Community school aims to close gap in graduation rates BY TAMARA CUNNINGHAM THE NEWS BULLETIN
CHRIS BUSH/THE NEWS BULLETIN
Don Bayne, firefighter, left, and John Marment, deputy chief of Lantzville Fire Rescue, take on the title Local Assistant to the Fire Commissioner when they are out in the community conducting fire safety inspections of businesses.
Lantzville plays catch up on inspections
I
LITTLE OVERSIGHT to make sure municipalities follow regulations. BY TAMARA CUNNINGHAM THE NEWS BULLETIN
With businesses left unchecked for the last decade, Lantzville Fire Chief Tom Whipps isn’t finding any fire code violations he didn’t expect. Businesses mandated by provincial law to have fire safety plans don’t have them. Shelving has been put in front of electrical panels. Lights are out on exit signs and fire extinguishers are out of date.

“You’ve got to keep in mind, the businesses of Lantzville have never been inspected,” he said. “This is as much fire education as it is fire inspection and they are learning just as we are.” The District of Lantzville has been required by the B.C. Fire Services Act to inspect public buildings, like stores and schools since 2003, but only started to look at fire risks last year. According to Whipps, the volunteer fire department hasn’t had the time nor the people trained to do the job, resulting in checks getting put on the back burner. It wasn’t until a 2013 fire underwriters’ survey highlighted the
need for the department to have fire pre-plans – a result of inspections – that the district started directing resources toward checking for fire risks. Five inspectors have now been trained and while the results of their inspections have not yet been made public, Whipps reports there have been safety issues found including at the District of Lantzville. He says he is focusing on the positive – that the district evolved to where it needs to be – but he also acknowledges that not doing inspections until now was “probably negligent in the cold, hard facts of the case.” ◆ See ‘GOVERNMENT’ /3
Closing the gap on Nanaimo’s aboriginal graduation rate means supporting children beyond the classroom. That’s the idea behind a new school proposed by the Nanaimo Aboriginal Centre, where the responsibility and care of students would go beyond six-hour classroom instruction. According to Chris Beaton, executive director of the centre, 85 per cent of children’s lives are spent outside the classroom. Without understanding the dynamics of what’s happening at home and the needs of families, school instruction can be ineffective, he said, adding a child isn’t going to focus on learning if he’s hungry or worried about finding a place to live. The new school, called the Nanaimo Learning Centre, would follow the B.C. curriculum, offering early childhood education up to Grade 3 for close to 160 public school students. It would also focus on culture, understanding educational needs of students and providing “wrap around” services like childcare to support families, Beaton said. Not-for-profits and organizations, like the Boys and Girls Clubs of Central Vancouver Island, would have a chance to move under one roof, reducing overhead costs while making sure families don’t have to travel far to tap into a wide variety of services. The goal will be for the centre to see the child as a whole, not just between the hours of nine and three, and give youngsters a good foundation to be successful in the mainstream public education system, Beaton said. In 2012, 49.9 per cent of aboriginal students graduated from high school, compared to 71.6 per cent of the general student body. The Nanaimo Learning Centre aims to open in September, but has yet to create any formal agreement with the Nanaimo school district. It is also still in talks with potential community partners, and plans community consultation. ◆ See ‘SCHOOL’ /4

Government uses hands-off policy
city scene
Grill where investigators found a 59-year-old man with a crossbow unconscious and suffering from severe injuries. He was also transported to hospital where he was pronounced dead several hours later. Police said it appears from the initial investigation that the deceased male was involved in this incident and died from self-inflicted wounds. Police said the suspect, a man from Nanaimo and the victim, a Maple Ridge resident, were known to each other and that the shooting did not appear to be gang or drug related.
u From /1 Ultimately it was his responsibility, Whipps said. Fire services officials don’t agree. They say the municipality chooses how fire services are implemented and they make those decisions within an ‘outdated’ Fire Services Act that provides no oversight and little clarity. In other words, while the province mandates municipalities have a regular system of inspections, there is no one ensuring that they do. In an e-mail to the Nanaimo Bulletin, the Office of the Fire Commissioner said its up to local government to determine the frequency of inspections. Municipalities are not subject to oversight and there are no provisions in the Fire Services Act to penalize rule-breaking municipalites. The hands-off policy means its not uncommon for inspections not to happen, or for checks to simply “fall through cracks,” according to Tim Pley, president of the Fire Chief Association of B.C. In Port Alberni, where Pley is fire chief, inspectors only started to look over industrial facilities like Catalyst paper mill in 2013, despite being obligated to do the reviews long before then. “We relied on them to be self-sufficient and their insurance companies inspect those facilities fairly frequently, but ... our local government still had an obligation to do its own inspections and never did,” Pley said. Gaps in the B.C. fire service go beyond inspections and were brought to the attention of the province through a series of recommendations in 2009. Among the calls are clear definitions on what inspections mean and more onus on business owners to meet fire safety codes. “The Office of the Fire Commissioner ought to be providing oversight [but] when we asked them to provide oversight in a number of areas, not just inspections ... their mandate doesn’t extend that far,” Pley said, adding “it doesn’t seem right.” Fire services experts have different views on just how important fire inspections actually are. Doug Bell, , president of the fire prevention officers association and retired Nanaimo Fire Services captain, said at least five per cent of businesses in the Harbour City don’t look after fire safety features until someone tells them to because of the costs. It becomes a life safety issue, he said, adding it’s great to hear Lantzville is now doing inspections and follow-up. For why it hasn’t happened before now, Bell says people can look to the decision-makers but the public should have also called for regular inspections. Lantzville is working on inspections in stores, bed and breakfasts and homebased businesses. Those with infractions have up to two months to comply.

