Chilliwack takes aim at vacant buildings Greg Knill The Progress The City of Chilliwack is taking steps to discourage property owners from allowing their buildings to remain vacant and unsightly for extended periods of time. Citing specific examples like the vacant Safeway building on Main Street, and the former courthouse on Wellington Avenue, the city wants to charge land owners $3,500 for a 24-month permit if their building is empty and unfit for occupation. They would also pay $630 in inspection fees, as well as $1,500 for each additional vacant building. Owners will also be required to obtain $2 million in liability insurance, and allow city officials to inspect the property regularly to ensure it is neither an eyesore nor a public hazard. Failure to comply with the bylaw could result in a fine of up to $10,000. The fees and requirements are intended, said city staff, “to be substantive enough to be a deterrent to building owners who make the choice to keep their buildings vacant long-term and have no incentive to use, improve or redevelop their buildings.” Chilliwack Mayor Sharon Gaetz welcomed the move. She said it will provide “one more tool that will help us ensure buildings are well used and kept by their owners and not allowed to just fall into decay.” Vacant buildings not only sap the life and vitality from a neighbourhood, she said, they pose serious threats to public safety. Chilliwack is not alone in its concern, said councillor Jason Lum. It has been one of the more vocal cities pursuing a solution to abandoned properties in urban centres — often with off-shore, or out-of-town owners. Continued: VACANT/ p4

Sochi can’t light the same Olympic passions Jenna Hauck The Progress Chilliwack residents may be celebrating the Olympic victories in Sochi, but they’re not flying the flag the same way they did in Vancouver. The difference in sales at The Flag Shop this year compared to 2010 is like night and day. Four years ago, with the Olympics taking place so close to Chilliwack, people here celebrated for 17 days straight. Some showed their pride here in their hometown, while others ventured into Vancouver regardless of whether they had

a ticket to an Olympic event or not — they just wanted to celebrate and be at the hub of all the excitement. Fans waved their flags on hockey sticks and poles, they attached them to their cars, and raised them outside their homes. Flags and pride were all around. This year, it’s different. “There is a sense of interest now (with the 2014 Olympics), but it’s definitely not the same level of excitement as 2010,” says Amy Watson of The Flag Shop, located inside the Tourism Chilliwack office. Every two years the shop

sees a slight increase in flag sales, tied to either the winter or summer Olympics. In 2010 it was different. Sales exploded. “We sold out of both Canadian flags and Netherlands flags during the 2010 Olympics,” recalls Watson. The Canadian flags were, by far, the biggest seller. Dutch flags were easily second on the list. Also popular were Olympic flags, and countries that ranked high in the medal standings, like Norway and Germany. “People suddenly took real pride in where they were from,” says Watson. “They wanted to represent their heritage.”

The Flag Shop couldn’t keep up with the demand. It wasn’t just the quantity of flags sold that was impressive, but the size as well. People weren’t buying small handheld flags on a stick, they wanted large flags. “Most people were buying the $30 flags (measuring 3’x5’) which many wore like a cape.” Whether Chilliwackians were caught in the thrill of the 2010 games, or whether they wanted to show the world their patriotism and ethnic pride, their excitement over Sochi simply can’t compete with passion stirred by Vancouver. photo@theprogress.com twitter.com/PhotoJennalism

Trustees, teachers dismayed by provincial budget Katie Bartel The Progress Chilliwack school trustees and Chilliwack teachers were united in their reactions following this week’s provincial budget. Disappointed. The 2014 Budget showed no new funding over the next three years for K-12 education. Chilliwack school board chair Walt Krahn was alarmed by the decision. “It certainly puts us in an awkward position,” Krahn said. “We want to do the very, very best for our students,” but “the board is

having to bear a number of rising costs, which we have no control over.” Chilliwack school district has faced several unexpected cost pressures this year. A $44,000 byelection last November; a $700,000 CUPE salary increase; a 15.6 per cent BC Hydro rate hike. The premiums for the Medical Services Plan (MSP) have also increased. And it’s been suggested that any increase that may come out of teacher bargaining will be paid out of school district coffers. As well, there will be another election in November.

