Taxpayers in Rimbey are looking at paying about $58 more for their municipal taxes this year. The increase equates with a 1.5 per cent rise in taxes. Mayor Rick Pankiw is pleased with the minimal increase and also happy to report utilities will not go up. “We tried to listen to the taxpayers and make it as light as possible and stay below the rate of inflation. The town is in good shape, baring any unforeseen disaster.” Commercial taxes will also go up 1.5 per cent this year. Mayor Rick Pankiw Rimbey’s $5.77 million budget shows projected operating expenses of $5.6 with $216,884 slated for reserves and $1.5 million to go towards capital expenditures. Capital expenditures include a John Deere loader with a blower attachment which cost about $250,000 with a trade in of the town’s used backhoe. Council has earmarked $200,000 to go towards the H-vac system at the community centre. Money is also to go towards the spray park, drainage upgrades in the northeast part of town,

Dollars for handicapped access to the community centre and arena and repairs to other town owned buildings have also been included in this year’s budget. Pankiw said the town has adopted a five-year plan to transfer unrestricted reserves into restricted reserves for areas such as public works and recreation. The school requisition to the town this year was $826.913, a two per cent increase from last year’s bill of $810,699. Rimoka’s bill of $32,502 stayed the same. Assessments in the town of Rimbey went up by about four per cent. Both Pankiw and Beebe are pleased Rimbey’s utilities which average about $53.70 a month are the lowest of several surrounding municipalities including Ponoka, Lacombe, Sylvan Lake, Sundre, Penhold, Carstairs and Hanna. The cheaper utilities keep the average monthly utility and tax bill for Rimbey at $206.84 compared to $230.98 for Ponoka, $251.54 for Lacombe and $212.76 for Sylvan Lake. Sundre’s average monthly utility and tax bill is $242.80, Penhold’s is $267.90 and Carstairs runs at $223.07. Hanna taxpayers pay $285.74 monthly for utilities and taxes.

Unanswered questions regarding Johnson Estates Dear Editor, As I am sure everyone who follows the Rimbey Review knows, the land sale agreement between Johnson Estates and Ponoka County is not able to proceed because the Town of Rimbey refuses to negotiate any further with Johnson Estates. The town council in the column entitled “Town of Rimbey Development Guideline” (Rimbey Review February 25, 2014) states that it ended negotiations because it concluded that the Town was being asked to make”excessively generous financial contributions”. First, the Town Council made a motion in 2012 to provide a sanitary line and a water line to the lot being prepared for the Senior’s Housing Complex. The Town, when it terminated negotiations was not even financially willing to complete those items. Second, the Town terminated negotiations at a point when numbers were getting very close. Third, how do they know what financial contributions Johnson Estates would settle on – they never completed negotiations. Lastly,

if the Town was so concerned with Johnson Estates wanting too much why did the Town refuse to provide Johnson Estates with a list of conditions it would unilaterally impose should a subdivision application proceed? The Town can give their reasons why the negotiations had to end but I have difficulty accepting any of their reasons when the reality is they had another offer for lands in their pocket. I believe that if the Town did not have the other offer they would have stayed at the bargaining table and finished the deal. They were not transparent or honest in disclosing this offer and in my opinion, the Town Council by entertaining the offer lost its ability to negotiate in good faith and be fair. Further, the Town was not diligent, in my opinion, in researching the requirements of servicing the lot at an appropriate time (ie/ prior to requesting Johnson Estates to expend extensive funds to design a lot and amend the Area Concept Plan) and Johnson Estates’ request to the Town to come back to

Lastly, I query whether confidential information regarding the status of negotiations was provided to anyone not entitled to receive this information, namely the other land owners? How and why did another offer come about so late in the process? These questions are important for all ratepayers to ask because when a Council acts with a lack of good faith, fairness, and transparency it is at a minimum an ineffective Council and at its worst a detrimental Council. The Road to Balance: Creating Jobs and Opportunities On February 11th I was pleased with the budget that Finance Minister Jim Flaherty delivered. Economic Action Plan 2014 delivers for Alberta and for the riding of Wetaskiwin. Canada has weathered the worst of the global recession and we are leading growth recovery in the G-7 countries since 2006, generating close to 1.6 million new jobs. However, the fragility of the global economy is very real and we need to be prudent as we move forward in order to build on our recovery. The Global recession forced tough financial decisions on our Government and I am proud we stood strong and made those decisions to protect our economy. Now that we are on the upswing I am very happy to report that we will be balancing the budget in 2015, this is critical for our long term economic prosperity and I was encouraged with the focus on job training and our young Canadians. Our Government is focused on connecting Canadians with jobs, for instance, our investment of $100 million dollars in interest-free loans to help apprentices registered in Red Seal trades complete their training, will help industry in Alberta and the riding of Wetaskiwin recruit and maintain the best