RCMP seeking wallet owner Two employees of Columbia Bakery, at 2151 Bowen Rd, thought it was odd that none of the staff remembered finding a wallet they discovered among other items in the company’s lost and found, so they decided to open it up to see if there was some identification inside. They didn’t find any iD. what they did find was a substantial amount of Canadian cash. “None of the employees remember finding the wallet or putting it in lost and found,” said Const. Gary O’Brien, Nanaimo RCMP spokesman. The box often contains the usual scarves, umbrellas and sunglasses and most items eventually make their way back to their owners. A wallet was odd. For it to have a large amount of cash was even stranger. so far police have determined the wallet was added to the lost and found sometime in December. “we’re not disclosing the amount of cash or details about the wallet,” O’Brien said. “it is a very distinctive wallet.” For more, please call Nanaimo RCMP at 250754-2345.

Car crashes into downtown bank By Karl yu

Employees at the Royal Bank of Canada on Commercial Street are lucky to have escaped injury after a car crashed into the branch Friday afternoon. A 76-year-old female backed her grey Toyota Corolla into a pair of cars at the bank parking lot and then accelerated into the building, according to Const. Gary O’Brien, Nanaimo RCMP spokesman. “We’re thinking that she probably panicked. Then she put the car in drive and accidentally hit the gas instead of the brake and drove into the building,” O’Brien said, adding there were
no injuries but there was extensive damage to the bank building. “There are no charges,” said O’Brien. “We’re chalking it up to just the driver with a little bit of age, a little bit of anxiety causing the accident.” O’Brien estimates damage done was in the thousands of dollars and it was fortunate that building and cars were the only things damaged. “There’s no injuries to anyone inside or outside, very luckily, because where she went into the bank, there was an individual that was normally working at that work station and he was not there at the time,” said O’Brien. “It could’ve been bad.” reporter@nanaimobulletin.com

School houses all programs u From /1 “There is truly no community-based school in B.C. [like what] we are envisioning,” said Beaton. “It would have those three key elements of early childhood education, kindergarten to Grade 3 and a wrap around of community services and programs for all ages under one roof, all integrated and working together. “[But] what it looks like at the end of the day, that’s what these conversations and consultations are leading to.” The not-for-profit Nanaimo Aboriginal Centre launched last

About the only people hoping for a late winter flurry are the staff at the Nanaimo and District Hospital Foundation. Since ticket sales for the the 2014 Lotto for Life lottery started in mid January, more than 3,700 of the 5,000 tickets available have been purchased. Sales are on par with previous campaigns, said Brenda Rositano, hospital foundation corporate relations director. But staff are really hoping for a full ticket sellout this year. Sales usually top out at about 4,500.

