Coal terminal expansion plans delayed by Jeff Nagel PORT METRO VANCOUVER has again delayed
its decision on a contentious new coal export terminal at Fraser Surrey Docks in an attempt to address public concern about the risks.
Port officials said Wednesday an environmental impact assessment submitted by Fraser Surrey Docks in November did not include enough information on the potential human health impacts of the $15-million project.
The port authority has asked the terminal operator to plug numerous gaps identified in the assessment, some of which had been flagged by public health officials. “We’ve asked for an assessment of the risk to human health for the components
in coal dust and diesel emissions,” said Jim Crandles, the director of planning and development for Port Metro Vancouver. See MORE COAL / Page 4

Invite the ‘good’ to Newton, idea guy says City of Surrey, RCMP launch program to promote community engagement by Kevin Diakiw AN IMMENSE “outdoor room” with children
playing in the trees, seniors engaged in games of bocci and vendors selling their wares in front of colourful murals. A troubled area of Newton, currently home to drug dealers, addicts, and residents afraid for their safety, could be revitalized with these ideas and very little effort, says urban planning guru Jason Roberts. Roberts, an information technology expert from Oklahoma, has given several TED talks on his concept, “Build a Better Block.” The idea is that neighbourhoods can experi-
ence positive change through the work of grassroots involvement by citizens. On Saturday, Roberts was the keynote speaker at the Surrey Arts Centre during the launch of Surrey Steps Up – a community engagement project created by the Surrey RCMP in partnership with the city that mirrors Roberts’ Build a Better Block model. As part of his visit, Roberts toured different parts of the city with Surrey planners. On Thursday, The Leader took him to one of the city’s biggest trouble spots: the municipally owned space near 72 Avenue and 136 Street where 53-year-old hockey mom Julie Paskall was brutally beaten to death last year outside Newton Arena. After Paskall’s murder, one of the initial proposals by the city to make the area safer was to cut down a grove of heritage trees in order to provide clear sight lines, thereby flushing out the drug dealers. But Roberts says the trees are a tremendous asset and should be left standing. His first impression of the Newton hub? The

Roberts says the city should create a welcome place for lingering (by the right demographic) rather than have the area exist as a corridor where people pass through quickly to get somewhere else. To accomplish that, several elements could be brought into the green space, he says. Rope and wood platforms - connected from tree to tree – would provide a place for kids to play among the large cedars. Want to usher out the bad element? Roberts suggests piping in classical music. It’s a strategy that has worked in some of Robert’s project cities in the U.S. He also urges the city to welcome a greater range of ages in the beautiful shaded space. The port says it won’t accept more formal public or agency comments after receiving the new information. Instead, it will then complete the project review and issue a decision. He has toured the U.S., turning moribund blocks into lively, pedestrianfriendly meeting places. And his ideas are being taken seriously here, where the Surrey Steps Up initiative will encourage schools, businesses and residential communities to work together to improve neighbourhoods. His advice for getting started? Don’t over-think projects, and don’t wait for the finished product before asking people to come out, connect, and enjoy the public space. Send out the invitations, and “blackmail” yourself into getting the job done, Roberts says. The longer you wait, the more chance you’ll talk yourself out of making the change.

postponed planned public consultations on the replacement of the Pattullo Bridge, saying it’s more urgent to work with Metro Vancouver mayors and the province to craft a transit expansion plan ahead of an expected regional referendum. Public meetings in New Westminster, Surrey and Coquitlam had been slated for Feb. 24 to March 14. TransLink officials say they intend to reschedule the consultations for later in the spring. “As the Pattullo Bridge is one of the key priorities for the region, TransLink needs time to confirm with the mayors’ council how options for this project will fit into the regional plan,” TransLink said in an emailed statement. The deadline for mayors and TransLink

Public consultations over a new Pattullo crossing have been postponed. to finalize that plan is the end of June, with a referendum on new taxes to fund it to happen by mid-2015. The province has agreed to fund one third of the cost of replacing the Pattullo. But mayors’ council chair Richard Walton says one unresolved issue to be determined with the province is whether TransLink would have the option of tolling the new bridge to cover the remainder of the cost. If not, TransLink
would have to earmark a significant chunk of any new revenue – assuming the referendum succeeds – to the $1-billion-plus Pattullo project. TransLink has already budgeted nearly $300 million over the next three years for repairs to the Pattullo, although it may avoid spending all of the money if a replacement decision is made soon enough. The Pattullo could be knocked out of service by a moderate earthquake, a ship collision with its
piers or the scouring effect of the Fraser River. New Westminster and Surrey politicians are split on what should be built to replace the Pattullo. Surrey council has pushed for a six-lane replacement. But New West says its streets can’t handle that much traffic and instead wants a new Surrey-Coquitlam bridge that would let most traffic bypass the royal city. TransLink was expected to present a refined list of alternatives and findings following previous Pattullo consultations last year.

