It was jazz night at the Bonnington Arts Centre last Tuesday, with two bands performing at the concert hall. First up was band teacher Jason Macgibbon (bottom), who was joined by Vincent Noriega on piano, Chris Davies on trumpet, Wynston Minckler on bass and Andrew Millar on drums. They played two great sets of upbeat jazz numbers, with lots of amazing solos from all players. Afterwards, the Nakusp Secondary School jazz band (top) showed their chops with a three-song set. The NSS band has a couple of shows coming up. On Mar. 8 they are playing at the arena with the band from Upper Columbia Academy in Spokane, Washington. Paul Peterson has some words of advice for anyone looking to establish a legal medical marijuana facility in the area — don’t bother. “In my humble opinion, they’re all wasting their time,” said the Area K director. “What I’ve seen in the federal government is they’re looking for huge corporate interest in growing pot, not some little guy.” He told the Arrow Lakes News that about five people have asked him about establishing a facility. “I hope I talked most of them out of it, not putting too much money into it.” The interest in licensed marijuana facilities stems from changes to Health Canada regulations that as of April 1, Canadians licensed to use medical pot will no longer be allowed to grow their own supply. Small-scale producers are expected to be replaced with large commercial operations. Health Canada has notified the Regional District of Central Kootenay of five potential applicants for new medicinal marijuana licenses, including two in the lower Slocan Valley, one on the Arrow Lakes, and one in rural Kaslo. Peterson’s comments were echoed by other RDCK directors. “The chances of us having a legal grow-up in the RDCK are pretty slim, because the government appears to be favouring large corporations,” rural Kaslo director Andy Shadrack said at an RDCK board meeting last week. Still, staff were instructed to proceed with draft bylaws governing such facilities to minimize the impact on neighbours. The board has already stated medical marijuana can only be

grown in agricultural zones or on property in the Agricultural Land Reserve, but a series of land use bylaws may be amended to regulate things like parcel size, setbacks, site coverage, and parking. Special development permit areas may also be established to regulate “unique aspects” of marijuana production facilities, including landscaping and lighting. However, public hearings will be required before the changes are adopted, even in areas where no applications have been received. Medical grow-ops are also allowed in areas that lack zoning, such as the lower Slocan, where they will only face limited controls through development permits, in addition to Health Canada requirements. Other jurisdictions have taken different approaches to the upcoming rule changes. Richmond and Abbotsford are seeking to ban medical marijuana grow-ops North of Nakusp, in the rural Revelstoke area, the Columbia Shuswap Regional District put regulations in a new zoning bylaw that would allow grow-ops only on a parcel of land at least 30 hectares in size and that is zoned specifically for medical marijuana facilities or within the Agricultural Land Reserve. An Official Community Plan amendment and re-zoning would be required before developing any facility. Around Nakusp, there has been some interest in developing a licensed medical marijuana facility within village limits. Rodney Potapoff approached village council about opening a licensed mari-

VICTORIA – In a speech from the throne that echoed Premier Christy Clark's election campaign, the B.C. government promised Tuesday to begin a 10-year skills training plan to drive industrial development. Lt. Governor Judith Guichon read the speech in the ceremonial beginning of the B.C. legislature session. It touched on the B.C. Liberal government's familiar themes, including the need to train and retain citizens to fill one million jobs due to growth and baby boomer retirements in the next decade. "British Columbians can look forward to enhancements to the Industry Training Authority, as well as the re-engineering of our secondary and post-secondary institutions to ensure our students have the skills

for the jobs of the future," Guichon told MLAs gathered for the first time in 2014. Employers and job seekers will be watching for details in the provincial budget, to be presented by Finance Minister Mike de Jong on Feb. 18. Opposition critics have focused on the government's reductions of skills training and the shortage of spaces and equipment for industrial training. The speech also promises a new 10-year plan for transportation, to build on major road, bridge and transit works that have become contentious in the Lower Mainland as it struggles to keep up with population growth. In education, the government renewed Clark's goal of a personalized education plan for each student and "an agreement to ensure a decade of labour peace in our classrooms." That goal comes as the government pursues an appeal of the latest

court judgment in favour of the B.C. Teachers' Federation over removal of class size and support staff from their union contract. Speaking to reporters after the speech, Clark emphatically denied the conclusion of a B.C. Supreme Court justice that her government engineered the 2012 teacher strike to build public support for an imposed settlement. NDP leader Adrian Dix called the speech "particularly lacking in vision or substance," adding that it contains nothing for B.C. residents who "don't work in the industries of liquefied natural gas or liquor." In addition to touting the future benefits of LNG exports and pending liquor law reforms, the speech recounts increases in Asian trade, the ongoing "core review" to reduce provincial spending, and new union agreements that tie wage increases to an expanded economy.

juana facility last April. He declined to be interviewed about where his plans were at, citing a lack of support from the community. He recently told the CBC that he was ready to start growing at a barn he’d leased, but that Health Canada regulations favoured big corporations. Linda Tynan, the Chief Administrative Officer of the Village of Nakusp, said crafting a marijuana policy would be looked into “when time allows.” She said no action was taken on Potapoff’s application because “he found something else he was interested in.”