It has been nearly 10 years since the foundation had a complete sellout, but foundation staff this year are hoping sales will hold steady until the Feb. 28 sale cutoff date and move all 5,000. “Can you tell 10 of your friends to buy tickets?” Rositano said. The Lotto for Life is the only Island-based hospital lottery that supports Nanaimo Regional General Hospital and is itself supported with prizes donated by local businesses. There are 100 prizes in all, including a car, vacations and a $100,000 grand prize, but Rositano notes that Nanaimo’s lottery faces competition with the B.C. Researchers get financial boost
I
FiShEriES MiNiStEr makes $54-million announcement. By Chris Bush the News BulletiN
CHRIS BUSH/THe NewS BUlleTIN
Gail Shea, federal minister of fisheries and oceans, left, Nanaimo-Alberni MP James Lunney and Stewart Johnson, fish health specialist, view a sea louse under a microscope in a laboratory at Pacific Biological Station Friday. Shea paid the facility a visit to announce $54 million in federal funding to pay for aquaculture research for the next five years.
Budget-minded researchers at Pacific Biological Station will be able to concentrate more on science and less on cash crunches over the next few years. Gail Shea, federal minister of Fisheries and Oceans Canada, stopped by the research facility with Nanaimo-Alberni MP James Lunney Friday to announce the federal government has committed $54 million over the next five years to continue Canada’s Sustainable Aquaculture Program. The money is intended to help provide a scientific foundation to bolster Canada’s aquaculture industry and maintain ecologically sustainable operations. “I’m very proud of the advice that comes out of the Pacific Biological Station and other research facilities across the country,” Shea said to the station’s staff during her presentation speech. “Your work continues to be important in the sustainable management of all our oceans’ resources and, of course, informs all of my decisions, including the aquaculture industry of Canada.”
Aquaculture now supplies more than 50 per cent of fish and other seafood consumed world wide. It is the fastest growing food production system and product demand continues to rise. Canadian aquaculture produces 174,000 tonnes of products and $2 billion annually. In 2012 it accounted for 16 per cent of Canada’s total seafood production. Aquaculture supports 14,000 jobs in rural areas and provides increasing employment for aboriginal communities with about 50 First Nations currently involved with aquaculture and related industries according to government statistics presented Friday. Shea said the industry is helping provide employment stability in communities that previously relied on forestry, mining and natural fisheries. About 5,700 people work in agriculture in B.C., which is Canada’s highest producing province of farmed fish products. “Comox Valley, for example, has over 20 producers growing more than $7.5 million worth of oysters each year,” Shea said. Up to $27 million of the total announced funding will be directed to gain knowledge through scientific research, operational analyses, risk assessment
and scientific peer-reviewed advice to work toward regulatory reform and improved reporting of industry issues. Investigating wild and farmed salmon diseases and interactions between wild and farmed aquatic resources, for instance, will help to monitor and develop mitigation options for the release of organic nutrients from aquaculture sites. Better understanding longterm cumulative effects of salmon farming on the ecosystem could lead to streamlining regulations. Salmon farm licensing periods, for example, could be extended from one year to several years at a time. “I just want to be clear, when I say streamline regulations, it doesn’t mean in any way that our system will be less rigorous,” Shea said. “We recognize that in some cases the regulatory regime is inadequate, cumbersome and may create confusion and conflicting direction to the industry.” Shea said the fisheries and oceans ministry could do a better job of coordinating and cooperating with other federal departments and agencies. The Program for Aquaculture Regulatory Research has funded more than 50 research initiatives since 2008. photos@nanaimobulletin.com
Regional district residents could see garbage and recycling fees reduced By Karl yu the News BulletiN
Residents of the Regional District of Nanaimo could see a decrease in garbage and recycling collection fees. A bylaw to amend rates received support at the regional district’s committee of the whole meeting earlier this month, and if approved, the annual fee could drop to $133.20 from $147.75 for most of the regional district. Nanaimo has its own contract for waste and recycling collection and the Town of Qualicum Beach has its own contract for garbage collection but would see food scrap and recycling fees dropping to $91.80 from $106.60. The rate decrease is attributed to the
regional district board’s decision to sign on with stewardship group MultiMaterial B.C. to take on the collection of packaging and printed paper, which would allow for financial incentives. More than 27,300 households see weekly curbside collection in the region and according to Dennis Trudeau, general manager of transportation and solid waste, incentives would amount to about $34.50 per household. Other factors in the Multi-Material B.C. deal determine whether collection fees will increase or decrease in the future, he said. “If fuel prices go down and labour prices go down then there’s an ability in the contract that reflects that,”
said Trudeau. “But generally they go up so that is the pressure on those collection fees. So in the contract, if fuel prices go up by a per cent, then there’s an ability for the contractor to increase the cost and we have to, since there’s no tax for that, then we pass that on through collection fees.” The collection of packaging and printed paper is expected to commence on May 19 and City of Nanaimo residents are expected to see their garbage and recycling collection bills decrease $34, as the city has also signed on with Multi-Material B.C. The regional district’s curbside collection is fully funded through user fees with services contracted out to BFI Canada.
The $133.20 rate only applies if residents in related areas pay before July 7; people paying after that will be charged $148. Trudeau said the collection fees reflect a tipping fee increase at the Nanaimo landfill ($125 per tonne) and an anticipated increase to the ICC Group compost facility in Duke Point that will see $122 per tonne charged for food waste and $45 per tonne for yard waste. ICC Group facility fees will take effect after odour mitigation measures are projected to be complete in late spring. The board of directors is expected to vote on the amendment at its Feb. 25 regular board meeting. reporter@nanaimobulletin.com

Raising fines sends message Too many drivers are just not getting it. Texting and talking on cellphones is still a widespread practice in this city and across B.C. On Friday, Island RCMP officers set up at the Island Highway and Northwest Bay Road as part of a distracted driving blitz to catch motorists with their phones to their ears. Consider that in the context of this chilling provincial statistic: the Insurance Corporation of B.C. says distracted driving remains the third leading cause of fatal car crashes in B.C. On average, 91 people are killed annually. Drivers are four times more likely to crash when talking on a handheld phone and 23 times more likely to get in a crash if they text behind the wheel. Looking at your cellphone for less than five seconds is equivalent to driving more than the length of a hockey rink – 64 metres – with your eyes closed. It’s common to hear the phrase, “Is it going to take someone getting killed in order to ...” With nearly 100 attributed fatalities per year, that question has been answered in chilling fashion. If deaths don’t convince people to keep their hands off their cell phones, what’s required here? The fine for a distracted driving ticket is $167. Clearly, that is not enough of an incentive to convince many drivers to put down the electronic device, and if they must talk, to invest in a hands-free. What will it take to truly change people’s attitudes about driving and cellphone use? Fines of $300? $500? Impoundment of vehicles, similar to the measures implemented to reduce impaired driving? It’s obvious that the existing ban and penalties for cell phone use while driving, along with accident statistics, aren’t enough. And neither is hoping for common sense to prevail. Re: City puts dams and evacuation warning system to test, Jan. 21. The city needs to take a hard look at developing a better process to assess and carry out expensive infrastructure improvements. The Colliery dams saga sets an interesting precedent. Over a period of years, the city engaged qualified professionals to undertake a complex evaluation of the dams and safety risks at a cost of hundreds of thousands of dollars. Various consultants and city staff all concluded that the dams were unsafe and recommended the lowest-cost solution. However, this did not sit well with some park users that claimed the city was out to destroy their park. Council reversed several decisions and ultimately agreed to what appears to be delegation of responsibility to a s pecial-interest group. This technical committee, working mostly in camera so far, has engaged yet another consultant, at taxpayer expense, to do work that must be very similar to what has already

