The future of Hyack Festival Association’s annual slate of events is unclear as city council considers whether to keep funding the organization. In fact, the city may organize the annual Hyack International Parade if a cityordered audit of the group shows it has not managed the city’s money responsibly, said Coun. Chuck Puchmayr. Hyack has asked the city to provide a festival grant of $185,000 in cash and $40,000 in in-kind services. The city has delayed a decision, pending the financial review. But with Hyack Festival week and the parade three months away, the clock is ticking, said Puchmayr. “Some of these things are running into critical periods of time,” he said. “I’m hoping the parade continues on.” That means the city could step in, as it did with December’s Christmas parade on Columbia Street.

Food Charter a plan to chew on Mario Bartel

Most people don’t give the food in their fridge much thought. The people behind New Westminster’s new Food Charter want to change that. The New Westminster Food Action Committee has just released the first draft of its food charter called Food For Every Body: A Food Sovereign New Westminster. The document is a colourful assemblage of maps and charts that promote the message that food accessibility and sustainability are as important to the future growth of the city as zoning hearings and development permits, said Betina Ali of the action committee. “When you have it in the community plan, food issues can’t be ignored,” she said. Those issues include ensuring everyone has access

to affordable, healthy and sustainable food, that children are able to eat nutritiously, new jobs are created, the environment is healthier and people feel more in control about the food they eat. “Everyone is a piece of a grand puzzle,” said Deanna Tan-Francouer, a community health specialist with Fraser
Health and another member of the action committee. “The charter helps show them how they are pieces of the greater whole.” The changing demographic of New West has also made the time right to enact a food charter, said Ali. More people are thinking about the environment, and
taking steps to improve their own sustainability, as well as that of their neighbours and their community. One of those is Jen Arbo, who helped build the New Westminster Farmers Market into a regular community event as much as a place to stock up on fresh vegetables. She said the food charter can be a guide to all those efforts by individuals and small groups of friends or neighbours who collaborate to build a community garden or organize a food swap or open a bakery. “It brings food to the front of mind,” said Arbo. “It provides a bit of a system to take steps to change.” It could also spark new ideas, said Tan-Francouer, like getting developers to build gardens on the roofs of new projects. If you want to grow pot, it’ll have to be in a heavy industrial area. That’s the plan from New Westminster city hall, where council is considering a plan to keep medical marijuana grow operations out of residential areas. Areas OK to grow would include Braid industrial area, and the industrial area between Stewardson Way and the Fraser River. Also OK would be an area on the western side of Lulu Island in Queensborough and
two areas on the eastern side. Today, medical marijuana can only be grown in certain agricultural districts and in light industrial mixed-use zones that allow manufacturing and storage of pharmaceuticals. That includes only a few small pockets in the city, the largest being Poplar Island, located in the middle of the Fraser River. But with new federal rules in March licensing large commercial producers of marijuana for medical uses, the city plans to keep them to heavy industrial areas. Because these operations
involve packaging and transportation, the purpose is to avoid conflicts with nearby homes or businesses, states a city report. Before, Ottawa allowed people with licenses for medical marijuana to grow pot in their own homes. Potential pot producers in New Westminster would have to apply for a development permit. All such operations would also have to be in an enclosed building, at least 200 feet from the nearest school or home. The new rules would bring New West in line with a move
last spring by the Lower Mainland Local Government Association to restricted them to industrial areas. Zoning regulations for growing of medical marijuana are all over the map. Communities like Maple Ridge and Richmond keep them to agricultural zones. Some restrict them to commercial and light industrial areas, and some, such as Langley and Port Coquitlam, do not permit them at all. That endeavour came together in a few weeks, said Puchmayr, but “that’s not our desire to continue to do these projects.” The doubt about the Hyack parade is causing concern for the organizers of the Uptown Live festival. In previous years, it immediately followed the parade, capitalizing on crowds already in Uptown. “If there isn’t a parade, we’ll have to pick a different date,” said Bart Slotman, president of the Uptown Business Association. “We’d move it into the summer with a greater probability of good weather.” Slotman said the first two editions of Uptown Live were a good fit with the Hyack parade and its ready crowds of people. But it also created challenges to set up the stages and entertainment areas quickly and safely before people wandered off. “It’s a pro and it’s a con,” said Slotman, who hopes the festival will one day stand on its own anyway. Coun. Bill Harper said the audit of Hyack’s finances is taking longer than he anticipated, but he’s adamant the Hyack parade will go on. “We’re not going to start cancelling parades in this city,” said Harper. “It’s a big event in the city. It’s a valuable piece to the business of the city.” Hyack’s troubles started last summer with the termination of Douglas Smith as executive director. This dovetailed with a city review of how it funds groups organizing events in New West, said Puchmayr. “People are now looking at it and saying maybe there is a different way of doing it,” said Puchmayr. “Maybe Hyack was biting off a bit too much. Maybe we should take that money and distribute it farther and wider to give us better bang for the buck.”