Think inside the bargain bin

etro Vancouverites love a deal. That’s why they line up like lemmings to cross the border for savings in the U.S. or drive far out of their way to cross an untolled bridge – never mind the waste of gas and lack of value they place on their time. So the key to selling higher taxes to finance more transit expansion and bridge replacements will be appealing to their wallets with some personal benefit beyond paternalistic assurances that they must sacrifice for the livability of the region. Some mayors have suggested reducing the existing 17-cent-a-litre TransLink gas tax if a vehicle levy or comprehensive road-and-bridge tolling is imposed. That makes sense as it would give drivers less reason to fill up outside Metro. Another proposal we’ve made before is creating a homeowner grant for the TransLink property tax, which now averages $235 per home. The tax rate could then be increased somewhat without any impact on the typical homeowner – nonresidents and other investor owners would absorb the increase. Here’s another idea. Imagine a $200-per-year vehicle levy is imposed. But half of that – $100 – is returned to the vehicle owner in the form of a credit they can direct to either their TransLink Compass card account or their TReO tolling account. Drivers who shun toll bridges would be encouraged to cross them at least some of the time, helping unclog traffic jams on free crossings. Those who rarely commute across tolled bridges could take the Compass credit instead and would have more incentive to use transit, at least some of the time. Either TransLink or the province would get the credits eventually, so the revenue wouldn’t vanish, and the credits could be time-limited if necessary. The concept could form one of a series of value propositions that may better inspire a short-term focused me-first public that has difficulty imagining the gridlock of the future if nothing is done. There is no magic wand to solve Metro Vancouver’s transportation challenges. The reality is we will all have to pay more somehow. But it’s thinking like this that will be needed if the province remains determined to give voters the final say over TransLink expansion in an eventual referendum.

Green Party MLA Andrew Weaver spoke, asking whether B.C. residents would tolerate trophy hunting of killer whales. That would be a federal matter, but the point is vividly made about the onset of B.C.’s traditional spring grizzly bear hunt. It’s bigger this year, with Kootenay and Chilcotin wildlife management regions reopened after closures were enacted to preserve grizzly populations. In all, more than 1,000 grizzly bears are up for grabs. As with limited-entry hunts for deer and other animals, only about a third of those hunts are successful in an average year. The rally was sponsored by the Coastal First Nations Great Bear Initiative, the partnership with U.S.-directed environment groups Sierra Club, Greenpeace and ForestEthics that has become so influential in B.C. affairs. It produced a survey showing that 88 per cent of B.C. residents oppose trophy hunting, and its California experts calculate a 10-fold increase in value when

Problems in B.C. wildlife these days include the fragile mountain caribou herds of the Kootenays, which have been subject to intensive management including relocation of animals. The ministry has also begun a five-year study of declining moose populations across a vast area of the Interior subject to salvage logging in the wake of the pine beetle epidemic. Vancouver media recently highlighted a grizzly hunt by NHL journeyman Clayton Stoner. Typically, U.S. enviros promoted the deceased bear by name, “Cheeky,” and photos showed its carcass stripped to the skeleton by scavengers after Stoner left with the hide, paws and head. They don’t mention that the same fate awaits animals that die of starvation or other natural causes, which increase when animals overpopulate. WITH THE issue of classsize and composition back in the courts, I re-read a letter that I had written two years ago during the last round of job action taken by teachers. Not surprisingly, details about the learning conditions for children with special needs that I mentioned in my previous letter have not changed at all. My students, whose special needs include autism, Tourette Syn-
drome, mild mental handicaps, severe behaviour disorders, being gifted, seizure disorders, depression, anxiety, and learning disabilities, continue to be warehoused in classrooms of at least 30 children. Many of my students desperately need counselling and would benefit from library programs, both of which have been cut to the point of being ineffective. Every day I look into the faces
of children who have been let down by our education system. After 30 years as an educator, I know what the best practices look like, but for the past 12 years, life has only become more and more challenging for my students, their parents, and those of us who work with these children. If the B.C. Liberal government is so concerned about job creation, why haven’t they reinstated
the 1,400 specialist positions that have been cut from the education of our most vulnerable children? Instead of wasting money on another court challenge, why doesn’t the ministry of education restore the funding that should never have been taken away in the first place? Hasn’t the government learned anything from its mistakes?

