A plan to unite local trail users brought a diverse group together on March 11 at the RDKB building to discuss the Grand Forks-Christina Lake integrated recreational trail plan. The plan sets out several ambitious ideas for the trail including setting up staging areas at key points around the trail, setting up detailed signage for users, and creating an inventory of mapped trails. The plan also sets out guidelines for user groups co-existing with each other as well as with the various ecosystems in the area. Intended to reduce the potential for conflicts on the region’s trails, Doug Zorn, vice-president of the Grand Forks ATV Club, said the plan first came together last spring with about 24 different groups on hand to sign the Boundary Country Trails Agreement. “This agreement tries to promote cooperation and collaboration between users of our recreation areas,” he said. “What this tries to do is communicate with all these groups and reduce conflicts.” The proponents cracked open the plan in order to try and capture all the comments from the many people who are affected by this proposal, said Zorn. “This proposal covers 134 square kilometres of land that is used currently for ATV and recreational uses,” he said. “What we would like to do is be out front and try and organize this to help reduce the problems caused by people using the outdoors.” The afternoon began with a presentation from mapper/presenter Gord Nichols highlighting the plans for best managing the trails as well as some of the challenges. After the presentation, each attendee was given the opportunity to speak to the proposal.

Although there aren’t any major problems with the city’s current animal control contract, city council would like to see some alternatives in place to the regional district service. At the March 10 city council meeting, Mayor Brian Taylor, as the city’s representative on the regional district board, said the Regional District of Kootenay Boundary (RDKB) is looking at signing another contract with the Commissionaires for animal control—a shared service between Grand Forks, Area D (rural Grand Forks), Greenwood and Area C (Christina Lake). Taylor told council he would

like to see the regional district look at alternatives such as bringing back the BCSPCA. He said the contract—that would commit the city and the surrounding areas to the Commissionaires—from the regional district was a “fairly decent” one, but it didn’t include cats. This time around, said Taylor, the Commissionaires are looking long term. “They’ll be looking for a multi-year contract,” he told council. Taylor said the contract would be for around $140,000 of which 40 per cent would go to the Commissionaires for administrative fees. Council made a motion to

have chief administrative officer Doug Allin contact the regional district and set up a meeting to talk to them about alternate options. “(We need) something that provides more humane services such as adoptions as well as cat services,” Taylor said. “I’m happy council wants to talk about it. I’m not comfortable with the contract at all.” Taylor admitted the service under the Commissionaires has done well and he didn’t recall too many complaints, particularly compared to the year before where the city had many problems with the previous animal control officers.

It’s their third straight appearance at the event representing the whole of the Kootenays. They placed first last year, fourth the year before.

The Regional District of Kootenay Boundary (RDKB) celebrated the first day of a new 30year tenure of Saddle Lake as a regional park for Area D with a ribbon cutting on Feb. 19. The RDKB took over the land surrounding the lake from the provincial government after receiving a licence of occupation to turn it into a regional park. “This is the final step in quite a long process that Irene set in place a while ago,” said interim director Roly Russell. “So it’s great so see it to completion, or at least the start of the next chapter.” Russell said Saddle Lake is the first actual organized park for the regional district. “This park has two primary goals. One is recreation, skating in the winter and checking out the pond life in the summer,” he said. “As well as there’s some significant wildlife value in the park in terms of some endangered species such as the tiger salamander and just some high quality habitat. So it’s a dual purpose park in conservation as well as recreation.” Jenny Coleshill, project coordinator for the Granby Wilderness Association, said the area was very important, ecologically. “There’s lots of conservation values associated with the area,” she said. “That’s the first reason why Granby Wilderness started getting involved. It’s a real hotspot, a breeding pond for tiger salamanders, which is a red-listed amphibian species.”

Coleshill said the lake was devastated when six years ago someone released gold fish into the lake. “Gold fish are carnivorous fish that will eat the tadpoles and eggs of nearly everything,” she said. “We started to raise awareness of the gold fish issue being an invasive species and their impact on the tiger salamander.” Coleshill said there are also lots of breeding birds that use the lake, including ducks and yellow-headed black birds, as well

as other species such as painted turtles. She added that they are looking at putting together a stewardship agreement with the regional district and the stewardship groups of the area to ensure that historical preservation, recreational use and conservation values are being met. As for the historical value of the site, Coleshill said there is a dam at the foot of the lake that was put in around 1915 by Doukhobors for creating irrigation for the valley.

