Mixed use development eyed for city waterfront Kristen Douglas

The morning after

Police described Sunday night’s weather conditions as “horrible” with snow, wind, rain and freezing temperatures. Weather is believed to be a factor in two separate accidents that occurred five minutes apart on the Island Highway, just south of Stories Beach. A 32-year-old Campbell River woman was driving the white pickup that was heavily damaged after it went off the east side of the road and rolled into a wooded area. Then (pictured left), across the road, this Toyota car, driven by a 41-year-old Royston man, went into the west ditch. Both drivers escaped uninjured, according to Campbell River RCMP. The city owns a prime piece of real estate waterfront property that if developed could fetch higher than average prices. That’s according to a consultant’s report, commissioned by the city, that looked at options for a 9.5 acre property between the ferry terminal and Discovery Harbour shopping centre. The area studied by the consultants includes three parcels of land – one owned by the city and two by a private landowner. The consultants found that the property would best be suited for mixed use. “Based on its review, Coriolis Consulting suggested that concepts for the subject site focus on multifamily residential, retail and service, or a mix of each,” according to the consultant’s report. “Given the size of the site and its overall development potential, there is clearly a market opportunity for a mix of uses at the site.” The consultants suggest a multifamily building of five storeys or less, enhanced by surrounding mixed-use buildings with retail services that offer good exposure, convenient parking, and easy vehicle access. The consultants compared their vision for the waterfront property to the multi-family, retail development mix seen in Vancouver’s Coal Harbour and False Creek, Steveston, Richmond and Malmo, Sweden – the site of this year’s World Junior Hockey

Strathcona Regional District directors are expressing their frustration with the province over BC Ferries service cuts and have vowed to write the premier. Directors were particularly upset over the B.C. government’s handling of a series of public consultations with communities that stand to be affected by the elimination of certain ferry sailings. Noba Anderson, director for Cortes Island (Area B), said it was disheartening to rally her constituents to voice their concern only to have it ignored. “It is increasingly frustrating to engage my constituents and myself when it’s a waste of time,” Anderson said at the Feb. 12 board meeting. “Is there anything that’s different based on the consultation input?” Jim Abram, director for Area C, which includes Quadra Island, said the province didn’t take anything that was said by Quadra Islanders at a public meeting, organized by the government, Dec. 9 on Quadra to heart. “No, the consultation input had no impact whatsoever on what was announced, input was not taken,” Abram said. The B.C. Liberals announced Feb. 5 that

it will proceed with planned sailing cuts to save $18.9 million on the minor routes. The plan is to cut the last sailing leaving both sides of the Campbell River-Quadra Island run each night which many Quadra Islanders say will affect their ability to participate in extracurriculars, attend movies, play sports, or eat out at restaurants in Campbell River because they may not be able to make it home before the last ferry sails. Transportation Minister Todd Stone said the government is directing BC Ferries to meet with stakeholders in affected communities to select sailing cuts based on input received during the public sessions. He said that could mean that on some routes mid-day sailings could be eliminated instead of early morning or late evening runs. But Abram said that suggestion had already been tossed around prior to the community consultations and didn’t come out of the public input. Brenda Leigh, director for Area D, also expressed her frustration with the government and suggested the regional district write to Premier Christy Clark expressing its disappointment that the public consultations did not result in any sub-

stantial consideration of the social and economic impacts the cuts will have on affected communities. “Why should the public participate in these dog and pony shows when they don’t even pay any attention,” Leigh said. The board, however, elected to hold off on Leigh’s suggestion until an economic study, commissioned by the Union of BC Municipalities (UBCM) and Association of Vancouver Island Coastal Communities (AVICC), on the impact of service cuts, is complete and submitted to the province. The regional board did, however, vote in favour of writing a letter to Premier Clark showing its support for a UBCM resolution that asks the government of B.C. to reject any “recommendations, and abandon any plans, to increase ferry fares and/or reduce core ferry service levels”. The motion also resolves that UBCM will continue to lobby the province to implement legislation that recognizes the coastal ferry services as essential extensions to the provincial public highway system. Abram said regional districts across the province are passing the resolution and writing to Premier Clark to show their support for the motion.

More drug-related cash and property up for forfeiture

B.C.’s busy Civil Forfeiture Office wants to seize more cash, cell phones and a car nabbed by Campbell River Mounties during drug investigations. The office never sends out news releases about impending seizures, just random legal notices in local papers. In the Feb. 12 edition of MidWeek, the office posted two notices. The first involved a drug investigation that occurred March 23-24, 2013, in the 80 block of Jones Rd. Items seized, now up for forfeiture, include $5,882.89 in cash, two iPhones and two Nokia phones. The other notice involved a Dec. 11, 2013, drug investigation in the 1600 block of Croation Rd. Items up for forfeiture include a 1997 Mercury Mystique, $805 in cash and a LG cell phone.

THEY SAID IT: “While the intention of the civil forfeiture program as a tool in the fight against organized crime is positive, there have been a number of recent criticisms about the application of the law”

– Kathy Corrigan, NDP public safety critic

After the notices were published, the property owners had 60 days to dispute the forfeiture. The B.C. forfeiture law has been in effect since 2006, but was seldom used in Campbell River until recently. Last year, the office announced its intention to seize a 2003 Infiniti QX4 along with $11,690 in cash as a result of two drug investigations carried out Oct. 23, 2013, in the 1800 block of Nunns Rd. and in the 700 block South Island Hwy. In 2010, the law was used to seize a notorious crack house in Campbellton on 19th

Avenue. The property was later sold and the old house demolished. In the last two years, the B.C. office has ramped up its operations, moving to seize millions of dol-

The provincial office even states on its website, “proceedings are not commenced in court, they are an administrative process.” Seized items then go up for bid at www.bcauction.ca The B.C. Civil Liberties Association and the NDP are taking issue with the legislation, particularly in questionable seizures

that don’t result in any charges, but are still subject to the Civil Forfeiture Act. “Even the Ombudsperson has raised the issue and it is our hope that she will investigate further,” said MLA Kathy Corrigan, the NDP’s public safety critic. “While the intention of the civil forfeiture program as a tool in the fight against organized crime is positive, there have been a number of recent criticisms about the application of the law.”

