Prepare for parking shake-up City of Victoria looks at ways to increase revenue, limit the hit to downtown parkers Free parkades after 6 p.m., automatic first-hour free parking and $1 on-street parking between 6 and 9 p.m. are a few changes that could be coming to downtown Victoria. The city plans to vote on changes to parking services in June, as part of a review that began last summer. The analysis was spurred by a decline in city-owned parkade use, a perceived lack of on-street parking availability and Victoria’s general reliance on $15.6 million in parking revenue, among other issues. “We do have five parkades – they’re very convenient – and we want to make it easier for drivers to use it,” Daniel Palmer said Dwayne Kalynchuk, Victoria’s Reporting engineering director. “Use of our offstreet parkades has declined, so we’re trying to improve that infrastructure.” As part of parkade improvements, staff recommend moving monthly users to higher levels to free up more convenient spaces for short-term use. Parkades would also be free after 6 p.m. (currently $2 for evening parking) and downtown on-street parking would rise to $1 hourly between 6 and 9 p.m. to entice drivers into parkades. Free Sunday and holiday parking remains unaffected. Ken Kelly, general manager with the Downtown Business Victoria Association, has advocated for automatic first-hour free parking for years. He said the proposed changes could still use improvement, but the recommendations are a good first step.

Thankfully, Island Sexual Health Society is offering a day of educational seminars tailored to families at First Metropolitan United Church. “The idea is basically to create health literacy from a young age so that children understand about their bodies, how to take care of themselves and communicate,” said Jen-

nifer Gibson, co-ordinator of community education services with Island Sexual Health Society. The society offers sex education classes to more than 11,000 people every year, but it’s not often those programs are run out of a church, she said. “You’re just building a conversation for a healthy life, as opposed to this old idea of sitting down to have the talk around puberty. That’s often too late.”

The sessions take place Feb. 27 between 4:30 and 7:15 p.m. Ageappropriate sessions are planned for children ages 3 to 5, ages 6 to 8, ages 9 to 12 and 13 to 16. Victoria couple shares their experience of dealing with Alzheimer’s disease After the 58 years Egon and Hanna Gimbel have lived and loved together, laughs and memories abound. The couple married in their hometown of Bremen, Germany. They arrived in Montreal by boat on July 1, 1966 with their two young children before settling in VicChristopher Sun toria, where Reporting Hanna’s older brother and sister lived. Egon, now 79, worked in construction for two years and then for an office equipment repair company, where he remained until retirement. Hanna, 77, raised their kids and because her English was limited, started her Canadian work life washing dishes at Woodward’s department store, before getting into sales. The couple has one grandson and come July, they will become great-grandparents, which should create even more memories. However, two years ago after Egon underwent knee surgery, he fell into delirium and was unresponsive for 10 days. “That scared the whole daylight out of me,” says Hanna, 77, glancing at Egon. “Our son said you were a space cadet.” “Me, a space cadet? I didn’t know,” Egon says, laughing. The couple didn’t always speak candidly and tease of each other about what transpired two years ago, but time

has helped. After the delirium, Egon was diagnosed with Alzheimer’s disease, a progressive disease that affects memory. Alzheimer’s commonly occurs in people over age 65, but early onset can begin at 30. It starts with simple forgetfulness, such as misplacing keys, gradually advancing to complete memory loss. The Capital Regional District is holding an open house on the next phase of development of the E&N Rail Trail and Humpback Connector, between Langford and Victoria. CRD staff and project consultants will be on hand to discuss the trail design for phase 2 of the cycling and pedestrian trail, at Shoreline Community School, 2750 Shoreline Dr., Feb. 19 from 3:30 to 6:30 p.m. Phase 1 is near completion and includes upgrades to nine kilometres of the grail. Plan Bylaw 2006, Bylaw No. 2646 as Schedule H; Road Upgrades: Reinstatement of all roads (including but not limited to paved areas, sidewalks, boulevards) affected by establishment of a Wastewater Treatment Plant described in the Design Document to a condition equal to or better than that which existed before construction; Lyall Street Enhancement: An upgraded pathway and bikeway system along Lyall Street, having a value of up to $950,000, including upgrades and connection to the West Bay Walkway via the trailhead located at 537 Head Street; Education and Interpretive Centre: Provision of a meeting room and interpretive space on-site having a minimum floor area of 75 m2, to be available for students and the public to learn about wastewater treatment and management, made available at no charge to and for use by schools, government bodies, non-profit organizations and individuals as requested during normal hours of operation; Public Access and Public Walkway: Design of building and development of site to incorporate public pedestrian walkway secured through a statutory right of way of 2.25 metres average width and in any event not more than 3 metres nor less than 1.5 metres in width at any point along the waterfront in favour of Esquimalt for and on behalf of the public to the respective boundaries of the property to permit future public walkway connection to West Bay if access through abutting Department of National Defence lands is permitted; Boat Moorage: Temporary boat moorage, or other similar facility of sufficient size to permit the removal of excavated material and the provision of concrete and aggregate during the excavation and major concrete phase of the Wastewater Treatment Plant by barge or other marine transport; and A dock or other similar watercraft landing structure to permit emergency and employee access to the site and at least seasonal public use secured by a statutory right of way in favour of Esquimalt for and on behalf of the public. Public Open Space: Public open space on the site to include a public observation point connected to the public pedestrian walkway; Public Art: Public art on the site having a value of $100,000.00 to include heritage interpretive signage; Public Open Space Improvements: At least 3 benches to be installed in public open space referred to in paragraph (vii); and CRD Facilities Visual Upgrade Aesthetic improvements to the exterior of the Macaulay Point Pump Station to a standard of quality and finish at least equivalent to the Craigflower Pump Station, the Currie Road Pump Station and the Trent Road Pump Station, recognizing the prominent location of the Macaulay Pump Station in an important waterfront park.