The city’s most popular Kettle River tubing “put-in” spot will be getting a face lift. City council voted March 10 to provide early budget approval for the development of a parking lot, a pathway lead-

ing to the Kettle River, and signage on a city owned right of way north of Spragett Bridge in the 66th Avenue area. The project will cost $42,000, with $17,000 coming from the parking reserve fund and $25,000 from a grant from the ministry of transportation. Doug Allin, city chief administrative officer, said the city would need to consult

with the Ministry of Environment before removing any trees during the nesting period in the spring. “We’d have to give them notification of our work,” he said. Allin said once that was done, the city should have the parking lot ready for the coming tubing season. “The city owns some land right there

and we’ll be able to turn that into a parking lot,” said Mayor Brian Taylor. He said the project arose out of a safety issue. “It’s really dangerous,” he said about the current parking situation. “When you get 20 cars parked there, you don’t know who is going to go darting out.”

Why can’t we be friends?

he proactive move by the Grand Forks ATV Club to establish an integrated recreational trail plan must be applauded. Not only is the task of bringing together disparate groups a herculean task—not unlike herding cats— but so is trying to marry all of the wants, needs and wishes of 24 vastly different user groups in dealing with usage of the region’s backcountry trails. Different and disparate, maybe, but everyone who is coming together under the guise of the plan does have a common goal, and it was one the ATV club used to reel in consensus and attendance at the meeting last week: to make the 134-square kilometre chunk of land currently used for recreation purposes a safe, enjoyable, environmentally-friendly and conflict-free experience for all users, no matter the affiliation. It’s no small feat, but it shows the resourcefulness and neighbourly attitude of the people of the region, that they were able to put aside any perceived grievances or animosities and draft a plan that will, ultimately, work for everyone.

he news media are currently agog over Russian President Vladimir Putin. Reports from the Ukraine are filled with questions about the man’s motives. What are Putin’s plans? What does Putin want? What will Putin do? The pundits and commentators don’t seem to have a clue, which I find rather odd. The clue to Putin’s motives is easier to figure out than any Russian ruler since Stalin, and he provided the key to his personality and goals himself. Any 62-year-old male who thinks he looks better with his shirt off than on is an open book. Putin hunting

shirtless, shooting shirtless, horseback riding shirtless, all manly activities by a man who wants the world to see just how manly a truly manly man can be. I imagine as a boy Putin probably started off just as my cousin Phil did, at the age of two taking off all his clothes whenever company came to the house. At that age, Phil was quite the sensation, suddenly bursting into the living room and dancing around in front of everyone completely naked. All the ladies present thought it was cute; the men rolled their eyes. No doubt little Vladimir was likewise an exhibitionist as a toddler, cavorting in front of friends and relatives in his parents Leningrad apartment. Then perhaps like Phil, Vladimir was persuaded by

his mother to restrict his stripping to fewer articles of clothing. In Phil’s case, it was his socks and shoes, but Vladimir, perhaps filled with stories of the glorious revolution, opted for more manly exposure, hence proudly stripping off his shirt. And then perhaps the male relatives, relieved that the boy was no longer prancing about completely naked, praised young Vladimir for his manly chest and manly abs. Such praise can be addictive to a young man. Of course once Vladimir was in the KGB he could brazenly remove his shirt in front of friends and relatives, indeed in front of anyone, and not be censured or criticised at all. More likely, enthusiastic praise of his manliness dramatically increased; after all, who wants to be arrested and sent to the Gulag.

Now, finally, as an aging demagogue, Vladimir has been able to recreate the joy and freedom of his childhood. No, he can’t run naked in front of his parents’ friends as he would like, but shirtless on a horse, he can imagine himself naked, like a manly Russian Lady Godiva, flaunting his bare chest before the entire world, imagining that he is young, invincible, and powerful, as well as desirable to women and enviable to men. So what are Putin’s plans? What is he going to do? Certainly not what is best for Russia or the Russian people, but whatever courses of action will allow him to maintain his vivid self image of manliness at the highest level for the longest period of time. Ignorance arises out of not looking into story far enough To the Editor: Greetings, Mr. Whelan. I appreciate your comment that “everyone has the right to an opinion, it should be based on reliable information” because I firmly believe it applies directly to you. You claim the 2012 Food Chemistry and Toxicology published report was pulled because the results were not considered valid. Well, sir, I would like to let the public at large know that the comprehensive and thorough study by Prof. Seralini on the effect on rats fed a lifetime of GM corn was pulled from publication not because of flaws but because of outlandish pressure from the GM lobby. The editor (Dr. A. Wallace Hayes) of the Food Chemistry and Toxicology report (Elsevier) stated that though not “incorrect,” the results were thought to be “inconclusive” in his opinion. Since when does one person’s opinion allow them the power to banish to the sidelines a fully comprehensive and, above all, timely study such as this.