Re: Ratepayers float Gabriola bridge, Feb. 11. As a Gabriolan I was surprised to read your recent article suggesting that Gabriola taxpayers are discussing building a bridge. In fact this is news to us. Only about 50 Gabriolans participated in the ratepayers’ meeting. We also know that the impromptu poll is not statistically valid and is in no way representative of the views of roughly 4,000 Gabriolans
– 8,000 in the summer – who were not in attendance and not consulted. The last survey of Gabriolans on the bridge issue, conducted by VIU, clearly showed that at least twothirds of Gabriolans have no interest in considering a bridge. And for a small number of individuals who may have business interests or who want an easier commute to Nanaimo, to speak for the large majority of islanders would hardly be

Author shares experiences from residential schools I BEV SELLERS talks about newly published book.
BY NICHOLAS PESCOD THE NEWS BULLETIN
When Xat’sull Chief Bev Sellers reflects on her childhood she remembers the fear, humiliation and deplorable conditions she was so often forced to endure. “I wasn’t allowed to be a normal child … to grow and experience things and question things and whatever,” Sellers said. Sellers spent the majority of her childhood living and attending school at St. Joseph’s Mission, an Indian residential school in Williams Lake, B.C. As was the case for many First Nations children, Sellers was taken from her home and was legally required to attend a residential school. “We couldn’t say anything, we couldn’t think for ourselves, we weren’t allowed to think for ourselves and that was just awful,” Sellers said. “We were programmed to selfdestruct, we weren’t programmed to succeed.” Beginning in the 1870s, the federal government began establishing residential schools for First Nations children, which were run by various churches. At the time, the goal of the Department of Indian Affairs was to educate and reform First Nations children to fit with mainstream Canadian society. Under the direction of the federal government, thousands of children were forcibly removed from their homes and relocated to

schools, often hours away from their home. While the schools were intended to help First Nations students transition into a modern Canadian society, the majority of children were subjected to mental, physical and sexual abuse. “They controlled us with fear and the strap,” Sellers said. “We were so scared to do anything. For little kids, always being threatened with the strap, that has a traumatic effect on you. They treated us like we weren’t human.” Sellers, now turned author, will be speaking about her recently published book, They Called Me Number 1: Secrets and Survival at an Indian Residential School, at the Harbourfront Library in Nanaimo on Thursday (Feb. 20). “It’s very difficult. Some will never talk about their experiences there. I think as difficult as it is, those stories need to be out there and I hope my book will help others find their voice,” Sellers said. “Some people will take their stories to the grave with them. I think aboriginal people are starting to find the voice and ... this history is not just aboriginal history, this is Canadian history.” They Called Me Number 1: Secrets and Survival at an Indian Residential School documents the stories of three generation of women who were forced to attend

government established Indian residential schools. Sellers explained that her book has become a point of conversation for many First Nations families. “I think it has helped them to understand why there is so much dysfunction with their older relatives and these are conversations long overdue,” Sellers said. In 2008 the Federal government formally apologized to the First Nations people for the actions of previous governments and religious institutions. The government also established the Truth and Reconciliation Commission to study the legacy of the residential schools. After Sellers graduated high school she attended Cariboo College (Now Thompson Rivers University) in Kamloops and eventually went on to attend the University of British Columbia and University of Victoria. In 1987, Sellers was elected Chief of the Xat’sull First Nation. “I wanted my children to have a better life than I did and I knew that for that to happen I needed to get an education and so I had to step off the reserve to do that,” she said. “There isn’t an experience that I’ve had in my life that would compare to the way that I felt when I knew I was going home from the school,” Sellers said. arts@nanaimobulletin.com

TV show searching for worst drivers Do you suffer from a severe case of road rage? Does using your signal light sound like way to much effort for you? Perhaps you think your lifted pick up truck automatically entitles you to tailgate unsuspecting motorists? If you answered yes to these questions then you’re in luck because the search for Canada’s Worst Driver is coming to Vancouver Island. Discovery Channel’s hit show Canada’s Worst Driver is cel-
ebrating its 10th anniversary by searching for dysfunctional drivers on Vancouver Island. Unfortunately the show won’t have to look very hard to find careless and reckless drivers as the Island is home to Canada’s Worst Driver Season 2 finalist Michael Telford. So the next time you decide to teach that Alberta driver a lesson by needlessly cutting them off, pull over and nominate yourself by visiting www. canadasworstdriver.com.

Marine artist’s work on display at heritage week The Nanaimo Museum is celebrating Heritage week (Feb. 17-23) by paying tribute to a highly regarded Nanaimo marine artist. This year’s theme is titled, Heritage Afloat!, and features a display of Jack Hardcastle’s large ship paintings. Until the end of the month, Hardcastle’s work will be on display at the museum. Hardcaste, who passed away in 1973, was well-known marine artist who called Nanaimo home. He created thousands of nautical-themed souvenirs such as miniature painted life preservers and plaques. “Some of the paintings will be on display for the first time at the museum,” said Debbie Trueman, Nanaimo Museum manager, in a press release. “The heritage week theme this year was the perfect opportunity for us to display these large paintings.” Hardcastle was originally born in the United Kingdom but moved to the Harbour City as a young man. He was primarily a self-taught artist who created many works of art, including miniature souvenirs and eightfoot canvasses. For more information about the display of paintings by Jack Hardcastle visit www.nanaimomuseum.ca

Heart Month
During Heart Month people are being reminded to practice a healthy lifestyle and diet. This promotes good eye health too! DR. PAUL GENEAU Did you know that you can have a stroke in your eye? Its true! Blood vessels in the retina can get blocked or hemorrhage, just like in the brain. This can cause serious vision impairment. Also, a stroke in the brain often causes vision loss When your eyes are examined, your optometrist or ophthalmologist checks the health of the veins and arteries in the retina. When problems are detected it may be a clue to underlying systemic health problems, such as high blood pressure, high cholesterol, or diabetes. Regular, routine eye exams help protect the eye health, and may also help in the detection and management of systemic disease. Book an appointment today.

