Hydro crew frees couple from vehicle alistair taylor Campbell RiveR miRRoR
A couple waited in their truck while BC Hydro crews were called to free them after they collided with a power pole on the Old Island Highway Monday afternoon. Hydro workers disconnected the power cables that landed on top of the vehicle after the pole was sheared off by the bumper of a late model Chevrolet near Jubilee Parkway south of Campbell River around 3:30 p.m. The driver and her passenger appeared unhurt but had to stay in the vehicle as a precaution until the power to the lines had been disconnected. Hydro crews were on the scene within 15-20 minutes and had the couple free shortly thereafter. North and southbound traffic on the Island Highway had to be diverted around the approximately two-kilometre stretch of Highway 19A near Crawford Road. The Strathcona Regional District has approved a financial plan that contains a 5.3 per cent tax increase
for Campbell River taxpayers. That translates to a $10.72 increase over 2013 rates and is estimated to be $213.40 for residential taxpayers with an average assessed home of $260,971.
Directors adopted the 2014 budget at its board meeting last Thursday. The budget contains a 0.3 per cent tax increase for Zeballos, an 8.9 per cent decrease for Tahsis, and a significant 29 per cent tax cut for Say-
ward due to a decrease in administration and planning costs. Gold River will also see a tax decrease, at 2.4 per cent, due to a reduction in administration and planning costs as well as a decrease

Stand up, elbows tucked into your stomach and your hands held close to your chest. l Jump out and away from the vehicle, landing with your feet together and touching. Don’t stumble. l Calmly shuffle with your feet together, always touching, for a bus length away (10 metres). l Call 911.

Second degree murder or manslaughter? That’s the decision left to B.C. Supreme Court Justice Miriam Maisonville who’s expected to make her ruling May 6 in Campbell River. Justice Maisonville is presiding over the case against 20-year-old Dakota Johnny of Port Hardy. He’s charged with second degree murder of Cindy Scow who also lived on the Tsulquate First Nations Reserve. The 28-year-old mother of seven died following a severe beating she received on the night of Sept. 9, 2012. She was found par-

tially clothed, covered in blood and dying in an abandoned house on the reserve. An autopsy revealed Scow had died of blunt force trauma – perhaps six blows to the head – and was heavily impaired by alcohol at the time of her death. Johnny was arrested shortly after Scow was found. During trial, witnesses saw Johnny and Scow drinking and laughing together earlier in the evening, across the road from the abandoned
house. Johnny was arrested just after midnight at his father’s home. He had blood on his shirt as well as his shoes and he would ask the arresting officer about how many years he might get in jail. “What do you think the years are going to be if you guys find out it was me? Probably like 28?” Johnny asked the officer. In his summation, Crown prosecutor David Fitzsimmons said it’s unknown why the violent assault with a wooden
dowel occurred, but the scene was “horrific” with Scow’s blood splatters on the wall and ceiling. “(Johnny) caused her bodily harm he knew was likely to cause her death,” said Fitzsimmons. Howe ver, defence lawyer Doug Marion believes this, “has always been a manslaughter case.” Johnny did not testify on his own behalf. However, a defence witness said that Johnny reacted violently after Scow had bitten his penis while they were engaged
in consensual sex. “If she did assault him, his reaction was excessive,” Marion told the court. The decision now rests with the judge and Fitzsimmons acknowledged it’s not a straightforward matter. “The Crown says it’s a simple case, but not an easy case,” he said. “Dakota Johnny is the person responsible for the death of Cindy Scow. That’s the easy part. The hard part is if it’s second degree murder or manslaughter?”

Tahsis and Zeballos as well.” The Kyuquot/Nootka portion of Area A has an estimated tax rate of $94.29 for the average home while the Sayward part of Area A is expected to pay $416.69 on average. Area C’s tax rate is set at $360.68 for 2014 while in Area D, taxpayers will pay $1,339.03 on average.
Legare said her main concern for Cortes is how much the island is spending on community park reserves and on grants-in-aid for community groups. Cortes has budgeted $145,000 in 2014 for community parks and $25,000 for grants-in-aid. Area A (Nootka area) has allocated $4,778 for community grants-inaid while Quadra Island has budgeted $13,586 for grants-in-aid and $145,000 for parks – the same as Cortes. Legare said that’s too much. “Previous years’ contributions to grants-in-aid
and community parks reserves have been modest compared to these last years where our contributions have doubled,” Legare said. “Cortes does not even own any of our regional district parks although we have paid for them and must pay the expenses to maintain them in the parks budget. At 4,200 acres plus, Cortes, or Area B, has more recognized parkland per person than all of British Columbia. It would seem to me, in these times, community parks should not be a priority. Why not make some service adjustments?” But while directors listened to what Legare had to say, the budget passed with the parks and grants-in-aid allocations as is.

