Demolition and construction of a large portion of the north breakwater at the Okanagan Safe Harbour Regional Park is expected to begin this week as work to improve one of the only safe harbours on the east side of Okanagan Lake continues. To prepare for the latest phase of improvements to the breakwater, contractor Burton Marine Pile Driving Inc. was expected to begin moving a barge and other equipment into place this week. It’s anticipated the breakwater construction will be substantially complete by April 20 and some minor clean-

Stewart was in West Kelowna last month, speaking at a Greater Westside Board of Trade luncheon. “I can see much more clearly why the premier felt that there was a gap,” said Stewart. He gave an example of a meeting he had last week with a vice chairman of one of the largest state-owned mining companies in China, which currently has three projects in progress in B.C. “Our trade representatives don’t normally get meetings at that level,” said Stewart. “Having somebody there when the premier or the minister can’t be there—that’s what my role is.” He explained B.C. is doing more business with China than any other Canadian province.

BCFGA presidency goes to Steele after a few contentious years for the organization The man who assumed control of the B.C. Fruit Growers’ Association after Kelowna’s Kirpal Boparai resigned the presidency amid unprecedented controversy, lost his own seat to Glenmore apple grower Fred Steele this weekend. Vernon cherry orchardist Jeet Dukhia stepped in as interim president when Boparai broke with the Okanagan Tree Fruit Co-operative. Dukhia was subsequently elected in February 2013, and presented himself as a leader who has worked cooperatively with government throughout his year as president, but a coalition of farmers took umbrage with his approach. “People wanted to have more rejuvenation in the association,” said Steele, who won the pos-

ition Saturday. Steele said he agrees with Dukhia on the substantive issues, but put his name forward in order to polish the industry’s image and put the focus back on promoting B.C. fruit. Public perception of orchardists as an embattled group has cost growers access to government help and consumers’ trust, in his view. As he spent three decades in radio broadcasting, and has a solid understanding of public relations, he is hoping he can restore the kind of calm, persistent voice the industry had with leaders like Joe Sardinha, who passed away unexpectedly this year. “I think we have to have an articulate approach. We have to be clear and concise about what our goals are, written down, and what our priorities are, and those

priorities should be determined by the membership,” said Steele, noting he plans to write a strategic plan immediately. While Boparai made headlines, evidence he was not the lone dissident rejecting the packinghouse surfaced when several orchardists failed to return to the Okanagan Tree Fruits Cooperative at the beginning of 2013 and a regular rotation of radio advertisements began enticing growers to sell south of the border. A restructuring has since occurred at the coop. The Kelowna packing facility closed in 2013, workers were laid off and Okanagan Tree Fruits Cooperative rebranded as BC Tree Fruits Cooperative. Unfortunately, the packinghouse turmoil was only a fraction of the industry’s

woes for the year. Extreme weather, including hail storms in the Central and North Okanagan and severe frost in the South, resulted in $15- to $18 million in losses for growers. The BCFGA’s attempt to access the federal disaster relief failed. Crop insurance was thus a major issue throughout the two-day annual general meeting. Another blow to Dukhia’s leadership was the replant program. While he reported securing a verbal commitment from Premier Christy Clark to get the subsidy back on the books, a funding announcement has yet to materialize. Orchardists estimate five to 10 per cent of their property must be replanted each year to replace trees with a production shelf life, deal with rot and to keep pace

with market demand for new varietals. The subsidy only covers a small portion of farmer’s total cost, but was valued. “I really do hope the government is going to come through with this. It’s extremely important for the health of the industry,” said Penny Gambell, a Lake Country orchardist and onetime BCFGA president. The government provided $2 million in 2011 for replant, but it was fully subscribed almost immediately. The program was consistently funded for several decades and was considered a key component of succession planning for many orchardists. “It was one of the best programs the government has ever come up with and it is a trade-acceptable program, so that’s very important,” Gambell noted. The

