The Fraser-Cascade school board has voted to retain the current school calendar, following a community-wide consultation that showed strong support for the status quo. The board opened up discussion on potentially changing the school year calendar after the provincial government announced it will now be up to each school board to determine their local school calen-
dar structure. The board received comments online, through phone calls, and from several well-attended open forums held around the school district. The board also held an evening presentation for the district’s parent advisory council. One of the options was to adopt a balanced calendar, which sees students attending school for three months at a time, with one month breaks in between. Only 15 per cent of respondents supported the balanced calendar, while 77 per cent supported maintaining status quo

(two week spring break). A third option was to increase the length of winter break, and come back a week earlier at the end of the summer. Only eight per cent of people who connected with the school board chose that as the best option. Dr. Karen Nelson, superintendent of schools, presented the results of the consultation process at a February board meeting. Problems with the balanced calendar included the interruption to summer job potential for students, and the lack of students to hire for small busi-
nesses. Others worried that the onemonth breaks would be too long for students who may “fall through the cracks.” Others worried it would cause undue hardship for EAs and support staff who would find themselves unemployed for those month-long breaks. Comments in support of the status quo included easy coordination with family in other school districts familiarity. The next year’s school calendar will be available online in the near future.

Measles vaccination clinics set up in Hope Two local measles vaccination clinics have been organized in response to an outbreak of the illness in the Fraser Health region. The clinics are for children under the age of five who require the measles vaccine and are by appointment only. For adults and children over the age of five, the measles vaccine can be obtained through a family doctor or local pharmacist. The special vaccination clinics will be held at the Hope Public Health Unit March 25 and March 27, from 1-4 p.m. About 80 to 100 cases of measles have now been reported in Fraser East. The outbreak, which originated with two confirmed cases at Mount Cheam Christian School in Chilliwack earlier this month, has now spread throughout the region. Fraser Health said measles alerts have been sent to students living on
campus at the University of the Fraser Valley, and to staff who worked at the Chilliwack Lions Club Music and Dance Festival. A case linked to the original outbreak was also found on the Burnaby BCIT campus. Fraser Health is working with BCIT to alert students who may have come in contact with the individual, who was attending classes on March 6 and 7 in building NE1. “We are disappointed that people who are showing symptoms of measles are not isolating themselves as requested by Fraser Health and as a result other people in the community are being exposed to this infectious disease,” said chief medical health officer Dr. Paul Van Buynder. “The best protection against measles infection remains two doses of measles vaccine.” The measles virus spreads easily through the air when an infected
person breathes, coughs, or sneezes. It can survive in small droplets in the air for several hours. Symptoms of measles include fever, cough, runny nose, and red and inflamed eyes (often sensitive to light). These are followed 3-7 days later by a rash, which starts first on the face and neck, and spreads to the chest, arms and legs, and lasts at least three days. You may also notice spots inside your mouth that look like small grains of sand on a red base. People with symptoms of measles are asked to isolate themselves at home. Anyone that is seriously ill should contact their doctor, public health unit, or emergency department prior to arriving in order to prevent the spread of the disease to other vulnerable patients. Documentary reunites former war enemies Canadian premiere at Hope Cinema March 27

A new one-hour documentary by local filmmaker Eva Wunderman explores the different perspectives of former Second World War enemies. She reunites U.S. tank commander Lee Smith and platoon leader Bill Cumbaa with Japanese survivors Tsuchida Kiyokazu and Shinji Karasumaru 60 years after the battle of Peleliu in Micronesia. Now in their 80s, they relive their tragic time on the island, sharing secrets and personal stories. “I wanted to show how people from different cultures can become friends and understand each other if they get to know one another,” said Wunderman. “We have wars all over the world right now and I think a lot of it has to do with cultural differences. If we can just get to know each other’s reasons for doing things or understand each other, it certainly would help to minimize the aggression and war.” On Sept. 15, 1944, U.S. forces landed on the southern invasion beaches of the small island of Peleliu. Almost 10,000 Japanese lay in wait in an elaborate system of tunnels, caves, pillboxes, and fortifications. Sixteen thousand men and three month later, the U.S. forces finally defeated the Japanese defenders, some sealed inside their fortifications by armored bulldozers where they still remain. The return to Peleliu takes the veterans on an adventure into the jungle where remnants of their fighting remain undisturbed. They share their painful past and learn how time has changed them. “When I came to the island, I tried to keep them apart and not knowing their former enemy was also on the island,” said Wunderman. “It was

