With adoption of the new OCP comes development permits that act as tools to help protect the environment, avoid development in hazardous areas and set guidelines for form and character of commercial and industrial development. This is of particular interest to Blind Bay Resort owner Dan Baskill whose development plans were rejected in a tie vote at the January board meeting. Normally, a developer is permitted to bring an application back only after six months or if there is

After eight often acrimonious years, the South Shuswap has an official community plan. Directors were unanimous in their decision to pass Bylaw No. 725 putting the OCP into effect at the March 20 board meeting in Salmon Arm. This OCP updates and replaces the Electoral Area C South Shuswap Official Community Plan and unlike the previous OCP, now covers the entire South Shuswap area including the communities of Tap-

substantial changes in the application. Baskill, who has already reapplied, says he has a legal opinion that because his application was defeated by three non-resident directors based on misinformation his application is changed. The possibility that Baskill or a future resort owner would add fuel sales to the marina and permit houseboats into the busy bay, were cited by directors as reasons for concern. But Baskill, says that since 2006, he has offered to place a restrictive covenant that would forbid either
fuel or boat sales or houseboats from tying up at his dock. “It has never been part of what was planned,” he says of his resort’s former C6 commercial designation. “We could have had fuel sales and houseboats. There was a boat launch that I could reinstate, but haven’t. They’ve redesigned foreshore uses, however it doesn’t take away historical uses.” Baskill says another significant change to his development application is the reduction of boat slips from the original 70 to 55 to fit into See Development on page A2

As well, he says, Blind Bay Resort leases moorage only on a weekly basis in order to allow public access to the dock and that, except for a few busy weeks in the middle of summer, the dock is used very little. “When we went to public hearing, I provided a publication, a historical count of boat activity dating back to 2007, and our boat use is well under half of what it was when we took over the property in 2005,” he says. “This is another misdirection by an environmental-leaning group and it flies in the face of what we want to do, the things we are doing are to continue to promote tourism and provide access at the same time doing the job better in terms of our environment.” Baskill says another substantial change is that he originally offered five per cent of the land on the west side of the resort for a public park. Now, he has offered to make it a statutory right of way in favour of the CSRD and also will provide five per cent of the land value to the CSRD parks department for development. Martin enters guilty plea
www.saobserver.net A3
Court: Sentencing on drug charges to be held April 9. By Lachlan Labere
MARKET NEWS STAff
What was supposed to be a three-week trial for convicted Malakwa drug dealer Colin Martin ended in two days with a guilty plea. On March 19, in Salmon Arm Supreme Court, Martin entered a guilty plea for charges of production of a controlled substance and possession for the purpose of trafficking. Sentencing is scheduled to take place in Salmon Arm on April 9. Co-accused Jason Airey’s trial on the same charges ended on March 25. He was found guilty on both counts and received a conditional sentence consisting of an 18-month prohibition
and a 10-year mandatory firearms prohibition. He was also ordered to provide a DNA sample. Airey, Martin and Martin’s common-law spouse Jennifer Cahill were arrested in July 2010 after police raided the Malakwa home Martin and Cahill were residing in, as well as a workshop on an adjacent property. Investigating officers uncovered a bunker hidden beneath the workshop containing approximately 3,000 marijuana plants. Court documents state officers seized two baggies of marijuana, a paper bag containing marijuana with the name “Colin” written on it from the residence, as well as documents and emails
showing Martin, Cahill and their company, Gorge Timber Ltd., arranging for the bunker’s construction, and a Health Canada application for a licence to produce marijuana
Colin Martin prepared in Martin’s name. Martin, Cahill and Airey were initially charged with possession for the purpose of trafficking, production of a controlled

substance and theft of telecommunication service. The charges against Cahill were subsequently stayed. Martin was also charged with breach of recognizance. Prior to his 2010 arrest, he had been out on bail while appealing a two-anda-half year jail sentence handed to him in 2007 after he was found guilty on eight counts relating to a drug-smuggling operation between U.S. and Canada. Later this year, Martin is expected to be back in Supreme Court for a U.S. extradition hearing related to a more recent cross-border smuggling operation.

