SURREY’S NEW city hall is going to cost taxpayers almost $150 million by the time the city has finished paying for it in 2037. The new 180,000-sq.-ft.. building at 13450 104 Ave., complete with marble walls and stone-tile floors, opened this week. Civic officials have said the price tag for the new space is $97 million. That figure also included a $10-million contingency fund, but The Leader has learned that money has been spent. In addition, Surrey paid an additional $2.5 million to turn council chambers into a dual-purpose performing arts space by adding catwalks. That brings the total construction cost to $99.5 million. Surrey borrowed $97 million from the Municipal Financing Authority, a lending agency for cities. Two mortgages were taken over 25-year terms. The first $52 million is financed at 4.9 per cent, while the remaining $45 million is being financed at 2.9 per cent. That makes the annual interest payments on those loans $1.936 million. Over the 25-year term of the mortgages, Surrey will have paid $48.4 million in interest, bringing the total cost of Surrey’s new city hall to $147.9 million. Construction costs for an outdoor civic plaza ($9 million) and a parking facility ($32 million) are being shared by the City Centre Library and the 3 Civic Plaza hotel, and are not included in the $150 million price tag.

Surrey student Maple Batalia has been ordered to stand trial for first-degree murder in connection with the teen’s shooting in 2011. The trial for Gurjinder (Gary) Dhaliwal and co-accused Gursimar Sing Bedi was ordered after a preliminary hearing of the evidence in Surrey Provincial Court, which ended Monday. There is a publication ban on evidence presented at Maple Batalia preliminary hearings. Batalia was a 19-year-old student attending SFU Surrey when she was gunned down Sept. 28, 2011 in the parkade outside the university in Central City. See BATALIA / Page 4

Lack of school money frustrates Surrey trustees

the head of the Surrey Board of Education stood in an empty field in Cloverdale, hopeful a new, much-needed high school would soon take shape there. The provincial government, three months away from an election, had announced it was committing $10.5 million to help pay for a new 1,200-student secondary school in the Clayton area. However, today the land remains empty. “We’re hugely frustrated as a board,” said Trustee Terry Allen. He said the need for more school space in some fast-growing neighbourhoods is already
critical, with thousands of kids attending classes in Surrey’s 285 portables. The province needs to fulfill its promises – and fast, said Allen.
Terry Allen “They’re already committed, big time. And still, we haven’t seen one penny.” In a precedent-setting move, the Surrey School
District even put up $5 million of its own reserve money – with the hope government will repay it – to hire architects and get a jump-start on planning a few new schools. The idea was that when the provincial funding was approved, construction could begin immediately. Now, the plans are tentatively ready, said Allen, but the district can’t move forward without government approval and funding. “It’s driving us crazy,” Allen said. “You know and I know that government doesn’t have a whole pile of money, but there are certain things that the government is responsible to provide.” See SCHOOLS / Page 4

Watts: Lease will offset some costs From page 1 Mayor Dianne Watts said Wednesday the parkade will be paid for through parking fees and the plaza will be funded by the city’s development arm, the Surrey City Development Corp. B.C. Director for the Canadian Taxpayers Federation Jordan Bateman said $150 million is a lot of money to be spent on a civic building when Surrey has so many needs. Watts pointed out it is important for the city to invest where it is asking others to. She also said the city has attracted $3 billion in private-sector investment since announcing the new hall. Bateman said it’s impossible to say how much of that investment actually came about because of the
new city hall. He noted Surrey had already built a public library at the site, which could have served as the city’s commitment to the area. Watts added that some costs of the new city hall will be offset by the leasing of the old city hall in Newton. However, as of yet, no one has committed to occupying that building, which is now largely empty. Watts has said the province has expressed interest in leasing 45,000 square feet of the old building. But there are no immediate plans in place. Even if the city was able to rent out all of the former city hall, the annual income from the lease would be $2 million. That’s just enough to cover the annual interest being paid on the loans for the new building.

Allen believes partnering with the city or health region to make better use of the space in Grandview is a great opportunity. The City of Surrey was on board with such a concept last spring, interested in creating a Campus of Learning-Active Living and Sport Excellence, with a recreation and aquatic centre next to the new high school. But again, provincial dollars haven’t come. Even if construction began today on a new high school in Surrey, it would take a minimum of two years to build. Meetings are planned with the Minister of Education and Surrey MLAs to highlight the district’s concerns.

