Town keeps silent on proposed rezoning By Amelia Naismith After a public hearing March 24, attended by unhappy residents concerned about whether or not Rimbey town council should rezone land south of the Best Western Rimstone Ridge Hotel, an amendment to the land use bylaw was given second reading. Although many parcels of land were included in the bylaw only the southern-most parcel, running south of Rimstone Ridge and along 45th Avenue is actually being rezoned from R1 low density housing to IPU (Institutional Public Use). The remaining parcels remain in their current state. Acting town CAO Melissa Beebe says the parcel containing the hotel remains zoned C2 highway commercial; the parcel east across the

road will also stay C2. The parcel of land behind the Best Western was zoned R4 in 2007. Although it wasn’t stated at the meeting what the rezoned land would be used for, many residents in attendance were concerned it would house the proposed seniors’ lodge. “It could be a school, it could be a church, it could be a seniors’ complex, the developer asked for it to be rezoned,” said Mayor Rick Pankiw, listing the general uses of IPU land. “I’m wanting to know what is the future development plan for this area being rezoned. I’m concerned about what type of building or project is going to go up there,” said Jan Boyarzin, 45th Avenue resident. She also figured the town’s new senior lodge would be going there. She feels 45th Avenue isn’t in good shape and is concerned how increased traffic would

further degrade the road. “If there’s a large project there, it’s not like building a house, there’s going to be a lot of noise, there’s a lot of children and little kids on that road.” Other concerns expressed were whether the parcel would be a good place for the seniors’ lodge, as they would have to cross Highway 53 for many amenities, including the community centre, Pas Ka Poo Park and the hospital; drainage issues of the land; and whether they felt that location was appropriate for IPU. Jim Moore asked council if they knew what the rezoned IPU land would be for, specifically mentioning the seniors’ housing development. “Do you know what the intent of the developer is here?” “Anything that happens with negotiations for that are protected by the MGA (Municipal

Government Act) and we are not at liberty to speak about that, the developer or who the buyer is. It’s against the law for us to speak out at this time,” said Pankiw. “As to what’s going on that property I don’t know. I don’t know what the seller’s going to do with it,” he added. Boyarzin also asked council when they would know what was going to be developed on the land. “Well I guess we would find that out if council gave the rezoning the second and third reading and then the developer, if he was to sell it to somebody, at that time, they would come out and say whoever the buyer is and would make it known to town. They would need a development permit from the town, so at that time it would then become public knowledge,” said Pankiw. Continued on page 6

Stolen truck crash caused gas leak in Sylvan Lake by Stuart Fullarton Sylvan Lake News A portion of downtown Sylvan Lake was evacuated Saturday morning after a truck crashed into the Telus building on 50 Ave., severing natural gas lines in the process. Emergency crews arrived on scene at about 5 a.m., and upon realizing the dangerous nature of the situation, pulled back and called in ATCO Gas crews. Power in the area was shut off between about 7:30 a.m. and 2:30 p.m., and nearby residences were evacuated for safety. Nearby businesses also remained closed throughout the evacuation period. The truck was found to be void of any occupants, but caused a “large hole in the wall” of the building it crashed into, according to an early RCMP release. Wind helped dissipate gas released into the air, but a build up in the Telus building required crews to dig in front of the neighbouring Frontline Worship Centre to block the line and prevent further flow. After being adequately vented, the building

was checked for gas by ATCO, and clearance given for the truck’s removal. RCMP in the afternoon declared the emergency over, and the area safe. Thomas James Hanger, 21, of Three Hills, has been charged with dangerous driving causing bodily harm, public mischief, failure to remain at the scene of a collision, and driving a motor vehicle with no insurance. RCMP said Tuesday that the truck’s driver and three other occupants fled before police arrived on the scene. Later that day, the driver told police his truck had been stolen. Their investigation revealed, however, that he was the one driving it at the time of the crash, which caused “significant head injuries” to one 24-year-old male from Sylvan Lake, according to an RCMP release. He’s since been treated and released. A memorial service lunch at the nearby Legion was one of the day’s events affected by the evacuation, as organizers scrambled to find a standin venue close by.

