Rimbey students hear powerful message in music By Amelia Naismith

After having taken a small group of students to see Robb Nash and his band perform in Ponoka, Rimbey’s Junior Senior High School social worker knew the group needed to come to Rimbey to spread their message. “It’s a powerful message. Basically it’s a powerful message of resilience,” said Margo Froehlick, school social worker. “It’s just an awesome mix of humor, music and message.” Nash and his band toured Rimbey Junior Senior High School Feb. 27 after a $1,000 donation from the Lions Club helped make it possible. Nash doesn’t charge for his presentations because he’s conscientious of school’s budgets but welcomes donations to keep him going down the road. Nash tours schools, reserves, prisons and detention centres across the country playing music; using the music and his own personal story to help people who are dealing with troubled times in their life, or providing words of encouragement and strength others can draw upon in the future. At 17-years-old Nash was in a car accident, from which he died. Miraculously his heart began beating again but his family was told he’d never wake from his coma, which he also did. It was a day wrought with icy roads and terrible weather conditions when teenage Nash and his friend decided to take a drive, rushing down the highway at 120 km/h. They pulled out to pass a car and found themselves face to face with a semi-truck. Nash’s friend hit the brakes, but they collided. “We hit this semi-truck head on.” Nash told the junior and senior high students of Rimbey’s school as well as Bluffton Junior High, Rimbey Christian Junior High and West Country Outreach School about his accident with good humor and an upbeat pace but topics covered in his presentation were decidedly less funny yet very necessary to speak to students about, as hardships and feelings of anger, bitterness and despair are universal to youths and adults alike. Gone were his hopes of a sports career because of it was several months before Nash was fully out of his coma and could remember who he was, although he had no memory of the accident, and his life was vastly different from they way it was one second before the two vehicles collided. Drug dealers behind bars The Rimbey RCMP detachment responded to a number of calls for service this week. Highlights of the week include another drug bust, frauds, missing persons, motor vehicle collisions and other serious matters. Recently, a number of drug dealers and users were put behind bars for choosing to lead a life of crime in our town. Mounties in Rimbey followed through with their promise to pursue those who continue to partake and/or sell illegal drugs in our community. This week, officers entered another house in Rimbey under the authority of a search warrant granted by a Judge. Police seized methamphetamine, cocaine and marihuana in the home, as well as a number of illegal weapons. A man and a teenage girl were arrested at the scene and are currently in custody awaiting court to speak to the many charges that have been laid against them. Evidently, drug dealers and users cannot read or have missed previous police reports and were not aware that illegal activity is not tolerated in our community. Speeding tickets issued Rimbey officers continue to make patrols in the peripheral portion of our detachment area. A number of speeding tickets were issued on rural gravel roads

where the speed limit is 80 kms/ hour. A large number of drivers with a heavy foot stated, “what is the speed limit?” In Alberta, all rural gravel roadways are 80 kms/ hr unless otherwise posted. In many cases, it was contract workers from elsewhere who are now helping to reduce the provincial deficit. One of the unlucky recipients of a Queen’s voucher asked, “what does the GRC on your police car door stand for?” Since he was stopped on Leedale Road it was most appropriate to reply, “that stands for Gravel Road Cop”. The man shook his head, “Ya, that makes sense”. Heavy fines issued There were a large number of motor vehicle collisions reported to the detachment. In some cases, persons involved in a fender bender did not have their up-to-date insurance and registration documents handy when they needed them. Fines are $344 for not having your paperwork with you. That’s almost a full tank of gas! This week, take a moment and check your glove box to ensure your pink slip and registration is valid and not expired. Click it or ticket In March, police all over the province will be enforcing the laws pertaining to seat belts and
child seat restraints. It is anticipated that the RCMP Traffic Section will be in town targeting drivers not properly wearing their seat belts. Remember the slogan, “click it or ticket”. As well, all veterans now have access to career transition services which assist eligible veterans seeking to obtain civilian employment by paying for or reimbursing them for career training. So what is really going on? PSAC, or the Public Service Alliance of Canada, is a major union representing thousands of public servants across Canada. It is this group that admitted they flew veterans to Ottawa for the purposes of confront-
ing the Minister of Veterans Affairs. Currently, Treasury Board is bringing changes that would align the public sector compensation with that of the private sector. These changes are saving Canadian taxpayers billions of dollars and are unpopular with this union. While it is illegal for unions and corporations to contribute directly to political parties, unions are okay with using union dues to indirectly get involved in the political process. The real question is, is PSAC really looking after the interests of our veterans or simply exploiting an opportunity to push their own agenda?

