Postmaster retires after 20 years in Keremeos By Steve Arstad news@keremeosreview.com

Five months shy of 20 years at the helm of the Keremeos Post Office, Cheryl Decker worked her last day as postmaster on March 20. Last Thursday saw dozens of Decker’s customer come by the post office to wish her well, bringing flowers, treats and thanks for her two decades of service. “I don’t think it’s really hit me yet,” she said early Thursday afternoon when asked how it felt to be working her last day. “I’ve gotten to know a lot of people over the years. Keremeos has certainly gotten bigger over the years - when I first arrived here, I knew everyone. That’s not the case anymore.” When Cheryl first arrived in Keremeos, via Kelowna, in 1994, their was speculation in town

that the Keremeos post office might be one of several post offices being closed across the country at the time. Her arrival in the village as replacement to then retiring postmaster Barb Copeland was a sign to residents that Canada Post was committed to keeping Keremeos open. Cheryl retires from Keremeos after a 43 year career with Canada Post. Prior to Keremeos, she worked in Westbank and Peachland. Cheryl remembers the switch to community mailboxes in 2007 amongst the most significant events taking place during her tenure in Keremeos. “It was very different, a new concept,” she recalled. Cheryl has no major retirement plans on the immediate horizon, saying she is content just to spend some time at home for awhile. She and husband Rick reside on a six acre parcel of land in Cawston.

“I’m looking forward to spending time with my granddaughter,” she said, “and in the garden.” “I’d like to thank the community for making my work here such a pleasure,” Cheryl said, “I appreciate each and every one of our customers, and all the staff. “A big part of this job is working with people. I enjoy that aspect of it, so the job was always a good fit for me.” Customers cycled through the post office throughout Thursday, wishing Cheryl the best. She also received a visit from Darren Smith, Canada Post Local Area Supervisor for South Okanagan - Similkameen, who presented Cheryl with a parting gift in the form of a framed Canada Post commemorative stamp depicting a grizzly bear, along with a placque. “The community has been well served by Cheryl,” he said.

IT’S IMPORTANT TO MASSAGE OUT THOSE KNOTS! It’s revealing to put a number on the heart benefits of exercising. There was a “study of studies” done recently on the amount of exercise needed to benefit the heart. That number is 150 minutes per weeek. This resulted in a 15% reduction in heart attacks. Couch potatoes who started to exercise benefitted most. It’s important to check with your doctor before starting an exercise program.

BREASTFEEDING AND OBESITY

Breastfeeding a newborn infant has many positive effects on the baby and the mother. One new idea being investigated is that breastfed babies have less of a chance of becoming obese. The link between obesity and breastfeeding isn’t totally proven but it may be another incentive to breastfeed for at least 6 months.

Clean ups begin on fire ravaged downtown properties By Steve Arstad news@keremeosreview.com A work crew from Total Restoration has been busy at the Riverbed Bistro since Friday, March 14, working to restore the Keremeos business following a devastating fire on February 1. Dale Senger, foreman of the five man crew at work on the site, said March 20 that his crew was gutting the upper floor, basically stripping it to its interior framing. “The drywall has been wet for over a month,” he said, “so it’s all coming out, walls and ceilings.” Some damage also occurred to the roof, the apex of which was covered by a blue tarpaulin. Senger said his crew had a big job ahead of them. “We spent the first few days just moving stuff,” he said, “we’ll likely be here through next week.” He said tradesmen would be arriving later in the week in the hope that a tem-

porary electric service can be installed. Senger said after his team has completed their work, the whole building will have to be inspected before services can be reactivated. The building’s appliances will also have to pass inspection prior to returning to service. Once the restoration crew’s work is done, Senger will return to the building in order to apply a chemical designed to displace the odour of smoke. He said residents shouldn’t worry if they see something that looks like smoke emanating from the building next week - that will be him applying the chemical. The Riverbed Bistro suffered severe fire damage to its upper floor and water damage in the restaurant after a fire on Saturday, February 1. A subsequent police investigation deemed the fire as arson. It is not yet known whether the restaurant will be operational this summer.

rationale and the importance of professional development for our teachers, we feel that we cannot implement the request at this time. As trustees elected by our communities we value feedback from our communities and partner groups and we heard that they are not comfort-

able with the loss of two additional school days in lieu of four minutes extra on other school days. They are also concerned about the cost of extra daycare and the timing after the introduction of Team Inquiry Model (TIM time) last year. The board will be exploring all op-

tions with our partner groups in the coming year. Thank you to everyone who took the time to provide feedback to the board. We are very proud of all of our students who participated in the SkillsBC Okanagan Regional event that took place on the Okanagan College campus in Kelowna.

