District mulls court case fallout Katie Bartel The Progress Chilliwack school board’s concerns regarding the recent B.C. Supreme Court ruling is no different than that of other school districts. The former Aquadel Golf Course, a 10.3 ha piece of land, is the site of a proposed resort residential development. JENNA HAUCK/ PROGRESS
Aquadel redevelopment moves closer Development signals continued growth at Cultus Lake’s southern end Jennifer Feinberg The Progress Cultus Lake South could see significant growth in the next few years with more than 130 new homes proposed in the resort area near Lindell Beach. Two separate rezoning notices for public hearings were issued by Fraser Valley Regional District this week, painting a future vision of steadily increasing development in the Columbia Valley. The largest of the two rezonings is a proposed comprehensive resort residential develop-
ment zone for a project called Aquadel Gardens at Cultus Lake. The Aquadel project could see a maximum of 127 dwellings built on the sprawling former golf course property measuring 10.3 hectares. The zoning would go from rural to CD1, and the project would be low density with 12.5 units per hectare. A smaller rezoning project, Phase 4 of the Cottages at Cultus Lake, would see 10 new strata lots developed and one fee-simple parcel on Frost Road. That rezoning hearing is
slated for Feb. 18, and would change the zoning from rural to Campground Holiday Park. Planning for the Aquadel project on Columbia Valley Road has been in the works for a couple of years now since the golf course closed. “My family has owned the property for 60 years, and operated a golf course on it for 43 of those years. But the golf course wasn’t financially viable,” explained property owner Dick Whitlam. “We’re the last piece of property in Cultus Lake South that hasn’t been developed, so it’s only natural that we would go in this direction.” Whitlam emphasized he’s not
a developer per se. “This is me with a big piece of property trying to come up with a plan that works,” he told The Progress. It is important to the family to maintain the historic Aquadel name, he said, and to keep the mixed use project “synonymous with the beauty of the area,” with possible plans for park land and trails being added as amenities. In fact 20 per cent of the land would be devoted to amenities under the new zoning. “One of the things we’re looking at is a community park and a trail to Maple Bay,” added Whitlam. Chilliwack won’t seek intervenor status KM hearing Jennifer Feinberg The Progress Chilliwack officials have decided not to apply for formal intervenor status in the upcoming NEB hearings for Kinder Morgan’s Trans Mountain pipeline project. The plan is to submit a letter outlining Chilliwack safety and environmental concerns instead, said Mayor Sharon Gaetz. Part of the reason is because Fraser Valley Regional District had done so. This week FVRD formally submitted its application for intervenor status to participate in the National Energy Board hearings in Calgary, and Chilliwack is a member of the FVRD. The intervenor option, which includes presenting evidence, could have cost the city upwards of $300,000 to participate. “We decided it would not be in our best interests to hire lawyers and duplicate the work being done
by FVRD. “So the city is sending a submission outlining a few things City of Chilliwack is concerned with.” Water protection is paramount. “What we are asking for first and foremost is protection of the Sardis Aquifer, since that’s our drinking water,” said Gaetz. “If the pipeline traverses the aquifer we want to make sure all the latest technology is employed, and that all risks are mitigated.” There’s concern about the aging pipeline system beneath parts of Chilliwack that needs to be replaced. If there are disruptions, they have to be minimized and restoration must be part of the process. “We want to make sure our citizens’ interests are being protected during the pipeline replacement, as well as protection of the Vedder River,” she said, adding the pipeline maintenance protocols, as well as inspection and accident reporting has to be developed in detail.
“That’s their (Kinder Morgan) main job. But people in Chilliwack need to have the confidence that it’s all being looked after.” Some of those concerns include protection of Cheam Wetlands, as well as air quality, noxious weeds, Experience the Fraser and emergency response. Chilliwack covers a large proportion of the costs for FVRD regional parks, such as Cheam Wetlands, which is why it’s a big regional concern, Gaetz noted. “We have asked them not to traverse Cheam Wetlands,” she said, adding that one reason is to safeguard the “rich biodiversity” found in the wetlands. Individuals and groups directly affected by Kinder Morgan’s expansion of Trans Mountain pipeline had until noon on Feb. 12 to submit an application to act either as intervenor, or to provide written comment, to the NEB during its review of Kinder Morgan’s facilities application.
The company has applied to twin the existing 60-year-old Edmonton to Burnaby pipeline at a cost of $5.4 billion, nearly tripling Kinder Morgan’s carrying capacity along the route. At a special FVRD board meeting Tuesday night, directors debated what pipeline issues are of most concern to them, the cost of applying for intervenor status, and whether such an application would overlap with those that member municipalities are making on their own. “We’re doing it on a small budget and will start with $5,000, which represents a week’s work by an FVRD staffer,” said Gaetz, who is also chair of the FVRD. “That gives City of Chilliwack the reassurance that FVRD will be working on our behalf. “We’re glad they have their foot in the door as an intervenor. And if they need to accentuate our issues, we’ll be paying for that.” The Water Wealth Project
spokesperson Sheila Muxlow took to social media upon hearing how local governments will participate in the NEB hearings. “Great news yesterday on the City of Chilliwack providing a letter of comment on the proposal by KinderMorgan to transport heavy oil through our home community; and the Fraser Valley Regional District applying for Intervenor Status! “In addition the PIPE UP Network and The WaterWealth Project have applied for intervenor status ensuring that a strong representation of people with concerns can be heard to ensure the best interest of those who call the (Fraser) Valley home. “Good things happen when folks work together,” Muxlow added. She also noted that a group called Sto:lo Collective was also seeking intervenor status. --with files from Alina Konevksi jfeinberg@theprogress.com Twitter.com/chwkjourno