An extraordinary team effort resulted in the lunch being successfully relocated to Memorial Presbyterian Church, after food was removed from the Legion by firefighters. “There was nothing we could do, so we had to make other plans,” said Ladies’ Auxiliary past president Kathie Duncan. “We all pulled together and everybody did what they had to do, and we got it done. Everybody was really helpful.” After firefighters received permission to retrieve the food, a number of helping hands ensured it made its way to the church. Legion 1st VP Gordon Graham, branch manager Lisa Sweet and Ed Stevenson of Sylvan Lake Funeral Home were among those pitching in. Deputy Fire Chief Steve Scanland said he wanted to do everything in his power to make sure the memorial took place safely as scheduled.

Fire destroys hotel in Buck Lake by Treena Mielke Buck Lakeshore Inn was reduced to rubble in a matter of hours Sunday, despite firemen’s attempts to save he building. The fire was called into 9-1-1 March 23 after an occupant noticed flames, said Mike Zajac, director of emergency services for the County of Wetaskiwin. “It went relatively fast,” he said. “The wood was fairly dry.”

Everyone was evacuated safely from the twostorey building which was built in the ‘30s, he said. “There were no injuries.” Fire departments from Alder Flats, South Pigeon Lake, Winfield and Breton fought the blaze for about four hours. “Firemen remained on the scene to put out hotspots,” said Zajac. The inn, located at 302 Lakeshore Drive, also had a tavern.

Although substantial time has elapsed since Daylight Savings Time’s cruel robbery of our extra hour of sleep, I, like many people, am still feeling the effects of its absence. Its relocation is, perhaps, a better way to describe it, however, as the time we’ve lost in in the morning has simply been gained at night. And at this time of year, after living through one of the coldest, darkest, snowiest winters in recent memory, such a move is most welcome. While losing that extra hour is tough on even the chirpiest of morning people, I have to say I think it’s well worth it to see days extended to include sunlight beyond 5 p.m. In brainstorming and researching for my column this week, I took to the internet to find out whether people shared that sentiment, and what I found was a largely mixed reaction ranging from people who don’t even really notice any physical or mental disruption during the change, to those who blame everyone and everything for its seemingly pointless nature. Something I found more interesting, however, was a CBC article that described studies that have linked Daylight Savings Time with effects slightly more significant than simply feeling tired and annoyed. In the article, dated Mar. 8, 2013, the reporter cited a University of British Columbia release in which sleep expert Stanley Coren spoke of the link between Daylight Savings Time and an increase in motor vehicle collisions. “Spring daylight savings time is a period when people lose a little extra time. Looking at different types of accidents, we found a five to seven per cent increase in accident fatalities during the three days following spring daylight savings time.” Possibly a coincidence, the statistic is scary, nonetheless. And it reminds us to be aware of the potential dangers posed by operating with the seemingly minimal one hour loss of sleep. But it’s not all doom and gloom when it comes to Daylight Savings Time. Steve Calandrillo of the University of Washington’s school of law argues that its advantages far outweigh its disadvantages, going as far as stat-

ing that “DST saves lives”. Writing in Bloomberg Businessweek, he said: “Simply put, darkness kills”, noting his feelings that having year-round Daylight Savings Time would actually reduce the number of motor vehicle collisions that occur. Citing the Insurance Institute for Highway Safety, he noted that “the change from daylight to twilight causes a 300 per cent increase in fatal pedestrian crashes alone. Having this change occur one hour later saves lives because fewer motorists are on the road then.”

It’s clear that certain activities that require our full mental attention, such as driving, should not be carried out until our body clocks have fully adjusted. Not knowing how far that sentiment extends, and to which activities it all applies, however, is the real problem. And only when we know that can we determine whether Daylight Savings Time is simply a necessary nuisance or a valorous lifesaver. Stuart Fullarton is the editor of the Eckville Echo and also reports for Sylvan Lake News

Letter to the Editor

Dialysis support group wants to see unit in Rimbey

Production: Red Deer, Alberta Published every Tuesday by PNG Prairie Newspaper Group in community with: Publisher: Fred Gorman

