Construction of a new trades school kicked off with fanfare this week at Camosun College’s Interurban campus. The province’s Advanced Education Minister Amrik Virk joined faculty, staff and students Monday to break ground on the $30-million trades centre. “Throughout British Columbia, we are building skills and trades training through targeted investments in infrastructure, equipment and programs,” Virk said. The Centre for Trades Education and Innovation, a 7,432-square-metre building, will house a marine and metal trades training program that will include welding, sheet metal, metal fabrication, nautical and ship building, and more. The existing trades facilities will also be refurbished as part of the project. The new facility will accommodate an additional 370 full-time equivalent seats in trades training programs. Currently, the college has more than 2,200 students each year in 20 different trades foundation and apprenticeship programs. “This new facility will help propel our college and our region to the very forefront of trades education and innovation,” said Camosun president Kathryn Laurin. “Not only will it allow Camosun to expand into new program areas like renewable energy and ship building, but it will provide our trades students the unique opportunity to learn from related disciplines like business and technology, and take part in practical, hands-on experiences through our emerging partnerships with industry.” The new Centre for Trades Education and Innovation is expected to be complete in the summer 2015. While you’re not looking, this is what’s happening to BC’s world renowned recycling program.
Well, lookie here. One minute you have a perfectly good Blue Box recycling program. The next, something new and rather questionable is being put in its place. And they thought they’d get away with it right under your nose, without telling you or asking your opinion. That’s definitely not democracy in action. The BC Government, elected by us to represent our best interests, has decided to offload the costs of recycling to big multi-national corporations. To implement this new plan, they’ve set up an association that doesn’t really seem to hold the environment, local jobs, or the municipalities that run the Blue Box program, close to its heart.
Perhaps that’s why some of our local elected officials are using the word “scam” to describe how the new program is being set up. It’s also perhaps why several of BC’s municipalities refuse to jump on board. That’s gotta tell you something. Now it’s your turn to let Premier Christy Clark know what you think. Contact her today to say that dismantling an already-working recycling program to replace it with something that few people think will be as good, is a bad idea.

Kids Klub seeks help to feed hungry students Society provides lunch support programs at 17 Greater Victoria elementary schools Kyle Wells News staff
A hungry child is not a happy child. This is the inspiration behind the Vancouver Island Kids Club Centre Society’s goal of feeding hungry Greater Victoria students. Kids Klub provides elementary schools with food to give to students who are coming to class without a nutritious lunch. This allows the kids to focus on their education, and not on an empty stomach, they say. “I think it’s a critical piece. The more that we know about kids and the way that they learn is that a constant grazing is going to help their academic performance,” said Tarj Mann, principal of Braefoot elementary school in Saan-
ich. “We do have a number of students who come to school hungry. … If we can take that issue off of their mind, provide for them, then they’re going to be in a much better space to learn.” Increased demand from schools this year means the Saanich-based Kids Klub is providing even more food to hungry students this year, and the charity is seeking donations to help keep up with need. The society provides ingredients for lunch programs at 17 elementary and middle schools in the region. The program helps deliver about 3,000 lunches per month, helping out more than 400 families. Meals cost $1 each. Compared to this time last year, the society is providing the food to make 700 more lunches per month.