A vintage seat from the Tidemark Theatre could be yours. All of the existing chairs inside the theatre will be replaced this summer and the Tidemark Theatre Society hopes to sell off the old ones. city of Campbell River responsibility,” EmsleyLeik said. “In an effort to facilitate this process and to continue to partner with the city of Campbell River on this project, I would like to recommend that council consider using the new theatre manager ticketing system we have recently installed in the theatre to sell the seats.” Emsley-Leik would like to see proceeds the Tidemark collects on the sale of the old seats reinvested into further capital projects to improve the theatre. “One major capital project that is still not funded is the renovation of the concession,” Emsley-Leik said. “We are working on developing

a budget for this capital project, as well as finding sponsors. “ But while the concession is on hold, major improvements are coming to the rest of the theatre starting July 1. The existing seats will all be removed and replaced with brandnew ones, and the house will be re-painted and recarpeted. It’s all part of the Tidemark’s $600,000 T25 Campaign which also included upgrading the theatre’s lighting and online ticketing system, as well as purchasing a new projection system. The 20th anniversary campaign secured major funding partners – $250,000 from the city and $153,000 each from
both the Island Coastal Economic Trust and the Coast Sustainability Trust – as well as several thousand dollars from public donations. The seats were partly funded through a campaign which asked the public to sponsor a theatre seat for $500. All sponsors will get their names put on a theatre seat. As for the names engraved on the existing seats, some in memory of loved ones, Emsley-Leik said she is still working on a plan for those seats and that it’s “a work in progress.” She said the Theatre Society is committed to helping the city dispose of any theatre seats that it is unable to sell.

There was no shortage of interest, but the head man on the billion-dollar project to reconstruct the John Hart Generating Station wonders if there will be enough skilled workers. “More miners…and people with similar skill sets,” says Wally Penner as he surveys the steady stream of company representatives passing by in the Maritime Heritage Centre. Penner is the regional project manager for InPower, the company set up by SNC-Lavalin Group Inc. to oversee construction of the BC Hydro project to build a new underground generating station and blast a 2.1-kilometre intake tunnel. O n Mond ay and Tuesday, Penner was at the business event in Campbell River where prospective supply companies, contractors and skilled workers were provided with project overviews and a chance to meet with the people in charge. “This isn’t a job fair,” points out BC Hydro
The Strathcona Regional District will hold a referendum on whether to extend sewer service to homes in Quathiaski Cove on Quadra Island. The regional board voted last Thursday in favour of hosting the referendum which will ask approximately 40 property owners if they want to pay to hook up to the sewer system. For Quadra Island Director Jim Abram, that was music to his ears. “Yahoo!” Abram said. “We’re on our way to ‘yes’ or ‘no’. I have to thank staff for the inordinate amount of time they’ve put into this process. The petition didn’t work. They re-vamped it and brought it back.” A petition was circulated by the regional district in 2012 but only generated a favourable

spokesman Stephen Watson. Rather, this is just another part of the long process involving major projects and this is more like a speed-dating session for potential partnerships. At a recent Campbell River Chamber of Commerce luncheon, Penner
told the packed house the goal is to spend nearly $200-million on supply contracts and to keep that within a 100-kilometre range. The project will also need to attract skilled labour, most likely from jobs in northern B.C. and Alberta.

