Businesses to battle new recycling fees Groups urge province to pause plan for containers, paper

The News Review met Jewell as she looked over scrapbook pages detailing some of the history and news clippings on Sandown during one of the developer’s open houses. She agreed to walk the grounds at the track and tell us about her life as a young woman, proving herself to the owners and jockeys at Sandown.

An alliance of business groups opposed to the new Multi Material BC recycling system are demanding the province halt the planned May 19 launch and go back to the drawing board. MMBC, an industry stewardship group, is poised to take responsibility for curbside blue box collection – with more containers and material types collected than before – while charging businesses for the recycling of the packaging and paper they generate. But it’s been in a bitter fight with small business groups that complain they are set to pay punishingly high fees, which will then be passed on to consumers. The battle took a new turn Monday, when the Canadian Federation of Independent Business and eight other associations launched a campaign in B.C. newspapers and online at rethinkitbc.ca to amplify the pressure on Victoria. CFIB provincial affairs director Mike Klassen predicted job losses and some business closures as a result of the MMBC regulations and fees. “This is public policy run amok,” he said. “We are asking British Columbians to talk to the B.C. government to push the pause button on its reckless and red tape-laden program.” B.C. Agriculture Council vice-chair Stan Vander Waal said farmers can’t readily stop packaging strawberries and blueberries in plastic clamshells, because retailers insist that’s what consumers want. “We have to wear the cost,” he said, adding MMBC fees will cost his Chilliwack farm $60,000 to $100,000 a year. “It goes directly against growing agriculture.”

olleen Jewell says she’s not very interested in what happens on the proposed commercial land being broken off from the Sandown horse racing track in North Saanich. What she is interested in, is what will happen to the rest of the property now that its horse racing past will be torn down to make way for agricultural use. “I’m sure they’ll do what they need to do (in the proposed Sandown Commons shopping centre), but North Saanich is

going to need knowledgable people to take care of the ALR land.” North Saanich municipal council recently approved plans for a $40 million commercial development on 12 acres of the Sandown property. And in a plan that has been two years in the works, the grandstand and other buildings will be removed, the land cleaned up and left to the residents to decide what to do with it. For Jewell, 83, the end of horse racing at Sandown in 2008-’09 was the end of an era — where she spent 25 years and met her husband Roy Jewell. This next phase in the life of Sandown — and the fact that

Well, lookie here. One minute you have a perfectly good Blue Box recycling program. The next, something new and rather questionable is being put in its place. And they thought they’d get away with it right under your nose, without telling you or asking your opinion. That’s definitely not democracy in action. The BC Government, elected by us to represent our best interests, has decided to offload the costs of recycling to big multi-national corporations. To implement this new plan, they’ve set up an association that doesn’t really seem to hold the environment, local jobs, or the municipalities that run the Blue Box program, close to its heart.

Perhaps that’s why some of our local elected officials are using the word “scam” to describe how the new program is being set up. It’s also perhaps why several of BC’s municipalities refuse to jump on board. That’s gotta tell you something. Now it’s your turn to let Premier Christy Clark know what you think. Contact her today to say that dismantling an already-working recycling program to replace it with something that few people think will be as good, is a bad idea.

Hug the mayor today

SIDNEY —Town Councillor Steve Price suggested residents of Sidney should “hug Mayor Larry Cross” for his work to help bring about lower natural gas rates on Vancouver Island. Price said Cross and the Association of Vancouver Island and Coastal Communities (AVICC) have been lobbying for this for years. Last month, the B.C. Utilities Commission allowed Fortis B.C. to amalgamate its energy delivery wings in Whistler, the Island and the rest of the province. This would allow the company to charge a common rate for gas, phased in over three years. It could also mean a 25 per cent reduction in gas rates on the Island. “The savings to Island Health alone is around $1 million per year,” said Cross. “It is a big step forward.”

Colleen Jewell came to North Saanich in 1962, although in those days she had a different last name. She came with her family from Nova Scotia, a Manitoba farm girl at heart, having been born in that province in 1931. “We always had horses,” she recalls. “We never had any tractors — we worked the land with the big horses.” Her husband at the time of their move to B.C. was in the navy and Jewell soon found herself drawn to the barns and tack rooms at Sandown. “I walked hots for Bill Marsh in 1966,” she said. Hots, she explained, were horses that had just finished racing or exercising and needed to be cooled down gradually. The work helped ensure the horses’ muscles didn’t knot up or become damaged after exerting themselves. She eventually worked her way up at the racetrack, helping train horses and breed them. She said her first colt was born in ‘66 and she trained him on her farm. By 1968, she had met Roy Jewell, having asked him to help train her colt and would go on the work together with him. The relationship would evolve quick enough. Jewell remembers where the tack room was when she worked at Sandown — and it’s still there, although somewhat run-down these days. She said work began at the stables there at 7 a.m. each day, feeding the horses, cleaning out the barns and doing all the little things to keep the animals in good shape. Among the trainers and jockeys and other workers, Jewell said she has fond memories of some of the funnier things to happen at Sandown. Take, for instance, the case of the wayward mare named Bubbles. Seems she got pregnant and no one knew about it. A foal, later named Quiz was born and everyone could only speculate that its mom got out of her stall and took a fancy to