The McLoughlin Point Special Use [I-3] Zone as amended deletes references to rate of discharge of effluent and plant capacity from density regulations and also contains detailed regulations concerning: grade (height measurements start at 7m geodetic for tsunami protection purposes); heights of buildings and structures (maximum 15 m, with variations for setbacks and use); setbacks (minimum 2m from High Water Mark, 4.5 m from the most northerly lot line and zero (0) metres from Victoria View Road); screening and landscaping; parking; an additional development permit guideline; and interpretation, severability and satisfaction provisions. The above regulations are for the proposed wastewater treatment plant use and other uses have different regulations. Related documents include: 1. S.219 Covenant further limiting the setback encroachments into the area 7.5 metres from the High-Water Mark 2. “Host Community Impact 5-Year Agreement”, and 3. “Community Impact Mitigation & Operating Agreement”. Matt Tanner heads up sales and marketing for the local franchise. Parking habits hard to break Humans are creatures of convenience and habit – especially when it comes to driving. We all have our routine routes to get us to and from work, and we all get a little bit flustered when someone parks in our usual spot. So with the City of Victoria reviewing its downtown parking model, we feel the need to stress that people don’t instinctively like change. Even if the changes are generally good. And the recommendations that city staff have put forward are generally good. People will make a fuss about the proposals to charge for on-street parking in the evenings or to charge more to park near parkades, but these changes aren’t necessarily tax grabs, they’re disincentives. The idea is that Victoria wants more drivers to use parkades as opposed to street parking. The changes aim to promote quicker turnover of the on-street stalls. It’s already cheaper to use a parking garage than a metered stall, but either most drivers don’t know this or the cost savings aren’t yet enough of an incentive to use the parkades. If getting more people into the nearly 1,900 stalls in parking garages is the end goal, then widening the gap between convenience and cost savings is the right way to go – and that’s what these proposed changes do. On-street stalls can no longer be seen simply as another parking option, but rather luxury parking where you pay for the convenience to use a primo spot. And they’re not just widening that gap by raising costs; also proposed is a decrease in hourly and daily rates in the parkades. If Victoria decides later this year to change the downtown parking model, then the public education component of implementation will be crucial. Even staff admit aspects of the existing parking system are “convoluted and difficult to explain.” Throwing a wrench into the status quo will just add to that confusion if people aren’t properly informed. The financial benefits alone should be reason enough to sell most drivers on parkade parking. If the scale tips in favour of cost savings over convenience for more people who drive into downtown, as Victoria hopes it will, these changes should be a win-win for the city and for those drivers willing to change their habits.

Too much sewage uncertainty Re: Sewage price tag swells with delay: taxpayers advocate (News, Feb. 7). Over the years the continued growth in the Capital Regional District has seen a greater amount of (screened) sewage pumped into Strait of Juan de Fuca. What CRD governance issue could be growing even faster? That would be the cost of the proposed sewage treatment project, from the planning estimate of $783 million to the total submitted by the Canadian Taxpayers Federation of $830 million. I’m inclined to believe that, as there’s still no confirmation of the sewage treatment site or (without contracts) cost confirmation of the treatment plant or a biosolids and incinerator facility. Unfortunately, these new and significantly higher costs follow the earlier troubling promise of $13 million for Esquimalt “amenities” (also known as bribes). This total included costs for such sewage treatment necessities as oceanfront walkways and bike lanes. Clearly we need new options. There may be good news on the horizon. Of the seven CRD municipalities participating in the sewage project, Colwood is reportedly considering withdrawing to build its own system. With one