Since the failure of the petition, regional district staff have worked to try and lower the cost. As a result, staff have agreed to apply gas tax refund monies towards the cost of the sewers, lowering the contribution each property owner would have to make to $9,100. “The lowered property owner contributions costs (are) a result of the proposed application of a Gas Tax subsidy, representing approximately 50 per cent of the project cost,” wrote Russ Hotsenpiller, CAO of the Strathcona Regional District, in a report to the board. should be prepared for additional costs on top of the $9,100 one-time contribution. “Prop e r t y ow n e rs should be reminded throughout the upcoming months of the additional on-property costs to be borne by each property owner should the project proceed,” Hotsenpiller wrote. “These being for the installation of a connection line from the property line to the residence (estimated at $1,000 to $2,500) and in some cases, the cost of installation of an on-site sewage pump (estimated at $3,500).” The regional district has slated July 26 as general voting day. If the project goes ahead, the regional district estimates the project could go out to tender between March and April of next year, with construction to take place between June and September of 2015.

The writing is on the wall
Cursive handwriting could soon disappear from public schools. The provincial government is considering removing that skill from the mandatory teaching curriculum, as many school districts have already done across the U.S. We say: Why It is seen as unnecessary in today’s teach two or three ever-more technological world, a roadblock in the course of a teacher’s forms of writing packed day. when one will do? More and more elementary students submit computer printouts of essays and assignments. Those just a few years older simply put them in online drop boxes that teachers can access.
Those in high school and college take notes on laptops and tablets. Anyway, how many kids write letters to their grandparents anymore? They can communicate instantly on Facebook, or through Skype. Computer and typing skills have replaced penmanship. Cursive writing is becoming obsolete. Since 2010, 45 states have deemed teaching cursive no longer mandatory, and it is being taught less in Ontario. It’s up to teachers if they want to make the time to teach it. Some may argue that since many historical documents are written in cursive, future students will need to know how to read them. Others will suggest neater hand-writing leads to better
grades, in reading and math. And more will ask how, when kids grow up, will they sign cheques? Medical forms? Autographs? Schools still teach block print. Yes, cursive writing is disappearing from the communication landscape. Going forward, keyboard skills will be more important, and even those may one day prove dated. Still, we must fully consider what it is we will be losing when we stop teaching kids cursive writing. It looks nice, but so does calligraphy. Why teach two or three forms of writing when one will do? The writing for cursive is on the wall. – Black Press

Why I deliver the Campbell River Mirror This morning, crisp and sunny, my husband and I delivered the Mirror to our cul du sac and a few dozen houses around. The small deer nestled asleep under the tree across the street drew our attention; the myriad different bird calls, and the knocking/pecking sound of the lady flicker on the chimney greeted us. So did a neighbour down the road who was new to me. As well, two little children I’d never seen before piled into their car with their Mom and announced that they were on their way to yoga class. Fresh sprouts of green drew our attention as we commented on the arrival of spring plants in various gardens. It was a happy, wonder-producing 25 minutes of exercise that I didn’t have to pay to do. In fact, at the end of the month, we will get paid and will spend every cent in our town. Likely on a lovely meal. Enjoy the community news! A few months back, I received a notification which advised me that I had to declare whether Buckerfields was a ‘producer’ of printed paper or packaging material. If so, we would have to implement an ‘approved stewardship plan’ to deal with the material. Otherwise we would have to join another ‘stewardship plan’ and pay fees to that plan holder. I thought it was a scam. But I looked into it further and deter-
mined that there was indeed regulatory provisions in effect which stated this very thing and according to the regulations, Buckerfields is now a ‘producer’ of printed paper and packaging material, with the best example being our Buckerfields feed bags. I then discussed the alternatives with a Ministry of Environment official and came to realize that we had no choice but to join the only approved stewardship plan in the Province, MMBC. the municipalities. l The Provincial government did not consult with the municipal governments or the public but companies like Buckerfields are pointing it out because until it is resolved, we are being taxed twice for the same service and residential taxpayers (including me) are being taxed for something that someone else is actually paying for. l Taxpayers and municipal governments were not consulted as to whether they really want to shift the financing and control of municipal waste and recycling services out of the municipal jurisdiction, that is , the jurisdiction of democratically elected municipal officials into the hands of a corporation under the Societies Act that is accountable to no one and is outside the jurisdiction of the Pro-
vincial Auditor General l Taxpayers and voters are unaware that the fees being charged by MMBC are so onerous that they will cause newspaper closures and job losses of 300-500 in the newspaper industry in British Columbia, even though recycled newsprint is actually very valuable. In finding all this out, I lament the fact that none of this was introduced into the legislature for proper debate because it means that instead of spending my days managing the sale of chicks and garden supplies at Buckerfields, I have to spend my time trying to revive democratic processes in British Columbia, retroactively. I find it appalling. My position as of the time of this writing is this, we ain’t paying a dime to MMBC and neither should anyone else, not until:
l The provincial government reconciles what it is doing with the municipal governments and municipal taxpayers so that taxpayers don’t have to pay twice. l The provincial government takes back the legislation which calls us ‘producers’ and ‘blames us’ for the choices made by manufacturers and indeed consumers that are completely outside of our control. l Any monies charged under the auspices of the Recyling Regulation are included in the Public Accounts of the Province and subject to the provisions of the Financial Administration Act and the Auditor General Act. l Whatever is going to be done is introduced into the Legislative Assembly in the form of a Bill so that the proper public debate can occur. l Insofar as MMBC has not filed its audited
financial statements since inception, and the period of time not reported spans more than two years, and insofar as MMBC is actually a taxing and funding agency, there be an independent public enquiry into the financial operations, sources and uses of funds, contractual procedures and expenditures of MMBC. No, Buckerfields is not paying a dime until this cash and power grab is unraveled and revealed
for what it is. One final word, 96 per cent of all printed paper and packaging material is already being picked up or deposited into municipally financed facilities. Despite what MMBC is saying, at least 53 per cent of that is already being recycled and it is

