City throws out new development fees

After the province turned down Cranbrook’s development cost charge bylaw, council has decided to stick with 2004 rates SALLY MACDONALD Townsman Staff

The City of Cranbrook has been forced to scrap changes to development fees after the B.C. government refused to approve the new bylaw.

At its regular council meeting on Monday, March 3, city council rescinded three readings of its Development Cost Charge Bylaw. It would have seen development cost charges (DCCs) rise, for example, from

$2,032 per home in a low density residential development to $4,289 per home. DCCs are fees that developers pay the city to cover capital construction of municipal services such as water, sewer, storm water

and roads. The new bylaw was originally given the tick of approval by council in August 2012 after a stakeholder workshop, open house and public hearing in spring and summer 2012.

Once council has given three readings to the bylaw, municipal procedure then requires the Inspector of Municipalities to approve it. However, director of engineering Jamie Hodge told council on Monday that,

after several discussions with the province, it became clear that the research the city had based its new DCCs on was outdated and the bylaw would not be approved by the Inspector. “It became very apparent that at this point, the information is dated,” said Hodge.

Renowned HIV prevention advocate visiting Cranbrook Ba r ry Co u lt e r Townsman Staff

A visit to Cranbrook from a special guest will show how far attitudes have progressed towards those afflicted with HIV, struggling with addiction and other suchlike issues. The Ktunaxa First Nation, the East Kootenay Addiction Services Society (EKASS) and the Aids Network Kootenay Outreach and Services Society (ANKORS) have partnered to bring Ken Ward — a renowned HIV prevention advocate — to town, to talk about overcoming illness, recovery and living a flourishing life. The human immunodeficiency virus (HIV) causes the acquired immunodeficiency syndrome (AIDS), a condition in humans in which progressive failure of the immune system allows life-threatening opportunistic infections and cancers to thrive. Ward has been living with needle-use related HIV for 25 years.

“Through his own journey through recovery, he’s coming to share his experiences with us,” said Gary Dalton, co-ordinator with ANKORS. Dalton said that in 1998, Ward was involved in a film for the National Film Board of Canada, called “The Long Walk,” in which the camera follows Ward as he works to bring hope and tolerance to others as an HIV prevention advocate. “We brought this video to our office (in Cranbrook),” Dalton said. “And a lot of people have been asking how Ken’s been doing since.” Ward will be visiting Cranbrook on Saturday, March 15. During his visit, “The Long Walk” will be screened, and Ward will talk about the issues surrounding recovery. “Challenging barriers is having faith and the will of self/community to collectively work together by removing stigma, labelling and

Ken Ward denial to create understanding and harmony,” Ward has written. “Acceptance is the key to open doorways of progress.” Ward’s visit to Cranbrook is part of the ongoing process, Dalton

said. It raises awareness that such issues exist in our community, and to help show the positive process that is unfolding. “In the past, attitudes towards HIV have not been positive,” Dal-

ton said, “resulting in some people leaving the community or giving up their kids. But the trend is more positive.” The work that ANKORS, EKASS and the Ktunaxa’s Operation Street Angels does goes a long way to working towards positive change, Dalton said, “making the invisible visible.” Ward writes: “If one can identify what contributes to addictions, or where it stems from, then it’s possible to challenge the barriers. However, without key close support from family or community, the challenges are far more of a struggle to maintain balance for a quality of life.” Ken Ward will be at the Ktunaxa Nation Gym in Cranbrook on Saturday, March 15, starting at 7 p.m. “People with HIV are living a lot longer than we used to think, and leading extraordinary lives,” Dalton said. “Not just surviving, but flourishing.”

Museum loses its annual arts funding Cranbrook’s railway museum is short $30,000 after funding was withdrawn by the B.C. Arts Council S a l ly M ac D o n a l d Townsman Staff

The Canadian Museum of Rail Travel is facing a $30,000 shortfall after the B.C. Arts Council denied its annual funding. The museum, overseen by the Cranbrook Archives Museum and Landmark Foundation (CAMAL), learnt last month that for the first time in 2014, the B.C. Arts Council (BCAC) will not be providing the museum $30,000. CAMAL Chair Jeanette Sissons said the BCAC’s decision was based on under-staffing by museum professionals and lack of program delivery in 2012 and prior years. She said there had been prior indications that the funding was in jeopardy.

“BCAC had expressed some concerns that programs weren’t being delivered, and there was too much reliance on volunteers and not enough on staffing,” she said. Since executive director Damon Colgan was hired in May 2013, Sissons went on, the museum has shifted its focus and is gaining momentum in new and different programs, such as its Pro-D Day camps, seasonal events such as the haunted trains on Halloween, and the upcoming dinner theatre event Belle of the Ball. “With our new executive director, we are definitely moving in the right direction. Unfortunately, when you do your grant writing early in the year, you don’t

have the results to put on paper, so you are having to rely on what happened before.” The museum is now focusing on preserving and sharing Cranbrook’s history, using the artefacts that are stored in the archives. “We haven’t had a place that talks about Cranbrook’s history, and that’s our focus,” she said. “Next year at this time, we’ll be talking about all the wonderful things that have happened. There will be more for the community to come and celebrate and other things to do at the museum as well as the train tours.” But the loss of the BCAC funding, about 14 per cent of the museum’s revenue, is a blow. Since receiving