workforce possible. Additionally, we are introducing pilot projects to expand the use of innovative approaches to training appetencies. Moreover, we are investing $40 million dollars for up to 3,000 internships in high demand fields and MP Blaine $15 million dollars for up to 1,000 internships Calkins in small and mediumsized businesses. I was very encouraged to see in the budget the elimination of the value of student owned vehicles from loan assessments. This will better reflect the needs of students in our riding and in rural communities who have to commute to class or work while studying. Everyone in the riding has at some point experienced poor broadband service and some are still not on high-speed networks. Our Government is investing $305 million to extend and enhance access to high-speed broadband networks for up to

an additional 280,000 Canadian households. Overall, Alberta is benefiting from significant support through the major federal transfers. In fact all major transfers to Alberta this year total $5.2 billion dollars. $3.7 billion dollars through Canada Health Transfer, an increase of $2.1 billion or over 129% since 2005-06, the last year the Liberals were in government; and Alberta will see $1.5 billion dollars through the Canada Social Transfer, an increase of $878 million or almost 148% since 2005-06. Our Government is on track to balance the budget; we are cutting taxes for Canadians and delivering the services they need without cutting major transfers to the provinces. First reading of Bill C-18 was passed Dec. 9 and is now in rotation to be discussed by MPs, including Wetaskiwin MP Blaine Calkins. The bill is not popular on all fronts though and Calkins faced angry farmers March 12 at his constituency

office in Ponoka. Among them was Jan Slomp, president of the National Farmers Union (NFU) and Doug Hart, NDP candidate in the last provincial election. Slomp’s presence was met with a cold shoulder however and he was not allowed in the closed meeting. Calkins said Slomp had abused his privileges of attending the office on other issues. Slomp said he could not understand why he was not allowed in the office. He recently received

a letter congratulating him on being elected president of the NFU. “I’ve had six phone calls in six days to his secretaries here asking for a meeting to discuss this important bill that my organization has thoroughly analyzed.” An audience with Slomp was not forthcoming. Hart and five other farmers were granted a meeting with the MP, who initially stated there was only time for a 30 minute, but it lasted more than an hour.

RCMP appeal to public not to drink and drive The Rimbey RCMP detachment responded to a high number of calls for service this week. Highlights of the week include thefts, drugs, breaching court orders, impaired driving and other serious matters. Don’t drink and drive On Saturday, March 8, during the supper hour, a drunk driver hit the ditch east of Gull Lake. A concerned citizen called 911 to report the incident. Rimbey members quickly responded to the scene of the crash and arrested the driver who was intoxicated. The accused provided breath samples of nearly twice the legal limit. To date, Rimbey detachment has charged over 40 offenders with impaired driving since April 1 of last year. That does not include the countless motorists who have had their licenses suspended

he was having a mechanical issue. He is now well aware that if you are a criminal passing through Rimbey, don’t stop. In this case, the man was charged with numerous criminal offences. The subsequent investigation led police to solving a separate cold case that was over five years old. Thefts investigated Police are investigating two more copper wire theft complaints that occurred near Highway 607 west of Rimbey. The investigation into these crimes is continuing as Mounties are utilizing all available resources and following up on all leads at this time. Bentley Kindergarten teacher singled out for teaching award find their path to learning.” Lyn Garries, the parent of one of Henry’s former students called her a miracle worker. “I do not know of anyone who deserves to be recognized as an outstanding teacher more than Mrs. Henry. Her hard work, love and knowledge has made her a miracle worker in my books.” Henry is always pleased and happy to watch former students walk across the stage to receive their diplomas and observes with pride as they enter the adult work as happy contributing citizens. “After all, everything they ever needed to know, they learned in Kindergarten,” she said. Her goal is to continue to be the best kindergarten teacher she can be while continuing to learn and grow and use her creativity to help the ‘whole child’ develop. “When I get it mastered, I’ll retire,’ she said with a smile. Since 1989 the Excellence in Teaching Awards Program has recognized the innovative and outstanding teaching that takes place every day in classrooms across Alberta. By Treena Mielke Denise Henry’s love of her profession has not gone unnoticed and this year she is Wolf Creek Public School’s nominee for an Excellence in Teaching Award. Henry took a few minutes last week out of her busy kindergarten classroom duties to chat about her job. “It’s quite exciting (to be nominated)” she said. “Humbling, actually.” Teaching Kindergarten is a challenge Henry loves and after 29 years, her love of teaching has remained strong. “It gives me a chance to be creative. I have a lot of freedom here,” she said. Henry said she believes all children must learn through play and active involvement in their world. “Each student deserves an inclusive, safe, stimulating classroom environment.” Lane Moore, principal of Bentley School said he had the privilege of recommending Henry as a nominee. “Denise has the mindset that every child can learn and she will do whatever it takes to make that happen. The countless hours of planning and prep she does is outstanding and noticeable, and there isn’t a minute that has not been well thought out. Much to our dismay, when appearing before the investigator, we were told that they could not investigate because it was not in their mandate. The investigator was sympathetic to our cause and told us that a Health Advocate Office was in the process of being developed and would be operating in April. The RDRSG has been working on this issue for some years now. Looking through some old minutes, we were reminded that at one of our original meetings, the guests were our former MLA, a doctor from Edmonton, a rep from NARP and the senior administrator from the University of Alberta. The question now is what does

