Teens arrested after victim found with stab wounds By Chris Bush THE NEwS BULLETiN

Nanaimo RCMP are investigating a stabbing early Sunday in the 200 block of Craig Street. Emergency services received a 911 call shortly after 7 a.m. about a male who had been stabbed multiple times. When police arrived they found a 19-year-old man in an alley with life threatening injuries. He was treated at the scene by paramedics and rushed to Nanaimo

Regional General Hospital. The victim will remain in hospital several days, but is expected to recover. Mounties found one female and three males, age 13 to 19, in a nearby residence and took them into custody. “It appears an altercation ensued in one of the units of the apartment block,” said Const. Gary O’Brien, Nanaimo RCMP spokesman. The apartment was secured by officers until a search warrant

was granted so the unit could be entered and searched. The investigation is continuing and charges are being considered. O’Brien said one of the suspects was scheduled to appear in Nanaimo Provincial Court Monday. The City of Nanaimo will contract 911 services to the RCMP, despite a muchcheaper alternative. Nanaimo city councillors voted 7-2 in February to sign a five-year memorandum of understanding with the RCMP to provide 911 services, according to recently released in-camera documents. The contract will cost the Central Island 911 partnership, which includes Nanaimo, Cowichan Valley Regional District and Nanaimo Regional District, $745,000. Nanaimo’s share will be $335,250, with the potential for additional costs if the RCMP needs to upgrade software – a move that could cost up to a halfmillion dollars. According to city staff, Nanaimo had to reconsider how 911 service is provided after the RCMP advised in September the function is no longer part of its core business and would be terminated without a five-year

contract and payment of a new management fee. The RCMP had been providing the service since 1994. The ultimatum had the city – and other B.C. communities whose 911 was handled by the RCMP – mulling alternatives like Vancouver-based E-Comm 911. The call answer service has already been picked up by regional districts like Fraser-Fort George, Cariboo and Kitimat-Stikine as an alternative to the provincial operational communications centre. It takes the initial call before sending it to local dispatch and is considerably cheaper, according to staff members who favoured the shift to the company. E-Comm would have cost the partnership $280,000 and the city $126,000, without future software costs or losses to local jobs. Positions would have been cut through attrition. C o u n c i l l o r s G e o rg e Anderson and Bill McKay, who both voted against going with the RCMP, said the option meant cost savings without risks to service. Money saved could have gone toward other expenses.

Prove to young people they can influence city decisions, and seats on Nanaimo’s first youth advisory council could start to fill, says city social planner John Horn. The City of Nanaimo has seen a half-dozen people vie for a chance to join the mayor’s new youth advisory committee, leaving another six seats vacant in the weeks leading up to the application deadline. Horn said he hopes to see more candidates and acknowledges it will be a challenge to spread the word and get this “off the ground.” While the response to a youth advisory body is positive, it’s still a novel idea for youths to have the ear of politicians, he said. To fill more seats, he believes the youth council needs to show tangible benefits to young people. “I think some of them have to get their heads around the idea that even though they are not ... [homeowners] they can still have a role in city decision making,” Horn said. The City of Nanaimo created a new youth advisory council last

January, with aims of giving future taxpayers a platform to address issues like urban planning, environment and public safety. The group, made up of young people aged 15 to 24, will have an ‘unprecedented’ level of access to city council for an advisory body, according to the City of Nanaimo. Youths are currently being sought to sit on the council, but so far the city isn’t seeing the same uptake as its other committees. Horn says the challenge is that the advisory body is so new. People want to sit on the environmental or social planning committee because they see them as a way to make positive change. “That hasn’t been established for the youth advisory committee,” Horn said. Coun. George Anderson, who helped spearhead the council, believes the city just needs to do more to get the information to young people. He says there seems to be a desire among youths to have their voices heard and while not a lot of people have applied, he’s encouraged by the numbers so far. Applications are accepted until March 31. Tourist rescued from rising tide A rope rescue team from Nanaimo Fire Rescue had to retrieve a woman who was stranded by the rising tide on the weekend. Emergency crews were called in shortly before 11 a.m. when witnesses saw a woman on the Nanaimo River Estuary, who had been caught off guard by the speed of the incoming tide, swimming from island to island as she tried to make her way back to shore near the Living Forest Campground on Maki Road. Her path was finally blocked by a 10-metre high bank and the ris-

ing tide. “She got to shore and she couldn’t make it up – the tide was coming up and it was a real steep bank – so we sent a rope rescue team out to retrieve her,” said Greg Norman, Nanaimo Fire Rescue assistant chief of operations. The 22-year-old woman, who is visiting from Quebec, was not injured, but was taken to Nanaimo Regional General Hospital to be checked over. “She wasn’t injured. She was just very cold and they were worried about hypothermia,” NorErin lost man said.