Pole restoration gets support Kristen Douglas

CAMPBELL RIVER MIRROR

The Strathcona Regional District will chip in to help the Nuyumbalees Cultural Centre on Quadra Island restore a trio of First Nations treasures. More than half a year ago, in July, Jodi Simkin, executive director of the cultural centre in Cape Mudge, stood before the regional district board

and asked for some financial help to restore three traditional Cook Welcome Poles. But the request was left up in the air until November when Simkin wrote the regional district asking for $5,000 to support the $51,000 project. The b oard didn’t receive the request until its Jan. 8 meeting but after regional district staff confirmed that the request was still current,

the board decided to help out. At its meeting Feb. 12, directors voted to provide the Nuyumbalees Cultural Centre with $1,000 from the Area B (Cortes Island) budget and $3,000 from the Area C (Quadra Island) budget to go towards resurrecting the welcome poles. The three poles are currently being stored in the museum and will be recarved and re-sculpted

by Brad Assu. The Cook Welcome Poles were commissioned in the mid-1970s to commemorate the Walkus Poles, a set of three poles given to John Dick of the Wei Wai Kai by Chief Numus Walkus of River’s Inlet as part of a dowry for his niece. The Walkus Poles sat on the beach until the 1950s when they were taken down in order to be preserved and given to the Museum at Camp-

bell River. One of those three poles, however, was destroyed during the restoration process. The Cook Poles, made in honour of the Walkus Poles, make up part of the Nuyumbalees Cultural Centre’s collection and once they are recommissioned, they will be resurrected outside the front doors of the cultural centre to welcome visitors.

Compost Education Centre saved www.CampbellRivermirror.com www.CampbellRiverMirror.com

Area D director serves as white knight to the rescue Kristen Douglas Campbell RiveR miRRoR

Campbell River’s Compost Education Centre, expected to be closed indefinitely, has been given new life. In a last ditch effort, at last Thursday’s Comox Strathcona Waste Management meeting, the board voted to keep the Compost Education Centre open. The deal was contingent on Area D Director Brenda Leigh allocating $20,000 from her Area D budget for a compost centre in Maple Park towards the operating expenses for the Campbell River compost centre. Leigh, who has been a strong supporter of the Compost Education Centre, said there was no question in her mind that it was something she had to do. “Sometimes the decisions we have in front of us in local government are difficult, but, in this instance, I feel strongly that I did what was required,” Leigh said. “This was absolutely the right thing to do. Had I not made this offer, I believe that our region would have lost a very successful and wellestablished program that is highly valued by hundreds of citizens.” Leigh said her decision

will not impact the viability of Area D’s Maple Community Gardens project, which is planned to go ahead this spring. Leigh’s $20,000 offer will cover a portion of the $42,700 total cost to operate the Compost Education Centre. The remainder will be made up through re-allocations in the solid waste service’s operating budget. Comox Valley Regional District staff, which provides direction to the solid waste board, had recommended last fall that the board close both compost education centres in the Comox Valley and Campbell River to save $137,227 in 2014. While the Comox Valley centre is still set to close, Campbell River councillors and some Strathcona Regional District directors fought to keep the Campbell River centre open. At a solid waste meeting in November, Leigh made a motion to retain the Campbell River Compost Education Centre, but it was voted down. “Unfortunately, Comox Valley directors’ support for the waste reduction centre in Campbell River was not strong and the Comox Valley has much more voting strength on financial matters than the Strath-

Brenda Leigh contributed $20,000 of Area D funds to compost centre.

cona contingent on our board (which is made up of both Strathcona and Comox Valley regional district directors),” Leigh said. “Although the net cost was determined to be only $42,700, which would not even add more than a penny to overall taxes, the board had voted down my motions twice in the months preceding the February 13 board. I sensed that something needed to be put on the table to show commitment to the waste reduction education that would make the proposal acceptable to the majority of the solid waste board.” It worked, and the majority of the board voted in favour of continuing operations at the Compost Education Centre, which Leigh said is important to the region. Last year alone, 5,367 people visited the centre on Dogwood Street while in 2012, 5,447 stopped by. According to user studies, 30 field trips

are booked annually to the Compost Education Centre and the site has also been used to co-host or partner on events and initiatives with the city of Campbell River such as Communities in Bloom, water efficient landscaping, and composter rebate programs. The centre also complements the region’s solid waste plan, which was adopted by the waste management board in 2013 and aims to reduce the amount of waste going into the landfills by promoting diversion, waste reduction and education programs. Leigh said the programs run out of the Compost Education Centre are valuable to the entire region and without them “education about illegal dumping, composting, water conservation, how to reduce the use of pesticides, (and) how to reduce waste at source would have been severely and negatively impacted.” While the waste management board has approved keeping the Compost Education Centre open, the solid

Domestic violence cases fuelled by booze www.CampbellRivermirror.com www.CampbellRiverMirror.com