Fun activities coming to the public library For Rimbey and area youngsters during coming school spring break By Treena Mielke Rimbey Municipal Library is laying out the red carpet for children in the area during their spring break and also on World Storyteller Day. Librarian Jean Keetch said upcoming library guests will provide fun, entertainment and excitement for the children and there is no cost to any of the programs. “We want to inspire the children and provide quality entertainment for them during spring break. All of the people who are coming are talented and sure to do just that,” she said. Prior to spring break on March 20 is World Storyteller Day and who better to invite as a guest on that day but Gail DeVos, a well-known storyteller who will not only tell her own stories, but also encourage the children to do the same. The week will start off with illustrator Lorna Bennett from Edmonton who will work with youngsters to learn more about this creative art. Bennett will be at the library March 25 at 10 a.m. for Kindergarten to Grade 2 students, 12:30 p.m. for grades three to five children and Grade 6 and older students can work with the illustrator at 2:30 p.m. Keetch is asking parents to register their chil-

dren for this program. At 6:30 p.m. on March 25, Juno award winner Peter Puffin will entertain. The fun continues at the Rimbey Library on Wednesday at 3 p.m. with Bluffton ventriloquist Val Hilliker, who is well known in the area for her talent and skill. Storyteller Peter Midgley, originally from Africa, will entertain the young folk at the library on Thursday afternoon at 2:30 p.m. Magician Brian Lehr will be up next, performing at 3 p.m. which will conclude the exciting lineup of talented artists and entertainers.

Rimbey elementary students compete

At the beginning of February, Rimbey Elementary School began a school wide reading challenge called, “Reading Olympics”. The objective of this challenge was to track how many minutes each student read at home during the month. Students recorded their minutes daily and on Mondays brought their results to the library to be tallied by Mrs. Coston. Each week, the class that read the most minutes was awarded a free library period. The goal was that each class would read enough combined minutes to get their avatar from RES to Sochi, Russia. 60 minutes of reading, equaled 1 centimeter, so each class had to read a combined total of 9000 minutes because it is 9000km from Rimbey to Sochi. The students took on the challenge with a great spirit of friendly competition and participation. Altogether, the students of RES read over 160,000 minutes! With the winning class making it all the way to Sochi and back to Rimbey. The class with the most minutes read earned gold and a pizza party in the library went to Miss Ree’s class with 20,419 minutes. Rimbey 4-H News Darci and Zach Kendrew The Rimbey 4-H Club has had a busy couple of months. We had our annual farm tour to see everyone’s calves. They are all looking great. We ended our day at the Buist farm for donuts and juice. Thank you, Buists. We also had Andrew Reeleder come to teach us some calf judging skills. That was a great help for us because Zach and I don’t know much about cows. We also had our speech day. It was a very long and scary day. Everyone did real well. Out top winners were Darien Levey and Jenna Simpson for juniors, Kyle and Jordyn Valstar for intermediate and Amy Trenson and Melissa Waldron for seniors. Congratulations. Hazel Victoria Dittman CAVE Mrs. Hazel Victoria Cave passed away on Wednesday, February 26, 2014 in the Rimbey Hospital & Care Centre at the age of 79 years. Predeceased by her loving husband Melvin Cave in June of 1987 and by one brother William Irwin, Hazel is survived by her loving son Monte and wife Sherry Cave of Hoadley, Alberta, three grandsons; Robert and Joleen of Rimbey, Alexander and Crystal of Rocky Mountain House and Branden Cave of Calgary, two great granddaughters; Victoria Ireland of Rimbey and Alexandria Patricia of Rocky Mountain House. Hazel also leaves to mourn one brother Albert and wife Darlene Irwin of Eckville and one sister Florence Anderson of Rimbey as well as numerous nieces and nephews. Private graveside services were held at the Hoadley Cemetery on Thursday, March 6, 2014 with Reverend Deborah Laing officiating.