Your notion that because genetically modified organisms are so very prevalent in our foods (with little study or consent I might add) means that somehow we should accept them and that there is little food without GM organisms is ridiculous. One needs only to actually look further than the first article that is read in print or on the Internet. Mr. Whelan, there are many opinions out there but I fear people like yourself are not looking into the story far enough and suffer your ignorance because of it. Looking further into this study and why it was banished from publication is an excellent opportunity to see firsthand the horrible, destructive grip giant agricultural lobbies have over our laws, our right to choose and most importantly, our health! One last note, GMO’s are not the same or even comparable to years of plant breeding, what a revealing statement. I don’t buy it Mr. Whelan; less and less of us do. Ben Sorelensen, Grand Forks

To the Editor: Re: An open letter to Premier Christy Clark and Minister Polak. I strongly urge you to withdraw Bill 4—the Park Amendment Act—that would allow industrial activity in our provincial parks. It is clear that your government operates from a whole different set of values than those of us who fought for the creation of our provincial parks in the first place. I doubt there is anything we can say to convince you to change your values. But, as I am sure you are beginning to realize, we will not stay silent or apathetic and allow you to turn this province into an industrial wasteland. Leave our parks alone—leave them for the wildlife, for the hikers, for the young people and for future generations. Leave them for people who respect nature and don’t want to dominate it. Leave them for people who don’t see nature as a commodity to be mined, harvested, fracked, polluted and dammed. Keep industrial development out of our parks, period. A legitimate government would recognize that, even though you have a majority, you have an obligation to represent those of us who hold different values than yours. Time for council to re-examine rules by which they operate To the Editor: Re: Petitions Presented to Council. At the Feb. 11 council meeting the petition on water meters was included in the agenda package. Immediately after that document, a page from the Community Charter was included (article 2003-26-81) dealing with petitions to council.

Agenda materials are available online at the city’s web site. While checking out the city’s web site, take a look at Council Procedure Bylaw No. 1889, 2009, article 24—Notice to Corporate Administrator of Petitions and Delegations. Various members of council have been suggesting that only citizens of the city of Grand Forks are allowed to

sign the petition, there are an insufficient number of signatures on the petition for council to seriously consider the petition, the petitioners should have obtained permission and approval of council on the wording of the petition, etc. None of these “rules” are specified in either the Community Charter or in Grand Forks’ Council

Procedure Bylaw No. 1889, 2009. These undocumented rules are only applied to some petitions brought before council. Perhaps it is time for council to re-examine the rules by which they operate, and apply those rules consistently to every petition presented to council. Sylvia Treptow, Grand Forks

Thumbs down to proposing a spray park Thumbs up to the smokers in City Park that when finished their cigarettes, put it out and take it with them or dispose of it in the trash. It’s so much nicer sitting at the benches without looking at the butts. Thumbs down to rude people. As I was walking into the Post Office, I overheard a city councilor speaking in the most disrespectful way to a female who had a petition/info handout. You were engaged in a conversation with her and while she was being respectful enough to listen to what you had to say, it was appalling to witness how you would not reciprocate that type of consideration back to her. Your tone of voice was embarrassing. Do you speak to everyone in this manner or do you just save it for those who disagree with you? Thumbs up to people who remember to say “thank you.” Thumbs down for proposing the

building of a spray park, especially while there are heated debates over the water meters. While the building of the park might initially be fully funded without city money (via grants and fundraising, etc.), who do you think will have to pick up the costs for the upkeep and water that will be metered for this park? Taxpayers, that’s who. Thumbs down: How fair is it to put one water meter into a senior’s mobile home park, forcing everyone to share the water bill no matter how much