She said the village still is getting inquiries from people about opening a facility in Nakusp. “I’m letting them know that council didn’t indicate they were necessarily against it but they were interested in entertaining it in commercial or institutional or industrial areas,” she said. “If someone would come forward with an actual proposal , we would look at it at that time.” The RDCK has issued “letters of comfort” to the five groups that intend to apply for licenses, confirming they meet zoning rules. However, rural Salmo director Hans Cunningham, who chairs the RDCK’s rural affairs committee, said he fears prob-

lems with the new system since only a half dozen licenses have been approved. “The old growers will be banned and the new production facilities won’t be ready, so for six months or a year, it’s going to be very difficult for those using medical marijuana to obtain anything legally,” he said. “Maybe they should stock up.” According to a memo, RDCK planning staff know of two production facilities under current rules and have responded to “numerous” phone calls from people interested in pursuing licensing under the new regulations. MP Wilks touts federal budget benefits to Nakusp Alex Cooper Arrow Lakes News

The 2014 federal budget should provide boosts to the Nakusp area through investments in trades training, forestry and broadband access to rural areas, says MP David Wilks. The budget was presented in the House of Commons by Finance Minister Jim Flaherty on Tuesday. Flaherty himself called the budget "boring", acknowledging it didn't provide any additional tax cuts or significant spending. The Conservative government is aiming to eliminate the deficit ahead of the 2015 election and this budget is designed to bring them closer to that goal. In an interview, Wilks, the Conservative MP for Kootenay Columbia, touted several specific budget items as being beneficial to Nakusp area residents. First, he pointed to the creation of the Canada Apprentice Loan program, which provides up to $4,000 to registered apprentices in Red Seal trades courses. "The forestry industry is looking for a lot of trades people," he said. "If they're Red Seal, it can certainly help." Wilks also mentioned the $90.4 million

over four years committed to continue the Investments in Forest Industry Transformation program, which helps the development of new technology in the industry. He touted a new $3,000 tax credit for Search and Rescue volunteers who accumulate at least 200 hours of duty. It can be combined with hours accumulated as volunteer firefighters, which could help out some people who volunteer with both organizations. Lastly, Wilks brought up the $305 million being invested in rural broadband access over the next five years. The money will go to provide communities with a target Internet speed of five megabits per second. On Thursday, Wilks issued a news release re-iterating Conservative talking points, saying the government was focused on the economy. "We’re moving forward with a positive plan that will help create jobs and grow our economy, all while keeping taxes low and remaining on track for balanced budgets in 2015," he stated. Nakusp mayor Karen Hamling said she was concerned about the lack of long-term plans for social housing and how money will be rolled out for municipal infrastructure. She was happy about the expansion

of broadband and the $10 million going towards recreational trails and snowmobiling. "It would be nice if the village could apply for some funding to help them out," she said, referring to the Nakusp Trails Society and Arrow Lakes Ridge Riders. She also noted that infrastructure grants usually come as a three-way split between all levels of government, so the village would have to come up with its share for any projects it seeks grant funding for. "If we can get money together it can be good for us," she said. Southern Interior MP Alex Atamanenko (NDP) said the budget falls short on taking significant action on the challenges facing Canadians today. “There are 300,000 more unemployed today than before the recession, many seniors are struggling and families are finding it increasingly difficult to make ends meet,” he stated in a news release. “It appears that the Conservatives are delaying any new ideas until 2015, the election year.” He did acknowledge some positive points, including the investment in broadband infrastructure, $390 million being spent on food safety programs and the creation of the apprenticeship loans program. However, he added, there was no support

Director Paul Peterson has followed the route of several of his colleagues and pulled Area K out of the Regional District of Central Kootenay's sustainability service. "I don't think the Arrow Lakes will be getting value for their tax money on that one," he told the Arrow Lakes News. Peterson signalled his intent in a onesentence letter to the RDCK. In doing so, Area K joins Salmo, New Denver, Nakusp, Castlegar and two rural Creston areas in giving notice to withdraw. Nelson refused to join the service when it was established four years ago. A four-person committee that includes Nakusp mayor Karen Hamling has been struck to review the service.