types of subsidy government can provide are regulated under the various trade agreements to prevent unfair advantage. The AGM was also used to promote the final days of a three-month long vote to poll support for an Apple Research and Promotion Agency in B.C. It would be part of a national effort to establish grower-funded research and marketing agencies which could organize to secure access to tariffs applied to fruit at the border—a move recently accomplished by the cattle industry for levies to beef imports. ARPA would require an eight-cent per box levy from B.C. orchardists, however, and this didn’t sit well with some at the meeting who questioned whether another marketing body was worth it. “I’m not so sure gener-

al promotion is going to get you the best bang for your buck,” said Sam Dimaria, a Kelowna apple orchardist. “There are dynamics that are happening across the country that, to my mind, make some of this redundant. This buy local trend is very real.” Steel said he sees it as very short-sighted to view the agency simply as a cost, noting he heartily supports the work Dukhia has done to get the ball rolling. During his final speech before the election, Dukhia opted to do half of his presentation in Punjabi and was heckled by a member at the back of the room who shouted: “Speak English.” The moment drew a gasp from those gathered and BCFGA general manager Glen Lucas immediately admonished the member.

Cannan gives Canadian government’s take on federal budget “Consider well every shilling we spend” was the first sentence of the federal government’s Economic Action Plan 2014 delivered Feb. 11 in the House of Commons. “It set the tone for what is a prudent, fiscally sensible budget,” said the Honourable Ron Cannan, Member of Parliament for Kelowna-Lake Country. “Protecting our solid fiscal position is paramount and Economic

Action Plan reiterated the importance of paying down the debt, keeping taxes low for families and business and staying on track to not only balance the budget by 2015, but to post a surplus,” he said. In order to maintain Canada’s strong economic position, still the strongest in the G7, Finance Minister Flaherty targeted federal support on the drivers of growth and job creation particularly on job training

and research and innovation, key ingredients to not only creating jobs but closing the skills gap so young Canadians can find employment. “In terms of business, our local academic institutions in partnership with our technology and manufacturing sectors have been working diligently to close the gaps in skills training and employment and Budget 2014 provided solid incentives on this front,” said Mr. Cannan.

“In terms of families and communities my constituents will be relieved to know that the government rejected any notions of raising taxes and reiterated its commitment to maintaining existing programs while ensuring funding for our health and social transfers to the provinces continues to receive increased funding,” said Mr. Cannan. “This is a budget that focuses on the fundamentals. Balanced budgets

and lower debt is a sign of stability that not only makes Canada an attractive place to invest but doesn’t saddle our children with debt. “Instead, we’re making government programs more efficient—cutting waste and ensuring every taxpayer dollar spent is well spent, “ he concluded. Who provoked a school strike?

I

made an error in a column two weeks ago about the latest court ruling in favour of the B.C. Teachers’ Federation. I referred to an “illegal” strike in 2012, and was quickly reminded that this teacher walkout was sanctioned by the Labour Relations Board. After months of withholding report cards and refusing to meet with administrators, the union went to the LRB to seek permission for a fullscale strike. They got their wish, with authorization under essential services rules for a three-day strike in the first week, and one day a week after that until the end of the school year or a settlement was reached. For the record, the last ‘illegal’ BCTF strike was in 2005, in defiance of a B.C. Supreme Court order that resulted in a $500,000 fine against the union. That was the same year BCTF lawyers won

Two out of three judges decided this was appropriate to preserve their freedom of expression. The authorized threeday strike went ahead in March 2012. Regular readers may recall my reports of students being indoctrinated in classrooms and in some cases sent out as union pickets, and of the strong-arming of unionized government office staff here in Victoria to make them

join a rally on the legislature lawn. This was the strike that, according to the current media and political narrative, the provincial cabinet conspired to bring about. This notion is central to the Jan. 27 ruling of Justice Susan Griffin that orders the B.C. government to attempt to reconstruct the world of 2001. Government lawyers filed an application with the B.C. Court of Appeal on Friday to suspend parts of this ruling. Imposing Griffin’s terms would cause “irreparable harm to the public interest of unprecedented magnitude,” they said in arguments backed up by a series of affidavits from superintendents who have to keep B.C.’s war-weary public schools running. In Surrey, returning to 2002 conditions would add $40 million to the district payroll in year one. That’s one of 60 school districts.