Class sizes at private colleges are KAREN MOON typically smaller, giving the student more opportunity to engage with the instructor and receive personalized attention. Often, students are able to start sooner by attending a private college, avoiding waitlists that are typical of popular programs offered by public colleges. Private colleges tend to offer vocational programs that are one year or less in duration in areas of study that allow the student to be job-ready upon completion. Public colleges offer a combination of both academic and vocational programs. As public colleges are funded by tax dollars, students can expect to pay more by choosing to attend a private college, but appreciate the value of finishing their program sooner and receiving one/one attention in-class. Sprott Shaw has the value-added benefit of offering lifetime refresher training and job placement support to our graduates and alumni.

Falls on the Ice
The colder weather brings with it an increase in incidents of falls on the back, the hands and knees or the base of the spine, resulting in DR. KAREN MATTERN misalignment of the pelvic joints, the spine and the neck. Because the spine can compensate for such imbalances, once the ligaments and muscles heal, we are usually unaware that there is a residual problem. Many problems seen in adults had their origin in childhood falls on the tailbone. Murphy’s law can be applied to spinal problems as well as other aspects of life. In this version of Murphy’s law, any problem in the spine left untreated will tend to reoccur, will come back more often, will be worse each time, and will take longer to heal. Whenever you suffer a fall, your spinal alignment and joint movement should be checked as soon as possible. Call your chiropractor to correct spinal problems before they cause any pain or discomfort. mortgage brokers Like a Real Estate Agents are Mortgage Brokers only used when purchasing a home?
My husband died last month and Visa is demanding that I pay his credit card debt off right GARETH SLOCOMBE, CA, CIRP away. I can’t do this until his estate is settled. What should I do?
Unless you also signed for his Visa account, you have no personal responsibility to pay this bill. The debt is dealt with through the administration of his deceased estate. You should contact a lawyer dealing in wills and estates to discuss this issue. If the deceased estate is insolvent, namely that there will not be enough proceeds from the disposition of his property to pay all his creditors, the estate can be assigned into bankruptcy but a court order to do so will be required first. If there will be enough proceeds to eventually pay the Visa bill, it may be possible to pay it off before the estate administration is complete. Again, you should seek legal advice before doing so.

Do I Need Winter Tires on rainy Vancouver Island? Winter tire experts say yes. BCAA vice president Ken Cousin says Vancouver Island gets cold enough for icy road conditions which are better handled with snow tires. When temperatures approach zero, all-season tires GARRY ROGUSKI harden and lose traction. A winter tire has up to 25% better grip than an all-season tire. Canadian Tire has shown that cars driven at 60 km/h with winter tires on ice will have a stopping distance that’s 45 feet less than a car with all-season tires. Winter Tire Tips • Tires marked with a mountain and snowflake symbol meet traction performance requirements and are designed for snow • BC’s Motor Vehicle Act says a winter tire must have at least 3.5 mm of tread depth across the surface of the tire that makes contact with the road • Be sure to install a complete set of four winter tires to ensure control and stability of your vehicle in icy conditions. Mixing tires can be dangerous. • Check air pressure often to improve overall safety. When it gets colder, your tire pressure drops. • When setting your pressures with cold tires, set them to the vehicle manufacturers’ recommended pressures. • If you set your pressures in a warm garage or workshop, add 3 psi to the vehicle manufacturers’ recommended pressures. Happy motoring!

Yes! We have moved as we have been DR. KAREN L. FRASER outgrowing our cozy, little clinic. We have merged all of the Arbour Wellness Centre into a large medical practice to form a unique, ground-breaking, integrative medical clinic with an emphasis on teaching and integrative care. The clinic is called The North Nanaimo Medical Clinic beside the Target in the Nanaimo North Town Centre (formerly known as The Rutherford Mall). The access to the office is convenient, there is plenty of parking (including disability parking), increased clinic hours, and the medical doctors at this location may be taking new patients. We will still be providing all of the same services: naturopathic consults, colon hydrotherapy, Bowen therapy, acupuncture, laser treatments, food testing, massage, BodyTalk, lab tests, IVs and injectables plus our full professional dispensary. You can access us by phone or email.

I have an old electrical panel. Should I replace it? BEN MAZZEI If your electrical panel has the old style screw in fuses you should replace it. If you have a Square D XO style electrical panel it should also be replaced as it has been recalled by its manufacturer. If you have water or oxidation damage in your electrical panel it should be inspected and replaced if necessary. Normally, if your panel has circuit breakers and was installed by a licensed electrician or electrical contractor and is properly maintained, it will generally out live the other systems in your home.

