Sidney council won’t increase industrial taxes in their 2014 budget Steven Heywood News staff
Sidney homeowners will pay, on average, $33.66 more in 2014 on their municipal tax bill. Sidney council on Tuesday night made a few changes to the 2014 portion of their five-year financial plan to lessen the tax impact on their residents, commercial property owners and industrial businesses. Their initial overall tax increase this year was at 2.86 per cent (or $36 for the year for an average home) when the budget deliberations began. Sidney is facing increased service costs with the addition of a new RCMP officer and a new full-time firefighter, among other costs. To bring that rate down, council voted to defer a few items from the budget. A planned study on the replacement of the Reay Creek dam, estimated to cost $20,000, was eliminated this year. Another $15,000 was saved by dropping plans for the Beacon Avenue wharf replacement study. Another $9,000 was saved when council decided to cut in half their planned traffic calming plans for Bowerbank Drive and build only one small roundabout this year. With the Reay Creek dam money offset by a loss of $20,000, the overall tax hike this year will be 2.61 per cent. Town staff now have until April to finalize the financial plan for council. That loss of $20,000 came from council’s decision not to standardize its light industrial tax rate. Council has been lobbied against that by local industrial business since the Town announced last year it wanted to bring that rate in line with the practices in other municipalities. After seeing the story on Levi and Anya Viinikka’s mosquito net project at Kelset Elementary School in January, the Central Saanich Lions club mobilized to do what they do best — give back. “As soon as we saw the story in the Peninsula News Review it jumped right off the page, and we knew we wanted to support the effort,” said Ron Basi, Presi-
dent of the Central Saanich Lions Club. Club members attended the school on Tuesday and presented a cheque for $500 to Levi, 9, and Anya, 7, to put towards the school-wide fundraising effort. “We’re really excited at how much we already raised,” said Levi. The brother and sister team spearheaded the initiative to raise $4,050 by Feb. 28 to go towards purchasing mosquito nets for families in Zimbabwe. The nets, which cost about $10 each, are

designed to keep mosquitos at bay while families sleep, therefore decreasing the chances of malaria. Schools all over Canada are participating in the initiative which is being sponsored through Plan Canada. Four young women from Victoria will roll through the B.C. Winter Games this weekend — literally. Athletes Ashley Griffith, Alyshia Joinson, Kelly Law and Ryleigh Bissenden, who all play out of the Pacific Institute for Sport Excellence, make up two-thirds of the wheelchair basketball team that will represent Vancouver Island-Central Coast at the Games in Mission, which opened yesterday (Feb. 20). At PISE Tuesday night, coach Simon Cass put the foursome, and others in the program, through a couple games of knockout, and had them thundering up and down the gym floor practising off-hand dribbling as the players warmed up for their final practice prior to provincial competition. “So many of our players are really new. So (the B.C. Games are) a really great development opportunity, in basketball skills and meeting other people their age with different disabilities,” Cass said. Griffith, who at 14 is the youngest member of the foursome, is also the newest team member to the sport, with just two months’ experience. Griffith suffered multiple severe injuries in a fall in 2011. The Reynolds Secondary student has endured two major spinal surgeries and discovered wheelchair basketball during rehab. “I just got out of GF Strong (Rehabilitation Centre in Vancouver) and they have wheelchair sports there once a week,” she said. “When I got hurt, I didn’t have a way to exercise. (Wheelchair basketball) is a great activity.” Now living with complex chronic