of seven municipalities having publicly announced possible nonparticipation, odds are that some of the other six are also quietly considering new options. Time is of the essence as the present project manager himself has confirmed overall project costs are quickly growing. Cell tower concerns must be taken seriously It is encouraging to see James Moore and Industry Canada recognizing there are issues and concerns regarding the proliferation of cell towers. Thousands of people across the country have expressed concern about the placement of cell towers, citing health reasons, lower property values, harm to the environment and many other issues. Those concerns must be properly considered and appropriate precautions taken when there are indications they have even a small level of justification.

Fossil fuel subsidies poor use of tax money Re: 2014 Federal budget Finance Minister Jim Flaherty says his budget will “support Canadian families.” In January 2013, the International Monetary Fund reported Canada’s implicit subsidies to oil, gas and coal companies amount to 1.52 per cent of GDP, or about $787 per Canadian. That’s more than $3,000 a year for a Canadian family of four. Remarkably, despite cutting spending elsewhere, this budget did nothing to reduce these unnecessary subsidies for one of the world’s most profitable industries. Give young, blind Canadians a chance to shine Does a wheelchair user know what his chair is for? Obviously yes. Does an amputee know he needs a prosthesis? Obviously yes. So blind people also know what’s best for them, right? Wrong, according to the B.C. government. Why else would the Liberals insult knowledgeable blind advocates by disregarding what they suggest is needed for motivated blind people? No need to reinvent the wheel, they seem to say. But what wheel is that? The wheel of social dependency, fear of blindness and incapacity? A young blind woman sits in her family home in Victoria because she was never given the tools, the attitudes and the encouragement to succeed. There she remains because our elected officials feel they have no responsibility to give her the optimum training and abilities to succeed. They don’t believe in her, any more than they believe in the capacities of the blind experts. Why? With negative attitudes about blindness how can she possibly succeed? While the service is not yet available in Canada, three excellent comprehensive training centres for the blind exist in the United States. With a curriculum featuring intensive positive

attitude training about blindness, mobility, independent living and life skills, they are available free to Americans through federal and state subsidies. American students stay between six and nine months at these residential facilities and have a far better chance of living a productive and independent life. Not that long ago, two very capable and successful blind citizens with years of personal and leadership experience for blind people spoke with three Liberal government MLAs to make a modest request. A mere $36,000 is all it would cost to send the aforementioned woman for training to help change her life, but these MLAs refuse to acknowledge the need, despite the fact it would enhance her ability to be a productive, contributing citizen. Removing the burden of dependence should be a priority. Norm Letnick, one of those MLAs,

did not dismiss the request, but did the usual political manoeuvre and created a diversion. Like reinventing the wheel, he suggested yet another study to justify what these blind people and most others already know. The Minister for Social Development and Social Innovation, Don McRae, is at present engaged in consultation with people with disabilities. McRae appears to have a disconnect with his fellow MLAs, or do they somehow fail to view blindness as a worthy “disability?” How genuine is the minister if these well-informed blind advocates are disregarded and given the brush-off? Various young disabled citizens, including blind people, need to undergo specific comprehensive training to help prepare them to function effectively. In Canada, paraplegics and others with similar conditions are given thousands of dollars in training to prepare them to live in a wheelchair. But in Canada, when you are blind, our society still considers us as incapable and worthless charity cases. All we’re asking is for government to give young, blind, motivated Canadians a chance to become

independent, contributing and respected members of society. Barriers for blind Canadians are social, not physical. Surely,

Minister McRae, blind citizens should be given the chance to succeed and rise from secondclass citizenship to full contributing

Canadians. Let’s show some leadership in giving all disabled people a chance, but especially, let’s change what it means to be blind in

The UVSS board of directors voted unanimously last week to push the university towards divestment. “Investments in fossil fuels condone the environmental and human rights abuses associated with resource extractionbased industries,” said UVSS chair Kelsey Mech. “By continuing to invest in fossil fuels, we ensure that our futures are entrenched in the status quo rather than alternative and renewable options.” The UVSS wants the University of Victoria Foundation to commit to a three-year plan to divest all remaining shares. “We’re happy to consider requests ... and we’ll be bringing it to our meeting at the end of the month,” said Andrew Coward, treasurer of the Foundation. “We also share the students’ concern on climate change, UVic in general is known for its work in climate change issues and clean energy.” UVSS will work with Divest UVic, a student group organizing lobbying efforts on campus that has cultivated support from faculty, students and alumni, and collected hundreds of signatures on a petition. Long-range running helps battle unseen injury Aim of ultra-marathon to raise awareness of military post-traumatic stress disorder Edward Hill News staff