VICTORIA – In a speech from the throne that echoed Premier Christy Clark’s election campaign, the B.C. government promised Tuesday to begin a 10-year skills training plan to drive industrial development. Lt. Governor Judith Guichon read the speech in the ceremonial beginning of the B.C. legislature session. It touched on the B.C. Liberal government’s familiar themes, including the need to train and retain citizens to fill one million jobs due to growth and baby boomer retirements in the next decade. “British Columbians can look forward to enhancements to the Industry Training Authority, as well as the re-engineering of our secondary and post-secondary institutions to ensure our students have the skills for the jobs of the future,” Guichon told MLAs gathered for the first time in 2014. Employers and job seekers will be watching for details in the provincial budget, to be presented by Finance Minister Mike de Jong on Feb. 18. Opposition critics have focused on the government’s reductions of skills training and the shortage of spaces and equipment for industrial training. The speech also promises a new 10-year plan for transportation, to build on major road, bridge and transit works that have become contentious in the Lower Mainland as it struggles to keep up with population growth. NDP leader Adrian Dix called the speech “particularly lacking in vision or substance,” adding that it contains nothing for B.C. residents who “don’t work in the industries of liquefied natural gas or liquor.” In addition to touting the future benefits of LNG exports and pending liquor law reforms, the speech recounts increases in Asian trade, the ongoing “core review” to reduce provincial spending, and new union agreements that tie wage increases to an expanded economy.

Federal budget hikes tobacco tax, sets up surplus Jeff Nagel Black Press A new search-and-rescue tax credit honouring “quiet heroes” like revered North Shore rescue leader Tim Jones who died last month is among the measures unveiled by the federal government Tuesday as part of the 2014 budget. Eligible ground, air and marine search-andrescue volunteers will be able to claim a 15 per cent non-refundable credit on up to $3,000 if they perform at least 200 hours of service a year. It’s largely a stand-pat budget that modestly shrinks overall federal spending, records a $2.9-billion deficit this year and sets up
a projected $6.4-billion surplus in 2015 as the Conservatives seek reelection. Federal finance minister Jim Flaherty conceded some may see the budget as “boring” but added he takes that as a compliment. There are no notable tax cuts, but the tobacco tax is going up, adding $4 to the price of a carton of cigarettes or about 40 cents to a $10 pack. That will generate $685 million extra per year, while more than $90 million over five years will help the RCMP battle tobacco smuggling. The Harper government released few details in the budget on what it will do next on two fronts of concern
to consumers – its past promises to inject competition into the mobile phone market and to reduce the temptation of cross-border shopping. Flaherty said Ottawa will temporarily cap domestic wireless roaming rates until there’s a decision by regulators on further rules to protect customers. He also pledged legislation to address the price gap between cheaper consumer products in the U.S. and what Canadians pay at home. How that will work is unclear, but the minister told reporters the Competition Bureau would be empowered to investigate and punish unjustifiable price dis-

When he was three, Jacob was removed from the two most important people in his life; mom and dad were battered by severe drug addiction. He moved from foster home to foster home. Jacob carried a mountain of misery with him, hiding it behind a defiant scream of “who cares”. Friendships never lasted and school was overwhelming. His teachers could predict he would get in serious trouble, but they couldn’t prevent it. A year ago, his probation officer referred him to the R.E.A.L. program and he never showed up. Staff didn’t give up on Jacob; they went to his door each morning and invited him to come to school. After two months, Jacob agreed to go for coffee. That week he began the program; school in the morning, life skills and recreation in the afternoon. There is no Hollywood ending. “We’re in a holding pattern right now.” In Chilliwack, the school board has directed staff to analyze the district’s current class size and composition ratios and to determine any implications there may be. The board will review the data in an in-camera meeting on Feb. 18. Dyck already knows space will be a significant struggle. “If suddenly we have to increase classes, where will we find the room?” she asked. “For shrinking districts, it’s probably not so bad, but for us, it certainly is a problem – there’s no room.” Chilliwack continues to be one of the few growing school districts in the province. “We have concerns around implementation; the world has changed since 2002, and what was good at that point in time may not be in the best interest of students today,” said Dyck. “Just hoping that wiser heads will prevail and they’ll recognize that the implementation so quickly of this would harm our students’ education. Disrupting classes is not in the best interest of students and that’s where our priorities lie.”

Abby to take lead in courtroom expansion Recommendations released last week as part of a 20-year court expansion plan in the Fraser Valley include a new 14-courtroom courthouse be constructed in Abbotsford by 2018, and additional courtroom space to be built in Chilliwack by 2033. The Abbotsford courthouse should include five B.C. Supreme Court courtrooms and nine provincial ones, said the report. The Chilliwack expansion would include two provincial court courtrooms. The recommendations are part of the final report of the Lower Fraser Valley Regional Plan: Court Capacity Expansion Project, developed by five municipalities – Abbotsford, Surrey, Chilliwack, the City of Langley and the Township of Langley. Chilliwack Mayor Sharon Gaetz welcomed the findings. “We are pleased to offer our support for this long-term plan for courtroom expansion in the Lower Fraser Valley that preserves and builds on our Supreme and Provincial courts in Chilliwack while offering the promise of enhanced access to justice services throughout the region,” she said. Abbotsford Mayor Bruce Banman also
applauded the recommendations. “Abbotsford is extremely proud to be chosen as the lead municipality for this project. The long-term expansion plan will address the increasing need for access to court services in our region and will ultimately benefit all Lower Fraser Valley communities.” In April 2013, the B.C. government signed a memorandum of understanding with the five municipalities. On behalf of the consortium, Abbotsford was granted $600,000 to fund the development of the 20-year expansion plan. The courthouse plan for Abbotsford is one of two projects that have been listed as “high priority” to be completed by 2018. The other is to expand Surrey provincial court by five courtrooms and update the facility’s technological infrastructure at an estimated cost of $26.2 million. Long-term projects also recommended to be considered for funding approval and to be completed in phases until 2033 are: • a new five-courtroom provincial courthouse in Langley ($21.2 million); • further expansion of
Surrey’s courthouse by three provincial courtrooms ($8.7 million); and • expansion of Chilliwack’s courthouse by two provincial courtrooms ($8.2 million). Abbotsford currently has only a provincial courthouse, but the plan states that it has “serious deficiencies and it will be difficult to maintain safe and effective operations” there beyond 2018. Provincial court deals with most criminal cases, as well as family, small claims, civil and traffic cases. The plan states that the Lower Fraser Valley (LFV) requires 32 such courtrooms, but currently has only 22, including five in Abbotsford. Supreme cour t hears serious adult criminal, civil and family cases, and these matters are currently
held only in Chilliwack, New Westminster and Vancouver. Demand for these cases is largest in Surrey, followed by Abbotsford,

