Maple Ridge will celebrate its 140th birthday in September, and plans are to turn it into an event that will foster a renewed civic pride. But first, the District of Maple Ridge must become the City of Maple Ridge. Or will it? Maple Ridge is in the middle of an elector approval process to change its status from district to city. Staff would like to have the process finished by the municipality’s Sept. 12 anniversary, to usher in a new era, and a new image. “We want to create a really great community celebration,” said spokesman Fred Armstrong. “It’s a great opportunity for people to learn how and where the community started.” “Roots are important,” said Mayor Ernie Daykin. A former registered nurse at Ridge Meadows Hospital who kissed two patients while they were sedated won’t learn his fate until next month. Abihudi Imbai, 35, was convicted on two counts of sexual assault
last August following a three-day trial in Port Coquitlam Provincial Court. At a sentencing hearing Thursday, Crown prosecutor James Powrie requested a prison term of between three or four months for Imbai or an 18-month conditional sentence, which would be served in the community. He noted, however, that a conditional sentence would not be appropriate as it would not stress “denunciation or deterrence.” “Mr. Imbai’s actions completely ignored the best interests of his pa-
tients,” said Powrie. “The offences happened at night, there was no one around. They were completely at the mercy of their nurse. Society places considerable trust in health care professionals not to act this way.” Imbai is accused of inappropriately touching and kissing two women at Ridge Meadows Hospital on June 11, 2012. One of the woman said she had been given morphine for pain relief during the evening but was conscious when Imbai assaulted her. After the incident, she told

he things that Sarah Foulds misses about her uncle Wes are too many to list. He was the kind of guy who would drop by her house on a whim for a chat and coffee or surprise her kids, who he spoiled rotten. He was the kind of uncle who would drop everything for his niece. “I really miss those random popbys,” said Sarah, of Maple Ridge, who shared her uncle’s dreams of opening a home to care for adults with special needs. That dream is on hold, in limbo until her uncle comes back. It has been five years since Wesley Craig Foulds disappeared and his family is determined to keep his memory alive. “All I know is a bunch of people had their hearts ripped out that day and we haven’t got them back” said Fould’s sister and Sarah’s mother Jamie Weinberger. “We are not giving up. I just don’t want people to forget about him.” Foulds, 53, left his Abbotsford home – near the McCallum Road

Hwy. 1 exit – in his 2007 red Dodge Ram pickup truck for an 11:30 a.m. doctor’s appointment in Burnaby on March 4, 2009. His common-law wife, Shelby Bernard, reported him missing that night, after Foulds failed to show up for his job as a health-care provider in Whonnock. He was the kind of guy who never missed a day of work. The following day, Foulds’ truck, bearing licence plate 0833EH, was found by a B.C. Hydro crew at the
Hayward recreation site in Mission. An extensive search of the area was conducted. More than 100 people scoured the thick woods but found no trace of Foulds. Later, DNA samples taken from a small speck of blood found on the driver’s seat proved to be Foulds’. In 2011, a witness told Abbotsford Police she believed she saw Foulds, driving his pickup truck west along Lougheed Highway with someone in the passenger seat on the day he went missing. There have been few leads since. “I know someone out there knows something because people don’t just disappear,” said Weinberger, who is not yet ready to give up her brother for dead. She adds on the morning of the disappearance her brother was making calls, looking to pick up additional evening shifts at work. Those are not the actions of a man who was about to take his own life, or deliberately disappear. Since his disappearance there have been no financial transactions, no contact with people he loved. Though Foulds’ common-law partner believes he is dead, his family is not ready to abandon hope. The last thing Weinberger and