knocked out cold. And you know, the horses had to go over that area again.” She rode quickly out there, fearful of the oncoming horses and the condition of the rider on the ground. Having her industrial first aid ticket, Jewell said she was cautious about how to move the man. He came around, complained of pain in his leg — and not in his back or neck — so she picked him up and with the help of Quiz moved him to the outside rail as the rest of the field roared past. Once the jockey was seen to by paramedics, she ten had to round up the wayward horse.

“It had taken only seconds, but it felt like hours. That job got easier, too, as time went on, but that all happened on my first damn day.” The work continued for Jewell at Sandown until around 1983 when Roy died. She said she continued on with his stable of horses for about a month but admits her heart was no longer in it. “You have to be a little bit tough to work here,” she said. She would eventually leave Sandown, but remained in North Saanich, where she helped with the Sunset Riding Club and introduce it to children, whether they could afford to ride or not. Making

one of the thoroughbred stallions. There were some bad times as well. Jewell recalls the day a big barn at the site burned down. Some 21 horses were burned to death inside and others that had escaped were running along the road where the Pat Bay Highway is today. “We could hear those horses that got away, galloping down the road, and you could see the fire from miles away.” Jewell would eventually become a test official at the racetrack, taking horses’ blood and urine and checking for anything that might be giving them an edge. The old testing room is still there, a remote, windowless square that has only a singe phone line to communicate with the rest of the facility. “I was chief test inspector for years. And we didn’t have many positive tests around here.” She did have the odd runin with horse owners over the testing procedure, but was able to work things out. Jewell might have made a little bit of history at Sandown during her quartercentury there. She was asked to be an outrider when one of the track employees was let go. An outrider’s job was to accompany, on horseback, the racers to the starting gate and then be ready to head off horses that just won’t stop running. It was a tough job and you had to be a good, confident rider to do it. “I’d never done that before. But they said I was a good rider and good at what I do.” Jewel said she’d do it, only if she could use Roy’s horse, Quiz — who was the son of Bubbles. The jockeys, however, scoffed at the fact a woman was going to do what they thought was man’s job. It was on her first day as an outrider, however, that she proved a woman was just as capable. “On this day, it was the fifth or sixth race and a long one, some horses bumped just past the half-mile pole and a jockey was bounced off and

children happy while working with horses became her new interest. Jewell said she still loves horses, although she hasn’t ridden in more than a year. She said she hopes the history of Sandown will be remembered. “Sure, why not,” she said about the chances of including Sandown history into the new commercial area. “People do like history and we need to tap into people like me who know these things. “Sandown is full of stories. There are so many things that happened here and many people worked here. But a lot of those people are pretty much gone now.”

New system catastrophic: CNA Continued from page 1

Canadian Newspaper Association chairman Peter Kvarnstrom, who is publisher of a paper in Sechelt, warned the the new system will be “catastrophic” to B.C. community and daily newspapers, resulting in job losses in an already challenged industry and reduced service to communities. The opposition groups say they support the aim of the program — to make generators of packaging pay to recycle it — but they

dispute the fees and say multinational consumer goods firms like Unilever and Walmart control MMBC and are manipulating it to their benefit, not that of local businesses. Most of the fees for container waste are double or even quadruple what businesses in Ontario pay to a similar agency. Newspapers say they face a $14-million-a-year bite out of their operations because of the 20 cents per kilogram they will pay on newsprint, compared to less than half a penny in Ontario.