NDP slams MMBC recycling ‘failure’ By Jeff Nagel BLACK PRESS
The NDP is accusing the provincial government of handing over control of B.C.’s blue box recycling system to Toronto-based multinational executives who will be unaccountable while B.C. businesses and households pay higher costs. Opposition small business critic Lana Popham raised the issue of Multi Material BC in the Legislature Monday, calling on the province to change course before the agency’s new system for recycling packaging and printed paper takes effect May 19. “If government doesn’t take a step back, B.C.’s recycling system is going to end up in a giant dumpster,” Popham said. “The control of recycling should never have been outsourced to the large corporate interests based in Ontario and abroad. This is a profound failure. This program needs to be paused and the entire concept reconsidered.” Popham’s comments follow the launch earlier this month of a campaign against MMBC by a coalition of business groups, including the newspaper industry, who say they can’t afford to pay high fees imposed under the new system. The provincially mandated system is designed to make generators of packaging and paper pay to collect and process it, but business critics contend it will be onerous due to high

costs, paperwork and reporting obligations. “The Liberal government loves to claim they’re getting rid of red tape,” Popham said in an interview Monday. “So it’s quite ironic because MMBC is a Godzilla-sized red tape monster.” Although MMBC is registered as a society, Popham called it a “dummy corporation” because two of its three directors are Toronto-
Lana Popham based senior executives with Loblaws and Unilever, while the third is MMBC managing director Allan Langdon. Popham said the province should force MMBC to give B.C. stakeholders majority control. The Saanich South NDP MLA said the MMBC system will be “dangerously close to monopoly,” resulting in less competition and innovation in recycling. She also said municipalities have been pressured into signing contracts with inadequate compensation for their costs, the threat of penalties for contamination and a gag clause. MMBC’s new recycling fees on businesses will be passed along to consumers through higher prices, Popham said, calling it a “hid-
den tax” that won’t be transparent to consumers. Meanwhile, she says cities that the government says will save money are unlikely to reduce property taxes that households already pay for recycling. “The slogan for MMBC should probably be ‘Recycle once, but pay twice.’” In some cities where MMBC won’t provide services, such as Kamloops, residents will pay for nothing if retail prices rise broadly, Popham added. MMBC says it will take new types of containers and packaging not collected in B.C. before. But Popham noted glass will no longer be collected curbside in many cities and there’s little evidence the system will improve recycling rates overall. She said a smarter approach would have been to extend the beverage can depositrefund system to more containers, such as milk cartons and laundry detergent jugs. Liberal MLA Eric Foster (Vernon Mona-
shee) responded in the Legislature, saying the province made changes to exempt most businesses from MMBC fees and paperwork if they earn less than $1 million in revenue, generate less than one tonne per year of packaging or operate as a single outlet. “We’ve got all kinds of validation on this — chambers of commerce, local government, opportunities for local government to either continue the way they’re doing it or to have MMBC put their contractors in there to pick up,” said Foster, who serves on the government’s environment and land use committee. “MMBC came forward as an opportunity to change people’s way of doing business and to put the onus on the original producers of the waste product or the recyclable product to reduce.”

Gearing Up for First Livability and Wellness Check-up The Shuswap Community Foundation is gearing up for the release of a comprehensive and consumer-friendly report on the Shuswap’s livability and wellness this October, 2014. The Shuswap Vital Signs Report will evaluate the communities of the Shuswap as a place to live, learn, work and grow. This region-wide analysis will include Salmon Arm, Sicamous, Sorrento and Electoral Areas C, D, E and F. The power of the report will be its accessibility. It will be written in a way that makes it interesting, understandable, engaging, and above all, actionable for everyone living in our communities. The Foundation has engaged a lead researcher who will combine public opinion, citizen grading of key issues and priorities, and data from a variety of recognized sources to create a unique snapshot of up to thirteen key areas, such as: the Environment, Work, Getting Started, the Gap Between Rich and Poor, Housing, Safety, Learning, Arts and Culture, Belonging and Leadership, and Health and Wellness. The report will be the region’s first Quality of Life check-up, and will be part of a national Vital Signs initiative involving several communities across Canada. As a catalyst for networking, Vital Signs has been very successful in initiating and fuelling important conversations about quality of life in many communities. For examples of reports published by other community foundations, please visit www.vitalsignscanada.ca. The Shuswap Community Foundation is launching Vital Signs because the project supports the Foundation’s vision of “Uniting Those Who Care with the Needs of our Community.” Producing a Shuswap Vital Signs Report will also help the Foundation support our donors’ requests for information about the community, make our granting more effective and proactive, and will strengthen its understanding and ties to the community. And for all the communities in the Shuswap, the Vital Signs Report will support decisionmaking by identifying and promoting key priorities. Information and knowledge are at the heart of our ability to work together to make good decisions for our region. If you would like to be a part of this exciting initiative or would like more information, please feel free to contact the Foundation at 250-832-5428 or visit www. shuswapfoundation.ca.

