New $240M water tunnel will serve Surrey by Jeff Nagel A MECHANICAL mole is now drilling a
new tunnel under the Fraser River to deliver drinking water to Surrey and other neighbourhoods on the south side of the river. The tunnel boring machine was lowered in December by crane down a vertical access shaft on the Surrey shore and on Feb. 14 the tunneling phase of the $240-million construction project got under way. The 3.5-metre-wide Port Mann Water Supply Tunnel will run under the river bed just downstream of the Port Mann Bridge. It will more than double the carrying capacity of an older, smaller water main under the river that brings drinking water from the Coquitlam reservoir. Tunneling will finish this summer and the full project is to wrap up in mid-2015. The cost is paid by residents through Metro utility fees, which total $423 this year for water, sewer and waste services for an average $725,000 home.

Higher costs, cargo backlogs loom Hundreds of truckers halt work in dispute
But a major cargo backlog could build up over time, meaning higher costs for customers and lost wages for truckers. Peter Hall said more locally bound containers could be redirected to terminals at Seattle/ Tacoma and trucked north, or be moved by trains to Alberta, unpacked, and the goods hauled back to B.C. by long-haul trucks. “We don’t lose the cargo, we’d just get it by another route and we get it later,” Hall said. “The whole point about supply chains is they build in flexibility.”

A STRIKE by container truckers likely won’t quickly disrupt the Lower Mainland economy or reduce the availability of retail goods, according to an urban studies professor at SFU.
Several hundred independent truckers halted work last week and up to 400 more unionized drivers were expected to strike starting today (Thursday) over port terminal wait times and compensation for delays. Hall said alternate shipping methods would mean higher costs for customers and lost earnings for trans-loading facilities as well as the striking truckers, and result in a major cargo backlog over time. The core problem in the dispute is that truckers are paid per container delivered and
worsening congestion – either at the port terminals or on the roads – has made it harder for them to complete enough daily trips to earn a living. According to Hall, there would be advantages to paying drivers by the hour instead of per container. Hall said truckers would take fewer risks on the road and they could be directed to make shipments at night and use toll bridges instead of free crossings. See TRUCKERS / Page 3

teen sex trade worker arrived at the Surrey RCMP detachment to report she had been sexually assaulted. At the same time, Langley RCMP was working on a case where a young girl had been yanked from her bicycle in Aldergrove and sexually assaulted in a van. Surrey RCMP Sgt. Monica Jodrey, with the detachment’s Child Abuse and Sexual Offences (CASO) unit, says she immediately thought it was the same attacker and felt the sex trade worker attack was practice for the Aldergrove assault. Jodrey remembers sitting with the teen and feeling like it was the first time the girl had a caring audience.
“It’s not all roses, it’s not all gender equality as much as some people think it is.” Monica Jodrey It had a profound impact, both on Jodrey and the young woman. “She had stayed sober for the entire process after she had been assaulted,” Jodrey says. “That was probably a big moment in my career.” She also thought, “Yeah, this is what I want to do.” It wasn’t always that way. Her father was a cop and Jodrey showed little interest

But about three years into her studies, she dropped by the Calgary RCMP detachment to see if she could pick up a parttime job. She was given a job in major crimes as a civilian transcriber of statements. He noted many container trucks avoid the tolled Port Mann Bridge and instead clog up other routes. “If it saves a driver 20 minutes to go over the Port Mann, but 20 minutes isn’t enough for him to do another turn per day, it means nothing to him,” Hall noted. One partial solution may be extended loading hours at container terminals and the port has agreed to a pilot project. Metro Vancouver cities have strongly supported longer port hours in the hopes more trucks might move at night and reduce road traffic congestion at peak times. Hall said Port Metro Vancouver could go further to encourage that shift, possibly by charging truckers a fee for port access during the day which then finances a subsidy to load at night or on weekends. B.C. Trucking Association (BCTA) President Louise Yako said an access fee like what Hall describes – similar to one in use in Los Angeles – might also help subsidize the terminals to remain open late and cover their extra costs. The BCTA argues any major reform of the port access system should set performance standards related to loadings per hour and maximum wait times for truckers that terminals must meet. An eight-point agreement reached by the BCTA and Port Metro Vancouver also spells out other reforms but Yako said drivers must return to work before they can be implemented.

