PRINCE RUPERT - Despite extensive opposition from people throughout the North Coast, ferry cuts are coming to the region later this year. B.C. Minister of Transportation Todd Stone announced on Feb. 5 the province was moving ahead with $14 million worth of service reductions on northern and minor routes, reductions that will take place effective April 28. But what exactly those reductions will look like remains unclear as the Ministry and BC Ferries will be working with community leaders and BC Ferries to finalize the schedule before publicly releasing them in March. “The decision to go ahead

with service reductions was a tough one, one of the toughest I have had to make, but it is one piece of a strategy ... we need to align service levels with demand,” said Stone. “There will be impacts in every coastal community, no question about it, but fees cannot continue to rise. Taxpayers ... have contributed $200 million to the coastal ferry service, so there is no more room there.” The initial proposal for ferry cuts for the North Coast called for the Prince Rupert to Port Hardy Inside Passage to have 39 fewer sailings in 2014, a reduction of 32 per cent, while there would be one less sailing per week between Prince Rupert and Haida Gwaii, a reduction of 27.2 per cent. Following the release of the proposed schedules, the government undertook a major consultation process that included hearing from more than 3,700 people and receiving more than 2,700 feedback forms. While the cuts are going ahead, Stone said that information will be incorporated. “There will be a number of dramatic changes made to the schedules released back in November as we work on finalizing the schedules in the coming month. Those changes will all be based on the feedback from the consultation process,” he said. Prince Rupert Mayor Jack Mussallem said he was concerned about the cuts, but was going to take a wait-and-see approach before responding to the

province. “I am going to suggest to council that we wait and see what BC Ferries devises in terms of the schedule, look at it, look at the impacts and then talk to community groups to see what those impacts will be on them,” he said, listing hotels, restaurants, charter operators and several other businesses as those being affected. “To be prudent, we should wait for all of the information and go from there.” Mussallem said if the impacts are looking “disastrous”, he would be making calls to other mayors along the Northern Circle Route to bring a united voice to Victoria. “It’s not just in Prince Rupert, this is impacting every community along the way in some way,” he said.

Lack of volunteers forces closure of Kitimat’s shelter KITIMAT - For at least one day the Emergency Cold Weather Shelter in Kitimat couldn’t open because of a lack of volunteers. In the midst of an arctic outflow warning, that could prove dangerous for those without a place to go. To make sure the shelter, located at the Public Safety Building at the corner of Kingfisher and Haisla Boulevard, keeps going the volunteers through the Kitimat Housing Committee are looking for a larger bank of volunteers. Trish Parsons, with the housing committee, says that the challenge is finding people to do the overnight shifts since many of their existing volunteers have jobs during the day. An overnight shift followed by a job in the morning is hard on people, she realizes. “When you don’t have lots of volunteers you can burn out quickly,” she said. As of right now they have a list of approximately 15 people.

“We’re still trying to find volunteers to keep it open because the weather has been so bad,” she said. The shelter was activated on the February 1 weekend, but was closed

on February 3 due to lack of available volunteers that day, but it was re-activated on February 4. The shelter is available to those who need it from 7 p.m. to 7 a.m.

Skills training office opens its doors in Terrace By Josh Massey

TERRACE - Area First Nations people ready for a career in any one of a number of promising industrial projects in the region now have the assistance of a training agency. The B.C. Aboriginal Mine Training Association (BCAMTA) officially opened its Lakelse Ave. offices Feb. 7. Its function is to guide and support aboriginal people toward employment in the mining and exploration sectors. “Terrace is the hub of many developments slated to progress in the Northwest,” explained Tony Harris, BC AMTA northwest operations manager who lives in Smithers. “Most importantly there’s a large and latent workforce yet to be developed here of our aboriginal friends and neighbours. That’s why I am here. “There’s a reality of the shortage of skilled labour across the north and most importantly the recognition by industry, government, and

society in general that we have to seriously consider the rights and titles of our First Nations and include them in developing business and employment opportunities that might become available,” said Harris. He told industry representatives who attended the office opening to consider BCAMTA as an extension of their human resources departments. Programs offered through BCAMTA include basic literacy and numeracy to life skills and job readiness. Industry presence included reps from Geotech Drilling Services in Prince George and Driftwood Diamond Drilling in Smithers. Vice president of operations for the proposed Avanti Molybdenum mine in Kitsault, Jeff Lowe, was also in attendance, promoting his company’s vision of local hiring. Approval for its project involved a local hire commitment. “BCAMTA is giving us a more direct link to the skills that match up with what we need. They won’t provide our