Measles a public responsibility It didn’t take long for the furor to erupt after it was learned the source of the latest measles outbreak in Chilliwack was a local Christian private school. The school – and the church that supports it – has been in the spotlight before over its aversion to vaccinations. Past outbreaks of measles, mumps and whooping cough have all been tied to the community. And that association once again drew an immediate rebuke from people across the country. And rightly so. Religious freedom is a fundamental part of our Canadian identity. But that freedom should not excuse parents from denying their children the simple tools that can protect them from lifethreatening, or life-altering diseases. More so, choosing not to vaccinate has implications that extend beyond one community. It leaves others – particularly children too young for vaccination – vulnerable to a disease they might otherwise escape. Fraser Health estimates the percentage of the population in the Chilliwack area with adequate immunization is around 70 per cent. That leaves a significant chunk of the population either choosing not to vaccinate, or failing to ensure their inoculations are up-to-date. Fears that vaccinations carry some harm have long been exposed for what they are: paranoia cloaked in junk science. The bigger concern is complacency. We’ve come to expect that the childhood diseases that were once so common have disappeared. What we forget is their absence is due to a stringent vaccination regime. OpiniOn
The ones that will help you the most Surely spring can’t be too far off? All I know for sure is that once the ice is off, and the lakes have turned over, I’ll be heading out to cast my first line of the new season on one of a number of my favourite, smaller Southern Interior lakes. There are plenty to choose from – shallow little water bodies like Dee Lake and Crooked Lake in the Okanagan, which are lined with fallen trees and have a rich riparian zone along their shorelines, to some of the lakes in the South Cariboo along Highway 24 (known as the Fishing Highway), with sunken islands and weed beds inhabited by a multitude of sub-aquatic insect species. In the past three or four decades I have spent a fair amount of time figuring out how to read the waters of each and every one of these lakes – with varied success. Learning how to read the waters of any lake requires having an understanding of lake structure and the ability to identify fish-holding waters. It is best achieved
The GreaT OuTdOOrs James Murray by making observations and then recording them in some sort of journal so that you can refer to them on subsequent trips. Ultimately though, it is knowing how to add all your knowledge and observations together so that you can make something of a calculated ‘guesstimate’ as to where the fish might be, and what they are most likely to be feeding on. Although fish are relatively opportunistic feeders, they can also be quite selective. Fish are, by their very nature, relatively wary creatures and, while they are constantly seeking food, they also continuously seeking protection from anything which might
be inclined to feed on them. Fallen trees, weed beds, sunken islands, and marl along the shoal areas all provide protective cover for subaquatic insects and fish looking for something to eat. Look for areas where there is natural protective cover for both insects and fish, and you’ll likely find fish hanging around that feel safe enough to go after anything that happens to come their way or pass through their feeding zone. Fish often cruise the shallows along the shoreline after sunset, when they feel they can swim about freely under the cover of the failing light. Creek mouths, where the surface of the water is broken by moving water entering the lake, are another favourite spot for opportunistic fish to hold while waiting for food to come tumbling their way. Once you know when and where the fish are feeding, the trick is to figure out exactly what kinds of insects they are feeding on. If fish appear to be rising to some sort of small, pale-coloured insect with mottled wings
along its back, I usually know just enough to know that it’s a caddis fly and not a horsefly. I can then match the natural with one of the fly patterns I have in my fly box. By referring to my fishing journal, I can then determine the best hook size. While I know there are some anglers out there who know everything there is about trout and the insects they feed on, including all the taxonomic names, genus, phylum and so on, I am not one of them. That’s why I make notes in a fishing journal. Accurate journal notes (that are legible enough so that you can make out your own handwriting), can make all the difference when trying to read the waters. When it comes right down to it, knowing how to read the waters really amounts to being able to remember some things and writing down and recording others – ideally, the ones that will help you the most when choosing which fly to tie on for that first cast of the new season.