Paul Rudan Campbell RiveR miRRoR

Andrew Paul Jr. probably didn’t expect to wind up in the prisoner’s box after calling police to report an alleged assault by his former girlfriend. But there he was on Monday afternoon, in Campbell River provincial court, sporting a purple shiner under his left eye. The 36-year-old father of six sat quietly, with his shoulders slumped, as he faced yet another charge of breaching a court order. “The reason he’s here… is it starts with him calling police to say he’s been assaulted by Emily Francis,” said defence lawyer Doug Marion, who added that his client also suffered a broken nose within the last two months. The Paul matter was one of two cases heard that afternoon by Judge Thomas Dohm involving ongoing alcoholism and domestic violence. The cases are “virtually identical” said Crown prosecutor Bruce God-

dard as he asked for measures to protect the alleged victims. “The only way to keep Ms. Francis safe is to keep Mr. Paul in custody,” said Goddard, who asked the judge to cancel Paul’s bail. But Francis, 29, has her own violent history and is well-known to police. In July 2010, she was arrested after allegedly hitting her mother, Margaret Flanders, in the head with a vase. Investigators could actually see the imprint of the vase on Flanders’ head. Police found Francis heavily intoxicated and arrested her for assault at which time she began yelling obscenities and calling the officers racists. Later that month, she was arrested again for being under the influence of alcohol and allegedly stealing a six-pack of beer from a man. When she appeared in court for the second set of offences, it was Judge Dohm who canceled Francis’ bail and ordered her detained. Francis wasn’t in court

on Monday when Paul appeared in the prisoner’s box before Judge Dohm. Paul was originally charged with assault causing bodily harm and criminal harassment stemming from a Nov. 8, 2013, incident at the residence he apparently shared with Francis. According to Goddard, the two were drinking and arguing when Paul allegedly began hitting and choking Francis. She fled the home, went to a friend’s and reported the incident to police the next day. Paul was arrested a few days later, released on bail, but was arrested again Nov. 21, after police received an abandoned 911 call. When there was no response at the residence, neighbours reported seeing a couple go inside, so police went in and found Paul and Francis together in bed. He was arrested again for breaching court orders and released again after another bail order was granted. But on Saturday night,

police were called again after another incident involving the two. This time it is alleged that Paul assaulted Francis at Flanders’ home. However, Paul claims he was assaulted by Francis and then went

to a relative’s home to call police. When police arrived, they found Paul outside his residence and under the influence of alcohol, so he was arrested again for breaching his bail conditions.

Both Flanders and Francis were less than co-operative with police. Fancis was not arrested for assault, nor was she charged by the Crown. Marion said his client has a defence in the case and asked for his release

again on the same bail conditions. However, Judge Dohm upped the conditions, asking for a $1,000 cash deposit and the condition that Paul abstain from alcohol. Paul is due back in court on Monday.

We’re teaming up to make a difference.

Our View

Testament to incompetence What a crushing disappointment the city-owned property at the Discovery Harbour Marina has become. Of all the botched-up jobs the city has been accused of, this is one issue where criticism is warranted. How is it possible that a showcase property that was to become a We say: City “glittering jewel of the waterfront” – property was or whatever superlative you want to ascribe to it – that was to benefit the destined for whole community looks now like it’s greater things going to become another condo-retail mixed development to be sold to or rented by...who? Can Campbell River handle more retail space? Are we

supporting our existing businesses enough yet? But that’s another issue. The point here is this property was initially slated to become a community centre declaring to the world that Campbell River is a waterfront community proud of its historic connection to the ocean and capable of reaching great heights. Ha! That initial community centre was defeated in a rancorous referendum process focussed on climbing municipal debt. Subsequent attempts to build alternative concepts on the property were fought tooth and nail by one faction or another; who can forget the city council meeting stormed by anti-casino forces?

There was even talk of a new arena. Of course, all this came in better economic times but that just attests to the missed opportunity. Through it all, council after council buckled under the pressure or failed to show leadership of any kind. And this waterfront property sat idle and was whittled away until we have the useless sand lot standing as a testament to incompetence not just of our elected leaders but also of the citizenry who couldn’t come together and compromise on something that could benefit us all and to stand as a proud symbol of this community. Now, it sits as a symbol, all right, but not one that reflects a positive light on us at all. A mixed residential/retail space? Not good enough!

NDP don’t have a plan

It’s a puzzling thing to see the Trevena and the NDP attacking Tuesday’s throne speech when they have no plan, policies or positive vision to offer as an alternative. Saying they’d spend more on each issue is not a solution. Premier Christy Clark is doing what we elected her to do: work on building a strong economy and keep government spending controlled and focused on what really matters. The NDP was rejected by B.C. voters for a reason. They just haven’t woken up to it yet. While the BC Liberals are working on getting to yes for job-creating resource projects, the NDP always seems more comfortable saying no. That just doesn’t cut it as we try to move B.C. forward and create well-paying jobs in our communities. It’s pretty clear the NDP don’t have a plan to move B.C. in the right direction; actually delaying progress to shape their own political story-lines. It would sure be nice if they’d do something constructive and support the key elements of the B.C. Liberal plan for a strong economy: natural resource development, skills training, keeping taxes low and reducing red tape. All of B.C., including the North Island would benefit from their MLA’s working at growing economy, and helping get to yes, rather than sticking to partisan tactics, despite being three years out of an election. One school tackles nature-deficit disorder

Alistair Taylor

Out On A Limb @AlstrT

editor@campbellrivermirror.com

I was glad to see Ecole des Deux Mondes doing something about Nature Deficit Disorder. If you’re not familiar with that term, it was coined by author Richard Louv who wrote Last Child in the Woods: Saving our Children from Nature-Deficit Disorder. Louv’s premise is that children are suffering from a lack of nature in their lives. There are a lot of articles and literature out there promoting the idea that our kids are spending too much time indoors on sedentary activities. There’s a whole movement going on encouraging educators and parents to take their kids outdoors because it’s pure and simply good for them. It’s nice to see a school community like