“With our new executive director, we are definitely moving in the right direction. Unfortunately, when you do your grant writing early in the year, you don’t have the results to put on paper, so you are having to rely on what happened before.” Jeanette Sissons the news, the museum has cut staff hours and laid off one full-time staff member. The museum is now staffed by

the executive director full-time and one parttime office manager at 25 hours per week. CAMAL is also looking at cutting program development costs by $12,000, which would mean not hiring a program coordinator to oversee school programs to be developed in the summer. “It means the executive director will be spread even thinner. How many things can you balance on one person?” said Sissons. “We’re not saying things aren’t going to happen. It just will significantly slow down our progress. “It becomes an obstacle for you to get around, but it’s not a roadblock. It’s not like the road is washed away and we can’t get

to the other side.” To help bridge the gap, CAMAL is asking Cranbrook city council to consider adding $30,000 to its annual funding of the museum. On Monday, March 3, council accepted a letter from CAMAL containing the request and agreed to discuss it. Mayor Wayne Stetski said that he has noticed positive changes at the museum. “They have turned a corner; they are getting more involved with the community,” he said. “We do have some uncommitted money in carry-over dollars but we should leave this for our budget discussion on March 11.” Council agreed to discuss the funding request at its next budget

meeting. “Even though they are coming to us for money and that is in short demand, I am very impressed with the fact that they are being proactive and cutting back their costs,” said Councillor Denise Pallesen. In the meantime, the BCAC has agreed to pay for the museum to hire a consultant to “work with us to review the mandate and the core values of the CAMAL, to help us focus on what the organization should be doing,” said Sissons. She added that BCAC should not be blamed for cutting the funding. “BCAC has a mandate to fulfill and there are criteria you have to meet,” she said.

Flood watch underway in Cranbrook Continued from page 1 Many areas of the city are experiencing flooding, according to Chris Zettel, Cranbrook’s communications officer, including parts of Joseph Creek, Highway 3, the CP rail yard and Cobham Avenue. “Right now every available staff member with our Public Works department and every piece of available equipment are out there working,” said Zettel on Thursday. “In fact, Public Works has had to bring in several rented pieces of equipment to help. We will continue to monitor the situation over the next number of days and keep the public updated.” Joseph Creek is currently running extremely high, higher even than the spring freshet last spring. Residents are advised to please stay away from any creeks, including Joseph Creek and lakes including both Elizabeth and Idlewild Lake. Ice conditions on both lakes will most likely be very poor and someone may be able to fall through.

City staff are stretched thin trying to deal with the situation and concerned calls from the public. The city is doing its best to help everyone who needs. Cranbrook residents can help protect their neighbourhood, Zettel went on. “A simple thing residents or business owners can do is ensure any storm water drain you have around your home or business, please make sure it is clear of ice and debris so the water has somewhere to go.” For residents who wish to get sandbags, Public Works has bags and sand available beside the Public Works yard on Cobham Avenue. Zettel said residents will need to fill their own bags and should bring a shovel. The weather forecast is calling for continued warm temperatures and the potential for more rainfall the next couple of days. Overnight temperatures are not expected to hit the freezing mark at least until early next week.

Cobham Avenue is waterlogged. Meanwhile, localized flooding around the region has caused a low-level activation of the Regional District of East Kootenay’s emergency plan. A frozen culvert at Wasa has created issues as it thaws, while in Meadowbrook there is a home threatened in the

DCCs to stay at 2004 rates Continued from page 1

The DCC bylaw was based on Cranbrook’s 2005 Master Plan and its 2008 Growth Management Study. “It was correct at the time and it was a fair reflection of what we should have expected in the next five or 10 year period, and that is simply not the case now. There are too many major changes throughout the economy,” said Hodge, pointing out that before the 2008 recession, Cranbrook had two major developments – Shadow Mountain and Wildstone – in the works. “Probably the thing that has changed the most is the time frame (in which) we are going to reach 30,000 population,” explained Chief Administrative Officer Wayne Staudt. “Back in 2007 and 2008, a lot of people believed we were going to see those two developments fill up overnight, and that would have taken us to 30,000 population. That

threshold now is way out there somewhere and I don’t know where that target is.” Councillor Sharon Cross expressed frustration that the Growth Management Study’s projections are no longer valid. “I find this really disappointing. The bad news for the taxpayer is that the Growth Management Study document cost us a half-million dollars,” she said. Councillor Bob Whetham pointed out that it took the province 18 months to provide feedback on the bylaw. “I’m mostly disappointed that it seems to have taken well over a year for the province to give us any information about whether this is acceptable or not. That is a long review period,” he said. Staudt said that when council puts together a new DCC bylaw, the city will send a draft to the province early on in the process.