VIEW POINT
Countering anti-evolution In attacking the Shuswap Market News’ refreshing column Gaia Gardening,” David Riley (“Column about trees goes off base,” Mar. 14, 2014) is actually who’s off base – literally off the scientific reality base altogether. A hodge-podge of uninformed, unsupported assertions and rhetoric careen through this letter, contributing little to our awareness of how evolutionary processes drive the natural selection of treeadaptation over millions of years. Indeed, millions of years and processes of evolution itself, are obviously Mr. Riley’s downfall. He baldly asserts: “… evolutionary beliefs pose many questions and unsolvable problems.” What questions? What problems? He states further: – “The whole evolutionary long age development scenario is a farce, a myth, the great new age fairy tale.” Grounds for this emotional outburst? None to be found in Mr. Riley’s letter. “How do you know
what the climate was 250 million years ago, or since then?” he laments. Geoscience, paleoclimatology, paleontology (fossil-study) and palynology (pollen analysis) have long provided comprehensive details of past climates. Countering misunderstanding on this scale, and clarifying for Mr. Riley, the universal, scientificallyaccepted role of evolutionary processes in producing this amazing world of nature we know today, would easily require an entire issue of the Shuswap Market News. “Where did the parent tropical trees come from?” Using the slow radioactive decay rates of uranium isotopes, the age of the Earth has been established as 4.55 billion years old, and fossil microrganisms have been dated at 3.55 billion years old. The origin of trees begins with evolution of the plant world, 2.5 billion years ago, when photosynthesis radically transformed the Earth’s primitive, ox-

ago to the beginning of an extensive distribution of upright plants in terrestrial environments – such as trees like: ginkgos, cycads, metasequoias, arau-
carieas and wollemi pines. Explanations of Earth’s magnificent natural phenomena and events unfolding over billions of years, have been successfully achieved by evolutionary science. In the process, the intricate beauty of the Earth, our home, is made even more meaningful by knowing its true, evolved character. Reasoned debate on this science is healthy and welcome; emotion-based criticism – lacking evidence – is without merit.

Water unsightly but not unsafe By Barb Brouwer
MARKET NEWS STAFF
A patch of yelloworange goo discovered on the shore in Blind Bay in early March may not be pretty but it is not harmful. Four water samples were taken in the 20012022 block of Eagle Bay Road Monday, March 10 by Brian Gregory, an Interior Health protection officer, who was responding to a complaint from a Blind Bay resident. “We have the sample
results of four environmental tests and they all indicate there is no presence of sewage in the samples,” said Jessy Bhatti, another IH health protection officer Friday. “I don’t know exactly what it is because we don’t do our own tests, but it’s likely the result of groundwater rising to the surface.” Carol Danyluk, a senior environmental protection officer with Ministry of the Environment, concurs: “It is an iron pre-
cipitate that is the byproduct of a metabolic reaction by bacteria, present in the water. “These bacteria utilize the iron present in the water and produce an iron-oxide precipitate or ‘rust,’ which is typically bright orange and can be fuzzy or slimy.” Danyluk says its occurrence is a problem esthetically because it will stain clothing, sinks and bathtubs, but is not harmful to terrestrial plants, animals or humans.