Additions to the Nanaimo police force and construction of a $2.4-million fire hall are on hold after the latest wave of budget talks. Nanaimo city council recently approved a list of projects and services for this year’s budget tallying a 2.2-per cent tax hike. Nanaimo politicians have been reviewing 400 decisions with the potential to affect taxes as part of a new approach to financial planning and while no cuts were made, they did alter the list. The majority of changes were to protective services, which will see $86,000 in overtime added to fire services to ensure four-man crews respond to fire calls, and a one-year delay for a police hiring plan and construction of the No. 6 fire station. With crime on the decline and a new top cop, some city politicians say it’s time for the city to review the necessity of adding to the force. They agree with holding off on $543,357 for additional police members for another year. The fire hall also has a new chief and fire services model to consider, which supporters cited as the reason for bumping the $2.4-million Hammond Bay fire hall and $1.09 million in equipment,

trucks and staffing by 12 months. “I’d say council has done its job,” said Coun. George Anderson of this year’s budget decisions. “Council has looked at priorities for the community and said this is what [it] believes ... we need in order to make sure our community is running smoothly.” The City of Nanaimo has been undergoing a new financial approach this year that gives politicians a greater hand in building the budget. This month council members were given the choice of approving a list of decisions – for a total 2.8 per cent tax increase – or making changes that included adding their own priority expenses. Council opted to write in new costs, from increased per capita cultural funding and $50,000 for a new section of E&N Trail. But most of the changes were aimed at protective ser vices, including the RCMP, whose contract is anticipated to take up $20.7 million or approximately 17 per cent of this year’s operating budget. The RCMP can’t expect the municipality to pay for both an increase in its contract, which is 8.3-per cent higher over 2012, and additional staff members, according to Coun. Bill McKay, who agrees with the need to hold off on costs. Anderson says it’s also time to have a discussion with the new officer in charge about whether the previously approved plan to hire more police officers is still necessary when crime

rates are declining and residents seem to be getting effective service. RCMP Supt. Mark Fisher was not available to comment on what a halt to the staffing plan will mean, but Mike Dietrich, the city’s manager of police support services, says the recent decision to shuffle expenses in the five-year plan will undoubtedly have an impact. The postponement of the fire hall was also held off – a move Coun. Fred Pattje said has happened at least several times before. He disagrees with the move, pointing out that the city promotes development in the Hammond Bay area and fire services should go hand-inhand with it. Other council members, however, say there should be discussions with the new fire chief and a review of the integrated risk management plan. To achieve the health benefits, it is important to try and progress towards the Canadian Physical Activity Guidelines, which recommend at least 60 minutes of physical activity per day for children and youth and 150 minutes of moderate-to-vigorous intensity activity each week for adults. Adults and older adults should also add muscle- and bone-

strengthening activities that work the major muscle groups at least twice a week to help with balance and prevent falls for those with mobility impairments. Physical activity doesn’t have to mean playing a sport or going to the gym. Playing a family game of tag, going for a swim or taking a walk outside with the family pet or to the store to get groceries count towards the physical activity recommendations. Try out something new; you may find your new favourite activity! In any case, you’re bound to have some fun and feel like a happier and healthier you. Workshops help healing process

The Tillicum Lelum Aboriginal Friendship Centre is hosting a pair of reconciliation sessions Thursday and Friday (March 27-28). The reconciliation process in Canada stems from physical, mental and sexual abuse committed against aboriginal students in residential schools, and workshops will include videos, testimony from survivors and discussion. “It’s to bring and share awareness and acknowledgement to the many aspects of residential schools experienced and how it’s currently impacting people within our community,” said Claudio Aguilera, part of the Tillicum Lelum centre management team. According to organizer