water they personally use or don’t use? Thumbs up to the Thumbs Up/ Thumbs Down section of the Gazette. Thumbs down to the teachers who willingly retire part way through the school year. Thumbs up to the restaurant owners who serve Red Rose orange pekoe green tea instead of Tetley and other companies because others contain six to 22 pesticides in their teas as reported on Marketplace last Friday, March 8. Meters hurt city’s poor Long winter or a doomsday prediction? To the Editor: We are told that conserving water is worthwhile. And, our city council is telling us that we need water meters to conserve water. But, do water meters conserve water? Or, is it people who conserve water? Are water meters just an expensive way to encourage people to conserve water? How much would water meters actually cost us? It takes over $1 million to install them, and then there are maintenance costs. Water meters need to be tested regularly. Also, some water meters are expected to last 20 years, so there are future replacement costs. Is it possible that we could conserve water voluntarily—and save over $1 million by doing so? But, how can we create a fair system that promotes conservation without the use of water meters? What kind of an approach might motivate people to conserve, whether they are rich or poor? Perhaps the people could be motivated to save over $1 million and show that they can conserve without water meters! Here are some ideas for consideration: • a challenge to see how much we can conserve, measuring four times per year and letting the public know the results each time • city website page featuring best practices • newspapers with articles of inspiring stories of techniques residents use to conserve water • section in public library dedicated to sharing water conservation resources • sharing best practices with neighbours and friends • have a discount on our water bill if we get a local business to check our home for leaks and we repair them • receiving rebates from the city for purchasing drip hoses, rainwater collection barrels, low flush toilets, front load washing machines • competition to create GFTV conservation how to videos or radio water conservation jingles and/or songs Installing water meters means pay per use. The poor would be able to afford less water, and the rich would be able to afford more. Can we not continue to pay for water the way we have been, and keep it affordable for all? AnnuAl Spring Sweeping progrAm

Our annual Spring Sweeping Program is scheduled to begin in late March and continue through to April cleaning up winter sand, dirt, and leaves accumulated on roadways, sidewalks, and boulevards. Regular removal of debris is necessary to prevent storm water drains from clogging, keeps our roads safe, protects the environment and improves the appearance of the City of Grand Forks. Sweeping will begin in the downtown core, and progress to arterial roads and residential streets. To help us provide the best service possible, residents are reminded to:

The city is looking to enhance services to the community while creating a revenue stream for municipal coffers at the same time. City council approved the community fibre optic network plan and authorized staff to proceed with offering value-added technology services to community organizations, local businesses and other local government entities. “It’s an exciting plan that looks at making some offers to businesses and industries that would give us an opportunity to have a revenue stream,” said Mayor Brian Taylor during the regular council meeting in chambers on March 10. The fibre optic plan is an agreement between the City of Grand Forks and School District 51 (Boundary). The fibre network was installed in the city in 2010 at an estimated cost of $1,050,000. In November 2011, the city signed a five-year contract with Telus to provide 10 megabits per second fibre Internet connection for $20,000 per year. A staff report to council on the matter said, “The shared infrastructure in the data centre provides good quality, reliable, redundant network gear to the city and school district and makes it possible to offer this infrastructure to other organizations.” “It’s an opportunity to take a great asset that we’ve established and begin to expand it,” Taylor told the Gazette after the meeting the city has always had visions it could hook up more businesses and organizations within municipal boundaries. “We’re in a position now that we can move in that direction,” he said. The key assets in the network for generating revenue are: the data centre; fibre optic network; and server infrastructure. The data centre currently hosts several key services including email servers, spam filter, web servers, backup storage, VoiP phone system, rack space and centralized faxing.

“It was a bit of a disaster so no one wanted to go back to that,” he said. “Yet with a shared service that’s what we’re set up to do: contract out that service not contract to a secondary contractor. “They’re (Commissionaires) a for-profit corporation. They’re not a non-profit. People need to know that. They’re paying themselves really well while, in fact, the wages to the front line employees are minimized.” Taylor felt that since the people of Grand Forks and the Boundary region were paying for the service, the money should go to local residents not to an outside contractor. “We simply want to sit down and see if we can work out a different arrangement with the partners,” he explained.

The Hip Sisters performed with some young fans on March 8 at the International Women’s Day event at the Boundary Women’s Resource Centre. The event, which featured several performances, was one of many celebrations of women throughout Canada on that day. International Women’s Day began in 1977 when the United Nations proclaimed a day for women’s rights and international peace. The idea for a day to celebrate women first arose at the turn of the last century; it is rooted in the struggle of women to participate in society on an equal footing with men. Initially the focus of the movement was women’s rights and the achievement of universal suffrage for women. Today the focus is more a celebration of the strength of women.

Interfor union signs deal Grand Forks Interfor workers voted in favour of a new five-year deal, according to a union press release issued Monday. Union members of Grand Forks and Castlegar sawmills, USW Local 1-405 and 1-423, ratified a new five-year collective agreement. The new agreement included some concessions for the unionized workers at the mills, including a 13 per cent wage increase over the life of the agreement. As well, the members will receive $3,400 in bonuses over the five-year term and a $2.50 increase over the life of the agreement for tradesmen. Some movement was made on improved contributions to the pension plan by the employer for members in Grand Forks.