Dear Editor, The Red Deer Advocate informed us that the renal dialysis unit in the Red Deer Hospital was operating at capacity. That this event was in the making was pointed out to NARP and others some years ago by the Renal Dialysis Rimbey Support Group. Just one more reason that governments should consider local input when making decisions. We were attempting to contribute to the solution of a forseeable problem by bringing attention to the availabilityof the Rimbey Hospital as a sight for a satellite dialysis unit that would serve the needs of rural patients. How many rural dialysis patients travel to Red Deer for treatment ? We now know that some are proposing that the

solution to over capacity is to add another renal dialysis unit in Red Deer. Would it be a private clinic? If NARP has the funds for an urban facility, could those funds not be extended to a Rural unit? We pay taxes, too. Furthermore, is not rural Alberta the source of the governments oil and gas income? After RRDSG began to work on behalf of a rural unit another community, Lac la Biche, received the service of a renal dialysis bus that has the necessary equipment to provide care. NARP has two such buses ; one serves northern patients and the other was parked for some time. Rimbey and Lac la Biche renal dialysis patients have much in common. One of those is increased industrial traffic on shared highways. In a recent industrial traffic check stop by the RCMP,

conducted on a highway east of Lac la Biche, 85 per cent of the vehicles were found to have driver/vehical infractions. What does that have to do with Rimbey? Records from the Alberta Transportation from the years 2006 to 2010 ( latest available to us) indicated 143 collisions , during snow/ice conditions, for highways 11,11A, and 20 in this area. Highway11, in particular, was 60 per cent above the provincial average. If we don’t have the resources to keep our roads safe, should we not then have the local facility to improve the quality of life for those who are now risking their lives just to stay alive? Central Alberta libraries showcasing the best of a selection of Alberta books by Meredith Bratland Library patrons in Central Alberta will soon be able to borrow from a selection of 64 books written or published close to home. Parkland Regional Library, the Writers’ Guild of Alberta, and The Book Publishers Association of Alberta have been working together since last fall to create a new display called Read Alberta Books. The display begins touring the Parkland Regional Library system this spring, and staff are excited for this chance to showcase Alberta books in their local libraries. “It’s been a wonderful collaboration among our three organizations,” said Ron Sheppard, Parkland’s Director. “Our partners have provided us with an exceptional kit of books that highlights the talents we have here in our province.” The collection represents the best of the best in children’s, teen, and adult literature, with each book a nominated or winning title from the 2012 and 2013 Alberta book awards seasons. Any one of Parkland’s 50 public libraries can sign up to host the travelling display. Patrons can borrow as many books as they want, and when the books are re-

turned to their library they will join the display, courtesy of Parkland’s delivery van. “While Alberta boasts tremendous writing talent and a vibrant publishing industry, the reading public has had no easy way to identify locally-produced material,” said Carol Holmes, Executive Director of the Writers’ Guild. “This project goes a long way to raise awareness and interest in our homegrown authors and publishers.” “We are delighted to be working in partnership with the Writers Guild of Alberta and the Parkland Library staff to showcase the wonderful literary work that is being done in Alberta,” added Kieran Leblanc, Executive Director of the Book Publishers Association of Alberta. “This is a great opportunity for everyone.” The travelling display is a pilot project that will be evaluated throughout its 2014 tour of Central Alberta. If interest among library patrons remains high, the project partners hope to provide new collections annually and to expand the travelling displays to include regional library systems in other parts of the province.

Town’s silence on seniors’ lodge Continued from page 1 However, County CAO Charlie Cutforth says there have been discussions between the town and the county and “absolutely” the town knew what it was to be used for. “Once the agreement is signed, hey it’s public.” “Why wouldn’t they let the people know? And the town has known right from day one. There’s no secret about it,” he added. Cutforth confirmed that the southern parcel is the 8.54 acres the county purchased on Feb. 27, costing $310,000, for the seniors’ lodge. “I did know they had to get it rezoned.” “Once the offer is signed I have no problems. If we were still in negotiations it would be confiden-

tial,” he added. Stan Cummings, owner and developer who sold the land to Ponoka County, also attended the Town of Rimbey meeting. “I’m here to clarify a few things. There were rumors and stuff like that going around that I made a deal with this town to sell land to the county of Ponoka. That’s a falsehood. I never made any deal with this town.” “The second thing is I’ve applied rezoning for a piece of property, and that’s all I’ve done to this stage,” he added. Cutforth says while the land negotiations with Johnson Estates were ongoing Cummings tried to contact him, but he refused to communicate at that time because of continuing negotiations.