For Allan Kobayashi, endurance running is key component of his effort to heal from post-traumatic stress disorder, diagnosed after multiple tours of Afghanistan. A 30-kilometre run, he says, provides a “sense of clarity in my mind and heart.” Kobayashi and four other military colleagues are spring-boarding their passion for endurance training into an effort to raise awareness of PTSD among serving and retired members of the Canadian Armed Forces. The Wounded Warrior Run B.C. will cover the length over Vancouver Island – 600 km over six days. Kobayashi, a PO2 with the damage con-

trol school in Colwood, and fellow runner Sgt. Dan Bodden, an Air Force search and rescue tech, came up with the ambitious project last August through the understanding that many of their colleagues suffer in silence with PTSD, unaware or refusing to acknowledge they have an unseen injury. “I knew I had to come up with a mission to raise awareness of PTSD,” Kobayashi said. “I knew I wanted to do something to give back.” The Wounded Warrior Run B.C. effort kicked off on Jan. 31 at Saunders Subaru in Colwood, which will provide the finish line for the ultra-marathon that starts in Port Hardy on Feb. 16. “These guys are what I call miracle workers. There are fathers, mothers, sons and daughters who are affected by PTSD, it’s a stress they face each day,” Bob Saunders said. “We need to send a strong message to Ottawa not to close (veterans) support centres and create undue stress with bureaucratic red tape.” Lt.-Col. Chris Linford (retired), a Victo-

ria resident and national ambassador for Wounded Warriors Canada, helped convince the Saunders family to support the cause. He has suffered from PTSD for 20 years after a 1994 mission in Rwanda during that nation’s genocide, as detailed in his book Warrior Rising. “I was a strong, fit soldier, a nursing officer ready and trained. I tell you, of the 200 of us sent in (to Rwanda), 200 returned injured with PTSD,” he told the audience at the kickoff event. “I spent the next 10 years hiding it from everyone because of the stigma. The stigma is powerful, it totally controls you, and PTSD controls you.” Like Kobayashi, Linford’s wife convinced him to seek help offered through the Canadian Armed Forces. “We need to convince veterans who haven’t found their way to come forward and admit they have an injury. That is one of the hardest things you can do. It’s against soldier culture and nature to declare themselves as a casualty. Getting to that point is a lot of work,” Linford said.

“The attention these guys will bring to the cause will save people. Bringing attention to this will convince Canadians that work needs to be done and the government needs to provide resources.” Moving the Wounded Warrior run from conception to reality has been a larger logistical challenge for Kobayashi and Bodden than expected. “There is a large, quiet groundswell of support from the Canadian public, support that’s always been there and this confirms it,” Bodden said. “This is a huge logistics event. ictoria-based musician Kaya Fraser knows from recent experience just how tough life can get. Things turned for her in 2011, a year which saw Fraser lose both her mother and her marriage within a six-month time period. Music went on the back burner for about two years as she struggled with the events. “I had to stop for a while,” Fraser said. “I was still playing and singing, (but) I just didn’t have the energy. Being an independent musician, you’re running the whole business end of things as well. And I was exhausted.” Recently Fraser began to get back into the musical swing of things. She has a new backing band and has been booking gigs around Victoria, and is working on new songs with an eye to putting something out in the near future, whether an album, EP, online release or something else. A Victoria transplant, Fraser comes with Montreal roots and a London, Ont. post-secondary education in English. It was while working on her PhD at Western University that Fraser started spending more time in the music scene and writing her own material. Fraser had grown up playing guitar and singing in choir, and comes from a musical background. Her father was one half of the now cult-classic folk duo Fraser and DeBolt, who put out two albums in the early 1970s. “My dad has written some incredibly beautiful songs, and I think I sort of grew up in the shadow of that a little bit,” Fraser said. “I was a little bit self-conscious of writing my own stuff. I didn’t think it was going to be my medium.” Almost despite herself, Fraser found when she started to write music, the songs just kept coming.