BC Hydro funding trades training

BC Hydro is offering $45,000 to fund trades training programs at colleges in several Columbia River communities, including Nakusp. The funding is a benefit of the constructions of units 5 and 6 being installed at the Mica Dam and is designed to build trades capacity in local communities. The other communities that can receive funding for trades training are Revelstoke, Golden and Valemount. This is the second batch of funding to be provided by the program. It was used to fund the carpentry program at Selkirk College in Nakusp in 2010.

The New Born Car Seat program is being re-instated by the Arrow Lakes Health Care Auxiliary in Nakusp, Burton, Fauquier, Edgewood, Trout Lake, Silverton and New Denver. “We had to cancel the old program in September 2013 because of conflicts with Revenue Canada,” said Helen Scown, president of the ALHCA. “This was difficult to do, because the program was very popular with residents in the area, but we have resolved these issues and partnered with Arrow Lakes Hospital to once again offer CSA car seats to parents who reside in the communities noted above.” Forms will be available at the hospital and clinics for parents to fill out.

Nakusp council gets its first look at the budget Alex Cooper Arrow Lakes News

Last Thursday I sat in on a 2.5hour meeting as Nakusp council got a look at a preliminary version of the 2014 budget. They were presented with a look at what it would cost for the village to maintain current services, as well as a list of funding requests for projects staff is considering. From a newsworthiness perspective, it wasn't really worth my time, other than getting an insight into the budget process. Councillors were shown a PowerPoint presentation filled with slides with lots of numbers comparing 2013 spending to projected 2014 spending. It was a chance for them to review the numbers and get an idea of where the finances stood before embarking on the budget debate. As Rob Richards, the village's Chief Financial Officer, stressed to me afterwards, the numbers were preliminary and did not represent an actual budget. "It was simply a presentation of staff's recommendations for council's consideration," he wrote to me in an e-mail. "None of the discussion should be construed as council debate — or an indication if they were favourable to the proposed items or not." A more elaborate discussion was scheduled for a council meeting on Monday, Feb. 17, after press time. So, what did council see? They were presented with numbers for 2014 that were based on last year's results, with a few general assumptions made regarding things like wage increases, hydro rate hikes, increased taxation from new development, recycling csosts, and a few other items. Revenue is projected to decrease to about $1.26 million in 2014 from about $1.28 million in 2013, but spending is also expected to go down to about $1.25 million from about $1.27 million in 2013. Savings are in

the administration, parks and recreation, and emergency services building, with increases to run the fire department, hot springs, and public works. The Cedar Chalets are projected to bring in $11,300 in revenue to the village. There are challenges — notably in building up the village's reserves, said chief administrative officer Linda Tynan, but also lots of great work being done. There is some uncertainty surrounding the hot springs and Cedar Chalets now that the village owns the latter. More interesting was the list of funding requests council was presented with. They ranged from $2,500 to do some repairs to the squash court to $40,000 to purchase a generator for the hot springs. Other requests included new uniforms for the fire department, more funding to the Chamber of Commerce to run the visitor centre, lighting along the waterfront path, leveling the ground at the cemetery and bringing in broadband service. Council gave a quick thumbs up or down on whether to include those projects in the first draft of the budget. On some items, like the hot springs generator, they asked for more information. There was lots of informal discussion but the real debate was expected to begin when staff presented council with a draft budget at it’s meeting on Monday, after press time. At that point, council would get an idea of how much revenue (read: taxes) would need to be raised for staff to tackle those projects and maintain service levels. That's when the real debate was set to begin. Priorities will have to be made. As mayor Karen Hamling pointed out to me after the meeting, a one per cent tax increase only raised about $8,000 in revenue, so there's not much room to increase revenue without either big tax increases or finding grant money.

Enrollment in the Arrow Lakes School District is expected to decline again, but it’s the relatively small amount that has trustees smiling. “That’s the smallest drop I’ve ever seen since I’ve been a trustee,” said Patti Adams, a school board trustee for the past 12 years. Committee of the Whole meeting last Tuesday, Feb. 13. Broken down by school, here’s the projected enrollment for the 2014-15 school year: — At Nakusp Secondary School, the numbers are expected to remain the same, with 160 students. — At Nakusp Elementary School a small decline in the number of student is expected. — Enrollment at Edgewood Elementary School is projected to be the same. — Lucerne Elementary & Sec-

ondary School is expected to see more students, including 12 in kindergarten. — 25 students are projected to enroll with the district learning school, but Taylor said they tend to have more students than expected there. “Our overall district numbers I would say are fairly stable,” said Taylor. “That’s significant because as you know we’ve been going through a trend over a number of years of declining enrollments. So we’re plateauing.”