Kvarnstrom said newspapers are considering options to create their own newsprint collection system — a move that could also deprive MMBC of newsprint revenue and undermine the program’s viability. Magazine industry reps also warned small B.C. magazines will pay not only for their own paper recycling, but will also effectively subsidize big U.S. magazines like Harper’s or Vogue that will be exempt from MMBC fees on magazines mailed into B.C. Printers predict some orders will shift to presses in the U.S. or Alberta to skirt the fees, costing jobs in B.C. vice for multi-family apartments and rural depots, in contrast to Ontario’s more limited focus on single-family homes. He said B.C.’s successful container deposit system also means there’s less recyclable material left here for container stewards to collect and sell, so fees have to be higher to cover the system costs. Langdon said no business is forced to join MMBC, adding groups like the newspaper industry are free to develop their own system. “If they think there’s a better way, I think it’s important they put it forward.” Environment Minister Mary Polak said most businesses are exempt from the fees if they have under $1 million of retail sales, generate less than a tonne of material or operate out of a single retail outlet, while generators of one to five tonnes per year pay flat fees of $550 or $1,200. She said property taxpayers will save money because MMBC will now pay for recycling collection that local municipalities previously paid. “The City of Richmond will save $1.5 million a year, Nanaimo will save just over $900,000 a year and the list goes on,” Polak said. “This is about shifting the costs from the property taxpayer to the people who produce the packaging and printed paper.” editor@peninsula newsreview.com

Sidney’s parking spaces to remain the same Town set to allow new businesses downtown without adding new spaces Steven Heywood News staff

New businesses that move into existing space in downtown Sidney might not have to provide extra parking. In a move by the municipality that the mayor says could help draw new businesses to town, they are considering changing their parking bylaw. Currently, the bylaw

requires five parking spaces per each retail store. If that store was replaced by a restaurant, says Director of Development Services Marlaina Elliot, the owners would be required to increase parking spaces to 10. That essentially means a restaurant could not go into that space as Sidney doesn’t have an excess of parking spots downtown.

• The West Sidney Industrial Group is a new member of the Town’s Community Development Committee. • Council is working on an amendment to its vote counting and election procedure bylaw to allow public access to nomination documents and access to campaign financing disclosures. The proposed change to the bylaw would allow commercial use of a building or storefront turn over, without the requirement for additional

parking spaces. “This proposed change could help bring business to town,” Elliot said. Mayor Larry Cross noted the existing

bylaw could be detrimental to getting business to locate in Sidney’s downtown. Yet he added he’s aware of ongoing concerns over a lack of parking — or a perceived one — in the commercial centre. “People walk for miles in shopping malls, but in Sidney,” Cross said, “it seems people won’t walk 150 meters.” Councillor Mervyn Lougher-Goodey added that parking lots in town are well-used, meaning there is a concern with parking availability.

“We have some problems here,” he said, “but they are good problems.” Cross said full parking spaces is an indi-

cator to some that the community is busy — and that’s good news. Town staff have been directed to explore the change further.

Sidney artist Maryanne Tomashewski is making a big impression at the Small Expressions art show this month. She recently moved to the Peninsula from Mississauga, Ontario and has spent much of her life painting. These days, she said, she’s mainly working in acrylics.

To get her work seen in her new community, Tomashewski has entered some of her work in the Small Expressions art show, being put on by the Community Arts Council of the Saanich Peninsula. The show is on until March 30 in the Arts Council’s Tulista Park Gallery in Sidney. Doors are open between 10 a.m. and 4 p.m. every day except Monday. The art is for sale and is priced for nearly everyone.

Music Therapy is a powerful but simple tool and places like Sidney’s Resthaven Lodge are putting it to good use with their residents. “Music Therapy is so important because is helps our residents in so many ways,” said Myrna Fox, the activities coordinator at Resthaven. “It builds their self esteem, it helps them to feel like are they contributing, it keeps them involved and it helps them integrate with other residents.” The program at Resthaven includes things like playing the ukulele, singing and screening presentations of operas, musicals and other performances. Katherine Dennison, who is one of the Music Therapists at Resthaven (she runs the ukulele program) said the participants in her class benefit in many ways, including learning a new skill as a group. “Some of the folks here have musical backgrounds but others don’t, but the one common link they all have is learning and playing

We’ll notice that a non-verbal or physically unresponsive resident may be able to sing along or tap their toes with the music.” Isabel Moore, a Resthaven resident, said she enjoys the classes because she used to take music classes when she was younger. “It reminds me of when I was a girl and I used to take piano lessons,” she said. Another resident, Marie Soutter, said she enjoys the companionship the classes provide. Overall, Fox said the basis for providing Music Therapy classes at Resthaven are for the resident’s enjoyment. “It’s such an important program in so many ways, but most of all it gets our residents together to enjoy something fun.” reporter@peninsula newsreview.com

