Saanich will support the Regional Transportation Plan, work with the Capital Regional District on implementation, and keep an eye toward the province’s development of a 10-year transportation plan. Council discussed the plan, and opted to back municipal staff recommendations Monday night. “We’re eager to just get on with it and just see if we can get to the next step,” said Coun. Dean Murdock. The plan calls for regional cooperation and a new governance structure. Unfortunately, Murdock noted, BC Transit will not fall under that structure. The Regional Transportation Plan is being developed to guide transportation planning and development in the Capital Region over the next 25 years. The plan identifies a desired regional multi-modal transportation network, outlines actions and details the governance and funding mechanisms needed. Once implemented, the plan would help create a transportation net-
work that provides travel options while supporting smart growth and livable communities. “The idea behind the plan was to try and weave those pieces together in order tho have a single table where there’s an opportunity to have those discussions,” Murdock said. “The problem is B.C. Transit isn’t going to be there. … It’s like advertising a pasta special without the noodles.” While the plan “isn’t there yet”, at least there will be some opportunity to develop a common set of priorities. “We need to be having those collaborative discussions… the intent behind the plan is a good one,” he said. Saanich will also keep an ear to the ground around the province’s recently announced 10-year transportation plan in hopes of “identifying priorities for Saanich.” reporter@saanichnews.com

Money raised by the Victoria General Hospital Auxiliary has been put to use in buying important equipment for the hospital’s neonatal intensive care unit. Using $87,000 raised by the auxiliary, the hospital bought a cardiac ultrasound monitor and a blanket warmer. “The cardiac ultrasound monitor helps put Victoria General Hospital in the fore-
front for this technology,” said Dr. Brian Sinclair, medical director for child, youth and family health. “We are so thankful to the auxiliary. It is extraordinary that a dedicated team of volunteers has funded this equipment.” The Poinsettias 4 Patients campaign raised $7,000 for the warmer, which heats receiving blankets that help maintain a newborn’s temperature, a critical component of care for premature babies. The upgrades helped new mother Tiffany King care for her daughter, Madison, who was born at 32 weeks weighing just two and a half pounds. “With my baby being so small, I did worry about her being cold,” King said.
“The warm blankets were so comforting. It was some of the most beautiful time we had together, when her skin was next to mine.”

Biotech firm scores drug funding A biotech company based out of the Vancouver Island Technology Park in Saanich received $52 million US earlier this month to help fund a clinical study for their drug that aims to treat a kidneybased form of lupus. Michael Martin, COO of Aurinia Pharmaceuticals Inc., says the private investment comes as the company aims to start a lengthy global clinical study for voclosporin. “The study is basically looking at active flaring lupus nephritis patients – these are very sick patients. And we’re going to try to induce remission, primarily driven by reducing the amount of
protein in a patient’s urine,” he said. Martin says now that the money is secured, they expect the first patient study to begin in the spring. There will be 60 sites in 25 countries that will test the effectiveness of voclosporin. To date more than 2,000 patients have undergone trials of voclosporin. Buckerfields weighs in on B.C. blue box battle A few months back, I received a notification which advised me that I had to declare whether Buckerfields was a ‘producer’ of printed paper or packaging material. If so, we would have to implement an ‘approved stewardship plan’ to deal with the Kelvin McCulloch material. Otherwise CEO Buckerfields we would have to join another ‘stewardship plan’ and pay fees to that plan holder. I thought it was a scam. But I looked into it further and determined that there was indeed regulatory provisions in effect which stated this very thing and according to the regulations, Buckerfields is now a ‘producer’ of printed paper and packaging material, with the best example being our Buckerfields feed bags. I then discussed the alternatives with a Ministry of Environment official and came to realize that we had no choice but to join the only approved stewardship plan in the province, MMBC. We signed the MMBC contract. But we also read it. And it stated that MMBC had to file audited financial statements on its website. I recently went online and there are no audited financial statements. Several months later, I have discovered the following: • MMBC is a corporation under the Societies Act comprised of three directors, two of which live in Ontario. None of the directors have public sector credentials. All of the directors represent large corporate interests. • MMBC is not accountable to any government agency, appointed official, elected official or any other government body other than the Registrar of Companies under the Societies Act. • MMBC is not governed by the Province’s Financial Administration Act which sets out the rules for the administration of all public monies. • None of the monies collected by MMBC, including the fees Buckerfields is supposed to pay go to the Public Accounts of the Province or any other government organization. • MMBC is not subject to oversight by the Auditor General of B.C. • Under MMBC’s ‘stewardship plan’ as approved by the provincial government, MMBC has the authority to