“If we had taken that approach early on, we probably would have realized then that we would have some of these difficulties and we would have know we were on the wrong path,” he said. Councillor Gerry Warner called the bylaw refusal “a black eye for Cranbrook”. “I feel a little let down. I voted on this in good faith and to be slapped down by the provincial government without even an explanation – that doesn’t look good. It makes all of us not look good. I sure hope we can bail ourselves out of this.” City staff have already began to revise Master Plans for water, sewer and storm water, which will be used to draft a new DCC bylaw. “There will probably be some changes in the rates. I don’t think they will be great; some will go up, some will go down,” said Hodge. In the meantime, Mayor Wayne Stetski pointed out that developers can take advantage of the previous DCCs from 2004 for probably another two years. “That’s good news for developers. We are still using DCC rates from 2004 so I encourage you to get out and develop,” he said.

The secret life of John Steinbeck

F

OIA — the Freedom of Information Act — was enacted by the United States Congress in 1966 to give its citizens access to previously unreleased records. This act has been used to free innocent people from incarceration, expose corporate greed (such the Ford Pinto Memo, which showed the car company felt it was cheaper to pay off wrongful death suits than to fix the deadly design flaw on the vehicle — which would cost them $11 per car), and to show just how much time, money, and resources were used trying to spy on John Lennon. A more recent search has led to a literary mystery. While sifting through various CIA records via FOIA, researcher Brian Kannard came across a series of correspondence that could only lead to one conclusion: John Steinbeck was a spy for the CIA. At first glance this statement seems ludicrous, if only for the well known fact that the Nobel and Pulitzer Prize winning author spent his professional career in an adversarial relationship with his own government. Steinbeck’s difficulty with his elected officials began with the 1939

BOOKNOTES

Mike Selby publication of his most revered novel, ‘The Grapes of Wrath.’ Set during the depression, Steinbeck realistically portrayed what life was like in a country that suddenly had “the economic rug pulled out from under it.” Viking initially published 50,000 hardcover editions, but by the end of the year they had to reprint it 11 times. Not only a hit with readers, critics adored it as well, and the book won Steinbeck the Pulitzer Prize in 1940. Not everyone was impressed. Numerous groups felt it was nothing more than thinly disguised communist propaganda, causing thousands of copies to be turned into bonfires across the country. Steinbeck himself began to receive death threats, was followed and harassed by the FBI, and the IRS suddenly began auditing him for back taxes. His life became so

disrupted that in 1942 he was forced to write the White House, asking the attorney general if he “could ask Edgar’s boys to stop stepping on my heels … it is getting tiresome.” Steinbeck may have been in J. Edgar Hoover’s sights long before this. Years earlier he had joined the League of American Writers, which had initially been formed by the American Communist Party. He also personally stood up with playwright Arthur Miller, who had refused to name names during the McCarthy years. Many could think of nothing more un-American than these two acts. Yet despite all this, Steinbeck offered his services to his country in the early 1950s. Sifting through the CIA records, Kannard found a letter from Steinbeck to the director of the CIA, advising the director of his latest book tour in Europe. “If during this trip,” Steinbeck wrote, “I can be of any service whatever to yourself or to the Agency you direct, I shall be only too glad.” The director’s reply was also found, reading, “It would be helpful, too, if you could come down to Washington for a talk with us before you leave. We might then discuss any special matters on which you may feel that

John Steinbeck

you can assist us.” What “special matters” the CIA felt Steinbeck could assist them with, or what they discussed at this meeting, remain unknown. However, Kannard was able to track down Steinbeck’s son Thomas, who confirmed that on trips to Paris he was not allowed to accompany his father to certain meetings. This went on throughout the ‘50s and ‘60s. (Perhaps he was spying on John Lennon.) Kannard published his findings in the book “Steinbeck: Citizen Spy” in 2012. With no definitive answers, the book has to rely on speculation as to Steinbeck’s clandestine activities. Whatever his spy craft consisted of, it is hard to imagine it being more compelling than ‘East of Eden’, ‘Of Mice and Men,’ ‘Cannery Row,’ or ‘The Winter of Our Discontent.’ Books overflowing with compassion, heart, and perseverance, they should of been all the service his country needed.

Booze coming to grocery stores in 2015 Tom Fle tc h er Black Press

B.C. residents will be able to buy B.C. wine from grocery stores by early next year, with some stores connected to liquor stores that offer full selection including hard liquor. The provincial government released its framework for a major overhaul of liquor policy Thursday. It proposes a small number of new licences for Vintners’ Quality Alliance (VQA) wine sales from grocery store shelves, with future expansion to include B.C.-made craft beer under the same licences. R i c h mond-Steveston MLA John Yap said all alcohol sales will be rung through at separate cash registers, with staff trained in an expanded

“Serving It Right” course to check identification and sobriety. Customers will be able to stock up on groceries and alcoholic beverages in the same shopping cart, whether from instore B.C. wine or products from a connected liquor store. Changes to take effect by this summer include licensing B.C. wine and beer sale and tasting at farmers’ markets, permitting “happy hour” drink discounts at licensed businesses and removing the requirement for fenced beer gardens at approved outdoor festivals. Yap said the government is adopting a recommendation from Provincial Health Officer Dr. Perry Kendall and other health officials to tie prices to al-

The government plans to maintain its cap on the number of liquor stores, with 670 private stores now in

operation. Liquor stores are currently restricted to relocating no more than five km from their original location, but that restriction is being lifted so a licence can be sold or moved any-

where in the province. Yap said that would allow either a government or private liquor store to relocate next to a grocery store. Another major change in the works is

to wholesale pricing from the government’s monopoly Liquor Distribution Branch. Currently private stores pay a 16 per cent discount off the government store retail price.