R AESIDE
As the 2014 Winter Olympics in Sochi, Russia heads into its second week, the narrative is sounding awfully familiar. Remember all those horror stories about costs run amok, facilities unfinished or not up to snuff, unseasonably mild weather, displaced and displeased citizens, stray dogs being dispatched? Hmmm, rewind the clock four years, and we might be talking about Vancouver. Minus the stray dogs part. Or eight years ago in Turin, Italy. Winter or Summer, the script for every Olympic Games seems to be coming from the same writer. It’s already being composed for Rio de Janeiro in 2016, where slums have been razed to make way for sporting facilities and workers have died building those venues. But the crazy thing about the Olympics, and the trump card the International Olympic Committee carries in its back pocket, nuzzled up against the vast wealth it amasses by governing the Olympic movement, is as soon as the spotlights illuminate the ever-kitchy opening ceremonies, and the first competitors enter the starting gates, all the collateral drama is forgotten. When it comes to the Olympics, we just can’t help ourselves falling in love all over again. Especially when the memories of being a host city are still so fresh. Maybe it’s the sheer volume of Olympic hype and coverage that overwhelms us every couple of years. Maybe we’re just suckers for the human interest stories and athletic dramas that are played out on the ski slopes, ice rinks and running tracks. Maybe we’re just looking for the chance to show our patriotism without feeling self-conscious. Whatever fuels your Olympic spirit, enjoy the ride. The cynics will be back next time round. – Black Press

The upward tragectory of global climate change Just because global warming seems to have taken time out in the past dozen years does not mean that global warming isn’t happening. In fact, anything but. That “time out” is just a momentary pause in a natural ebb and flow of climatic patterns. Climate change skeptics have been arguing that global warming has been virtually non-existent during the past 17 years. Apart from the fact that “17 years” is actually meaningless in the timeline of changing climates that can take hundreds or thousands of years to unfold, some interesting research out of Australia is offering a better understanding of the complex nature of climate and what may be behind this hiatus. Climate change is not a neat, linear line of steadily climbing temperatures. Dips, surges, and changes in increasing warmth should be expected.
Measurements in trends over many decades are what guide evidence of warming temperatures which allow climate scientists to get a handle on overall long term patterns. Climate scientists agree that they have obser ved an apparent hiatus in surface warming in the past 13 years. Now, Margaret researchers at the University of EVANS New South Wales, Australia, believe they have found a good reason for this. Since the 1990s, the equatorial trade winds in the western Pacific Ocean have been steadily strengthening. Now they are twice their normal strength, so much so that they are altering
circulation patterns. But many of the past climate models never incorporated the influence of those trade winds in their projections. The Australian study shows that the dramatic acceleration of the winds has increased the circulation of the Pacific Ocean causing more heat to be taken out of the atmosphere and transferred into the subsurface ocean while bringing cooler waters to the surface. Once the influence of the trade winds was factored into the climate models, the global average temperatures closely resembled the temperatures of this apparent hiatus. “Scientists have long suspected that extra ocean heat uptake has slowed the rise of global average temperatures, but the mechanism behind the hiatus remained unclear,” said Professor Matthew England, lead author of the study and a chief investigator at the

Australian Research Council’s Centre of Excellence for Climate System Science. But, England added, this heat uptake is by no means permanent. When the trade wind strength returns to normal, as it inevitably will, the heat will be released from the ocean and quickly accumulate in the atmosphere. That will result in global temperatures rising rapidly as the hiatus ends. Their work underscores the fact that a changing climate does not happen smoothly but happens in fits and starts with many anomalies along the way. “Climate scientists have long understood that global average temperatures don’t rise in a continual upward trajectory, instead warming in a series of abrupt steps in between periods with more or less steady temperatures,” said England. “Our work helps explain how this occurs.
We should be very clear. The current hiatus offers no comfort. We are just seeing another pause in warming before the next inevitable rise in global temperatures.” England said that after air temperatures rapidly rose in the 1980s and 1990s, they largely levelled off although 2013 was Australia’s hottest on record. England warned that when the hiatus ends, global warming could be rapid. The pumping of heat into the ocean is not particularly deep and once the trade winds return to normal that stored heat will be quickly released into the atmosphere. The heat uptake in the western Pacific is about three degrees Celsius in some regions at depths of 100 to 300 metres over the past two decades. The research team’s study was published in the journal Nature Climate Change.

Election reform: What’s the rush? Our MP Mark Strahl can really say in caucus that his constituency is happy with the way the Prime Minister and Parliament is conducting business. Very few groups protest in front of his office so things must be right with the world. The latest assault on our democracy are the poison pills contained in what seems to be a very good bill. The Fair Elections Act seems to be an oxymoron. When the United Nations looks for countries with excellent democracies to supervise elections that run a chance of being manipulated, they have asked Canada to fulfill that request. So what needs to be fixed? The minister for democratic reform said there were massive voting irregularities in the last election. I will let you decide which party had the most to gain on this issue. Limiting debate on this bill is not very democratic, what is the rush? Perhaps the PM’s long disdain for
Elections Canada office is showing through. He once characterized the people who work at Elections Canada as “jackasses when he was vice-president and president of the National Citizens Coalition a conservative lobby group that has campaigned against many federal programs and institutions like Elections Canada. The current chief electoral officer will lose his ability to conduct investigations to the Commissioner of Canada Elections who will apparently have a longer reach, sharper teeth, bigger fines and a staff to conduct these investigations provided the staff advises the individual or individuals before an investigation is begun. According to Marc Mayrand, he will no longer be able to take his message about our right to vote to schools as this program will also be defunded where some 300,000 students have participated. The Conservative government was taken to court and lost for not
releasing documents pertaining to the Guelph so-called robocalls. Apparently these documents have not reached Elections Canada. The Prime Minister wants fewer rules and at 38 per cent of the vote with a majority he is not searching for more votes. Canadian values are not Conservative values as it should be. Conservative values will become Canadian values and this PM is its biggest cheerleader. Ramming this bill through Parliament does not address Republican-style voter suppression contained in this bill making it more difficult for people to vote. This bill has now already passed second reading and going to committee in less than three working days since the introduction of the bill in the house. Rushing democracy at this point does not give us a better democracy it is indeed a sad day.