feed about six students daily – who remain totally anonymous among their classmates. The Kids Klub Centre Society offers a variety of ways to donate, including a one-time cash donation, giving a monthly amount, or sponsoring a child for the whole school year at $20 per month. The

Lake pointed to a roasted red pepper and hummus melt on the Informed Dining menu at UVic’s Village Greens, acknowledging the food sounds healthier than it is. A single serving of that dish contains 990mg of sodium, 30mg of cholesterol and 450 calories. “Who knew hummus had so much sodium?” Lake asked. There are currently 1,500 restaurants in B.C. participating in the Informed Dining program. Dunsdon says the nutritional information won’t just inform customers, the university will use the information to better plan its food offerings. “One of the next steps is now that we have all this information, we’re going to go through and reassess our food offerings we provide,” he said. “I believe students will begin to make different choices about what they’re eating, and we’ll respond to that.” editor@saanichnews.com

Victoria Coun. Lisa Helps wants Capital Region residents to wake up and realize the importance of voting in this fall’s municipal election. Helps is taking a page out of Calgary Mayor Naheed Nenshi’s playbook and launching an online voter engagement campaign, votepledge2014.ca to spur on voting amongst younger populations in Victoria and the region. “It’s about engaging younger citizens to become part of the glue that holds their community together, and about reinvigorating democracy at the local level,” said Helps, who intends to run for Victoria mayor in November. While the campaign is targeting Victoria residents and administered by Helps’ mayoral campaign team, she said the site will still allow people from outside B.C.’s capital to join as well. “It doesn’t say anywhere you need to be in Victoria to sign up,” she said. “If a lot of people do, that would really speak to a desire for change.” Campaign organizers hope to bring neighbours together at a grassroots level to discussion everything from sewage treatment to downtown vibrancy to community centres well ahead of candidate debates next fall, Helps said. “If you’ve never organized a gathering in your house to explore these issues, why not now,” she said. The News article states that “allowances would be based on a cyclist’s age.” The proposal also suggested that cyclists would be required to use a bell or horn to warn pedestrians of their approach. Colin Doyle, Saanich’s director of planning, says he recalls staff nixed the idea because “we felt the benefits did not outweigh the risks.” “Police are going to recognize discretion if they see a young child riding on a sidewalk on high Quadra,” said Doyle, who was a roads design engineer for Saanich in 1995. Saanich police Sgt. Steve Eassie says discretion is key with issuing a ticket for cycling on a sidewalk, which comes with a $109 fine. He said it’s a ticket that isn’t issued very often. “More often than not we’ll
Conflicts between cyclists and drivers sharing the roadway are nothing new. But in 1995, Saanich’s Bicycle Advisory Committee attempted to alleviate that friction by asking staff to look at allowing cyclists to ride on sidewalks. “After studying the Motor Vehicle Act, … the advisory committee concluded that permitting cyclists on Saanich sidewalks would benefit both drivers and the cycling community,” read an article in the March 15, 1995 issue of the News. Coun. Judy Brownoff was chair of the committee at the time, and says now that the idea came about because they didn’t want to see police issuing tickets under the Motor Vehicle Act to children who were biking on sidewalks. “The idea was that the police would have a sympathetic eye if kids were biking on sidewalks … so it was a way of saying, ‘Okay, we don’t have a lot of (biking) infrastructure built, we

Saanich council on Monday gave the OK to tightening its tree preservation bylaw, in an attempt to prevent the loss of urban tree canopy in the municipality. The unanimous decision didn’t come without opposition. “(The development community thinks) that this will add costs to homeowners – which it does,” acknowledged Coun. Paul Gerrard. “But at the same time, our general theme is we need to replace trees that are being taken out because we are losing our tree canopy.” Council sent the updated bylaw to public hearing, but also directed staff to have further discussion with opponents to see where things can be reworked.