“I truly thought I would take a hiatus from university, become a police officer, and carry on (with school) after.� The move put her in the Kamloops RCMP during the mid-’90s, when the force largely operated as an old boys’ club. With policing being a male-dominated profes-
sion, it’s a perception that for many, still persists today. “I knew as a female member, there were expectations that I would be able to hold my own,� Jodrey says. She was often given tasks involving speaking with sexually assaulted women or children. “All those kinds of files came to me, or the other females on the watch,�
Jodrey says, adding it was an assumption that women would be better at dealing with those cases. “Having said that, I got my experience because of that perception.� She eventually came to Surrey to work in CASO, one of the most difficult areas on the force because it involves children who have been assaulted. Imagine coal and snow NEAR THE end of a recent snowy walk around
North Delta, something subtle caught my notice. Several “no-coal” signs adorned the lawns of homes backing onto the bog and BNSF train tracks. I hadn’t remembered seeing any such signs closer to 112 Street so I doubled back to confirm my suspicions – no signs. Clearly there’s a flawed comfort that only those in immediate proximity to the tracks feel exposed to issues of coal dust. Do you live near Sunshine Hills, Cougar Canyon, Chalmers, or Gray elementary schools? On a quiet night in the summer can you faintly hear the din of Highway 91 or the passing of a cargo train? In much of North Delta you can. A basic awareness of local weather for the Lower Mainland reveals a few predictable patterns, one being
the routine and strong winds blowing up the Valley in the summer months. These winds come off Georgia Strait, blow across Delta farmland and Burns Bog, and directly eastward over North Delta, Surrey, etc. They carry the sounds of cars, trucks and trains deep into North Delta and they will carry coal dust just as far. You may come back to your car parked outside of Sungod Arena or Watershed Park to find a thin film of black dust on it. Now imagine your outdoor furniture – and your lungs. When you get a moment have a YouTube search of the words “coal train dust Delta.” A picture is worth a thousand words and video is worth a million. Watching those short clips makes me wonder what next year’s snowy walk will look like. G. Smith
Academy important to UBC RE: FEB. 28 story on Annacis
Island Wastewater Centre. The story refers to UBC’s involvement with the Annacis Island Wastewater Centre “academy” and makes mention of a $1-million pledge to the facility. In fact, although various sums and funding models were discussed between UBC and Metro Vancouver, no formal agreement was ever reached, nor was a final contract inked. The only pertinent documents are a 2011 exchange of letters between UBC and Metro Vancouver stating that UBC would provide $90,000 per year for six
years to fund the Annacis Island Academy operated by Metro Vancouver, for a total of $540,000. The university’s two 2011 letters related to this project make clear that this funding is subject to further negotiations over a detailed Memorandum of Understanding, and the establishment of a proper stakeholders governance board for the facility. That MOU has never been completed and there is, as yet, no governance board in place. UBC has consistently indicated a desire to move ahead, and over the past two years, has set the committed funds aside, awaiting
Metro’s decision regarding the MOU. Despite the administrative limbo, UBC civil engineering professors Don Mavinic and Victor Lo have been running a number of research projects and held open houses at the facility – mostly paid from their own research grants. The Annacis Island Academy remains an important initiative, but one that will require action from Metro Vancouver to bring to fruition.

Man arrested for Surrey hit-and-run Black Press POLICE HAVE arrested a
31-year-old Langley man who drove into another car in Surrey, sending two people to the hospital and then taking off. At about 3:15 p.m. Tuesday, a grey Nissan Sentra was heading eastbound on Fraser Highway when a white Dodge Charger slammed into the rear end of it at 170 Street. The impact sent the Sentra over the meridian into oncoming traffic, causing a black Ford 350 truck to slam into the rear end of the vehicle. All three people from the Sentra were sent to hospital. They are expected to make a full recovery. The driver of the Charger took off. Soon after the collision, Langley RCMP arrested the man police believe is responsible for the crash.
Police expect to recommend charges of dangerous operation of a vehicle and failure to remain at the scene of an accident. Alcohol and drugs have not been ruled out in the accident, police say, adding that’s an avenue they are exploring. Anyone with any information about the Charger or its driver is asked to call Surrey RCMP at 604-599-0502 or to remain anonymous, call Crime Stoppers at 1-800-222-8477 (TIPS).
Police say recent calls have involved the fraudsters telling their targets they have outstanding warrants for things such as unpaid debts, missed jury duty or other minor infractions, and that a fine is due. The callers try to talk their victims into wiring money through convenience stores or pre-paid credit cards, and threaten to arrest them and have them jailed if they don’t pay up within a particular time limit. The scheme plays on the public’s fear of being
arrested, said Sgt. Sarah Swallow, noting it’s not the first police have heard of the ruse. “We really want to warn the public that this
scam has surfaced again, and remind people that police agencies do not offer the option to pay your way out of an arrest warrant,” Swallow said.