INFORMATION DESIGNED TO PROMOTE AND ENHANCE YOUR WELLBEING
Teenage eating disorders Eye Safety and how to spot them Is Always
Along with low energy and moodiness, the fear of looking fat and feelings of inadequacy are common among youth—and this puts them at risk for developing eating disorders. It is reported today that one in three girls aged 14 to 18 uses dangerous weight-management practices. As a result, eating disorders have become
the third most chronic illness among adolescent girls. “Every day can be different with a pre-teen or teenager, and recognizing changing behaviour patterns can be a challenge,” says Merryl Bear, director of the National Eating Disorder Information Centre (NEDIC). It isn’t always obvious who is bat-
tling an eating disorder, says Karin Jasper, a clinical mental health specialist at the Southlake Hospital’s Eating Disorder Program and one of the panelists. “It may be a 10-year-old boy, that teenager on the bus, or a girl new to Canada struggling to find her way who turns to managing food and weight to feel a sense of control,” Jasper says. One of the best ways to learn about the warning signs of an eating disorder is online at www.nedic.ca. “By knowing the signs of trouble, a parent or teacher can be a lifesaver for these children,” says Jasper. The website offers a wealth of information on the signs and symptoms of an eating disorder, plus the treatments available, and how to get help. Or, on the toll-free helpline at 1-866633-4220, qualified staff and volunteers will help individuals who prefer to discuss their concerns. The line is open Monday to Friday, 9 a.m. – 9 p.m. EST. www.newscanada.com
Cut calories, not taste by cooking with mushrooms Battle childhood obesity with lighter family favourites like blended burgers, blended spaghetti, blended pizza and blended tacos by replacing a portion of the ground meat with mushrooms. Mushroom Blendability helps to bring another serving of vegetables to the plate, add volume to meals and extend portions. Finely
chopped mushrooms look similar and blend seamlessly with ground meat, so classics can be healthier without losing taste. Mushrooms add important nutrients like vitamin D, potassium, B vitamins and the antioxidants selenium and ergothioneine. Using a blended mushroom mixture decreases the calories in the meal and lowers
saturated fat and cholesterol content. Blendability works in any ratio- for a meatier dish, a 50/50 blend satisfies, or for lighter fare with hearty texture, try 80 percent mushrooms and 20 percent ground meat. You may also choose to sauté mushrooms beforehand when making a recipe like burgers or meatballs where you want to
hold a shape. When cooking with dryer meats, fresh, chopped mushrooms bring moisture to the dish. With mushrooms, the possibilities are endless no matter how you dice ‘em. Blend & Extend with more delicious Mushroom Blendability recipes, available online at www.mushrooms.ca. www.newscanada.com

Neighbours helping out neighbours
Nancy Cooper April 6 to 12 is National Volunteer Week and an opportune time to recognize and thank our many residents who volunteer their time and talents to make Salmon Arm the absolute best place to live. Our volunteers are caring individuals who get involved, selflessly helping out in our community and making a big difference. Indeed, they are the backbone of our community. Volunteers are everywhere; cleaning up litter on roadsides, organizing fundraising events for worthwhile charities, serving on boards of directors, driving individuals to out-of-town medical appointments, caring for our environment – the list goes on and on. At the city we have a number of volunteer advisory committees helping us as we strive to serve you in the very

best way possible. There are volunteers who simply reach out to their neighbours. As a single mom, I was the recipient of the selfless generosity of a volunteer. My retired neighbour, who owned a snow blower, decided he would help out by making sure my driveway was cleared each and every time it snowed. He didn’t do this after lunch or when it was convenient for him but rather he cleared my driveway early in the morning after a snowfall so I could get my children to school and myself to work on time. While this gentleman is no longer with us he was such an inspiration that I have never forgotten him. He simply volunteered and did what he could to help a neighbour. So to all caring individuals who get involved, selflessly helping out in our community and making difference to the whole community, or to the life of just one person, I say, thank you! And I am reminded of Ghandi’s noble words, “The best way to find yourself, is to lose yourself in the service of others.”

Former Salmon Arm SilverBack Defenceman Josh Manson has signed a two year, entry-level contract with the Anaheim Ducks, who drafted him in the sixth round of the 2011 NHL draft. Manson has played the past three seasons with Hockey East’s Northeastern University, posting 28 points over 99 career games. The Prince Albert, Sask. native potted 71 points over two seasons in his time with the SilverBacks, including nine points over 14 playoff games during the ’Backs 2010-11 run. The Ducks have not yet released any further details on the contract, as Northeastern’s season has just recently come to an end. In press release, the SilverBacks congratulated Manson on the great news, and wished him all the best of luck in his future with the Ducks.