Continued from Page 1 The proposed area is from Grand Forks east to Christina Lake and Highway 3 north to the Sand Creek Forest Service Road. The area is approximately 17 kilometres from west to east, and 12 km. south to north. Among the groups represented at the meeting were Grand Forks ATV Club, RDKB Area C, Ministry of Forestry, Lands

and Natural Resources, Ministry of Environment protected areas, Interfor, Mehmal ranch and Boundary habitat stewards. “We had a lot of people who were able to come here and listen to the proposal and sit and listen to everyone’s concerns about it,” said Zorn. “Things were brought up today that were all workable such as signage and educating the public. That is what the club sees as the most important part of this: education of the public.”

Also in the proposal were the plans to develop three staging areas at separate locations on the trail which would include bathrooms, picnic tables, kiosks and loading and unloading ramps. “This would allow the public to have access to the immediate area,” said Zorn. “People would be able to use these facilities to safely to get off the highway and unload their machines. The signs on the kiosk would inform people of what to expect.”

The successful Grand Forks kitchen scraps compost curbside collection program will soon expand to include nearby rural residents and become the first rural area in B.C. to receive this type of waste collection service. On Feb. 27, the board of directors of the Regional District of Kootenay Boundary (RDKB) gave approval to the concept of expanding garbage and green bin collection service to include all Area D (rural Grand Forks) residents who presently receive the curbside blue bag recycling collection service. Acting Area D director Roly Russell said the decision to expand green bin collection to rural residents was an easy one. “Economically, environmentally and socially this is a win for residents on all three bottom lines,” he said. But an implementation plan has not been finalized at this point said Solid Waste Program coordinator Tim Dueck. Residents can expect the service to start around Oct. 1. “Area D residents who now receive bi-weekly blue bag service will get the same weekly green bin and bi-weekly garbage collection service that city residents receive,” he said. The collected organic material will be brought to the Grand Forks landfill where it will be composted with other yard and garden waste. In 2013, the RDKB landfill in Grand Forks composted a total of 2,600 tonnes of organic material—232 tonnes of which was from city resident’s curbside green bin program. “The kitchen scraps collection service is a hugely successful diversion program in Grand Forks,” said Dueck. “In 2013 we collected more by weight of organic material in the green bins than we picked up in garbage cans. Kitchen scraps are a welcome nitrogen component for our present yard and garden waste composting program.” Director Russell said rural residents would embrace this program. “Even rural residents who already have a vigorous composting program will benefit from this program that targets stuff that people don’t normally compost in their backyards, like diapers, kitty litter, dog poo, meat/dairy scraps and tissue paper.” For more information on the RDKB’s Green Bin Program visit www.rdkb.com or ‘like’ them on Facebook: kNOw Waste—RDKB.

I didn’t want my wife and kids to know what I was up to, so I parked it around the block. I knew it would be gone in a few days. This time, I used Kijiji and Craigslist. “Car for sale. I told her I’d meet her at a nearby gas station and would throw in a free tank of gas. She was thrilled. When I met her, she told me that she needed a cheap, dependable vehicle to get to her new job. She’dd been taking the bus for weeks and was tired of her commute. To my annoyance, she wanted to check the vehicle thoroughly. So I distracted her. I told her I was sad to let “my baby” go, but I

wanted to keep my wife happy. She nodded sympathetically. As she handed me the money, she asked if the vehicle was in any accidents. Now, I’m not a good liar. A request has been received at city council to install a wireless relay at the city’s airport beacon sites. Ben Peach, representing China Creek Internet and residents of East Grand Forks, was on hand at the committee of the whole meeting to give a presentation on the project. Peach said the location would be ideal to allow wireless Internet to homes in the east Grand Forks area that do not currently get it due to their location. “It’s ideally suited, geographically,” he said. “We also like the site because it’s easily accessible pretty much all year long.” Peach said it’s also much easier to put this into an existing site where land titles are already in place. China Creek would install a small (12-15 inches tall) pipe or mast beside the building, inside the beacon compound. The company has also stated that they’re willing to provide remote monitoring at the site to help protect their repeater, as well as the beacon. The project will not cost the city, said Mayor Brian Taylor. “But having them there may make our emergency airport lights safer,” he said.

Heads: you get a worse recycling program. Tails: you get to pay more for it.

