was still bitter, more than 50 years after an incident that affected his life, as well as relations between Canada and India. In 1914, Janetpura, 30, was preparing for the trip of a lifetime. He was already well educated, having studied at an English-language high school in Ludhiana, Punjab, and had studied telecommunications at the University of Amethi. He was told at the time that any Indian was part of the British Commonwealth and would be welcome to study further in Canada. In March of that year, with $200 for a head tax and a passport in hand, Janetpura – dressed in a suit, tie and turban – boarded the Komagata Maru in Calcutta. He was passenger No. 235 on a ship that would become legend. After two months at sea, the 376 passengers were refused entry in Vancouver for two months, from May 23 to July 23, 1914. Local officials cited the Continuous Passage Regulation, which stated that all immigrants must come directly from their country of origin. Due to the great distance between India and Canada, this was impossible, as ships required a stopover. The Komagata Maru had stopped in Hong Kong. It was in fact pressure from the white community that kept the passengers on the ship, deprived of food, water and medicine. Only the assistance from the 3,000-strong Sikh community in the Lower Mainland kept the 376 people alive. See DESCENDANTS / Page 4

Police want to speak with witness to fatal crash Black Press
POLICE ARE seeking a witness to the fatal crash on King George Boulevard and 84 Avenue Saturday morning involving a TransLink bus and a car. On Feb. 8 at approximately 7:30 a.m., Surrey RCMP was called to assist emergency services for a report of a collision between a vehicle and a transit bus. Police learned the driver of the vehicle had been travelling northbound on King George Boulevard and the transit bus was travelling southbound when the car crossed
into oncoming traffic and struck the transit bus head on. The driver and lone occupant of the car was pronounced dead at the scene. Police are wanting to speak with a witness who was on the bus at the time of the accident. The witness boarded the bus at 96 Newton Bus (Express) at Surrey Central Station. She is described as a South Asian or possibly First Nations woman between 30 and 40 years old, and possibly wearing a dark jacket and hat. She remained on scene for a short time after the collision, then
left without providing details to the bus driver. Police wish to speak to the female passenger about what she may have seen regarding the collision and are asking her to call the Surrey RCMP Traffic Section at 604-599-0502 and ask for the lead investigator, Const. Mike Halskov, quoting file number 2014-18484. D.Y., a drug dealer for the Red Scorpions gang at the time, testified he found his buddy C.K.’s request unusual. (C.K.’s name is also shielded by a publication ban). “I remember him saying that he wanted the fob... the apartment key. He wanted to borrow it,” D.Y. told the court. He said he went to the building’s parkade on Oct. 19, 2007 and gave his keys, including the fob required for entry from the building’s outside entrances, to a man named “Josh” who was in a grey SUV. “Josh,” D.Y. later learned, was actually Johnston. He said he handed his key set to Johnston through the vehicle’s window, and didn’t see anyone else in the SUV. D.Y. said Johnston asked if his girlfriend was home, which she wasn’t. “I think he said, ‘make sure your girlfriend is not home later’,” D.Y. testified, recalling he found Johnston’s comment strange. “They were not illegal immigrants,” says Janetpura’s grandson, Jaswinder Toor, a 52-year-old Surrey man. Under threat of Canadian naval gunfire, the ship was sent back to India, with all but 20 passengers remaining in Vancouver. The voyage home meant the exiled passengers had been confined to the ship for six months. As they became increasingly agitated, they were hit by British gunfire when they returned to India. Twenty were killed, and scores were wounded. Janetpura and others were imprisoned for years, and he was later restricted to his home village. Toor says the Komagata Maru incident had a direct effect on Indian politics, and was a catalyst for an independent India – specifically as passengers spread the word that the British misrepresented what citizenship meant in its Commonwealth. Janetpura died in 1974, having told his family that while it was

