support she has in a potential run for the mayor’s chair should it become vacant, The Leader has learned. Coun. Linda Hepner has been making the rounds asking community members if she could have their support in a mayoral run in this November’s civic election. The request is contingent on Mayor Dianne Watts not running again. Other councillors are also considering the possibility should the seat become vacant. Watts has said previously she would not serve more than three terms as mayor, and in fact proposed imposing term limits of nine years. This is her third term (ninth year) as mayor. When asked by The Leader Tuesday if she would be running for mayor this year, Watts said she’s focusing on the present. “At this point in time, I’m concentrating on being mayor of the city. Period,” Watts said. Hepner met with former Liberal MP Sukh Dhaliwal and Surrey businessman Satnam Johal last week to discuss her prospects in a run for mayor.

Civic: Election Nov. 15 From page 1 Hepner said she hopes Watts decides to continue running for mayor. But if she doesn’t, Hepner said she would be honoured to represent the city in the top post. Watts said she knew Hepner was checking the pulse of the community about a mayoral run, and said she suspects Coun. Barinder Rasode has been doing the same. Rasode flatly denied that claim. “I’m planning on running for Surrey First as a councillor,” Rasode said. “I’ve not considered it (a run as mayor) because the position isn’t available.” If Watts chooses not to run, according to the Surrey First constitution, her successor on the team would be chosen by Surrey First council. Rasode, who is not currently on positive terms with her colleagues, would be an unlikely mayoral selection for Surrey First. “I wouldn’t have team support, I know that,” Rasode said. “At this point in time, there’s nothing to think about.” Coun. Tom Gill said he hasn’t written off the
possibility of running for mayor should that seat become available. If he didn’t, he said it’s likely Hepner would have his support. “My comments are that should I not have any interest in that position, certainly I would look at supporting a candidate such as Linda (Hepner),” Gill said. Coun. Barbara Steele said she would “probably not” be interested in a run for mayor. “I wouldn’t count myself out 100 per cent, on first blush, it’s not something I would think of doing.” Coun. Bruce Hayne said it’s something he “would certainly consider” if the seat became vacant. He noted he fully supports Watts running again. Coun. Judy Villeneuve said she hasn’t given it any thought. And Coun. Mary Martin said that she would absolutely not consider a mayoral run, saying she’s focusing on running with Surrey First as a councillor. All attempts to implement a “regional solution” have either been shut down or appealed to the provincial authority for dispute resolution when New Westminster didn’t get what it wanted – so local politicians can point to solutions that have been “imposed.” Stone has shut down
that stratagem. Lest those to the south believe that they are being unduly targeted let’s look north to Coquitlam. The frustration of Coquitlam over the serial Band-Aids being put over the ruptured arterial bridge connecting Coquitlam industry to a life-blood outlet at Braid is another example of New Westminster’s “beggar thy neighbour” policies. The tourniquet offered with the United Boulevard extension also disappeared when New Westminster at first
agreed to then backed out of that arrangement with the wave of the Royal City wand and $65 million of federal funding went down the drain with one Royal flush. Even when Coquitlam offered to pay the whole shot, New Westminster refused to let the replacement bridge go ahead. Transportation Minister Todd Stone says that New Westminster has no plan and “really has to come to the table with a clear plan on what they intend to do decongest their own road network.” Stone opines further that “there is no point in building a new structure that would just take motorists into a wall on the New Westminster side.” In other words, New Westminster has become a ramparts-defended island as it digs a moat around itself to the detriment of regional transportation. The Pattullo Bridge is so old that even the Port Mann Bridge has been built and replaced during its lifetime. Surrey wants to see a six-lane Pattullo replacement, but New Westminster pleads that it will wreak havoc on its roads and wreck its parks – roads and parks, by the way, that its city council is more than willing to sell to developers. was difficulty accessing information and city documents online. “I was quite saddened to hear about their lack of access to information, whether that be through our website or through other channels at the City of Surrey,� said Coun. Barinder Rasode. “Very consistently, speakers said they had trouble finding documents and I think that’s why as we move forward, we need to make sure that we look at more open data approaches.� One speaker said he hadn’t “found the right steps to achieve the public input that I think the OCP needs to be viable.� Rasode said she is an advocate for the availability of public information. “The information belongs to the people, whatever information that is,� she said. “And it should be readily available.� City staff have now been asked to incorporate all the comments made at the public hearing and revise the plan. No deadline has been set for the new OCP. Despite the plan not being carried, Rasode said she was impressed with the amount of feedback given by those in attendance. “The fact that so many residents – who if they were a part of an association, do this on a volunteer basis – had done a very thorough read and analysis of the OCP document,� said Rasode. “They were so engaged and I think that Surrey is definitely headed in the right direction and has a very bright future because when you have people like that paying attention, it’s just really encouraging.�

RCMP seek help in finding suspect that hit 78-year-old by Warren Jané POLICE WERE busy
earlier this week investigating two hit-and-run incidents in Surrey. The first occurred on Friday, March 7 at approximately 1:15 p.m. at the intersection of King George Boulevard and 74 Avenue when a P.T. Cruiser failed to stop at a red light and struck a Dodge Durango which was making a left turn. The two occupants of the Dodge Durango received minor injuries and were treated at the scene, while a male driver and female passenger fled the P.T. Cruiser. With help from the public, police were able to track down and arrest the male, a 27-year-old Surrey resident who is known to police. The man has been released on a promise to appear for a court date scheduled in May and is facing charges of driving while prohibited and failure to remain at the scene. He is also being charged with theft of a credit card and possession of a controlled sub-
stance from items found on his person when he was apprehended. The second accident occurred at approximately 6:30 p.m. on Saturday, March 8 when police say a 78-year-old man was struck while jaywalking near Scott Road and 80 Avenue by an unknown vehicle that fled the scene. “At this point we don’t even have a witness to this collision,” said Surrey RCMP Cpl. Bert Paquet. Police are currently reviewing nearby surveillance footage. “Because it was not at the intersection, it’s difficult to say at this point if the video would have captured it.” Paquet said the accident can be largely attributed to the fact that the elderly man was jaywalking in the dark while dressed in dark clothing. The man was treated in hospital for injuries to his face, arms and legs. Police are asking anyone who may have witnessed this collision or observed the suspect vehicle leaving the scene to call the Surrey RCMP at 604-599-0502. reporter@surreyleader.com

Y said Bacon said he’d get Johnston and another gang member, who can only be identified as Person X, to do it. (X pleaded guilty in the case several years ago and is shielded by a publication ban). The court heard earlier how Y met Bacon, became his protector and considered him family. He said Bacon wanted to be the most powerful drug dealer – the “top guy” feared by all. “He wanted to be like Scarface,” he said,

noting in 2007, Bacon’s crew merged with the Red Scorpions, which was then led by Mike Le. (Le pleaded guilty to conspiracy to murder in the Surrey Six case late last year). On Tuesday, Y said he drifted apart from Bacon after the Surrey Six murders and decided it was “the end” when Bacon organized a trip to Mexico for RS members that Y couldn’t go on because of a court date. So-called gang loyalty was all a “mirage,” he realized. By late 2007, Y wrote a letter to police and began working as an agent, participating in undercover scenarios to get those involved in the Surrey Six murders to talk. Bacon is also charged in the case but is being tried separately at a later date.