I think Alberta’s producers would disagree with the adage that 13 is an unlucky number as 2013 has been a record-breaker for many commodities grown in our province. Statistics Canada recently released the final crop production estimates and this year is truly a banner year. Total production of principle field crops is up more than 26 per cent from last year and total production of principle field crops is almost 27 million tonnes. Those crops would fill approximately 300,000 rail cars, making a train that is long enough to stretch from Edmonton to Acapulco, Mexico. Statistics Canada’s third quarter data also shows that from January to

September total farm cash receipts in Alberta was a record $9.1 billion. That’s up 2.1 per cent from the same time period in 2012. We are leading the nation and this is great news for all. For those of you who aren’t familiar with the lingo, farm cash receipts is the term for the cash income producers receive from the sale of agricultural commodities as well as direct program payments to support the agriculture sector. We all know how fickle Mother Nature can be and last year many
producers were dealing with haildamaged crops and dashed hopes. The 2012 growing season was a record-breaker with more than 11,000 claims totaling $460 million. This year, Mother Nature was a kinder, gentler soul to our producers. For Albertans, terrific crops are more than just a picture-taking moment. Once the fields are plucked and the bounty is in the bin, it might be easy to forget how powerful the industry actually is. Many tend to forget that Alberta is not just energy, it’s also agriculture. For producers, months of work is finally financially rewarded. That cash in hand is often spent in the smaller centers helping rural business owners survive and thrive. Some of those dollars end up in ur-
ban malls, restaurants, car dealerships and stores. Either way it’s a win-win for the Alberta economy which hums along with few hiccups thanks to its residents. To ensure our economy continues to hum along, I am working diligently with my provincial and federal counterparts to ensure that the United States’ mandatory Country of Origin Labeling regulation is repealed. It is unnecessary and expensive for our producers and those costs will ultimately trickle down to consumers. For those of us who like to eat, and I know there are a few of us around, a great yield ensures that we can continue to indulge in many of the foods we love, and sell them to markets both near and far.

Rimbey Elementary stands with Canada against bullying By Amelia Naismith Rimbey Elementary School students and staff donned their pink shirts last Wednesday, Feb. 26, for the nation-wide anti-bullying awareness Pink Shirt Day; but at this school they make student safety and bullying awareness a priority every day. School principal Jodi Bramfield says Pink Shirt Day is an enjoyable day for the students because it’s a way for them to send a visual message they won’t stand for bullying and are being educated on how to handle situations as they arise.

“Anti-bullying is something we talk about on a regular basis with our students,” said Bramfield. At Rimbey Elementary messages like Pink Shirt Day and all anti-bullying information is taught to students starting at a young age, usually via health classes. “We find that bullying can be at any age and the sooner kids are aware what it is, they can go to an adult and they can get help,” said Bramfield. She says students of all ages are grasping that concept because of the ongoing education they receive, especially around the ideas of getting help and telling an adult rather than staying silent. Children often suffer in silence under a bully because they feel ‘telling’ will only make it worse. However, Bramfield and the school staff focus on
teaching their students that bullies don’t want their victims to speak up so they themselves don’t get in trouble. Like all schools, Rimbey Elementary deals with bullying incidents but Bramfield says there are steps in place to handle each situation, including a variety of consequences. “We base it upon: it’s incident by incident.” When consequences aren’t enough to change a student’s behavior the school introduces social behavior training, which includes mediation tactics. “Students are given the chance to sit down and talk,” said Bramfield. “And the one who feel’s they’ve been victimized has a voice . . . and that’s pretty powerful.” She adds, in most cases, dealing directly with the bully is enough to change behavior because they re then aware adults know about the situation. But I m not naïve enough to think that works every time, she added; hence the need for anti-bully education and events such as Pink Shirt Day across the country. Pink Shirt Day started in Nova Scotia in 2007 after two high school boys, David Sheppard and Travis Price, witnessed a Grade 9 boy being bullied for wearing a pink shirt to school. On Feb. 26 of that year the two boys wore pink shirts to school and began distributing other 50 shirts they had purchased themselves to the boys in their school. Since then Pink Shirt Day has spread like wildfire across Canada from school to school. Rimbey Elementary has taken part for the last four years.