Experts’ Advice
I want to add all three of my children on title to my property as joint tenants so it goes directly to them when I die. Is there anything I need TIAH M. WORKMAN to be concerned about before doing this?
There are a number of things to consider. Do you have an existing mortgage? If so, you will need to talk to your bank before you do anything. Do any of your children have any marital or financial problems? If so, their interest in your property could be attached by a spouse or creditor. I am assuming this is your principal residence but do any of them live there? If not, when the property is eventually sold, there are going to be potential capital gains issues for them. If you decide you want to sell the property, they must all agree to the sale as they will also be owners and will have to sign all of the paperwork. These are just some of the issues that should be addressed before adding anyone on title to your property. Sometimes the steps taken to avoid probate can cost more and cause more problems that you anticipate. Please ensure that you speak to a notary public or lawyer about your particular situation before proceeding with any title transfer.

What is hypnotherapy?
Hypnotherapy is the use of hypnosis as a therapeutic technique to connect with an individual’s subconscious mind, using the power of suggestion for beneficial change. A hypnotherapist uses hypnosis to RON E. THOMPSON give relevant, positive beneficial suggestions to help bring about the change they desire. Hypnotherapy is not the same as sleep (the individual will still have awareness and control), hypnotherapists often require the individual to be in a deeply relaxed state to enable them to use their imagination fully. Some people wonder if they can be hypnotized or not? Basically, if you can daydream or fall asleep at night you will find hypnosis to be just as easy. There are many issues that hypnotherapy is helpful towards creating beneficial changes. Things like relieving anxiety and stress, weight control, addictive behaviours (including smoking, alcohol and binge eating) and confidence issues. Hypnotherapy is also used to enhance performance in several areas such as sports and public speaking, thereby stimulating positive changes and restoring well-being to the mind and body. Hypnotherapy is effective, powerful and it works. It also has been known to work faster than many other types of therapy as it directly deals with the subconscious mind. When having granite countertops installed, does it really matter where the seams are located? Seams are inevitable in most cases, and where they are located is very important. They should be placed in a location that reduces their visibility, where there is enough cabinet support, and never in a sink cut out. While this is a popular location with most granite companies (as it reduces the amount of material used), Infinite Granite does not place a seam there because of the minimal cabinet support, as well as being a “high traffic area.” Instead, we add support to this area by embedding steel into the underside of the granite in these narrow spans.

If I get new dentures is there a way to make them stronger?
Can hearing loss affect my relationships?
Fairly new on the market is a strong bio- TED CARSON compatible, comfortable fibre reinforcement system that can be integrated into the acrylic base of your new dentures. It’s strength enables the denture to be made thinner and thus lighter and more comfortable. It is ideal for a complete denture that opposes natural teeth, as the natural teeth are embedded in the gum and put a lot of pressure on the denture. It also works well for dentures over implants as they can be subject to stress where they are attached to the implants. A fibre reinforced denture is less likely to break, but if it does, you will not be embarrassed as the fibres will hold together until you can get it repaired or replaced. For answers to any questions you may have regarding your denture needs, contact Carson Denture Clinic to book a free consultation.
It has been proven that hearing loss can negatively affects your relationships. A JON WATERHOUSE, BA British study of 1500 hearing impaired people 55 years and older showed evidence that hearing loss is likely to cause marital strain. Almost half said that their relationships with their partner, family and friends suffered because they could not hear properly. A third had lost touch with friends and in some cases marriages had fallen apart due to consistent communication breakdowns. Arrange to have a hearing test. Get the facts about hearing aids and various pricing levels directly from the qualified reputable hearing health provider in your community. Ask about payment plans, instrument warranties and follow up care before believing that a remedy for your hearing loss is not available or affordable.

It could be a few things. If your mattress has a memory foam top that could be it as memory foam can be very warm. Make sure you’re using a good quality mattress pad. My personal preference is a nice quilted cotton one, wool can be nice too. Last but not least are sheets. Find sheets with a thread count under 600. While sheets with a high thread count feel great they typically don’t breathe well. Too hot is usually an air flow issue. 1707 Bowen Rd., Nanaimo

real estate real estate Comparative Market Analysis
If it’s done correctly, a Comparative Market Analysis (CMA) or The Free Home Evaluation TIM WAIT can be the next best thing to an appraisal in approximating the value of a property. The purpose of the CMA is to analyze data from properties similar to the subject property that has sold recently in order to project the realistic price at which the subject property would sell. I’m not an appraiser, but what I’ve always done is make upward and downward adjustments to the projected value of the subject property based on features and characteristics of the comparables I use. Some are based on “gut” feelings while other adjustments come about through rules of thumb I have developed from experience. Putting a value on real estate is an inexact science at best, and this methodology has worked pretty well for me over the years. I use a completely different method for projecting the value of land and property with residential development potential. How can you tell if the CMA you’ve been given is worth more than the piece of paper it’s written on? Call me at 713-1223 or email tim@timwait.com and I will let you know.