her family want is for Foulds to be forgotten amongst the hundreds of missing people in Canada. Weinberger has a thick file on her brother, filled with news articles and research. In her search for answers, she has learned that little attention is paid to missing men. Since 2000, 139 men in B.C. have been reported missing compared to 69 women, said Weinberger, who has been keeping an unofficial tally. “But you never hear about the men.” Foulds’ family is organizing a vigil at Hayward Lake on March 1 at 5 p.m. to mark the fifth year of his disappearance. That history will be told with help from the Maple Ridge Historical Society and the festival society, during the birthday celebrations. There will also be opportunities for historical reenactments. The details are not yet known, but early t a l k s place the event in M e m o - Daykin rial Peace Park. “We want a great, fun, family event,” said Armstrong. “It can connect people to the fact that Brown Avenue is not named after a colour, it’s named after a pioneer, an entrepreneur and a landowner.” He said there are numerous rich stories to be told, like that of Thomas Haney, and his brickyard of the 1880s. “We want an event that will try to capture some of that.” Coincidental to the anniversary is the process of becoming a city, which is more fitting given that there are only 71 municipalities with a larger population in Canada. Daykin said he does not want to presuppose the outcome of the elector approval process. There have been some questions about the cost, but staff peg that at only $3,000. Fortunately, Maple Ridge logos do not include the word “district.” “It’s not like we have to resign all of our trucks, and throw away stationery,” said Daykin. He feels it would be great to celebrate the 140th birthday at the same time as Maple Ridge officially grows up. The electoral approval process will continue until March 17, at 4 p.m. If 10 per cent of voters sign forms, the issue must put to a vote.

Ridge Meadows RCMP are looking for a man who tried to set a Pitt Meadows home on fire last summer. The fire was sparked outside a house in the 11700-block of Wildwood Crescent North, just before 4 a.m. on Sunday, Sept. 1. A noise woke up a man who was inside and he quickly extinguish the fire before it caused much damage. “This incident could have had dire consequences for the occupants of this home,” said Cpl. Alanna Dunlop. The arson was captured by a surveillance video camera in the neighbourhood. hen something subversive yet important is co-opted and adopted by almost everyone, does it still have meaning? Does it still have value? That’s the question that can be asked now that Wednesday’s Pink Shirt Day has taken hold across North America. In seven years, Pink Shirt Day has grown from a spontaneous and risky act of protest by two students in Nova Scotia to an international campaign. It has spurred political action, spread awareness that bullying can be challenged with education and understanding, and generated thousands of dollars for anti-bullying programs. Millions now don pink T-shirts at their schools and workplaces to let people know they are against bullying. But when has anyone ever been for bullying? Bullying is an insidious cancer that has long existed in the human race. It is a kind of currency of exchange between powerful people and vulnerable challengers. It goes on behind closed doors, in back alleys and on the Internet, but also in the open in workplaces and classrooms. It also must be recognized that for kids, bullying is nuanced behaviour stemming from psychological issues, requiring sensitivity, not labelling. Pink Shirt Day has been valuable in getting us to face the truth that society has long sanctioned bullying — rewarded it even, enabling bullies to become powerful people in the workplace, the executive suite and anywhere people collaborate and work. But as a catalyst for change, has Pink Shirt Day run its course now it’s as ubiquitous as Santa Claus? Does pink on everything from cars to cupcakes really help kids tormented by online trolls or workers cowed by bullying colleagues? Spending money for programs to change behaviour and attitudes is a good thing. What I would like to know is why the owners of these abandoned houses are not being forced to tear them down. The amount of time and resources that are used to fight these house fires is not needed if they were torn down. It puts people in danger everytime a fire is set. For me, this was too close to home, only three houses away and there are still three left. There is now a security company watching over a burnt-out house – more needless money being spent. Why doesn’t the mayor and council do something about this? Dylan Gobell: They have been negotiating those properties for years in attempt to build another condo apartment, until they get what they want, they are gonna spend that money.