EDM buying into the concept and putting it into practice. Who else has more time with kids and more opportunity to teach them than a school? EDM, if you missed it from last week’s paper, is making use of the forested area around the school to get the kids to go outside a couple of times a week. In September, they plan to have the kids outside for an hour a day. Bravo! I got back involved as a Scout leader because of this concept. Outside of school and parents, what other organizations exist that can connect children with the outdoors better than Scouting? I’ve written about this before and talked about my own youth on Haida Gwaii where I had unrestricted access to

verdant rain forest where my friends and I would escape to play for hours on end. We just had to be back in in time for dinner. As if we’d ever miss that! vvv Took in a great show at the Tidemark Theatre last Thursday: Blackie and the Rodeo Kings. It was fantastic. This roots-oriented alt.-country/folk/ blues super group consists of three front men well known individually in Canadian roots music circles: Colin Linden, Stephen Fearing and Tom Wilson. In 1996, they got together for a one-time thing to honour folk songwriter Willie P. Bennett but it felt so good they kept coming back to it. Nearly 20 years and five albums later,

they’ve honed a hard-drinkin’ roadweary sound and image that is loose catchy. All three are accomplished songwriters. Wilson comes across as the crude, roadhardened music veteran, Fearing is the sensitive songwriter and Linden is the virtuosic blues guitarist (and is the band’s producer). “I’ve never been to Campbell River before,” Wilson said, “but they tell me I have, so...it’s good to be back!” The band was tight as they concluded the Canadian leg of their current tour. Next it’s off to the U.S. for this band of proud Canadians, including a performance at the Grand Ol’ Opry which they had just received confirmation of that day in Campbell River.

Anti-GE movement hits Campbell River

T

here’s a reason why genetically engineered seeds (GE, also known as GMO) are banned from all countries in Europe. There’s a reason why our local Agriculture Support Group will be asking city council to pass a resolution declaring Campbell River a GE Free Zone. There are worldwide concerns around GE foods. Food safety and human health are the primary issues. Other concerns include the impact on local and regional ecosystems and contamination of other crops that are non-GE. Ten years ago Powell River residents asked and received support from their town council to become a GE Free zone. The resistance to engineered crops has steadily increased since then. To date 12 more municipalities have passed individual resolutions declaring themselves a GE Free zone including North Vancouver, Salt Spring Island, Denman Island, Nelson, Kaslo, New Denver, Rossland, Richmond, Metchosin, EcoVillage (Cowichan) and

Oyster River Enhancement Society ANNUAL GENERAL MEETING

2x4 Oyster River Tuesday, March 18th, 11:00am at the Hatchery Enhabncement At this time there will be an election

of the Executive Officers - President, Vice-President, 2nd. Vice-President (new position), Secretary, and Treasurer for 2014/15. Members wishing to nominate other members for any of these positions should receive permission from the nominee and if given, then forward his/her name to Chief Electoral Officer Jim Loring. Nominations from the floor at the meeting will also be accepted. Jim Loring can be reached by email at jsloring@telus.net or phone 250-890-0582.

The GE resolution will be brought forward at 630 p.m., March 4 city council meeting. I would recommend two important sources of information on GE crops. The first is GMO Myths and Truths, a report on 600 scientific studies carried out by three geneticists and published in 2012. The second is a talk given by a retired Comox Valley scientist, Dr. Thierry Vrain, who formerly worked as a federal spokesperson for GE crops but, after analysis of recent studies, became seriously concerned about our health and the environmental impact. Please search the Web and there will be found many reports by Dr. Vrain. We are expecting that Croplife will send a representative to this council meeting. That has been standard procedure wherever a community is asking support for a GE Free zone. I encourage readers of this column to attend. It should be a very interesting evening.

Campbell River Bald Eagle Fest celebrates ‘The Next Generation’

Bald Eagles are part of the fabric of the natural landscape on Vancouver Island. Mountainaire Avian Rescue Society (MARS) has, therefore, put together a public celebration of these amazing creatures at the Campbell River Bald Eagle Festival (EagleFest) on Saturday, Feb. 22 at the Maritime Heritage Centre near Discovery Pier off Highway 19A. The event is sponsored by BC HYDRO, PhotoTech foto source and 97.3 FM the Eagle Radio. Each year hundreds of bald eagles come to our shores to feast on the spawning herring that arrive in our coastal waters by the millions in late February and early March. Many of these birds have spent time here waiting since the late fall salmon spawn, and this is your opportunity to learn more about them, to celebrate them as prepare to begin raising their young.

Viktor Davare won last year’s Bald Eagle Festival photo contest with this stunning shot. The contest is on again this year.

This year’s Theme, The Next Generation, has many different connotations. BC Hydro has sponsored this event for nine years and presently they are building a new generating station in Campbell River. This has brought more jobs and stability into the community. The next generation also refers to the youth who will be stepping up to take over our earth and we

hope to show what they are doing to protect our wildlife and wild spaces. It is also about the cycle of life with new generations of wildlife, the next generation. The event will feature Wendy Kotilla and her Youth and Ecological Restoration program which is celebrating 10 years of bringing youth closer to our earth, showing what they are doing. Her topic is

BC Ferries’ Sailing Schedule Refinement Options 3x8Survey — Public

BC Ferry Service

After conducting engagement sessions in the communities that would be affected by proposed sailing reductions across the coastal ferry service network, the provincial government has recently confirmed a plan to reduce sailings across a number of routes serviced by BC Ferries. BC Ferries will now implement these service adjustments to ensure new route schedules are in effect by April 28, 2014. BC Ferries is seeking public opinion regarding schedule options for all of the affected routes. Anyone interested in recommending a preference for one of the schedule options available for each route they utilize may do so through an online survey that will be made available from February 12 - 21, 2014. To participate in the survey, please visit bcferries.com and look for the section titled “New Schedule Options”.