Cullen weighs in on ITQs and cuts to BC Ferries By Shaun Thomas

PRINCE RUPERT - Skeena - Bulkley Valley MP Nathan Cullen is firmly on the side of the commercial fishing fleet when it comes to the potential of individual transferable quotas (ITQs). The idea of allowing people to purchase quota and then sell it back to commercial fishermen is one of several being considered by the Department of Fisheries and Oceans (DFO), but Cullen said it simply makes no sense. “I’ve never been a fan of ITQs. It pushes the smaller fishermen out and puts armchair fishermen, who aren’t really fishing but see quota as an investment, in control,” he said during a Feb. 7 media call. While nothing is set in stone in terms of a management decision, Cullen said the fact this is being considered at all raises some red flags.

“The fact the DFO keep pushing for this against the will of all fishermen really make you wonder who they are working for,” he said. Nathan Cullen is adding his voice to those of elected officials who are outraged by the announcement of cuts to BC Ferries. “What is being proposed by BC Ferries is just brutal,” he said, noting he has heard from business owners on coastal communities worried they will have to shut down as traffic drops off. “All of the promises of what BC Ferries would be when it was privatized, it is the complete opposite. Company executives have gotten richer while communities on the coast suffer.” Cullen said he will be discussing the ferry cuts at the federal level. “It seems like the federal government is abandoning coastal communities.”

BCCLA issues complaint to RCMP and CSIS

KITIMAT - The BC Civil Liberties Association (BCCLA) has filed complaints against both the RCMP and the Canadian Security Intelligence Service (CSIS) which allege the agencies illegally spied on peaceful activities of opponents to the Enbridge Northern Gateway Pipeline project. In a release sent out last week, the BCCLA say the agencies’ alleged actions “interfered with the freedom of expression, assembly and association protected by the Charter of Rights and Freedoms by gathering intelligence about citizens opposed to the Enbridge project through a range of sources.” “It’s against the law and the constitution for police and spy agencies to spy on the lawful activities of people who are just speaking out and getting involved in their communities. That’s why we have filed these complaints,”

said Josh Paterson, Executive Director of the BCCLA, in a release. “This is bigger than an environmental debate it’s a question of fundamental human rights. There are plenty of undemocratic countries where governments spy on people that they don’t agree with. That’s not supposed to happen in Canada, and when it does, it can frighten people away from expressing themselves and participating in democratic debate.” One specific incident mentioned in the release involves a volunteer meeting in the basement of a Kelowna church where people from Dogwood Initiative and LeadNow.ca were gathering. The incidents in BCCLA’s complaints were revealed following an access to information request filed by Matthew Millar of the Vancouver Observer, BCCLA says. They say they do not know if surveillance was conducted through wiretaps or other means.

KITIMAT - A construction company already in partnership with the Haisla First Nation is expanding that relationship. Ledcor Industries announced that its Summit Aviation Group subsidiary and the Haisla have formed Summit Kitimaat Aviation Limited Partnership to provide aviation services within the

Haisla Traditional Territory. Summit, which flies helicopters and fixed wing aircraft, set up a base at the Northwest Regional Airport in Terrace last year in response to the growing demand for air services tied to work being done on potential natural gas pipelines, liquefied natural gas plants and other projects.

NEW HAZELTON - For the week of Jan. 30 to Feb. 5, New Hazelton RCMP responded to 53 calls. January 30. At 10:19 am, police responded to a rollover collision near Price Creek on Highway 16. A Ford explorer lost control and entered the ditch. The driver was unharmed. Weather and icy conditions were considered factors in the accident. January 31 At 9:24 am, a male was reported to be staggering down the middle of the Kispiox Valley Road in Kispiox, and then banged his head against some mailboxes. Police located the male and found him to be highly intoxicated. The male was arrested and released without charge when sober. A reminder. New Hazelton RCMP is still seeking information from the public regarding the previous media release involving a suspicious tandem axle Fedex truck on January 17 around 11:30 am on Hwy 16. This vehicle was seen to be operating in the middle of the road and the driver had approached a female on the side of the highway. If you saw this vehicle, please call the New Hazelton RCMP.