Johnson Estates claims town used poor ethics in recent land deal By Amelia Naismith Failed development agreement negotiations with the Town of Rimbey have left a bitter taste in the mouth of Johnson Estates. Despite that, however, the company remains hopeful for future joint endeavors with Ponoka County. Stacey Johnson and her father Alvin of Johnson Estates feel they were let down by the Town of Rimbey as negotiations fell through on the matter of building a new seniors’ lodge planned by the town on land owned by the company. Stacey Johnson says she isn’t angry the negotiations ultimately didn’t conclude positively but she feels the town acted in poor conduct throughout the procedure especially since the Johnson’s land wasn’t for sale at the time, they were approached by the Rimoka Housing Foundation board. No representatives from the town were in attendance at the meeting with the county. Acting town CAO Melissa Beebe said, “it’s development, it’s legal”

and, due to the FIOP act no further details could be released. It states in the Jan. 14 issue of the Rimbey Review members of the town met with senior residents and highlighted that the town’s main goal is to address the immediate need of a seniors’ lodge in town. “Our feelings remain the same,” said Beebe. During the negotiation process, the Johnsons put out $26,000 of their own money to improve the land to be appropriate for the purpose of a seniors’ lodge - design and engineering costs. That money was repaid by Ponoka County. “And then we’re just kind of left by the Town of Rimbey saying ‘well, they had expenses too,’” said Stacey. “I think throughout this deal (Reeve) Paul (McLauchlin) and (CAO) Charlie (Cutforth) handled themselves very ethically,” said Johnson. During the Johnson’s negotiations with the Town of Rimbey another offer of land was put forth approximately two weeks after Ponoka County signed the land agreement. Continued on page 7

Johnson speaks out about town’s plans Continued from page 6 Johnson says not only did the town consider the offer - which is now in negotiations for the same lodge - but they also didn’t disclose the offer to Johnson Estates. “That probably shouldn’t have been entertained because it takes your ability to negotiate in good faith,” she said. In the beginning, negotiations stated Ponoka County would pay for the land, which they did, as well as perform a little dirt work, Rimoka would apply for grants and funding, and Rimbey was meant to service the lot. “It wasn’t really until we started to put them into legal documents where you start dotting the i’s and crossing the t’s, it became very clear that there wasn’t a clear servicing plan from the Town of Rimbey of what they were going to service,” said Johnson. “Then it became clear the Town of Rimbey was not necessarily servicing the lot, they were going to provide a water line and a sanitary line,” she added. Stacey says in the last proposal given to Johnson Estates by the town indicated they weren’t even providing that much; they were funding a sanitary line and a portion of the water line. “They priced out themselves the cost of doing the water line . . . And it was about $130,000. In their last proposal to us, they were only willing to pay $86,000. So I’m not sure why they’d think that’s acceptable when they made a motion, they’ve made it very clear they were willing to put in a water line and a septic line.” The water line was set to come from the north due to water pressure problems. The town’s main, 10-inch water line is an incomplete loop between two reservoirs. The section between the two has a balanced pressure but on the south end of the incomplete portion pressure drops. Alvin and Stacey were also upset that this new land that is now under negotiations is also situated along the same part of the line, and they don’t understand why the pressure doesn’t seem to be an issue now, as it was for them.

“It became very clear that there wasn’t a clear servicing plan from the Town of Rimbey of what they were going to service.” Stacey Johnson Johnson Estates countered the town’s offer on the water line and received a letter and a motion that the Town of Rimbey would no longer talk to them. “On January 13 that was it, we were cut off.” Stacey also told council Johnson Estates also owns two other plots of land she feels would be more appropriate for a seniors’ lodge instead of the newest offer to council. However, she never brought them forward because she was led to believe the land Rimoka approached them for was what was desired by the town. Now she feels it wasn’t the disagreements in money matters that ended negotiations between Johnson Estates and the Town of Rimbey, it was

the amount of details, such as water, sewage and pavement, that needed attending with the Johnson’s land and the intrusion of a second offer. Johnson Estates owns land on the north end of town where there would be no water pressure issues, but a short road would need to be constructed. Another plot is located further south and it already has pavement and a service line. Stacey feels these would be better than the offer made to town during Johnson’s agreements. Both loca-