A 104-year-old home is on the path to heritage designation, after Saanich council supported a subdivision application for 1245 Burnside Rd. W., which included seeking heritage protection for the existing home. Two new homes are also proposed for the site. They will be built using heritage features to fit in with the area. treat it as opportunity to educate as opposed to punish,” he said. “We tell them that it is illegal to be riding on the sidewalk, and well it does appear to be safer, it’s not as safe for pedestrians – it creates a hazard for them.” Brownoff points to Wilkinson Road as an area where there are still gaps in Saanich’s cycling infrastructure, and where even she rides on the sidewalk because she doesn’t feel safe on the road. “The problem we had back then was council had just adopted the (Commuter Bicycling Network) which showed which roads will have cycling, bike lanes, that sort of thing. So we took roads that had generous lane widths and did road diets to fit bike lanes in,” Brownoff said. “That’s why a lot of the bike lanes aren’t complete. The days of costumed mascots and Greater Victoria mayors awkwardly rappelling down the side of a downtown Victoria office building are no more. Standard Life, which for the past seven years has hosted the Easter Seals Drop Zone for the Kids event at its 1175 Douglas St. building, told Easter Seals in 2012 that last year’s event would be its last, said Standard Life spokesperson Anne-Julie Gratton. “Easter Seals is a great organization, but we’ve changed in terms of our community investments over the years,” Gratton said. “What we’re supporting (now) is youth unemployment programs and school perseverance. So based on those guidelines, it just didn’t fit with what we’re doing now across the country.” Verna Wright, Easter Seals special events coordinator, announced this week the Drop Zone fundraiser is now indefinitely cancelled. “We’re really sad,” she said. “(The building owners) may change their mind next year, but I kind of doubt it. For the last few years, they weren’t really crazy about the idea.” Drop Zone raised $113,000 last September for Camp Shawnigan, a summer camp for children with mental, cognitive or physical disabilities. Easter Seals sends 300 kids through the week-long camp each summer at a cost of $2,400 per child. Wright said Easter Seals approached several other building owners in Greater Victoria but were unable to secure a new location for the rappelling event. Politics isn’t entertainment Most people, when they read the words “zoning decision” or “bylaw amendment,” will turn the page (don’t do it!) or their eyes will begin to glaze over. Such is the reality of local politics. And unless there’s a contentious community issue up for debate, council meetings – no matter where in Canada you live – don’t draw big crowds. The same goes for the municipal elections we hold every three (soon to be four) years. Turnout for those is pretty abysmal. In the 2011 civic election, Langford saw some of the lowest numbers in the province, with just 14 per cent of voters casting ballots. Most Greater Victoria municipalities attracted around 25 per cent turnout (Saanich, 25; Victoria, 27), while some, like Oak Bay, North Saanich and Metchosin surpassed the 40 per cent mark. The idea of politics as a serious democratic process is rapidly fading, replaced by a form of entertainment starring a host of colourful characters whose kooky actions and personal life details become our water-cooler discussions. We’re fortunate that Greater Victoria politics isn’t usually overshadowed by politicians – the issues still dominate. But it’s evident that not even the issues are enough to draw people on election day. We have to applaud Victoria Coun. Lisa Helps for trying to change that. This week she launched a new campaign, Vote Pledge 2014, that aims to get voters engaged in municipal politics. The idea behind her campaign is that people are feeling a major disconnect between them and what politics have become. She wants people to feel not just engaged, but like they can make a difference by having a voice in their community. We hope people all over the region – no matter your political views – consider how meaningful this campaign can be and the positive impact it can have, just by taking the simple first step of casting a ballot on Nov. 15. Politics doesn’t exist for our entertainment. Local governments have a lot of power on the issues – yes, zoning and bylaws – that impact your day-to-day life. Being engaged, even on the most basic level of voting, means you care enough about your community that you are trying to make it a better place. It’s the same reason most people get into municipal politics.

Service missed at tax office When I visited the Canada Revenue Agency’s Tax Services office this week to drop off my 2013 income-tax return, I was appalled to discover that this huge building at the corner of Vancouver Street and Pandora Avenue has been converted into what amounts to a giant call centre and citizens can no longer obtain personal service or even enter the building to pick up tax forms and information booklets. Apparently this change was announced by the federal government a few months ago as part of one of its notorious omnibus tax bills. But I missed that under-the-radar “announcement” and I clearly wasn’t the only one who did. During the five minutes or so that I spent reading the notices posted on the locked doors, no fewer than four other people came to the entrance of the building and were shocked to discover they could no longer receive personal help with their tax problems from the staff in the building. They included an elderly gentleman who was pushing his wife in a wheelchair. He was, quite understandably, so angry and upset that he began rapping on the locked doors in frustration. What could possibly be happening on the other side of these locked doors that is so secret that citizens aren’t even