FCSS stays hopeful for home care contract By Amelia Naismith Despite the fact that other FCSS organizations across the province have lost their home care contracts in recent past, Rimbey FCSS executive director Peggy Makofka told town council she is confident and hopeful that won’t happen in Rimbey. Makofka, who attended council at its Feb. 24 meeting, has been in touch with members of Alberta Health Services: Ernie Clarke, who handles the contracts, and David O’Brian, a senior vicepresident for mental health and health services. While neither has the final say regarding the contracts Makofka says they’ve told her they’re confident FCSS will receive an extension of their contract. Rimbey FCSS started because of the need for home care services in the community. “A long time ago a group of people had the foresight to form a registered non-profit society in the province of Alberta, and that’s been key to our organization,” said Makofka. “We’ve had that from the beginning, more than 30 years,” she added. The contract allows FCSS to provide quality home care services as well as financially provide
for its other programs through a surplus the contract creates. “There’s really no place to get that kind of funding so we so continually reinvest it,” she said. She says, without the home care contract, FCSS would run at a 30 to 40 per cent deficit. “The contract with home care is very important to run the program.” In the past, through the Rimoka Housing Foundation, Bethany Group guaranteed it wouldn’t challenge FCSS for the contract and despite concerns that promise was re-solidified at Rimoka’s board meeting on Feb. 26. “Yes the agreement was in place with Bethany not to touch home care here . . . Because you guys are a vital part of this community and council recognizes that,” said deputy mayor Jack Webb. “They do provide a wonderful service in this town and it would be awful if we lost that,” he added. “As a community I think everybody needs to rally behind them,” said Mayor Rick Pankiw. Town CAO Tony Goode suggested council draft a letter to Health and Wellness Minister Fred Horne stating their support for the home care contract to stay with FCSS. The idea was met with many nods of approval.
Skateboard park a priority By Amelia Naismith Town council has directed Rimbey’s Recreation Board to speak with the City of Lacombe about their skateboard park in hopes of creating a vision for the town to build one of their own. “That is probably one of the number one things that the town wants,” said Mayor Rick Pankiw. Pankiw brought up Lacombe at council’s Feb. 24 meeting because he says the youth in town feel Lacombe’s park is the best in the province. He wants the board to find out who constructed Lacombe’s park, the cost, and other details. “I want the rec board to come up with that vision.” Other high priorities for the town and the recreation board include trails and playgrounds/parks. The board is also working on a plan for the unnamed park on 46th Avenue; a general, non-definitive list of equipment the board they want to see in the park. The project is in the town’s budget and council has committed $50,000 to help purchase equipment. Area structure plan repealed Due to its redundancy, town council decided to repeal the bylaw area structure plan, (839/09), which was created in 2009 and move ahead with the also previously created municipal development plan. She also informed council the area structure plan is in fact holding the town back from new development opportunities. Peter Lougheed Community Centre rate increase Across the board, the Peter Lougheed Community Centre is increasing its rates for a variety of offered amenities and services. Peter Stenstrom, director of community services, researched the rates of other centres in similar communities and concluded Rimbey’s are quite low. “ If you analyze our numbers you can notice that we’re covering less and less with our user fees as the years go by.” “It’s kind of an extension of what we’ve been talking about the last couple of years,” he added. Stenstrom looked through each item in the community centre, making recommendations as he went along. There will be an approximate 26 per cent total increase of combined rates, with individual programs and amenities receiving different increases depending on factors such as use frequency. “For example the Lions Rooms doesn’t get a lot of use so we would increase the rates at a lower percentage than perhaps the main auditorium.” Stenstrom assured council the new rates would remain reasonable for the community.