Don’t even think of tolling PRB Editor, The News: Now that the regional mayors have a say in TransLink funding, I hope Mayor Ernie Daykin will stand up for the citizens of Maple Ridge and oppose any form of universal bridge tolling. This universal tolling would mean a toll on our only route west, across the Pitt River Bridge. Working people have to cross this bridge everyday to find gainful employment. There is very little of that in Maple Ridge. It has been suggested by some mayors that a $1 toll be imposed on every bridge. One would have to be extremely naive to think it would stay at this price for long. Once in the hands of TransLink, it would be a revenue-generating machine. There would be no regard for the financial hardship caused to people using the bridge. Incidentally, the new

Imbai’s lawyer Daniel Markovitz objected to the statements being read aloud. “I don’t think under these circumstances it is appropriate for the victims to read their statements,” he told Judge Smith. “They had the opportunity to testify and did testify. It adds nothing to the proceedings.” The judge disregarded Markovitz and allowed the women to read their statements into the record. One woman told the court she lived in terror for 14 months leading up to Imbai’s trial. “My trust in the hospital system and its personnel was violated in the worst possible way,” she said. “Mr. Imbai caused a lot of pain for myself and my family and I am hopeful that he will never be in a position to harm another person.”

The woman has sought counselling but still has fears about going to the hospital or visiting the care facilities where both her parents live. But she is glad she has finally had the opportunity to confront Imbai. “On the first day of trial when I saw him, I realized what a small person he was,” said the woman. “My confidence came back when I took the stand and tried to meet his eyes. My scars from this assault are very deep and will remain with me forever.”
The second victim told the court she was unable to go to hospital for the longest time after the assault. “It wasn’t until my third bout with an infection that I was able to steel my resolve and go to the ER,” she said. “My teeth chattered, my body shook and my mind ran away with visions and memories. I was terrified to my very core.” She still struggles daily with what Imbai did to her. “I live with the knowledge that there may well have been more done to me while I was asleep and that I will most likely be in therapy for many years to come, while I work on what’s been damaged.” The sentencing hearing will continue March 28 with submissions from Imbai’s lawyer. Crown expects Imbai to be sentenced the same day.

Road shoulder for hooves not wheels Gravel path puts wheelchair athlete into traffic by Nei l Corbe tt staff reporter
Maple Ridge sit skier Kevin Priebe just won two medals in the BC Winter Games, and now he’s going to take on district hall. In building new paths along 132nd Avenue, the District of Maple Ridge has forgotten to plan for people in wheelchairs, says Priebe. For three years he has been on the district’s municipal advisory committee on accessibility. He has both life experience and has been gaining formal expertise in municipal planning for wheelchair access. He also lives on 132nd Avenue, near the intersection with 224th Street. Priebe was glad to see the narrow route being widened. When they went for walks, traffic was whizzing past too close to him and his chihuahua-cross named Happy. He has almost been hit. But they were unhappy to see the district not pave the shoulder, instead using a course gravel surface. Even his burly arms, trained for poling uphill on a crosscountry sit ski, had a hard time powering a wheelchair across the rough surface. “If you get stuck on this stuff, you’ll fall out of your chair,” he said. “It’s not fun.” He said the falling hazard is the same for cyclists using narrowrimmed road bikes. They will be forced to ride on the pavement and share a lane with vehicle traffic. Worse, the district plans to put up a metrehigh fence between the path and the roadway. Rather than struggle on the gravel, Priebe will mostly be forced to wheel on the street when he takes out his dog, or goes for a ride on his hand bike. The fence has him “baffled.” It will create narrow lanes on the road, and the path will be only one to-1.5 metres in width – he wonders how he would negotiate meeting a horse or cyclist on that path. He has learned that the fence is intended to separate riders on horseback from traffic. “Primarily this is for horses – which is great we have a big horse community here. But horses get shoed, right?”