County council divided over AGRIM funding By Amelia Naismith Once again a discussion between Ponoka County councillors ended in a dispute while discussing the funding options available to the Rimbey AGRIM Centre and Ponoka Calnash Ag Event Centre. A lengthy debate on who should be awarded grants erupted during the donation portion of council’s budget meeting, March 21, and continued during their regular council meeting and budget approval process, March 25. Members of council are unhappy that construction had begun on the Rimbey AGRIM building before every funding dollar to get it to a useable state was in place. County CAO Charlie Cutforth was recently informed it will take another $1.5 million to the building to that stage. “And then of course (it’s) going to be an ongoing thing, just as the ag centre here is an ongoing thing. These projects, when they start, they’re never finished. As soon as they get some more loot, or they’re successful, there’s always something they can enhance,” said Cutforth. The Rimbey Agricultural Society has contracted a consultant to update both the business and capital plans, which are to be available to council in two to three weeks, says Cutforth. Although Cutforth said nothing had been officially signed between the Rimbey Agricultural Society and other organizations, he told council they have some large donors involved in the project. “The county has a large investment there. We’ve contributed $1.2 million to date. I think there’s some expectation to see it finished,” said Cutforth. Helping the AGRIM Centre reach a usable state is a top priority for 2014 for the county. Once the budget was approved council concluded that $1 million would be available provided specifications set by the county were met, including viewing the business plan and them having the other half a million dollars in place. “We have a request from the Ponoka ag centre to put the cover between the two buildings, that was always

planned,” said Cutforth. He feels, now that the Calnash Centre (in Ponoka) is up and running, the county’s obligation to provide major grants is done. This request, which Coun. Doug Weir says would take $1.5 to $2 million, was deferred to 2015 budget discussions. Reeve Paul McLauchlin also feels the county’s major contributions to Ponoka’s ag event centre are over since the operation is now sustainable and making a profit. “From a funding perspective I think the tap is turned off. We need to reprioritize to other projects.” “I don’t think we can do the Rimbey (project) with the kind of dollars Charlie’s talking either, until we get a proposal exactly knowing what they’re doing. I’m not prepared to give them $1 million bucks, because our money’s capital, right,” said Weir. He was convinced the funds given to the Ponoka Ag Event Centre Society (PAECS) for the Calnash Ag Event Centre hadn’t come from the county’s operating money, although Cutforth told him that was indeed the case. “Depends how you argue it, but it came through MSI (Municipal Sustainability Initiative) money and all that kind of stuff,” said Weir. “It was because of the MSI grant program that the county suddenly had that kind of money available to share with others,” said Cutforth. After funding sources were straightened out Weir told the county he wanted to next look at the percentage of total costs for the projects that

the county was contributing. “I want to know why this thing went from $3.34 million to $5.9 million.” McLauchlin informed him the same thing had happened when the Calnash Ag Event Centre was in its unfinished stages. “But they added a lot more,” Weir argued. “To me, this building (Calnash)

is up and operating and from what I understand made a profit last year. The one in Rimbey, if it doesn’t go ay further, it’s a giant cold storage covering,” said Coun. Bryce Liddle. In response Weir asked him if that was the county’s fault. “It’s not a blame game, it’s purely economics,” McLauchlin explained.

By Amelia Naismith For the last decade Rimbey’s Community Centre, recently named the Peter Lougheed Community Centre, has struggled with heating and cooling problems. The centre’s HVAC air-handling units are now in the works to all be replaced during the next three years. Peter Stenstrom, director of community services, says three are being replaced this year, and the first leg of the project is expected to be finished by late summer or early fall. A tender package for the project has gone out. “We’re lining up quotes presently,” said Stenstrom. Replacing the three units will cost approximately $180,000; money that is coming out of the town’s Municipal Sustainability Initiative (MSI) finds. “It’s pretty expensive,” said Stenstrom. The three units being replaced are those that service the lower roof area, the main auditorium and the fitness centre. However, the whole building, including the arena portion houses eight airhandling units. During Ponoka County’s budget deliberations, March 21 and 25, council decided to allocate $100,000 for the units in the arena. “The Rimbey arena, that’s something that has to happen if it’s going to continue to operate and there’s an expectation that we contribute,” said CAO Charlie Cutforth.