Randy Fred, himself a survivor of Alberni Indian Residential School, the sessions will pose some basic questions to participants: What are our expectations of reconciliation? What does reconciliation mean to us? What can I do to help work towards true reconciliation in central Vancouver Island? “It’s a two-way process,” Fred said. “The dialogue is stemming from the Indian residential school legacy, which had a really negative impact on aboriginal people, and we’re looking at reconciliation, not as a process of assimilation but more as a process of being able to exist together in a society.” Fred said he is excited to hear and see the input and feedback from the sessions. Speaking about the abuse is therapeutic. During a six-year court case, Fred said that listening to his story over and over again helped him move forward, which wasn’t easy. “It’s difficult because the broad symptoms are insecurity, denial, alcoholism, drug

addiction, they all have to be dealt with [to] be able to work towards healing,” Fred said. “It’s quite a process and a lot of people that I went to school with, their denial was so strong that I know it had a lot to do with them dying young.” He also said it’s hard to keep from dwelling on the past. “When you’re introduced to sex at a young age, before you even reach puberty, it distracts you. I have to say, all my life, it never leaves your mind. It keeps popping into your head, so it’s very distracting and painful. Fred Pattje, who voted to stay with the RCMP. “There is no doubt E-Comm is cheaper. The truth of the matter is we are dealing with a union, CUPE, whose members would be affected by it.” The RCMP officially served notice it would terminate the provision of 911 services

last September, although staff members say the ultimatum was first broached a year ago. Nanaimo has always paid for the 911 system, which amounted to $632,064 in 2013, but the RCMP managed it through its operational communications centre at no charge, according to Mike Dietrich, the city’s manager of police support services. Now the RCMP says the service is not part of its multimillion-dollar policing contract and the city and its partners should pay to have them manage the operation. With the potential for cost savings, however, Anderson says he feels it would

have been a better decision to turn over the service to E-Comm. There would have been no job losses and the city could reduce the costs of its 911 system, he said. “In our budget process we have talked about spending money wisely and making sure we are providing high levels of service ... and in this case, council has made a decision that provides less service for much more money and that’s a concern to me,” Anderson said. McKay also doesn’t understand why the city didn’t choose cost savings, especially with a purchasing policy that encourages the city to go local only if qual-

ity, service and price are the same. In this case, the city could have seen “significant savings” but opted not to go with an outside contract. “What’s our thinking? If it’s our own employees, even though we can save hundreds by going somewhere else, we will stay?” McKay said. Coun. Diana Johnstone said she decided to stay with the RCMP to keep jobs local and maintain geographic knowledge, which she saw as a safety issue. The memorandum of understanding has a oneyear exit clause. Staff will review other options.

Along with Nanaimo Search and Rescue, its counterparts from Cowichan, Ladysmith, Arrowsmith, Salt Spring Island and the Nanaimo Snowmobile Club, Civil Air Search and Rescue Association and Nanaimo Amateur Radio Association all took part. Training involved a fictional scenario of a plane crash and reports of someone parachuting away. A new organization is looking to put Nanaimo on the map for more than its namesake treat. It wants the city to become the entrepreneurial capital of Canada. Startup Nanaimo, a grassroots, not-for-profit organization, officially launches this week with a mission to support and grow a community of entrepreneurs and innovators. The organization started earlier this year when parent organization Startup Canada announced the Harbour City as one of five cities allowed to join into its cross-country network. For Startup’s directors, the opportunity means potential. They want to use their new organization to create a vibrant entrepreneurial culture to offer unique ways for startups to network, connect to local resources and support their success. There’s a movement underfoot, they say. More home-based businesses are seeking connections outside the home, baby boomers are building succession plans and local agencies are coming up with new initiatives like co-working spaces to make Nanaimo attractive to professionals. Startup Nanaimo plans to keep the momentum going with hopes of helping to grow 100 new start-ups a year. “The potential is huge,” said Kelsey Wolff, a director, who points to the successes of other startup communities like Prince George that have attracted and retained talent that contributes to the local economy. “I think the potential is almost limitless for Nanaimo ... if we are able