Summit Lake hosts Nancy Greene Zone Race On Friday, Feb. 21, the Arrow Lakes Arts Council is bringing back Foothills Brass. This brass quintet has become one of our favourite ensembles that has performed at the Bonnington Arts Centre as part of our concert series. Foothills Brass is celebrating more than 30 years of entertaining audiences. The quintet leaves its stamp everywhere they go. Founded in 1981, Foothills Brass is composed of five versatile musicians from across North America. They are made up of two trumpets, one French horn, one trombone and one tuba. This superb Canadian quintet is dedicated to exceptional artistic presentation, meaningful educational activities and innovative leadership in the artistic community. Come join us on Friday, Feb. 21, for an exciting evening of the Sound of Brass, at the Bonnington Arts Centre. The ALAC thanks Margo’s Sunnyhills Lodging for hosting this concert. It was Summit Lake Racers turn to hold the Nancy Greene Zone race. Saturday, coaches, parents and a lot of volunteers spent the entire day at the hill preparing and making sure everything was ready to go for the early morning start. Sunday ran perfect. I heard many out of town parents praising our hill for holding such an organized race. 117 racers compete from Summit Lake, Whitewater, Red Mountain and Salmo.

Everyone skied really well. SLR team one placed second, SLR team two placed first and SLR teams three and four both placed 3rd. U14 racer Mikayla Lewis Morrison placed third on her slalom run. U12 racer Cheyenne Tourand placed second in both her slalom and giant slalom runs and U12 racer Colby Mackintosh placed first on his Giant Slalom run. It was another day full of big smiles for the Summit Lake Racers. Thanks again to everyone that helped make the day a success

and special thanks to Overwaitea for donating the food and drinks to feed all of those hungry little racers. Next Sunday is the Summit Lake Club Race. The Club Race is always extra special for our Summit Lake Racers, since they get to watch their parents, siblings and coaches race down the course too. Hopefully there will be a lot of locals registered to race and have fun. Don't forget Saturday, Feb. 22, will be our last meat draw fundraiser at the Legion. It's $1 per ticket. Draw times are 4, 5 and 6 p.m.

Three locals off to BC Winter Games Craig Savage Special to the ALN

Three young local athletes have qualified for the BC Winter Games February 20–23 in Mission, where they will join more than 1,300 athletes from across B.C. They are skier Kiley Waterfield, 12; and hockey players Hailey Herridge, 14, and Reese McRory, 14. Waterfield will be competing in the slalom and giant slalom at Hemlock Valley Resort near Mission. She earned her spot by finishing in the top seven at a qualifying event in Fernie, where her brother Garrett narrowly missed qualifying as a result of a fall on the final of six runs. Waterfield has been skiing since she was three-years-old, first with the Summit Lake Racers of the Nancy Greene league and more recently with a U-14 team out of Whitewater Resort near Nelson. She has always lived in Nakusp, and is also active in snowboarding, ice skating, running and biking. Her favourite place to ski is Whitewater, but she also likes Revelstoke. Waterfield hopes to earn a medal when she goes up against competitors from all over the province. She says it feels great to represent Nakusp but she has mixed emotions about the trip. “I feel nervous, but pretty excited because it’s going to be

really fun," she said. "It’s like a big party. There’s dances and a whole bunch of events going on around it.” As for the hockey players, Hailey Herridge lives in Nakusp and Reese McRory lives in Hills. However, both play for the West Kootenay Wildcats Bantam all-girls team out of Castlegar. Previously, they both played for the Nakusp Falcons from a very young age. They qualified at a tryout event in Nakusp in January, and they will play on the Kootenay U-16 team. Herridge normally plays defense, but will be a forward at the Games. They are guaranteed three games, and then further games will depend upon the results. According to the event’s website, the Games will include participants from across the province in 18 sports. Athletes will range in age from 9- to 40-years-old. This is the first time Mission has hosted the BC Winter Games.