“Transforming youth from Learners to Leaders” in the Thulin Room in afternoon. Also Sarah Rebitt will talk about her Huband School “I CAN” project “Don’t fall out of the Nest”. She and two others wrote a book to sell and gave the proceeds to help MARS wildlife rescue. Other Guest Speakers in the morning include Dr. Victoria Bowes,

avian pathologist, with BC Min. of Agriculture, who will present “The Overwintering Snowy Owl Mortality Investigation” and Trudy Chatwin a Species –atRisk biologist in the West Coast Region talks about “On the Edge : Monitoring and Protecting Pacific Great Blue Herons on Vancouver Island”. EagleFest highlights include: n Photo contest with great prizes, sponsored by Photo Tech Foto Source n See live eagles, hawks, and owls up close with educators from The Raptors and MARS n Photo ops with MARS’ ambassador birds of prey and The Raptors. n Children’s activities, including face painting by Connie Schaad, crafts and hands-on exhibits n Displays by City of Campbell River, Wildlife Tree Stewardship

program dedicated to wildlife and ecological conservation n Refreshments by Gourmet Girls and MARS merchandise for sale, Including Done Creative T-shirts n MARS has a NEW Bald Eagle Festival mascot who will be on hand to welcome visitors – help to name the mascot by submitting your choice n Incredible wildlife

taxidermy displays by Steve Howard and Gerry Powers, Owls of BC. n Drum-making demonstration and door prizes EagleFest is open to the public from 10 a.m. to 4 p.m. on Saturday, Feb. 23 at the Campbell River Maritime Heritage Centre. Admission is $5 per person or $10 for a family. MARS members get in free. More info at www.wingtips.org.

Photo contest deadline today In addition to educational speakers and opportunities to meet live wildlife up close and personal at the Bald Eagle Festival, Photo Tech fotosource will be sponsoring the ever-popular EagleFest Photo Contest. Enter your best photos of birds and other Vancouver Island wildlife for a chance to win some exciting prizes, show off your photography skills and support MARS with the work of rescuing and rehabilitating wildlife. There will be two age categories: Youth – 13 and under $5 per photo; Adult – 14 and over - $10 per photo. The deadline for submissions is today (Feb. 19) at 5 p.m. To enter the contest, submit your photos on an image file on a memory stick or CD to Photo Tech Foto Source at #110 1260 Shoppers Row in Campbell River. CITY HOSTING MORE PUBLIC EVENTS FOR THE ZONING BYLAW UPDATE The Zoning Bylaw rewrite process is off to a great start after four successful Open House events in January. Public input is still needed to help identify the current issues across the City and more Public Open House events are being held. Everyone who lives within the City is encouraged to come out to the informal Open House events. The Zoning Bylaw can change the type of permitted uses on specific properties or set general regulations, all of which may influence property values and neighbourhood characteristics. Bring your concerns, issues and suggestions about what you think we need to know as we proceed in writing the FIRST DRAFT. Wednesday February 19, 2014 at the Campbell River Community Centre from 1-3 pm and 7-9pm Wednesday, February 26, 2014 at the North Island College, Rm C228 from 1-3 pm and 7-9pm A second set of Open Houses will be held in April for the public to review the FIRST DRAFT. Project information and a copy of the current Zoning Bylaw 3250, 2006 is available for viewing on our website, www.campbellriver.ca, or paper copies are available for viewing in the Land Use Services Department at City Hall. You may have seen this: A magician places a single loonie on his palm, closes his hand, waves mysteriously above it and a seemingly unending stream of loonies cascades from his still closed hand into a top hat. It’s a trick known as the mysteriously multiplying coins – and it is a trick, of course. But you can achieve the same effect with your investment dollars -- and it’s not a trick, it’s the magic of compounding. When you make regular investments of even small amounts and leave them in a Registered Retirement Savings Plan (RRSP), the income your investments generate is reinvested – or compounded – and over the longer term, those small investments will grow seemingly magically because as your savings grow, you earn interest on an ever-larger pool of money.

Here’s an example of the power of compounding (rates of return are for example purposes only): You invest $10,000 at 10% and in a year, you will have earned $1,000 in interest. • Add that $1,000 to your original $10,000 investment for a new total of $11,000 and in the following year, that new total earns $1,100 interest at the same rate. • Assuming there was no immediate tax on the interest, you now have a total of $12,100 invested at 10%. When you make regular investments, the results can be even more amazing. That’s because the money you earn in investments in your RRSP grows on a tax-deferred basis. Because you don’t pay tax until those funds are withdrawn from your investments in the RRSP, your yearly returns aren’t reduced. Every loonie of interest you earn is reinvested at its full value to earn even more money inside your RRSP. For example, when you make an annual RRSP contribution of $5,000 to your investments held in your RRSP at the end