December 23, 1936 – January 30, 2014
JEFFS, John Edward (Ted) May 20, 1925 ~ February 11, 2014 It is with great sadness that we announce the passing of Ted Jeffs, loving husband, father, grandfather, uncle, brother, brother-in-law, friend and mentor who was adored by everyone who knew him. Ted was born in Vancouver in 1925 and moved to Nanaimo (at age 14) in 1939. In his 75 years as a Nanaimo resident Ted strived to serve his community and accomplished much. In 1942, he and his brothers opened the White Owl Restaurant in the Eagle Building in downtown Nanaimo where he met Ella Constable whom he married in 1950. Ted was recognized as a Fourth Degree member of the Knights of Columbus and was also Past President of St. Peter’s Roman Catholic Church. A 30 year member of Rotary North and Toastmaster extraordinaire, he had a great time as a member of the Nanaimo Tidesmen Barbershop Choir. Ted will always be remembered as the “Candy Apple Man. He and Ella made approximately 300 candied apples each Halloween; a 50 year tradition. Ted owned and operated the Nanaimo “Minute Men Moving and Storage Co. from 1948 – 2006. During this time, he also served on the Board of Directors with United Van Lines. Ted is predeceased by his parents, Arthur and Mary Ellen Jeffs; his siblings: Richard, Eleanor, James, Robert, Frank and Ronald. He is survived by his brother, George (Evelyn); and sisters-in-law, Marge and Shirley. Ted leaves behind the love of his life, Ella, whom he was married to for 63 years; his children: Ken, Cheryl (Ken), Marie (Adam), Gail (Don), Michelle, Mark (Julie), and Christopher (Joanne); his grandchildren: Jordan, Brittany, Nicholas, Anton, Thomas, Brett, Dane, Kent, and Kenadee; his greatgrandchildren: Zakary, Teddy, Brittania, and Mariah; as well as many nephews, nieces and dear friends. Ted taught his family the true meaning of love and giving and has instilled great family values which were most evident at his favourite time of year, Christmas. He left us with a twinkle in his eyes, knowing God was waiting for him with open arms. Thank you to all the 5th floor staff at N.R.G.H. who were absolutely wonderful. A celebration of this amazing man’s life was held on Saturday, February 15, 2014 at 2 pm at Trinity Catholic Church. “In the end, a man’s greatest wealth is his family and friends.
It is with great sadness that we announce the passing of our beloved Ernie. After a lengthy battle of health issues he passed away peacefully, on January 30th, in the arms of his loving wife of 47 years, Gail. In 1953, at age 17, Ernie and his family moved from Germany to Dawson Creek, BC. While training for the manager position at the Coop, he had an accident which caused the loss of his right arm. Ernie was a very strong individual and never let that detour him. It sent him onto the next chapter of his life, which led him to Nanaimo in 1965. It is there where he met Gail. They were married five months later and enjoyed the storybook romance we all hope for. After retirement Ernie and his wife Gail decided to put their endeavors into helping others and did so through Royal Canadian Legion Branch 10. Ernie's main interest in life was his family, who he loved very much. He enjoyed many activities throughout his life including skiing, soccer, chess, badminton, pool, darts, model trains and woodworking. Ernie will be greatly missed by his daughter, Melissa (Garry); step-daughter, Peggy MacPhail (Bob); sister-in-law, Jane Anderson (Joe); sisters: Annelli (Gary), Margot, Sonja (Wayne); brothers, Waldi (Lois) and Robert (Jenny) Heckel; granddaughters: Trish Kuziek, Siobhan and Caitlin MacPhail; grandsons, Brady MacPhail and Tanner Phillips; greatgranddaughter, Payton MacPhail; greatgrandsons, Jordan Kuziek and Soren Korhonen; as well as numerous nieces and nephews. Thank you to the many family members and friends for showing their love and support through this difficult time. A Celebration of Life will be held at the Royal Canadian Legion Branch 10 (Harewood) on February 26th, 2014 at 1pm. In lieu of flowers, please make a donation to the Kidney Foundation Of Canada.

Junior B hockey playoffs face off Inbrief

BUCCANEERS PLAY Campbell River Storm.
BCHL reveals playoff format The B.C. Hockey League announced its playoff format just in the nick of time. The league clarified the playoff picture Wednesday, deciding that after divisional champions are crowned, the three remaining teams will play a roundrobin tournament. The first and second rounds of the BCHL playoffs will be best-ofseven series. Then comes the sixgame round robin to eliminate one division champ. The two teams left will play a best-ofseven series for the Fred Page Cup. The BCHL playoffs begin March 4.
BY GREG SAKAKI THE NEWS BULLETIN
The 2013-14 Vancouver Island Junior Hockey League regular season was sort of a tale of two seasons for the Nanaimo Buccaneers. The Bucs were unbeatable in the fall, dominant in their division. Come the winter, they hit a slide from which they never fully recovered. So it suits them just fine that the regular season is done with, and playoffs are here. The Bucs face the Campbell River Storm in the first round, starting Wednesday (Feb. 19) up Island. “That’s what everybody’s been looking forward to for the whole year, is playoffs, and it’s exciting…” said Will McNamara, Buccaneers forward. “Everybody’s prepared and focused and gets pumped up so everybody steps their game up because they don’t want the season to end.” The Bucs had a chance, over the final few games of the regular season, to determine their playoff opponent, but weren’t able to come up with enough wins to avoid the tough Storm. Campbell River won the season series with five wins compared to four for Nanaimo and one tie, but the Storm