Priebe said the access committee has been doing good work and he was able to meet with engineering staff to try and find a solution to his complaints about the new project. He even offered for the bureaucrats to use his wheelchair on the path, but they declined. Nor will they be taking his advice about what he sees as an unnecessary fence, or access concerns he has about the intersection of 224th Street and
132nd Avenue. “To sum it up, because I am the only wheelchair user in the neighbourhood, nobody seems to give a damn that my needs are different. By refusing to make the corridor wheelchair friendly they are forcing me and my wheelchair on to the roadway.” His plan is to take his complaint to a council meeting – before the fence is erected. Fred Armstrong, the district’s communications manager, said ru-
ral roads are not built to the same standards as roads in the urban area. “I don’t think the intent was to build that to an urban standard.” He noted that narrowing the road is a traffic calming measure. Residents with the Alouette Valley Association want to turn a stretch of the route into a recreation roadway, and slow area commuters down. Municipal Engineer David Pollock said the plan was made after staff members had done numerous consultations with area residents. “We try to involve everybody,” said Pollock. He noted the path is made from asphalt tailings – ground road surface – and with summer heat and some compacting should become a surface that is rideable for a bike. His early feedback is more nonvehicle traffic along the route, including people with strollers.

Golden Ears Bridge traffic increases Golden Ears Bridge recorded an eight-percent increase in traffic in January, the same month that tolls for most users of the Port Mann Bridge doubled with the end of introductory discounts. But TransLink officials say they doubt much of the gain is due to a shift of toll-averse drivers back to the Golden Ears since half-price tolls at the Port Mann ended Jan. 1 and standard $3 tolls took effect. “That may have contributed a little bit,” said Sany Zein, TransLink’s director of infrastructure. “They may have decided to just use the shortest route instead of going around. But we don’t think that’s the biggest factor.” He said the increase

He said the Golden Ears serves north-south traffic and is less likely to be an alternative to the Port Mann. Instead, growing economic activity in Maple Ridge and Pitt Meadows is likely driving traffic up, he said.
More people who travel between north Surrey or Langley and Maple Ridge or Pitt Meadows are discovering the time savings of using the crossing, he added. “The bridge is becoming part of the fabric of the communities.” Even with the recent uptick, the Golden Ears is far short of its original traffic forecasts, leaving TransLink to absorb a roughly $35 million annual shortfall between the tolls that come in and the payments it must make to the bridge builder. That’s a subsidy of roughly half the bridge’s annual payments that aren’t covered by tolls. The original traffic forecasts and revenue targets drawn up in 2004 – before the 200809 recession – have been discarded as irrelevant and gains of about 1.5 to three per cent per year are now expected, Zein said. The average number of daily crossings was 30,100 as of December.

DEVELOPMENT OF A PEST MANAGEMENT PLAN # 701-002-14/19 Metro Vancouver has prepared a draft Pest Management Plan (PMP) for the purpose of controlling the larval stage of nuisance mosquito species that significantly impact quality of life in limited parts of the region. A Maple Ridge man made a generous donations to Cops for Cancer last week after RCMP found his two mountain bikes stolen from him earlier.
Steve Austin’s bikes, valued at $13,000, were taken from a storage locker sometime before Feb. 11. Cpl. Alana Dunlop said an officer with the Street
Enforcement Unit found one of the bikes at a Surrey pawn shop. The second bike was found hours later after RCMP saw it on a bike rack of a car in Pitt
Meadows. Austin had taken pictures and serial numbers of his bikes. Relieved to have his bikes, Austin gave Ridge Meadows RCMP $2,500 for Cops for Cancer.

Two local senior boys basketball teams had a shot at making the provincials heading into action on Thursday night. In the triple A Fraser Valley Tournament on Monday night, the SRT Titans beat Surrey’s Guildford Park 60-49, while the Maple Ridge Ramblers dropped a close contest against the North Delta Huskies 58-53. North Delta entered the playoffs ranked eighth in the province at the triple A level. Then, the Titans won again on Wednesday, beating the Robert Bateman Timberwolves 82-66. The Ramblers, who have been playing outstanding defence in the last month of the season, shut down Princess Margaret in a 59-39 win. Both local teams were scheduled to play Thursday night at Columbia Bible College in Abbotsford, with SRT taking on Brookswood, while Ridge was to face Sullivan Heights. Both needed to win, and then take another game tonight against a tough opponent, in order to advance to the Fraser Valley final four. That would also punch their ticket provincial championship at Langley Events Centre March 12-15. The Valley has been allocated four berths into that 16-team tournament. If successful, the Ramblers are facing a likely rematch with the Huskies tonight, because the tournament draw brought the Huskies against the top-ranked Abbotsford Panthers.