The BC Government is proposing to offload the province’s world-class recycling programs, run by local municipalities, to an association led by big multi-national corporations. The idea is that we’ll get a better, more efficient program that costs taxpayers less. Unfortunately, what we’ll really end up with is anyone’s guess. The association isn’t guaranteeing that we’ll get a better program, or even one as good as the current Blue Box program already in place. Since the association is led by big businesses outside of BC, many of whom are not even headquartered in Canada, one could presume that profits will come before environmental stewardship. They usually do. They also won’t guarantee that there won’t be any job cuts here in BC. And how is this supposed to make things better for BC?

Currently, BC homeowners only pay, on average, $35 a year for curbside recycling. Under the proposed regime, you’ll pay more. Every time you bring home a pizza, buy toilet paper, or pretty much anything else that comes in a package, businesses will be passing their increased costs on to you. How much more? Well, nobody’s saying. Here’s the only thing anyone does know: we already have a Blue Box program that works, is efficient, managed locally and puts the BC environment first. So why is the BC government flipping a coin, bringing in a questionable recycling program that some of our local elected officials are already calling a “scam?” It’s time to contact Premier Clark and ask her.

The time is now to speak up on saving the agricultural land reserve in B.C., urged one former provincial agriculture minister. Corky Evans, a former NDP MLA from Nelson and a long-time minister of several portfolios including Agriculture and Food, spoke at a Save the Agriculture Land Reserve (ALR) rally Wednesday night at Selkirk College in Grand Forks. Evans spoke for over an hour to a crowd of about 50 people and later answered questions from the audience, and the message was simple: the time to act to save the agricultural land reserve in its current state was now. “It’s a lot like getting married … speak now or forever hold your peace,” he said. “That’s exactly where we’re at today. Legislature is in session and the government is waiting to hear what you have to say. Silence is a big voice so if we say nothing, we give permission.” Evans urged people in attendance to fill out postcards that were available at the event as well to sign the petition (online at www.change.org/ en-CA/petitions/christy-clark-hands-off-bc-sagricultural-land-commission). February marked the 40th anniversary of the ALR, which was created to protect farmlands across B.C. for agriculture. The ALC was set up to administer and protect the ALR lands. Sheila Dobie, chair of the Grand Forks and Boundary Regional Agriculture Society, said there is fear the Agricultural Land Commission (ALC), which is currently a non-partisan organization, will given to a ministry and open farmland to development. Evans began the evening with a brief history of the ALR, which started in 1973 as a way for the government to protect farmland. In 2007, the ALR experienced its biggest loss of land as property was sold off for industrial developments in the north and for resort and residential subdivisions in the south. According to the ALC’s annual report, the 1,220 hectares of farmland out of the 4.76-million-

Some parcels are thousands of hectares in size, while others are small and located within urban centres. Some land isn’t farmed, or even farmable. Despite boundary changes over the decades, the ALR remains at about the same size as when it was created—mainly because lands in the northern part of the province were added to the reserve, while agricultural land in the south was removed. The province’s best agricultural land is concentrated in Richmond, South Vancouver Island, the Fraser Valley and the Okanagan. Lending a voice to restitution Restorative approaches are being used around the world in ways that go beyond diverting criminal cases from courts. Pre-sentence circles, particularly in situations involving aboriginal offenders, are being used in courtrooms to give victims and community members a voice in determining restitution and reintegrating offenders into the community. Prisons have provided opportunities for offenders and victims to meet, even when years have passed since the crime occurred. This week’s story is about such a meeting. In a post sentence case from Scotland, a 15-year-old boy was knocked off his bicycle and killed by an intoxicated driver. The driver was sentenced to eight years in prison. Halfway through his sentence, the parents of the boy were informed that the driver would soon be released on probation into the community. This raised a lot of issues for the parents: what happens if they meet on the street; how has this incident affected the driver; is he ready for release into the community? They requested a meeting with him. The parents repeatedly said that they wanted to hear the driver’s voice—they wanted to hear him speak for himself. apologize for the devastating harm he caused. A process of shuttle dialogue began which culminated in a five-hour restorative justice meeting. Outcomes included the parents hearing the driver’s voice and accepting his apology. There was a noticeable change in language at one point during the meeting. The mother of the boy used the phrase, “when our son died.” She then commented that she never used that phrase before—previously she used phrases like, “when our son was killed” or “when our son was knocked down.” This indicated a deeper shift in moving on from such a tragic loss. The parents have since spoken publicly about their experience of meeting the man who killed their son, in order to let others in a similar position know that this is possible. The driver said the meeting was the most difficult thing he’d ever done, but it was the right thing to do. Richard Tarnoff is coordinator of the Boundary Restorative Justice Program. Major issues raised in ‘unique’ city meeting CRAIG LINDSAY