PROPOSED AMENDMENTS TO THE COUNTY’S LAND USE BYLAW AND MUNICIPAL DEVELOPMENT PLAN Bylaw Nos. 1190/14 & 1191/14
Lacombe County Council has given first reading to Bylaw Nos. 1190/14 and 1191/14 the purpose of which are to amend the general regulations and policies in the in both the County’s Land Use Bylaw and Municipal Development Plan.The amendments are being proposed to provide greater clarity to the regulations and address any issues which have arisen since the adoption of the documents in 2007. Examples of some of these amendments include: • Clarification of the co-location requirements for telecommunication towers; • Inclusion of agricultural businesses as a use in the Business Industrial District; • Clarify that sea containers are restricted in all residential districts except the Agricultural District; • Provide for general regulations in the Sandy Point Direct Control District; • Clarify that only one ATV, dirt bike, boat, jet ski or snowmobile may be stored on a condominium unit in the Recreational Vehicle Resort District; • Allow guest houses in Residential Lake Area District to contain sanitary facilities; and • Provide clarity that the Higher Density Lakeshore Residential District can be used for any future development that provides additional publicly accessible open space. A copy of the Bylaws with the proposed amendments may be obtained from the County’s Planning and Development Department or by visiting the County’s website at www.lacombecounty.com. Handi-van driver shortage serious concern By Amelia Naismith
As the Blindman Handi-Van Society loses more drivers to old age, society representative Harold Kenney says the van no longer has enough drivers to operate efficiently and funds are needed to employ a full-time driver, rather than solely relying on busy volunteers. The van is down to four drivers, with each volunteer driving for one week out of the month. The society used to run two vans, one in town and another for out of town trips. However, volunteers were being called when it wasn’t their week to drive and the number had to be cut back to one van. Rimbey’s town council discussed the issue at their Feb. 24 meeting; council was ap-
proached for a $20,000 donation. It was decided council would grant the request to assist with a full-time driver if Ponoka County decides to contribute matching funds. “We’re asking for $20,000 from the county,” said Kenney to Ponoka County councillors at their Feb. 11 meeting. He added the cost of a full-time driver would be around $35,000 per year. “We probably have a year or two years before it’s going to fall apart,” he added. “But you don’t want to sit on your laurels, you want to be proactive,” added County Reeve Paul McLauchlin at council’s Feb. 11 meeting.

Rimbey Bantam Renegades tied its first of two games banner games; vying with Ponoka’s team for the Zone 4 banner. Good voter turnout for Bentley by-election in February By June Norvila The voter turnout for the Bentley civic by-election in order to fill a vacant councilor seat was good. In fact it was over 30%. If Saturday, February 24 hadn’t been so cold the turnout may have been even better. Town mayor Lynda HaarstadPetten said “Personally, I would have liked to have seen more people out to exercise their right to vote. Maybe the colder weather had something to do with it. I suppose in a smaller community, and with a by-election and not a general election, the numbers were probably good.” Returning officer Cindy Roettger also felt the voter turnout overall was good for a by-election and said the first hour of the two-hour advance poll on February 22 even had a steady turnout. Town Chief Administrative Of-
ficer Elizabeth Smart commented “There were 235 valid ballots, none spoiled. For a by-election, I believe that is a very good turnout. Approximately 30% of the eligible voters in Bentley.” From the 235 ballots cast, political newcomer Cora Knutson came out on top with 102 votes and was declared elected. Greg Rathjen, a past councilor, got 78 votes and business owner Ray Williams had 55 votes. Knutson says she knows it will be a steep learning curve for her but said “I am ready for it. I can handle it!” She was sworn in the very next day on February 25 at her first regular town council meeting. Rathjen says he will continue to support town council any way he can and continue to help promote the town.