of each year (and assuming an 8% annual return for example purposes only) you would have approximately $861,584 after 35 years. But when you contribute the same amount at the beginning of each year, you will have $930,511 in 35 years – a difference of $68,972. Taking full advantage of your RRSP vehicle makes a significant difference in your eventual returns. Delay your $5,000 contribution for a single year and twenty years later (at an annual return of 8%), you’ll miss out on $23,305. The magic of compounding is amazing – and to make the most of it, and every other aspect of your financial life, talk to your professional advisor soon. businesses.” The City’s web-based Food Map was developed in partnership with the Chamber of Commerce. The Food Map connects community members to local food producers and retailers. It also profiles businesses that carry Campbell River, regional and Vancouver Island-sourced agricultural products. “Using the Food Map to buy local food map will help consumers reduce transportation costs and other environmental impacts associated with their food, while supporting local businesses in the community,” says Coun. Larry Samson, who holds city council’s environmental portfolio. The Food Map also contains an inventory of public and private land available for growing food. City staff are assessing the potential of several municipal properties for smallscale food growing such as community gardens, and urban orchards, and some of these are listed on the Food Map as potential candidates for future community projects. Private land owners are also able to list property available for smallscale food production or intensive backyard gardening. This land database will help community groups, individuals and new and young farmers find spaces to grow food and share resources. “Local agriculture and food are becoming increasingly important in both tourism and our communities,” says Coun. Ron Kerr, who holds the council portfolio for culture and heritage. “Promoting healthier food choices, recognising the growing culinary industry, and highlighting the unique aspects of our local agriculture can help to build and promote our local culture. “In Campbell River we have several foodthemed local events such as the farmers markets, a wine festival, and the Salmon Festival. With the growing interest in local food, there is likely to be even more in the future.” For more information, contact the Food Map coordinator at richard. buchan@campbellriver. ca. For the Storm, Jack Surgenor is the almost guaranteed starter, although goalie Russell Sanderson could see some action as well. Surgenor played well in nine games against Nanaimo this year, but his numbers were not as near as good versus the Buccaneers as they were against the rest of the VIJHL. For the Nanaimo Buccaneers, it’s the second straight season for Brad Knight where he might decide to flip a coin over his starting goaltender.

www.CampbellRiverMirror.com www.CampbellRiverMirror.com

Goalie Ryan Waldhaus had a torrent start to the season, but saw limited time down the stretch due to injury. Jackson Jane was a huge pickup at the VIJHL Trade Deadline from Kerry Park, and Jane started three of the last four games for Nanaimo, seemingly taking the inside track to being named the game one starter. Defencemen Campbell River They say defence wins championships. For the Storm, it might be the offence the defence creates that could lead them throughout the playoffs. Trent Johnson put up 44 points in 38 games, and Alex Brewer added 31 points in 37 games. Elsewhere on the backend, Curtis Toneff can be a force to be reckoned with defensively, and acquiring Nick Hayes at the deadline helped the d-core. Nanaimo The Buccaneers haven’t had an offensive defenceman since trading away Derian Hamilton 12 games into the year, although Noah Russi did pick up 27 points in 45 games. Rookie Dayton

Boutilier has been strong on the back end for the Buc’s, and forward turned D-man Lynden Eddy has been one of the steadiest D-men the last half of the year. Jake Calverley plays with an edge and is effective when he’s on the right side of the line, but look for the Storm to try to get under his skin. Forwards Campbell River The Storm are lead by two former Sicamous E ag l e s i n Bre nd an DeVries and Brayden Taekema. These two forwards combined to score 70 goals, and add 91 assists for 161 points over the 48 game seasons. DeVries also set a Storm franchise record for assists in a season with 56 in just 44 games, and takes home the VIJHL scoring title with his 88 point season. Add in James Severs’ 18 goals and 25 assists, and the top line in Campbell River had 88 goals and 116 assists this year. That line has also been a Buccaneer killer this season as well, scoring 21 goals against Nanaimo. That’s not where the scoring stops though, as Gage Colpron had a great season with

22 goals and 21 assists in his rookie campaign, and Braydon Horcoff added 27 points in just 27 games this year. Nanaimo Up front scoring is a little bit of a question mark for the Buccaneers heading into this series, as leading scorer Garrett Dunlop is still out with an injury. Dunlop had 24 goals and 60 points in 43 games, and Jordan Levesque has helped pick up the slack with 47 points in 45 games this year. The signing of Garrett Brandsma was a big pick up for the Buccaneers as he has a heavy shot, and has nine goals and three assists in just 10 games. Overall Preview This series may be one of the hardest to call when you look at the head-to-head matchup all season long. With the exception of the final three games against each other that were Campbell River blowouts, the teams have played some great hockey against one another. This looks to be a very physical series, and will see some great goaltending and a lot of talent up front.

Walkers needed for Coldest Night of the Year www.CampbellRiverMirror.com www.CampbellRiverMirror.com

The forecast is for six degrees Celsius, but Saturday will still be Campbell River’s “Coldest Night of the Year.” The city’s first-ever walk in support of the “hungry, homeless and

hurting,” starts and ends at the downtown Community Centre. As of Tuesday, 29 teams with 124 walkers had signed up for the Canada-wide event. The fundraising goal to support

local programs is $25,000 and so far they’ve raised almost $10,000. The national goal is $2.5 million. “The response so far has been great,” said Paul Mason of Campbell River

Family Services in a news release. “But we still have a way to go to reach our goal of $25,000. It’s definitely doable.” More teams and walkers are needed. And, if you don’t have a team,

you can join up with Mason’s band of “Orphan Walkers.” Entry is $25 per person, but is waived if you raise $150 or more. Each walker gets cozy Coldest Night of the Year toque

and there will be refreshments served afterwards. Check-in for teams begins at 4 p.m. at the Community Centre. The five-kilometre walk – or whatever distance you can cover – starts at 5:15

p.m. Walkers are asked to leave their dogs at home. You can register online at www.coldestnightoftheyear.org. Click on “locations” to find Campbell River.