charge companies like Buckerfields unlimited fees based on whatever MMBC spends, regardless of what the actual costs are to recycle our feed bags and regardless of the fact that we already pay municipal taxes in all eight of our locations. • MMBC has the authority to come into any municipality in the province and offer financial incentives to the locally elected government to do what MMBC wants in the area of waste collection and recycling; if the locally elected government refuses, MMBC has the authority to do what it wants anyway. • The municipal governments of the province do not know the background of MMBC and don’t yet realize the fees that MMBC is charging to Buckerfields and all the other companies amounts to double taxation. • The municipal governments are going to have to give up that tax base they have for waste collection and recycling because the shift to ‘producers’ paying directly for waste collection and recycling eliminates the need and justification for ‘consumers’ i.e. property tax payers to pay for these services through the municipalities. • The provincial government did not consult with the municipal governments or the public, but companies like Buckerfields are pointing it out because until it is resolved, we are being taxed twice for the same service and residential taxpayers (including me) are being taxed for something that someone else is actually paying for. • Taxpayers and municipal governments were not consulted as to whether they really want to shift the financing and control of municipal waste and recycling services out of the municipal jurisdiction, that is , the jurisdiction of democratically elected municipal officials into the hands of a corporation under the Societies Act that is accountable to no one and is outside the jurisdiction of the provincial auditor general. • Taxpayers and voters are unaware that the fees being charged by MMBC are so onerous that they will cause newspaper closures and job losses of 300 to 500 in the newspaper industry in British Columbia, even though recycled newsprint is actually very valuable. In finding all this out, I lament the fact that none of this was introduced into the legislature for proper debate, because it means that instead of spending my days managing the sale of chicks and garden supplies at Buckerfields,
I have to spend my time trying to revive democratic processes in British Columbia, retroactively. I find it appalling. My position as of the time of this writing is this: we ain’t paying a dime to MMBC and neither should anyone else. At least not until: • The provincial government reconciles what it is doing with the municipal governments and municipal taxpayers so that taxpayers don’t have to pay twice. • The provincial government takes back the legislation which calls us ‘producers’ and ‘blames us’ for the choices made by manufacturers and indeed consumers that are completely outside of our control. • Any monies charged under the auspices of the Recyling Regulation are included in the Public Accounts of the Province and subject to the provisions of the Financial Administration Act and the Auditor General Act. • Whatever is going to be done is introduced into the Legislative Assembly in the form of a bill so that the proper public debate can occur. • Insofar as MMBC has not filed its audited financial statements since inception, and the period of time not reported spans more than two years, and insofar as MMBC is actually a taxing and funding agency, there be an independent public enquiry into the financial operations, sources and uses of funds, contractual procedures and expenditures of MMBC. No, Buckerfields is not paying a dime until this cash and power grab is unraveled and revealed for what it is. One final word, 96 per cent of all printed paper and packaging material is already being picked up or deposited into municipally financed facilities. Despite what MMBC is saying, at least 53 per cent of that is already being recycled and it is very likely that number was seriously understated to give the government a reason for its MMBC cash and power grab. In reality, there is no basis for setting up a recycling dictatorship and charging punitive fees to companies like Buckerfields at all. Recycling is a booming business with rapidly increasing prices of marketable commodities. Could that be why the board of MMBC is all big business and outside the jurisdiction of the auditor general? We don’t have to change a thing to see recycling take off in B.C., in the hands of our elected municipal officials. We need to send the MMBC regime to the recycle bin.

It’s a drag that the Albergs may be successful in terrorizing the neighbours and the authorities into removing their Mount Doug Cross Road property from the agricultural land reserve. I oppose the removal of any land from the ALR, anywhere, anytime. Agricultural land on Vancouver Island is a treasure. Once it’s gone, it’s gone I ask, if the cow farm has been a successful operation, is that not strong evidence that this is viable agricultural land that should remain in the ALR for future uses? If, on the other hand, the cow farm is not a viable operation (only the Albergs and their accountants know the answer to that question), then it will disappear soon enough, count on that. To the neighbours I suggest, you bought your homes aware that there was ALR property nearby. A prudent buyer would have chosen to buy into the neighbourhood only after having considered what changes to the ambience would occur should the land were returned to agricultural uses. Re: Cattle battle could soon be done (News, March 26) It’s time to end the farcical confrontation between Saanich and the would-be property developer who – with Agricultural Land Reserve cover – is running a cattle feedlot on Mount Douglas Cross Road. During our protracted wet season this small feedlot has become a reasonable facsimile of a sewage lagoon. The Saanich News front-page picture of mud and feces-encrusted cattle standing in foul-smelling effluent is not an exaggeration of this fetid operation. The “family farm” sign on the southern-side of Mt. Doug X Rd. sign is as misleading as the reported description of this sorry mud-and-manure feedlot

