New tenants sought for waterfront SWP doesn’t plan to wait for Sidney to decide what to do Steven Heywood News staff
Plans for Sidney’s Seaport East land could have added value to the waterfront property and cleaned up the contaminated soil at the site, says the proponent of a nowdefunct redevelopment deal with the Town of Sidney. Grant Rogers, Sidney Waterfront Partnership (SWP) principal, said the municipality’s cancellation of a memorandum of understanding on the redevelopment proposal came as a surprise to both himself and his environmental consultants who discovered the contamination. Now, Rogers said he has little option but to try to lease out the existing buildings. “We are planning on finding new tenants for the big building,” Rogers said. “We are considering retail at this point.” The building on the site is currently being used as a film set for the ongoing production of Gracepoint. That could last until May. Rogers said he doesn’t feel leasing out the building space is the best use of the property but added he doubts the proposal to redevelop the site into residential and commercial units can be resurrected. “We’ve been here before,” he said, referencing past plans for the property that went nowhere. SWP hired an environmental consultant to test the soil at Seaport East. They found contaminants such as metals and hydrocarbons, Rogers said, adding they are not hazardous but exceed provincial regulations for residential and commercial development. This prompted the Town council to vote March 3 to end the land exchange process while it looks into its liability at the site. “The risk factor is too great,” said Mayor Larry Cross. Cross admitted the municipality has little understanding of the issues surrounding the land contamination and felt they could not proceed with the memorandum of understanding until they knew more. Teachers vote in favour of strike action VICTORIA — B.C. public school teachers have voted 89 per cent to give their union authority for strike action in three stages. B.C. Teachers’ Federation president Jim Iker said there is no set schedule on when work-to-rule action would begin. “There will be no job action tomor-
row; there will be no job action next week,” Iker said after the vote results were tabulated. “It will depend entirely on what is happening at the negotiating table and whether or not the government and the employers’ association are prepared to be fair and reasonable.” After a year of bargaining sessions