It also includes the voices of second- and third-generation South Asian youth from Surrey who have reflected on the legacy of the Komagata Maru. Naveen Girn, the Surrey Museum’s guest curator for the exhibit, says the Komagata Maru episode is a story not just for South Asians. He explains that while it’s understandably an important part of the history of South Asians in Canada – preceding by decades, for example, their right to vote in 1947 – it’s a story “owned by all Canadians.” Echoes of the Komagata Maru: 1914-2014 is on display until July 12. been waiting very patiently for property to be a part of an NCP process before they can move forward with a development,” Rasode said. “And in that process, some very significant questions are asked around schools, parks, infrastructure, transportation – all of those questions then sort of get sidelined. “If we start doing (a) one-off in one area of town, why would the other developers not line up and ask us to do the same?” An NCP guides a community’s density, transportation network, sewer systems, financing and land-use policies. Plans to determine the best unified strategy for a neighbourhood are created over years of consultation between city staff and residents. Efforts to create an NCP for East Clayton stretch back to 2005 and, last November, the City of Surrey hosted an open house to provide residents an update on the NCP. “It is a lengthy process, but it’s a lengthy process for a reason because it provides opportunity to do a thoughtful job,” Rasode said, adding the measure’s approval isn’t fair to residents and other developers who have stuck with the NCP process. “This will cause concern because it’s not a long-term, thoughtful approach – it’s a one-off, which is not how we do work in
the City of Surrey.” Writing on behalf of one of the property owners, real estate agent Sukh Grewal described the rezoning as a “win-win proposition” for Surrey and the developers. “Late last year demand for single family lots has picked up and we note there is very little single family lots available in the market,” Grewal wrote in a Jan. 6, 2014 letter to council. “A single family development of these lands would help alleviate some of this pressure.” newsroom@surreyleader.com

Grappling with green bins I WAS pleased at the
introduction of a new and more efficient garbage collection system in Surrey. I was even more pleased when instructed to keep my old “garbage cans” with the garden waste stickers and simply put them out beside the greenlidded bin – no limit. On many collection days over the past year, all six of my extra bins went out. I watched drivers step out of their cabs and tip the contents of my extra bins into the green bin, and pick them up mechanically – a good system. Today I had one extra can out and the
driver took some time to climb down, and after emptying my extra bin he put a hanging tag onto the green bin, with part circled – the part designated for those who put out an extra can. It appears reloading the green bin can be messy, and reloading may injure the driver. A second cart would take up less space, and not delay that driver. I am female, and 75. It is impossible for me to get that green bin into my back yard so all garden waste is carried in a smaller bin and tipped into the green one on the driveway. The taller garbage cans with wheels used before the new sys-
tem are difficult to move, but I can drag them to the curbside. I’m doing my best. I’d like to remind the drivers, please meet some

They took the ticket and I left. Two weeks later I get a ticket in the mail charging me $80 for parking. I guess that morning they were on the lookout for anyone passing their ticket on, which I never thought was wrong as the space was paid for. Pay parking in medical centers is a disgrace. Taxi tussles leave one Surrey man dead, one arrested

TWO SEPARATE stabbings involving taxis in Vancouver Sunday left one Surrey man dead, and another facing charges. In one, 28-year-old Robert Tyson Smith is Vancouver’s first homicide victim of 2014, after a incident shortly after 11 p.m. at Granville Street and Georgia. Police say a taxi driver got into a dispute with two men, and the cab’s passenger got out and joined in. “The argument quickly escalated into a fight between the two men and the passenger, and ended with the passenger being stabbed,” said Sgt. Randy Fincham, of the Vancouver Police Department. He was rushed to hospital, where he later died of his injuries. Police arrested two men, but they have both been released pending further investigation. Police have asked for any additional witnesses to contact the Vancouver Police Homicide Unit at 604-717-2500 or Crime Stoppers at 1-800-2228477. In an apparently unrelated stabbing earlier that
day, police say two men were taken to hospital with serious injuries after an altercation at Davie and Hamilton. According to police, two men flagged down a cab just after 1:30 a.m. and a fight broke out when two other men claimed the cab was theirs. Vithna Andrew Va, 24, is charged with two counts of assault causing bodily harm, two counts of assault with a weapon and one count of possession of a weapon for a dangerous purpose. Va has been released pending his next court appearance Feb. 19 in Vancouver.

He went out with a friend before returning later. When he went to the lobby later, he saw lots of police and an officer told him he might not be allowed to re-enter his apartment that night. He said he went to his mom’s and was talking to his girlfriend online when she told him to watch the news. “I was very surprised and shocked,” D.Y. testified. “I was in shock that six people were murdered in the building.” He testified that he thought briefly about the security fob he’d lent out. The Crown’s theory is that Haevischer, Johnston and a third man who cannot be named due to a publication ban went to the Balmoral Tower targeting Corey Lal, a rival drug dealer, on orders from fellow Red Scorpions Jamie Bacon and Mike Le. Le pleaded guilty last year to conspiracy to murder Lal, while Bacon will be tried separately at a later date. The Crown contends while Lal was the intended victim, the five others – his brother Michael Lal, Ryan Bartolomeo, Eddie Narong, Christopher Mohan and Ed Schellenberg – were killed to eliminate any witnesses. The murders took place on the 15th floor, while D.Y. lived on a lower floor.