to work together and collaborate with partner organizations and increase our entrepreneurial leads.” Wolff and three other directors have begun their introduction to Nanaimo with a reading circle and monthly coffee meet up for people to discuss new business ideas. Now they are hosting Startup’s official launch and planning an unConference to discuss the future of entrepreneurialism in the Harbour City. The group also plans to support the work of other agencies by promoting their events on a national scale and helping them connect and collaborate on different projects. The group will bring together positive energy and create chances for motivated, “want-tochange-the-world type people” to create their own opportunities in Nanaimo, says director Ken Hammer. “It’s creating culture and infrastructure where [entrepreneurs] are supported,” he said. Rethink new recycling plan In B.C., we should be leaders and forward thinkers when it comes to recycling. But the province’s producer-pay recycling scheme needs a rethink. The provincial government’s push for a new system is based on the concept of charging manufacturers whose products contribute to the waste stream, such as plastic packaging. The soon to become government-mandated program is going to penalize some unfairly, including citizens. For instance, it will hit the newspaper industry with a 20 cent per kilogram cost for its “packaging” – the very paper the newspapers are printed on. That vested interest aside, it’s debatable whether the new system will achieve its environmental goals, while simultaneously driving up costs for consumers. Although the Multi Material B.C. collection system may have benefits for communities that currently do not have adequate curbside recycling programs, it is not needed in Nanaimo, where the city and the region have been achieving high rates of waste diversion through their own recycling collection. Maintaining Nanaimo’s current program is good for the environment, and residents who receive curbside pickup of glass containers and other recyclables that MMBC wants separated. Local consumers will effectively pay the cost of recycling twice, as producers build the price of the MMBC program into their products, and taxpayers foot the bill for curbside pickup. Though MMBC recently provided exemptions for small businesses, the program will negatively impact some Vancouver Island economic engines such as farming, where consumer preference drives the use of plastic clamshell containers for retail sales – dumping the cost onto farmers, and ultimately, customers. This is a program that needs to be put on hold and reconsidered in its entirety. Scientists at the Helmholtz Centre for Ocean Research in Kiel, Germany, studied five geoengineering schemes and concluded they’re “either relatively ineffective with limited warming reductions, or they have potentially severe side effects and cannot be stopped without causing rapid climate change.” That’s partly because we don’t fully understand climate and weather systems and their interactions. That doesn’t mean we should rule out geoengineering. Climate change is so serious that we’ll need to marshal everything we have to confront it, and some methods appear to be more benign than others. But geoengineering isn’t the solution. And it’s no excuse to go on wastefully burning fossil fuels. We must conserve energy and find ways to quickly shift to cleaner sources.

Recycling a better solution than incinerating To the Editor,

The proposal to build an incinerator at Duke Point to burn garbage from Metro Vancouver must be stopped in its tracks. This project makes no sense for a multitude of reasons. In Europe, as recycling has improved, incinerators require imported waste to continue operation. If the beast is built at Duke Point we will need to feed it and if Metro Vancouver makes serious moves towards zero waste then what? Are we also going to start importing waste? Too much of the debate centres around whether incinerating garbage is better than landfilling. The question of whether we should burn or bury our garbage is the wrong question. We should be asking, how do we reduce the amount of waste we are creating? And how can we better reuse our waste and then recycle what is left over? Over-packaging of consumer goods has increased astronomically. One solution is to tax single-use disposable items and packaging that is not biodegradable or fully recyclable. Higher eco-fees and return deposits are needed for goods that are difficult or expensive to recycle. Incinerating garbage only dumps the problem in the air rather than the landfill. There are serious health

concerns. The real solution is to reduce, reuse and recycle. The City of Nanaimo and the Regional District of Nanaimo should be saying yes to the Nanaimo Recycling Exchange and saying no to an incinerator at Duke Point.

B.C. Ferries in need of drastic changes To the Editor,

If, as Transportation Minister Todd Stone says, the cut to ferry services and cost reductions are needed to keep fares from rising further, why isn’t he looking at the cost to staff the ferries or the benefits that they get? Why is a person selling ferry tickets from a booth getting paid over $20 an hour? Not to mention the money paid out to the managerial staff as bonuses. In the private sector, if a business is not

making profit, then good luck trying to get a bonus. There needs to be drastic changes to how the ferries are governed and not by cutting services. In reality, unless people want user fees where people pay for increased service, we are forced to rely on B.C. Ferries to optimize as best it can. Or you can move to the mainland where the problem goes away. Remember, the government is ultimately us so either way we are going to foot the bill.