It’s a philosophy she shares with teammate Alyshia Joinson, 17. The Spectrum Community School Grade
11 student started playing in October after her congenital spina bifida and a foot injury a year earlier finally claimed her ability to walk. Though Joinson still gets upright now and again at home, her days are primarily spent on wheels. “I knew I would be in a wheelchair
eventually because I wasn’t supposed to walk, ever,” she said with a hint of a grin. “I have never seen anyone, besides Ashley, my age in a wheelchair. Particularly girls.” The pair will play alongside two able-bodied peers from the Capital Region. Law, the eldest member of the team at 22, will also provide the most experience of the four Victoria players. The Saanich woman discovered the sport and the wheelchair basketball program while taking post-secondary classes at PISE. The fourth member of the team, 16-year-old Bissenden of Central Saanich, similarly discovered the sport a year ago as part of her home school physical education program. “I started with a PISE program and we do a bunch of different sports,” she said. The able-bodied teen was hooked immediately. “It was fun. I loved it.” The Zone 6 team of six — the remaining two members are from up-Island — will battle other co-ed teams from different regions around the province, with athletes ranging from ages 12 to 22 in four-on-four competition during the three-day B.C. Games. Despite the lack of experience, Joinson recalls an early meeting that inspired her to gear up for the Games. “We got to hold the medals,” Joinson said. “I really want one.” Visit vicnews.com and click the B.C. VICTORIA – Finance Minister Mike de Jong unveiled B.C.’s second straight surplus budget Tuesday, with few spending and tax changes as the province plans for economic growth driven by natural gas exports. The biggest tax change is provincial tobacco tax goes up 32 cents a pack April 1, on top of the latest federal increase of 40 cents a pack.
B.C.’s share is expected to generate another $50 million and de Jong said a portion of that will be used to develop smoking prevention efforts. Provincial funding for K-12 education continues at 2013 levels, as the government pursues an appeal of a court decision that could add hundreds of millions to school district costs. The budget includes a $300 million contingency fund this year, rising to $400 million next year. The budget touts invest-
ments in trade skills training. The largest capital project is a new campus for Emily Carr College of Art and Design in Vancouver and operating spending on colleges and institutes is projected to fall by $5 million in 2014. De Jong said the “re-engineering” of B.C.’s skills training programs referred to in last week’s throne speech is getting underway, and a new $1,200 education savings grant for children born in 2007 or later is being deliv-
ered starting this year. NDP finance critic Mike Farnworth said the government balanced its budget with cuts to skills training, increases to fees and appropriating $480 million added to B.C. Hydro’s growing debt. The B.C. Liberals spent heavily before the 2013 election to promote a jobs plan that has seen people continue to leave the province for work, Farnworth said. The government expects to end the current year with
an operating surplus of $175 million, rising to $184 million next year, which de Jong said is mainly a result of spending discipline. B.C. and Saskatchewan are the only provinces to balance budgets this year, and the three western provinces remain the only ones with a triple-A credit rating. B.C.’s personal income tax rates remain the lowest of any province, but the budget announced another four per cent increase in Medical Services Plan premiums.

Mayor Larry Cross argued there are international trade agreements in the works that could adversely impact these local industries. He then asked council to approve a two-year moritorium on any discussion of the rate standardization matter. Noting he had suggestions of other cuts in the budget to help offset that loss of tax revenue, Councillor Mervyn Lougher-Goodey said he would support the moritorium. Coun. Tim Chad said he couldn’t do so if that meant the residential taxpayers would bear the brunt of the decision. Coun. Steve Price
argued strongly in favour of completing the entire Bowerbank traffic calming project and not cutting it in half. He argued that with the East Shore Village development completed in the area, traffic will increase. “This is a project that we decided needed to be done,” he said, noting residents there had petitioned council on the matter. “I don’t think we need to backtrack on this one.” Price was the only holdout, however, as council agreed to complete one roundabout at one end of Bowerbank, see how it takes, and then consider the second in 2015. Up for discussion
but surviving council’s chopping block were: • $7,500 needed to top up the economic development fund to $60,000. • An increased fund to allow councillors to go to more conventions ($6,000). • The Highway 17 overpass project. Also included in the budget this year are council’s regular contribitions to the Sidney Museum ($78,000), Arts Council ($5,000 for extra building maintenance) and the Saanich Peninsula Chamber of Commerce ($5,000 per month for running the visitor centre). Sidney is also expecting to get $70,000 in new construction money in 2014.