The government’s submission includes affidavits from superintendents around the province on its likely impact. Here’s a partial list: Cancellation of specialty programs for vulnerable youth, construction of portables to meet arbitrary class size restrictions, transfer of some students to other schools, closure of daycare and Strong Start preschool programs to free up space reallocated over the years, layoff of non-teaching staff, and cancellation of school participation in the international student program. Premier Christy Clark and Education Minister Peter Fassbender have begun to push back against the conspiracy theory that has taken hold, pointing out that when the BCTF finally did get permission to strike, the cabinet of the day acted to prevent it. Here’s a recap. In late February 2012, nearly

28,000 teachers (90 per cent) voted to go to the full strike allowed by the LRB. The government tabled legislation to impose a cooling-off period with provision for steep fines on the union for any further strike action, and appointed a mediator. This kept schools open, and eventually yielded a two-year deal. In April 2012, the union voted to withdraw all volunteer work by teachers. By this time they had been ordered by the LRB to prepare second-term report cards, in part so students would know if they could apply for post-secondary studies. It describes the government’s plans for the session, but it goes much further, literally and figuratively. There’s the plan for the upcoming session, which includes bills to be introduced, debated and eventually made into law. But perhaps more importantly, there’s also the plan for the future—our plan to continue growing

The public helped craft the current federal budget, says MP W hen my colleague Kerry-Lynne Findlay, Minister of National Revenue, paid us a visit in January, we had the opportunity to visit Kelowna International Airport to showcase how $1.25 million in federal gas tax funding has been invested locally. Because of the funding, the airport and other city owned buildings are now more energy-efficient. The work at YLW and other city buildings was done by sourcing local suppliers and workers. It’s a great example of taxpayers’ dollars reinvested into the community. I know from my nine years of working as a Kelowna city councillor

Ron Cannan that it is difficult for local governments to plan for, and raise, the money for long-term capital projects. But, since 2011, the federal government has made the gas money permanent funding that provides predictable, long-term help for Kelowna, Lake Country and communities across Canada to meet their lo-

cal infrastructure needs. Important initiatives like this are the direct result of consultations with the public. It was municipalities, for instance, that encouraged the government to make the gas tax permanent. Consultations with Canadians are at the core of how the federal government determines what will be included in any federal budget. Every year, constituents are given the opportunity to contribute to the discussion by attending hearings by the Standing Committee on Finance or participating locally in roundtable meetings hosted by elected officials and local business associations: Minister Findlay, for instance, joined constitu-

ents, community organizations, and those from the education and business sectors in a prebudget roundtable hosted by the Kelowna Chamber of Commerce. And while the finance minister met with private sector economists, academics and business representatives in Ottawa, Canadians were also contributing ideas through an online portal at Finance Canada or by sending them to their local MPs. This allowed the government to get a full picture of what everyone was saying about the economy and provided direction for Budget 2014, which will be presented today. Budget day always generates a great deal of

interest and excitement in Ottawa. The Centre Block crawls with cameras, pundits and experts waiting to be the first to discuss the budget’s contents and rate the government’s performance. Local reporters contact my office so I can comment on how the budget will benefit our communities. I don’t know everything that will be in the budget but you can be certain it will focus on the drivers of growth and job creation—innovation, trade and investment, education, skills and communities—and also on helping families with the cost of living and raising a family. It will also reiterate the government’s ongoing commitment to lower

a strong economy and 5create a secure tomorrow. That plan has five points. First, to control spending and remain committed to fiscal responsibility. That’s why this week, Finance Minister Mike de Jong will introduce his second consecutive balanced budget. Second, to open new markets and attract new investment. We’re continuing to build on connections across the Pacif-

ic, which has resulted in record export numbers to China and we’re continuing to attract multinationals looking to establish regional headquarters in Vancouver. Third, to leverage our existing strengths. For example, consider the technology sector. It’s increasingly a big part of Kelowna’s economy and already B.C.’s third-largest industry. As the Lieutenant-Governor said, economic development is about creating more opportunities for everyone, lifting people out of poverty and allowing