Politics isn’t entertainment

M

ost people, when they read the words “zoning decision” or “bylaw amendment,” will turn the page (don’t do it!) or their eyes will begin to glaze over. Such is the reality of local politics. And unless there’s a contentious community issue up for debate, council meetings – no matter where in Canada you live – don’t draw big crowds. The same goes for the municipal elections we hold every three (soon to be four) years. Turnout for those is pretty abysmal. In the 2011 civic election, Langford saw some of the lowest numbers in the province, with just 14 per cent of voters casting ballots. Most Greater Victoria municipalities attracted around 25 per cent turnout (Saanich, 25; Victoria, 27), while some, like Oak Bay, North Saanich and Metchosin surpassed the 40 per cent mark. The idea of politics as a serious democratic process is rapidly fading, replaced by a form of entertainment starring a host of colourful characters whose kooky actions and personal life details become our watercooler discussions. We’re fortunate that Greater Victoria politics isn’t usually overshadowed by politicians – the issues still dominate. But it’s evident that not even the issues are enough to draw people on election day. We have to applaud Victoria Coun. Lisa Helps for trying to change that. This week she launched a new campaign, Vote Pledge 2014, that aims to get voters engaged in municipal politics. The idea behind her campaign is that people are feeling a major disconnect between them and what politics have become. She wants people to feel not just engaged, but like they can make a difference by having a voice in their community. We hope people all over the region – no matter your political views – consider how meaningful this campaign can be and the positive impact it can have, just by taking the simple first step of casting a ballot on Nov. 15. Politics doesn’t exist for our entertainment. Local governments have a lot of power on the issues – yes, zoning and bylaws – that impact your day-to-day life. Being engaged, even on the most basic level of voting, means you care enough about your community that you are trying to make it a better place. It’s the same reason most people get into municipal politics.

Aren’t they all after a bigger pay cheque? Is it out of ignorance or animosity for Joe Sawchuck to say Mike Farnworth just wants to be leader of his party for the bigger pay cheque? Liberal MLAs who ran to replace Gordon Campbell in 2011? Did they just want the pay raise? Where are Canada’s rescue dogs? It is recognized that seniors benefit greatly from owning a pet. I am a senior, healthy and active. I was raised on a farm, have had a family and had pets all my life. So far, I’ve looked at econo cars at the lower end of the market. No point in me offering price details because all Euro cars are substantially more expensive than the same examples sold here in Canada. While there is a greater acceptance of smaller vehicles in our cities, people outside urban areas have more ground to cover and so are tempted by larger vehicles, especially as a first family vehicle. And the truth is that the advances in fuel saving technology means there’s not a massive difference between the econo-cars and small family sedans. Refreshed RX350 ups the sportiness factor $55,400 but comes almost fully loaded, with only two options available, the intuitive parking assist and heads up display, which brings the price to $58,850 Inside The 2014 RX is a mid-cycle refresh of the model that was introduced in 2010. Unfortunately, Lexus didn’t refresh the inside of the cabin at all, keeping the updates to the exterior and driveline. Not to say that the inside is a disappointment, rather that some things could be tweaked. I’ll start with the positives. The cabin has plenty of room for a family of four with a big back seat and lots of legroom. The materials used are of the highest order and the RX put together well. The controller for the communications and navigation system is unique in the industry, mimicking a computer mouse. It feels very natural and the driver rarely needs to take their eyes off the road. The array of buttons and their less than logical layout could do with an update. The F-Sport comes with heated and cooled seats but it took me about five minutes to locate the switch in the centre armrest. The dial for the tuner is as far away from the driver as it could be and the seating position is very high. Drive At the heart of all RX 350 models is a very versatile 3.5L V6 engine with 270hp. The F-Sport is made sportier by the inclusion of an eightspeed automatic transmission instead of the regular six-speed unit. By adding two more gears, this new model jumps away from

2014 Lexus RX 350 F-Sport Toyota is known for building high quality cars with fantastic resale value and has grabbed more Canadian Black Book “Best Retained Value” Awards than any other manufacturer. The diminutive Fiat 500 goes big

The Fiat 500 is cute, but might not be the most practical as a family vehicle. Sure, it has room for four, a peppy personality but accessing the rear seats isn’t the easiest and the cargo room is minimal. Enter the all-new-for-2014 Fiat 500L: The “L” stands for “large” so those interior volume deficiencies listed with its pint-sized sibling are no more. Dimensionally, the L is 27 inches longer, 6 inches taller in height and in width and there’s an extra 42 per cent when it comes to inside space. But wait, there’s more. Literally. The L comes with two additional doors to allow for easy access to the rear seats. And room for five passengers. It loses a little bit of its pinch-the-cheeks cuteness but its practicality makes up for it. In the driver’s seat, you have an almost unadul-