Generous donation tops up care campaign Craig Mearns’ donation gets Victoria Hospital Foundation effort to $25 million-plus
Craig Mearns said that no matter where you are in Greater Victoria, you will end up at one of the major hospitals should you get really sick. That’s one of the reasons he has donated $256,000 to the Victoria Hospitals Foundation’s Building Care Together campaign — helping top it up to $25 million raised since it started in 2011. Mearns, a retired businessman from North Saanich and a municipal councillor, has served as a member of the Eldercare board of directors and on the cabinet of the Victoria Hospital Foundation’s last capital campaign. He has donated a total of $330,000 to the campaign and since 1989, has given $480,000 to the Victoria Hospitals Foundation. “I know their needs,” he said, “and the quality of the work they do. It’s all about patient care.” Money raised for the campaign will be used, stated a Foundation media release, for the
purchase of leadingedge equipment for the Royal Jubilee Hospital Patient Care Centre, including Smart Beds, vital signs monitors, telemetry systems, medication safety cabinets and more. “The Jubilee is one of the hospitals where we end up if we get really sick,” Mearns said, noting he also contributes to local facilities like the Saanich Peninsula Hospital. Donations to the campaign, said Alan Lowe, Foundation board chair, have been matched by the Jim Pattison Community Matching Gift Challenge. That, Lowe said, was a contribution of $5 million. In all, some 3,200 people made donations, big and small, to the Foundation’s threeyear capital campaign — and more money is still coming in. “This was the largest campaign on the Island,” Lowe continued. “It feels like we have just won the gold medal here in Victoria.” He said over the three-year effort, the Foundation has purchased all of the equip-

From B.C. Games to Olympic dreams Before Central Saanich’s own Jamie Benn played for Team Canada in Russia, he played hockey at the 2004 B.C. Winter Games. And more than a decade before speed skater Denny Morrison captured gold and silver medals at the Turin, Vancouver and Sochi Olympics, he raced at the B.C. Winter Games. More than 50 Greater Victoria athletes are following in the footsteps of many B.C.-raised Olympians before them, taking part in the biannual showcase of young athletic talent. For some, this will be another exciting opportunity for them to compete in their sport alongside some of the best up-and-coming athletes B.C. has to offer. For others, this will be their first taste of competition on such a large scale. Young athletes in Victoria are lucky to have an abundance of sporting opportunities, with teams and leagues available nearby that span all ages and skill levels. It’s a different story in our province’s small towns, where sports are less accessible, given there are fewer nearby competitors and athletes must travel greater distances to compete. As British Columbians, we are proud that an opportunity such as the B.C. Games exists for young athletes to experience that largescale competition atmosphere. Without these opportunities, we risk kids losing interest in or having to give up the sports they enjoy playing. With a significant list of Olympic alumni, the B.C. Games has become a traditional stop on the path to bigger games for young athletes. As our nation’s homegrown talent competes on the world stage in Russia this weekend, they will no doubt inspire many young athletes at the B.C. Games to dig a little deeper and come up with their best efforts. Whether it’s Morrison, from Fort St. John, standing on the podium in Sochi, or the promise of a medal from Benn and his four B.C.-reared teammates on Team Canada, we as British Columbians take pride in our athletes’ Olympic successes. Providing kids with sport-related opportunities like the B.C. Games is critical – it’s the best way to show our support for tomorrow’s Olympians today. What do you think? Guest cottages are the tip of the iceberg The reduction of the allowable property size to one acre for the building of a rentable guest cottage fools no one old enough to have seen this misnomer used repeatedly as the first step in the conversion of agriculturally zoned land into subdivisions. The second step is the subdividing of each property; the third is the building of a guest cottage on each of those; and finally the last subdivision and the final guest cottage on the thin slice of remaining land. (Mayor Alice) Finall’s grinning face fools no one who has witnessed the in-fighting that passes for North Saanich municipal meetings, in which any initiatives to support the ALR or the environment are completely ignored. It is clear that nothing is done about environmental or agricultural issues because our mayor and council have no interest in any future for the area other than one of subdivisions, industrial parks and shopping malls. Such a vision belongs in an area unsuited for agricultural purposes, but presumably the council and their development friends believe they will make enough from this devastation to be able to afford the sky-rocketing prices of imported agricultural products. Re: Feb. 7 PNR article, “They’ve heard enough.” It is reassuring your headline echoes my sentiments about Mr. Harrison’s presentation critiquing the methodology of the housing strategy exit survey questionnaire. I had received a copy of Mr. Harrison’s presentation prior to the meeting, had seen it posted on the North Saanich Council website and had heard Mr. Harrison’s views on this matter at a previous Committee of the Whole meeting. Since I was elected, Mr. Harrison has been consistent in his opposition to the North Saanich Housing Strategy. My objection rested on the issue of council meeting protocol. Prior to the meeting of Feb. 3, Mr. Harrison’s presentation was inserted inappropriately, in my opinion, in the period set aside for petitions and delegations. This period is provided for various bodies such as the Airport Authority, the CRD, B.C. Ferries, the Flavour Trail and the RCMP to make presentations on matters that are new to council. Thanks for the memories Have you ever taken a walk through the old Sandown race track? On one of my many walks there I sometimes stand by the fence by the barns and if I’m very quiet and still I swear I still hear the whinnying of the horses, the smell of hay and pine tar and the shouts from the lads as they get the horses ready for the race. As I walk I see the little yellow building where the jockeys dressed. Then I look across the track to the old oak tree. No yellow ribbon around it anymore. I shall always remember Sandown when I hear the song Tie a yellow ribbon round the old oak tree. Now progress is knocking on the door and that’s as it should be. LETTERS Province needs a plan on poverty Thank you for the recent editorial regarding the Community Social Planning Council’s Action Plan on Poverty and its endorsement by all 10 of our south island MLAs and MPs. The editorial noted the Select Standing Committee on Finance, with Liberal and NDP representation, also recommended a comprehensive poverty reduction strategy. I’m a member of that legislative committee, along with other NDP MLAs Lana Popham, Mike Farnworth and Mable Elmore. It was a gratifying experience to hear from citizens across B.C. regarding budget priorities,and to compile a consensus report with 63 recommendations, including poverty reduction. However, it must be recognized the NDP Opposition and nongovernment groups like the Social Planning Council and Canadian Centre for Policy Alternatives have been advocating a poverty strategy for years. And
for years, the issue has been ignored by the provincial Liberal government, even though B.C. has had the highest child poverty rate in Canada for a decade. Non-partisan consensus on poverty and other issues is important and I believe elected representatives at all levels have a responsibility to work across partisan lines, particularly at the local level. But in a parliamentary democracy, government makes the final call and up to now this government has decided that a province-wide poverty strategy is not a priority. The NDP will soon table a private member’s bill that would establish a poverty action plan. I hope the government will support our bill or present their own and the Opposition will be the first to congratulate them if they do. But we will also hold them to account in the most vigorous way possible, if they once again ignore the moral and economic imperative