Program teaches more than golf Many students in the Chilliwack School District benefit from specialized education. None more so than students at the Chilliwack Education Center. Students at this school are learning in alternative ways and reaching a level of success that most of them have never experienced before. Teaching specialist, Stacey Whitlam, is in charge of 12 such students that benefit from this type of program. Art, computers, mechanics, outdoor education, cooking and golf are just some
of the learning opportunities provided by her Empowered Program at CEC. This is a program focused on changing the minds of the students from negative to positive, and teaches the meaning of family and mutual respect. I experienced this program first hand after being asked by Ms. Whitlam, my daughter, to introduce the students to golf. I am a senior instructor at the Chilliwack Golf Academy located at the Chilliwack Golf Club. The members
at the Chilliwack Golf Club were gracious in their offer to allow the students to use the golf course facilities for free. A once-a-week program of instruction was agreed upon, with me as the instructor. This program has been a win-win for everyone involved. I get to introduce a wonderful game to keen and appreciative students, and they learn a game that most hadn’t experienced before. We have hit thousands of balls and are now learning the smaller
nuances of the game. It’s fun to see students develop a passion for the wonderful game of golf. The game is satisfying in so many ways and teaches us much about character. A big thank-you to the Chilliwack Golf Course staff and members for hosting this program. Also, to the teacher, Stacey Whitlam, and her educational assistant, Katerina, for thinking outside the box. The students really do appreciate it.

Tourism Chilliwack has named Allison Colthorp as its new executive director. Colthorp replaces Brian Coombes who left late last year to take over as president of CEPCO (Chilliwack Economic Partners Corporation). “I am honoured to have been given this opportunity. Tourism Chilliwack is a fantastic organization led by a very dynamic and effective board as well as a wonderful staff team. Researcher: ‘You can’t quantify joy’ A UFV documentary challenges the research findings of relations between young and old Katie Bartel The Progress
A small group of seven-year-old girls from Mission spent six months dancing with seniors at the Pleasant View Care Home in Mission as part of a research project, including a documentary, conducted by UFV’s Centre for Education and Research on Aging. UFV PHOTO
“So we don’t see them often, and when we do, it’s in a very negative, stereotyped way,” said Blakeborough. “It’s understandable why we grow up thinking these negative things.” Blakeborough hopes the documentary will help change those views. “We noticed very quickly when we started filming that there was more to this than just the original research,” he said. “It was incredible to see the journey that the girls went through… amazing the relationships these girls made with the residents.” The moments captured, Blakeborough said, are goosebump worthy. A girl at the end of the second session running up and giving a warm hug to one of the seniors. Another girl searching out her “older” friend who neglected to come to class one day because he wasn’t feeling well; five minutes later she’s walking down the hall hand-in-hand with her pal.

(The senior had been re-diagnosed with stomach cancer, and shortly after succumbed to the disease.) And another girl, at the end of the third session, when asked what she’d learned so far about the aging population, confidently stared straight into the camera and said: “They’re not scary.” For Blakeborough, it was the most “personally gratifying” project he’s worked on. “It was just so meaningful, just on every level,” he said, choking back tears. “Without you being there, or without you seeing the documentary, it’s hard to explain how emotional that process was – to see these girls, who went in there scared and unsure, just open up. “This just felt so significant, so meaningful, so real,” he said. “You can get bogged down in research that’s theoretical and number crunching, but this felt like you could touch it and feel it, and I loved that. I loved seeing the real-world effects of seven-year-

old girls dancing with infirmed elders, and the joy it put on their faces. “It took some really cool people to pull this off… and I was just glad that they let me be a part of it.” The Centre for Education and Research on Aging intends to produce DVDs of the documentary and use it as a tool to encourage similar projects in other communities. “One of the ways I think we can dispel some of these negative myths about aging is by having significant inter-generational contact,” said Blakeborough. The 55-minute documentary, They’re Not Scary, will be screened on Thursday, Feb. 20 at 6 p.m. in the Blackbox Theatre at the UFV Chilliwack campus. A reception will follow. The public is welcomed. A trailer can be viewed online at www. theprogress.com. For more information, contact Shelley Canning at shelley.canning@ufv.ca.

The research showed there were no cognitive or physical benefits, but the film footage proved otherwise. The documentary, They’re Not Scary, shows the results of a six-month project studying the effects of relations between the young and old. They’re Not Scary is being screened next Thursday, Feb. 20, at the University of the Fraser Valley (UFV) Chilliwack campus. The research says there were no measurable health benefits to the weekly interactions, but the 400 hours of footage tells a different story. “The research may have ultimately said that there was no cognitive and no physiological benefit for the elders that participated, but I have the footage of them laughing, and smiling, and crying – and you can’t quantify joy,” said researcher Darren Blakeborough, who filmed and edited the documentary with the help of five students from the media and communications department. Two years ago, UFV’s Centre for Education and Research on Aging embarked on the research project, exploring the benefits for both children and care-home residents involved in an inter-generational dance program. For six months, a group of seven-year-old girls went into a care home weekly to dance and socialize with the residents. At the start, the girls knowledge of old people was limited and mostly negative. “They were pretty sure they were going to go in there and teach these people how to dance, and that they would have to be very slow and careful with them,” said Blakeborough. “A lot of them, in their initial interviews, were scared of [seniors].” Which, given today’s culture, wasn’t surprising for Blakeborough. “Unfortunately, we equate aging with very negative things,” he said. “Aging is decline. Aging is losing our hair colour and going grey. Aging is losing the elastin in our skin and getting wrinkles. It’s losing our memory, our eyesight, our hearing.” In media, seniors amount to three per cent of the TV population.