BRITE honours inspiring women By Treena Mielke A tribute to inspirational women from around the world will be happening at the Hub on Ross in Red Deer soon. The event, to be held March 7, will feature musical performances by the talented Randi Boulton, Donna Durand, Charlin Henderson, Kristy Lawrence, Teresa Neuman, Olivia Smith, and Justine Vandergrift. As well as live music there will be door prizes, socializing, a bake sale and refreshments. All proceeds will go towards the Global Enrichment Foundation’s Reading to Leading Campaign – Empowering Somali women through education to live and lead well (www. globalenrichmentfoundation.com) The Hub on Ross has partnered with BRITE (Bringing Relief: Inspiring Through Education) to hold the event. Emily Falk from Rimbey, who founded BRITE, has been active in supporting The Global Enrichment Foundation ever since she heard Amanda Lindhout speak
at Red Deer College a few years ago. Falk was deeply touched by the reporter’s heart rendering account of hardship and suffering that she endured after being kidnapped in Somali. Ever since hearing the talk, Falk has done her part to raise funds and awareness for The Global Enrichment Foundation founded by Amanda Lindhout in 2010. GEF is an incorporated non-profit organization dedicated to promoting leadership through educational and community-based empowerment programs in Somalia. Its mission is to provide women and girls with opportunities to empower themselves through education and economic capacity building opportunities - paving the way for all individuals to be agents of change and effective advocates for themselves, their families, and their community. “Education is a tool to create sustainable change in Somalia, and a means for women to transform themselves and their communities. It paves the way for a generation of female leaders to hope, dream, and take

Bentley Men’s Skins almost flooded out By June Norvila Much to the surprise of Bentley Curling Club president Kyle Brink, when he arrived at the Bentley curling rink midday on February 12, he found water spraying from a burst pipe that had frozen in the upstairs lounge men’s bathroom and water soaking through the ceiling and walls down into the lower level men’s washroom and into the main lobby soaking all the carpets and covering the floor. “It is lucky I came in when I did or water may have been running a long time until someone came in to curl on Thursday night. Then it could have been even worse (more damage).”

He was quick to shut off the water supply and contact a local plumber who repaired the burst line. As much water as possible was vacuumed up and the wet carpets rolled up. Ceiling tile and drywall repairs remain to be made and then painting. Similar damage occurred about eight years ago when a toilet in the men’s upstairs washroom cracked. Despite the water damage, the 2014 Bentley Men’s Skins Bonspiel with eight teams participating ran February 14-15. Teams were guaranteed three games, with the top four getting an extra game. Placings were decided by the amount of money earned on skins won. The top two teams, the Norm Rieu team and the Walter Lloyd team, met in the gold medal match. Rieu, with other team members Ted Lewis, Tim Feador, and Don Bridge, won the first four skins in the game for $80, and Lloyd with Gerald Peterson, Urs Mueller, and Pierre Van Velzen won the last four skins which had carried over to the last end for $220 making the top money winner the Walter Lloyd team with $355 total and the Norm Rieu team second with $220 total. Third and fourth place after the round robin, the teams of Kyle Brink and Art Dykstra, met in the “bronze medal” game. All kinds of safety displays showcased By June Norvila Safety awareness of many different kinds is going to be showcased at an exposition in the Blindman Valley Agricultural Centre (BVAC) on March 11. It is being hosted by the Bentley & District Agricultural Society. The whole thing is free and is open to the public. It should be of interest to people of all ages, and to both urban and rural residents. Some Bentley school classes will be

Council changes draft budget presentation By Amelia Naismith Rimbey’s town council made some changes to how the budget will be presented to the public this year prior to adoption. Instead of holding one presentation session at the Peter Lougheed Community Centre, which is what has been done in the past, council will hold two presentations in council chambers. The draft budget will be posted online on the town’s website as well as physically available to the public several day’s before council’s presentation so people aren’t struggling to understand, follow along and ask questions within minutes of seeing the numbers for the first time. Mayor Rick Pankiw feels holding the sessions this way will prove more effective than what’s been done in the past, as he feels in the last four to five years budget is that last thing discussed at

Don is remembered by his second wife Lennie McKenzie. Don and I were married September 2004 and divorced November 2011. During our marriage we taught dancing at the Accordion Fest in Kimberly B.C. also in Ponoka, Alberta in the Elks Hall. We also danced together to entertain the residence at extended care facilities, in Rimbey, Red Deer, Ponoka, Lacombe, Bentley, Eckville, even in Nanaimo B.C. where my mother was a resident in a nursing home. Don and I traveled to Mexico and to several countries in Europe. A memorial was held for Don on February 17 in the Rimbey Community Center.