Yap said the LDB will move to the same wholesale price for all stores, based on the value of each product, and retail prices will be set by a competitive market.

B.C. police agencies say medical pot users not a priority when law changes C anadian Press

Several police forces in British Columbia say they don’t plan to crack down on patients growing medical marijuana for their personal use once federal laws make the practice illegal next month — an approach a pair of criminologists describe as sensible. New federal laws come into effect April 1 that will allow only select commercial growers to produce medical marijuana, meaning patients who currently have Health Canada permission to grow their own will be break-

ing the law if they continue. This week, the Vancouver Police Department said it doesn’t plan on treating smallscale “personal’’ grow operations as a priority after April 1, unless they 2.8”

Nevertheless, Eva had to come to a deal with the OQLF, in which she promised that any message she posted on Facebook would at least contain some French words. She was required to submit a promise written in both English and French. So a compromise was reached and that’s nice, er ... magnifique. But it should be noted that a compromise was only reached after the incident garnered national attention. It is incidents such as these that make people dismissive of government. How does government, and its enormous bureaucracy, evolve from providing necessary services and laws, in exchange for taxation, to providing bodies whose primary existence is to nitpik? Does anyone really care how much of the porn they are watching was produced in the true north strong and free? Does an English post on Facebook by a Quebec business owner undermine the French language? Yes, it’s the old slippery slope argument. If you let a porn channel have no Canadian content, then pretty soon, there’s no Canadian content on any channel. If Quebec is seriously afraid that the French language will die out, then they feel compelled to police its use. I get it. But here’s a tip for regulators. Letters to the Editor Urban Deer Survey The City of Cranbrook has been fielding a few questions from interested residents about the upcoming urban deer survey, specifically around how the survey was created and the questions were determined. The upcoming survey, which is available on Monday, March 10, 2014, is different than the survey conducted in 2010. First it is significantly shorter (at 17 questions) than the 2010 version, which I think will make it more appealing to people to respond to. A few of the questions are carry forwards from 2010, but the majority of the questions are new. The survey also provides a short pream-

ble in the introduction that gives respondents a high level overview of what the City has done around urban deer management since 2010 including the culls conducted in 2011 and 2013. The introduction also encourages residents to review the reports and documents on our website under ‘Urban Deer’ for more information, if they wish. The survey questions were generated through a brainstorming process conducted by the Urban Deer Management Advisory Committee, including two members of City Council and in consultation with staff from the Ministry of Forests, Land and Natural Resource Operations, including a current and a retired wildlife biologist. The final draft of the survey was provided to

City Council by resolution of the Urban Deer Management Advisory Committee for deliberation and was approved at Council’s regular meeting on February 17, 2014. The survey is intended to provide residents an opportunity to assess the effectiveness of the current deer management program and provide input to Council on future direction of this initiative. The survey will be available to the public both on the City’s website and through a paper version at City Hall starting at 8:30 a.m. on Monday, March 10, 2014 and closes at 4:30 p.m. on Friday, March 28, 2014. The Cranbrook Golf and Country Club JANUS: Cranbrook Then & Now

Jim Cameron

In

years to come it may well be that the present day will be regarded as the Golden Era of local golf. Certainly the sport has neve]r been more popular than now. Still, there is always a vanguard, those who first set the ball to rolling, so to speak, and that honour indubitably rests with the Cranbrook Golf Club although they were not the first in town to form an association dedicated to the pleasures of the links. That occurred in 1904, when a small group formed the Kootenay Golf Club of Cranbrook and laid out a nine-hole course just to the east of what is now Slaterville. Although successful for a time they gradually faded from view. In 1915, a meeting was held in city hall to elect the officers of the new Cranbrook Golf Club. It was comprised largely of local professionals: practitioners of medicine, law, real estate, business and merchant houses. Nor was it just the men; from day one women also took an active part in the club both on and off the course. The old course was improved, a new clubhouse built and new members actively sought. By 1920, the group decided to buy 111 acres of land from the Canadian Pacific Railway and move to a new location north of the city on Joseph’s Prairie. A new course, a new clubhouse and a new weekly golf column in the local newspapers featuring club notes and golfing tips did much to raise the profile of the sport. And the arrival of an honest-to-goodness golf pro in the spring of 1921 certainly picked up the pace, both technically and socially. Louis An-