ew York City’s recently released ‘Vision Zero’ traffic safety plan includes a proposal to lower the citywide speed limit from 30 to 25 miles per hour. Vancouverites struggling with traffic congestion levels that are rated amongst the highest in the world might deem such regulatory change entirely unnecessary. In Vancouver, traffic density will often make such speeds unachievable anyway. In peak traffic periods, speed control in Vancouver is generally about measuring and keeping a safe distance from the car ahead as traffic crawls, then stops, and then lurches forward. Low impact but nevertheless costly and annoying ‘fender benders’ are a common occurrence. And they may also have personal injury consequences, sore necks and backs, long referred to as ‘whiplash’ injury. ‘Whiplash’ is a colloquial term describing sudden head movement backward, then forward and then back again— similar to the motion of a whip being cracked. More specifically, it is a neck and head movement caused by the application of force to the body from behind causing the muscles and ligaments in the neck connecting the cervical vertebrae to suddenly compress back—as the body moves ahead of the neck—then extend forward—as the body moves backwards—and then compress again on the rebound. In effect, whiplash is bobble-head motion usually without an amusement factor when experienced ‘in real life.’ Many activities can

cause whiplash but car crashes are the most common cause. A person’s vulnerability to this type of injury varies with age, physical fitness, and any number of other health related factors. Whiplash injuries are not seen as life threatening, range from mild to severe, onset not necessarily immediately after the event, and hopefully disappear over time. They may include pain and aching in and around the neck, back, and shoulders, headaches ranging from mild to severe, and sensory disturbance—‘pins and needles’ for example—in the arms and legs. Without tearing or breakage, whiplash injuries can be undetectable by all the modern methods of internal imaging. The sufferer’s report of symptoms may be the only indication of injury. Severe whiplash reportedly may cause brain trauma and have sometimes been arguably linked to cognitive and emotional impairment. The issue of whether or not a whiplash injury is in fact physically ‘real’ or a subjective emotional response, may hover over a diagnosis. Prompted by the huge volume of cases, whiplash has been the subject of much medical research and much legal debate and analysis. Medical research has contributed to the ongoing development by car manufacturers of safety features dedicated to reducing the extent of the compression, extension and rebound reaction of the head and neck when a vehicle is rear-ended. Vehicle head-rests are a key innovation for the prevention of neck injury. They have for many years been standard equipment and are in fact ‘head restraints’ which when positioned properly—high enough and close enough—help to align the head and neck with the body trunk when a rear-ender occurs, thereby minimizing any whiplash effect. GVHBA taking the stress out of buying a new home

Buying a home, especially if it’s for the first time, can be an extremely stressful experience. There are many decisions that need to be made, and roadblocks can easily appear. The Greater Vancouver Home Builders’ Association is aiming to help first-time home buyers with their 20th Annual Seminar for First-Time Home Buyers. Taking place on March 11 at the Bell Performing Arts
Centre in Surrey, this year’s event aims to demystify the buying process. “With interest rates still incredibly low and builders offering many new-home product choices, this is a great time for first-time buyers to consider taking that critical first step onto the property ladder,” says GVHBA CEO Bob de Wit. “Real estate continues to be a hot topic in Metro Vancouver, and (the) GVHBA is at the forefront of connecting the residential construction industry with consumers. Seminar attendance is

expected to be as many, or greater than, the 750 people who attending last year’s event.” Among the speakers this year are Robyn Adamache, senior market analyst at the Canada Mortgage & Housing Corp., Bill Macklem, president of Dominion Macklem Mortgages and Sandra Wyant, president-elect of the Real Estate Board of Greater Vancouver, among many others. The topics will include legal considerations, mortgages and warranties, along with several others. “This is a one-stop information shop for first-time home buyers, so anyone considering buying a home should come to this free seminar,” says de Wit. The exhibit area featuring new-home builders and homerelated products and services will be open between 6 and 7 p.m., while the seminar will take place between 7 and 9 p.m. The seminar is free, though attendees are asked to bring a food item for the Surrey Food Bank. 13). Zvikler won gold on high bar, silver on parallel bars and bronze on floor to win all around gold, while Malcolm won gold on rings and silver on high bar. Treyson Cerrato was in the top five in all six events and earned the all around bronze medal in Elite 4, taking the gold on parallel bars and silver on pommel horse and rings. The 12 year-old was also fourth on floor and high bar and fifth on vault. Spencer Principe, 14, was sixth all around in Provincial 4 (13-and-over) with a gold medal on rings, and bronze medals on pommel horse and parallel bars. Kevin Naismith, 16, contested only one event after recovering from an injury, and won gold in the National Open group by almost a full point. Many of the SGS gymnasts will be in Kamloops March 14-16 for the B.C. championships.