I’d like to raise a couple of points with respect to the costs of recycling, and whether taxpayers benefit from non-profit organizations taking on some of the work. In the early 1980s the Recycling Depot, a non-profit society, had the mandate to work for the public’s best interest. The goal of a break-even budget could see marginal materials recycled that would be left behind by profit-making ventures. That is, profits from the recyclables that make money could be re-invested, diverting marginal materials that didn’t produce a return. Non-profit organizations can be as efficient and capable as any business. A number of essential services can be handled just as well by charities who wish to invest their skills, experience and hard work for the betterment of our society. Instead of starving them of very modest operating funds we should be applauding their efforts and trying to enable them to do more. The rewards to society are far and above the relatively minor costs. I would encourage the RDN and city to consider the benefits of the Nanaimo Recycling Exchange, and to do all they can to keep them operating and our taxpayers well served.

The city is entirely free to decide what it will share with its citizens and how it will be shared. The perfidy with which this policy can be applied became apparent recently when a simple request to have access to the digital data contained in a printed publically circulated document was refused. The case in point deals with a 14-page budget table which documents the $7,363,628 list of grants and exemptions to various Nanaimo groups and agencies. We are long past the days of paper ledgers. The data is already in digital form. To turn it into a spreadsheet for further examination by council or by citizens is a trivial matter for the city’s multimillion-dollar computer system. A clear policy on the management and release of information in digital as well as paper form is long overdue.

Playwrights tackle grim issues

WONDERHEADS THEATRE uses masks to tell story. BY NICHOLAS PESCOD THE NEWS BULLETIN

A feisty old lady who refuses to kick the bucket gives the Grim Reaper a run for his money. That’s the storyline of Grim and Fischer, an award-winning theatrical play produced by Wonderheads Theatre that features prominent use of fullfaced masks. Grim and Fischer will be on stage at Vancouver Island University’s Malaspina Theatre Thursday to Saturday (March 27-29). Wonderheads Theatre co-founder and actor Kate Braidwood said “live action Pixar” is a simple way to describe the production style. “That’s sort of our elevator pitch,” Braidwood said. “It’s a bit cartoonish and larger than life and also in tone it’s very funny and very poignant in the way that Pixar can be. It’s just for kids like Pixar is, but Pixar works on different levels, which we do as well for adults and younger folks.” Grim and Fischer, which is about an old lady named Mrs. Fischer who encounters the Grim Reaper, touches on the theme of dying and death in a humorous and emotional way. “We think it is really impor-

tant to laugh even in the hard times in life,” Braidwood, a University of Victoria graduate, said. “So it definitely walks that line of funny and poignant. It’s entertaining and moving, and I hope it is that for people ... I want to make people laugh and cry. That was part of the reason for creating this piece because it is about death.” The Wonderheads Theatre was founded in Portland, Ore., by Braidwood and Andrew Phoenix, specializing in visual storytelling and mask performance. Braidwood, who plays Mrs. Fischer, describes her character as “quite a feisty grandmother.” The inspiration behind Grim and Fischer blossomed out of darker moments in Braidwood and Phoenix’s lives. In fact, Mrs. Fischer is heavily based off of one of Braidwood’s relatives. “It came for me at a time when all my grandparents were really going into various kinds of nursing homes or care. It kind of hit me hard that my grandparents wouldn’t be around forever and Mrs. Fischer herself is pretty inspired by my own nana, who was very fiery,” Braidwood said. “Also for Andrew as well, he had dealt with some death and tragedy in his family and so we were both reeling from that and we wanted to create a piece that was about that, but also again, that we could laugh

But grazing is only effective when men and women eat the right foods. Each small meal should still have nutritional value just as if it were a large meal. When eating smaller meals, include healthy sources of protein and fiber. Vegetables tend to be especially beneficial because they are high in fiber, a nondigestible carbohydrate that is hard for the body to break down. Outdoor exercise still do-able when temperatures drop When colder weather sets in, some people abandon their outdoor fitness routines for the comfort of indoor gyms and home exercise equipment. However, walking in the winter and even jogging, when practical, are not limited to the warmer months of the year. Outdoor conditions can be a bit treacherous, so safety and common sense should always prevail. Footwear While winter walking is a good way to warm up and get in a workout, it requires different footwear than regular walking shoes. The correct footwear will provide support, warmth and traction for traversing various conditions. Start by choosing footwear that is warm. Certain boots and booties will have a lining that improves heat retention. Wear warm socks and waterproof or water-resistant shoes. They will protect against wet, chilled feet if you come across slushy puddles along the way. Although wet feet might be merely