very likely that that number was seriously understated to give the government a reason for its MMBC cash and power grab. In reality, there is no basis for setting up a recycling dictatorship and charging punitive fees to companies like Buckerfields at all. Recy-
cling is a booming business with rapidly increasing prices of marketable commodities. We don’t have to change a thing to see recycling take off in BC, in the hands of our elected municipal officials. We need to send the MMBC regime to the recycle bin.

Man finally gets to plead guilty, but will still require monitoring Paul Rudan CAMPBELL RIVER MIRROR
By the end of the day, James Vautier was finally allowed to plead guilty and go free. “Thank-you, your honour,” said the 34-year-old after proceedings against him wrapped up Monday afternoon in Campbell River provincial court. Vautier, who’s had his struggles with mental illness, was polite and composed, but the day didn’t start out so well for the man who broke into his mother’s home
and breached court conditions. The morning began with defence lawyer Barbara Reid asking the judge to remove her as counsel because she could not get clear instructions from Vautier. The judge agreed and asked Vautier if he wanted another lawyer. Vautier said no and asked to plead guilty because he had already spent a total of 51 days behind bars. But Crown prosecutors were reluctant to accept the guilty pleas because Vautier may have been
criminally not responsible due to mental disorder when the break-in occurred July 17, 2013. They wanted Vautier to undergo a 30-day assessment at the Forensic Psychiatric Hospital in Port Coquitlam, but he didn’t want to go. “Ever ybody knows there’s nothing wrong with me,” he told Judge Ron Lamperson. “They want to keep me locked up forever.” But prosecutor Adrienne Venturini said there’s a history of incidents between Vautier
and his mother and step-father dating back to December 2011. It’s started with Vautier breaking a glass window and threats to his step-father. Vautier also posted strange messages on his Facebook page about his parents being dead and $500,000 owned to him. His mother didn’t want him arrested, but did want him to get psychiatric care. Then, last July, when his mom and stepdad were away, Vautier broke into their home which
triggered an alarm which led to his arrest. He was held in custody until Aug. 12, released and was due to have a trial in January. However, Vautier went to Victoria where he likely lived on the streets and in shelters until he was arrested again on March 6 for not reporting to his bail supervisor. He’s been in custody since then and has tried to plead guilty at past court appearances without success. Finally, on Monday afternoon, after speaking with duty counsel
lawyer James Hormoth, Vautier reaffirmed his desire to plead guilty and clearly explained why he broke into his mother’s home last July. He told the judge had been sleeping on the beach, knew the two were away and broke into the home so he could spend the night and collect some personal belongings. Vautier added that he even weighed himself, noted that he had lost a few pounds, and was preparing to go to bed when police arrived and arrested him.