Campbell River can use a few good women…for auxiliary constables. There are several female RCMP officers at the local detachment, but not a single female auxiliary officer. Cpl. Ron Shelrud hopes that changes when the next auxiliary course is held locally. He’s also looking for men to fill the current vacancies. “Today, there are over 2,000 auxiliary constables nation-wide,” said Cpl. Shelrud in a news release. “The RCMP Auxiliary Constable Program offers specially trained volunteers the opportunity to contribute to their communities with experience they acquire from volunteering with the police.” An auxiliary constable is an unarmed, unpaid, uniformed RCMP volunteer. RCMP Auxiliary Constables may have peace officer or equivalent status, in accordance to their provincial or territorial statutes. Auxiliary Constables promote communitybased policing by participating in local events and assisting regular members with some of their general duties. To apply for the upcoming spring course at the Campbell River RCMP detachment you must be age 19 and older and of good character. There’s no cost for training and equipment. For more information, contact Cpl. Shelrud e-mail at Ron.S.Shelrud@ rcmp-grc.gc.ca or call 250-286-6221.

he Campbell River Curling Club is the heart of Campbell River’s Curling community. Our club is currently home to 350 members of all ages. We currently run with 17 draws a week that includes the following leagues: Competitive Mixed, Senior Mixed & Senior Competitive, Open, Ladies, Men, Social, Novice and Hangover. All leagues run 6 days a week with Bonspiels pushing to 7 days a week when required. The Curling Club has the ability to increase our membership and would love the opportunity to do so. We have an open door policy that welcomes anyone to drop in and we will do our best to give you a chance to “try curling”. We run free learn-to-curl clinics twice a year in September and again in the springtime. Curling is an affordable sport with an average cost of $6 an hour. We have a well-stocked Pro Shop inside the club where you can purchase anything and everything you may need. Our curling season starts the beginning of October and runs through to the end of March. Curling is a great 2nd sport for golfers and baseball players. If you would like to have your company participate in a fun spiel, we would love to help you plan that. The cost is $350 + tax for 4 hours or $750 + tax for a full day event. This includes our entire facility with staff. Although this club is owned by the membership it is 100% open to the public and everyone is welcome.

instruction for junior curlers. The very active Junior Program is for children 8 and up. It was started by Colleen Maga in 1990. For 50 years the Curling Club has survived with the enthusiasm and involvement of all its members and is one of the few 4 sheet curling clubs remaining totally owned by its shareholders.

HISTORY

T

he Campbell River and District Winter Club, now know as the Campbell River Curling Club, opened its doors in January 1964 with George Crossland as the first president. The founding members were Arnold Cameron, Duke Kersey, Mary Kersey, Tom Richardson, Elenor Geise and Ralph Boyd. Three hundred memberships were sold for $100 each which allowed the club to obtain a $40,000 mortgage to build a new, four-sheet curling rink. The club was built for about $75,000 and in 1977 the mortgage was paid in full. In February 1964, the population of Campbell River was 3,737 and 500 people used the new facility that year, which meant almost every seventh person in town was a curler. The rink also provided public skating for the community – 7 weeks during the year, 3 weeks before and after curling and 1 week at Christmas. The first major event hosted was the BC Mixed Championship in 1965 which was won by skip Barry Naimark of Vancouver. In 1968 Campbell River’s local fire fighters team, skipped by Bill McIntosh, won the Provincials

1965 Pacific Coast Ladies Curling Champions Kathy Enns, Louise Monteith, Frankie Serjeant, Jean Barber

Clubs. He served as President of the Campbell River Curling club, Vancouver Island Curling Association, Pacific Coast Curling Association and the Canadian Curling Association. Ralph was inducted into the Canadian Curling Hall of Fame in 1987 under the Builder category. In 1994 Ralph was awarded membership into the Governor General’s Curling Club and was presented with a red jacket and pin at the 1994 Annual General Meeting of the Pacific Coast Curling Association. A fiercely competitive player, he thoroughly enjoyed the fellowship of the game and the many friends he made locally and across the country from his association with the CCA and 25 year attendance at the Brier.

Eight-enders are extremely rare in competitive curling and are analogous to a perfect game in baseball or a perfect game in bowling (300). Eight-enders are so rare that the Canadian Curling Association has an award to recognize any eight-enders scored in Canada.

They used rocks that were half the size of a normal one to make things a little easier for the kids. There is practice and coaching time for Juniors and new curlers on Tuesday and Thursday at 3:30pm for free but the Junior program runs on Mondays at 5:15 to 6:45pm for ages 8 and up.

Longest Marathon Curling October 11-13, 2012

Don’t know how to curl but want to try? No problem! The Campbell River Curling Club hosts free curling clinics during the pre season but curling instruction is available at any time throughout the curling season.

Stick & Special Needs CURLING

I

n the past few years the concept of delivering a rock with a “stick” has really caught hold. For some, kneeling down in the hack to deliver a curling rock has become a chore due to bad knees, backs or hips which keeps them from returning to curling. The answer to the problem is delivering a rock with a stick. Come out and try it! There is also curling available at the Campbell River Curling Club for Special Needs under the auspices of The Special Olympics. For more information, contact Susan Johnson.

ust after 10 p.m. Saturday, October 12, 2012, ten Campbell River Curling Club compatriots secured a place in history after a marathon match which saw the curlers play 228 ends and rock their way into the Guinness Book of World Records. With the hard work and efforts of the event organizers, Susanne Grundison, Al Wall and Cody Hall and the ten curlers Cody Hall, Andrew Veldhuis,

Paul Mansueto, Rhys Mansueto, Ed Mullen, Mike Fowler, Paul Miller, Cliff Carr-Hilton, Trevor McClung and John

LaPointe began their game with the goal of beating the standing record held by the Dumfries Curling Club in Scotland at 61 hours, 39 minutes and 33 seconds. Each player was allowed a two-hour break every eight hours and, because they were not permitted to leave, had to bunk down in a makeshift dorm with a view of the ice. A fundraiser was held in conjunction which raised over $15,000 for local charities.