an inconvenience other times of the year, in very cold temperatures, a cold and wet body can be susceptible to hypothermia and even frostbite. Look for shoes that have a mid-height ankle. This height offers support and stability to the ankles when walking on uneven surfaces, such as snow-covered paths. Also, should your foot slip on slick pavement, a taller shoe will protect the ankle against sprains or fractures. Additionally, choose a shoe or boot that has a thick but not too heavy sole for better traction on icy areas.

Wardrobe Layering is essential when exercising outdoors in cold weather. You want to ensure that you will be warm enough, but not too warm that you begin to sweat and run the risk of hypothermia later on. Dress so that you feel chilled when stepping outdoors, not toasty warm. As your body warms up with

the exercise, it will reach a comfortable temperature. A windbreaker is good for blocking chilly, winter winds. Choose a jacket that will move with your body and not impede walking stride or jogging ability. Tights or yoga pants that wick moisture away will insulate your legs, and a fleece vest can help keep your body’s core warm when it is particularly cold outside. Don’t overlook gloves and a hat when walking. These items will prevent heat from escaping through your extremities. Safety Winter conditions may lead to snowblindness or reduced visibility for drivers. If you will be walking on roads, dress for visibility. Avoid colors that will blend in with snowy surroundings and opt for bright flashes of color that make you more visible, particularly at dawn, dusk and night. Whenever possible, do your outdoor

exercising when the sun is up. You’ll benefit from the mood-boosting properties of the sun and will have added warmth and visibility. Furthermore, spending time in the outdoor sun enables your body to produce vitamin D, which helps maintain healthy bones. Spending time outdoors can stave off winter doldrums and cabin fever. Exercise with a buddy, who can help you if you slip or fall on icy surfaces. Walking or running with a partner also is a great way to remain motivated. If you feel very unstable walking on slippery roads and pathways, you may want to invest in winter cleats or crampons that can be attached to the underside of your shoes. These devices offer superior traction. There is no need to pack away exercise clothing for the winter season. With the right equipment and know-how, winter lovers can still spend adequate time outdoors once the mercury drops.

Thomas John Timperley July 20, 1937 - March 2, 2014

Peacefully, on a quiet Sunday afternoon,Â Tom slipped away to begin the next leg of his journey. He leaves behind his loving partner and very best friend, Joanne Staley with whom he shared the best years of his life and who cared for him, laughed with him and eased his spirit during his final days with us. He will be sadly missed by his brother Joe (Mona), nieces Kelly (Rick) Strasser, Tracey (Rick, Taylor, Dani) Giacobbo andÂ nephew Ken (Jan, Brittney, Nicole) Timperley.Â He is predeceased by his father, stepfather, mother and son Casey. Also survived by his daughters Barb Timperley and Jill Beach, grandchildren Morgan (Hannah), Eva Ann, Jack, Cory, Casey, Kate, and six great grandchildren. In Tomâ&#x20AC;&#x2122;s younger days, he worked as an outfitting guide in Jasper, Alberta, guiding for a very diverse group of people and making good friends along the way. He had many fond memories of his incredible experiences and adventures. Tom also workedÂ as a conductor for CN Rail for 38 years and retired in 1994.Â He had many great â&#x20AC;&#x153;buddiesâ&#x20AC;? throughout his life and always enjoyed the reminiscing and laughs as they talked about old times. WithÂ Tomâ&#x20AC;&#x2122;s dedication to physical fitness,Â he also developed a great circle of friends through Northridge Fitness Centre in Nanaimo. His daily attendance was a constant inspiration and motivation forÂ us all. The family would like to thank Dr. Fletcher, Melanie Young (Director of Care) and all the wonderful staff from The Gardens at Qualicum Beach. The care and compassion shown to Tom and our family was not only appreciated butÂ also such a blessing forÂ Tom and all who loved him.Â Following hisÂ wishes, there will be no service, instead, Tom askedÂ thatÂ the next time youâ&#x20AC;&#x2122;re out having a beer or favourite wine, simply raise your glass and toast toÂ the memories. SHEPHARD, George Patrick