my doubts. Driving the Silverado over a pothole-laden road did change the dynamics on how the truck handled but the shocks adjusted themselves perfectly. The frame mounts at the back of the cab are hydraulic and this helps to control any vibration. The rear axle size is increased to handle the larger torque output from the engine. Speaking of engines the Silverado offers three engine choices. The first is a 4.3L V6 with a 285 horsepower and 305 lb-ft of torque. An all-aluminum 5.3L V8 with 355 horsepower and a 6.2L EcoTec V8 that produces 420 hp and 450 lb-ft of torque. This engine also has active noise cancellation, very similar to good quality headphones. The transmission is a 6-speed electronically controlled automatic with two overdrive gears. It has an estimated combined fuel economy of 13/8.7 L/100 km. Although my real world numbers were not that close, the transmission undoubtedly helped push a

he folks over a GM felt it was time to raise the bar and with this latest incarnation of the 2014 Chevrolet Silverado. And indeed it took a major step forward by anybody’s estimation. Competition is fierce in the half-ton pickup market and with heavy concentration on fuel consumption. It’s tough to find a balance between fuel economy and a strong capable truck. But the Silverado designers achieved that balance and were recognized publicly for the achievement. The awards presentation at the North American International Auto Show in Detroit saw GM haul away top honours for the Corvette Stingray and Silverado pickup, which were named North American Car and Truck of the year. You can’t just beef up a suspension and still expect a smooth ride. Chev did – the Silverado utilizes finely tuned shock absorbers that respond to small vibrations and tackle the big bounces with ease. I admit I had