took the last three decisions. “We’ve got a tough battle ahead of us, but we’re a good team and we know that if we play our game
that we can beat them,” McNamara said. Glen Smith, general manager and an assistant coach of the Bucs, said recent losses to the Storm might have gotten in his team’s head. “It’s our job as a coaching staff to try to help them get through that and realize that we have beaten these teams and we can beat them,” Smith said. “It’s just a matter of believing and working hard and winning every individual battle. If we win all the little battles, we win the game.” He said the Bucs have
shown some improvement in recent weeks since bringing in some new players including for ward Garrett Brandsma and goaltender Jackson Jane in the new year. “You always want to see things happen quicker than what they do,” Smith said. Still, he said he’s seen many times coaching hockey, a team raise its game to playoff intensity. “You can peak at any time and we’re hoping that’s real soon here,” he said. sports@nanaimobulletin.com
Quickfacts NANAIMO BUCCANEERS play the Campbell River Storm in the first round of the Vancouver Island Junior Hockey League playoffs. HOME GAMES alternate, starting Wednesday (Feb. 19) up Island. BUCS HOST Game 2 Thursday at 7:15 p.m. at the Nanaimo Ice Centre. Game 3 is Friday on the road; Game 4 is Sunday at 2:15 p.m. at the NIC.
Clippers stop three-game slide with weekend road win The Nanaimo Clippers returned to their winning ways this past weekend. On Friday the Clippers took on the Chilliwack Chiefs in the Fraser Valley, where they won 8-2. They then travelled to Prince George to take on Spruce Kings on Sunday, where they won 2-1. Head coach Mike Vandekamp was pleased with the Clippers performance this weekend. “The games were good. We played really well on
Friday and last night’s game was really good,” Vandekamp said The Clippers win against the Chiefs on Friday was their first for the month of February and put an end to a three-game losing streak. “It was good to get out on the road and it was a good time of year to do that, right before the playoffs,” Vandekamp said. Clippers for ward Anthony Sabitsky had a hat-trick, while defense-
man Scott Prier picked up three assists in the win. “We played Cowichan on Wednesday and we couldn’t find a way to score goals and then all the sudden by Friday we scored eight of them,” Vanderkamp said about the win. “It was kind of nice to get back on track.” Sunday’s win against the Spruce Kings saw Clippers goaltender Jason Argue make 42 saves on 43 shots in a game filled with penalities. The Spruce Kings
opened the scoring early on in the third period with a powerplay goal by Brent Lashuk. The Clippers answered right back when Sheldon Rempal scored two minutes later on the powerplay. Clippers forward Brendan Taylor added the go ahead goal late in the game. Argue was named first star. With only three games remaining until the playoffs coach Vandekamp is focused on making sure
the Clippers stay healthy. “We have three games left between now and the playoffs,” he said. “We just need to keep working on our game and remain as healthy as possible.” GAME ON … The Clippers have two games this coming weekend, visiting the Island Savings Centre to take on the Cowichan Valley Capitals on Friday (Feb. 21) and then hosting the Surrey Eagles on Saturday at 7 p.m. at Frank Crane Arena.
Nanaimo teens win bowl game Two Nanaimo football players competed, and won, on the international stage. Carson Vos of the John Barsby Bulldogs and Cory Fletcher from Football Nanaimo played for Team B.C. this month at the International Bowl in Arlington, Texas, helping B.C. to a 10-7 win over Team U.S.A. Fletcher had a forced fumble in the first half.
VIU basketball finishing up VIU’s men’s basketball team picked up a win against the Langara Falcons on Friday. VIU’s Brandon Jones had 36 points in the win. VUI’s women’s basketball team beat the Douglas Royals on Saturday. Shayna Worthington had 26 points in the win. VIU’s men’s and women’s basketball teams have one more PacWest game each this season, as they travel to play the Camosun Chargers on Friday (Feb. 21). Game on for Nanaimo teens I SEVENTEEN LOCAL athletes qualify for B.C. winter Games. BY GREG SAKAKI The News BulleTiN
To win gold at the B.C. Winter Games, it’s going to take a team effort. Nanaimo hockey player Payton Bray, 14, can go back to playing a team game now as she will try to help the Vancouver Island zone squad to gold. She’s the only local hockey player who will be participating in the Games in Mission this week (Feb. 20-23), and she got there by showcasing her individual skill at tryouts. “You have to think more about yourself … than worrying about making the right passes,” she said. “You have to see, ‘Can I beat this person one-on-one?’ and if you can, then do it.” The forward generally plays a positionally sound brand of hockey, but brought a little extra to tryouts because she really wanted to make the B.C. Games. “It was a huge goal,” she said. Now that Bray earned her spot, she’ll try to do the best she can with her Island teammates. She knows some of them from spring hockey, which will help considering that the team will only have two practices before playing games that count. Bray thinks it’s a good mix of skilled players, many of whom have experience in this sort of high-calibre tournament, so a medal is a definite possibility. “That would be really good.

Runners set records at Cedar 12K The conditions were perfect for a fast race at the Cedar 12K. Two age-group course records and plenty of personalbest times highlighted the Frontrunners Island Race Series event Feb. 9 in Cedar. “The conditions for the Cedar 12K road race were nothing short of ideal – cool and very little wind, and a sun that even peeked at us for brief moments,” said John Durkin, race director, in a press release. Logan Roots of the Prairie Inn Harriers won the race in 40 minutes, 33 seconds, with another Victoria competitor, Claire Morgan, winning the women’s race in 44:44. Cheryl Davies
