Making a little hello go a long way Claremont’s Sage Broomfield takes kind greeting to new levels Christine van Reeuwyk News staff

A friendly “hello” in the hallway between students of all abilities is among the most rewarding moments of Sage Broomfield’s time at school. What seems like a trivial piece of high school life is the golden outcome of a program the Grade 11 student started at Claremont secondary. “She’s had such an impact on the student body as a whole,” says principal Bruce Frith. “She’s articulate, she is involved in a lot of different things … she started an initiative in our building called Best Buddies.” That’s where the “hellos” come in. “Best Buddies is an international organization A series on talented dedicated to creating lasting friendships between Saanich teens students with intellectual destined to become diverseabilities and their the next generation peers,” Broomfield says, stretching the informaof great leaders tion out in one breath. The 16-year-old is clearly used to describing the program she founded two years ago at Claremont. “It was my Grade 9 year and I hadn’t really met anyone yet.” Best Buddies piqued her interest after hearing that teacher Randy Stetson was looking for a student to start up a Claremont-based chapter of the program. Broomfield took charge, and started holding meetings and spread the word about the program, where learning disabled youth meet at lunchtime with a mainstream peer. “As soon as Sage saw the opportunity, she stepped forward, and using her outstanding people skills, quickly recruited a wonderful group of caring students to start the chapter,” says Stetson, an integration support “I really just teacher at Claremont. “We were able to match five genuinely enjoy it. It’s “amazing” when a special needs student feels comfortable starting a conversation with a group in the hallway, or waving hello. “It helps form connections. I think that’s the most lasting thing, especially for the kid with diverseabilities; they sometimes find it difficult to make and sustain friendships in the classroom,” she says. “Making friends … is really difficult for a lot of them and it negatively impacts their school experience because friendship is such an important part of high school.”

The rest of the student population also benefits from the relationships, learning to be more accepting and seeking out understanding in others. “There’s this common misconception that every student with difficulties is either really happy or really difficult. … In this club we learn (each other’s) personalities and become friends,” Broomfield explains. “Sage has an incredible ability to bring people together,” says Stephanie Riedstra, a special needs support teacher. “She is so warm and genuine that she connects with everyone. ... In the halls, in the classrooms and in the community, Sage’s presence makes it possible for everyone to feel good about being together.” While her passion lies in Best Buddies, the teen also has a hand in student government, Key Club (a service club at the school), and Free the Children, alongside excelling in her academics. “I dabble,” she says modestly. She’s also registered in the Pursuit of Excellence program, designed to better develop students both academically and socially. Students select a focus of study to identify areas of potential post-secondary options. The students also participate in the Duke of Edinburgh Awards program that has four required components: service,

adventurous journey, skill development and physical recreation. She’s also actively involved in the arts and plays on the school rugby team. “I have struggled in the past (with time management). … I’ve found a balance of what works for me,” she says. “It got (to be) too much. I wasn’t able to put all my efforts into one or two clubs and my schoolwork. This year I’ve found a really good balance.” While Broomfield learned to carve out a schedule that accommodated each of her passions, she feels the extras add pressure – but in a positive way; they build expectations that help her grow while providing leadership opportunities, she says. “It helps that I really just genuinely enjoy it. I love seeing something and putting myself into it,” Broomfield says. “It’s just another connection to the school and my peers. Claudia Parfitt didn’t anticipate detective work when she volunteered to pull invasive plants in a park near her Saanich home. “I was just pulling ivy and I pulled up this wallet,” Parfitt said last week at Bruce Hutchison Park. After scrubbing decades of muck from the red wallet she discovered a social insurance card, driver’s license and a 1977-78 Oak Bay senior secondary ID belonging to Nicola Mary Ker. Parfitt phoned all the Kers listed in the Greater Victoria phone book, but had no luck tracking down the owner. She assumes Ker married and changed her name, or moved away. “It would be nice to return it to her,” Parfitt said. Taxman arrives, but only online Cuts to federal tax agency sees influx of new clients at local aid centres Daniel Palmer News staff

Funding cuts to federal tax offices are creating confusion and frustration for hundreds of Victoria residents, with non-profit groups being left to pick up the slack, says the head of a local legal aid group. Together Against Poverty Society is one of several local organizations that runs tax preparation clinics for low-income, disabled and senior residents on behalf of the Canada Revenue Agency each year. “It’s a program that the CRA delivers, but all they do is refer people to organizations like us,” said Kelly Newhook, TAPS executive director. “So if you call CRA and ask them to help low-income people do their taxes, they end up in our office.” TAPS relies on six retired accountants and accounting students to help about 60 people file their taxes once a week as part of the CRA’s Community Volunteer Income Tax Program. Last year, volunteers recovered $1.5 million in federal and provincial tax returns, and TAPS has already recovered $790,000 for more than 400 clients this season, Newhook said. On the CRA website, the referral program is touted as a “collaboration” with community organizations, but it amounts to little more than the downloading of government responsibility onto aid groups, Newhook said. “The program increases our overhead and CRA doesn’t give us a penny,” she said. Last October, CRA offices across the country were permanently closed to the public, a result of more than $100 million in cutbacks to the federal agency.