road trip from the Lower Mainland to the desert cities in California’s Coachella Valley—‘Palm Springs’—at a minimum takes two long days of driving on Interstate Highway 5, ‘the I-5’. March is a popular month for western Canadians to take this driving trip. The worst of the winter snow conditions in the mountain passes of southern Oregon is usually past and the daylight lasts longer. It is tiring for sure, but also interesting and indeed heartening from a road safety perspective. Despite the risk statistics, despite the law of averages, the following can add up to a remarkably positive experience: • No crashes, no near misses, no aftermath, no emergency vehicles mopping up anything. Not a single ‘accident’. • Orderly and safely flowing traffic through the major cities—Vancouver, Seattle, Portland, Sacramento, and Los Angeles and through the smaller cities and hamlets and the empty open countryside. Weekends are more likely to offer this experience than weekdays. • A well designed, well maintained multi-lane divided highway with clear signage including dynamic signs at sharp corners displaying the driver’s actual speed beside the posted speed limit. • Dynamic signs at regular intervals along the highway posting road condition warnings and general safety reminders. • A passenger who shares the piloting and navigating tasks. Alternating shifts of two or three hours with regular rest stop breaks keep
the driver alert and focused. Two sets of eyes watching for exits, gas stations and rest stops ensure that the driver is well prepared to enter and exit the highway smoothly while giving timely signals to surrounding vehicles. • An in-car navigation system plus paper maps and guidebooks. Generally keeping abreast of your location on the route minimizes the stress and strain that inevitably follow from losing your way or having to back track. • Good, reasonably priced ‘motels’ located beside the highway and alongside gas stations and good, reasonably priced restaurants. A long day drive is tiring. Drivers and passengers need regular stretch breaks, light food, regular thirst quenching beverages and a good night’s sleep. • Surrounding vehicles that are generally road worthy, in good if not excellent repair, and rarely older than 10 years. Medium-sized sedans, SUVs, and light pick-up trucks are more common than small urban cars. Sports cars are rare. • Truck drivers who follow the rules of the road requiring them to keep right and drive at considerably lower posted speed limits. • Drivers, who follow the rules of the road requiring them to keep right, drive within the speed limit and at speeds suitable for the road conditions. In many stretches, the traffic flow forms into trains of vehicles with most drivers carefully controlling their following distance. Many drivers seem aware of (at least) the threesecond rule. • Drivers who use cruise control where appropriate to do so. • Drivers who do not talk on hand-held cell phones and do not text. So far, I’ve looked at econo cars at the lower end of the market. No point in me offering price details because all Euro cars are substantially more expensive than the same examples sold here in Canada. Finally, I cast a close eye over the Audi S1, which is a hot sportback version of the popular A1. It comes with a 228hp 2.0-litre turbocharged gas engine capable of hitting 100 km/h in less than six seconds. I will reveal it will sell for more than $40,000 in the UK. It’s fast, it’s a premium offering and I’ll eat my hat if it shows up here. All of the above have great fuel economy going for them and most are competitively priced. The common keys to their success likely come down to two key factors. Impressive fuel consumption numbers matter because fuel in Europe is substantially more expensive than here. And Europe is crawling with folks going about their daily duties on often far less land and road space. While there is a greater acceptance of smaller vehicles in our cities, people outside urban areas have more ground to cover and so are tempted by larger vehicles, especially as a first family vehicle. And the truth is that the advances in fuel saving technology means there’s not a massive difference between the econo-cars and small family sedans. And perhaps a bigger factor is for “an extra $20 a month, madam, you could have the roominess and utility of this car.” A line heard in most dealerships, most days. The diminutive Fiat 500 goes big In the driver’s seat, you have an almost unadulterated outward visibility. The 500L features a segment-exclusive glass from the A- to D-pillars that provide nearly 360-degree panoramic views. Parking is easy because you can pretty much see out of all four corners. And the 500L – even with its “large” designation – still fits comfortably into urban settings. Driving the 500L, I noticed it doesn’t have quite the same

amount of panache as the 500 Turbo. Granted, it’s a heavier vehicle. But to still keep some of the driving fun behind the wheel, Fiat has outfitted it with a 1.4-liter MultiAir Turbo engine that provides 160 horsepower, 184 lb-ft. of torque. It’s also is available with two transmission options. Firstly, there’s a 6-speed manual. Then there’s an available 6−Speed Euro Twin Clutch “automatic.” The latter of the two costs an additional $1,450 and came equipped on my 500L Lounge trim. To be honest, this dual clutch transmission was my least favourite part of the vehicle. It felt as though the gearing was off or it had some sort of gremlin inside causing a raucous to disturb the smooth functionality of what I would have expected. On the flip side, there’s nothing that I felt was fundamentally wrong with it. The transmission changed gears, got the car moving and did exactly what it was supposed to do. It also just felt weird/ awkward to me and unlike any other dual clutch transmission, I’ve operated. Perhaps it is one of those features I would just need to get used to over time but our time together wasn’t long enough for me to embrace its quirks! There were, however, other highlights of the 500L. The Lounge trim comes standard with leather trimmed bucket seats and front heated seats, perfect for those chilly mornings. An upgraded item that was optioned on the L was the Uconnect system with a 6.5-inch screen (the standard is a 5-inch screen) complete with Bluetooth, Sirius satellite radio and a Beats Premium Audio System ($500.) If you’re a music lover, this is a great to add to a Fiat. Besides, I find that the Uconnect media interface is one of the most intuitive infotainment systems to work with in the industry. Electronic Stability Control (ESC,) Hill Start Assist and 4− Wheel ABS brakes are part of its DNA along with a ParkView rear back−up

When cruising along at highway speeds, road noise is kept to a minimum, which allowed me to enjoy the music via the Beats stereo system a little more. In corners, the 500L doesn’t have as tight of a setup as the 500, so don’t push it too hard since body roll is more evident. Perhaps what really stands about this compact car is just how much people room there is inside. I never felt cramped nor did my passengers. Not to mention the 633L (22.4 cubic feet) of storage behind the second row seats.