Looks Last year, Nissan introduced the bigger mid-sized Pathfinder SUV and this smaller Rogue shares many styling cues from its bigger brother. This, in my opinion, is a good idea. It has a sense of purpose, sophistication and commonality that helps define Nissan’s brand. it was felt the price would be too high for compact SUV buyers. Drive As hard as it might be to believe, this new, larger and slightly heavier (49kg) Rogue is actually more fuel-efficient than the last model. They were able to improve the economy by 18 per cent through the introduction of a new continuously variable transmission (CVT), aerodynamic tricks, and letting the carried-over engine breathe a bit better. Still rated at 170hp, the 2.5L 4-cylinder engine does a good job in city driving, thanks to the gearing of the new CVT but can seam a bit underpowered for higher, passing manouevre on the highway. Overall, the person filling the new Rogue up with fuel will welcome this balance of efficiency and everyday drivability. As part of the winter driving experience, I drove on an ice course in Macaglisse, Que., to highlight the vehicle’s stability system and the Active Trace Control feature. On the first run, through the twisty, sheer ice roads the entire system was shut off. As I crested a hill, then made a hard right turn, the Rogue slid all

the way out to the edges of the corner, almost hitting the opposing snow bank. On the second run, with the advanced systems on, the same road was almost uneventful. The stability and traction control kept the wheels from spinning but the Trace Control System provides just a slight amount of brake force to the inside wheels to help the Rogue navigate the sheet ice with confidence. Verdict The objective with this new Rogue was to be noticed and provide a level of refinement and creature comforts that the competition isn’t providing. The pricing is fantastic, especially the middle SV models. The larger interior dimensions will always be welcome, as buyers like to get more for their money, but it is still small and efficient enough for city buyers.

Nissan Juke 2011 to 2013 If you’re looking for something a little out of the ordinary, then check out a Nissan Juke. It was described by Nissan as a sport cross-utility vehicle, when introduced for the 2011 model year. The Juke is not big or pricey; it has (let’s say) distinctive styling lines and it packs a hot little engine under hood that also provides excellent fuel economy. It is short in length yet tall in stature and has a wide stance with short front/rear body overhangs. The round headlights were rally carinspired and are topped by distinctive “crocodile eye” light combinations. From a side view, the Juke has a two-door coupe look with “hidden” rear door handles. Even a base SV trim level of Juke comes surprisingly well equipped with alloy wheels, keyless entry, air conditioning, 4-wheel disc brakes, stability control, steering wheel audio controls, heated side mirrors, a security system, Bluetooth and audio connectivity. The sweetest part of the package is the turbocharged (with intercooler) 1.6-litre direct injection, 16-valve engine. Power peeks at an impressively high 188 horsepower and 177 lb-ft of torque. While its fuel economy ratings are a super-frugal 7.3/6.1 L/100 km (city/highway), this engine does prefer pricier premium fuel. An optional all-wheel-drive (AWD) system comes with a torque-vectoring feature on the rear axle. Under normal driving conditions, it directs all drive power to the front wheels for best fuel economy. It can (automati-

The digital road sign above warned: “Changing Roads Ahead. Do not rely solely on GPS.” I felt like it was speaking directly to me as I had suffered anxiety ever since Driveway editor Keith Morgan climbed into the Jeep Cherokee and we left downtown Detroit, heading north to Toronto. North, ahem, yes. The tunnel to Canada was a stone’s throw away from our launch point. I was thinking it would route me the same way I got down to Motown, via Windsor and through the tunnel. Why the GPS didn’t? – I’m not sure. Clearly it knew something we didn’t. Needless to say, the mechanical woman’s voice echoing through the premium speakers certainly did give us a scenic tour of the area. And by scenic I mean, she guided us through some rather dodgy areas, characterized by poorly maintained roads, broken down buildings and dejected looking people. After the excitement of the 2014 North American International Auto Show, I was looking forward to the long and painfully boring drive back. (That’s before Keith hitched a ride, honest.) My wish was not yet coming true. Finally, we were on some sort of highway. But no signs to a border popped up for miles and miles. We even pulled over a couple of times in the all-new 2014 Jeep Cherokee Limited to check our smartphones to see if we were heading in the right direction. We were, but I guess I was just looking for a sign. A sign

were plush and comfortable to sit in for hours on end. When I started veering off the straight and narrow – aka out of my lane – the lane departure warning would gently lead me back into place. And since it was frigid outside – Ontario and Michigan in January is anything but tropical – features like a remote starter, heated seats, a heated steering wheel and dual climate zone controls keep occupants toasty warm. Not to mention there was a generous amount of power being delivered from its 3.2L, Pentastar V6 engine, which is rated at 271 horsepower and 239 lb-ft of torque. It’s then linked to a 9-speed automatic transmission. And with 4x4 capabilities, I was ready to brave the winter conditions, on bare roads or not. Luckily, it was a beautiful day, with few clouds in the sky and clear roads. Things were looking good. Then it happened. A sign. A sign to Canada nonetheless. Looks like we’d been routed through Sarnia. I was doing a little happy dance on the
inside. Did I doubt the GPS’s ability to lead? I sure did. Then again, it’s not out of my character to question authority. As we handed the CBSA our passports, all I could think about was finding a fuel station before we got stranded. And yes, I was very happy to be in Ontario. But I’d be happier when I knew I was on a plane to Vancouver. Yet, I was thoroughly enjoying my time in the Cherokee, quirky styling and anxiety aside. It had an ability to somewhat calm my woes due to its temperate nature. The quiet cabin allowed for wonderful conversations, whether it was with myself, with the GPS or with Keith. In addition, I managed to learn a lot from road signs. I will not wholeheartedly rely on the GPS and will not pick up hitchhikers in Michigan.