Central Saanich man facing arson charge Two charged in Lochside Trail fire
SAANICH — Two Greater Victoria men face arson charges after setting a fire on the Lochside Regional Trail March 2. Saanich police were alerted of the fire, located on the trail just west of Quadra Street, around 3 a.m. Two men were seen adding fuel — pieces of wood and pallets — to the large fire, which was estimated at four feet in diameter. Both men were arrested. Police say they were “highly intoxicated” at the time of the incident. A 24-year-old Central Saanich man and a 27-year-old Esquimalt man each face charges of arson and mischief. Mike MacIntyre, operations manager with CRD Parks, says the trail will be repaired, but crews need to wait until the weather improves to fix the asphalt. This spring, the Sidney Business Improvement Area is hoping to help keep shoppers a little drier while also promoting the town. The SBIA recently started an umbrella share program which has seen 24 umbrellas with the Distinctly Sidney branding on them distributed to local merchants. Another 24 are expected to be distributed soon, said Erin Bremner, a board member of the SBIA. “The idea for the umbrella share program came from our BIA Member relations team Christine Ball and Susan Simosko,” Bremner explained. “The program is not only a way to offer a small but useful service to our customers and clients in Sidney but it’s also a way to give our BIA members something tangible to recognize us by.” Bremner said the BIA hopes that even a small project like the umbrella share program will leave a lasting impression on visitors to Sidney. “We pride ourselves on Sidney having the small town feel and this type of program really enhances that,” she said, adding the umbrellas are already out there in businesses for people to use. “They are free for people to use and the program is based on the honour system. Sandown has potential It took a couple of years and a lot of wrangling over the details, and now the proposed redevelopment of the Sandown horse racing track and grounds looks to be moving ahead. All in all, it’s a good deal for North Saanich. The municipality retains a decent chunk of agricultural land and the property owners — the Randall family — are able to create a new commercial space on 12 acres close to the Pat Bay Highway. An estimated 156,000 square feet of retail and office There’s plenty of space, Sandown time to work out the Commons remains a few highest and best years away from use of that land completion — any ground breaking is not expected until late next year at the earliest — and that will give residents time to adjust to this new reality. Proponents of the change are hoping the new commercial development will not be a drain on nearby communities or on the businesses in downtown Sidney. Representatives of development firm Omicron, overseeing the project, have said they hope it will increase the overall traffic to the Peninsula — meaning everyone has the chance to benefit. Organizations like the Sidney Business Improvement Area are well-placed to take advantage of more visitors to the area with their focus on the people, products and stories behind Sidney’s business community. While the retail sector looks to grow, there is plenty of agricultural potential next door in the remaining 83 acres of land. There still needs to be extensive work to remediate the land and clear the structures, but people are already mulling over ideas — and have been ever since the project was floated two years ago. The scandal pushed in this tragic story is that some evidence was not protected by WorkSafeBC and wouldn’t have been admissible in court. This may seem like a scandal to urban B.C. residents who already fret about the possibility of the 60-yearold Trans Mountain pipeline, or one of several proposed gas pipelines, intruding on a park. It’s not as well known that Trans Mountain completed a major twinning and upgrading project on the Alberta side in 2008. It crosses Mount Robson Provincial Park and Jasper National Park, without incident or scandal to date. But back to muffingate, as it’s become known around here. I don’t know why people are so cynical and uninterested in serious issues. I wish I did. It really is high time that we learned something from countries that have been down this road decades ago. I would like to compliment Janet Wright on her letter in the March 7 News Review. I would also like to add Sidney is in a similar situation. One has to be careful where one steps, even in the downtown core, but particularly on the waterfront walkway. Sidney also supplies free waste bags but not only are they not always used, some people put the poop in the bag and then throw the bag into the bushes or elsewhere other than the waste basket. I have noticed that someone is doing just that in the little park running between First and Second at Oakville. Most dog owners do clean up after their pets but to those who don’t I’d like to paraphrase Janet’s plea: “Keep the Town clean.” John Bardsley Sidney
Foreign ownership good for Canada Janett Miller (PNR, March 7) questions how Canadian interests will be served if the LNG companies, proposed for B.C., are owned by foreign companies. However she has not considered many of the facets of business. In the first place most of our major oil companies — Imperial Oil, Shell, Chevron — are foreign, so there is nothing new here. We like them because they create economic activity and pay for the oil and gas they take from the ground. In the case of the LNG projects Petronas, or whoever puts up the money to buy the land and build the plant, is putting a lot of money into the Canadian economy. Building and operating the plant makes lots of jobs for Canadians, not only at the site, but across the country where various companies make components.
All these employees are in turn buying groceries, cars and houses and making jobs for lots more people. It’s called prosperity. One reason we appear to have so many foreign companies is that Canada has a small population and very large resources to develop and we don’t always have the financial resources to do it ourselves. Never-the-less, we do have Canadian companies, particularly in mining, that invest in the resources of other countries. That the foreign investor takes the profits bothers many people. However profits are only a small proportion of the total benefits we take from these enterprises. The down side of profits is that there may not be any, and this is the risk that these investors take. Fred Langford Sidney

ost of us are waiting for the sun to shine and the days to warm up a bit before donning our gardening gloves, finding the old garden jacket that we should have washed, finding the trowel and the pruners (secateurs, when you adopt garden language) and finally head outside into the fresh air. It smells wonderful and gives us the urge to dig in the softened soil. But wait a second ... isn’t that the spot where you planted those expensive lilies? Maybe not. I don’t see any sign of the them and I think the first leaves should be showing up about now. Mmm, maybe a little to the left would be safer. Let’s try the vegetable garden instead, those peas that have been soaking should go in anyway. Now, stretch that twine between the stakes so that the peas, planted beneath will end up in a straight line. It not only looks

Geoff Martinson set a blistering pace in Sunday’s Bazan Bay 5k road race in Sidney. Last year’s race winner, Martinson set a course record of 14:12. The time tops the Saanich-based runner’s race in last year’s Bazan Bay event (14:32) and is being touted by race officials as the fastest time in the distance in B.C. this season. Martinson has now won the Bazan Bay event two years in a row and was recently honoured by Frontrunners Island Race Series organizers as one of their top runners this season.