And that was it for her. She quit her PhD program and turned her attention to her music. “It was a tough decision,” Fraser said. A first album came to fruition in 2007, titled Tremor and Slip and live performances surrounded its release. The following year Fraser moved with her then-husband to Victoria. In 2010 she released her second album, Open Horizon. Much has changed since, including Fraser’s songwriting, which she sees evolving under the influence of life experiences and her present surroundings. She finds she’s still touching on the same subjects lyrically, with life and love at the forefront, but from a different perspective. “When you’ve lived through it, it’s different. It puts more honesty in the lyrics,” Fraser said. Coming from the vibrancy of music scenes in places like Montreal and London, Victoria can come off as a little sleepy, Fraser said. Rather than finding inspiration in a vibrant, bustling arts community, however, Fraser is happy finding her muse in

natural surroundings, wildlife and the beauty of the city. “What it lacks in that sheer activity level, there’s a peacefulness here that, for me, really feeds my introspective tendencies,” Fraser said. “Inspiration is coming from the place, the feel, the environment.” She finds West Coast imagery seeping into her new songs, including the mountains, the ocean and wildlife. A new song “Raven,” for instance, features the titular character, which Fraser asks for guidance as she navigates her recently tumultuous life. And the three-piece backing band has also brought out Fraser’s country-rock side. “More sort of a Kathleen Edwards, Lucinda Williams Americana rock sound,” Fraser said. Three Victoria Mariners players will be suiting up with some of the top developmental baseball colleges in the U.S. this fall. Colton Wood, Chris Fougner and Evan Willow, all 18 and heading into their final season with the Mariners, are the latest M’s players to secure scholarships to play south of the border. “(They) are all quality players from the (B.C. Premier Baseball League) who we believe will be successful in the classroom and on the field,” said Mariners head coach Mike Chewpoy. “These boys could make a real impact on the college scene and our coaching staff has no doubt that these colleges are getting some of B.C.’s finest.” In the past 12 years, more than 80 Mariners have been recruited to play at college, university or on professional teams. Wood, six feet and 190 pounds, is expected to be a force pitching for Cochise College in Arizona – currently ranked No. 3 in the National Junior College Athletic Association. A member of Canada’s Junior National Team, his fastball hits the low 90s. “He’s probably the best righthanded pitcher in the country right now. He’s been our ace for

the last three years and will definitely be missed in 2015,” Chewpoy said. At six-foot-three, 185 pounds, Fougner is a five-tool player – he can run, hit for average and power, and throws and fields well – who plays right field and pitches for the Mariners. “He’ll be our number 2 (starter) this year,” Chewpoy said. He signed with Salt Lake Community College in Utah, a team ranked as high as No. 1 in the NJCAA this past year. Fougner hit nine doubles, two triples and a home run and stole 24 bases in 2013. On the mound, he has velocity in the upper 80s and went 5-1 with a 1.71 ERA. Chewpoy compares him to Victoria alumnus and current Seattle Mariner, Michael Saun-

ders, who pitched before shifting his focus to outfield. “Chris has the same ability – he can win a game all by himself.” The 6-2, 195-pound Willow excelled as the team’s catcher the past three years. The girl, no more than five years old, was placed in the dentist’s chair, screaming. The dentist in charge told Alice Powell to hold the girl’s head – now! – so she could deliver a needle of antibiotics. Whatever the 28-year-old Saanich woman expected for her first day of work in West Africa, it wasn’t holding down terrified children. It contradicted everything she’d leaned at Camosun College to be a dental assistant, but in this case, it helped save the young girl’s life. “Normally, you try to make dentistry a nice experience and you try not to traumatize people,” Powell said. “The dentist said ‘think of it this way: This child may never have access to dentistry again, and she’s got a bad tooth infection. If we don’t treat it and the tooth rots, the infection could get to a point where it’s life threatening.’” It was an intense introduction to Mercy Ships, but one she appreciated. Powell spent seven months last year working in Guinea for the Christian charity organization that uses the hospital ship Africa Mercy as a platform for delivering free medical care. Last month she returned to the ship – after a five-week detour in Texas for training – for a two-year tour, starting in the Republic of Congo. “The practice I work at (in Sidney) is really good and I enjoy it, but I’m excited to go back to the boat,” she said before leaving. “It’s a different focus than working a regular day job. We’re all there working for humanity, to serve others.” People volunteering their skills for Mercy Ships have to pay for room and board on the ship, flights and spending money. Powell estimates she needs $21,000 for the two years. Powell entered the dental program with the idea that it could lead to volunteering overseas. “The idea percolated for a long time. I always thought I’d like to help people and not necessarily live a comfortable North American life.” Africa Mercy, slightly smaller than a Coastal class B.C. Ferry, has five surgical operating theatres and a full laboratory, but the dental practice was run out of a compound in the city of Conkary.