The City of Grand Forks hosted a new and unique way to engage the public. About 75 people showed up for the city’s first community engagement conversation event at Omega Restaurant Wednesday. The event, which was organized by the Association of Kootenay Boundary Local Governments (AKBLG), featured a host and a number of props such as stickers, dots, poster boards and more, all designed to get a diverse group of residents to work together. The citizens came up with different ideas on what needs to be improved in the city and ways to go about those plans. The event was a pilot project for the AKBLG. Grand Forks was one of three communities chosen, with Fruitvale and Cranbook being the other ones. Facilitator Leslie Taylor, principal at L.A. Consulting, said her firm was hired by AKBLG to put on the Grand Forks event, which proved to be “lively” and there was “lots of energy” in the room. She said the AKBLG wanted to try something to better engage the residents and get some thinking going on with the election coming in the fall. “They also wanted to promote it more through social media and see if that brought out a different demographic,” she said. Taylor said she designed the format for the event based on feedback from the AKBLG and the mayors of Fruitvale and Cranbrook, and councilor Cher Wyers. “Every table had five envelopes. Each envelope had a different activity in it,” she said. “People worked together with the ac-

tivities. There were table discussions. A few times during the evening I shuffled the tables so people got a chance to talk to different people.” Taylor said that once all the sessions are finished she will go through all the papers and come up with a final report for the AKBLG annual general meeting on April 11. Each community will also receive a copy of the report. Wyers, who is the City of Grand Forks’ representative on the AKBLG board, was largely responsible for bringing the event to town. She felt the unique format of the event encouraged conversation around city issues. “The communication that evolved

Fruitvale, the smaller community, had a turnout of 40 people, while Cranbrook, the large community, had a similar turnout to Grand Forks.

Rising basketball stars from the area will have an opportunity to play with the best players in the province this spring. Grand Forks Secondary (GFSS) is hosting a tryout camp for Under 15 girls (grade 9 and younger) on Saturday, April 5 from 10 a.m. until 5 p.m. The cost to try-out is $55 per player plus $15 for a Basketball B.C. membership. Registration includes t-shirt, socks, insurance and a written evaluation. The camp will feature individual skill development as well as scrimmage games. “At the camp, coaches will select 10 players for the team plus a few alternates,” said head coach Craig Lindsay. “Those players will have practice sessions on two Saturdays (April 19 and May 3) at GFSS and then travel to compete at the provincial zone tournament in Langley on May long weekend.” Players from throughout the Kootenays are eligible as long as they were born in 1999 or later. “The team will compete with seven other zones throughout the province at the Langley Events Centre,” said Lindsay, who coached the junior girls team at GFSS this past year, and has coached several regional teams in Victoria. “The competition is really good. You see all the best players from throughout B.C. trying to win the provincial title.” From the provincial zone championship, 40 players will be chosen to attend the U15 provincial team selection camp where the two provincial teams are chosen. The pee wee version of the West Kootenay Wildcats (all girls team)—with players from Greater Trail, Castlegar and Grand Forks minor hockey associations—wrapped up their league playoffs two weeks ago in the Atom A Division. The ‘Cats completed the round robin portion of the playoffs in first place and then defeated the Greater Trail team in overtime to get through the semifinals to the final versus Nelson. Playing their fifth game in 48 hours, the ‘Cats lost a hard fought game to Nelson and placed second. The Wildcats headed out last weekend to represent the area in the pee wee girls provincial championship tournament in Surrey. Four Grand Forks masters curling teams performed well at the recent B.C. Interior Masters/Pacific Masters Combined Championships held in Salmon Arm and Chase. In the 60-plus men’s event, the Vern Best team skipped by Gerry Foster with Tom Bassett (second) and Joe Hasabe (lead) finished their eight-team round robin combined championship tied for second place overall. In the 70-plus men’s event, the Gordon Shimizu team (jointly skipped by Homer Good) with Paul Beattie (third), Ken Hamanishi (second) and Paul Androsoff (lead) finished their eight-team round robin combined championship tied for third place overall and tied for first place in the four-team Interior championship. They lost the Interior title to a team from Vernon in a shootout. When I bought my new car, I called my insurance broker to fill out a new application. He asked me if I have any traffic accidents on my record? I replied,” No, except someone once hit me!” So he snaps, “Well that’s a accident!” I snap back, “No, the guy did it on purpose!!!”