While you’re not looking, this is what’s happening to BC’s world renowned recycling program.
Well, lookie here. One minute you have a perfectly good Blue Box recycling program. The next, something new and rather questionable is being put in its place. And they thought they’d get away with it right under your nose, without telling you or asking your opinion. That’s definitely not democracy in action. The BC Government, elected by us to represent our best interests, has decided to offload the costs of recycling to big multi-national corporations. To implement this new plan, they’ve set up an association that doesn’t really seem to hold the environment, local jobs, or the municipalities that run the Blue Box program, close to its heart.
Perhaps that’s why some of our local elected officials are using the word “scam” to describe how the new program is being set up. It’s also perhaps why several of BC’s municipalities refuse to jump on board. That’s gotta tell you something. Now it’s your turn to let Premier Christy Clark know what you think. Contact her today to say that dismantling an already-working recycling program to replace it with something that few people think will be as good, is a bad idea.
What’s going on here?

Canadian citizenship should not be simply a passport of convenience but rather a pledge of mutual responsibility and a shared commitment to values rooted in our history. The Strengthening Canadian Citizenship Act, Bill C-24, will replace the antiquated 1977 act by introducing changes that will reinforce the value of citizenship while ensuring the integrity of the immigration system is protected. Recall issued for Okanagan Choice Cheese A Lumby company is voluntarily recalling its cheese products due to a possible listeria contamination. Castle Cheese Inc. is recalling Okanagan’s Choice Cheese brand shredded cheese products from the marketplace. Due to possible listeria contamination, consumers should not consume the recalled products. The affected products are shredded cheddar cheese, shredded mozzarella cheese, shredded parmesan cheese, chipped parmesan, crumbled feta and nacho blend (cheddar and mozzarella cheese).
“There have been no reported illnesses associated with the consumption of these products,” states the Canadian Food Inspection Agency, which has issued the recall. This recall was triggered by the company. The CFIA is conducting a food safety investigation, which may lead to the recall of other products. If other high-risk products are recalled the CFIA will notify the public through updated food recall warnings. Consumers are urged to check to see if they have recalled products in their home, which should be thrown out

muscle aches, severe headache and neck stiffness. Pregnant women, the elderly and people with weakened immune systems are particularly at risk. The products have been sold in Alberta, British Columbia and Manitoba.