The local paper remarked that “Louis sure know how to put the ‘feel’ in a club. It is not only Louis’ smile and fair hair that makes a hit with the girls. One of them swears by him because he showed her how to hit ‘em out with her mid iron which hadn’t been working any too well.” He stayed for the season and although it would be some time before the club hired another pro, the bar had certainly been raised in terms of what the local club wished to accomplish. The course itself was often described as “sporty”, a term generally inferring somewhat less than ideal. There was also the additional problem of playing the first hole across the highway (what is now “the Strip”), not to mention the interruptions by various wildlife and an occasional grass fire but, all things considered, with the impressive Selkirk Mountains as a background and a fence to keep wanderThe proposed layout of the nine-hole addition to the original ing cattle and horses from cutting up the greens, it was course as envisioned in 1971 - Townsman without doubt the best course around and it soon played host to numerous tournaments, attracting golfers from around the Kootenays, the Crows Nest Pass and the United States. So too, did the social side of the sport begin to play a bigger role within the club as banquets, dances, bridge tournaments and socials became regular occurrences throughout the year, so much so that by the mid-1920s, the association was officially incorporated as the Cranbrook Golf and Country Club. In 1930, the group sold a piece of its land upon which sat the old clubhouse and built a new bungalow-style, four-room building near the eighth hole hillside. Wild look to positives in first loss at provincials SHAYLEE RUTLEDGE Special to the Daily Townsman

When our team arrived at the Langley Events Centre for our first game, emotions were scattered. Some girls were nervous because the venue was large, the environment was professional, and the provincial experience was new to them. Others, such as myself, were dwelling on the fact that this might be our last basketball tournament ever, because we are graduating. We paced around the dressing room and listened to the loud cheers of spectators watching the close game taking place in the gym. Eager to play, it was finally our turn to emerge on the court. The gym was enormous. To the left of the gym were bleachers that could hold all of our parents one hundred times over. On the back wall was a big screen that displayed the online video feed of game being played. Our team took a moment to take it all in, then we started our routine warmup. Holy Cross was our opponent and they were the first ranked team in B.C.

The Wild take a break off the court with a team meal. We came out full of energy, playing with heart. The girls on the bench stood up and cheered our team’s good plays throughout the entire game. After the final buzzer sounded, we shook hands with the other team. We lost the game, but celebrated our successful little battles. Our team capped off the night by going out for ice cream and watching a movie at the rental house where we were staying. I look forward to our next few days together and the games to

come. Our biggest goal is to enjoy all the experiences of provincials and team activities we have planned. We are thankful for the opportunity to represent Mount Baker Secondary School. Shaylee Rutledge is a member of the Mount Baker Secondary School senior girls basketball team. She will be documenting the trials and tribulations of the Wild during their trip to the provincial championship in Vancouver.

Ice soldier on without Bozon TRE VOR CR AWLEY Sports Editor

Some things are just more important than hockey. Though the Kootenay Ice are doing their best to close out the regular season, it’s safe to say there is a lot on the minds of the players. The club, along with the WHL, made it official on Wednesday, revealing that sniper Tim Bozon is in critical condition with Neisseria Meningitis at Royal University Hospital in Saskatoon. The seriousness of the revelation rocked the hockey world. Kootenay played the Prince Albert Raiders to a 4-2 loss the day Bozon was admitted to hospital on Saturday, and lost 4-0 on home ice to the Rebels on Tuesday. “Obviously, it’s tough when you see that happening to a teammate,” said Luke Philp, who centres the second line between Bozon and Austin Vetterl. “We gotta fight for him out on the ice, we gotta play for him and we know he’s fighting, so we’re going to keep battling as hard as we can for him.” Vetterl agreed, noting that the whole team is concerned for their teammate. “Obviously with Tim, it’s tough,” Vetterl said. “Everyone feels for him and every time we go out, we play for Timmy right now. “Obviously, that’s our key focus. He’s a battler, we’re going to battle for him out there and we’re trying to get wins for that guy right now.” While the Ice are dealing with the emotional strain of Bozon’s condition, they still have to prepare for and play out the remain-

Both teams are coming in hot, as the Tigers and Pats have only lost three of their last 10 games. It’s especially tough with the fourth-place Tigers—Medicine Hat isn’t doing Kootenay any favours by continuing to win, which is creating a larger point-gap for the fifth-place Ice. The Tigers also hold the edge in the season series with three wins over the Ice, which in turn, have only two wins against the Tabby Cats. After allowing three goals in the first period, Vetterl said the team wasn’t happy with how they opened the game. “The way we started, obviously if we start like that again, we’re going to lose games,” sad Vetterl. “In the second and third, we played them a little harder, but in

the end, we didn’t get enough traffic to the goalie.” Shutting down the top line of Curtis Valk, Trevor Cox and Cole Sanford will be key, added Vetterl. If playoffs began tomorrow, the Ice and the Tigers would be first round opponents. “Every game we’ve played them, it’s been hard to win against them in their rink, and obviously it’s been a battle every time we’ve played them at home,” said Philp. “It’s going to be a good test tomorrow.” Friday’s game is also Anti-Bullying Night, were schools will out in force to cheer on the team and show off their school spirit. Fans are encouraged to to take a stand with the Kootenay Ice and wear pink to support anti-bullying causes. The Ice will be back at it on Saturday with a meeting against the Pats at Western Financial Place.

MIRACLE ON ICE: With the hockey season winding down for players around the region, the Cranbrook Mites Yellow Team took on their parents Sunday morning. It was an intense hour and fifteen minute battle with some high flying pucks (and players!) and in the end, Team Yellow pulled off a resounding 11-9 victory. This week (March 3-9) marks the final week of regular season play in Cranbrook.