“We had anticipated additional funding to deal with some of those pressure points,” said Krahn. Chilliwack Teachers’ Association (CTA) president Clint Johnston was also disappointed, but not surprised. “We are $1,000-per-student behind the national average; only one other province (Prince Edward Island) is lower,” said Johnston. “For a government that continues to talk about supporting education, and especially now with their big kick on the importance of trades education and how they need to improve that

and train more trades students – well, I think anyone realizes to do that you’re going to need more money.” Johnston was especially concerned there was nothing allotted in the budget for the B.C. Supreme Court’s recent ruling in favour of the B.C. Teachers’ Federation (BCTF) that ordered the government to pay $2 million to the BCTF and restore class sizes prior to the 2002. The B.C. government has requested a stay in that ruling until its appeal is heard. (That decision is expected Friday). “You would hope that they

Chilliwack city council agreed unanimously Tuesday to demolish the Irwin Block, which has sat vacant for more than a decade. It and two adjacent buildings will be replaced by a courtyard while developers are sought to build on the city-owned property. Chilliwack Mayor Sharon Gaetz noted a tinge of sadness about the decision, remembering times she spent at the lunch counter at Hipwell Drugs while working at the nearby Fields store. But she said it was an important step forward in the revitalization of the city’s downtown. “While it feels strange to entertain a motion to ‘deconstruct’ a building, it also feels so good to think about a preferable future.” Other councillors agreed. Ken Huttema, who shepherded Chilliwack’s Downtown Plan, called the decision “another bold step forward.” “It may appear as a step backward, but it is part of the progress that is necessary,” he said. The city has made no secret of its plan for the area. In 2012, it announced its intention to expropriate the building, saying redevelopment of the downtown was occurring too slowly. Citing the recent downtown planning process, it said the public had grown impatient with the progress of revitalization. Tuesday’s decision is aimed at speeding up that process.

The city has set out an aggressive vision for the property, and the other 10 it owns on the block. Two years ago it unveiled a plan that would eventually see a mix of commercial and residential uses developed on a single 1.5 hectare property, with three “midrise buildings” built around an urban park. “This is an important step forward in the redevelopment of our downtown,” said Gaetz on Tuesday. “Some patience is required while we pursue this long term vision, but by assembling this land we are accelerating the process towards positive change.” The Irwin Block’s history goes back more than 100 years. would at least begin to address it with a little bit of money to show that they’re aware that things may not go their way,” said Johnston. “To respond with absolutely no funding … I don’t think that’s fiscally responsible.” Education was not the only sector to receive no new funding. In fact, most had the purse strings tightened in the name of balancing the budget. Health care, social services and liquefied natural gas development were the few areas that saw additional funding.

There were plans eight years ago to renovate the building and convert it into a retail and residential development. But it has sat vacant ever since. Said councillor Jason Lum: “I really think this building was long ago demolished by neglect.” The demolition carries a $141,000 price tag. Making it suitable for occupation would cost $800,000, staff said. Tuesday’s announcement was just one initiative unveiled by the city for Chilliwack’s downtown. It also introduced

a new bylaw aimed at discouraging building owners from keeping their properties vacant and untended. (See story, front page.) The city also outlined plans to ‘green’ Main Street from the Wellington to the museum. “Hanging baskets, sidewalk bulges with low growing foliage and more will enhance the entire downtown area,” the city said. All these steps are designed to breathe new life in to Chilliwack’s historic core. “We envision a vibrant bustling neighbourhood where people live just steps away from unique shops, restaurants, and entertainment,” said Gaetz, noting a similarity between the vision for downtown and the highly successful Garrison Crossing neighbourhood.

Although the 2014 provincial budget is balanced, Finance Minister Mike de Jong is still pulling a controversial yearly dividend out of ICBC to help stave off the red ink. The annual transfer from the public auto insurer’s optional insurance profits to the province is expected to be $200 million in 2014, $155 million in 2015 and $125 million in 2016, according to budget documents. Critics have long denounced the transfers as an inappropriate raid on ICBC profits and say motorists should get any dividends – in the form of lower rates. “For too long government has been addicted to the ICBC revenues and has conveniently forgotten that drivers and taxpayers are not the same people,” said Jordan Bateman of the Canadian Taxpayers Federation. “They’re taking money from drivers and giving the benefits to all people, which is unfair.” The annual transfers are down from $576 million in 2010 – when they began – and were expected to be $237 million for the 2013 fiscal year. Bateman said the CTF had called on the province to wean itself off the ICBC dividends over 10 years and said it looks like that’s starting to happen. “It would be great to see them get off the ICBC dole tomorrow but that would blow the budget contingency fund out the door,” he conceded. First-time home buyers are in line for some tax relief from the budget. The threshold at which they must pay B.C.’s Property Transfer Tax was raised from $425,000 to $475,000. The change provides a break of up to $7,500 on the purchase of a new home for those eligible. At the same time, the province reduced the threshold for the phase-out of the homeowner grant to $1.1 million, meaning owners of homes worth more than that can expect higher property tax bills.