Compelling injustice A designated driver is seriously injured when her drunk passenger grabs the steering wheel, causing her to lose control and crash. Compensation for her injuries and losses is assessed at close to $800,000. ICBC denies the claim and a decision released by the court on Feb. 3 affirms ICBC’s denial. The injustice is compelling, and it made headlines. The headlines failed to identify the true source of the problem that denied this lady fair compensation — a failure in legislative drafting. ICBC liability insurance doesn’t come from a traditional insurance policy. It is a creature of legislation. When we buy liability insurance from ICBC, we are not purchasing a policy drafted by the insurance company, we are purchasing a set of protections drafted by our provincial government. Had the exact same words been contained within an insurance policy, the result might well have been different because the court follows different rules when interpreting insurance policies than they follow when interpreting legislation. Our “legislated” insurance policy contains a separate provision specifically allowing innocent victims, not in a vehicle, to recover against a passenger of the vehicle who causes a crash. Had it been a pedestrian who had been injured, he or she would have received compensation from ICBC. By creating this specific protection for non-occupants, those who drafted the legislation excluded occupants from coverage. Had they left that provision out, both occupants and non-occupants would be covered if a passenger causes a crash. The sooner the legislation is amended, the sooner designated drivers can feel protected by the ability to claim fair compensation if injured as a result of their drunk passenger causing the vehicle to crash.

Digital dialogue that’s gone too far Do you know what your washer/dryer is doing right now? There’s an app for that. Seriously. Little did I know, until a friend enthused how she could monitor her laundry machines via her smartphone. If they have issues, they’ll let her know. Some models even let you control the action remotely. Super. Another reason for people to be fixated on their phones. Instead of actually talking to your lunch guest, you can be Tweeting your menu choice, texting your BFF, checking the weather in Bolivia, AND adjusting the fluff cycle on the dryer while receiving a cranky message from the washer that it has a loose button under the agitator. Honestly, in this informationoverloaded world, how much real-time interaction do we really need with our household appliances? Is it not enough to be able to just throw clothes in the washing machine, add soap, push a button and walk away?
Andrew Holota As far as I’m concerned, that’s still a vast improvement over earlier mechanized methods. Back on the farm, my mother used to do her washing with one of those machines that had a wringer mounted above the tub. Other than the automatic agitation, it was a very hands-on operation. If she wanted to talk to the washer, she’d do it in person. Once the laundry was washed, she had to pull the dripping wet items from the tub, and handfeed them into the wringer. The water sluiced into a concrete laundry sink. One pass generally wasn’t enough, so she’d have to pile up the semi-squeezed laundry into a basket, and run it through a second time. I recall at least one occasion where she also fed her fingers into that wringer. Now that

was real-time. Fortunately, the manufacturer had thought of that potential, and built in an automatic release that would pop the rollers apart if the pressure exceeded a certain level … like that of human digits between them. Nevertheless, it was a painful and traumatic event. Anyway, after the laundry was wrung, it was off to the dryer, which was a cable strung between pulleys on two poles outside, otherwise known as a clothesline. Also very manual. Among my vivid childhood memories of the laundry process was an occasion when a particular washing day coincided with my father fertilizing the field next to the clothesline – with chicken manure. When ma went out to gather in her nicely dried laundry, it had been deeply infused with the odour of ripe chicken dung. Back into the washing machine went the entire batch. Some heated words were directed toward the man on the tractor who narrowly avoided getting pinned up on the clothesline himself by the irate

laundry lady. I think there was some farming-versus-domestics policy established at that point to govern my father’s activities, since of course, there was no app to monitor what he was up to at any given point in time. On the other hand, I’m certain my mother felt no need to know his moment by moment pursuits, other than when he was out playing with chicken poop. There were many aspects of life for which we didn’t feel the need for constant updates. I remain of that mindset today. Refrigerator reporting in, sir! All cool here! Nice… punning kitchen appliances. Boss? Teddy the Toilet here. OK, don’t go there! (Hah, I can pun too.) We surround ourselves with mega terra-bytes of information – enough to make one’s brain gag. No thanks to the digital dialogue with the domestic devices. My appliances should just apply themselves, and I’ll do the same.