Victoria MP Murray Rankin said his office is experiencing a surge in calls from residents, many without access to computers, who are confused about how to access CRA services. “You don’t get the tax packages in the mail anymore, you can no longer do Telefile, and you can no longer do simplified tax return forms,” said Rankin, also the Official Opposition’s National Revenue critic. Rankin said CRA employees who previously trained volunteers in person and assisted with complicated tax files are now only available through an 800-number that can get backlogged. “The government walks away from any accountability for service delivery and who picks up the slack? Community-minded groups,” he said. Silver Threads offices in Saanich and Victoria administer the CRA’s low-income program, assisting about 320 low-income seniors during tax season, said Anne Nelson, Saanich centre director. Drop-off tax preparation services are also available through St. Vincent de Paul Social Concern office, Saanich Baptist Church and others. To help meet demand, TAPS and the Victoria Cool Aid Society are hosting a “tax return blitz” today (March 19) at the Downtown Community Activity Centre, 755 Pandora Ave., from 9 a.m. to 3 p.m. Rankin’s office keeps a list of organizations providing volunteer tax clinics online at murrayrankin. ndp.ca. dpalmer@vicnews.com

The Integrated Road Safety Unit on Thursday arrested the man believed to be responsible for an armed bank robbery earlier this month. Saanich police were able to identify a suspect after releasing a high quality image from the March 3 robbery of the Bank of Montreal in the 3400-block of Cook St. On March 6, charges of robbery were sworn against Saanich resident Benjamin Lawrence Robert McDonald, and a Canada-wide warrant was issued for his arrest. IRSU members conducting a roadblock around 11 p.m. on Gorge Road near Qu’Appelle Street Thursday (March 13) watched an approaching vehicle make a U-turn, which officers believed was an attempt to avoid being stopped. An IRSU member followed the vehicle and pulled it over a short distance away on Harriet Road. The driver was identified as McDonald, and he was arrested on the outstanding warrant.

Business group battles recycling fees Alliance urges B.C. to pause plan for containers, paper Jeff Nagel Black Press

An alliance of business groups opposed to the new Multi Material B.C. recycling system are demanding the province halt the planned May 19 launch and go back to the drawing board. MMBC, an industry stewardship group, is poised to take responsibility for curbside blue box collection – with more containers and material types collected than before – while charging businesses for the recycling of the packaging and paper they generate. But it’s been in a bitter fight with small business groups that complain they are set to pay punishingly high fees, which will then be passed on to consumers. The battle took a new turn March 10, when the Canadian Federation of Independent Business and eight other associations launched a campaign in B.C. newspapers and online at rethinkitbc.ca to amplify the pressure on Victoria. CFIB provincial affairs director Mike Klassen predicted job losses and some business closures as a result of the MMBC regulations and fees. “This is public policy run amok,” he said. “We are asking British Columbians to talk to the B.C. government to push the pause button on its reckless and red tape-laden program.” B.C. Agriculture Council vice-chair Stan Vander Waal said farmers can’t readily stop packaging strawberries and blueberries in plastic clamshells, because retailers insist that’s what consumers want. “We have to wear the cost,” he said, adding MMBC fees will cost his Chilliwack farm $60,000 to $100,000 a year. “It goes directly against growing agriculture.” Canadian Newspaper Association chairman Peter Kvarnstrom, who is publisher of a paper in Sechelt,

warned the new system will be “catastrophic” to B.C. community and daily newspapers, resulting in job losses in an already challenged industry and reduced service to communities. The opposition groups say they support the aim of the program – to make generators of packaging pay to recycle it – but they dispute the fees and say multinational consumer goods firms like Unilever and Walmart control MMBC and are manipulating it to their benefit, not that of local businesses. Most of the fees for container waste are double or even quadruple what businesses in Ontario pay to a similar agency. Newspapers say they face a $14-million-a-year bite out of their operations because of the 20 cents per kilogram they will pay on newsprint, compared to less than half a penny in Ontario. They contend a high proportion of newsprint is already recycled in B.C. through blue boxes. Kvarnstrom said newspapers are considering options to create their own newsprint collection system – a move that could also deprive MMBC of newsprint revenue and undermine the program’s viability. MMBC managing director Allen Langdon said MMBC’s higher fees are because they fully finance the program and ensure service for multi-family apartments and rural depots, in contrast to Ontario’s more limited focus on single-family homes. He said B.C.’s successful container deposit system also means there’s less recyclable material left here for container stewards to collect and sell, so fees have to be higher to cover the system costs. Environment Minister Mary Polak said most businesses are exempt from the fees if they have under $1 million of retail sales, generate less than a tonne of material or operate out of a single retail outlet, while generators of one to five tonnes per year pay flat fees of $550 or $1,200. editor@saanichnews.com