Barinder Rasode on talk radio trying to justify the added secondary suite fees in Surrey. I am sick and tired of being blamed for the added drain on city services because I have a secondary suite. Including my tenant, there are two residents in my home. Are you trying to tell me that two people are
using double the water and sewer and producing double the garbage than the house next door with eight residents and no suite? Why is only a house with a suite being penalized for the extra drain on these services? If the extra drain on services really is your main concern, would it not be more equitable

He is saying that larger class sizes are okay and that smaller class sizes are of little benefit to students, when the research clearly does not support those assertions. Everyone spoke English as their first language, no intellectually delayed or autistic students were in our class, nor were there blind, deaf, or physically challenged students in wheelchairs or those with severe
communication or speech delays. Today’s classrooms are far more complex than they were years ago and the needs of our students has greatly increased. Yet this government chooses to underfund education by a thousand dollars per student as compared to the national average and we have the second-highest student-to-teacher
ratio in Canada. It is not uncommon for many classes to be composed of several special needs students. Many students require one-on-one support by education assistants yet are lucky to get an hour or two a day. It is about time this government properly funded education. Arlene Laing Surrey

Most of the transactions involved cancelling stale-dated trust cheques made out to the client and then paying the same amount to Gellert’s law firm or a company run by his wife. The transactions ranged from one penny to $5,200 and occurred from March 2008 to September 2010. Gellert ceased being a member of the law society in January 2011 due to non-payment of fees and did not attend the hearing or send anyone on his behalf. The law society panel found no evidence that any of the 31 clients complained, but said that was insignificant as it didn’t make the infraction any less serious. Twelve prior findings of professional misconduct were made against Gellert between 1999 and 2003. As well as being disbarred, Gellert has been ordered to pay hearing costs of $8,630.

Police say the man was walking on King George Boulevard near 64 Avenue at about 6 a.m. Feb. 15 when he attempted to cross the road and was hit by a vehicle travelling northbound. He was taken to hospital but later pronounced dead. The driver of the car remained at the scene and no charges have been laid. Surrey RCMP’s Criminal Collision Investigations Team is investigating. Anyone with further information who has not yet spoken to police is asked to call 604599-0502 or Crime Stoppers at 1-800-222TIPS.

MEMBERS OF B.C.’s harness racing industry – particularly the horsemen at Fraser Downs – are breathing a sigh of relief. Stakeholders reached agreement last Friday on a deal that guarantees live racing at Fraser Downs and extends the funding arrangement for the next five years. The multi-year deal was agreed to by Great Canadian Gaming Corp., which operates Fraser Downs Racetrack and Casino and Hastings Racecourse, and the standardbred and thoroughbred sector. The deal, finalized by the BC Horse Racing Industry Management Committee, is subject to approval by the provincial Gaming Policy and Enforcement Branch. “We feel this will create an atmosphere of

Scott said in a statement, explaining racing and funding arrangements are in place for the thoroughbred sector for the next three years and provides for a six-month season of up to 55 race days. The agreement sets out
34 approved race days at Fraser Downs between January and April in 2014, with another 37 race days scheduled in the fall, from September to December – for a total of 71 days. But the deal means the season at Fraser Downs will shrink from 71 to 62 days over seven months in 2015, and to just six months in 2016, something local horse-
men have been lobbying against. The deal says income from a portion of slot machine profits at the casinos at Fraser Downs and at Hastings Racecourse will continue to be divided between the standardbred and thoroughbred sector. Reaction in the backstretch to the deal is mixed because it means a six-month racing schedule for four years, says standardbred owner and trainer Sandra Roberts. “Some people believe we’ve just slit our own throats,” she said. “I look at it as an opportunity to grow.” Racing is under way at Fraser Downs to the end of April and resumes in September. It’s anticipated racing will begin at Hastings Racecourse in late April or early May, continuing to November. The deal ends several months of negotiations.

licence renewals appears to have spurred more transit fare evaders to pay their fines. But the latest statistics from TransLink show most of those who are caught still ignore the $173 tickets. About 29 per cent of the 36,300 fines issued between September 2012 and the end of 2013 have been paid, generating $1.8 million off 10,400 paid tickets. That’s up from the fine payment rate of about 16 per cent in previous years, when TransLink had no way to enforce payment. Since the fall of 2012, new provincial legislation makes ICBC block auto insurance and driver’s licence renewals for fare evaders who don’t pay fines, and allows TransLink to send them to collection agencies. TransLink spokesperson Jiana Ling noted some tickets issued in late 2013 are not yet in arrears because of the 90-day window to pay, and other tickets issued over the past 18 months are being disputed through the courts. Fare evasion fines go up $40 if they’re not paid within six months and they go up $100 if unpaid after a year. Ling said there are also signs somewhat fewer people are trying to cheat the transit system in the first place. Fare checks by Transit Police and TransLink security show 4.8 per cent of passengers checked systemwide from last May to August had not paid the correct fare, and they include people who may have paid for too few zones out of error. “It’s a bit of an improvement,” Ling said. “It’s down marginally from previous periods of five per cent, with the buses showing the most improvement.” TransLink expects fare evasion will diminish further as a problem later this year when new transit faregates and the Compass card payment system are fully activated.