Editorial High priced relief A routine capital works project for the Village of Keremeos appears to be turning into a Nightmare on Seventh and Twelfth Avenues. The village last year resolved to knock down the two municipal park washrooms and replace them with new, expanded buildings. Delays in receiving tenders and staffing shortfalls last year resulted in the projects being shelved until this year. It was also thought that tendering both buildings at the same time would attract more interest in the tenders, as well as a better price. Village staff and council were hit with sticker shock at last week’s council meeting, where final details of the projects’ tendered bids came to light. The washroom project was budgeted based on numbers recommended by the village’s engineering firm. It turned out the numbers were woefully inadequate, with bids coming in at more than twice the budgeted amount. Staff had to resharpen their pencils and take on some of the project’s construction workload to make the budget work. What is disconcerting to staff and council - and will be to taxpaying residents, we assume - are the amounts involved in the bids submitted. Two concrete, cinder block buildings with minimum finishing, built to modern environmental specifications, are going to cost village taxpayers $200 per square foot for Memorial Park and $341 per square foot in Pine Park. And no, the plans do not specify gold plated toilets, or diamond encrusted taps in either case. No one in the village office - elected or otherwise - can say definitively why the costs appear to be so high. “This is the reality,” council was told by staff during discussions. The bids tendered were described as consistent, all coming in much higher than the cost estimates given the village by their engineers. Construction is slated to begin next week, and we say for all involved, the sooner the better. The way this project has gone, especially budget-wise, village taxpayers will only be able to afford porta potties should anything else go wrong.

Opposition grows to new B.C. packaging and recycling policy By Laura Jones Canadian Federation of Independent Business Last month Environment Minister Mary Polak announced what seemed like good news: small businesses would be “exempted” from the province’s onerous new packaging and printed paper regulation coming into force this May. Unfortunately, it looks like the real news for small business isn’t quite so good — many are not actually exempted and some will not survive. The new recycling policy fundamentally changes the current bluebox program. Instead of being run by local municipalities, the B.C. government has given control over the blue-box program to an unelected body called Multi Material B.C., governed by multinational corporations out of Toronto. If this has you scratching your head and wondering what was wrong with

the existing blue-box program, you are not alone. Opposition to Polak’s plan is growing. Last week, a coalition of B.C-based businesses representing agriculture, newspapers, landscaping, manufacturing, retail, wholesale, food, and waste collection sectors held a press conference to announce a #RethinkItBC campaign to fight the new rules. If small businesses really were “exempt” why would so many of them band together against this new policy? Minister Polak did put in place some compliance thresholds around gross revenue, packaging volumes and number of locations. The problem with her approach is that the thresholds are too low and in some cases don’t apply at all. The bottom line is that too many small businesses are still being hurt by a policy that adds a lot of cost and bureaucracy

for no environmental benefit. For example, under the new rules franchises are not exempt. Several pizza franchisees have reported to us they will be paying between $200 and $400 a week in taxes to MMBC. Pizza joints don’t have fat margins and paying for this might mean selling another 100 pizzas a week — or passing those costs on to customers. Some small businesses are being bullied into compliance by big corporations. Several major grocery stores have sent letters to suppliers saying they will only do business with firms that are MMBC compliant regardless of whether they fall under Polak’s exemption. One went as far threatening to withhold partial payment as a fine for lack of MMBC compliance. These same supermarkets will not accept any price increases associated with compliance — small business

has to eat the cost. In small towns, community newspapers and local recycling depots are at risk of going out of business thanks to the new policy. B.C’s newspaper industry is facing $14 million of additional taxes. They will be paying 4,762 per cent (that’s not a typo) more per kilogram of waste than the equivalent program in Ontario. How many job losses that translates into has yet to be seen. That it is at odds with the government’s stated “strong economy, secure tomorrow” agenda is crystal clear. The only good news in this mess is that it is never too late to reverse course on bad policy. Premier Clark has shown she has the courage to admit mistakes and change course where necessary. It’s necessary now. The new recycling rules don’t work for small business or the communities they support.