CRA cuts make tax time worse It’s tax time again, a point on the calendar that most Canadians dread. Pulling together our receipts, filling out forms and paying for help are not activities we usually embrace. While the Canada Revenue Agency is probably not on everyone’s Favourite Government Agencies list, the CRA has been able to help out taxpayers by supplying tax forms, advice and one-on-one help for those of us who can’t afford professional help or just find filling out paperwork a challenge. This role, like many other federal government programs, has been sharply curtailed in recent years as the feds continue to download responsibilities to the provinces, cities and non-profit groups. They have cut back on the availability of paper forms, pushing the citizenry to online tax filing. This particular trend has hit a couple of groups harder than others: seniors, lower income individuals and those with disabilities. These groups, for obvious reasons, may have a harder time dealing with online forms, understanding advice delivered via the phone or finding the extra funds to pay for an accountant’s help. It’s exceptionally curious in the case of seniors, a demographic that has traditionally been supportive of the current Conservative government. This is a group that has not grown up with computers, is less likely to own one and faces diminished financial resources and health issues that can complicate communication that is not face-to-face. Luckily, volunteer groups have stepped up to fill the governments’ responsibilities. Several local non-profits, such as the Together Against Poverty Society, James Bay New Horizons, Silver Threads and the Victoria Cool Aid Society, offer tax preparation clinics and advice. Kudos should be extended to these organizations for their efforts, but it highlights a troubling trend. The federal government is continuing to turn its back on some of our most vulnerable citizens and in an area that we are forced, by law, to deal with. Suffice it to say that while we have busloads of protesters in B.C., you don’t see them in those benevolent petro-states Angola, Iran, Iraq, Libya, Saudi Arabia, Nigeria, Venezuela, Kuwait or Algeria. They’re not saving the whole planet, just the safe and lucrative parts. And as I mentioned after the protester-staged Neil Young concert tour, it’s amazing how American oil and gas interests and Alaska oil tankers remain invisible to this sophisticated network. NDP environment critic Spencer Chandra Herbert met with the green machine too. He wants all of B.C.’s groundwater mapped and measured deep into the Earth’s crust. That should take a while. LETTERS Push for tree Province’s budget protection neglects environment is misguided I was disappointed, but not surprised, at the recent provincial government calculation of a balanced budget. Finance Minister Mike de Jong proudly proclaimed that “the greatest gift we can leave our children and grandchildren is a debtfree future.” I agree entirely, but only if we expand the equation for a balanced budget to include ecological and social costs and benefits, in balance with the economic calculations. I laboured five decades as a wildlife conservation biologist in all parts of Canada. Over those years I was often engaged in losing struggles to protect and conserve fish and wildlife populations and their habitats from impacts of poorly planned resource development projects. Too frequently the ecological services provided by the natural world, if considered at all, came near the very end of a long list when the benefits of a development project

were being marketed. Planning horizons seem to terminate at the next election. Budgetary considerations always seem to focus on achieving narrow, short term economic goals, with no real regard for the broader ecological implications. This is a new era. Society is now faced with developments on a scale which I couldn’t have imagined as a young field biologist. We can’t continue to treat ecological services as free goods. The piper of climate change is playing a very somber tune, perhaps a dirge. We must alter our course to one which treats the natural world with dignity and respect, not a compost heap with a seemingly inexhaustible ability to absorb the egregious insults imposed by industrial humanity. We must demand from government processes of fullcost public accounting. Tom Wood Saanich

Why is Saanich trying to force people to retain old trees that endanger people, and young trees growing in the wrong place? Why are mature trees considered intrinsically better than grass, gardens and shrubs (which Saanich has praised for providing shelter and food for small birds and animals)? How is it possible to measure forest canopy coverage to within a few per cent, to make Saanich’s alarmist projection of trend? The ‘canopy’ push comes from the council that spends its time worrying about the colour of paint on a private building instead of policing. Why the negative view of people when evidence is all around that people plant and nurture vegetation on their land? Why subject people to the hazard of old trees falling on houses and root damage to foundations? That’s not good behaviour for humans. Keith Sketchley Saanich