Fun cars for singles under 30 grand Yes, you can buy fun cars for under 30 grand. A few weeks ago, I recommended five fun coupes for singles, with base prices that didn’t start with a three. Readers demanded more so here are five more cars a little easier on the wallet in purchase and operation. Disclaimer, you don’t have to be single and willing to mingle to fall in love with these vehicles. In fact, some of them are family friendly. No really, they are. Ford Focus ST- $29,999 Hot hatch? I think so. Ford’s Focus ST (Sports Technologies) is quite the exciting ride. As soon as you sit inside the Ford Focus ST cabin, you’re embraced by Recaro sport seats that hug you and don’t let go. There’s a six-speed manual gearbox connected to a 2.0L High-Output EcoBoost I-4 engine. The high-output engine offers 252 horsepower and 270 lb-ft of torque. Yes, that’s a herd of horses under the hood, but driving this sport-tuned version of ST is actually quite agreeable in the city. Chevrolet Sonic RS $23,995 The Sonic RS Hatchback might not be the first choice of “performance” vehicle on your list, but that doesn’t mean it couldn’t be added. This five-door has some cool features like: a unique RS liftgate-mounted rear spoiler, 17-inch Midnight Silver painted-aluminum wheels, Lane Departure Warning, a leather-wrapped steering wheel with contrast stitching and flat-bottom design, and leather-appointed seating surfaces with ‘sueded’ microfibre inserts. Fiat 500 Abarth $20,995 Anytime you see a scorpion on something – or in real life – you can count on there being some sort of sting. The Fiat 500 Abarth is no different, except this sting makes you smile. This pint-sized two-door might look somewhat cutesy, but the terrestrial arachnid badging denotes otherwise. Turn the ignition on and the rumble of the dual exhaust comes to life. It’s anything but tame in tone. Put the 5-speed, heavy duty manual transmission into gear and hopefully you’ll be able to make good use of the 160 hp and 170 lb-ft of torque. That’s the kind of power being generated from its 1.4L, MultiAir turbocharged engine. Along with a performance tuned-suspension, performance brakes and 16-inch wheels, this Fiat might be small, but makes up any “size matters” issues with its dynamic performance. Honda Civic SI
(Coupe/Sedan) $26,245/$26,250 Take the exceptional reliability of Honda, its popular-selling Civic coupe/ sedan, lace it with a potent engine and some cool gadgetry and you have the SI trim. Up until only a few years ago, the Civic SI was only offered in coupe format, but that changed in 2007. Those who wanted performance and practicality would be granted access to such pleasures of life. Setting it apart from its tamer siblings is a 2.4-litre engine producing 201 hp and 170 lb-ft of torque. It also comes standard with 17-inch aluminum alloy wheels and a rear spoiler. Not to mention a 6-speed manual transmission. Whether opting for two or four doors, you can’t go wrong. Scion FR-S - $26,450 The return of the fun-todrive rear-wheel drive sports coupe that’s priced under $30K can be linked to the Scion FR-S. You could also say it is linked with the Subaru BRZ as these four-seater, two-door vehicles were a joint venture product between the two Japanese brands. The FR-S features a 2.0-litre, four-cylinder boxer engine, developed in collaboration with Subaru. It combines Subaru’s horizontally opposed engine and Toyota’s D-4S injection system. The result is 200 naturally aspirated horses and 151 lb-ft of torque and can be matched with either a 6-speed manual or a 6-speed automatic transmission. It’s such a pleasure to be able to bring families and community members into the school to see what happens here.” This year the school will offer dinner (chilli and bun for $2) and assorted activities for children like carnival games, hands-on activities and Panorama’s inflatable obstacle course.

he Jan. 4, 2014 issue of Economist magazine featured an interesting article on the degree by which house prices world-wide are overvalued or under-valued. The conclusions were based on the relationship between house prices and the disposable incomes of each nation’s citizenry. By that measure, the Economist ranked Canada, of the 23 countries compared, as having the second-most over-valued residential real estate — 31 per cent higher, on average, than justified by our incomes. Only Belgium’s prices showed a worse result. By the same criteria, U.S. housing, having lost more than 30 per cent of average value between 2007 and 2010, and only recently rebounding, is still considered as 10 per cent under-valued. Nationwide, the U.S. median price of an existing single-family home stands at $207,000. By comparison, while median prices are not available, Canada’s