Maple Ridge Christian School has won its first ever senior boys basketball championship, and now enters the small schools provincial championships (Single A) with high hopes. The Hornets beat the Carver Christian Phoenix 86-44, to take the GVISAA (Greater Vancouver Independent Schools Athletic Association) title. Grade 11 Jordan Ellingson was selected as a GVISAA league all-star. On Saturday night, with a berth in the Single A provincials on the line, they beat the Credo Christian Kodiaks at the Fraser Valley Championships at Abbotsford Christian. The Hornets hadn’t beaten the Kodiaks for four years, prior to a 64-60 victory on Jan. 30. The Hornets trailed the game 47-27 at half time. Coach Scott O’Dell told
them to have fun, and play basketball. They worked hard, dominated the boards in the third quarter, and cut the deficit to 58-55. In the fourth quarter, with their fans and alumni banging drums, blowing horns and chanting “de-fence,” they took the game. Four of their eight players fouled out, and the Hornets battled Credo four on five for the final two minutes. In the last minute, shooting guard Brad Shearing nailed a three-pointer to put his team ahead. Grade 10 forward Zach Robb threw up a monster block in the dying seconds to preserve an 81-79 victory and a berth in the provincials. They will open the provincial tournament on Wednesday against the 2013 champion Immaculata Mustangs of Kelowna. Junior Bs flame out The Abbotsford Pilots eliminated the Ridge Meadows Flames from the Pacific Junior Hockey League playoffs on Tuesday night. The Pilots won game five of the bestof-five Junior B series by a score of 5-2 at MSA Arena in Abbotsford. The Flames had a 4-3 overtime loss in game one, and if that result had been reversed they might have made it a series. However, they were outscored by an aggregate of 23-12 over the five games. On Tuesday night Jake Holland had a goal and an assist for the Flames, and Travis Oddy also scored. The Pilots enjoyed an improbable 10-1 edge in power play opportunities, leading
to a 55-23 advantage in shots on goal, and an easy win. Oddy, the team captain, was the team’s playoff scoring leader with eight points on four goals and four assists. Joe Olson was second with four assists. The Pilots will now advance to play the Aldergrove Kodiaks, who swept the Mission City Outlaws, in the Harold Brittain Conference finals. The Richmond Sockeyes, reigning PJHL champions, also advance, and will face either North Vancouver or Delta in the Shaw Conference final. Those teams are tied 2-2 in their series. The Pilots will host the Western Canadian Junior B Championship tournament, the Keystone Cup, on April 17-20.

Las Vegas, Nevada – Volvo is hitching some of its revival hopes to a wagon – the 2015 Volvo V60 Sportswagon. Its grille is clearly all-Volvo but those typically boxy looks that characterized the make from your dad’s day are gone. In looks, it’s a design variation of the S60 sedan and it will be a welcome sight for loyalists of the Swedish brand, having witnessed the demise here of the V50 and midsize V70 wagons. The wagon featured recently along with the S60 and XC60 crossover at a launch event in the Nevada desert. The Volvo execs present proudly talked about their new Drive-E powertrains, developed thanks to the megabucks available now that the company is owned by the Chinese Geely Automotive. Ford ownership may now be retreating in Volvo’s rearview mirror but it is still beholden to the U.S. manufacturer for the platforms upon which these three 2015 models ride. That will change later this year when the fullsize XC90 crossover is set to sit atop Volvo’s so-called Scalable
Product Architecture platform. Model year 2014 saw a refresh of all three midsize Volvo models showing in the desert so this was truly about the new engines. The Drive-E family of gas, diesel and hybrid (the latter not yet, but soon) engines are built around a single, 2.0-litre four-cylinder powerplant.