Nellie Quinn plans to bring a pub vibe to church this weekend. The celebrated Greater Victoria fiddler returned to her Sidney roots about a year ago after graduating from Newcastle University in the United Kingdom. In her four years studying folk music abroad, she developed a new family of musicians in the pub scene. Among them she met “amazing” Scottish musician Chris Meredith and since her return to B.C. for multiple teaching gigs, the pair developed a West Coast tour as Punters Reunion The tour kicked off last week at the Deep Cove Folk Club, continues this week at the Vancouver Celtic Festival and wraps Saturday in Fairfield. “It’ll be nice to finish the tour in Victoria,” she says. “I think it’ll be off the cuff. We’re quite relaxed. We’ve always played in pubs together so we’re going to try and bring that feel.” They’ll interact with the audience, joking and telling tales of their pub days in Newcastle. “All the folk music really derives from the pubs in Europe. It’s going to be a strong Canadian and Scottish focus for our repertoire,” she says. Divided by oceans, the duo recorded songs via Facetime and rehearsed individual parts, well, individually, then shared those through technology. “We’re just going for it, you know. It’s just happening. It’s not too forced.” Each has a handful of original tunes they’ll mix into the loose set list, that could feature music as newly minted as that afternoon. “It’s all very new and I’m sure we’ll be writing some tunes together this week, and playing them the same day we write them,” she says with a laugh. Woman dies after Sunday condo fire Christine van Reeuwyk News staff

A Saanich woman died in hospital Sunday night following a condo fire earlier in the day. Saanich Fire Department were called

around 4 p.m. to 4490 Chatterton Way after someone spotted smoke coming from a third-floor unit. Firefighters rescued an unconscious woman from the affected suite. She was transported to hospital, where she later died.

The fire was controlled and extinguished by the building’s sprinkler system. Damage, estimated at $60,000, was mostly confined to the suite, with some water damage to suites below. The cause of the fire is yet to be determined but is not considered suspicious.

The BC Government is proposing to offload the province’s world-class recycling programs, run by local municipalities, to an association led by big multi-national corporations. The idea is that we’ll get a better, more efficient program that costs taxpayers less.

Currently, BC homeowners only pay, on average, $35 a year for curbside recycling. Under the proposed regime, you’ll pay more. Every time you bring home a pizza, buy toilet paper,

Unfortunately, what we’ll really end up with is anyone’s guess.

How much more? Well, nobody’s saying.

The association isn’t guaranteeing that we’ll get a better program, or even one as good as the current Blue Box program already in place. Since the association is led by big businesses outside of BC, many of whom are not even headquartered in Canada, one could presume that profits will come before environmental stewardship. They usually do. They also won’t guarantee that there won’t be any job cuts here in BC.

Here’s the only thing anyone does know: we already have a Blue Box program that works, is efficient, managed locally and puts the BC environment first. So why is the BC government flipping a coin, bringing in a questionable recycling program that some of our local elected officials are already calling a “scam?”

And how is this supposed to make things better for BC?

Volleyball player Shanice Marcelle named province’s University Athlete of the Year Spectrum community school graduate Shanice Marcelle, a volleyball phenom now playing for UBC, was named the University Athlete of the Year at the 48th Annual Sport BC Athlete of the Year Awards earlier this month. “I am truly honoured to be recognized as the university athlete of the year in British Columbia,” she said in an email to the News after the March 5 ceremony. “There is so much talent in this province at all levels and it is inspiring to be recognized among these amazing individuals. I am incredibly grateful for the experiences I have had throughout my university career.” Currently living in Dresden, Germany, Marcelle, 23, is in her first season as a professional volleyball player with a top club team – Dresden SC. While it’s hard to harken way back to her years at Spectrum, she says high school prepared her for the rigours of being a professional athlete. “As a student and an athlete in high school I was able to develop time management

skills, learn the importance of teamwork and strengthen my mental capacities before making the move to UBC.” Last year she earned the Jim Thompson Trophy as the top university female athlete in

I am incredibly grateful for the experiences I have had throughout my university career.” Currently living in Dresden, Germany, Marcelle, 23, is in her first season as a professional volleyball player with a top club team – Dresden SC. While it’s hard to harken way back to her years at Spectrum, she says high school prepared her for the rigours of being a professional athlete. “As a student and an athlete in high school I was able to develop time management skills, learn the importance of teamwork and strengthen my mental capacities before making the move to UBC.” Last year she earned the Jim Thompson Trophy as the top university female athlete in Canada and the Mary Lyons Award as the Canadian Interuniversity Sport Player of the Year.