It is full of white blossoms now that look exceptional when contrasted with its bronze buds and steel blue berries. I like ‘Spring Bouquet’ because, if it is located in a protected, sunny location, it never seems to quit blooming. Its branches are nice to bring inside as cuts, and they make a great combination with fresh daffodils. I have a great weak-

PRODUCED BY KOBA ENTERTAINMENT
Don’t depend on will power for weight loss success you wait until you are ravenous to decide what you are going to eat, or until you smell the fresh bread at the restaurant, you’ll be relying on will power alone to make the right decision. Here are some examples of planning ahead: • If you are going out for dinner, research the menu online and pick what you are going to eat ahead of time • Eat a small, protein rich meal before going to a party so you can stick to the veggies and healthier choices • Know what you are going to make for dinner that night (or have dinner ready to go in the crock pot) • If someone else is in charge of preparing meals, plan how much food you will eat, and have some input into what kinds of foods are made • Pack your lunch and stick to the food you bring 2. Change your environment. If you love chocolate chip cookies, don’t keep a plate of freshly baked cookies beside you. Sound simple? It is. Changing your environment gives you fewer opportunities to be tempted by ‘off limits’ foods. Here are some ways to change your environment: • If you are tempted to stop
for a coffee (and apple fritter) each morning, change your driving route and make your coffee at home • Purge your pantry, fridge and freezer of all off limit foods. Don’t simply stick it in the freezer; frozen cookies, candies, and other snacks still taste good and you know it! If throwing food away won’t sit will with the rest of your family, keep all the goods in a cupboard far, far away (preferably one that is taped shut with duct tape and only accessible by the step ladder that is stored outside in the shed) • Stock your fridge and pantry full of healthy snacks so that it’s easier to make the healthy choice (carrot sticks are way easier than breaking into the off limits cupboard!) • Make temptations inconvenient. For example, ask your coworkers to move the candy jar further away from you. Even a few steps away can make a huge difference in the dent you’ll make! 3. Create simple, specific rules. Have you ever heard that you should enjoy treats in moderation or you will end up overindulging? It sounds great in theory; but for most people it doesn’t work at

When it comes to losing weight, don’t rely on your will power. Will power is a limited resource, and it’s easily eroded by stress, fatigue, anxiety, happiness, or pretty much any emotion or situation. It wavers when someone offers you a piece of chocolate, and admits defeat at the smell of fresh baked pie. It may Tanja put up a good fight SHAW at breakfast time; after all, most people find it relatively easy to say no to chocolate cake at 7 a.m. But even, on a good day, it’s usually gone by three or four in the afternoon. It leaves you vulnerable to the breadbasket at dinner, the handfuls of cereal after supper, or the chips after the kids are in bed. So if you can’t rely on will power, what does work? Use three simple and powerful techniques and watch the pounds drop! 1. Meal Planning. Meal planning takes time and it takes effort, but if you want to be successful (and I’m assuming you do!), then it’s must. If

SHRUB from page 25 flowering Oregon Grape, or Mahonia. The variety ‘Winter Sun’ is in full bloom right now and is just as beautiful in sun or shade. Winter heathers, or more correctly Erica carneas, are very important to all our gardens and are being used more frequently now. They perform beautifully in perennial borders, but don’t forget, they make sensational ground covers too! Have you ever seen a bed of white birch clumps surrounded by ‘Springwood’ white heather? If not, try planting one because winter will never look better. Plant them in groupings of threes or fives for more impact. Interesting dwarf conifers also look better when planted with such companions. Keep your ericas well drained though, or root rot will put an abrupt end to your display. As the last leg of winter turns the corner, a whole host of winter-blooming shrubs celebrate its passing. Chimonanthus, or Wintersweet, is in bloom now, and its fragrant, light yellow/stained purple flowers are a delight few gardeners have enjoyed ... probably because it is so hard to find. If you can find one, grab it! Its perfume alone is worth the price. I am very fond of Corylopsis pauciflora, or Buttercup Winter Hazel. It is not yet in bloom, but it looks so neat in any landscape situation. Bellshaped, primrose yellow flowers droop gracefully in clusters throughout this low spreading shrub, and if you plant some purple ‘Wanda’ primulas or miniature blue Iris reticulata around the base, you’ll create another great combination. Cornus mas, or the Cornelian Cherry, is a February bloomer, and although its blossoms are smaller than the Chinese witch hazel, I think it is well worth a spot in your garden. February daphne (Daphne mezereum) blooms faithfully for me each year after Valentine’s Day. Its rosy purple flowers appear along its branches before the leaves, and their perfume rates a ‘10’! These winter flowering gems are not only important to us, but also to the early bee populations that are out now and needing nectar. Many of these plants do great in containers. If you don’t have them, now is a great time to plant, both for you and our pollinating allies, the bees.