Introduction of the bylaw was part of a series of initiatives outlined at Tuesday’s council meeting aimed at downtown revitalization. Councillors were also briefed on the work currently underway to make Mill Street more pedestrian friendly, and plans to add more green space on Main Street, from Wellington to Spadina. A dangerous offender who was serving time at Mountain Institution has died behind bars. Jack Froese, 34, was found unresponsive in his cell on Feb. 12 at the medium security prison. His sentence began on Jun. 28, 2013 for a series of charges that include kidnapping, sexual assault with a weapon and uttering threats to cause death and harm. Froese pleaded guilty in 2012 to charges of kidnapping and sexual assault after he abducted a woman from a business in Kamloops on Nov. 24, 2011. He drugged and assaulted her over a period of hours, injected her with cocaine, . Videotape was key evidence in the court case, and the victim also testified in court, surrounded by family and friends. During sentencing, one member of the public yelled at Froese to “die in there.” Justice Peter Rogers had called Froese a sexual deviant, who

Thief flees without cash RCMP are looking for a man who came away empty-handed from an attempted robbery Sunday afternoon. The man walked into the Banners Restaurant on Young Road around 4:45 p.m.. Holding a weapon, he demanded money from the first employee he saw. But when the employee told him that the police were being called, he lost his nerve and ran away. RCMP estimate the man to be in his 20’s, five-foot-six with a slim build. He was wearing baggy jeans and a silvercoloured jacket with furlined hood. He was placed in the 99th percentile for re-offending, so his sentence was indeterminate. “He has no empathy for his victim,” Rogers had said during sentencing. Froese was convicted of sexual assault in 2003 and again in 2004, when he raped a Saskatoon hotel worker at knifepoint for 25 minutes. His victim from Kamloops fought her way through the attack, and eventually escaped. “I think I beat him at his own game,” she said in court. An official statement from Mountain stated that Froese’s next of kin have been notified, and the death will be reviewed by Correctional Service Canada.

Measures introduced by the City of Chilliwack Tuesday to dissuade property owners from allowing their buildings to sit vacant indefinitely are long overdue. Had they been in place years ago, buildings like the Irwin Block at Five Corners may have had a brighter future. Instead, years of neglect and a decade of abandonment has earned it a date with the wrecking ball. Chilliwack’s proposed bylaw hopes to change that. (See story, front page.) If approved, it will force property owners to purchase permits for buildings that are sitting vacant. In addition, owners have to maintain them at a certain standard so they are not unsightly or pose a risk to the neighbourhood. It’s a good first step, councillors agreed. But few believe it will provide a panacea to the problem of vacant and decrepit buildings that form such a blight in so many urban areas. To be fair, Chilliwack can only do so much. The fees it charges for the permits, or the mandatory inspections it orders, must be on a costrecovery basis. Municipal governments lack the legislative clout to make them more punitive. Still, if the city can make it a bit more costly for off-shore or out-of-town property owners to neglect their Chilliwack properties, so be it. As Mayor Sharon Gaetz pointed out, vacant buildings leave a hole in our neighbourhoods. They deprive us of cohesive planning potential and become little more than beacons of decline. Take the former Safeway site on Main Street. It occupies an entire city block. And while there are apparently environmental issues with the soil, it is too important a piece of Chilliwack’s downtown to sit as a vacant, boarded up shell indefinitely. Chilliwack council and business groups like the Chamber of Commerce are looking for ways to thaw this stagnation. The proposed bylaw is a move in the right direction, but more needs to be done. ~ Greg Knill, Chilliwack Progress