Informal gathering provides healthy exchange of views To the Editor: Today, a group of neighbours held a “Coffee and Chat” event with our present MP Alex Atamanenko . It was a friendly gathering. The neighbours were representatives of other political groups. Mr. Atamanenko, currently serving on the standing committee for agriculture and agri-food, was alble to answer questons on G.M.O. seeds, plants, and tree fruit varieties; particularly, the new apple variety. This variety, developed locally by genetic modification, does not turn brown when cut. Presently accepted for public use and for sale also on the market, are genetically modified corn, soy and sugar beet seeds. The genetic modification by alfalfa, by Monsanto, is being vigourously fought. Many people do not appreciate or want G.M.O. products. It is wise to be aware of these changing items. Apparent geo-engineering to cause weather modification was suggested by one neighbour. He felt that these white streaks that appear suddenly in a bright, blue sky, on a beautiful and sunny day, were “chem trails” and were showering us with heavy metals such as aluminum. The discussion

that followed questioned the possibility of this strange activity, which may be the cause of the acidification of the sea and land. We are seeing a mass die-off of sea creatures on the B.C. coast. Of course, Monsanto is forecasting the development of aluminum resistant seeds and plants. Again, all of these potentially dangerous events take place without input or permission from the public. We discussed how free trade did not benefit our farmers, but it certainly helps farmers in other countries. Many producers are subsidized in other countries. Because Canada has free trade agreements with those countries, their subsidized products appear for sale in our stores and in the open market at a cheaper price than our products. Our farmers and manufacturers find it financially difficult to compete. This little meeting allowed our small group of constituents to meet with our federal minister of Parliament in a wonderful environment, enjoying good, commonsense conversation of ideas and information. Small calibre rifles are tolerable, but when members shoot rifles that are large enough to blow the head off any animal known to man it is a bit ridiculous. Why should people who own property, pay taxes (unlike the KCSA who are exempt from taxes for some reason) have to put up with this constant disturbance from a group of people who think they have the right to do so. What about the rights of residents who live and work here, who deserve to be able to enjoy the solitude of this beautiful valley. I don’t argue the fact that KCSA members should be able to shoot firearms in a safe and controlled environment. Personal experience makes ride for cancer relevant To the Editor: Our daughter Paige was three when she was diagnosed with Stage 4 Wilms Tumour. Cancer. When we found out, my only wish was to change places with Paige and allow her a childhood shielded from the realities of surgeries, chemo, radiation and countless pokes from needles. Her treatment took us from Saskatoon to Ottawa to Penticton to Vancouver. Fifteen years later, she is poised to graduate from high school in BC’s Southern Interior and begin the next chapter of her life in university, albeit with the physical and emotional scars of someone that has truly been to battle. The depth of thanks we have for the care and support we have experienced over the years is immeasurable. I’m doing what I

Unfortunately, if you happen to live and work anywhere near the Keremeos Cawston Sportsman Associations Club House, the sounds of spring are shattered by the sounds of gun shots. Not just a few shots, but shot after shot for hours. How considerate of their club to allow this to happen any day of the week and any day of the year. Funny thing is they don’t ever show up on a cold windy, rainy day. Highly successful Saturday clean up at Kobau Park By Steve Arstad

Volunteers turned out to Kobau Park in force on the weekend, making short work out of a big seasonal clean up job at the popular baseball park.

Upwards of 30 people were engaged under cloudy and cool, but dry conditions during this year’s Saturday, March 22 effort. New dirt was spread on the baseball infields, leaves

raked and binned and a number of park improvements done within a four hour timeframe spanning Saturday morning and afternoon. New goal posts for a soccer field were installed, picnic tables

sanded and stained, and new plaques for the park’s memorial trees were installed to replace existing wooden posts. Work on the infield for the park’s second baseball field was started as well.

“A big thanks to everyone who came out,” said clean up crew spokeperson Marie Marven. “It was also nice to see some community members coming out for the first time as well.”

The BC Government is now off-loading our recycling decisions to Toronto.