By Amelia Naismith After Ponoka County councillors approved the 2014 budget, March 25, council is looking at breaking even for the upcoming budget year. As councillors examined the budget line by line, they ended with an estimated $30.7 million in revenues and the same $30.7 million in expenditures. However, when it comes to approved donations, there’s always a chance every dollar won’t be granted, which is just one area a surplus could arise from. Taxes Council is estimating an increase in revenue from taxes this year. 2013 budget envisaged about $23.6 million, and when just over $24 million came in, it led to an estimated increase of $24.7 million. County CAO Charlie Cutforth recommended council leave tax rates alone. Although he feels this can lead to fear of a hike in the future rather than council slowly increasing taxes, he says there’s no concern. ‘This budget, the way it’s presented right now, shows a built in surplus,” he explained. Cutforth doesn’t see why, with 2013 reserves totaling more than $1 million, taxes would need to increase.

Revenue streams One of the revenue streams Cutforth and the councillors are most concerned about is drilling permits, which is calculated by Alberta Municipal Affairs. After 2013 saw $700,833 coming in, council is budgeting for $600,000 to remain conservative. “This is the one that’s a risk from year to year,”Cutforth said. Dust control is one of the biggest concerns for county residents and $30,000 is being allocated to manage problem. “Dust control is the biggest complaint we get, over anything else,” said Cutforth. The plan remains that council will run one subsidized pass over county roads where private dust control is needed. If residents want another pass in front of their property, they’ll have to pay for the service themselves. Cutforth added there are special cases where, if traffic from a corporate operation is kicking up a lot of dust, they’ll be asked to pay for the road to be done again, which they’re usually happy to do. If it’s county roadwork or something similar making extra dust, the county will do more dust control with its own funds. After raking more in penalties and costs than estimated last year, the bud-

get is jumping from $95,000 to $100,000 after $110,026 was collected via the two penalties the county levies per year on unpaid taxes. Cutforth says the penalties remain high to deter people from not paying. “We don’t want to be people’s bank.” Programs and county dues While it doesn’t look like MSI finding was cut back, several grants and funding programs are no longer available including the Gas Tax Rebate grant and the Summer Temporary Employment Program grant. The loss of these grants results in a $489,100 reduction in funds for the county. Alongside the increased dues and fees for the memberships and conventions the Ponoka County participates in such as Alberta Association of Municipal District and Counties, the per diems and benefits of councillors also increased. Although it wasn’t made official at the budget meeting, council agreed that pulling out of their Central Alberta Economic Partnership (CAEP) membership is a likely BUYING OR course of action for the near future. “Let’s pull SELLING? Jazz album lacks soul and excitement By Amelia Naismith The Amos Garrett Jazz Trio’s album Jazzblues is very slow and the liveliest part of the album is the applause that follows each song. By the second song, it still didn’t scream anything jazzy or bluesy; a talented, content old man picking a guitar on his front porch jumps to mind instead. Track three, Blue Monk, finally picked up the pace, slightly. But the album remained quite dull and didn’t seem to offer much variety. Track four was enjoyable right off the cuff because it was reminiscent of a whiny, longing Elvis instrumental. Then, to much surprise, words were heard for the first time on the album, and in that rich voice came the smooth jazz that hadn’t yet been achieved. Then the album drops back off to the slow lull of before. Bob Erlendon Medley: Forty One/Ronnie’s Gone, the sixth track of Jazzblues was a high point on the album because of its difference to the rest of the album. However, it’s still not a thriving piece. Plus, it slows right down and is about five minutes longer than needed. Skylark, the last song, was the perfectly soulful and the epitome of everything the album should have been. Although, for some reason, during points in the song, it sounded like the woman was singing through water. As the album winded along, it became slightly jazzbluesy, but not any more exciting. Many of the songs were also too long. Jazzblues is full of slow, simpering songs perfect for a romantic dinner date with a little dancing under low lighting to follow.

County budget considers donations Continued from page 12 During donation discussions, Coun. Doug Weir, who also sits on the PAECS board, brought up a request for the organization. PAECS

reasons why you should advertise in your local newspaper

1.CREDIBILITY

Polls show people believe newspapers offers the most believable advertising. The offer is there to be read over and over again. It doesn’t intrude uninvited and then vanish.