New fossil finds tell a ‘grand tale’ of our history If the Burgess Shale fossil site in Yoho National Park is a fascinating go-to destination for thousands of visitors, then a new discovery in Kootenay National Park is going to take that fossil exploration experience to a whole new level. The original 505 million-yearold Burgess Shale site contains a motherlode of fossils of some of the planet’s earliest animals from the Cambrian time. In 1980 it was recognized as one of Canada’s first UNESCO World Heritage Sites. It wasn’t just the great age and diversity of the fossils that made them so unique, but the fact that geological conditions came together to preserve not only the hard parts of the animals (bones, shells, teeth) but the soft parts too including muscles, gills, and digestive systems. This allowed scientists to figure out how they

actually lived. Now, just 40 kilometres away in Kootenay National Park, a new fossil treasure trove has been found that could match or better the original site in Yoho. In 2012 a team from the Royal Ontario Museum, Pomona College in Califor nia, Margaret the University of Toronto, the EVANS University of Saskatchewan, and Uppsala University in Sweden discovered the Marble Canyon fossil beds. Following a hunch and their knowledge of geology they found the fossils high on a talus slope. What they found, and how, was published in the journal Nature Communications.

They collected thousands of specimens representing over 50 animal species. Some of them were completely new to science and even better preserved than those in Yoho, retaining very fine, never-before-seen anatomical details that advance our understanding of how the earliest life forms actually functioned. The new site contains a rich hoard of arthropods, a group of animals that today represents more than 80 per cent of all living animals. This find is the latest in a string of discoveries in the Burgess Shale area. Among the fossils is a vertebrate called Pikaia originally found only in Yoho. Scientists have been able to confirm that it is the most primitive of all known vertebrates and considered the ancestor of all descendant vertebrates, including humans. “This new discovery is an epic

sequel to a story that began at the turn of the previous centur y,” said Dr. Jean-Bernard Caron, Curator of Invertebrate Paleontology at the ROM and the study’s lead author. “There is no doubt in my mind that this new material will significantly increase our understanding of early animal evolution. The rate at which we are finding animals is astonishing, and there is a high possibility that we’ll eventually find more species here than at the original Yoho National Park site, and potentially more than from anywhere else in the world.” Since paleontologist Charles Walcott first discovered the Burgess Shale fossils in 1909, over 200 animal species have been identified. Of the 50 species unearthed in the Kootenay site, some are also found in China’s renowned Chengjiang fossil beds

which are 10 million years older. That suggests that Cambrian animals had a global distribution and existed for a very long time. “It didn’t take us very long to realize that we had dug up something special,” said Dr. Robert Gaines, geologist with Pomona College. “To me, the Burgess Shale is a grand tale in every way imaginable, and we are incredibly proud to be part of this new chapter and to keep the story alive and thriving in everyone’s imagination.” The plan is for further exploration this summer with the hope of adding to the new species discovery list. While the fossil bed site in Kootenay is currently under wraps to protect its integrity, controlled visitor opportunities like those to the Burgess Shale location, are a possibility. How cool is that?

that, there are a few points that jumped out at me during my limited review of the document. First is the carbon tax which when you examine the claim that this tax is revenue neutral makes you wonder if this is not just another example of a failed attempt at social engineering. I also had to wonder about the economic projections with respect to the liquefied natural gas program. I could find no significant tax benefits in the fore-

seeable future. With respect to jobs, particularly for young people, the document fell a little short of my expectations. There is also the issue of recycling fees, which are a form of taxation, which do not appear to be mentioned. While Cirjau now laughs at the memory, back then, it was mortifying. “It was a big, big deal, a really bad experience,” she said, noting that she’s since tried to refrain from saying fac in public when speaking her native tongue. In fact, when interviewed by The Progress, she didn’t say the word, but rather spelled it. “It doesn’t have anything to do with the other word here, but when you say it out loud it sounds like that bad word here,” Cirjau said. “Having a different language is supposed to be a benefit, an asset, but sometimes we feel, having that accent,” makes us lesser in the eyes of others. “It should be the other way around. Everywhere in the world, when you know two or

three languages, that means you are smart, but here… we sometimes feel judged.” Welcoming Communities aims at making the transition easier for parents, and for their children. One way the school is doing that is through in-class cultural lessons – created by the parents. Several of Sardis elementary’s immigrant families were invited to submit a “lesson plan” based on their culture, which resulted in a bursting binder full of schoolbased lessons covering the cultures of a range of countries. “We wanted to make these lessons authentic and real,” said Corinne Barber, specialist language teacher in Chilliwack school district. There were art lessons, language lessons, geography and