Down to the final events before we replace starting block with tee box P TERRI PALMER It seems like we just started the year and now it is time for play-offs to begin. By now the winners of the Olympics will have been decided and the Scotties as well. Congratulations to the young team of Rachel Homan as she wins the Canadian competition two years in a row.

Next up is the men’s Canadians, or the Brier as it’s officially called, that takes place in Kamloops—so close to home that it might be worth the road trip. Here at the Winfield Curling Club, we still have a few more events to wind up our season. The Lake Country Ladies Softball League puts on their one day bonspiel, BRR Bunns,

on the 22nd of February followed by the Army and Navy League’s inaugural cashspiel on February 28 to March 2. The Men’s Bonspiel is the final event of the season and takes place on March 14 to 16. There is still room for more teams in these events, so give the club a call at 250-766-3318 if you are interested in entering a team.

The seniors’ drop-in held their two-day bonspiel and had 16 teams compete—mostly local teams but some came from Vernon and Kelowna as well. Another great job done by Keith, Muriel, Jean and a host of other volunteers—pillars of our club. These seniors curl three times a week and enjoy every minute of it. The final wind-up date is set for March 12,

before the grass turns green and golf takes over. Meanwhile, the juniors had a road trip to Salmon Arm for their one day bonspiel and had two wins and one loss to finish their season. The last session for the junior program is Feb. 26, with an in-house mini bonspiel (where the kids teach the parents) to be announced. These juniors have

come a long way since the beginning of the season and continue to have a good time both on and off the ice. A special thanks to Richard, Leah, Bob, Allie and all the parents who participate in helping these kids become experienced curlers—and they are. Well that’s about it for this week—stay tuned for upcoming playoff results in the next few

Local curler finds consolation in Brier after Olympic bid KEVIN PARNELL You might say Kelowna’s Tyrell Griffith is a different curler today than he was as a multiple-time junior champion, or even since his first appearance at the Canadian men’s curling championships at the 2012 Brier. Now 28, Griffith is part of the front-end on what is one of the top curling rinks in Canada and the world, playing alongside two of the top players in the country in skip John Morris and third Jim Cotter. Griffith, who throws second stones for the Morris rink and teams with fellow Kelowna curler Rick Sawatzky to form a solid front end, is set to attend his second

Not only has it changed since that first trip to the Brier and is now skipped by John Morris with Cotter throwing fourth stones, the foursome had to deal with the adversity of coming close but falling just short of winning the Olympic trials and representing Canada at the Sochi games.

That was in December when the Morris rink lost to Brad Jacobs in the finals. After that they took over a month off before regrouping to focus on the B.C. Championships, the Brier and a possible trip to the World Championships.

“We worked our tails off for the last year and our focus was the Olympics,” said Griffith. “It hurt so bad to not go, especially getting that close. But we just needed to re-focus. We have such a great team that we all supported each other.

We gave ourselves some time away and that allowed us to play really good curling last week.” This year’s Brier will be held in Kamloops. It’s the first time the event has come back to B.C. since 1996 when it was again held in Kamloops. Griffith was just 11-years-old at the time and had just taken up the sport of curling. Now he and his teammates will be playing in front of family and friends in what is as close to a hometown Brier as you can get for the Okanagan foursome. “It’s going to be really exciting for all of us to be able to play in front of our family and friends,” he said. “It’s been such a great year. We’ve played in so many big events already and now we are off to the Brier. The great thing about the Brier is the tradition of the sport. It’s the national championship. It’s the pinnacle of the sport.” The Tim Hortons Brier takes place March 1-9 in the Interior Savings Centre in Kamloops.