Under its new regulations, the BC Government has set up an association led by big corporations to take over the local Blue Box recycling program throughout BC. If you look closely, you’ll see that of seven board members, six are executives of Toronto-based multi-national corporations, with the seventh weighing in from Montreal. How do you like that, British Columbia? This means, unlike the current program run locally by BC municipalities, this new program will be managed not by people whose first responsibility is our local environment, but rather, their Bay St. profits. That can’t be a good thing for BC. The most perplexing thing is that we currently have a Blue Box program that works, is efficient, and costs BC homeowners just

$35 a year on average. The new proposed system does not guarantee to keep our local environment as its first priority, nor does it guarantee that there won’t be job losses here in BC. It doesn’t guarantee service levels, or say anything about how big business will pass along the costs to you when you go to pick up a pizza or buy groceries. Yikes! Perhaps this is why several of BC’s municipalities refuse to sign onto the new program, calling it a “scam.” Given that, maybe it’s time you called Premier Clark to keep BC’s environmental decisions right here in BC where they belong.

community Celia Brouwers grade six students performed live experiments with “landing modules” in their science class while studying space exploration on March 14. Students tested their landing craft from the mezanine of the carpentry shop on the Friday prior to spring break. Using eggs encased in an assortment of household materials - plastic grocery bags, egg cartons, foam, paper plates, balloons and foil wrap, the students dropped their craft creations from the mezanine. Those whose eggs remained intact were given full points. For the most part, the students’ 10 partnered experiments were successful, but there were a few that ended up with, well, not so eggcellent results.

Local tax processor warns of fraud campaign Contributed

Teresa deWit of H & R Block in Keremeos is warning residents of a telephone and mail scam making the rounds in the area. A person will call or mail and say they are from the Canadian Reve-

nue Agency (CRA). They will say they have reassessed your income tax return and you now owe money. The CRA never contacts people this way. The fraudulent party will ask for social insurance numbers and drivers license

numbers. Do not give out this information, as the CRA already has your S.I.N. number on file. The fraudulent party will also try to make you go out and purchase “pay power” Visa cards. They may also say that you

At the age of 78, Donna passed away at home in Keremeos. She was born on June 9, 1935 in Calgary, AB. She married her husband Albert on April 14, 1955 in Keremeos, BC. Donna is survived by her husband Alfred; children and grandchildren Shirley (Wayne - Christine, Andrew, Karl), Dale (Laurie Linsie, Jordan, Dane), Joyce (Rob - Dexter, Colton, Austin); 5 great grandchildren and her sister Patricia Pedersen (Harry). She was predeceased by her mother Agnes Mollgard, father Ernie Mollgard, and sisters Margaret, Joyce and Sylvia. Donna enjoyed Cross Stitch, Knitting, Crochet and was famous for her baking, cake decorating, pies and jam making. She also bowled for many years. A funeral was held on March 17 at the Keremeos Catholic Church, Father Harry Clarke and Father Don Wilson presiding.

Michael Minchau was also arrested and charged with numerous counts of mailbox theft. The thefts were widespread, occurring from Keremeos east to the Kootenays. Minchau currently faces four counts of mischief $5,000 or under, four counts of causing a person to use a forged document, one count of theft under $5,000 or under, two counts of possession of stolen property under $5,000, five counts of forgery and one count of theft from mail. A pre-trial conference took place on March 25. Minchau also plead guilty earlier in March to two counts of breach of conditions that occurred in January. Also arrested with Minchau in January was Lisa Roseanne Carlisle. The pair were arrested after being accused of taking licence plates from a vehicle in Olalla. Carlisle was charged with one count of theft under $5,000 and two counts of

Fight back. Keremeos RCMP Detachment Commander Mike Gallagher spoke to Keremeos Village council about recent criminal activity in the village at the March 17 meeting of council. Gallagher reviewed the annual statistics with council, noting that calls for service remained at roughly the same levels as last year (1,567 in 2012 versus 1,533 in 2013). Property crime boosted statistics, especially in the fourth quarter, Gallagher said, noting a large increase in break and enters stemming from a rash of mailbox thefts that occurred in the region around Christmas. Gallagher also noted that two individuals with lengthy criminal histories were arrested and charged with numerous break and enters. Robert Wilson, 34, was arrested December 8 and subsequently convicted; he is presently serving a two year jail term.

Kassidy finished fifth in moguls, first in aerials and won gold for combined score in Aerials/Moguls. Max was eighth in moguls, fourth in aerials and won a silver medal for his overall combined score in aerials/moguls.