D.Y. testified he saw another man living in the Balmoral he guessed might be a drug dealer because he drove expensive vehicles. D.Y. later learned from police the man was Corey Lal. D.Y. said after the murders, he returned to the Balmoral only once, to retrieve drugs, money and belongings. He continued operating a dial-a-dope operation in another location “as usual” until his arrest in February 2008, when he was accused of conspiracy to murder six people. He was shocked at the allegations, D.Y. told the court. Under cross-examination, he admitted he didn’t tell police much initially. But when he saw how the murders affected the families, he decided to cooperate. “What really hit me was watching the video – I believe it was Chris’ mother – crying and talking about her son,” D.Y. told the court. He cut ties with the Red Scorpions, was relocated by police in 2008 and received financial compensation until June 2010. In earlier testimony, he said he started dealing drugs, mostly crack cocaine and heroin, as a way to make money after he dropped out of school and his parents kicked him out. But he got progressively more involved, he said, and thought of the Red Scorpions as family. He hoped to be a full member like his friend C.K., and not just a “worker,” he said. The trial continues.

On Friday, Feb. 14, the groups will join the One Billion Rising movement, which calls on people to gather, dance and speak out against violence against women. In 2013, more than 10,000 events took place worldwide where people raised awareness around the issue. This year, the rally will be held at Holland Park, 13428 Old Yale Rd., beginning at 3 p.m. on Feb. 14. The event will include a First Nations ceremony, as well as remarks from Surrey Mayor Dianne Watts, Minister of Children and Families Stephanie Cadieux, and members of the community whose lives have been affected by violence against women.
There will also be performances by the One Billion Rising dance led by Praise TEAM and the Delta Police Pipe Band. The public is welcome and is asked to wear red to show their solidarity. For more information visit onebillionrising.org

Road Carnage May Continue to Increase in Poor Countries

oad Rules readers know there is no silver bullet for road safety—at least none yet. The self-driving car holds the greatest promise for a zero crash future and is accelerating through the prototype phase towards actualization faster than many experts expected. Thankfully, in the meantime, in the ‘rich countries’ of the motorized world—as the Economist magazine calls them—the efforts that together constitute a compound ‘silver bullet’ continue to produce improvement: more cars and more kilometers driven but fewer crashes, fewer fatalities and fewer injuries with better recoveries, more crashworthy cars, safer roads, and better behaved drivers. Not perfection, but ‘better’ and, as we noted in last week’s article about our perplexing “culture of complacency” about road carnage, there is also the hope of continuing improvement thanks to experts who keep on asking the tough questions and challenging the accepted norms. Traffic safety expert Ian Johnston’s counterintuitive ‘bad driver behavior myth’ is an example. Forecasters draw steadily downward trend lines for road crashes in the rich countries and why not? Sweden’s boldly stated ambition to end road deaths altogether has produced remarkable results: a 50% decrease in fatalities (from an already relatively low level) since 2000 and, in 2013, in the age category ‘under seven years’ just one fatality. In the ‘poor and middle-income countries’,
however, the trend is dramatically different. According to the Economist magazine, “the World Health Organization (WHO) expects the number of [road crash] deaths globally to reach nearly two million a year by 2030, up from 1.3 million at present. But the pain will fall far from equally. …Poor and middle-income … [countries] will see crashes match HIV/AIDS as a cause of death by 2030. In the very poorest, the WHO expects deaths almost to triple.” Such dire prediction must be met with a thoughtful response. Road carnage may have been the price of development in ‘rich countries’, but there is no need for repetition in the developing world, as if it were some sort of necessary sacrifice. The Economist article points out that we know that “roads can be made safer cheaply and simply. And far from being an unaffordable luxury, safe roads make better economic sense than dangerous ones.” The predicted intractability of the problem seems to link back to our collective culture of complacency. As the Economist points out, “few places tackle road deaths with the same determination as infectious diseases, and charitable donations are a tiny fraction of the $4 billion promised annually to fight HIV/AIDS, malaria and tuberculosis.” And furthermore, first world donations, says Kavi Bhalla of the Johns Hopkins Centre for Global Health, tend to “[pay] for new roads that are fast but not safe.” There is hope here too. Three organizations are working to start reversing the road carnage trend in the developing world: the FIA Foundation, a London-based road-safety charity, the International Road Assessment Programme (iRAP), an engineer-led road-safety charity, and Bloomberg Philanthropies, the foundation of Michael Bloomberg, New York’s former mayor “one of the few big aid donors to spend heavily on road safety.” …by Cedric Hughes, Barrister & Solicitor with regular weekly contributions from Leslie McGuffin, LL.B.