VICTORIA – In a speech from the throne that echoed Premier Christy Clark’s election campaign, the B.C. government promised Tuesday to begin a 10-year skills training plan to drive industrial development. Lt. Governor Judith Guichon read the speech in the ceremonial beginning of the B.C. legislature session. It touched on the B.C. Liberal government’s familiar themes, including the need to train and retain citizens to fill one million jobs due to growth and baby boomer retirements in the next decade. “British Columbi-

ans can look forward to enhancements to the Industry Training Authority, as well as the re-engineering of our secondary and post-secondary institutions to ensure our students have the skills for the jobs of the future,” Guichon told MLAs gathered for the first time in 2014. Employers and job seekers will be watching for details in the provincial budget, to be presented by Finance Minister Mike de Jong on Feb. 18. Opposition critics have focused on the government’s reductions of skills training and the shortage of spaces and equipment for industrial training. The speech also promises a new 10-year

plan for transportation, to build on major road, bridge and transit works that have become contentious in the Lower Mainland as it struggles to keep up with population growth. In education, the government renewed Clark’s goal of a personalized education plan for each student and “an agreement to ensure a decade of labour peace in our classrooms.” That goal comes as the government pursues an appeal of the latest court judgment in favour of the B.C. Teachers’ Federation over removal of class size and support staff from their union contract. The speech recounts increases in Asian trade, the ongoing “core re-

How we consume the wine and what we consume with it will be the focus of the next couple of columns. I will talk about wines made from viniferous grapes as these wines will be the most recognisable wines commonly served with foods. Wine and food are a part of human history, there are references to consumption of food and wine in texts predating biblical times. If we look at foods from anywhere in the world that grapes are grown, the food that is local to that region will naturally have flavours that go with the wines that are made and consumed in those areas. Recipes have been developed over centuries so the food and the wines from the area taste good together. Grapes grown from region to region will display different characteristics because of soil structure, rain fall and hours of sunshine. The soils in different areas will have a different structure and will change the flavours a grape displays in a wine. The best known case to show this is the Chardonnay grape. Chardonnay makes two very distinct and different wines depending in which area it is grown. Every one that has drunk wine has tasted a Chardonnay wine that is very acidic and bold, the wine will have a full body and a light taste of peach in the finish. This wine goes very nicely with pork, chicken or fish. The acids cut the fats and leave a clean palette for us to enjoy our next bite. Chardonnay wines made from grapes grown in the Chambliss region of France are not so acidic, they are soft and luscious on the palette. These wines complement white sauces and tomato sauces, as the acids in the wine will enhance these flavours. The difference is that the Chambliss region of France was once a sea bed and the shells of the shellfish that were once prolific in this region change the soil’s structure. This soil grows grapes that are different in their chemical makeup. These grapes, although the same varietal as the rest of the world, make a totally different wine. TERRACE - Politicos across Terrace, the province, and Canada have a myriad of theories of what went wrong for the NDP in last year’s provincial election. But while many pondered from the outside, Terrace’s 28-yearold Pam Sihota got an inside look as a newly-appointed member of the NDP executive and one of five people in the party plucked to be a member of a panel tasked with looking at what happened last May. What happened can’t be boiled down to one thing, she said. “It’s just not any one thing that we can point to – we couldn’t go, ah, Kinder Morgan, that’s it! – there were just so many factors,” she said. The report lists 41 recommendations, with Sihota noting polling was a big issue, as was voter apathy and typical NDP supporters not voting because they thought an NDP win was a sure thing. But she does have some ideas on how the party can grow going forward – improved communication and engagement being the main one, not only between the party higher ups and its members, but between the rural areas of the province and the urban areas. Sihota, who clarifies she has no relation to NDP past-president Moe Sihota (“Not related, there’s a billion of us

Pam Sihota is a lawyer in Terrace, B.C. in India, come on!”), has been tied to the NDP for the majority of her adult life – Nathan Cullen was the first person she voted for at 19 before taking a break from B.C. to take her undergrad in Alberta. When the 2009 provincial election came around, she was back in Terrace and became heavily involved with Skeena NDP MLA Robin Austin’s campaign and attended her first NDP convention. “That really solidified my involvement with the NDP and me realizing that this is the party that best reflects who I am, my values and my political leanings,” she said. Then it was back to school – this time studying law in England – but she eventually made her way back to Terrace, where she’s converting her degree, working at a local law office, and planning to article next