2.ASSURANCE

Our newspaper circulations are verified and audited. Tearsheets verify that an ad ran as scheduled. Advertisers have tangible proof that their ad reaches their audience. Radio and TV can’t offer this tangible proof.

3. PERMANENCE Newspapers allow readers time.

Readers have the time to digest and consider an advertising offer at their leisure. Consumers need not be in the right place at the right time to see or hear the advertiser’s message. Studies prove that our papers are kept longer than a week and are read by more than one person in a household.

4. LOCAL COVERAGE Newspapers occupy a unique

position in reader’s lives. Newspapers contain news on local people and events, while providing the most reliable source of in depth local coverage of everything in your community, including what businesses are offering this week.

5. ECONOMY

However, $15,000 is available to PAECS for an electronic sign to sit along Highway 2A, as long as conditions are met. The request from the Rimbey Junior/Senior High School for their track and multi-use field project was left out of this year’s budget as Cutforth didn’t feel the project would move far enough along to warrant the donation. Coun. Mark Matejka was concerned with the request for $2,000. “The direction or the need for that facility is in question.” He also wanted to move cautiously with the $15,000 donation marked for the Klaglahachie Fine Arts Society, as it would be used for more

seating in their main venue, the Ponoka United Church. Matejka was wary of funneling money into a private and denominational organization building. The money will be granted on the condition matching the town donates matching funds. Liberty Hall is also requesting another $200,000; council has, to date, funded them $140,000. Councillors decided they would commit to 25 per cent of the request but before a cheque would be cut, the hall would have to come up with the other $150,000. The Ponoka Boys and Girls Club and Big Brothers Big Sisters is receiving $10,000. However, in a new process, the money will be available to them through Ponoka FCSS rather than coming directly from the county so as to ensure better control and distribuSaturday, April 5, 2014 , Sylvan Lake, Alberta tion of the funds. Nicole Groeneveld and James Seely. Our historians are Brandon Leeder and Jessica Dalke. District Reps are Jacob Parker, Miranda Wirch, and James Seely. And last but not least, Chloe Begg was elected as our parliamentarian. In October we had a weigh-in social at Parker Farms. Pictures were taken for this year’s calendars. We hope everyone is enjoying these calendars. In November we started delivering these calendars. We also started collecting for Santa’s Anonymous. Thank you to all the members and their families for their donations. December was a busy month for us. We served tea/coffee at the Buck Lake Senior Supper. We also volunteered at the Alder Flats Ag Society potluck and pie auction. We helped entertain the youngsters by decorating cookies, coloring, and other various crafts. We had a Chinese gift exchange and for our Christmas party we all went swimming, watched “Walking with Dinosaurs” at the theatre, and then had Boston Pizza for supper. On January 12 our club calf tour was held. We traveled to all of the members’ homes and were able to view all the calves in our club. They are all looking great! We attended the Camrose Bull Congress and had a District Fun Day. Club speeches. For the Juniors, Nicole Groeneveld won 1st place

and Cheyenne Schwengler won 2nd place. Intermediate, Cole Schwengler won 1st place and Jessica Dalke won 2nd place. zone speeches. Thank you to all the judges for coming out and to everyone who assisted in making the lunches and organizing these events. We also attended a Drayton Valley Thunder hockey game. It was a lot of fun! This month we are preparing for our mini shows in April. We had a tobogganing party at the Leeder’s farm and made rope halters for our show steers. We had planned an exchange this year with an Eastern 4-H club but it has been postponed until next year. Our next club meeting is on April 9. Be sure to mark your calendars on May 11 and 12 because that is when our show and sale is. So make sure you’re free on those days. Come on down and see us all compete. A supper is also held on Monday, April 12 just before the sale.