Central Alberta Homeschool Players back in Sylvan Lake By Stuart Fullarton Sylvan Lake News A group of actors from all over Central Alberta have been converging on Sylvan Lake once a week for the past couple of months, in preparation for their comedy musical, Romeo and Harriet, which is showing this week. The group — Central Alberta Homeschool Players — consists of 38 home-educated actors between the ages of 12 and 18, who come from Sylvan Lake, Eckville, Red Deer, Sundre, Olds, Rocky Mountain House, Bentley, Airdrie, and other areas throughout the region. They’re back in Sylvan Lake having entertained here last year, and have been busy rehearsing at Gospel Chapel, where four shows are taking place this week, beginning yesterday (Wednesday). The last will take place tomorrow (Friday) night. Director Debbie Zepick is excited to
bring the young group’s talents to the stage in Sylvan Lake, and promises audiences plenty of laughter, silliness, and familyfriendly entertainment. “This takes a spoof on (William Shakespeare’s Romeo and Juliet),” she said. “There’s nothing deep, there’s nothing theological and there’s nothing redemptive. It’s just total foolishness from beginning to end.” The group began rehearsing in early January, and its members have been familiarizing themselves with the stage and surroundings at Gospel Chapel. Zepick said the environment in which the play will take place is an ideal size for the group, and allows them to make full use of their acting and singing abilities. “We need a facility that’s not too big so we can do sound support well enough,” she said. “We don’t have the big headset mics for every actor, and I kind of resist that, too, because I like them to learn to
project and to learn to be able to fill the room with their voices.” Weekly access to the church has afforded the group the ability to polish its performance before going live, and Zepick’s grateful to have such a place to rehearse. “We’re very thankful to the Gospel Chapel for the opportunity,” she said. “We realize that they have to change some of what they do to accommodate us, but they’ve been willing to do that, and we so appreciate that.” With many of the student actors living in the country, she’s glad to have kept every scheduled rehearsal — a feat made somewhat tricky given recent extreme winter weather. Remaining performances will take place at Gospel Chapel at 1 p.m. and 7 p.m. today (Thursday), and 7 p.m. tomorrow (Friday). Admission is by free will offering.

Honky-tonk tunes go all the way back to the very basics By Amelia Naismith For those tired of modern country-rock and are yearning for a more substantial, traditional-county sounding album Tim Hus’ Western Star is the way to go. Hus’ album moves further away from the mainstream county-rock sounds of popular country today and is more reminiscent of the neotraditionalist country music that was being released in the 1980s. It’s also comparable the music of the 1990s and the sounds of Garth Brooks, and early Paul Brandt and Brooks and Dunn. Thrown in are doses of honky-tonk and the sub-genre truck driving country. However, Western Star isn’t solely a fastpaced trip through a time machine. Hus is also able to slip into softer songs while staying true to his bluegrass-esque honky-tonk crooning. Track four, Church of County Music, is the perfect example of Hus slowing things down, allowing listeners to take a breather and really soak in what he’s saying and the meaning, intelligence and diversity that comes with the album. Many of Hus’ songs, including the title song and track one Western Star, are a bunch of rollicking, fast-talking with the objective of pumping up the album for a good time. But just when you think that’s all there is Hus brings in the balance with songs of substance and amazing imagery. This back-to-basics album is anything but boring as Hus is able to weave a world and story into each of his songs, from truckers blaring down the highways to rustic country churches filled with weathered faced and Stetson hats. The Calgary-based singer’s talent goes beyond his ability of storytelling; his voice is perfect for county, and with complete unity through every aspect of the album that finishing touch pushes it past the edge of perfection.