more. A map has been put up in the school with pegs indicating the different countries represented at Sardis including India, Germany, Japan, Philippines, Korea, Brazil, and, Africa. One lesson notes the similarities of the world’s languages, another focuses on the power of the unwritten word with Indian story scrolls, a Hungarian one on the art of the biro (ballpoint pen art) meshed well with the Grade 4 art curriculum. Teacher-librarian Christopher Hunt said it was a no-brainer to incorporate the lessons into his curriculum. “There’s a lot of really neat [lesson plans] in that binder,” he said. “When I first moved back here, 15 years ago, Chilliwack wasn’t

very multi ethnic, but now, it’s quite multicultural – we should be celebrating that.” Parent Esther Hass, who’s from Africa, but immigrated from Germany with her husband and two children in 2010, believes this program is a step in the right direction. “It’s very good because if you come to this country it’s very hard to have friends, it’s very hard to get a job, it’s very hard to put your kids in a school where they don’t have a lot of friends,” said Hass. When Lia Cirjau’s young family immigrated to Chilliwack, they didn’t know a lick of English. They didn’t know the community, the customs, the people. And in their son’s elementary school – a place where most families are able to broaden their friendship scopes – they often felt like outsiders. A new school-based program is working to address those issues. This year Sardis elementary partnered with Welcome BC, a provincial government initiative that funds projects supporting the integration of immigrants into B.C. communities, with its pilot Welcoming Communities. With Welcoming Communities, the school’s immigrant parent population participate in weekly meetings to help broaden their social capacity, develop friendships and work together to figure out ways of conquering the daily obstacles and barriers standing in the way of most new immigrants. “We talk a lot about helping newcomers integrate into Chilliwack, and a part of that process is building relationships,” said teacher Versha Oza, who helped bring the pilot to Sardis elementary. “We need to start learning from each other.” Cirjau, who immigrated from Romania in 2007, hopes this program is the first step to a much larger movement across the school district. “Society is changing,” she said. “Chilliwack is growing, and it’s growing with more immigrant families. We need to feel more welcomed in our communities.” When Cirjau’s oldest son, then in Grade 3, started at Sardis elementary, he struggled to make friends, he couldn’t adequately communicate, he was teased for bringing unfamiliar Romanian stews for lunch instead of typical jam sandwiches, and one day, his parents were called to the principal’s office because he had apparently said a bad word. But the word, fac, in Romanian, isn’t a bad word at all; it’s used for many common English words including I do, I make, I become.

Driving topless in the Valley of Fire

Las Vegas, Nevada – Took the all-new BMW 4 Series Cabriolet on one of those leisurely and slow drives typical of a Sunday through Nevada’s stunningly beautiful Valley of Fire National Park. Problem was that it was a Tuesday and the only other car on the road seemed to be the somewhat inappropriately named pace car ahead that kept our speed to a fraction below the posted 30 mph speed limit (which is 48.280 km/h to be precise). Apparently, the overzealous state troopers, you know the guys with the mirrored sunglasses, had warned the Bavarian hosts that they would hold them responsible for any outrageous road behaviour, hence the so called pace cars ahead of each group of pearl white 435i cabriolets. This topless edition joins its coupe sibling in the new 4 series classification which is really a new name for 3 Series two-door models. Just like the 2 Series coupes are actually two-door 1 Series models. Oh, never mind. Anyway, this is a tourer for those with the cash rather than the sports-minded $67,400 for the test car – so perhaps the afternoon stroll was more appropriate than a

but a scowling front gives it beastly pretensions. The power hard top rises smoothly from its hiding place in the trunk in 20 seconds. We were told it could even be raised in speeds up to 18 km/h. Why would you want to? When that top is in place it truly looks like a coupe. Cool but even cooler when you lower the windows and see it as a pillar-less coupe! When the top is up it offers 370 litres of trunk space (222 litres when topless), which makes it the roomiest in its segment. BMW says it will comfortably stash two sets of golf clubs, if you are that way afflicted.