Looks Last year, Nissan introduced the bigger mid-sized Pathfinder SUV and this smaller Rogue shares many styling cues from its bigger brother. This, in my opinion, is a good idea. It has a sense of purpose, sophistication and commonality that helps define Nissan’s brand. Nissan wants to portray “everyday premium” with this new Rogue, including such nice touches as LED daytime running lights, wheel arch extensions, integrated mirror turn
7-passenger SUV. Granted, the third row is tight but perfect for those occasional times when extra family members are in town. In addition, this package includes navigation, a 7-inch touch screen monitor, power lift gate, blind-spot detection system, and lane departure warning system. These really are premium features found only in luxury SUVs just a few short years ago. Unfortunately, the top SL trim is only available in a two-row 5-seat configuration because

it was felt the price would be too high for compact SUV buyers. Drive As hard as it might be to believe, this new, larger and slightly heavier (49kg) Rogue is actually more fuel-efficient than the last model. They were able to improve the economy by 18 per cent through the introduction of a new continuously variable transmission (CVT), aerodynamic tricks, and letting the carried-over engine breathe a bit better. Still rated at 170hp, the 2.5L 4-cylinder engine does a good job in city driving, thanks to the gearing of the new CVT but can seam a bit underpowered for higher, passing manouevre on the highway. Overall, the person filling the new Rogue up with fuel will welcome this balance of efficiency and everyday drivability. As part of the winter driving experience, I drove on an ice course in Macaglisse, Que., to highlight the vehicle’s stability system and the Active Trace Control feature. On the first run, through the twisty, sheer ice roads the entire system was shut off. As I crested a hill, then made a hard right turn, the Rogue slid all
the way out to the edges of the corner, almost hitting the opposing snow bank. On the second run, with the advanced systems on, the same road was almost uneventful. The stability and traction control kept the wheels from spinning but the Trace Control System provides just a slight amount of brake force to the inside wheels to help the Rogue navigate the sheet ice with confidence. Verdict The objective with this new Rogue was to be noticed and provide a level of refinement and creature comforts that the competition isn’t providing. The pricing is fantastic, especially the middle SV models. The larger interior dimensions will always be welcome, as buyers like to get more for their money, but it is still small and efficient enough for city buyers. Adventures in leaving Detroit and trusting your GPS I was looking forward to the long and painfully boring drive back. (That’s before Keith hitched a ride, honest.) My wish was not yet coming true. Finally, we were on some sort of highway. But no signs to a border popped up for miles and miles. We even pulled over a couple of times in the all-new 2014 Jeep Cherokee Limited to check our smartphones to see if we were heading in the right direction. We were, but I guess I was just looking for a sign. A sign that said “Canada” on it. But no, we got this instead: “State Prison Nearby. Do NOT Pick Up Hitchhikers.” Gulp. Keith and I looked over at each other and laughed nervously. Oh gosh, what have we gotten ourselves into? – Regardless, we were in it together so it was bound to be eventful. The digital road sign above warned: “Changing Roads Ahead. Do not rely solely on GPS.” I felt like it was speaking directly to me as I had suffered anxiety ever since Driveway editor Keith Morgan climbed into the Jeep Cherokee and we left downtown Detroit, heading north to Toronto. North, ahem, yes. The tunnel to Canada was a stone’s throw away from our launch point. I was thinking it would route me the same way I got down to Motown, via Windsor and through the tunnel. Why the GPS didn’t? – I’m not sure. Clearly it knew something we didn’t. Needless to say, the mechanical woman’s voice echoing through the premium speakers certainly did give us a scenic tour of the area. And by scenic I mean, she guided us through some rather dodgy areas, characterized by poorly maintained roads, broken down buildings and dejected looking people. desperate measures, right? The one thing that remained steadfast and calm throughout the craziness was the Jeep Cherokee. The leather-trimmed seats were plush and comfortable to sit in for hours on end. When I started veering off the straight and narrow – aka out of my lane – the lane departure warning would gently lead me back into place. And since it was frigid outside – Ontario and Michigan in January is anything but tropical – features like a remote starter, heated seats, a heated steering wheel and dual climate zone controls keep occupants toasty warm. Not to mention there was a generous amount of power being delivered from its 3.2L, Pentastar V6 engine, which is rated at 271 horsepower and 239 lb-ft of torque. It’s then linked to a 9-speed automatic transmission. And with 4x4 capabilities, I was ready to brave the winter conditions, on bare roads or not. Luckily, it was a beautiful day, with few clouds in the sky and clear roads. Things were looking good. Then it happened. A sign. A sign to Canada nonetheless. Looks like we’d been routed through Sarnia. I was doing a little happy dance on the inside. Did I doubt the GPS’s ability to lead? I sure did. Then again, it’s not out of my character to question authority. As we handed the CBSA our passports, all I could think about was finding a fuel station before we got stranded. And yes, I was very happy to be in Ontario. But I’d be happier when I knew I was on a plane to Vancouver. Yet, I was thoroughly enjoying my time in the Cherokee, quirky styling and anxiety aside. It had an ability to somewhat calm my woes due to its temperate nature. The quiet cabin allowed for wonderful conversations, whether it was with myself, with the GPS or with Keith. In addition, I managed to learn a lot from road signs. I will not wholeheartedly rely on the GPS and will not pick up hitchhikers in Michigan. www.jeep.ca