extremely touching to see them meeting each other. They spent a lot of time together going back to places where they could actually ask each other questions and they did become really good friends.” Eric Mailander, an expert on the battle of Peleliu, guided the men to find various locations on the island now overgrown by jungle. Remnants of the war lay scattered throughout the island, everything from hand grenades and machine guns to airplane wreckage. For the first time, Cumbaa enters “The Monster Cave” which he, 60 years ago, commanded his men to assault and torch. Smith is amazed when he finds his tank “Lady Luck” at the place where he was forced to abandon it in 1944. Mailander guides Karasumaru to the last command post where his brother ended his own life. Inside the cave, he conducts a personal and intimate
traditional ceremony in honour of his brother. After some searching, Kiyokazu is able to enter the cave where he lived for more than two years after the war ended. Now in his 80s, he testifies about a crime he kept a secret all these years when his commander shot and killed his comrade for wanting to surrender. Wunderman captures Kiyokazu crying for his friend at the site where he was forced to bury him just days before they were able to return to Japan. Each day brings new discoveries and the story accelerates when the two sides meet their “enemy.” With the help of Koichi Saito, an interpreter whose inlaws live in Hope, the men share memories still fresh in their minds. Mailander and the native chief of the island help them locate and excavate a cave. When they finally get through, they are able to shed some light on the remains of the soldiers that were
trapped inside the sacred site. The documentary Once Were Enemies was shot in cinema verité style over three weeks. As the expedition on the island unfolds on film, flashbacks of archival footage from the battle in 1944 are juxtaposed to bring the reality to life. Once Were Enemies will premiere in Canada at the Hope Cinema on March 27 as part of a documentary showcase hosted by the Hope Film Club. Doors open at 7 p.m. The club’s monthly events continue to be a success, attracting between 60 and 120 people to each show. Hope Film Club donates most of the revenue from these events to the Hope Cinema, as part of an ongoing fundraiser to help pay for the new $50,000 digital projector installed last year. So far, the club’s events, general donations and sale of coupon books have raised $14,000.

Lower income brackets being left behind The recent StatsCan report trumpeting a 44.5 per cent increase in the worth of Canadians has left many, mostly lower-income Canadians, scratching their heads. According to StatsCan, the net worth of Canadian families jumped to $243,800 in 2012 from $168,700 in 2005. In British Columbia, the median net worth of families is pegged at $344,000. The statistics certainly paint a rosy picture for the Canadian middle class. What most headlines avoid are the statistics for the people in the top and bottom 20 per cent. In 1999, the median net worth of individuals in the bottom 20 per cent was $1,300, while that of individuals in the top 20 per cent was $763,700. In 2012, the median net worth of the bottom 20 per cent was $1,100, a drop of 15.4 per cent from 1999. By contrast, the median net worth of the top 20 per cent in 2012 was 1,380,000, an increase of 80.7 per cent. The report attributes the increase in median net worth for the higher quintiles to above-average increases in real estate values. This explains why the lower quintile has not seen a dramatic increase in their net worth, they can’t afford to own real estate, much less now than in 1999. The headlines may say Canadians are better off in 2012 than they were several years ago, but the reality is too many Canadians are actually worse off. The disparity will continue to exist until an effective jobs plan is put in place, which includes improving access to affordable day care and eventually affordable housing. - Black Press
Green machine gathers in B.C. B.C. VIEWS Tom Fletcher Canada’s sleek, imported green propaganda machine rolled into the capital last week for a couple of days of meetings. You wouldn’t have heard about it, because they didn’t stage any protests or press conferences. Instead they met quietly with selected reporters as well as politicians from both sides of the aisle. They didn’t invite me for some reason, but from what I can gather, it was a friendly networking session. When I speak of our U.S.-directed environmental movement, many people still don’t know what I mean. They see the sign-waving on TV and assume it’s all spontaneous, driven by passionate volun-
teers. Nuke the Whales for Jesus, as we used to joke in the 1970s. It’s an industry now, and as with our automotive industry, Canada is a branch plant of the U.S. The Victoria event was an annual conference called Organizing for Change, sponsored by Tides Canada. Thanks mainly to the work of B.C. researcher Vivian Krause, this offshoot of the U.S. Tides Foundation now at least identifies itself while it pulls B.C.’s political strings. Organizing for Change currently includes Ecojustice, Greenpeace, Sierra Club B.C., ForestEthics Advocacy, ForestEthics Solutions, Georgia Strait Alliance, Dogwood Initiative, Pembina Institute, West Coast Environmental Law, Wildsight and Seattle-based Conservation Northwest. Tides is itself a front for wealthy charitable foundations based mostly in Seattle and California, funded by billionaires who see “saving”