Portrait workshop in March People interested in oil painting can hear from an internationally acclaimed artist in late March as the Lake Country Art Gallery will host a three day workshop. Artist Kristy Gordon will be teaching a three day portrait painting workshop at The Art House, an extension of the Lake Country Art Gallery on Bottom Wood Lake Road March 27 to 29. This is a unique opportunity for students of all levels to learn the process of painting the portrait in oil using a full palette. Gordon is gaining international recogni-

tion for her teaching as well as her figurative oil paintings. She will have a step by step tutorial article in the April/ May 2014 issue of International Artist Magazine and was included in the November/December issue of Fine Art Connoisseur magazine in an article called Three to Watch. Also her self-portrait Seeing Myself Through the Fog of Misperception was a finalist for the $20,000 Kingston Prize, a biennial competition for Canadian Portraiture, which was exhibited at the Art Gallery of Calgary from Nov. 2 to Jan. 25. Whether you call it a growth, a lump or a tumour, simple examination cannot differentiate benign tumors from malignant cancerous ones. A lump doesn’t have to be growing or changing rapidly to be a malignant process that can invade nearby parts of the body or spread to more distant areas through the lymphatic system or bloodstream. Benign tumors by comparison, do not invade neighboring tissues and do not spread throughout the body. To determine what a mass is, first a needle aspiration technique can be used to collect some of the cells. The sample is spread onto glass slides which can be examined in clinic or at a veterinary lab to help determine the identity of tumours. In some cases, biopsy is required instead where a small piece of the tissue is surgically acquired and examined at a pathology lab. Once the identity of the lump is known, it is much easier to decide what treatment and further diagnostics might be necessary. Also, just because your animal was previously diagnosed with a benign lump, does not mean that any new growths will be of the same type and each should be evaluated in turn.

Foot wear can be a significant factor associated with painful feet. The problems commonly seen in our office include shoes that are much too flexible and lack midfoot support. If you can bend your shoe so that the heel and toe touch together, your shoe lacks support. Other signs of supportive shoes are ones that have some torsional rigidity -- if you can wring it out like a wash cloth, it may be time for an upgrade. The heel of the shoe should be rigid enough that you can’t easily push it down. Flats are often comfortable but sometimes not supportive enough. A low profile orthotic device can be made to offset this. Lastly, shoes should be alternated daily to allow one pair to properly dry. If you can’t afford a new pair of shoes annually, spraying the inside with Lysol to clean them is a good idea. No referral is required to see a podiatrist.

Since the beginning of this organization the group has worked hard to advocate for improvements to health and social services in the community. members saw a need in the community and advocated for change. In the spring of 2013 a new board was elected to the Lake Country Health Planning Society. With the election of the new board many changes have occurred. Some of these changes have been difficult for long time members, however many members have supported the direction in which the organization is going. Some of the things that reflect the changes are: Ensuring

a public address; opening a new email account that reflects the organization; obtaining a public phone number; hosting a volunteer recognition event and beginning to build a public website. All the while staying true to the organizational mandate by writing grants for funding of projects and working with the District, Senior’s Society, the Seniors Bus Society, Kelowna Community Resources and Interior Health to highlight the health

issues of the citizens of Lake Country. Moving forward the board is looking to recruit volunteers as outlined in the sidebar below. The board of Lake Country Health Planning Society would like all community members to consider their own personal needs now and in the future. Non-profit groups like Lake Country Health Planning Society highlight the needs of citizens and advocate

for better health and social services, if citizens do not get involved these services may not be available in the future. This is particularly true for the more complex, far reaching strategies that require more thought and development. The focus for this Implementation Workshop will be to further develop the complex, multi-faceted actions that result in significant progress towards the goals of the ICSP and that will require various stakeholders to work together. We’ll be working with you to break the actions into manageable tasks and asking you and your organization to support the implementation of the tasks. We’ll talk about the concept of “collective impact” and how those principles could be applied to maintain the momentum of implementing the Integrated Community Sustainability Plan (ICSP).