Effective weight loss takes a plan WEIGHT from page 29 all. Instead, create food ‘rules’ that you can stick to. Having clear rules removes the discomfort of needing to make decisions on food choices multiple times per day. ‘I shouldn’t have it, but it would be so good… maybe just this one time… I’ll start again tomorrow’. Successful ‘rules’
need to be specific. Once you know your rules, adopt a ‘Just Say No!’ mentality. Some examples are: • Close the kitchen after 7 p.m. with the exception of above-ground vegetables • Serve your dinner on a plate and then put the rest of the food away before you eat • Only eat food from a plate or bowl (nothing straight
from the tub or the container!) • Enjoy five bites of dessert when it’s a special occasion and a very special dessert • Enjoy two drinks per week • Have protein every time I eat unless I’m snacking on raw, above-ground veggies When it comes to weight loss, it takes more than will
power to be successful. To stick to your plan, you must plan your meals, change your environment and create simple, specific rules to follow. Isaac key to Storm surge Eric J. Welsh, The Progress What did 59 points look like to Brandon Isaac? He was in the zone that night, during a mid-December game against Guilford Park, knocking down shot after shot after shot. Pulling up for a jumper? Swish. Cutting in for a layup? Swish? Dropping a bomb from beyond the arc? Swish. Swish. Swish. The Sabres tried everything to stop him, double teaming him everywhere he went. Hands in his face. Hard fouls. Didn’t matter. “It was just one of those nights where every shot you take the balls are dropping,” Isaac recalled. “I hit 10 threes and I just felt unstoppable. Like no would could guard me. They were double teaming me and using full court pressure, but I was just feeling it and nothing was going to let anyone stop me.” By the end of the game opposing fans were coming down from the stands to meet the Chilliwack secondary school star, who’d just cemented his status as one of the rising stars in BC boys high school hoops. Not every game before or since has been what that night was. But the Grade 11 guard has steadily poured in the points, averaging 30+ per game. Most impressive, Isaac’s done it on a team that has yet to develop a consistent second option. “And he’s doing it no matter who we play, whether it’s the Walnut Groves and W.J. Mouats of the world or not,” said CSS coach Joe Mauro. “He manages to get his points, and that tells you a lot about him as a player. He’s trying to get our other kids to rise up where he’s at.” Every night, every CSS opponent game plans to stop Isaac, knowing he is the key to the Storm offence. Stop him,
Enduring a tough 2013-14 season, Brandon Isaac provides hope that brighter days are ahead for Chilliwack’s senior boys basketball team. JENNA HAUCK/ PROGRESS
stop them. But it hasn’t proven so easy. “Every team puts their best guy on me and double teams me, so that’s where I try to look for my teammates,” the Storm captain said. “But I want to look for my own shots too. I put in a lot of work and it’s definitely paying off.” Isaac doesn’t seem to like talking much about his individual exploits, directing each answer back to his team and teammates. As a group, they’ve had a very tough year. With a record of 0-5 in league play, the Storm
have suffered some horrendous losses. On Jan. 30 the AAAA powerhouse Walnut Grove Gators smacked them around in a 99-19 loss. Their cross-town rivals from Sardis secondary school doubled them up, winning 90-45 Jan. 23. Through it all, Isaac’s done his best to keep his head up and lead by example. “We’re growing, and I’m trying to be a leader more than anything to these,” Isaac noted. “We are a young team. Most of us are in Grade 11. We’re building for next year and I don’t want any of these guys think-

ing we’re a bad team that’s not going anywhere. I need to keep encouraging them because I know what they’re capable of.” When Isaac transferred in from Vernon last summer, Mauro had no idea what he was getting. He was honest about this year’s expectations, telling Isaac he was joining a young and undersized squad that wasn’t going to win a lot. “I told him to keep being patient, and not once has he said anything bad or been down that road where you think, ‘Oh man, we’ve lost him,’” Mauro said. Preseason words are great, but until you’re in the moment, you don’t know how a player will handle adversity. In similar situations Mauro’s seen players lash out at teammates, sulk and take a me-first approach. “I couldn’t have been more blessed to get him on this team,” the bench boss said. “A lot of kids take cues from what their teammates do in games. Brandon’s got a really good sense of leadership and he really leads by example.” “I try and take it (frustration from losing) out on my team rather than yelling at my own guys,” Isaac added with a chuckle. Mauro’s best move this year has been successfully selling Isaac on the idea of a brighter future. Yes, this year is tough. But with a year of experience and growth, both Mauro and Isaac believe next year will be better. “Given time they are betting better and stronger,” Mauro said. “You may not see it yet on the floor or on the scoreboard, but some of his teammates will rise to where he’s at.” That’s what’s driving the teenager as his team heads into its final batch of games. “If this team keeps working hard over the eight months between now and the start of next season, there will be a big improvement,” Isaac said. Promise P i for f next yyear There are plenty of positives in the Chiefs play of late. The most obvious is the play of players who are eligible to return next season, writes Jacob Bestebroer Remember when the Chiefs couldn’t score goals? In their first 10 games of the season, with the team’s best offensive player Austin Plevy in the lineup, they scored 19 goals. Not surprisingly they won justt one of those 10 games. This past weekend, withoutt Plevy, who was traded to Brooks, Alberta in January, the Chiefs played three road games, winning 6-5 in overtime in Trail and 7-4 in Salmon Arm before dropping a 7-6 decision in Surrey. That’s 19 goals scored in three games and double the win total they had through their first 10 games. A case of too little too late? As far as qualifying forr the playoffs go, yes, but there are plenty of positives in the Chiefs play of late. The most obvious is the playy of players who are eligible to return next season. I’ve mentioned a few of these players, Jordan Kawaguchi and Mason Boh here the last few weeks and you can add several players including Blake Gober to thatt list. There is no doubt this team will be much betterr next season. Of course some of the credit for the Chiefs recentt strong play also goes to players who we know will nott be back next season. Tanner Cochrane’s leadership is a big part of it as is the play of forward Mathieu T ibbet. Last week Mathieu committed to attend and Tibbet. play hockey for the University of Merrimack nextt season. He’s been a Chief for three seasons and during the off season has made Chilliwack his home. It’s Nice to see him rewarded for a strong final season in Chilliwack. Speaking of playoffs, the BCHL finally announced its playoff format for this season. Each of the three divisions will have two best of sevens to declare a division champion. After that the three remaining teams will play a double round robin series afterr which the top two teams will play a best of seven for the league championship. Sounds a little strange butt it’s the best way to do it while still allowing 12 teams to qualify for the post season. Two home games for the Chiefs this weekend. A nyone who purchases two tickets for either game Anyone will receive a free ticket to the second game free of charge. Former Chiefs defenseman Shay Laurent and the Nanaimo Clippers are in town Friday. The BC Hydro Outreach Team will be on hand in front of Prosperaa Centre between 5 p.m. and 7 p.m. for the BC Hydro - Return It Electronic Recycling Nights. Fans are encouraged to bring their unused or old electronics for recycling to the game. On Saturday the Surrey Eagles visit Prosperaa Centre. Former Vancouver Whitecaps player and current Club Ambassador Carl Valentine will be in attendance. He will participate in a pre-game ceremonial puck drop as well as signing autographs in the first intermission. jb@chilliwackchiefs.net jb@c ac c e s et