B.C. as their personal eco-project. Their hired activists met with Environment Minister Mary Polak to discuss her just-introduced Water Sustainability Act. This was to demand heavy fees and choking regulations on water used for “fracking,” that nefarious gas drilling technology so demonized in fake documentaries and celebrity protests. Tides no longer attempts to hide its strategy of targeting energy development in B.C. and Alberta. Its tactics are well known, too. Environmentalists need high-profile wins, and the economic pain is best inflicted outside of the U.S., the biggest polluter in world history. Organizing for Change’s stated priorities for the year are the “last stand of the Great Bear Rainforest,” the “Sacred Headwaters” and the Water Sustainability Act. Professional protesters are mainly just taking credit for the 2012

Suffice it to say that while we have busloads of protesters in B.C., you don’t see them in those benevolent petro-states Angola, Iran, Iraq, Libya, Saudi Arabia, Nigeria, Venezuela, Kuwait or Algeria. They’re not saving the whole planet, just the safe and lucrative parts. And as I mentioned after the protester-staged Neil Young concert tour, it’s amazing how American oil and gas interests and Alaska oil tankers remain invisible to this sophisticated network. NDP environment critic Spencer Chandra Herbert met with the green machine too. He wants all of B.C.’s groundwater mapped and measured deep into the Earth’s crust. That should take a while. Fix pot holes properly In the 1970s, ’80s and ’90s, Hope was a vibrant community. What has happened? Our town is dying and all the current council is doing is raising our taxes. How many officials have worked a short time and then left with severance pay? They have not created a single job for our kids. Well I must retract
that, they have a disc jockey driving a very expensive fire truck and running circles around town burning up hundreds of dollars worth of gas a year, and you and I are paying for it. Why are they not fixing the pot holes in our streets with that money? Fix them properly not just dump a shovel full of sand in it and call it fixed.
I live on School Road in Silver Creek and this road has been in very bad shape for 10 years now. Pot holes are 6” deep. I ran into one of them recently and broke a spring on my car. It cost me $69 for towing and $419 for repair. Now the spring on the other side is broken and Gardner Motors is waiting for
parts that will cost me another $417.76. What a joke this town council is. They’re costing us a lot of money and we get nothing for it. I ask all citizens of this town when elections come up not to vote for anyone who is on town council now. If you see the words re-elect, don’t check mark that box. Hans Pietsch

On-site activities include clearing of the right-of-way; construction of access roads and tower foundations; and tower assembly and erection. The ILM right-of-way continues to be a construction zone with restricted access. Restricted access is required for worker and public safety to avoid risks associated with such things as guy lines, partially constructed foundations, construction materials, or other potential hazards that may be hidden or partially hidden by the snow. Boston Bar Service Ltd. is celebrating its 25th anniversary this weekend. Cathy and Ian Harry started their business in 1989 and over the years have operated in two different locations under three names. They became an official KalTire store in 1998. The scope of the business has changed over the years in response to the mill closure, population decline, two recessions, and the removal of tolls on the Coquihalla Highway. However, despite these challenges Boston Bar Service Ltd. continues to thrive in the Fraser Canyon. In 2013, the Harry’s reached their goal of $1-million in sales. “We’ve been pretty lucky,” said Cathy, adding that the support of local suppliers, friends, and family has been crucial. “If we didn’t change our business, we wouldn’t be here today. That’s why we’ve gone from doing

gas, the repair shop, tires and mechanical, to doing mechanical and heavy truck. In order to stay busy, you’ve kind of got to do a bit of everything.” Over the years, the Harry’s have built a reputation for quality and affordable service. While Lytton is big a draw for business outside the community, many people continue to travel from the Lower Mainland to get their vehicle serviced
at the Boston Bar shop. A big trucking company from 100 Mile House is also a regular customer. “Every day a new person comes into your life,” said Cathy. “It’s not about the money, it’s about the people you meet and the connections you have through the years of friendships.” The Harry’s have also been involved in numerous community groups and events over the years,