50th ANNIVERSARY

Original

MEMBERS

The Campbell River Curling Club would like you to meet 5 of our original shareholders who are curling to this day. These 5 individuals still love the competition and friendships curling brings.

GRAEME STRACHAN

Graeme had never curled before and started here in 1966 and curled until about 1975. As a businessman, he could only take part in the evening so he had to quit for a few years and came back to curl with the seniors approx. 15 years ago. Before the kitchen was built, they brought in a propane grill and used it outside the door. Later on, the men volunteered in the kitchen during the ladies bonspiel, serving them breakfast and lunch. It kept the club going as it didn’t cost as much as having a caterer. No one would climb up and paint the walls over the ice so he did it. Graeme painted the walls and stained the doors.

JACKIE LANGDON Jackie curled in Courtenay for 2 ½ years before there was a club here. Once the club opened in Campbell River, she curled here. She took a few years off for different reasons but rejoined in 1986 and has curled ever since. She was President for a year and Secretary for the winter club for a couple of years. In those years, everyone smoked on the ice. There were ashtrays at each end. After a day or two of curling during a bonspiel, there was dense smoke everywhere. They were a very active ladies club - everyone chipped in doing the banquets and entertaining.

ROSS SPIERS Ross curled here at the beginning and then took a leave until the late 1970’s, when he started curling again. In 1968, Ross was the lead on the BC Firefighters team that won the Provincial Championship in Kamloops. They placed third at the Canadian National Championship in Calgary. Other team members were Bill McIntosh, skip, Henry Enns, third and Terry Clooten, second. Ross continues and enjoys curling on a regular basis.

KEN CHASE Ken originally curled in a small town on the prairies on natural ice. He started curling here in 1964 and has been curling ever since. He played in the first mixed bonspiel. The early sixties brought many changes to Campbell River. A meeting was called to discuss building a curling rink here. Discussion was, do we build a two-sheet rink as the town is quite small? It was decided we have four sheets of ice, as this town was growing.

JOAN PALMER Joan curled in High School in Barrhead, Alberta. “We were so happy to have our own building and not have to travel to Courtenay. It was so popular they had baby sitters upstairs to take care of the kids so the parents could curl. They would have to decide at the beginning of the year what colour their team sweaters would be. During their bonspiel, the costumes and skits were very entertaining. The brooms have sure changed over the years from corn brooms and beaver tail brooms, to what we have today. The old brooms used to make a snapping sound. They donated their trophies to the juniors. The men’s league used to run the bar, so on Sat. night they were there quite late. They went back in the morning to clean up and sometimes, there were people asleep in the back.”

Volunteer

PROFILES

Every club has extraordinary volunteers and the curling club is no exception. These volunteers stay on year after year. Without their help, the club would not be as strong as it is.

LARRY TAYLOR Larry started curling in Gold River many years ago and found it to be a very enjoyable and social sport. He moved to Campbell River in 1998 and joined the seniors curling. Larry has been on the Board of Directors for several years and served as Club President for the past 4 years. He is pleased with the volunteers’ work in maintaining and operating the facility. The club has hosted some major bonspiels and functions in our community, which would not have been done without our volunteers and staff. We welcome the public to drop in anytime and see what our club is all about.

JOHN LaPOINTE John joined the Campbell River Curling Club in the late 70’s, and loved the game so much he became a shareholder. He was elected to the board of directors and has spent roughly 26 years on the board. The club is 100% owned by its shareholders and takes countless of volunteer hours to keep the club running. The Campbell River club is one of the most successful 4 sheet curling clubs in BC and our volunteers can be very proud of that accomplishment. John would like to thank each and every volunteer no matter how insignificant it may have seemed your help is always greatly appreciated. Keep up the good work.

WYLIE LEESON Wylie started curling in Campbell River in 1980 after moving from Prince George. He started curling in fun spiels and later curled in the mixed league for ten years. Wylie joined the Men’s and senior league after his retirement in 1999. In 2004, he was approached about setting up a website for the curling club. Wylie loves the learning experience and challenges the website can bring and does an excellent job in keeping all the curling members up to date. He presently works on four other volunteer websites in this community. Please check out the Campbell River Curling Club’s website at www.crcurl.com.

DON PENNELL Don joined the curling club in October 1990, and he has enjoyed curling and volunteering in a variety of ways since then. He has served on the Board of Directors for a number of years in the past. As well, he has helped out with many of the Beginner and Intermediate clinics the club has hosted. Don enjoyed helping with the Junior Curling program for a total of four years. He is also a qualified coach and official, and he has offered his services to do both in the past. This season Don also helped out with a few Special Olympic curlers and had lots of fun when the curlers spent a day curling in Port Alberni.

TERRY KRATZMANN “ Terry started curling in 1978 at the Campbell River Curling Club, where he met his wife, Judy. The highlight of his time has been coaching kids which started in 1981 and with his level 3 skills, he took Junior teams to win bronze, silver and gold medals in the Winter Games. He has coached high school teams who won Provincial competitions representing the island five times with players winning national and provincial championships. With 35 years’ experience around the club, Terry has won Volunteer of the Year award as his dedication to the club is immeasurable. His curling career took a turn in 2012 when the club needed an Ice Technician. Terry obtained his certificate and along with his many years of experience assisting past Ice Makers, he became the club’s Ice Technician.