“He seems to have a pretty good memory of the events,” replied the judge who accepted guilty pleas on being unlawfully in a dwelling house and three counts of breaching bail conditions. He was given time served, but placed on 18 months probation and is not allowed to go to his mother’s home or contact them without permission. He’s also on a Rogers Order stipulating that he must take psychiatric counselling or medication, as directed.

CALIMENTE (nee CARSTENS), Betty Ann March 24, 1934 March 23, 2014 Betty passed away peacefully at the Campbell River Hospital on March 23rd at the age of 80, surrounded by family. She is survived by her husband, Don; sons, Paul and John; and sisters Marita and Joan. A celebration of her life will be held between 1-3pm on Sunday, April 27th at the Campbell River Maritime Heritage Centre, 621 N Island Highway, Campbell River. While Betty was born in Grace Hospital in Vancouver, she lived almost her entire life on Vancouver Island, which she felt was her heart's natural home - on an island surrounded by the sea. Her family first lived in a logging camp at Horne Lake, followed by Dashwood, Qualicum Beach, Royston, then Courtenay. In 1951 she was selected as one of only 50 girls from across Canada to take part in Weston Tour of England, and was thrilled to have the chance to meet Queen Elizabeth. She attended UBC on scholarship to become a teacher and worked first at elementary schools in Trail, Burnaby, Nanaimo, and Powell River, after which she taught secondary school in Dawson Creek and finally Campbell River beginning in 1962. She met her husband Don, a fellow teacher at Carihi, in 1966. She left Carihi to raise her family, but went back to work as a substitute teacher in 1976 and subsequently as an ESL instructor at the Continuing Education Centre from 1987 to 1994. After retirement she and Don enjoyed trips to Greece, Italy, France, Mexico and China before a final grand journey along the Alaskan Highway.

As well, a heartfelt thank you to her nieces Lisa Solanto and Jody Herbert, her nephews Joe Solanto and Fred Herbert, grand nephew Stephen Herbert, along with dear friends Nicole and Ron Pilote, Jaen and Gary Wanamaker, Darlene Gordon, and Lynn Lennox. We don't have the words to express our gratitude for all your support, compassion, and sympathy during this past year. Donations in Betty's memory can be made to the Betty Calimente Memorial Scholarship, which will honour students from School District 72 who plan to attend a post-secondary institution.

Dr. Romana Anna Januszewska (nee Szymanska) November 13, 1933March 21, 2014
Roma passed away suddenly on March 21, 2014. Devoted wife of the late Tomasz Januszewski, mother to Stefan (late Sylvie) and Michael (Maria), and the late Barbara, and grandmother to Paul, Thomas and Emilie. Roma was the daughter of Stefan Szymanski and Romana Millicer, and sister to the late Jan Szymanski. Roma was born in Warsaw, Poland, raised and educated in England and graduated with a degree in medicine from the University of Liverpool in 1956. She moved to Canada with her husband, Tom and began her distinguished medical career first as a General Practitioner and later as a Psychiatrist and Associate Professor at University of Toronto until her retirement in 2004. From late 2005 to early 2010, Roma joined her son Steve’s family in Campbell River, BC, where she made a number of good friends. She then moved back to the Toronto area and settled into Amica at Swan Lake senior’s residence where she enjoyed her final years. Recently she spent time in Mexico City at her grandson Thomas’ wedding to Priscila Zuniga where the family spent a glorious week together. Roma will be dearly missed by her family, friends and colleagues. A visitation and rosary will be held at Turner and Porter’s Yorke Chapel in Toronto on Friday, April 4th, 2014 from 6-9pm. A Funeral Mass will be held at St. Michael’s Cathedral on Saturday, April 5th at 10am. If desired, donations can be made to the Canadian Cancer Society. I spoke with Jordan Mackie in Courtenay and halibut fishing has been good and some catches are reported from The Hump, Salmon Point and Tribune Bay. South of Courtenay try Hornby Island fishing deep and find a plateau. Point Holmes has herring and some catches of halibut are reported. Roberts Lake north end. For the trout action this time of year, try small patterns of leech flies in black, green and olive colors. Lorna Duncan at Roberts Lake reports small trout are being caught and the weather has warmed and mosquitoes are flying. The north end of Roberts Lake is active with many bug hatches and the boats going out Local Trout are trolling small spoons and plugs. In Campbell River, Discovery Pier will have closures from March until April 7th due to the replacement of pilings and the concession opens May 1st.