Despite her team not medaling at the B.C. Winter Games, one local teen is grateful for the experience. Brittney Konkin, a Grade 8 student at Grand Forks Secondary (GFSS), played defence for the Kootenay regional select team at the Winter Games, which were held in Mission in February. “It was a really good experience,” she said. “It was so much fun and so great to be with my friends and play hockey.” Konkin had to travel to Nakusp in January to try out for the team. The tryout included dry land as well as on-ice training. The twoday tryout also featured fitness testing for all the players. Konkin was the only player from Grand Forks to try-out. Brittney Konkin She did get to play with many of her teammates from the West Kootenay Wildcats, the Castlegar-based team she plays for in the winter. The Kootenay team was able to have one practice before flying out to Mission, and they practiced once while there. The team played four times at the winter games and lost three and won one. They, unfortunately, didn’t qualify for the medal round. “I think I played well,” said Konkin. “The competition was way higher than I’m used to but it was easy to adjust to.” Konkin was one of the younger players there but felt she fit in well with the other girls. She admits she was nervous before the first game but found it easier as the games went on. “I didn’t really want to mess up,” she said. “It was a pretty big deal. As I started playing, though, I felt way more comfortable and I wasn’t nervous any more.” She said she really noticed how much faster the play was at the games. “You couldn’t do as many risky plays. You couldn’t just carry the puck all the way up the ice,” she said. Besides playing for the West Kootenay Wildcats, Konkin also plays for the Grand Forks Bantam boys’ team. She is hoping to get a scholarship down the road. Konkin is hoping to get into a spring hockey camp in Canmore, Alta., run by Olympic gold medalist Megan Agosta.

Beginning April 1-17, parents and their children six month to three years can participate in Parent and Tot swim lessons. Classes take place Tuesday and Thursday evening from 6-6:30 p.m. Parents participate in the water with their children as the instructor leads participants in introductory skills and water safety through games and fun activities. Please pre-register by March 25.

Preschool swim Preschool lessons will be taking place on Saturdays beginning April 12. The eight-level program is designed for children ages three to five years old. Classes will run between 10-11 a.m. through May 17. Pre-registration is required by April 4. Swim and play Running in conjunction with Saturday preschool lessons is Parent and Tot Swim and Play. Swim and play is sponsored by Success by Six and gives parents with children six years and younger opportunity to come to the pool for free to experience the aquatic environment in fun and safe ways. The program is facilitated by an instructor who is there to offer support and guidance should you require it. Swim and play takes place April 1217 from 10:30-11:30 a.m. and is a drop-in program, so no registration is required. There are several versions of the lyrics written by Oleksandr Konysky, although the main idea and rhyme does not change. The family of Ken Jones are saddened to announce the passing of our dear Dad and Grandpa, on March 3, 2014 at Sherwood Park Care Center in Alberta, surrounded by his family, at the age of 80. We may not see him anymore, but it will be hard to forget the quiet man with the sparkle in his eye and huge smile. His lingering presence will be felt by all that knew him. Jesus was a carpenter...seems they were ready for a great stucco guy. Ken was born on May 20, 1933 to Mary Jones in Edmonton AB. As a youngster, he moved to the Okanagan to live with his grandmother, attend school, and work on the family farm. As a young man, he moved to Saskatoon SASK to begin his trade in plastering and stucco, quickly becoming a master tradesman. Ken met and married Margaret Klassen in ‘53 and they had 5 beautiful children. A productive, but shorter marriage. Ken met his soulmate Effie Young, and together they packed up their family and moved to Grand Forks in 1970, where they married. Ken and Effie successfully ran “Ken’s Plaster and Stucco”, while busy raising their 7 children. Ken, the work truck and his faithful companion “Mr Dudly” were a welcome sight in Grand Forks for 28 years. Everyone who knew Ken, knew of his personal passion for fishing and hunting, and all would have heard the many “fish stories”. It wasn’t just a hobby, it was how he lived. Of all the places Ken fished, his favorate was “Never Touch Lake” in the Christian Valley. On retirement, Ken and Effie moved to Sherwood Park and enjoyed much more hunting, fishing and friends. Ken is survived by his loving wife Effie Jones, and children Garry, Leonard, Judy, Roxanne, Tracey, Jackie and Valerie, 8 grandchildren, and 13 great-grandchildren. Ken was predeceased by his Mother (Mary Jones) and Grandson (Kevin “KC” Krinke) A Celebration of Life will be held at “Never Touch Lake” in the summer (Date to be announced at a later time).