The event takes place Feb. 21 and 22 at Sullivan Heights Secondary in Surrey and is one of Canada’s largest youth music festivals, with 28 of the top high school jazz bands from the Pacific Northwest taking part this year. While students perform for adjudicators in six categories during the day, an evening performance Friday features experts such as Tom and Arnt Jeffrey Arntzen and Steve Kaldestad. A concert Saturday evening showcases junior and senior rep bands. Both take place at the Bell Performing Arts Centre (6250 144 St.) at Sullivan Heights. “We’re very proud to stage this showpiece jazz festival which has earned a reputation in Canada and into the U.S. as a quality music education and
entertainment event,� says Surrey Board of Education chairperson Shawn Wilson. “Our board is grateful for Envision Financial’s support, as it is key to the festival’s success and more importantly, key to ensuring students have a high-profile, professional quality venue in which to develop, perform publicly and have a lot of fun.� As part of Envision Financial’s The Full Cupboard, the festival will again be addressing the issue of hunger in local schools by supporting the Surrey School District’s meal programs. Eagles have an eye on playoff position
Aquasonics dominate
THE HOST team dominated at the B.C. Synchronized Swimming Championships last weekend in Surrey, winning gold medals in every team event. The B.C. Aquasonics won in the Senior, Junior A and 13-15A team events, as well as in the 13-15 combo category. Olivia Zawadiuk of Coquitlam won gold in the senior solo event, and Seray Sefayi of Surrey won a silver medal in 13-15 solo. Sefayi, Anna Seiler, Madyson Stickley and Erina Williams were the Surrey athletes on the senior team which won gold, as was White Rock’s Mackenzy Higgins. Sefayi, Seiler and Stickley were also on the junior squad. Local swimmers on the 13-15A team and the 13-15 combo team included Jessica Friesen, Courtney Armstrong and Nancy Zhang of Surrey, and Delta residents Grade Macdonald and Abby Rothwell. Sefayi was also on the combo team.
Season ends for Devils A disappointing season has come to an end for the North Delta Devils. They played their final regular season game of the Pacific Junior Hockey League season, losing 6-3 to the Richmond Sockeyes Saturday night at the Sungod Arena. The Devils missed the playoffs

Badminton medal for KPU The Kwantlen Polytechnic University (KPU) Eagles badminton team won a silver medal at the Pacific Western Athletic Conference championship last weekend in Richmond, qualifying five players for the national championship Feb. 26 to March 1 in Edmonton. The Eagles placed second to the Langara Falcons in the team standings, after winning three silver medals in individual competition. Kwantlen’s Brad Mear of Campbell River won a silver medal in the men’s single competition, while the Eagles won two more silver medals
in doubles play. Alisa Young and Willine Kwee placed second in the women’s category, with Chris Chung and Rosalynn Chong teamed up for the silver in mixed competition. All five KPU athletes will play at the Canadian Colleges Athletic Association national tournament in Edmonton.
Mitro skis to bronze Nick Mitro of Surrey turned in an outstanding performance at the Enquist Slalom ski race Feb. 1-2 at Apex Mountain Resort (west of Penticton). A member of the Hemlock Resort team, Mitro placed second in the under-18 men’s race Saturday, and followed up with a first-place run in the same event Sunday. When combined with the under-16 age group, Mitro’s efforts earned him a bronze medal on the overall men’s standings.
DESPITE LOSING twice last weekend,
the Kwantlen Polytechnic University (KPU) Eagles are a game away from clinching a PACWEST playoff berth. The KPU women’s team dropped two games on the road last weekend, falling 66-59 to the Quest Kermodes Friday in Squamish then losing 56-46 Saturday to the Capilano Blues in North Vancouver. But with the Langara Falcons also losing twice, the Eagles remain tied for sixth place with a 6-14 (wonlost) record with the Falcons. KPU holds the tiebreaker, having won all three meetings with Langara. And Kwantlen closes out their regular season next weekend against the Columbia Bible College Bearcats, winners of just one game this season. The Eagles got off to a great start in Squamish against the 15-5 Kermodes, taking a 21-8 lead after the first quarter and leading 30-22 at half time. But after struggling offensively in the first 20 minutes, the Kermodes doubled their output after the break, scoring 44 points over the final two quarters. They took the lead for the first and only time early in the fourth quarter, and stayed in front the rest of the way, outscoring KPU 23-13 in the final 10 minutes. Amber-Lee Kavanagh with 17
points and eight rebounds was the top performer for the Eagles, with Harjot Ladher netting 15 points and Shilpa Khanna adding 14. The Eagles started strong again Saturday, leading 17-10 after one quarter and 30-26 at halftime. But again lost the lead in the second half and were never able to regain it, scoring just five points in the fourth quarter. Kavanagh was the only player to score in double digits for KPU, tallying 11 points. Samantha McPhail, a fourth-year centre, was the game’s top rebounder with 15. Q KPU’s men’s team split their two games on the weekend, improving their record to 4-16. The Kermodes handled Kwantlen 107-52 Friday in a lopsided game in Squamish. They led 56-28 by halftime and 85-37 after three quarters. Devan Haynes was the only Eagle to score in double digits with 12 points, and adding a team-best eight rebounds. Kwantlen came back Saturday to edge the Blues at Caplilano University Saturday. Trailing by 15 points in the second quarter, the Eagles surged to a 59-56 lead after three periods. Devonte Pierce paced KPU with 27 points and four steals, while Panorama Ridge Secondary graduate Obi Udevi added 17 and Ali Bosir contributed 16.