being permitted to peek through the glass? Even if any visitors to the building happen to have X-ray vision they should still be careful since there are two bilingual signs at the entrance warning: “This area is under 24-hour closed-circuit television surveillance.” Surely, at the very minimum, a commissionaire could be stationed in the lobby of the building and tax forms and information materials could be made available to the public. The first stated that the Prosperity Mine proposal, turned down again on its second proposal, would have created “tens of thousands of secure, high-paying jobs” in the region. What they leave behind is a much longer legacy of environmental degradation and, in this case, the exclusion and disenfranchisement of First Nations. The second letter, on Mike Farnworth’s bid for NDP leadership, makes the claim that he is only “in it” for the money. If only those who knew they could win entered politics, we would have a one party system. On the other hand, privatization under the Liberals has largely benefited those with connections to the party and its leaders. Oak Bay voted in a Green MLA in the last election, and the seat has previously been a tight contest between the Liberals and NDP. I’ll wager that there are others in Oak Bay who, like myself, have a very different take on both the issue of the NDP leadership and the Prosperity Mine. K. It started with what Bays describes as Workman’s initial “Jon Bonham-esque” beats on the drums during the first moments of their first session. “I had no idea he was such a crazy drummer. I just started playing along on keys and Ryan started playing along on guitar. Before we knew it, we had started a whole
new sound, for us at least. It just felt like a band.” The majority of their debut record Trash Rock Legacy, released earlier this month, is excerpts from three sessions of jamming and enjoying life, beginning with that one in the summer of 2012. “Ryan has his airstream in front of the studio, so we were hanging out in there, talking about ridic-
ulous concepts. It just felt like a really artful experience.” And a refreshing one, to which Bays attributes the creation of another Hot Hot Heat album, after working with the band since 1999 and tiring of the “rock machine” of dirty clubs and shady promoters, he says. Bays and Workman have since begun directing and producing video (beginning with a music video for The Mohrs) under the production name Antler and Power. With their creative partnership set and the sole live experience with Mounties to date (at last September’s Rifflandia) an extremely positive one, Bays is excited to engage in the machine once more. “The entire existence of the band just felt like one big rock ’n’ roll party that I never expected to have at 35 years old.” Mounties play an early show (doors at 7 p.m.) at Sugar Nightclub March 20 with Rich Aucoin and JPNS GIRLS. Actors in the Victoria Gilbert and Sullivan Society’s presentation of H.M.S. Pinafore will have to throw their voices. To be more precise, they will be projecting their voices and their performances to audiences at the Mary Winspear Theatre in Sidney and Victoria’s McPherson Playhouse. This is, says choreographer Heather-Elayne Day, the traditional style of Gilbert and Sullivan operas — no microphones to enhance the sound. “We present Gilbert and Sullivan (operas) as traditional as possible,” she said. “So, there are no body mikes.” The only exception, she con-
tinued, is at the top of a threemetre poop deck where the distance between the actors and the audience requires a little sound enhancement. “The focus, then, is on the actors projecting their voices and delivering clear diction. “They have risen to the task, but it’s a skill that’s being lost.” H.M.S. Pinafore is a comic opera aboard the British ship of the same name. Captain Corcoran (played by Victoria’s Colin Grewar) intends his daughter Josephine (Victoria’s Inge Illman) to marry Sir Joseph Porter, First Lord of the Admiralty (Saanich’s Rudy Ewart). Little does he know that Josephine is in love with a lower class sailor, Ralph Rackstraw (Victoria’s Kaden Forsberg). Day said the cast is powerful and enthusiastic about learning the complex music and lyrics. She said the score is difficult to sing but has given the theatre
world some of its most about songs, such as My Gallant Crew, Good Morning and We Sail the Ocean Blue. Day added there will be challenges with performing on two different stages. The Charlie White Theatre at the Mary Winspear Centre in Sidney and the McPherson Playhouse stages are different sizes and shapes. Day said they have made the set to be able to fit on both, while using the space as effectively as possible. Lighting and sound, too, are different but Day said both facilities have good technicians. Victoria writers are among those honoured on the B.C. Book Prize shortlist, announced on Wednesday. The West Coast Book Prize Society named works by Catherine Greenwood, Robin Stevenson and Michael Layland of Victoria as the best in the province for 2013. Greenwood’s The Lost Letters (Brick Books) made the list for the Dorothy Livesay Poetry Prize. Stevenson’s Record Breaker (Orca Book Publishers) earned a nod for the Sheila A. So far, I’ve looked