Troubling Traffic I have lived on London Street at 20th Street for more than 10 years, and have complained to city hall and New West police about heavy truck traffic on this street. I’ve received little to no satisfaction from police, who say it is a truck route, and silence from city hall. I must warn residents who think they may be soon rid of heavy truck traffic—enforcement is the key ingredient. I am a 35-year heavy truck driver, and when a single ticket would decimate my day’s income, I am unlikely to drive an illegal route. Pattullo meetings postponed
Residents’ input sought ⫸
A series of public consultation meetings about the Pattullo Bridge that were supposed to begin next week has been postponed. The meetings, scheduled for New Westminster, Surrey and Coquitlam, have been deferred
to give TransLink more time to work with the Mayors’ Council on Regional Transportation to come up with a more comprehensive transportation plan for the region, and how the Pattullo would fit into such a plan.
TransLink said the next phase of public consultation on the Pattullo would begin later in the spring. Updates on meeting schedules, and documents can be found at http:// pattullobridgereview.com/.

With the help of funding from the United Way, members of the committee spent the past year talking to community groups, service providers, and examining food charters in other communities to find out what food issues are important. Now that their charter is ready, the group hopes people will read it and take the time to provide feedback via a brief online survey. “We think we have done a good job on the draft because we’ve
really done our homework,” said Ali. “Now we need to check in with residents to be sure it resonates with them.” The action committee will take that feedback to fine tune the charter and give them an idea of how to educate residents about its importance and role in the community. “For people to think something is important, they have to understand why it’s important,” said TanFrancouer. Fun cars for singles under $30,000 Yes, you can buy fun cars for under 30 grand. A few weeks ago, I recommended five fun coupes for singles, whose base prices didn’t start with a three. Readers demanded more so here are five more cars that are a little easier on the wallet in purchase and operation. Ford Focus ST- $29,999 Hot hatch? I think so. Ford’s Focus ST (ST meaning Sports Technologies) is quite the exciting ride. As soon as you sit inside the Ford Focus ST cabin, you’re embraced by Recaro sport seats that hug you and don’t let go. There’s a six-speed manual gearbox that’s then connected to a 2.0L High-Output EcoBoost I-4 engine. The high-output engine puts out 252 horsepower and 270 lb-ft of torque. Yes, that’s a herd of horses under the hood, but driving this sport-tuned version of ST is actually quite agreeable in the city.
The return of the fun-to-drive rear-wheel drive sports coupe that’s priced under $30K can be linked to the Scion FR-S. You could also say it is linked with the Subaru BRZ as these four-seater, two-door vehicles were a joint venture product between the two Japanese brands. The FR-S features a 2.0-litre, four-cylinder boxer engine, developed in collaboration with Subaru. It combines Subaru’s horizontally opposed engine and Toyota’s D-4S injection system. The result is 200 naturally aspirated horses and 151 lb-ft of torque and can be matched with either a six-speed manual or a six-speed automatic transmission. The back seats might not be incredibly comfortable for rear passengers but all the festivities are happening up front anyway. continued on page A15

It’s the first Georgie for Sasen, which was founded in 2004. But it was also the first time they’ve entered, said principal William Senf. The winning reno, at 431 Queens Ave. across from Tipperary Park, was more like a year-and-a-half archaeological study, said Senf. That’s because as work crews kept peeling up the ugly brown stucco that had sheathed the house since the 1970s, they uncovered resplendent original architectural features hidden away underneath. Some of those, like the original clapboard wood siding, were in good shape. Others, like solid fir columns, had been wrapped in layers of chicken wire. And two corbels that are used to support structural beams had been moved to a different part of the house. Working with heritage architect Eric Pattison, Senf and his crew of carpenters restored to original condition what they could, and contracted local craftsmen
including a luthier (maker of stringed instruments) to faithfully recreate elements that couldn’t be saved. “It’s very challenging and very satisfying,” said Senf of the research and attention to detail often required of heritage renovations. Not that they’re unfamiliar with such challenges. The company has been involved with renovations on some of the heritage buildings at Burnaby Village Museum. “With heritage, there’s a lot more finishing craft, it’s a lot more work,” said Senf. “It represents a level of craft that isn’t typical.” In addition to restoring the home’s exterior, Sasen also replaced its roof and did a number of renovations to the interior including a new kitchen and laundry room.