terated outward visibility. The 500L features a segment-exclusive glass from the A- to D-pillars that provide nearly 360-degree panoramic views. Parking is easy because you can pretty much see out of all four corners. And the 500L – even with its “large” designation – still fits comfortably into urban settings. Driving the 500L, I noticed it doesn’t have quite the same amount of panache as the 500 Turbo. Granted, it’s a heavier vehicle. But to keep some of the fun behind the wheel, Fiat has outfitted it with a 1.4-liter MultiAir Turbo engine that

provides 160 horsepower, 184 lb-ft. of torque. It’s also available with two transmission options. Firstly, there’s a 6-speed manual. Then there’s an available 6−Speed Euro Twin Clutch “automatic.” The latter of the two costs an additional $1,450 and came equipped on my 500L Lounge trim. The Lounge trim comes standard with leather trimmed bucket seats and front heated seats, perfect for those chilly mornings. An upgraded item that was optioned on the L was the Uconnect system with a 6.5-inch screen (the standard is a 5-inch screen) complete with Bluetooth,

Sirius satellite radio and a Beats Premium Audio System. If you’re a music lover, this is a great add. Besides, I find that the Uconnect media interface is one of the most intuitive infotainment systems to work with in the industry. Electronic Stability Control (ESC,) Hill Start Assist and

I just got a new cell number. She didn’t know my name – that old fake ID worked great. And she had no idea where I lived. Finding me would wear her out. I was in the clear. Confessions of a Curber I was itching to sell another car. I‘d spent my first cash quickly. The new TV looked great in my living room. So I scrounged the dealer lots in my neighbourhood. I found the perfect car at a small dealership not far from my house. Gray with four doors. Everything was still intact, but it was priced low. The dealer gave me the car’s history right away. It had been in three accidents over its lifetime. Nothing too major, but damage was done and repaired. I couldn’t spot the repairs. So, I happily bought it and registered it. I didn’t want my wife and kids to know what I was up to, so I parked it around the block. I knew it would be gone in a few days. This time, I used Kijiji and Craigslist. “Car for sale. Served me well, but wife wants a new car. Accident and damage free. Looking to sell fast, low price. Cash only. Call cell for info.” I got a text message from a woman across town. I told her I’d meet her at a nearby gas station and would throw in a free tank of gas. She was thrilled. When I met her, she told me that she needed a cheap, dependable vehicle to get to her new job. She’dd been taking the bus for weeks and was tired of her commute. To my annoyance, she wanted to check the vehicle thoroughly. So I distracted her. I told her I was sad to let “my baby” go, but I

When it comes to shopping for a mortgage, low interest rates aren’t the only thing home buyers are looking for. With banks, credit unions and independent lenders all offering various ways to finance a home purchase, prospective buyers must also determine who they’ll work with to find the mortgage deal that fits them best. Not everyone is comfortable negotiating directly with their potential financier, even if they’ve dealt in past with their chartered bank, credit union or private lender. In such cases, homebuyers often use the services of a mortgage broker as a way to avoid the stress that can come with dealing with an institution that may not be able or willing to work within your financial capabilities. “It can help having somebody who’s a bit more invested in the deal and who does these sorts of things on a regular basis,” says Realtor Tim Ayres, president of the Victoria Real Estate Board. Mortgage broker Lori Lenaghan says one thing brokers can offer that financial institutions can’t always guarantee is the lowest rates, since they shop the

client’s financial situation around to various lenders to find the best fit. “People will move from one bank to another for a quarter per cent,” she says of the search period. Since they are working in the customer’s best interest, a broker tends to have more flexibility than large institutions that are bound to corporate policy, she adds. That means the client can avoid the hassle of pitting their home financial institution against another to get the best rates and terms. That flexibility can come into play in refinancing situations as well. Some lenders will extend a borrower’s amortization period to 35 years of they meet certain criteria, where others are limited to 30 years, she says. In terms of interest, homebuyers are blessed with continued low rates. Variable rate mortgages, which fluctuate with the prime rate, are still a good bet, Lenaghan says, although more conservative people still go with a fixed rate. Even those are hovering just over three per cent for a five-year term. For people who would rather approach their financial institution directly, there are some choices on the market. a good idea, McKinley adds. “Even if they’re not planning to purchase for some time, at the very least we can provide a road map so they’re able to achieve home ownership in the future.” Lenaghan says people are very educated about shopping for mortgages these days. “Realtors are very good at getting people in ahead of time so there’s no surprises,” she says. “Once they’re here, we can educate them about what their options are if they don’t qualify. We really work with the client over the long term.”