including the annual Boston Bar May Day celebration. “Because it’s such a small community, you know everybody,” said Cathy. “In order to be part of a small community, you have to be involved. You have to look after the people that kind of look after you.” To commemorate their 25-year milestone, the Harry’s are hosting a community celebration on Saturday (March 22) at Boston Bar Kal-Tire. The event will feature door prizes, hot dogs, hamburgers, pop, coffee, hot chocolate, and balloons and candy for children. There will also be a special video looking back at the past 25 years and a reunion of former staff. “Our goal when we first came up in 1989 was to stay for five years,” said Cathy. “I don’t know what happened, it’s gone by so fast. It’s been great and what we’ve enjoyed most is the people we’ve met and being able to have our kids involved.”

The BC Government is proposing to offload the province’s world-class recycling programs, run by local municipalities, to an association led by big multi-national corporations. The idea is that we’ll get a better, more efficient program that costs taxpayers less.
Currently, BC homeowners only pay, on average, $35 a year for curbside recycling. Under the proposed regime, you’ll pay more. Every time you bring home a pizza, buy toilet paper,
Unfortunately, what we’ll really end up with is anyone’s guess.
How much more? Well, nobody’s saying.
The association isn’t guaranteeing that we’ll get a better program, or even one as good as the current Blue Box program already in place. Since the association is led by big businesses outside of BC, many of whom are not even headquartered in Canada, one could presume that profits will come before environmental stewardship. They usually do. They also won’t guarantee that there won’t be any job cuts here in BC.
Here’s the only thing anyone does know: we already have a Blue Box program that works, is efficient, managed locally and puts the BC environment first. So why is the BC government flipping a coin, bringing in a questionable recycling program that some of our local elected officials are already calling a “scam?”
And how is this supposed to make things better for BC?

Local wrestler brings home silver from provincials Barry Stewart Hope Standard
In wrestling competitions, Daya Gill doesn’t ever have to worry about getting matched up against his big brother, Karam. They’re in totally different weight classes, with 13-year-old Daya at 45 kilograms and 15-year-old Karam at 84 kilograms. The boys do wrestle a bit around the home, too… but they can honestly tell their parents they’re “just practicing.” Karam has been involved in the sport for a few more years — but it was Daya who upstaged his brother, by coming home with a silver medal from the BC High School Wrestling Championships in Prince George, February 27 to March 1. No worries for Karam, though… he’s got a case full of medals and trophies already. This was his little brother’s weekend to shine. “I had four matches,” recalled Daya, who is in Grade 8 at Hope Secondary. “One opponent was the same age as me and the next two were Grade 10s. The final one was a Grade 11.” Both brothers compete in freestyle wrestling, which starts in a standing stance and allows the use of the legs — as opposed to the Greco-Roman form. In the gold medal bout against Cam Hicks of Maple Ridge Secondary, Daya was leading 4-2 until late in the match. “He went for my leg and I fell backwards, on my stomach, and he was lying on top of me and got two points. “The rule is: if you’re tied, the person who gets the last point wins,” explained Daya. “I had about 30 seconds after that but he just stayed in a defensive mode and the time went out.” Meanwhile, Karam’s big build put him at a disadvantage at Prince George, said Daya. “He is in Grade 9 but his weight was so high that he got put against Grade 12s and he didn’t medal. “At the Canadian championships, they go by your age and your weight… so he could medal there,” said Daya, a Hope Standard carrier. Both boys have dreams of wrestling for Canada at the Olympics — and each year, they progress toward those goals. The Wrestling Canada Cadet and Juvenile Cham-