at econo cars at the lower end of the market. No point in me offering price details because all Euro cars are substantially more expensive than the same examples sold here in Canada. Finally, I cast a close eye over the Audi S1, which is a hot sportback version of the popular A1. It comes with a 228hp 2.0-litre turbocharged gas engine capable of hitting 100 km/h in less than six seconds. I will reveal it will sell for more than $40,000 in the UK. It’s fast, it’s a premium offering and I’ll eat my hat if it shows up here. All of the above have great fuel economy going for them and most are competitively priced. The common keys to their success likely come down to two key factors. Impressive fuel consumption numbers matter because fuel in Europe is substantially more expensive than here. And Europe is crawling with folks going about their daily duties on often far less land and road space. While there is a greater acceptance of smaller vehicles in our cities, people outside urban areas have more ground to cover and so are tempted by larger vehicles, especially as a first family vehicle. And the truth is that the advances in fuel saving technology means there’s not a massive difference between the econo-cars and small family sedans. And perhaps a bigger factor is for “an extra $20 a month, madam, you could have the roominess and utility of this car.” A line heard in most dealerships, most days. Refreshed RX350 ups the sportiness factor $55,400 but comes almost fully loaded, with only two options available, the intuitive parking assist and heads up display, which brings the price to $58,850 Inside The 2014 RX is a mid-cycle refresh of the model that was introduced in 2010. Unfortunately, Lexus didn’t refresh the inside of the cabin at all, keeping the updates to the exterior and driveline. Not to say that the inside is a disappointment, rather that some things could be tweaked. I’ll start with the positives. The cabin has plenty of room for a family of four with a big back seat and lots of legroom. The materials used are of the highest order and the RX put together well. The controller for the communications and navigation system is unique in the industry, mimicking a computer mouse. It feels very natural and the driver rarely needs to take their eyes off the road. The array of buttons and their less than logical layout could do with an update. The F-Sport comes with heated and cooled seats but it took me about five minutes to locate the switch in the centre armrest. The dial for the tuner is as far away from the driver as it could be and the seating position is very high. Drive At the heart of all RX 350 models is a very versatile 3.5L V6 engine with 270hp. The F-Sport is made sportier by the inclusion of an eightspeed automatic transmission instead of the regular six-speed unit. By adding two more gears, this new model jumps away from

2014 Lexus RX 350 F-Sport Toyota is known for building high quality cars with fantastic resale value and has grabbed more Canadian Black Book “Best Retained Value” Awards than any other manufacturer. In the Lexus line of cars and SUVs, the best seller by far is the RX 350 midsized SUV. The diminutive Fiat 500 goes big
The Fiat 500 is cute, but might not be the most practical as a family vehicle. Sure, it has room for four, a peppy personality but accessing the rear seats isn’t the easiest and the cargo room is minimal. Enter the all-new-for-2014 Fiat 500L: The “L” stands for “large” so those interior volume deficiencies listed with its pint-sized sibling are no more. Dimensionally, the L is 27 inches longer, 6 inches taller in height and in width and there’s an extra 42 per cent when it comes to inside space. But wait, there’s more. Literally. The L comes with two additional doors to allow for easy access to the rear seats. And room for five passengers. It loses a little bit of its pinch-the-cheeks cuteness but its practicality makes up for it. In the driver’s seat, you have an almost unadul-
terated outward visibility. The 500L features a segment-exclusive glass from the A- to D-pillars that provide nearly 360-degree panoramic views. Parking is easy because you can pretty much see out of all four corners. And the 500L – even with its “large” designation – still fits comfortably into urban settings. Driving the 500L, I noticed it doesn’t have quite the same amount of panache as the 500 Turbo. Granted, it’s a heavier vehicle. But to keep some of the fun behind the wheel, Fiat has outfitted it with a 1.4-liter MultiAir Turbo engine that
provides 160 horsepower, 184 lb-ft. of torque. It’s also available with two transmission options. Firstly, there’s a 6-speed manual. Then there’s an available 6−Speed Euro Twin Clutch “automatic.” The latter of the two costs an additional $1,450 and came equipped on my 500L Lounge trim. The Lounge trim comes standard with leather trimmed bucket seats and front heated seats, perfect for those chilly mornings. An upgraded item that was optioned on the L was the Uconnect system with a 6.5-inch screen (the standard is a 5-inch screen) complete with Bluetooth,
Sirius satellite radio and a Beats Premium Audio System. If you’re a music lover, this is a great add. Besides, I find that the Uconnect media interface is one of the most intuitive infotainment systems to work with in the industry. Electronic Stability Control (ESC,) Hill Start Assist and