Classy leather interior, with ergonomically correct front seats. Can’t say the same about the back seats but then who wants to share the open top experience with anybody other than one’s beloved? Controls handy though the rotary control was a bit too close to the front seat passenger for my liking. No fuel consumptions estimates are available yet. If you are looking for feedback through the steering, you are not going to get much but there is no argument that it offers a smooth ride and cornering is effortless at 32 mph – devils aren’t we? Once out of the park, the Smokey bears joined the press pack as impromptu pace cars! – One ahead of us pulled off at a donut shop as we hit the highway. Here was our chance to open up. A bit. The 300-hp turbo inline-six swiftly moved through eight-speed auto tranny to 100 klicks in a smidgen under six seconds then I chickened out. (Six-speed manual transmissions will be available in Canada, which should increase sportiness in performance.) Rumours circulated the evening dinner that a member of the Russian press corps had secured a $1,000 fine on that same stretch of road at about the time my co-driver and I had taken turns to punch the pedal and play briefly with steering-wheel mounted paddle gear changers. Oh, and that’s when he were able to test the true effectiveness of the rear air diffuser (thumbs up) though when it is in place it rules out back seat passengers (thumbs down). And the rush of cooler desert air prompted us to flick the switch on the neck warmers, ah yes, a mark of true luxury. Truth is this car is more about looks. How it looks and how you look in it. And it looks absolutely fabulous, darling, now you ask. Can’t speak for myself. It is simple elegant in profile

Chev Silverado: Truck of the year is tough gas miser in the half-ton pickup market and with heavy concentration on fuel consumption; it’s tough to find a balance between fuel economy and a strong capable truck. But the Silverado designers

tion. The rear axle size has been increased to handle the larger torque output from the engine. Speaking of engines the Silverado offers three engine choices. The first is a 4.3L V6 with a 285 horsepower and 305 foot pounds of torque. An all-aluminum 5.3L V8 with 355 horsepower and a 6.2L EcoTec V8 that produces 420 horsepower and 450 foot pounds of torque. The transmission is a sixspeed electronically controlled automatic with two overdrive gears. It has an estimated combined fuel economy of 13/8.7 L/100 km. Although my real world numbers were not that close, the transmission undoubtedly helped push a tank of gas a little farther than I expected. Properly equipped, this Silverado can tow up to 5216 kg (11,500 lb) which is impressive for a ½ ton pickup. The redesigned interior offers more leg room and is easily accessed through the larger doors. The steering wheel controls and other knobs on the dash are within reachable distance from the driver and larger enough that they can be used while wearing work gloves. My tester was equipped with Mylink system that basically controls everything. The voice recognition is easy to use and can respond to normal speech patterns. The rear bumper has steps built into it on both corners of the truck, making the job of climbing in the back an easy task. The tailgate features EZ-lift hardware that makes lowering the tailgate a one handed job. An available LED lights mounted under the box rails lights up the cargo area and makes every nook and cranny visible. Many innovative improvements were made to this truck to keep up with the consumer demands and the result will help spur Canadian sales. ian.harwood@drivewaybc.ca

A thief who succeeded in a brazen daylight purse-snatching attempt is now being hunted by local RCMP. Around 3:15 p.m. Saturday afternoon, an 81-yearold woman was walking through the Salish Plaza parking lot, near Save On Foods. She was pushing a shopping cart, with her purse in the basket. A man came up from behind and grabbed the purse. She tried to hang on but couldn’t, and the man took off on a bicycle. RCMP believe he’s in his early 20’s, around fivefoot-six with a slim build. Excessive speed and liquor consumption were factors in a single-vehicle accident early Sunday morning. A 19-year-old driver lost control of his vehicle on Young Road and hit a Hydro pole near Olds Drive. His vehicle ended up in some nearby bushes, but the driver wasnâ&#x20AC;&#x2122;t injured. The hydro pole wasnâ&#x20AC;&#x2122;t so lucky, taking heavy damage. The driver has been slapped with a 90 day driving ban, a speeding ticket, a ticket for failing to stop at a top sign and another for driving contrary to driver restrictions.

Community Outdoor club looks at avalanche safety The February public meeting of the Chilliwack Outdoor Club takes place in the Multi-purpose Room at Mount Slesse Middle School, 5871 Tyson Road, Chilliwack, at 7:30 p.m. on Monday, Feb. 24. Following the presenting of trip information, the winter schedule and some urgent business, there will be a break with refreshments. After the break, there is usually a multi-media presentation relevant to current member activities. Last month the club viewed video and still shots of bouldering and ice climbing in Patagonia. This meeting the presentation will highlight avalanche awareness and safety, presented by Sam Waddington and Ray Daws. As a member of the Federation of

Mountain Clubs of British Columbia (FMCBC), Chilliwack Outdoor Club works with local government agencies to make

known its presence as non-motorized, outdoor enthusiasts. The group actively lobbies for access to wilderness areas, and also does

maintenance of trails to these areas. This promotes tourism in the form of human propelled activities in the region.