Refreshed RX350 ups the sportiness factor 2014 Lexus RX 350 F-Sport Toyota is known for building high quality cars with fantastic resale value and has grabbed more Canadian Black Book “Best Retained Value” Awards than any other manufacturer. In the Lexus line of cars and SUVs, the best seller by far is the RX 350 mid-sized SUV. Built using parts common to other Lexus and Toyota products, it represents a lot of what Toyota/Lexus is doing right. The engine is powerful but still thrifty enough for most families, the space is generous and the design is elegant. For buyers that are looking for a bit more performance from the RX, the F-Sport package adds visual and emotional punch. Looks Over the last several years, Lexus has taken a more aggressive design approach with its latest introductions. The front grille is more dynamic, designed to mimic a spindle used in a fabric loom. This is a tip of the hat to
the origins of the Toyota Company as a textile maker. LED marker lights and a deeper chin spoiler frame the more aggressive grille. Well, lookie here. One minute you have a perfectly good Blue Box recycling program. The next, something new and rather questionable is being put in its place. And they thought they’d get away with it right under your nose, without telling you or asking your opinion. That’s definitely not democracy in action. The BC Government, elected by us to represent our best interests, has decided to offload the costs of recycling to big multi-national corporations. To implement this new plan, they’ve set up an association that doesn’t really seem to hold the environment, local jobs, or the municipalities that run the Blue Box program, close to its heart.
Perhaps that’s why some of our local elected officials are using the word “scam” to describe how the new program is being set up. It’s also perhaps why several of BC’s municipalities refuse to jump on board. That’s gotta tell you something. Now it’s your turn to let Premier Christy Clark know what you think. exterior and driveline. Not to say that the inside is a disappointment, rather that some things could be tweaked. I’ll start with the positives. The cabin has plenty of room for a family of four with a big back seat and lots of legroom. The materials used are of the highest order and the RX put together well. The controller for the communications and navigation system is unique in the industry, mimicking a computer mouse. It feels very natural and the driver rarely needs to take their eyes of the road. The array of buttons and their less than logical layout could do with an update. The F-Sport comes which heated and cooled seats but it took me about five minutes to locate the switch in the centre armrest. The dial for the tuner is as far away from the driver as it could be and the seating position is very high. Drive At the heart of all RX 350 models is a very versatile 3.5L V6 engine with 270hp. The F-Sport is made sportier by the inclusion of an 8-speed automatic transmission instead of the regular 6-speed unit. By adding two more gears this new model really jumps away from a stop and pulls very well to highway speeds. Two extra gears make a world of difference, helping to bring the engine to life and improving fuel economy. The suspension has also been modified to include a sport tuned dampers and springs. I could certainly tell this RX is different, in some city conditions, the ride can be very choppy and not what typical Lexus buyers would expect. The up side is that open road driving is much more sure-footed and dynamic. When the RX is thrown off-centre the top heavy nature of the RX shows its head, the centre of gravity feels much higher than some of the other sporty models in this class. continued on page 28

I was itching to sell another car. I‘d spent my first cash quickly. The new TV looked great in my living room. So I scrounged the dealer lots in my neighbourhood. I found the perfect car at a small dealership not far from my house. Gray with four doors. Everything was still intact, but it was priced low. The dealer gave me the car’s history right away. It had been in three accidents over its lifetime. Nothing too major, but damage was done and repaired. I couldn’t spot the repairs. So, I happily bought it and registered it. I didn’t want my wife and kids to know what I was up to, so I parked it around the block. I knew it would be gone in a few days. This time, I used Kijiji and Craigslist. “Car for sale. Served me well, but wife wants a new car. Accident and damage free. Looking to sell fast, low price. Cash only. Call cell for info.” I got a text message from a woman across town. I told her I’d meet her at a nearby gas station and would throw in a free tank of gas. She was thrilled. When I met her, she told me that she needed a cheap, dependable vehicle to get to her new job. She’dd been taking the bus for weeks and was tired of her commute. To my annoyance, she wanted to check the vehicle thoroughly. So I distracted her. I told her I was sad to let “my baby” go, but I
wanted to keep my wife happy. She nodded sympathetically. As she handed me the money, she asked if the vehicle was in any accidents. Now, I’m not a good liar. The best result from a Sabres wrestler came from Grade 10 wrestler Haseeb Javaid, the silver medalist in the 51 kg. weight class. “This was a great result for Haseeb who had never medalled in a major tournament prior to this,” said McRae. “In only his second year as a wrestler this was a fantastic result.” Dacious Richardson won a bronze medal in the 63 kg. class, just three weeks after injuring his shoulder. “He had not wrestled at all leading up to the provincials and looked tentative in his first match but rebounded and ended up defeating the wrestler who had beaten in the first round,” said McRae. “Dacious is in Grade 11 and will be poised to win it all in 2015.” Gagan Hundal added to the Sabres points total with a fourth place finish in the 54 kg. class, matching his result of a year ago. A Grade 10 student, he will likely be among the gold medal contenders next season. “Having all of our wrestlers returning in 2015, I expect the Sabres wrestling program to once again be contending for the team title next year,” said McRae. “The kids are pumped already at the prospects of putting another banner in the gym.” Queen Elizabeth also earned a second, third and fourth place finish. Jason Bains took the silver medal in the 100 kg. class, losing to Brad Hildenbrandt of Lord Tweedsmuir Secondary in the final. Sukhrajan Sekhon won a bronze medal in the 74 kg. group while Sam Singh was fourth in the 130 kg. category. Other medalists from local schools included Sajan Atwal of Delview Secondary (gold medal, 84 kg.), Yosh Phull of Tamanawis Secondary (silver medal, 78 kg.) and Karan Basra of Enver Creek Secondary (bronze medal, 57 kg.).