Chellew Roger In loving memory of Roger who passed away after a long battle with cancer on January 28, 2014 the age of 72 at Chilliwack General Hospital with his loving wife Val, brother Ross, niece Megan and other family members at his side. Roger will always be remembered and sadly missed by his wife of 49 years, Val; daughter Tanya; sons Dan and Darrell and daughter-in-law Jeannette; grandchildren Courtney, Nevada, Sam and Brandon and many other family members throughout Canada.
With deep sadness we announce the passing of our dear wife, mother, grandmother, sister, daughter, aunt & friend, on Tues. Feb. 11, 2014, at the Abbotsford Hospital. Susan was born in Whitehorse, Yukon, moving to Chilliwack when she was fourteen. There she met Randy, her one true love, and they were married almost 37 years ago. They had two boys, Colton and Garett, who were her pride and joy. She and Randy were heavily involved with Chilliwack Minor Football when the boys were young and her happiest moments were when playing with her three “boys”. When granddaughter Jamie was born, Susan threw herself into the role of grandmother with joy, spending many happy hours making “memory books” with her. Susan’s strength and courage were portrayed when she was predeceased by her son, Colton. That same strength and courage carried her through her valiant battle with cancer. Susan was a loving and lovely person. Her family and friends will miss her terribly. She leaves to mourn her loving husband and best friend, Randy; her son Garett (Jeannette); granddaughter Jamie; and a multitude of family and friends. A celebration of life will be held at the Greendale MB Church gymnasium (6550 Sumas Prairie Rd) on Saturday, Feb. 22, from 1 - 3 p.m.

Doug loved travel, curling and a good game of golf. He was a member of the Canadian Forces for 21 years and following that continued to ply his trade as a carpenter for the Langley School District. Anyone wishing to make donations in Doug’s memory may do so with the charity of their choice or with the BC Children’s Hospital Foundation.
March 19, 1931 January 18, 2014 Hilda passed away peacefully at Chilliwack General Hospital on January 18, 2014, at age 82. Hilda was born on March 19, 1931. She will be remembered for her prayers and warm hospitality to the many that she always welcomed into her home. Hilda was predeceased by her husband Otto and her son Robert. The family would like to thank all those friends and family who sent flowers and condolences. Peace be with her spirit that longed to be with her saviour Jesus Christ.
Gourlie Marrion Patricia It is with heavy hearts we announce the passing of Marrion Patricia Gourlie, age 69, of Chilliwack, BC. She passed away on Feb. 4, 2014 at 1:57pm. She was born to Albert Oldnall and Edna Oldnall on Sept. 12, 1944, in Victoria, BC. Marrion graduated from Esquimalt High School, and continued on to work as a telephone operator in her early years, a homemaker and retired as a bookkeeper with Canex at CFB Chilliwack. Marrion was a loving wife, was united in marriage to Neil J. Gourlie on August 3, 1963, in Victoria, BC. He preceeded her in death Dec. 28, 2006. She was a dedicated mother, devoted grandmother and faithful friend to so many. She enjoyed many years of watching her sons play hockey and daughter figure skate, she was proud of their accomplishments, she was their biggest fan. She was an excellent cook and enjoyed preparing meals for her family and friends. She had a keen sense of humour, enjoyed a good laugh and always had pennies in her shoes. Marrion is predeceased by her father, Albert Oldnall, mother, Edna Oldnall, Auntie May, and Uncle Willy. She is survived by her sister Joan (Don) and family; her son David (Kristen); daughter Cheryl (Rudy); and son Bryan (Krista); as well as grandchildren, Kennda, Rudy Jr, Mairin, Meagan, Taylor and Landen. A memorial will be held on Feb. 22, 2014, noon at Vedder View Gardens Cemetery and followed by Tea. In memory of Marrion, in lieu of flowers and donations, we ask that you do an “Act of Kindness”, do something special for a senior, put a smile on someone face, for that is what our mom would want.
Kevin Joseph Quilty went home to be with our Lord Jesus on Friday, February 7, 2014 at the age of 86. Kevin is predeceased by the love of his life, Geraldine Esperanza, daughters Donna Mussell, and Doreen Storey, grandsons Sean Quilty, and Dallas Daleen, and 12 siblings. Kevin was born in St. John’s, Newfoundland and as a young boy started working on the docks. His love for the sea continued as he worked on various ships as a merchant marine through WWII and after as a longshoreman, and a deckhand on freighter ships. In later years he spent his time living between the Lower Mainland and Salton Sea, California before settling in Chilliwack, BC. Kevin loved to sing and had a beautiful voice. He loved to laugh and be around people. Kevin would always lend a helping hand. He worked hard, played hard and never backed down from a challenge. He was a tough old newfie! You will be missed so very much! We would like to thank all the staff at Cascade Lodge, especially the 4th floor staff, for taking such good care of Kevin. Family only viewing to be held on Saturday, Feb. 15th, 1 to 2pm at Wiebe & Jeske, Abbotsford, BC., followed by an Open House for family and friends from 3 to 6pm. Please email Kathy at rkbeauchamp@telus.net for more details. As per Kevin’s request, no service will be held. Condolences can be sent through the Wiebe & Jeske website. Alex passed away in Kamloops in his 90th year. Born in Alberta, he spend his early school years in Chilliwack. Alex will be sadly missed by his wife, Elfrieda; daughter, Louise (Ron) Kreise; son, Brian (Rose-Anne); daughter, Charlotte (Bruce) Heaven; and many grandchildren, nieces, nephews; sister, Florence Blow; and sister Dorothy (Ray) Hickin. Alex served his country in the Royal Canadian Navy in WWII. Would you believe, he lied about his age to join the navy? After the war, he married Elfrieda Martin and raised his family in Kamloops where he was employed by the CNR until his retirement. Alex had many friends and was forever helping friends and neighbours, was an avid curler, a member of the Moose Lodge in Kamloops and it would be amiss not to mention that Alex cold whoop it up on the dance floor. He was somewhat of an avid hunter. He showed his savvy with a shotgun at an early age by mistaking a whooping crane for a Canada Goose. The shovel brigade was immediately alerted to hide the evidence. Alex was predeceased by his mother and father; one son, Douglas, in Kamloops; brother’s: Fred Lubin of Victoria and Art Lubin of Edmonton; one sister, Anne Bullington; her husband Harold of Chilliwack; two grandsons: Fred and Burke Bullinton; and brother-inlaw, Floyd Blow. Yes Alex, you will be missed by all who knew you, a fun-loving guy...