Nigeria: dysfunction supports nation’s survival
Global Views Gwynne Dyer The reason they convened a National Conference to discuss Nigeria’s future last week is that it’s the hundredth anniversary of the unification of the northern and southern protectorates into one nation. Well, one colony, actually, since the whole place would remain under British rule for another halfcentury. And the one subject the delegates are banned from discussing is whether unification was really such a good idea. A century later, the country is still riven by ethnic and religious divisions that distort both its politics and its economy. Nigeria is one of the world’s biggest oil producers, but twothirds of its 170 million people live on less than $2 a day and even the big cities only get electricity four hours a day. It ranks 144th on Transparency International’s Corruption Perceptions Index, which means in practice that most public funds are stolen. In the mainly Muslim north, an extremist Islamic insurgency by a group called Boko Haram (“Western Edu-
cation is Forbidden”) killed more than 1,300 people in the first two months of this year. Or rather, they and the brutal and incompetent army units who respond to their attacks with indiscriminate violence together accounted for 1,300 lives. And when Lamido Sanusi, the internationally respected head of Nigeria’s central bank, accused the Nigeria National Petroleum Corporation (NNPC) of failing to repatriate $20 billion of the $67 billion received for oil sales between January 2012 and July 2013, President Goodluck Jonathan suspended him for “financial recklessness and misconduct.” Sanusi, who was named Central Bank Governor of the Year in 2010 by Banker magazine, was promptly accused of links to Boko Haram in a document circulated to Nigerian websites that was traced back to President Jonathan’s social media adviser. It was a typical establishment response, and it was total nonsense. But a depressing number of southern Nigerians will believe almost anything about Sanusi simply because he is a northern Muslim. He is actually a member of the northern aristocracy – his grandfather was the emir of Kano – and an Islamic scholar who condemns Wahhabist fundamen-
talism. He is one of Nigeria’s foremost advocates of a tolerant, inclusive Islam: “Even a cursory student of Islamic history knows that all the trappings of gender inequality present in the Muslim society have socioeconomic and cultural, as opposed to religious roots,” he said recently. Yet the mistrust between Muslims and Christans, northerners and southerners, is so great that Sanusi’s whistle-blowing is seen by many southerners as a political operation aimed at the Christian president. They believe this even though they also know that the money really was stolen by people at the NNPC, and that Goodluck Jonathan is protecting them because some of it was going to be used to finance his re-election campaign next year. And why does Jonathan need so much money? To buy the support of the northern power-brokers, who will then deliver the votes to keep him in the presidency. Then he will be able to go on protecting his friends. It’s a closed system, and it’s making Sanusi more radical by the moment. Recently he told the Guardian: “If the population as a whole starts protesting what is going on in our country, how many of them can they kill?” He added that the ousted lead-
ers of Ukraine and the Arab spring nations “never did half as much damage to their countries as our rulers have.” But Sanusi is unlikely to bring the system down. That is why, at the National Conference on Nigeria’s future that meets in Abuja over the next three months, some people will certainly defy the ban and start talking about re-dividing Nigeria between north and south. They will mostly be southerners, who resent the large amounts of oil income that the federal government transfers to the northern states that desperately need the money. Northerners will fiercely resist the idea of partition because they would be left running a country only slightly better off than Mali. (Despite the transfers of oil revenue, 72 percent of the population in the North lives in poverty; in the South, only 27 percent does.) And in the end, nothing will happen, because cutting off the North would spoil the game. Nigeria is unquestionably the most dysfunctional large country in the world, but it will hang together because all the elites benefit from the dysfunction, which allows them to steal massive amounts with complete impunity. Indeed, you might say that Nigeria survives because it is

Norm Embree boards work well, especially governance boards.” Embree is also concerned that politicians at the table could focus on their specific communities instead of looking at broad-based health needs.
“It was tried in Saskatchewan years ago and it didn’t work because you get people with one thing (issue) on their mind,” he said. In terms of transparency, Embree says that is an ongoing priority for his board. “We have a good relationship with regional hospital districts,” he said, adding that any decision on board membership rests with the Ministry of Health and not IHA. Despite Embree’s opposition, Macnabb vows to keep pushing for changes to the IHA board. “We will carry on through the Southern Interior Local Government Association and the Union of B.C. Municipalities,” he said.

During Tuesday’s North Okanagan-Columbia-Shuswap Regional Hospital District meeting, director Mike Macnabb challenged IHA chairperson Norm Embree to support having elected officials named to the IHA board to expand public accountability. “Mr. Embree and I agree to disagree,” said Macnabb, who represents BX-Silver Star, near Vernon. “I asked him if he supported it and he said no.” Presently, IHA board
members are appointed by the Ministry of Health. Macnabb insists the public has no sense of decisions being made by IHA that impact health care services and the expenditure of taxes. “The vital part missing is the public and the public is represented by elected officials,” he said, adding that representatives from regional districts or municipalities could help IHA promote vital concerns. “We could be an ally to go to the public and say, ‘We’re in trouble,’ but instead, they sit in isolation.” Embree, who lives in Salmon Arm, confirms that he doesn’t support Macnabb’s concept. “If we start opening