We know that parking officials are right there if your time has expired – certainly no consideration given to these patients. We know that you get a ticket if you
give your ticket with time left on it to another patient even though we have already paid $4.25 an hour for this spot. Congratulations to Delta, which does not seem to need to charge their medical patients any parking fees in this anxious time at the hospital or medical office. Parents are urged to monitor all social media accounts and talk to their children about their online activities in an effort to prevent cyberbullying, and remember that the terms of service of Facebook, Twitter and Ask.fm require users to be at least 13.

Kler was one of the keynote speakers at Ignite 2014: Inspiration Starts Here, which more than 1,200 Surrey high school students attended at Princess Margaret Secondary Feb. 12. “Being able to speak to my peer group at Princess Margaret Secondary School is a privilege and an honour. I hope they take away something that will inspire them to create change in their lives,” said Kler. Ignite 2014, a joint initiative between the Surrey School District’s Safe Schools department and the Association of South Asian Professionals (ASAP), was intended to expose students to various professionals and career choices in an array of disciplines. 10 years in jail for fatal 2012 shooting degree murder, pleaded guilty to the lesser charge of manslaughter in connection to the May 2012 death of Noel Jackson. Jackson was at a house in Newton, near 70 Avenue and 124 Street, with a small group who had been at a bar earlier. An argument broke out and two men left the house, returning a short time later with a third man and a gun. Police believed two of the men went into the house, while one waited outside. That’s when Jackson was shot. He was pronounced dead by the time emergency responders arrived at the scene.

Pattullo Bridge Review Consultation Postponed TransLink is deferring announced public consultation regarding the Pattullo Bridge, which was to begin next week. This deferral will allow TransLink time to work with the Mayors’ Council on Regional Transportation to respond to last week’s request from the Province that the Council work with TransLink to develop a plan for transportation in the region. As the Pattullo Bridge is one of the key priorities for the region, TransLink needs time to confirm with the Mayors’ Council how options for this project will fit into the regional plan, which the Mayors have been asked to deliver by June 30, 2014. letes from the Surrey Gymnastics Society (SGS) were at the Langley Events Centre last weekend, with 10 SGS members earning all around medals at the Christy Fraser Memorial competition for both boys and girls. The Surrey club swept the top two positions in a pair of categories. In the Provincial 2 group for athletes 10-and-under, nine year-old Emanuel Gutierrez-Sandoval placed first with teammate Timofey Azhogin, 10, second in the all around standings. Gutierrez-Sandoval won gold on five events, and added a bronze on floor.
Azhogin took the gold on floor, won silver on pommel horse and parallel bars, and added bronze medals on rings, vault and high bar. In the Provincial 3 Novice group for girls, twin sisters Jennifer and Jillian Principe won gold and silver respectively in the all around standings. Jillian, 12, also placed second on bars and beam and was fifth on vault, while Jennifer took the gold on beam and was fifth on bars. In the Elite 4 boys category, 12-year-old Treyson Cerrato of Surrey took the all around gold medal, adding a gold medal on floor, pommel horse and high bar and silver medals on
rings, vault and parallel bars. Alanna Jones, 20, took home the all around silver medal in the Provincial 5 Open category, with a gold on vault, a silver on Beam and a fourthplace score on bars. Teammate Bridget Hastings, 17, of North Delta placed fourth on beam and was seventh all around. Exporting generosity FRASER SURREY DOCKS’ personnel have donated
$15,000 to the Surrey Food Bank. The food bank’s Feezah Jaffer and Tim Baille accepted the cheque, which was presented by Jeff Scott, president and CEO, Fraser Surrey Docks; Shaun Felton, ILWU Local 514; Eugene Gerard, ILWU Local 502; Barb Martin, ILWU Local 517; Melissa Tocheri, executive assistant to Scott; and Lindsay Thorley, staff member, Fraser Surrey Docks. Donations were collected during Surrey Fraser Docks’ Holiday Food Drive throughout December. The funds will be used to generate in excess of $45,000 worth of goods to be used by low-income individuals and families in need who live in Surrey and North Delta by providing bi-weekly food hampers to supplement their food needs. Dollars for drained students A RECENT GIFT from the Delta-based United Association of
the Plumbing and Pipefitting Industry Local 170 will help students in need at Douglas College. The Association has donated $1,000 in support of the Emerging and Emergency Needs Bursary. This is their second gift this year for students in urgent need at the college, said Diana Christie, manager of financial aid and awards. In 2012, more than 1,864 bursaries, scholarships and awards were distributed to Douglas College students.