California conflict Chilliwack’s Brandyn Chappell scored a huge gold medal win at the fourth annual Pan Kids Jiu-Jitsu Championship, held last weekend in Carson, CA. The event took place on the campus of California State University, Dominguez Hills, sanctioned by the IBJJF (International Brazilian JiuJitsu Federation). Around 500 competitors from across the United States and Canada made the trip, ranging in age from four to 15. Chappell, 14, fought one match against a youth from the San Francisco area. He took control right away, trying several simple collar choke holds. The turning point came when he executed a sweep to go from under his opponent to the top. That move earned him six points — two for the sweep and four for attaining mount position. In the closing seconds the teenager unsuccessfully tried arm bar and collar chokes. Chappell ended up winning on points. “We wanted Brandyn to gain some good international experience as this is his last year as a youth,” said dad Harley Chappell. “Next year he will compete as a juvenile at adult tournaments.” The Chappell family owns Pacific Top Team Brazilian Jiu-Jitsu in Chilliwack, and that is where Brandyn trains alongside Harley and two younger brothers. The Vedder middle school student has been doing this for six years and has collected hardware from local tournaments. In November he won double gold at the BC Championships at BCIT. In January, he won gold at another tourney.

Chilliwack’s Olivia Strickland pulled in a bronze medal at the Provincial Synchronized Swimming Championships, held last weekend in Surrey. It’s unusual to find positives in an 8-2 loss but it was easy to do so in last Friday’s Chilliwack Chiefs loss to the Nanaimo Clippers at Prospera Centre. The Clippers are a tough team to play against, pressuring the puck as well as any team in the league. They play physical from start to finish and they w ear teams down. This wear game plan worked perfectly for them Friday night. But with all the troubles the Chiefs had, the forward line of Jordan Kawaguchi, Kurt Black and Mason Boh was very good. They scored one goal and were dangerous on the majority of their shifts. That’s good to see from three guys who are eligible to return next season. The last minute of Saturday’s 5-3 win over the vvisiting isiting Surrey Eagles was about as exciting as you can get. The Chiefs scored three goals in the game’s final minute to erase a 3-2 deficit. The action in the press box was as frenzied as it w as on the ice. The three was stars are picked with input from a group of people up in the press box, and the loose rule is that they need to be picked with five minutes left in the third period. We did not follow that rule Saturday. The three stars changed four times in the last five minutes of that game. He partnered with USA Hockey goaltending scout Justin Goldman to write The Power Within: Discovering the Path to Elite Goaltending. I got to know Mike quite well during his season here and it’s no surprise to see him involved with a project like this. He was very much into the mental aspect of goaltending when he played and he’s obviously still a big believer in the importance of it when it comes to goaltending. Reconnect y unit m m r co Help ing at risk youth in ou Joshua was 15 years old when he left home. He could not live with the conflict and fighting in his family life. He often spent much of the night hanging out with friends and couch surfing (crashing for a night or two at a friend’s home) until he had to move on. Each evening he was unsure where he would be sleeping the next night. Food was a hit or miss, sometimes going all day without much to eat. Hygiene was a challenge as a shower was not regularly available. Although Joshua had occasionally smoked pot, his usage increased when he was no longer living at home. His school attendance declined as his boredom and frustration increased. Life on the street made Joshua vulnerable to

predators, violence, sexual exploitation, gang involvement, criminality and more substance abuse. One particularly cold, rainy day a CCS Reconnect Worker met with Joshua who had developed bronchitis from his situation. She took him to get medical attention, a hot meal and clean clothes. Arrangements were made for him to stay in a shelter for several nights. Together they worked on a plan that included personal and family counselling and ultimately Joshua returned to his family. CCS Reconnect Workers advocate for and connect high-risk youth to services that can meet their basic needs including: shelter, food, clothing

etc. High risk may mean working with youth who are street involved, cut off from their family, school, resources and community. Cascades open playoffs against Dinos

The University of the Fraser Valley women’s basketball team clinched first place in the PACWest Pacific division, recording back to back wins over the Trinity Western Spartans. The Cascades won 78-54 Thursday and 55-39 Saturday to finish the regular season with a record of 17-5. Mission’s Aieisha Luyken led the way in the first game, exploding for 22 first half. Luyken went 7 of 11 from the field and six of six from the free throw line. Luyken didn’t play in the second half and every player on the roster got at least five minutes of floor time. Chilliwack native Sarah Wierks had 12 points. Her four offensive BC Major Midget Hockey League skaters and Chilliwack natives Hayden Guilderson and Dr yden Downing racked up the points in weekend road wins over the Thompson Blazers. Guilderson had two goals and one assist, and Dryden Downing picked up two helpers, as their Fraser Valley Thunderbirds won 9-2 Saturday. Downing had two goals and an assist, and Guilderson one helper, in a 7-3 final Sunday.