Austin was glad to have her back – he hadn’t expected her to return, saying “usually when people go away to get law degrees they don’t come back to their small town beginnings.” “Her values are very much in the right place,” he said. “It’s a real honour having her coming on to our executive.” It wasn’t hard for Austin to give her a positive reference when the NDP approached him about Sihota as a potential member of the postelection panel – he noted her critical, analytical mind, and also pointed out that it would be great to get the perspective of a rural area and of the younger generation. “It’s nice to have the next generation of peo-

ple thinking about politics,” he said. “I think a lot of people just get busy with their lives and don’t spend a lot of time getting involved in the day to day running of politics and public policy issues, and here’s somebody who’s got a really well trained mind who is active politically. It’s great, I’m thrilled to have her around and I learn lots from her because she’s able to connect me to what the next generation is thinking about.” Sihota spends a lot of time thinking about how to better engage her peers in politics, and that’s one of the issues she wants to focus on. “I think sometimes, as young people, we forget,” she said. “We know and we do care – it’s not like we don’t care about things like taxes, education – but it’s not until we hit our 30s that it really (begins to sink in).” But the sooner youths get engaged on those issues, the better, she said. “It actually does make a difference – I know it feels like it doesn’t make a difference, but if we don’t engage and we don’t get out, then how can we instigate change?” She recognizes that the way her generation engages is wildly different than the past – the message needs to be communicated within minutes, and while people are discussing ideas on social media that doesn’t necessarily translate into direct political engagement.

SNOWARAMA is an annual snowmobile fundraising event, which takes place in communities across BC, in support of BC’s children and youth with disabilities. In 2010 15 BCSF Clubs participated and raised over $54,000 for the BC Lions Society for Children with Disabilities and Easter Seals. With the endorsement of the BC Snowmobile Federation (BCSF), member clubs organized their first SNOWARAMA in BC in 1978. The event raised a phenomenal $63,000. SNOWARAMA combines winter fun and community spirit, as participants collect pledges in support of Easter Seal kids. Many local events provide breakfast, a barbecue, hot chocolate and stops throughout the day to refresh and refuel the committed participants. Funds raised through SNOWARAMA in BC are donated to the BC Lions Society for Children with Disabilities and Easter Seal services. All funds raised by SNOWARAMA snowmobilers in BC remain in this province to assist children with disabilities. In early years, SNOWARAMA had an enforced format of a 100-km course. Today there are a variety of, from hill climbs to poker runs to 50/50 draws and BBQ’s. Snowmobilers in BC have raised over $4 million since the inception of SNOWARAMA in 1978.

National conference expanding in 2014

PRINCE RUPERT - A spike in industrial interest in the region has resulted in an expansion of this year’s National Aboriginal Business Opportunities Conference. “This is the fourth year we’ve held the conference in Prince Rupert and, because of the massive interest in the region, demand has gone up enormously. Normally by this time we are 60 per cent sold out, but this year we are already 90 per cent sold out,” explained organizer Geoff Greenwell of the 2G Group. “This year we are going to expand to the civic centre to allow up to 400 delegates, whereas in years past we have had to cap it at 280 ... we have 275 registrations sold and the rest will easily be gone by the end of February.” Delegates already registered come from around the world, with more nations expected to attend. “We have people from all over the world registering because of the interest in Prince Rupert and port activity. We have delegates now from China, Russia, India and other Asian countries as well as major North American companies that are looking to Prince Rupert,” said Greenwell of the April 29-30 event. “It is the most diverse group of delegates, globally, to ever come to Prince Rupert and that speaks to the level of interest in the region.” In addition to the number of people attending, Greenwell said the conference will now take the extra step of trying to match industry with workers. “Simultaneously with the conference we will be running a career fair. It seems to make sense because a lot of the businesses attending will be looking to hire skilled labour and workers, whether aboriginal or not,” he said. “We will have approximately 150 companies in attendance and they will be looking to hire for projects locally or regionally ... we’re hoping to see a lot of people come through the door because there will be no charge for the job fair.” The conference comes at the same time as Greenwell said the 2G Group is buying up commercial property for future office space and possible development in Prince Rupert. “We’re investing heavily because we recognize that Prince Rupert is going to grow and people need to be ready for it,” he said. “It’s good to see the region booming and I think it’s only going to get better.”

Terrace mayor wants landlords to ease up on rent costs By Anna Killen The Northern connector

TERRACE - Just because you can rent out your basement suite for $2,500, doesn’t necessarily mean you should. That’s the word from Terrace mayor Dave Pernarowski, who, along with other members of Terrace city council, have been speaking with residents who are increasingly anxious about either finding a place to live or coping with rising costs amidst an increasingly tight rental market. “Taking advantage of a strong economy market is one thing, but setting rental prices that are negatively affecting our community and makes us appear to be greedy and insensitive is a problem,” wrote Pernarowski in a response to a local resident la-

menting the area’s skyrocking rents on the mayor’s public Facebook group. Expanding on his comments later, Pernarowski acknowledged that “it’s a fine balance and a bit of a tough statement, because certainly I understand market conditions, and when the market was tough in Terrace, those landlords were not, in a lot of cases, seeing any renters at all and were certainly charging dollars that were a lot lower. “Market conditions would allow them to upgrade their units and charge more money but it just seems to me that there are some, I’ll say, that perhaps are taking advantage of a situation,” he continued, emphasizing that’s not the case for all landlords. “And you know, I think that we could