a year after signing his first professional contract, Cloverdale’s Tyler Wotherspoon is in the National Hockey League (NHL). Wotherspoon was called up by the Calgary Flames from the American Hockey League’s (AHL) Abbotsford Heat last Thursday, and a day later played in his first NHL game at the Saddledome in Calgary against the New York Islanders. Saturday night, he was playing in front of family and friends when the Flames visited the Vancouver Canucks for a game broadcast on Hockey Night in Canada. A 6’2” 203 lbs. defenceman, Wotherspoon played 11:15 in a 4-3 win over the Islanders on Friday night and saw 12 minutes of

said Reynolds after a 61-25 loss to the Riverside Rapids Saturday afternoon at the Langley Events Centre (LEC). “The kids are exhausted, they’ve played 10 games over the past two weeks. “Eighth place? That’s phenomenal. Fifth would have been nice, but there were teams better than we were.” The Dragons played five games in six days at the Fraser Valley championship tournament, which also concluded at the LEC. They won three times, but it wasn’t enough to qualify for the provincials. In a playoff game in North Vancouver two days after the Fraser Valley tournament concluded, the Dragons defeated Burnaby
Mountain Lions to advance to the B.C. championship. The Dragons edged the Penticton Lakers 56-54 in a first-round game. Simran Grewal with 17 points and 13 rebounds and Cyrille Butac with 16 points led the Dragons attack in what turned out to be their final victory of the season. Fleetwood Park lost 73-24 loss to the Holy Cross Crusaders on Thursday, and had nothing left for their final two games. Friday was a 40-26 setback against the Handsworth Royals. “It was a really good season, and we fought hard,” said Reynolds, noting there were only two Grade 12 players in a lineup that featured two Grade 10s and a Grade 9. “I hope they get it, they had a great season. I think they will in a couple of days.” Q Two Surrey schools competed at the B.C. Senior AA Boys tournament, also at the LEC last week. The Pacific Academy Breakers won two of four games and placed 11th, while the Delview Raiders also won a pair of games and finished 13th. Jaiten Rana of Delview was a second team all-star.

FOR ONLY THE second time ever, the Valley West Hawks have advanced to the semifinal round of the BC Hockey Major Midget League playoffs. The Hawks, which draw players from the Semiahmoo, Langley, Surrey and Cloverdale minor hockey associations, swept the Cariboo Cougars in a best-of-three quarterfinal series last weekend in Langley. Valley West edged the Cougars 4-3 on Friday at the Langley Sportsplex, then eliminated the Prince George-based team with a 5-2 victory Saturday at the George Preston Rec Centre. The Hawks have reached the semifinal stage of the MML playoffs only once before, losing in straight games
to the Cougars 2010-11. White Rock’s Davis Koch tallied twice in Friday night’s win, with Ty Westgard of White Rock and Surrey’s Matt Bradley also scoring. Mitch Newsome of Surrey netted two in Saturday’s game. Westgard, Spencer Gerth of Langley and Surrey’s Jamieson Ree completed the scoring. Valley West will travel to Kelowna next weekend to face the second-place Okanagan Rockets in a best-of-three semifinal series. Last season, the Hawks lost a quarterfinal series with the Rockets in three games. During the regular season, the teams split a two-game series in September in Richmond while the Rockets won two close games in Kelowna in December.