Bea is survived by her siblings Harold Plumsteel and Margaret (Ken) McLennan, sons Jim (Pat) Rogers and Ted (Karen) Clarke, granddaughters Leanne (Patrick) Giommi, Lisa (Milo) Kowbel, Ashley (Stefan) Schuster, great-grandchildren Giulia and Emilia Giommi, Aurelia and Alden Demandre and numerous nieces, nephews and friends. She was predeceased by her daughter Angela (Ken) Kowbel, husband Edward Clarke, sisters Kay (Charlie) Lemon and Vivian (Max) Zuest. Born and raised in Vancouver, BC, Bea also lived in West Vancouver, Chilliwack, Abbotsford and Salt Spring Island. Bea worked for the Bank of Montreal in various Vancouver branches, as well as the Chilliwack branch then retired after 35 years of service. An active member in any community she found herself in, Bea’s sense of humor and spirit of cooperation and service benefited all her achievements and awards in volunteerism are numerous. Some places you may have met Bea include: Chilliwack Community Services Board of Directors, Chilliwack District Boy Scouts’ Council, as Treasurer for 18 years, Rotary Club, Hospital Auxiliaries, Chilliwack Soroptimists. She was often at her husband’s side as he conducted his many roles in Masonic Lodges in BC, Canada, the US and Great Britain. Her travels took her all over the world (Great Britain, Austria, the Mediterranean, Malaysia, across Canada and throughout the United States). “At home,” was a warm, welcoming place for family and friends, full of music and laughter and always a hot cup of tea. She enjoyed needlework and crafted countless pieces (both beautiful and functional) to gift or to donate to charity over the years. The family would like to express their sincere appreciation to Dr. Shane Barclay, the nurses, care aides, staff and auxiliary at Lady Minto Hospital and our extended Salt Spring family for your loving care. 1919 ~ 2014 With regret, the family of Dorothy MacColl announce her passing on February 15, 2014 at Cheam Village, Agassiz. A resident of Chilliwack since 1961, Dorothy had spent the past 3½ years at Cheam Village. Dorothy was predeceased by her husband of 48 years, Donald (1986), her son Ronald (1997), brothers, Raymond and George Pinchbeck and her sister, Freda Moore. She is survived by her daughter, Lee Taylor, granddaughter, Valerie (Ken) Howard, great grandchildren, Jared and Kayla Howard as well as her sister Beryl Cowan, daughter in law Frances MacColl and nieces and nephews. The family would like to express their thanks to Dr. H. MacIntosh and all the staff at the Cheam Village for their exceptional care and compassion that was extended to Dorothy during her stay with them. In lieu of flowers, please consider a donation to the BC Children’s Hospital Foundation in her memory. There is no service at her request. A family gathering will take place at a future date.

Margot Wawra passed away peacefully on the 11th of February. Margot lived a full life that took her through the Depression, wartime and deprivation. After the war she studied creative writing and journalism in Germany and married Frank (Helmut) in 1955 in Velbert, Germany. They soon immigrated to Canada to start a new life together in Saskatchewan. Margot was a very versatile person who was involved in teaching, radio broadcasting, real estate, journalism and art. In the early 1980s they moved to Abbotsford British Columbia to be closer to family. During this time, Margot enjoyed new found friends and activities, including Tai Chi, choir, art and service with the Abbotsford Hospice Society.

The family is very grateful for the extra special loving care given to her by the staff of the Waverly Seniors Village during the last few years of her life. Margot’s art career blossomed and her conceptual art encompassed wood carvings, metal and plexiglas sculptures, acrylic, oil and water colour paintings. She has been acquired by the Saskatchewan Arts Board, Mendel Art Gallery and the University of Saskatchewan and is featured in several books and important listings of Canadian artists. She remains a significant example and influence for Canadian female artists. She and her late husband, Frank, travelled throughout North America in their RV and collected many interesting friends along the way. Their home was always open to artists and musicians. Margot leaves behind a family who will remember and miss her.