probably do much better as a community if we were to ensure that we’ve got appropriately priced rental units in place so that everybody’s able to afford to continue to live in the community.” The city has encouraged more housing through bylaws aimed at a variety of suites and new developments and has been trying to encourage developers to build accommodation containing both market rental housing and housing meant for lower income earners. Pernarowski is confident that there will be a fair amount of construction happening this summer that will add to the housing stock. “I think we’re going to see this as a shortterm situation,” he said of the housing crunch. “Once a few of these

developments are built we’ll see the market start to even out.” Pernarowski isn’t in favour of rent controls, preferring to let the market operate the way that it does, but does say it’s important to look beyond a pure business model. “I always try to get

people to consider community as well as bottom line in any sort of business situation,” he said. “It’s often tough to do because, again, it’s market driven – if somebody’s wanting to come in and pay $2,500 for a little basement suite and that’s what they can get to rent (that’s what

championship finals. Terrace travelled to Smithers February 8 to face off against the Steelheads without two key members of their defence – top-ranked goalie, Garrett Muir and his brother defenceman Lee Muir. In his first game since just after the winter break, backup goalie Dawson Kluss faced 47 shots from

a determined Smithers team – who capitalized on the power play, scoring five goals with a one-man advantage. Terrace’s Rajan Sangha scored the first goal of the game to open up the scoring shorthanded about halfway through the first period. The Steelheads answered at 19:21 in the first, and continued

PRINCE RUPERT - Prince Rupert mountain bikers and cyclo-cross riders are being encouraged to attend a meeting and become part of Prince Rupert’s first off-road cycling association. The meeting is being organized by Prince Rupert’s Randy Cunningham, who would like to see the association achieve a number of goals; the first being building sustainable trails for riders to use in Prince Rupert. Cunningham said he hopes the group will be able to acquire land it can convert into recreational space for bikers, whether its city owned or government forest land. “A personal issue for me is that there isn’t an area where people can mountain bike in Prince Rupert, officially,” he said. Cunningham has been working on what he refers to as a “pirate trail” within Prince Rupert for more than a year. He worries the trail could be shut down at any time and hopes the formation of a club will give Prince Rupert mountain bikers a legal recreation space. Aside from giving mountain bikers a recreation area, Cunningham believes if there were mountain biking trails within Prince Rupert it could draw in tourists, boosting the tourism industry. “I think mountain biking is extremely viable in Prince Rupert ... as a mountain biker, I can ride through the snow, rain, through the dry season, 365-days per year in Prince Rupert,” Cunningham said. “We have ridable terrain year round.” Cunningham said he loves building trails and hopes others interested in the sport will attend the meeting to share their expertise, whether it be bookkeeping, event planning, trail building or just a passion for the sport. Here’s one sports prediction you are almost guaranteed to be able to take to the bank: Canada will meet the United States in the gold medal game of women’s hockey at the Sochi Olympics. Oh, other hockey playing countries will send teams, but they’re mere window-dressing to the obvious climax: Canada vs. the U.S. on Feb. 22 at noon Eastern time. Grab your flag, your hot buttered popcorn and get ready to cheer. The U.S. and Canada are linked in the same four-team group at the Olympics, which means they play each other Feb. 12 in a preliminary game to determine first place in the pool; the loser will be second. Eventually, though — and Vegas wouldn’t even have a game like this on the board, it’s such a certainty — the two North American rivals will wind their way through the playoff system to meet 10 days later for the gold medal. If Olympic history is a factor, bet on Canada: The team wearing the maple leaf on its sweaters has won the last three Olympic golds: in Salt Lake City in 2002; Turin, Italy in 2006; and Vancouver in 2010. But if you’re going by recent results leading to the games, bet on the U.S.; the Americans beat Canada four games in a row in December exhibitions. The last game, a 4-1 U.S. win, ended in a line brawl, adding some good ol’ fashioned acrimony to the rivalry. Those recent results, however, came amid Canadian turmoil: Coach Dan Church abruptly quit in December, and former Florida Panthers head coach Kevin Dineen, a 1984 Canadian Olympian, took over. Having such a major change occur less than two months before the Olympics must be viewed as a negative. “When Dan left, it was a shock to all of us,” said Jayna Hefford, a four-time Olympian. “There wasn’t a lot of closure there.