Mercury Marauder: The name conjures up bands of roving barbarians. In addition to providing basic transportation, who wouldn’t want a car that’s also proficient at looting and pillaging? Ferrari 500 Superfast: Even in the early 1960s, using this name took cojones —something that Enzo Ferrari never lacked. It’s almost over-the-top comical, not unlike Wile E. Coyote’s business card, which listed his occupation as “Super Genius.” One can only imagine the response of today’s product liability lawyers to this one. It makes for one of the all-time great hood badges, too. Plymouth Barracuda: As fish go, after the shark, the barracuda is arguably the most badass. Beautifully streamlined, highly aggressive and possessing a mouthful of piranha-like teeth, it’s possibly one of the most evocative names for a performance car ever. And while Mopar fans worship the way later cars were simply called the ’Cuda, we remain fans of the full name.

THE SCORING stats for Valley West Hawks snipers grew a little fatter last weekend, as the BC Hockey Major Midget League team scored 17 times in two games against the last-place Thompson Blazers.

Mitch Newsome of Surrey had a huge game, scoring five times. Davis Koch of White Rock also had a five-point game, netting one goal and assisting on four others. Matt Bradley of Surrey tallied twice and White Rock defenceman Matt Barberis added a single. Langley’s Eric Callegari collected three helpers. Sunday at the Langley Events Centre, Bradley, Callegari and Trevor Ayre of Surrey each notched two goals. Newsome with a goal and three assists and Luke Gingras of Langley with one goal and two helpers completed the scoring. The Hawks will play a home-and-home series with the Chiefs next weekend, needing one win to clinch third place. The two teams face-off Saturday in Coquitlam at 4:15 p.m., and again Sunday at noon at the Langley Sportsplex.

week for the first time this season, the Kwantlen Polytechnic University (KPU) Eagles women’s basketball team is closing in on a PACWEST (Pacific Western Athletic Conference) playoff position. In two must-win games at the Surrey campus of KPU, the Eagles edged the Langara Falcons 57-54 on Thursday night then topped the Douglas College Royals 62-59 Saturday. KPU improved to 6-12 on the season, and with three games remaining on their schedule are tied with the Falcons for the final playoff position. The Eagles hold the tiebreaker, having won all three head-to-head meetings with Langara. “We played strong defense down the stretch both nights,” said KPU Eagle head coach Dan Nayebzadeh. “We were very disciplined, resulting in two key victories.” A loss Thursday to the Falcons would have dropped the Eagles two games back, and all but out of contention for postseason play. But in a tight game, Kwantlen came out on top. KPU built a 20-13 lead in the second quarter, but it was the largest of the game. Langara pulled to within one point by halftime, and the game remained close the rest of the way. There were five lead changes and on seven occasions the game was tied. Amber-Lee Kavanagh posted a double double for the Eagles with a game-high 16 points and 12 rebounds. Shilpa Khanna added 14 points to go with three steals. rey Gymnastics Society (SGS) had success at a two recent competitions. At the Omega Invitational last weekend in Coquitlam, a pair of SGS girls earned all around medals. Maria Bashko, 10,
won an all around silver medal in the Provincial 2 Argo (10-and-under) group. She also won gold on floor and bronze on beam and added a sixth place score on vault. Teammate Chenay Wong, nine, won a bronze on bars and was sixth on beam to place sixth all around.
In the Provincial 2 Tyro category for 11-12 year-olds, Sarah Tobin won the all around bronze medal. The 12 year-old placed second on beam, third on floor and sixth on bars. Eva Woodward was seventh on bars and beam and Cassandra Principe was sixth on beam.

SGS has one of its members on the Zone 3 (Fraser Valley) team at the B.C. Winter Games Feb. 20-23 in Mission. Alon Zvikler, 13, earned the final position on the four-man team with a fourth place finish in the all around standings at the Zone 3 trials meet in December. Zvikler had the top score on parallel bars, was third on rings, fourth on floor and fifth on high bar.