Annie “Nan” Gideon Morris July 15, 1926 - Bentley, Alberta March 22, 2014 - Rimbey, Alberta It is with heavy hearts that the family of Nan Gideon Morris announce her passing on March 22, 2014. Nan was the first baby born in the main street Bentley Hospital on July 15, 1926. Growing up in the Lockhart District she attended Symonds School and Calkins Valley School. Following her schooling she moved into town and worked at the Rimbey Creamery. After a brief courtship she married Chester “Hoot” Gideon on March 7, 1944 and resided north of Bentley in the Outlet District on the land they purchased from Hoot’s family. Together they celebrated the birth of 3 daughters and operated the Lomoor Polled Herford Ranch. Nan had a passion for gardening, canning, baking and helping out in the community as a member of the Outlet Get Together Club. Following Hoot’s passing in 1977 Nan remarried to Nick Morris in 1983. Together they shared an interest in travelling and moved into Red Deer to reside. After Nick’s passing in 2011 Nan moved back to Rimbey in 2013 to be close to her friends and family. Nan is survived by her daughters Shirley Ogilvie of Edmonton, Sandy (Gord) Brown of Red Deer and Bev (Ian) Martin of Calgary. She is lovingly remembered by her grandchildren Cheryl Ogilvie, Kerri (Sheldon) Dunlop, Allen (Michelle) Brown, Tracy Brown (Bryan Bonnett), Tara Spycher, Todd Spycher (Stephanie Paulson). Great grandchildren Lindsay, Quinn and TJ Brown; Tyler, Spencer and Ciara Peterson; Cassidy and Lauren Dunlop. Niece Lori Harsh and special friends Fern Snow, Bob McKane, Jean Wolney and Gloria Schwartz. All her grand puppies will also miss her affection and extra treats. She was predeceased by parents David and Annie Lindsay, brother David Lindsay Jr., niece Wendy Lindsay and son in law Martin Ogilvie. Services were held at 1:00 p.m. Friday, March 28th, 2014 at the Bentley Community Church with Pastor Greg Rathjen officiating. The family wishes to extend their gratitude to the Physician’s, Nurses and Staff at the Rimbey Hospital Acute Care for the exceptional care she received during her stay. HORTON Leslie Gilbert

Aug. 5, 1935 - Mar. 21, 2014

On March 21 2014, Les passed away peacefully in his home surrounded by his loving family. Having been diagnosed with cancer in 2010 and given only months to live, Les stubbornly beat the odds to have 4 more wonderful years with his family and friends. Les will be forever remembered, loved and sadly missed by his son Don Horton (Sherry) and his daughters Cindy Horton (Barry), Elaine Stanners (Trent), Nancy Beirnes (Chris). Les is also lovingly missed by his eight grandchildren: Amy and Garrett, Kaitlyn and Sarah, Curtis and Kassi, Hannah and Cole and his great grandson Waylon. He is survived by the mother of his children and friend, Marlene Horton and his sister Sylvia Lawrence (Tom) as well as a wide circle of extended family and friends. Les was Alberta born and bred. He worked as a master sheet metal mechanic most of his life, until semi-retiring at 60 on his farm near Rimbey. Les was quick to laugh, had a big heart and a gruff but good natured demeanor. He enjoyed time over drinks with friends and family. He loved magic tricks, music and enjoyed entertaining family and friends with songs and a new puzzle or trick. Les will be missed and fondly remembered. A celebration of life will be held from Wilson’s Funeral Chapel & Crematorium in Rimbey, Alberta on Friday April 4, 2014 at 2:00 PM with Reverend Deborah Laing officiating. If friends desire memorial contributions may be made to the charity of the donor’s choice. Expressions of sympathy may be forwarded to the family by visiting www.wilsonsfuneralchapel.ca WILSON’S FUNERAL CHAPEL & CREMATORIUM

You will work with the Production Team to seek out and secure seed production acres for forage and turf seed to achieve company seed production targets and then work with these contract growers on production agronomics to help ensure yields and seed quality are maximized. This position also includes a seed purchasing function in the Peace Region that works closely with the Production Team to build relationships, procure acres and coordinate the scheduling of deliveries as per production requirements. Thus, success in this position will be achieved through a balance of sales and agronomy. You will also work with Regional Account Managers in our Seed and Crop Inputs (Retail) division that operate in your territory to help identify potential contract growers. The successful candidate will have a proven ability to plan and manage his/her time effectively and have strong communication skills both internally and externally to promote, support and grow our Seed Production division. Brett Young provides sales and product training, however, education, training and experience in sales and/or agronomy is a definite asset and a Bachelor of Science in Agriculture is preferred. Brett Young Seeds supports professional growth and development and offers an attractive compensation package including salary, company vehicle and an outstanding and comprehensive benefits package.