Raptors play down Rudy Gay’s return Lori E wing Canadian Press

TORONTO - Any other season, Friday’s game against the visiting Sacramento Kings would be entirely about the return of Rudy Gay, and the handful of players on both sides facing off against old teammates. Any other season, the Toronto Raptors wouldn’t be looking to lock down homecourt advantage in the playoffs, and an Atlantic Division title. “It’s always important when you play against your former team, but more than that, I’m happy where I’m at,’’ said guard Greivis Vasquez, one of four Kings acquired in the mammoth deal in early December that sent Gay to the Kings. “We’re third in the East, first in our division, and that means a lot. So we’re playing for something much bigger. It’s a big game for us, but to me it’s about finishing the season strong and trying to get as many wins as we can.’’ The night marks Gay’s first visit to Toronto since GM Masai Ujiri shipped him, Aaron Gray and Quincy Acy to Sacramento for Vasquez, Patrick Patterson, John Salmons and Chuck Hayes just 18 games into the season. The Raptors were 6-12 when Ujiri rewrote his roster, and Toronto has gone 27-14 since to sit third in the Eastern Conference.

Gay said there are no hard feelings between him and the Raptors. “Change is for the better, for both parties,’’ he told reporters after Thursday’s practice at the Air Canada Centre. “I’m happy for those guys, I’m happy to see them play well. I never have any ill intentions.’’ Gay has played better since his move to Sacramento, averaging 20.9 points a game for the Kings (22-39). “I was inefficient when I was here,’’ he said. “I’m not anymore. I was when I was here.’’ Gay had directed a veiled insult at the Raptors’ front office when the two teams met in Sacramento last month, saying he “took the fall’’ for Toronto’s poor start to the season. Raptors coach Dwane Casey agreed the small forward was unfairly made a scapegoat. “No question, he has,’’ Casey said. “Rudy is a tremendous player in this league, tremendous young man, family man, and he was put in a tough situation where he was looked on to be the saviour, and that’s not his role, and as far as our mix of our type of guys we had. “Dynamic player, big-time talent. He was brought here for the right reasons but it ended up turning into something that it wasn’t meant to be. He’s in a good situation, our team’s in a good situation. So the trade worked out for both parties.’’ Salmons, who’d spent more than two seasons in Sacra-

mento before the trade, said he harboured no ill feelings toward his former team. “We’ve got to let that stuff go. We can’t carry that around,’’ he said. There’s always an extra element to the game when players face off against former teams, Casey said, and the Raptors have to be ready for that. “It’s one of the things about

being a pro,’’ Casey said. “You’ve got to be a pro, know the fact that all of us have friends all over the league, but when it comes game-time they’re the enemy, and we’ve got to treat them as such and then be friends next summer.’’ Toronto fans are renowned for booing former Raptors that left on less than great terms. Gay said he won’t be bothered by any booing.

Alberta improves to 9-1 at Brier despite struggles C anadian Press

KAMLOOPS, B.C. _ After a four in the first end, Alberta’s Kevin Koe struggled a little against Prince Edward Island Thursday but still stayed in first place with a 9-6 win at the Canadian men’s curling championships. Koe flashed and let Eddie MacKenzie score three in the fourth end and the Islanders were even able to steal a point against Alberta, a rare occurrence at this Tim Hortons Brier. At 3-7, MacKenzie is out of playoff contention but jockeying for the fourth and final spot was hot and heavy be-

tween Ontario and Saskatchewan. Steve Laycock was down 4-0 in the second but came back to edge Greg Balsdon of Ontario 8-7 in an extra end and at 6-3, fourth place is now Saskatchewan’s to lose. Quebec is next at 5-4 after a 7-5 win over the Territories led by Jamie Koe, Kevin’s brother. In the only other afternoon game, James Grattan of New Brunswick kept his hopes alive and improved to 5-5, tied with Newfoundland and Labrador, by beating winless Jamie Murphy of Nova Scotia 6-5.

KELOWNA, B.C. — The Crystal Mountain ski resort near Kelowna, B.C., remains closed while investigators wait for replacement parts needed to operate the damaged chairlift again. Two safety officers and the BC Safety Authority’s safety manager remain at the West Kelowna resort after four skiers plummeted to the ground when the chairlift cable dislodged from its track on Saturday. The team has confirmed an empty chair that swung into a lift tower caused the rope to jump from its guides, authority spokesman Quinn Newcomb said Wednesday. The next phase is to operate the lift so the experts can test it and assess the installation so they learn how the accident may have happened. “The challenge is that so far they haven’t been able to get it up and running again,’’ Newcomb said. “Because of the damage . . . (it’s) difficult to find parts and get the right engineers up there to ensure the repairs are done properly and safely.’’ A 34-year-old female ski patroller is still in hospital but was moved out of the intensive care unit on Tuesday, said resort spokesman Scott Henderson. The other three injured skiers, all male, were released from hospital early this week. The injured woman and her 31-year-old husband, are ski patrollers who sat in one chair that dropped more than six metres to the snow surface at 11 a.m. Saturday. Another skier said