Hundreds of people lined up twice per week for dental care, and the service worked on a triage system – children and those with life-threatening infections went first, followed by those with physical disabilities. “We tend not to see this here, but some molar infections can cause swelling and can block the airway. We did have a couple people in a critical stage ... and we had to get them to go to the hospital. It was life and death.” Last June she returned to her parent’s house in Saanich, but with the idea of returning to the Africa Mercy as soon as possible. “I said ‘Welcome back!’ She said, ‘Not for long,’” said her mom, Penny Powell. “She just loved it. She felt like she was doing something to help people. She was determined to go back. “I thought it would be dangerous. But her dad and I are really proud she’s doing this.” Powell described life onboard the Africa Mercy as “cushy.” “You go from the outside where it is hot, sweaty, humid and loud to inside the ship, where it’s like a little American bubble.” For more on Mercy Ships, see mercyships.ca. editor@saanichnews.com

Such a measurement was skewed by sales at both extremes, but more so by sales of largedollar figure properties. Last year the Canadian Real Estate Association established the House Price Index system, which determines ‘benchmark’ prices to indicate the strength of local real estate markets. Greater Victoria is blessed with a variety of unique characteristics that attract and retain home buyers, not least of which is having mild weather for the majority of the year. As such, the local real estate market suffers far less of the winter doldrums than centres with harsher climates, where sellers are more likely to delist their properties as they prepare to hunker down for the cold months. Not unlike elsewhere in North America, the number of residential listings go down over the Christmas season in the Capital Region as sellers shift their focus. Historically, there has been a dividing line when business starts ticking upward again, says Bill Ethier, president of Royal LePage Coast Capital Realty. “The ‘Groundhog Day’ used to be Jan. 7, when things started up again, the kids are back in school, people are back to work and dusting off after Christmas,” he says. “That’s when people started calling their Realtors again.” Some years ago, home sellers here fell into the trend of setting things in motion by spring so their home would sell by summer, when moving would be less affected by

weather, Ethier says. These days, people are more savvy. Plus, real estate agents advise that waiting to sell until a busier time of year – when there’s more competition for buyers – isn’t necessarily a good strategy. “We always have a Jan. 7 check-in with people who might have taken their homes off the market over the holidays,” Ethier says. “We’re telling people, ‘let’s start now and get it out there while we can.’” Because of that, the market generally sees a spike in the numbers in January. Not only does Greater Victoria’s climate lend itself to moves at any time of year, other factors help reduce ups and downs in the real estate market. People have had a year to get used to federal changes to regulations around mortgage financing and amortization periods. Where the impact of the more limiting lending rules was significant in the days and months after they took effect, Ethier says, buyers can still secure lowinterest mortgages.

local unemployment numbers announced recently, both signs the economy is improving. The real estate market always benefits from the consumer confidence that is a byproduct of economic growth, he says. While selling prices have remained relatively flat here for the past year or so, property values are expected to increase more than previously forecast, Ethier says. “A year ago we were predicting 2014 at a two per cent increase in the value of properties. Now it’s looking more like four to six per cent appreciation in value.” Looking into his crystal

ball, Ethier says Fairfield and Oak Bay continue to be strong investments – they’re the first to go up in price and the last to come down – and Langford will remain popular for its variety of housing options at reasonable prices. He also sees some potential for a rebound in the hard-hit Saanich Peninsula. “The market that has some comeback in it is the condo market, which has been lagging,” he says. Regardless of where one looks, there are good buys out there in all areas. The key is to start looking now, Ethier says.

Looks Last year, Nissan introduced the bigger mid-sized Pathfinder SUV and this smaller Rogue shares many styling cues from its bigger brother. This, in my opinion, is a good idea. It has a sense of purpose, sophistication and commonality that helps define Nissan’s brand. Nissan wants to portray “everyday premium” with this new Rogue, including such nice touches as LED daytime running lights, wheel arch extensions, integrated mirror turn

7-passenger SUV. Granted, the third row is tight but perfect for those occasional times when extra family members are in town. In addition, this package includes navigation, a 7-inch touch screen monitor, power lift gate, blind-spot detection system, and lane departure warning system. These really are premium features found only in luxury SUVs just a few short years ago. Unfortunately, the top SL trim is only available in a two-row 5-seat configuration because