Drive The base GLA 250 comes with a 2.0L turbocharged direct injection 4-cylinder with a healthy 208hp and 258 lb.-ft. of torque, the same as the B-Class and base CLA. There is plenty of acceleration and cruising on the highway is effortless.
Driving through the mountain canyons back from Granada to Malaga was a real treat. The countryside is rustic and beautiful and the twisty roads sublime. The base GLA never set a wheel wrong and the 7-speed duel-clutch automatic can be left in economy, sport or manual for each driving situation. All GLA models come with standard AWD and this system can detach the rear wheels and drive in FWD for better economy but switches seamlessly back when more traction or cornering capability is required, plus Dynamic Cornering Assist applies just a small amount of brake force to the inside wheel when cornering to aid in the process. The 45 AMG takes things to a completely new level. The 2.0L 4-cylinder is hand assembled and pumps out a whopping 355hp and 332 lb.-ft. of torque. The 7-speed transmission and AWD system have been adapted by AMG to deliver a go-cart like drive that is so reassuring and potent that it makes the driver look and feel fantastic. Cornering is effortless and the bigger wheels and lowered suspension give great feedback but it is not jarring. Verdict Mercedes Benz is enabling more people to access its brand with smaller less expensive vehicles. The new GLA 250 and GLA 45 AMG are certainly very attractive, powerful and fun vehicles to drive. in the BC Hockey Major Midget League that had nothing to play for on the last weekend of the regular season. But that didn’t mean the Valley West Hawks would let up in Nanaimo against the North Island Silvertips. The Hawks, assured of a third place finish, traveled to Vancouver Island and swept the Silvertips 3-2 and 8-1. They finished the regular season with a 27-11-2 record, setting a team record for most wins in a season and matching the previous best for total points. Valley West allowed the Silvertips to score twice in the first period and fell behind 2-0, then shut the door over the final 40 minutes of Saturday’s game. Luke Gingras of Langley netted a pair of goals, with Trevor Ayre of Surrey and White Rock’s Matt Barberis drawing assists on both tallies. Surrey forward Matt Bradley also scored for the Hawks. Basements filled, streets were running with water, and cars were left to float and sink. One day, I walked past a junk yard and saw, what I thought, was a rrelatively normal car.

Call cell and we’ll talk price.” Thirty minutes later I got a call from a sixteen-year old kid – a little younger than my son. We decided to meet at the local mall at about 6:00. I wonder if his parents knew what he was up to. I arrived at 6:20, telling him I was in a great rush as I had to pick my son up from soccer practice. Turns out he played, too. After some soccer gossip, we got down to business. I knew that a kid his age just wanted a ride to show off to his friends, so we spent little time on the details. I told him the car was in perfect condition and was never in any accidents. “No problems as far as I know,” I said. The kid was sold. He trusted me. I never gave him my full name, and he never gave me his. He gave me the cash, I gave him the car. All was good. I was on my way. A few days later, I saw a TV program that talked about flood damaged vehicles. Apparently, flooding can damage the computer systems, which control things like the brakes and steering. And flood vehicles can’t be registered or insured. Who knew? My mind immediately went to the kid I sold the vehicle to. I felt a twinge of guilt. Then my eyes darted to my stash of cash. Two weeks later, I had another car up for sale. Stay tuned!

Eagles to host CIS soccer squads THE KPU (Kwantlen Polytechnic
University) Eagles men’s soccer team will host three opponents, including a pair of CIS schools, at its inaugural Spring Soccer Tournament this weekend at Newtona Athletic Park. The four-team event will also feature the Pacific Western Athletic Conference (PACWEST) champions, the Thompson Rivers University Wolfpack, and the University of British Columbia (UBC) Thunderbirds, the reigning CIS (Canadian Interuniversity Sports) champions. The University of the Fraser Valley Cascades, also a CIS school, are the fourth team. Thompson Rivers will play UBC in one semifinal at 1 p.m. Saturday, with the KPU Eagles kicking off against the UFV in the other at 3 p.m. The losers will play Sunday at 1 p.m., the winners will take to the field at 3 p.m. Admisson is free. KPU is already looking ahead to the second annual Spring soccer Tournament, announcing it will also include four women’s teams in addition to four men’s squads.