average price stands at $392,000. All Canadians should take notice of such wide home-price disparities, particularly when measured against the United States. How can we rationalize sustaining Canadian prices at levels almost twice those of our southern neighbor? Victoria prices, even though currently back to levels of five years ago, remain well above the already-high Canadian average. Vancouver, by any measure certainly Canada’s least affordable city for housing, has the dubious distinction of being among a handful of least affordable cities world-wide. Do we have reason

to worry about a house price collapse in Canada? If so, Vancouver, Victoria and Toronto are clearly the most vulnerable areas. The Federal Minister of Finance and the Governor of the Bank of Canada, having expressed ongoing concern over the past several years, have engineered tougher mortgage lending rules in an attempt to deliver a “soft” landing for the housing sector. Whether the landing will be “soft” or “hard” no one really knows. However, those who continue to predict no end in sight to Canada’s rising house prices are likely deluding themselves. There is no reasonable basis for predicting a continuing house price uptrend in the next few years. Real estate pundits, particularly those in the industry itself, continue to minimize the risk of Canada’s experiencing, to some degree, the melt-down in the U.S.. We can only hope these optimists are correct. We should be satisfied if instead we see prices stagnate for a number of years until housing affordability Pe n i n Peninsula returns to a reasonable balance. Athletes from the Peninsula Figure Skating Club competed at the Vancouver Island Regional Championships at the beginning of the month with impressive results. The competition, held in Mill Bay at Kerry Park Arena Feb. 7 to 9, saw skaters from all over the Island. Peninsula skaters Nicole Beaulac and Megan Rebneris competed in the Star 3 Girls category (group 2) and won silver and gold performance ribbons, respectively. Hayley Gunasinghe competed in the Star 2 Girls category (group 3) and took home a silver ribbon while Lauryn Evans, Star 1 Girls category (group 5), also took home a silver performance ribbon. Sarah Philion took ninth place in pre-introductory interpretive, Madey Harrison took home gold in the introductory interpretive category with Megan Rebneris bringing home a silver. Madey Harrison took fourth place in the Star 4 Girls U13 category (group 1), Alex Carmichael placed eleventh in Star 5 Girls 13 and Over (group 2) and Saffron Hilder brought home the gold in the Juvenile Women category. The next competition is the Super Series Vancouver Island competition which takes place in Parksville April 11 to 13.

Choosing to sell your home is a major life decision, one requiring plenty of forethought and planning. From there, figuring out how best to put your home in front of potential buyers is the next big challenge. The majority of homeowners turn to real estate agents to market their property. Many home sellers these days are choosing to take a more active role in finding the right agent to work with. That often includes interviewing prospective salespeople to determine who’s best suited for the job. To help make that decision, some key questions can be asked, say directors with the Victoria Real Estate Board. “Experience in the market you’re trying to sell in is probably more important than the amount of time they’ve been in the business,” says board president Tim Ayres, whose specialty is the Sooke area. “Being up on your specific market niche is key.” Asking how much business the agent is carrying – that is, how many listings – can indicate a couple of things, he says. Not only can it give a sense of the volume of potential buyers looking at their properties online and in print, it offers a clue into how much time they
have to spend directly with you, as opposed to working with assistants. “It’s a delicate balance there,” Ayres says. “Something people definitely do too much is go with the person who has the most listings.” Home sellers often ask him how he plans to market their homes and how their approach might be different than their competition. Realtor and board director Tony Wick, in his 28th year in the business, acknowledges that technology has streamlined the industry, but will tell prospective clients he still prefers to do things like present offers or counter-offers in person with his clients. He also likes to get on the phone with the purchaser’s agent to find out where they’re at. “Even as a listing agent, it’s a good idea to talk to the buyer’s agent to hear their side of the story (on price),” he says. Wick makes sure he creates a clear communication plan with clients. “It’s important for the seller to know what the agent is going to do, how they’re going to report back on showings. It’s hugely important to get that feedback, even if it’s negative feedback.” In the current market, prospective buyers are taking longer to make up

Guy Crozier, a 22-year Realtor and president-elect for the board, says buyers increasingly start their home search themselves before getting involved with an agent. Sellers need to know the advantages of working with an agent – unfettered access to the Multiple Listings Service is one – to help navigate current market dynamics, he says.