I didn’t feel so bad because I wasn’t the only one in the group labelled thusly at the brand’s Driver Training; a full day of driving 3 Series sedans to improve our own car control. I didn’t have too many years of driving experience back then but I unfortunately I had picked up a few bad habits on the road.

What’s a ‘hooker’, according to the instructors at the German automaker’s training? Someone who hooks his or her hand into the steering wheel when making a turn. It’s a big boo-boo and not an effective way to drive. It’s also totally unsafe should an accident occur in the process. Needless to say, pointing out the ‘hooker’ in me caused me to change my habits for the better. And in the most recent installment of learning car control with BMW, no such noun was used when relating to my technique. Thank goodness. It’s -15 C at the ICAR track in Mirabel, Que. The sun is out and there’s a lineup of allnew 435i coupes just begging to be driven. The adventure is better known as the Winter Driver Training program, offered exclusively at the ICAR location. It took a while, but long-time Maple Ridge resident Jon Harris has finally joined the ranks of such venerable agronomists as the Mesolithic Scots (circa 700 BC), first dynasty Chinese and Pliny’s Romans in becoming a bona fide hazelnut farmer.

acres, using a mix of three cultivars (‘Barcelona’, ‘Ennis’, ‘Butler’) in order to cover the necessary crosspollination. Hazelnuts are wind pollinated (although bees are also attracted to the pollen), with the long male catkins releasing their dusty yellow pollen from late January into February – fertilizing the minuscule reddish-purple female flowers that are held closely to the stems. Hazelnuts (Corylus avellana) get their common name from the Anglo-Saxon word haesel which means headdress or bonnet, an apt description of the nut’s fringed husk. Its other namesake, Filbert, is thought to be a reference to Saint Philibert’s Day (Aug. 22), a date which also coincides with the beginning of the European hazelnut harvest. Whatever you choose to call them, to Jon they are a labour of love which involves propagating new plants, regular pruning (particularly sucker removal) to keep his trees to a single stem, fertilizing with compost, and flailing the turf about five times a year. Like any farmer growing a specialized crop, Jon has experienced a few setbacks along the way – in particular bears and eastern filbert blight. The bruins are a relatively new occurrence, as Jon doesn’t recall any when he first bought the property back in 1958 but speculates that the recent boon in blueberries has drawn them closer to town. Last fall, upwards of five bears at a time ate enough hazelnuts to push his modest profits below the amount needed to claim farm tax status, with the cubs climbing the trees and causing a lot of damage. This year’s yield was about 800 lbs including the losses to the bears, although the year before it was 1,200

lbs and it should get better as the orchard ages (mature trees produce about 18 lbs). Harvesting is a relatively simple process, as a tarp (with a slot to accommodate the stem) is placed below each tree to catch the nuts as it is shaken – this usually takes place from the second week in September, for a month, through to October – as different cultivars ripen at different times. Eastern filbert blight arrived after Jon had planted, with the initial infection occurring in Abbotsford in 2001 and having now spread throughout much of the Fraser Valley. Diligent monitoring and Kathy says: “It’s a great time to transplant your indoor plants!”

James MacInnes died peacefully on February 21, 2014. He leaves behind his wife of 47 yrs, Andrea, his children, Andrea and Jim and grandson, Conor. Born in Glasgow, James immigrated to Canada with his wife more than 45 years ago. Upon coming to British Columbia and eventually settling in Maple Ridge, he continued his career as a psychiatric nurse working for many years at Valley View Hospital as a head nurse. Respected and admired for his even-handed and fair leadership, James worked tirelessly for the patients under his care and the staff that worked for him. Traveling was a passion, and he and Andrea went on many trips to favourite spots in Mexico, as well as Britain, Europe and Australia. James was also an avid walker, and in his retirement enjoyed daily walks on the Pitt Meadows Dikes and weekly trips to the Ambleside seawall. A voracious reader, James used his encyclopedic knowledge to regale anyone who came within earshot, at times for hours on end. He will