the couple were in a lot of pain; the man complained about his leg and the woman said her ribs and arm were hurting. She suffered broken ribs and chest injuries. Henderson didn’t know if she had internal injuries. A 16-year-old ski instructor had a separated shoulder and needed surgery. He and his 45-year-old client, Larry Waldenberger, were thrown from another chair. Henderson didn’t know the hometowns of any of the injured skiers. The safety authority has suspended the resort’s operating licence pending the investigation’s outcome. The resort hopes to be up and running Saturday, Henderson said. The investigative team was ready to test the chairlift on Tuesday but couldn’t because the second tower needs repairs, Newcomb said. The incident knocked askew the tower’s metal framework that houses the six grooved wheels that power the cable. “We’re taking it day by day. There’s no estimate on how long the investigation will take, or at what point the resort could open again,’’ Newcomb said. The authority fined Crystal Mountain $8,000 in early 2013 for failing to comply with a safety order, Newcomb said. The infraction related to “chairlift slippage’’ on the same lift and had nothing to do with Saturday’s mishap, said Henderson. “The chair is clamped onto the cable. . . . The clamp moved out of position or could move out of position.’’

Does the universe have a purpose?

T

hroughout my life, I’ve enjoyed talking with people who believe differently than I do. I appreciate it when people challenge my worldview, as long as the dialogue remains respectful. It’s always fascinating to me to explore in an honest and humble dialogue what we believe, how we came to those beliefs, and what difference they make in our lives. I think this kind of dialogue is more and more important as we try to bridge our differences in an increasingly pluralistic world. Not only is it an urgent task, it can also be a lot of fun. Candid and challenging conversations stretch me, and

help to clarify my thinking and my faith. I respect those people who can push me this way to be more clear about what I believe. It also challenges me when people raise questions that I haven’t had to think about at great length. Part of the way I try to understand the positions of other people is to read books and watch videos by those who believe differently than I. This is particularly so with those who claim not to have faith. One of the questions that keeps coming up in the books and videos from various atheists is whether or not the universe has a purpose. The smaller–scale but

more immediately relevant question included in the larger question, of course, is whether we human beings have a purpose. The more I read and listen, the more I am aware of what a challenging question that is to answer — to answer it, that is, a) in light of all we have discovered about the world and b) taking into account how differently various people might answer the question instead of just assuming my answer is the only one. As I think about my own life, it’s difficult for me to imagine not believing that life — in general as well as my own life — is not wrapped up in some

Yme Woensdregt larger purpose. And, indeed, one of the great gifts of the Christian faith which I profess is the promise that there is indeed a purpose. Christians may express that purpose in different ways, but for me it often boils down to the sense that we are loved and that we are created to share God’s love with

others in word and deed. That’s the heart of the most famous Bible verse, John 3:16: “For God so loved the world that he gave his only Son, so that everyone who believes in him may not perish but may have eternal life.” To be honest, I can’t prove that. Others will disagree. For example, astrophysicist Neil DeGrasse Tyson, director of the Hayden Planetarium, says that “to claim to know the purpose of the universe is to lay claim to knowledge that none of us have.” I agree when he says that we can’t know that there is a purpose to the universe. It’s not a matter of empirical knowledge. For me, it is a faith

stance. This is what I believe to be true. This is the way in which I approach not only my life, but the life of the world. This is the way in which I view reality. And I believe we are called to confess it — which means that we share with each other what we believe to be true and, just as importantly, to share how that belief has shaped our lives. But no matter how fully I believe this, there are times that I wonder two things: First, do I keep believing this because I simply can’t handle the thought of a purposeless life? Is the route that DeGrasse and other atheists take somehow both more re-

alistic and courageous? Secondly, I can’t help but wonder if, whether we believe there is an “ultimate purpose” or not, yet each of us is called to claim such a purpose, to act as if there is a purpose. If so, I suspect the purpose you claim makes all the difference. It’s a challenging question. As I said, we can’t prove whether the universe has a purpose or not. But I suspect that the way we approach the question does, in fact, make a significant difference for us. Yme Woensdregt is Pastor at Christ Church Anglican in Cranbrook

Janus: The Cranbrook Golf and Country Club Continued from page 1

That same year — 1930 — miniature golf was introduced to the community when two local businessmen converted the former Methodist/United Church on the northwest corner of 8th Ave. and 1st Street by removing the wall between the church and the schoolroom to incorporate the entire building as the course. The mini-sport proved popular and has remained a fixture in Cranbrook ever since. Having managed to stay afloat throughout the lean years of the Great Depression and the ensuing Second World War, the Golf and Country Club purchased 30 acres east of town in 1948, and undertook a three year project utilizing mostly volunteer labour, and occasionally machinery lent by the city and provincial government, to create the original section of the present

day links. The nine-hole course (par 36 for men, 39 for women) opened

opening day ceremony presided over by master of ceremonies Mike Provenzano. Club president Dr. Reid Geddes paid tribute to all those who laid out the course, brought forth the broad Kentucky Bluegrass fairways and greens

from the forests, rocks and scrub, fenced the land and piped in the water (with aid from the city) at a total cost of $7,000. Mayor Bert Sang stated that the spirit of the venture was the spirit that helped to build a pro-

gressive community and, after declaring the course officially open, His Worship “drove the ball off No.1 tee — as pretty a slice into the rough as one could wish to see.” Today, one year shy of its 100th anniversary

the Cranbrook Golf and Country Club remains among the oldest continuous golf organizations in British Columbia. With thanks to David Humphrey and the Cranbrook Archives