Elderly man won’t sign release papers, keeping him in custody Paul Rudan Campbell RiveR miRRoR
A 70-year-old man spent at least two nights in local police cells because he refused to sign papers that would have allowed his release. “I don’t accept the charges,” Webster Nicol told Judge Ron Lamperson on Monday in Campbell River provincial court. Appearing in the prisoner’s box, Nicol also denied he is schizophrenic and is not taking any medication. According to Crown prosecutor Adrienne Venturini, Nicol was arrested Sunday by Campbell River RCMP for allegedly driving a stolen vehicle. He’s charged with possession of property obtained by crime and refusing to provide a breath sample. Following his arrest, police were prepared to release him on conditions and a promise to appear in court, but Nicol refused to sign the documents.
That led to an overnight stay in the uncomfortable cells at the RCMP detachment and a court appearance the next day. However, he still wouldn’t sign the papers Monday after-
noon and insisted on being represented by defence lawyer Angie Penhall. So Nicol was sent back to city cells and was due to appear before Judge Roderick Sutton on
Tuesday. Details were not available at press time. Nicol is the author of “New Light From the Bible,” described on the Amazon website as a personal account of his own religious experiences.

It’s April, time to support the fight against cancer

By the time April comes around, the daffodils are in bloom but that’s not the only reason you’ll see the beautiful yellow flower everywhere. It’s also the symbol of the Canadian Cancer Society. April is daffodil
month and you’ll be able to contribute to cancer services in Campbell River by supporting the annual door-to-door fundraising campaign or the street teams selling pins and daffodils. “On April 5 we will have a drop in at Spirit Square with a few speakers and our street teams will be looking for your support all around town with daffodils and pins,” said Linda Lazare, president of the local branch of the Canadian Cancer Society. Donor dollars are used
for research on all types of cancer, education and direct support for the cancer patient. Studies have proven more than 50 per cent of cancers can be prevented through healthy lifestyle choices, such as not smoking, eating right, staying out of direct sun, avoiding carcinogens, exercising regularly and getting plenty of rest. One of the people working on this year’s door-to-door campaign is Tammy Brooks, a cancer survivor herself. Brooks learned she
had leukemia in 2009 and it went into remission in 2010. But in 2011 she had to receive a stem cell transplant because of the return of her cancer. It’s not as simple as it sounds. Stem cell transplanting involves “total body radiation” which “pretty much kills your immune system,” Brooks said. Since then,

however, she has been cancer free. “I am happy to say that I am a survivor,” Brooks said. “I am very blessed.” She volunteers with the Cancer Society because it’s a way to pay it forward for all the help she received during her treatment. She had to travel to and from Vancouver and eventually had to rent a place in the Lower Mainland to continue her treatments. Through it all, she received rides
through the Cancer Society as well as other assistance. “I said if I make it through this I am going to pay it forward,” Brooks said. She certainly has been doing that. In addition to co-spearheading the annual door-to-door campaign, brooks also volunteers in the society office a couple of days a months well as help with special events. “I try to make a contribution,” she said. The local chapter runs on volunteers and Brooks is happy to contribute, like everyone else in the office. And you can do your part by coming out on Saturday

Curling club wraps up
The Campbell River Curling Club wrapped up its season with 24 teams playing in the North Island Co-op Gas Bar Mixed Open. The A-Event sponsored by Andrew Veldhuis of ABL Electric was given out to the Dean Thulin Rink of Campbell River. In the final he was up against long time competitor Richard Tanguay, (Comox) but it seems this was Thulin’s year – last year he took the B-Event. Thulin’s rink included D’Arcy Cato, Don Barnowsky and Gayle Barnowsky. The B-Event sponsored by KLP Construction, was won by the Ken

Karate opens up athlete’s world Local karate athlete Valerie Doyon won a silver medal in the North American Karate Cup, held at the Richmond Olympic Oval March 22. The event assembled the top two kumite and kata athletes from Mexico, U.S.A. and Canada. Doyon, who trains at the Campbell River Shito-Ryu Karate Club, was pleased with her performance at this first competition for her as a member of the Canadian National Team. Next steps for Doyon and the National Team are the 2014 U.S.A.