Columbia Shuswap Regional District Notice of rescheduled PUBLIC HEARING Electoral Area ‘B’ Official Community Plan Amendment (CSRD) Bylaw No. 850-1 What Is Electoral Area ‘B’ Official Community Plan Amendment (CSRD) Bylaw No. 850-1? The primary purpose of Bylaw No. 850-1 is to incorporate Climate Change objectives and policies into the Electoral Area ‘B’ Official Community Plan Bylaw No. 850 as required by the Local Government Act and as a result of the CSRD Community Greenhouse Gas Emissions Strategy. Bylaw No. 850-1 also proposes some additional text amendments and updates to provide clarification and consistency with other documents. Map amendments are also proposed to replace the existing mapping with more accurate mapping which is in a format consistent with other CSRD Official Community Plans (OCPs).

The theme this year for Heritage Week is Heritage Afloat, bringing attention to the mighty sternwheelers that plied the Arrow Lakes in days gone by. This is the story of the first sternwheelers to operate on the Arrow Lakes. Captain Robert Sanderson originally came to B.C. to build bridges and a railway for Revelstoke. He was also

involved in many other adventures. Captain Sanderson was the owner, operator and builder of the boat called the Dandy Fat, which was operated by two Sinixt Natives. He also built and ran three steamers — the SS Illecillewaet, the SS Kootenai and the SS Lytton. In 1890, Capt. Sanderson purchased 400 acres of land at Halcyon Hot Springs and in 1894 he built the Halcyon Hotel that

burned down in 1955. Capt. Sanderson filed a claim on a lime outcropping at Pingston Creek, across the lake from St. Leon. A kiln was built, the lime mined and soon the Trail smelter was freighting 100 tons a day on CPR boats to its plant. He died in 1924 at the age of 76. He was granted his only wish — to be buried up at Halcyon. He was truly the pioneer of steamships on the Arrow Lakes.

Ghosts of the Comaplix Cemetery Greg Nesteroff Special to the Arrow Lakes News

The Comaplix cemetery on the northeast arm of Upper Arrow Lake is perhaps the most isolated burial ground in West Kootenay, accessible only by boat, and only if you know where to look. Its very existence is an anomaly. Although Comaplix was a thriving sawmill town from 1898 to 1915, neighboring communities such as Beaton and Camborne didn’t have their own cemeteries, nor did they bury their dead at Comaplix. Usually bodies were sent to Revelstoke or Arrowhead, even though it was farther. (The Comaplix cemetery actually predates the one at Arrowhead by about four years.) The cemetery is up a steep hill, past what used to be a schoolhouse, and at one point had a white fence around it. The earliest burials appear to have been a pair of siblings who died of malignant scarlet fever in 1903: Adélia Annee Lilly and Willy Joseph Alphonse Hamell were ages nine and six. The children’s twin wooden gravemarkers bore the poignant French epitaph “Quand on est pur comme a son age le dernier jour est le plus beau.” Translated, “When one’s life is pure, the last day is the most beautiful.”  Unfortunately, young people were all too often taken before

their time in Comaplix. At least nine people under the age of 30 died there, including two infants. There were some strange deaths too: George Blainey succumbed to parsnip poisoning. Theodor Tollefson, according to a sawmill co-worker, simply “dropped dead.” But the most common cause was drowning — there were at least five separate incidents. In all, there are six known burials, four probable burials, and eight possible burials at Comaplix, plus one grave known to have been exhumed. Falling in the “probable” category is Fanny St. Clair, a prostitute murdered in 1910. She was found dead on the floor of her house, her face slashed with a piece of glass. She had also been struck twice with a hammer. Suspicion fell upon a prominent local steamboat captain, who departed the area immediately after the crime, but no charges were ever laid. St. Clair’s house stood for decades afterward and some claimed it was haunted. “Old Fanny’s ghost is supposed to be walking around there,” Roy Jacobson recalled. “Went through the buildings at night and blew out candles. Old loggers that stayed there would say that with no draft, no windows open or doors, all of a sudden the candle would go out.” Marion James’ father was a

camp cook at Comaplix, and the two of them lived in Fanny’s house. “It was beautiful with wild roses and little creeks with crystal pools,” she said. “But there are ghosts in Comaplix and you can feel them. I always felt I had to leave before the sun set.” The final burial appears to have been in 1925, by which time the place was more or less deserted. Not much attention seems to have been paid to maintaining the cemetery — logs were hauled past it and poles peeled inside it. In 1965, before the flooding of the Arrow Lakes, a BC Hydro representative went looking for the cemetery and thought he found it, but didn’t locate any markers. He might not have been in the right place, for eight years later, Milton and Leonard Parent visited Comaplix, where their grandfather Eugene Leveque once lived, and stumbled across the markers of Tollefson and the Hamell children. In the mid-1980s, Milt, then president of the Arrow Lakes Historical Society, took the toppled and decaying Hamell markers to Nakusp, where the epitaphs were retouched and translated.