KEUMPER, DOROTHY ANNA MAY March 26, 1938 - March 21, 2014 We deeply regret To announce the passing of Dorothy Anna May Kuemper on March 21st 2014 after a courageous battle with auto immune disease leading to complications with cancer. Her long time loving husband Ernie and son Kevin with daughter in law Trudy by her side. Dorothy was born in Prince Rupert March 26th 1938 to Joyce Cole whom passed away when Dorothy was just five years old. She was also most recently predeceased by her loving aunt Dorothy Sieben. Mom will be greatly missed by her devoted husband Ernie Clemons and their sons Terrance Allen and Kevin John. Dorothy adored her daughter in-law Trudy Macaraeg and is very proud of her two granddhildren, Kevin Ernie Clemente and Kristal Anna Macaraeg. She is also survived by her brother Edward (Rose) Gleason and special aunt and good friend Shirley Houle and many more extended loving family members. Mother cherished her lifelong friends as well as her recent friendships made locally these past 20 years, yet her life did not really start until 1956 in Terrace where she met and fell in love with her husband Ernie Clemens Kuemper. Mother’s main focus was always dedicated to her husband and family. Mother loved living life, gardening and planting flowers alongside all the free flying birdies. Mother definitely had attention to detail that not many others could duplicate. Mother was sharp, always had a good sense of humour and shared that with us right to the very end of her life. We love you Mother and will never forget you. It was Dorothy’s request not to have a celebration of Life ceremony but wants to thank all the many people who have been praying for her. Consequently, a casual Prayer service for Dorothy was held at Saint Joseph`s Catholic Church in Salmon Arm at 10am; Wednesday March 26th. The Family would like to thank all the many doctors and nurses from Salmon Arm who provided care for Dorothy, especially nurses like Marvin and Chad who gave ultra care for her. Special thank-you to retired Dr. Michel Saab for his guidance and support during this most difficult time for the family. We will meet again Mom. Online condolences may be sent through Dorothy’s obituary at www.bowersfuneralservice. com

PENDLEBURY, DAWN EILEEN October 24, 1950 - March 21, 2014 Dawn Eileen Tanner Pendlebury, 63, passed away on March 21, 2014, in Salmon Arm. She is remembered by her children Dawn Marie, Charity (Rogue), Rebecca (Erik), Joshua, and David; her sisters Judy (Howard), Nina, Lizette (Tim), Rayda, and Marion; her seven grandchildren, and numerous extended family and friends. Dawn worked for several years for School District 83, as well as volunteering with local Scouting programs. Her family would like to express their gratitude to the staff at Mt. Ida Mews care home for the excellent care and attention they provided Dawn over the past year and a half. Arrangements entrusted to Fischer’s Funeral Services & Crematorium Ltd., Salmon Arm, (250) 833-1129. Email condolences and share memories through Dawn’s obituary at www. fischersfuneralservices.com BROADFOOT, EDIE ELIZABETH April 11, 1922 – March 11, 2014 Edie is survived by Fred, her best friend and loving husband of 70 years, along with her daughter Carol (Tom); sons Doug (Colleen) and Glen (Helen); her grandchildren Adam, Terra, Amy, Darren and Christine; greatgrandchildren Noah, Meghan, Ryan and Jayden; and her siblings Jim, Doug and Judy who all lovingly cherish her memory. Edie was born in Winnipeg to Gladys and Sydney Kirk. She met Fred when she was 16 and Fred was instantly smitten. They enjoyed canoeing and shared wonderful days at Grand Beach in the summers and great moccasin and snowshoe tramps in the winters. They were married on May 1, 1943 and soon after moved to Vancouver where they started their family. In 1961 they moved to Kamloops and in 1977 retired to Chase. They shared many wonderful adventures including trips to England, Portugal, Hawaii and Mexico. No matter where they were, she and Fred shared a love of nature and the outdoors. She enjoyed camping, cross-country skiing, swimming and long walks. She loved canoeing and they paddled many of the lakes and rivers of BC, including the Bowron Lakes. Gardening was a passion of Edie’s and the abundant vegetables and beautiful flowers found in her gardens were a testament to her green thumb. Edie had a sense of humor and was a great storyteller, even writing some of her stories for us to treasure. The Anglican Church was an important part of her life and she spent many selfless hours volunteering as a Sunday school teacher and running the community’s thrift shop. Children always played a big role in her life, from raising her own to working as a kindergarten teacher and being ‘Akela’ for the Cub Scouts. Most of all she was devoted to her family, showering us all with great love, understanding and support. She gave so much of herself to everyone around her and she will be lovingly remembered and truly missed. Her presence made the world a better place and all who met her, if even briefly, remember her as a warm, caring and amazing woman. We love you Edie, thank you for being a part of our lives. Celebration of Life for family held on March 15, 2014 at her home. Service will be held May 3, 2014 2 pm at Saint Andrews United/ Anglican Church in Chase.