Drive As hard as it might be to believe, this new, larger and slightly heavier (49kg) Rogue is actually more fuel-efficient than the last model. They were able to improve the economy by 18 per cent through the introduction of a new continuously variable transmission (CVT), aerodynamic tricks, and letting the carried-over engine breathe a bit better. Still rated at 170hp, the 2.5L 4-cylinder engine does a good job in city driving, thanks to the gearing of the new CVT but can seam a bit underpowered for higher, passing manouevre on the highway. Overall, the person filling the new Rogue up with fuel will welcome this balance of efficiency and everyday drivability. As part of the winter driving experience, I drove on an ice course in Macaglisse, Que., to highlight the vehicle’s stability system and the Active Trace Control feature. On the first run, through the twisty, sheer ice roads the entire system was shut off. As I crested a hill, then made a hard right turn, the Rogue slid all

the way out to the edges of the corner, almost hitting the opposing snow bank. On the second run, with the advanced systems on, the same road was almost uneventful. The stability and traction control kept the wheels from spinning but the Trace Control System provides just a slight amount of brake force to the inside wheels to help the Rogue navigate the sheet ice with confidence. Verdict The objective with this new Rogue was to be noticed and provide a level of refinement and creature comforts that the competition isn’t providing. The pricing is fantastic, especially the middle SV models. The larger interior dimensions will always be welcome, as buyers like to get more for their money, but it is still small and efficient enough for city buyers. There have been very few times that I have gone four wheeling and not run into a situation where a winch is required. A winch can be an important tool in safely plucking a vehicle from an impossible situation, or righting a truck after a rollover. It can also be used to clear properties of logs or rocks. If you travel the back-roads of British Columbia, you should never be without a winch. There are a few things to know before you operate your winch for the first time. What appears to be a simple operation can

quickly turn dangerous if basic safe winching practices are not used. Most are equipped with a varying length of wire rope and the length of the rope is determined by the winch’s load capacity. The wire rope should be inspected regularly to ensure that it has not become crushed, pinched, frayed, or kinked at any point. Should the rope be damaged, it should be replaced before use to avoid injury. All winch owners should have a winch accessory kit to recover a vehicle properly and safely. The average kit includes a three-metre

Most winches are offered with a winch hook strap to ensure that operators do not put hands and fingers in harm’s way. Always wear gloves when operating a winch or handling wire rope. A single line pull is one of the most basic winching operations. It involves rigging the wire rope to a stable anchoring point and spooling it in to pull the vehicle toward the anchor point. This type of pull can also be used to extract a truck without a winch; the winch equipped truck becomes the anchor point and the stuck vehicle is pulled toward it. It is a good idea to throw a jacket or blanket over the wire rope midway between the winch and the anchor point. This will prevent the cable from whipping back to the truck in the event of breakage. A tree can serve as an excellent anchor point, but never attempt to wrap a wire rope or chain around it. In addition to being extremely dangerous, this improper winching practice can damage or kill the tree. Use a tree saver strap, along with a clevis. When a truck is seriously stuck, more winching power can be achieved through a double line pull. To do so, un-spool a length of a line from the drum and thread it through a snatch block. The cable’s hook can then be fastened to an anchor point

on the trucks frame or tow hook, and the snatch block will secure to an anchor point toward the direction of the pull. This method decreases the number of layers of wire rope on the drum and greatly increases pulling power. A snatch block can also be used to change the direction of the pull, without the wire rope collecting on one side of the drum. If you have followed the basic principle of four-wheeling and brought a buddy or a second vehicle, then chances are you will have some assistance in the recovery. Sometimes all a stuck vehicle needs is a little motivation. In those instances, a quality recovery strap ($53) will work fine. Knowing how to operate a winch correctly is as important as knowing how to drive the 4x4 it is mounted to. Misuse can result in injury or even death, so it is a good idea to familiarize yourself with your winch before reaching a situation where you need to use it. ian.harwood@drivewaybc.ca

Adventures in leaving and trusting GPS The digital road sign above warned: “Changing Roads Ahead. Do not rely solely on GPS.” I felt like it was speaking directly to me as I had suffered anxiety ever since Driveway editor Keith Morgan climbed into the Jeep Cherokee and we left downtown Detroit, heading north to Toronto. North, ahem, yes. The tunnel to Canada was a stone’s throw away from our launch point. I was thinking it would route me the same way I got down to Motown, via Windsor and through the tunnel. Why the GPS didn’t – I’m not sure. Clearly it knew something we didn’t. Needless to say, the mechanical woman’s voice echoing through the premium speakers certainly did give us a scenic tour of the area. And by scenic I mean she guided us through some rather dodgy areas, characterized by poorly maintained roads, broken down buildings and dejected looking people. After the excitement of the

Regardless, we were in it together so it was bound to be eventful. I forgot to mention, my fuel was getting low, too, and I had a flight to catch out of Pearson. No need to panic, I think. When you’re in these kinds of situations, you say things that you normally wouldn’t say. “I will be so happy when we are back in Ontario,” is a phrase not often uttered by a B.C. resident. But it fell from my lips. Desperate times call for desperate measures, right? The one thing that re-