CANCER (June 21-July 22) Your instincts might encourage you to assume a low-profile. A boss or someone you have to answer to could become even more unpredictable. Understand that you can’t change this person, so learn to accept his or her behavior. Tonight: Your plans must not be in the public realm. A family member could stonewall you as a way to show you his or her preferences. Tonight: Go for unique. SCORPIO (Oct. 23-Nov. 21) Deal with people directly today. AQUARIUS (Jan. 20-Feb. 18) Your spunkiness comes through, no matter what you do. You have a tendency toward fast retorts and not-so-nice comments. ANNIE’S MAILBOX by Kathy Mitchell and Marcy Sugar Dear Annie: My wife and I have lost contact with our son. He is a recovering addict. As far as we know, he has maintained a job and, I hope, has been able to stay clean. He has moved to a city about four hours away with his new girlfriend, and I am sure she is keeping him in line. My wife is heartbroken. We maintained a room for him in our home until he was almost 30 years old. He was always close to his mother, and they would speak on a daily basis. Now, he doesn’t call or take our calls or emails, and never accepts cards or letters. He said he needed space when he left, and that was a year ago. My wife grieves as though he has passed, crying at night, wondering what happened to our son. What should I do to relieve the pain? Should we keep trying to contact him? We don’t understand how he can be so hurtful. -- Tears in Vermont Dear Tears: We are so sorry that your son has chosen to cut off contact, but you cannot force him to stay in touch. Are you in touch with the girlfriend? Is she a reliable partner, or might she be abusive? Even so, he is an adult, and you can only do so much without his cooperation. In the meantime, please consider counseling. You are grieving and worried, and you need to move forward so your son’s absence doesn’t become the focus of your daily life. It will not be easy. But we recommend that you keep sending your son emails and cards, just saying that you love him and that you will always be available should he decide to contact you. We hope he will. Soon. Dear Annie: We’re in the process of downsizing. Among the things that we no longer need or want are family pictures that include spouses from our daughter’s two previous weddings, both of which ended in divorce. I am all for tossing anything with either of her husbands in them. But my husband is concerned that our grandchildren will be hurt if they don’t see their fathers’ faces in the pictures. Any suggestions? -- Sunny Dear Sunny: Could you give the pictures to the grandchildren? These are their parents, after all, and they might enjoy having these photographs. If the kids are little, display one from each wedding and put the rest in a box until they are older. Dear Annie: My sister recently saw your column with the letter from “Mourning My Brother,” whose brother was estranged from his children when he suddenly died. She passed the column on to me. Since my divorce 10 years ago, I have been estranged from my two daughters. I have repeatedly attempted to restore communication with little success. We might have a short period of communication, followed by years of silence. I recently tried again. This time I enclosed a copy of your column. I got a response from one of my daughters. The column made her realize that I truly did not understand the reasons why there has been no communication between us. That column opened her heart to explain all the years of sorrow and guilt she had and her feeling of not trusting me. Even though her remembrance of things is not the same as mine, she believes her feeling to be true. I acknowledged her feelings, apologized for causing her so much pain and sorrow, and asked that we live in the present. We cannot change the past, and to relive it only hardens our hearts. We have agreed to start sending emails to each other once a week. I am so excited that she is open to trying to start our healing process. I have grandchildren that I never knew I had. -- Very Grateful Grandmother Annie’s Mailbox is written by Kathy Mitchell and Marcy Sugar, longtime editors of the Ann Landers column. Troubled mother/daughter relationship Hi Wendy: I read your column all the time and I think about some of the messages your guides give people that are troubled. I used some of those strategies in my life and I am surprised that they work for me too. I am emailing you to thank you and your guides for helping me and wondered if you would answer some questions for me. Do you see my daughter and I being able to settle our differences this year? I’ve been having trouble with her for several years now and I don’t know what to do. I’m worn out trying to make the relationship work between her and I. What do your guides see for our relationship in 2014? Do I have guides and angels around me; and if I do can you tell me how many I have? I have been thinking of getting out and trying to find a job. My husband says we don’t need the money; but I still would like to do something. Do you see me getting a job this year and do you

changes your attitude and you realize life is not so bad. I don’t know why you would be afraid to come to us and talk concerning your dad who is on the other side. It’s kind of like having tea when I do a session of channelling over. I tell you how their journey was on the other side, who was at the gate to greet them, what they are doing now, who they are with and you can ask your dad any questions you wish. It’s pretty simple and I have never had anyone who has walked out on a session who did not feel better. Sometimes other people you may know or relatives come down during a session. I never really know who will pop up in a session but it’s all good and everyone is happy and content at home and on this plane when the session is over.