pionships, April 4-6 at the University of Guelph, will be a big step for Karam… part of a journey that began a generation earlier. “Their father had a dream of being a wrestler,” said mom, Sandeep (Sandy). “But circumstances didn’t allow it — so he wanted to have a son who could fulfill his dream. “As soon as Karam was born, his father said, ‘There’s a wrestler!’” And then there were two. These young men are driven in their determination — and they’re driven to practice in Abbotsford,
up to six times a week. Karam was born in Williams Lake and Daya was the last baby born in the Fraser Canyon Hospital’s maternity ward, said Sandy. They soon moved to Abbotsford and have been back in Hope for the last three years. There is no wrestling program at Hope Secondary, though local teacher Andy Sandhu went along to the provincials as a sponsor. Sandhu’s own sons wrestle for a club in Surrey. You have to train and get strong.” The Gills are trained by coach Boota Dhinsa, with help from his son, Sunny, who is a Commonwealth champion and will be joining the WWE in May, said Karam. Coach Boota and Karam’s dad, Harjit (Harry) will be accompanying Karam on the trip to Guelph. Here’s hoping that Karam’s luggage will be a little heavier on the return flight.

Council Briefs
2014-2018 Financial Plan Council of the District of Hope hosted a public consultation session for the proposed 2014 - 2018 Financial Plan on Wednesday March 5, 2014. There were 37 members of the public in attendance who were provided with an overview of the proposed revenues, expenditures, proposed capital projects, sources of funding for the proposed capital projects and an overview of the 2010-2014 property assessments. Following the staff presentation, Council fielded many valuable questions from the public over a course of two hours.
Crime and Public Safety The Upper Fraser Valley Regional Detachment (UFVRD) RCMP has begun its public input process to determine the community priorities in relation to Crime and Public Safety. RCMP Detachments are mandated to create strategic priorities which reflect the concerns and issues of their specific communities and to assist with this they seek out the community opinion on a variety of policing issues. To facilitate this, the RCMP will be holding a series of public forums; one in each of the four communities comprising the UFVRD (Chilliwack, Agassiz and Hope/Boston Bar). On Tuesday, March 4, 2014 a Public Forum was held at the District of Hope Municipal Hall, 325 Wallace Street, Hope. The forum was open to the citizens of Hope, Boston Bar, Yale, Laidlaw, Dogwood Valley, Sunshine Valley and the First Nations communities policed by Hope/ Boston Bar. The forum participants provided valuable input into the UFVRD RCMP three year strategic plan with local priorities decided upon and suggested to the UFVRD that include youth, drugs and property crime.

Hope Community Recreational Park – Sports Bowl Seating Policy Council adopted the Sports Bowl Seating Policy. PERMITS AND BYLAWS: Development Variance Permit Council authorized the issuance of a Development Variance Permit for 63620 Gagnon Place to increase the maximum building height for an accessory building from 5.0 metres to 6.1 metres. February 24, 2014 Council Meeting DELEGATIONS: Hope RCMP Quarterly Report Staff Sergeant Suki Manj, Officer In Charge, Hope/Boston Bar Community Police Office was in attendance to present his 4th Quarter Report, covering the period of October, November, and December 2013. The quarterly report highlights Community Policing Report, Crime Statistics Keep of Prisoners, and a Victim Services Report. Hope Community Recreational Park Project Mr. Jim Lasser and Ms. Stephanie Hooker provided Council with an overview of the project, proposal deliverables and budget. STAFF REPORTS: RFP Award of the Hope Community Recreational Park Project The Hope Community Recreational Park Project RFP was awarded to TRIWEST CONTRACTING in the amount of $400,000.00. Other details included that the contingency be used for value added components of the project to ensure maximum grant utilization and any funding generated through donations or tree revenue be maintained in the project and be used for additional components over and above the scope of the proposal. Appointment of Election Officials Donna Bellingham has been appointed Chief Election Officer and Heather Stevenson appointed Deputy Chief Election Officer for the 2014 general local election. PERMITS AND BYLAWS: Development Variance Permit Council authorized staff to issue a notice of intent to consider the approval of a Development Variance Permit for 63620 Gagnon Place to increase the maximum building height for an accessory building from 5.0 metres to 6.1 metres. CORRESPONDENCE: “Sing Me A Song BC” This is an opportunity for musical groups of all ages and genres to write and sing an original song in the lead up to Canada’s 150th birthday celebration in 2017. Groups are encouraged to write a song about what Canada’s 150th birthday means to them or their community. Each entry will be reviewed by a panel of musicians from around the province and an award of $1,000 will be granted annually in each of three age categories. Entries will be posted on the Lieutenant Governor’s website and YouTube channel, Sing Me A Song BC, to be viewed by all British Columbians. The entry deadline is May 7, 2014.