2014 North American International Auto Show, I was looking forward to the long and painfully boring drive back. (That’s before Keith hitched a ride, honest.) My wish was not yet coming true. Finally, we were on some sort of highway. But no signs to a border popped up for miles and miles. We even pulled over a couple of times in the all-new

When I started veering off the straight and narrow the lane departure warning would gently lead me back into place. And since it was frigid outside – Ontario and Michigan in January is anything but tropical – features like a remote starter, heated seats, a heated steering wheel and dual climate

zone controls keep occupants toasty warm. Not to mention there was a generous amount of power being delivered from its 3.2L, Pentastar V6 engine, which is rated at 271 horsepower and 239 lb-ft of torque. It’s then linked to a 9-speed automatic transmission. And with 4x4 capabilities, I was ready to brave the winter conditions. Luckily it was a beautiful day, with few clouds in the sky and clear roads. Things were looking good.

Then it happened. A sign. A sign to Canada nonetheless. Looks like we’d been routed through Sarnia. I was doing a little happy dance on the inside. Did I doubt the GPS’s ability to lead? I sure did. Then again, it’s not out of my character to question authority. As we handed the Canadian Border Service Agency officer our passports, all I could think about was finding a fuel station before we got stranded. I was happy to be in Ontario. But I’d be happier when I

Nissan Juke is extraordinarily out of the ordinary If you’re looking for something a little out of the ordinary, then check out a Nissan Juke. It was described by Nissan as a sport cross-utility vehicle, when introduced for the 2011 model year. The Juke is not big or pricey; it has (let’s say) distinctive styling lines and it packs a hot little engine under a hood that also provides excellent fuel economy. It is short in length yet tall in stature and has a wide stance with short front/rear body overhangs. The round headlights were rally car inspired and are topped by distinctive “crocodile eye” light combinations. From a side view, the Juke has a two-door coupe look with “hidden” rear door handles. Even a base SV trim level of Juke comes surprisingly well-equipped with alloy wheels, keyless entry, air conditioning, 4-wheel disc brakes, stability control, steering wheel audio controls, heated side mirrors, a security system, Bluetooth and audio connectivity. The sweetest part of the package is the turbocharged (with intercooler) 1.6-litre direct injection,

out of 5 stars in its frontal impact test. It received a coveted “recommended” buy rating from Consumer Reports and an overall “average” rating for reliability. Daring to be different, the Nissan Juke is a fun vehicle to drive and an interesting vehicle option for those bored with conformist compact sedans.

16-valve engine. Power peaks at an impressively high 188 horsepower and 177 lb-ft of torque. While its fuel economy ratings are a super-frugal 7.3/6.1 L/100 km (city/highway), this engine does prefer pricier premium fuel. An optional all-wheel-drive (AWD) system comes with a torque-vectoring feature on the rear axle. Under normal driving conditions, it directs all drive power to the front wheels for best fuel econ-

omy. It can (automatically) vary drive up to an equal split between the front and rear axles. An I-Con display with a drive mode selector, which offers different throttle/ transmission/steering response settings, comes with the higher SL trim level. This trim also includes fog lights, a power moonroof, push-button start and climate control air conditioning. A 6-speed manual transmission was standard

with the front-drive models and the automatic is a CVT type. Despite Juke’s compact exterior dimensions, there’s seating space (with a bit of a squeeze) for five adults on the inside. The rear seat is a handy fold-down 60/40 split bench that folds flat to provide an extended cargo floor. Juke’s centre console is a motorcycle-inspired design that has a high-gloss (colour-matched) painted finish. The design

and slope of the roof at the back, however, does limit rear vision from a driver perspective. Juke carried over into the 2012 model year virtually unchanged and had only minor alterations for 2013. The Navigation package includes a rear view monitor and a stereo upgrade (that was standard on Juke SL). The NHTSA overall crash test safety rating (front/ side/rollover) for Juke was 4 out of 5 stars, with a 3

DAS also has a triple-mode clutch feature that instantly defaults it to a fail-safe mechanical steering linkage, if electrical power is cut. The Best New Safety Technology award went to Infiniti’s Predictive Forward Collision Warning technology. This system can warn a driver of a potential collision risk that lies beyond a driver’s normal field of view. PFCW not only monitors movement of a vehicle directly ahead in the same traffic lane, it can also monitor a vehicle two cars ahead. Distance Control Assist sensors warn the driver when it detects either one of the vehicles