wanted to keep my wife happy. She nodded sympathetically. As she handed me the money, she asked if the vehicle was in any accidents. Now, I’m not a good liar. I just got a new cell number. She didn’t know my name – that old fake ID worked great. And she had no idea where I lived. Finding me would wear her out. I was in the clear. Confessions of a Curber I was itching to sell another car. I‘d spent my first cash quickly. The new TV looked great in my living room. So I scrounged the dealer lots in my neighbourhood. I found the perfect car at a small dealership not far from my house. Gray with four doors. Everything was still intact, but it was priced low. The dealer gave me the car’s history right away. It had been in three accidents over its lifetime. Nothing too major, but damage was done and repaired. I couldn’t spot the repairs. So, I happily bought it and registered it. I didn’t want my wife and kids to know what I was up to, so I parked it around the block. I knew it would be gone in a few days. This time, I used Kijiji and Craigslist. “Car for sale. Served me well, but wife wants a new car. Accident and damage free. Looking to sell fast, low price. Cash only. Call cell for info.” I got a text message from a woman across town. I told her I’d meet her at a nearby gas station and would throw in a free tank of gas. She was thrilled. When I met her, she told me that she needed a cheap, dependable vehicle to get to her new job. She’dd been taking the bus for weeks and was tired of her commute. To my annoyance, she wanted to check the vehicle thoroughly. So I distracted her. I told her I was sad to let “my baby” go, but I

Gregor Kowalski credits more than just his work on the golf course for being honoured as the 2013 Golf Superintendent of the Year. “What you do on the golf course (helps), but it’s really what you do in the community,” he said. The superintendent and assistant manager of Royal Oak Golf Club was recently named recipient of the award by his peers at the B.C. Golf Superintendents Association annual meeting. “I’m from a smaller market golf course, so you don’t think of yourself like the Uplands or Victoria Golf course,” said Kowalski, who keeps the operational side of things running on the nine-hole course in west Saanich. “A lot of it comes down to (the fact that) I’m a big community supporter.” Kowalski is also the proud co-founder of an MS fundraiser that’s raised more than $700,000 in

When it comes to shopping for a mortgage, low interest rates aren’t the only thing home buyers are looking for. With banks, credit unions and independent lenders all offering various ways to finance a home purchase, prospective buyers must also determine who they’ll work with to find the mortgage deal that fits them best. Not everyone is comfortable negotiating directly with their potential financier, even if they’ve dealt in past with their chartered bank, credit union or private lender. In such cases, homebuyers often use the services of a mortgage broker as a way to avoid the stress that can come with dealing with an institution that may not be able or willing to work within your financial capabilities. “It can help having somebody who’s a bit more invested in the deal and who does these sorts of things on a regular basis,” says Realtor Tim Ayres, president of the Victoria Real Estate Board. Mortgage broker Lori Lenaghan says one thing brokers can offer that financial institutions can’t always guarantee is the lowest rates, since they shop the
client’s financial situation around to various lenders to find the best fit. “People will move from one bank to another for a quarter per cent,” she says of the search period. Since they are working in the customer’s best interest, a broker tends to have more flexibility than large institutions that are bound to corporate policy, she adds. That means the client can avoid the hassle of pitting their home financial institution against another to get the best rates and terms. That flexibility can come into play in refinancing situations as well. Some lenders will extend a borrower’s amortization period to 35 years of they meet certain criteria, where others are limited to 30 years, she says. In terms of interest, homebuyers are blessed with continued low rates. Variable rate mortgages, which fluctuate with the prime rate, are still a good bet, Lenaghan says, although more conservative people still go with a fixed rate. Even those are hovering just over three per cent for a five-year term. For people who would rather approach their financial institution directly, there are some choices on the market. a good idea, McKinley adds. “Even if they’re not planning to purchase for some time, at the very least we can provide a road map so they’re able to achieve home ownership in the future.” Lenaghan says people are very educated about shopping for mortgages these days. “Realtors are very good at getting people in ahead of time so there’s no surprises,” she says. “Once they’re here, we can educate them about what their options are if they don’t qualify. We really work with the client over the long term.”