March 17, 1930 - March 15, 2014 It is with deep sadness that we announce the passing of our family patriarch, George Patrick Shephard, P.Eng, early in the morning, Saturday March 15, 2014. George is survived by his best friend and loving wife of 52 years, Karen; younger brother, Edward (Donna); two sons, Trevor and Derk (Elaine); his four grandchildren, Josh, Cody, Danae and Grant; and many nieces, nephews, honorary family members and friends. George was raised in Ontario and graduated in Civil Engineering from U of T in 1957. One of his assignments was working on the Second Narrows Bridge 1958-59 after the initial disaster. He also built bridges in [then] Burma and all across Canada. George was an Engineer by profession but a farmer by heart, he was a fascinating man with many interests, and a passion for environmental sustainability and social rights. Many people remember him as a person with deep feelings and convictions, with a kind heart, ready to help or listen. He will be very much missed. Many thanks to the Doctors and Nurses of Nanaimo Regional General Hospital 6th floor and Dr. Lizinski, for their compassionate care. A celebration of life will be announced in the near future.

More and more champions are emerging from the Nanaimo Curling Centre. Local curlers were part of the senior women’s and master’s women’s B.C. championship teams in recent weeks. At the end of the month, Lorraine Jeffries’ Port Alberni rink, including Nanaimo’s Zorka Smith and Eilene Mitton, will compete at the Canadian Masters Curling Championships in Coaldale, Alta. The masters women won their B.C. title March 9 in Creston, with a 7-3 win over previously undefeated Carol McFadden of Royal City. “We’re absolutely ecstatic,” said Smith. “Especially in the masters category, there’s not

VIBI Mariners get snowed out to start season The VIBI Mariners were ready for the start of baseball season, but Mother Nature wasn’t. The Vancouver Island Baseball Institute college ball team only got in two of its scheduled four games in Kamloops this past weekend before the diamond got snowed under. VIBI lost 4-3 and 9-2 to the host Thompson Rivers University WolfPack on Saturday as the Canadian College Baseball Conference season got underway. The Mariners outhit the Pack in both games, pounding out 19 hits in total during the doubleheader. In the first game, Connor Merilees and Tyson Dyck both hit a single and a double. Pitcher Connor Russell allowed four earned runs on five hits over six innings and struck out six. In the second game, Steve MacKinnon was 4-for-5 at the plate with a double and Gobind Sall was 2-for-3 with two walks. Austin Penner gave up three earned runs on seven hits in 4 1/3 innings. VIBI had gotten off to a positive start on Sunday before the snowfall, taking a 2-0 lead over the Prairie Baseball Academy Dawgs through three innings. The rest of the doubleheader will be played in Lethbridge, Alta. in late April. GAME ON … VIBI’s home opener is Saturday (March 29) when it hosts TRU at 2 p.m. and 4:30 p.m. at Serauxmen Stadium. Skylights are often the worst culprit for heat loss, as they face up toward the coldest area (outer space), almost always leak due to a lack of a seal between the skylight and the roof, and their walls

Only after first reducing your energy consumption should you consider upgrading your heating system, as this results in greater living comfort, keeps the heat longer when the power goes out, it means you can choose a smaller heating system, and the upgrades improve the building’s net value. The BC Government is now off-loading our recycling decisions to Toronto.

Under its new regulations, the BC Government has set up an association led by big corporations to take over the local Blue Box recycling program throughout BC. If you look closely, you’ll see that of seven board members, six are executives of Toronto-based multi-national corporations, with the seventh weighing in from Montreal. How do you like that, British Columbia? This means, unlike the current program run locally by BC municipalities, this new program will be managed not by people whose first responsibility is our local environment, but rather, their Bay St. profits. That can’t be a good thing for BC. The most perplexing thing is that we currently have a Blue Box program that works, is efficient, and costs BC homeowners just

$35 a year on average. The new proposed system does not guarantee to keep our local environment as its first priority, nor does it guarantee that there won’t be job losses here in BC. It doesn’t guarantee service levels, or say anything about how big business will pass along the costs to you when you go to pick up a pizza or buy groceries. Yikes! Perhaps this is why several of BC’s municipalities refuse to sign onto the new program, calling it a “scam.” Given that, maybe it’s time you called Premier Clark to keep BC’s environmental decisions right here in BC where they belong.