Canadian swim trials return to Saanich Island Swimming’s biggest names set to compete for Canadian spots

Over the course of four days spectators will have an excellent opportunity to experience some of Canada’s best swimming up close. In total 503 swimmers from 104 clubs are expected to compete, including swimmers from nine Canadian provinces and visiting athletes from Ireland, Israel, Slovenia and Hungary. Morning heats begin at 10 a.m. each day, with evening finals sessions at 6 p.m. Tickets are available at a price of $5 for heats, $10 for finals, or $40 for a four-day pass to all sessions. Island Swimming is the host club as the Canadian Swimming Trials return to Saanich Commonwealth Place this week. It’s a fitting venue for the trials, which will serve as the selection meet for this summer’s Commonwealth Games on the 20th anniversary of the Games that were held in Victoria. Swimming Canada will also select its senior national team for the Pan Pacific Swimming Championships, as well as multiple junior teams. “We get to work in a scenario with more people, 10 or 12, which is more realistic when fighting a house fire.” The house experienced a fire five years ago, said Saanich Battalion C chief Joe Zsidi. “Since we put out the fire in there five years back, (the owner) wondered if we would be interested in using it for training,” he said. The joint training that wrapped up Monday, saw firefighters engaged in various rescue scenarios. Smoke making machines and strobe lights simulated a house fire and in one scenario, a team of firefighters in full gear, were tasked rescue a dummy from the
top floor. Firefighters were told part of the floor collapsed, taking down a firefighter now trapped in the basement with a broken leg – leaving two people to be rescued. In the scenario, the house fire grows and multiple teams are assembled. “It’s organized chaos. It’s so dynamic, dealing with fire,” Zsidi said. Oak Bay hopes to emulate an arrangement Saanich has where municipal hall alerts them to applications for a demolition. “We contact the owner of the house and start a dialogue,” Zsidi said. “We’ve been pretty successful, we average two to three houses a year.”

March madness is hitting a hoops court in Cadboro Bay. Graham Payette hopes to gather a following at his neighbourhood court after spending the winter months enjoying ad hoc games in other areas of Saanich.
“It’s just something we want to explore as a startup,” Payette said. “I thought I’d just throw it out there. and just enjoy the environment,” he said. “I think, like a lot of other people, particularly in the spring there’s a time when a lot of the fields and things like that are empty. We live in such a beautiful place that it’s a crime it’s empty.” With tongue firmly planted in cheek, he introduced the Cadboro Bay Basketball League with pick-up games at Maynard Park on Sundays from 3 to 5 p.m. The first was March 23. “Basketball is the focus but it’s meant to extend beyond that,” he said. “There’s the potential for a Cadboro Bay Quadrathlon.” Other suggested events include a visit to the new board shop, a hang at the beach and a visit to Smugglers. “That’s a Victoria specific kind of thing that you can only do around here,” he said with a chuckle. “We’re all so busy, we don’t take the time to play and have fun.” He hopes to run the league Sundays through the summer, and include everything from pick two-on-two to fouron-four for men and women of all ages and abilities. In the alleyway behind the Royal Bank on Douglas and Fort Street, Victoria’s residents of the 80’s learned that Souvlaki and Spanakopita could be addictive, and they loved it. The delicious Greek specialties were created by the Vassiliadis family then… and still are today. The founder of Eugene’s Greek Restaurant, Evgeni (Eugene) Vassiliadis arrived in Victoria from his home in the bustling city of Piraeus (port of Athens) with wife Paschalina (Lina) and two young sons, Elefterios (Terry) and Pantelis (Lee) in November 1974. Only nine-year old Terry understood English and was able to help other family members to settle in. From the very beginning Eugene had a vision to open a traditional Greek Souvlaki Snack Bar in Victoria. However, having arrived in Victoria with only 2 suitcases and a trunk, Eugene began working as a brick-layer, his trade in Greece, in order to support his young family. To supplement the family’s income, Eugene began working in local Greek restaurants by night and took what construction jobs he could during the day. He quickly became head chef of a local Greek Restaurant and soon Lina—an excellent cook herself—joined him. They worked side-by-side until Eugene got a great

job offer in Edmonton and for a year he worked there, returning to see the family only once a month. Eventually, the family decided Victoria was the place for them. Lina, encouraging Eugene to open a souvlaki snack bar, found their first location in the alleyway of the Royal Bank on Douglas and Fort Street. They opened their doors November 24, 1979. Victorians slowly came to know how wonderful Greek souvlaki could be. With lines getting longer and longer, a second Eugene’s opened in May 1986 at 1280 Broad Street. Today, Terry and partner Pam own and operate the Fort & Foul bay location and Terry’s boys (Evan and Alex), can sometimes be seen carrying on the family tradition making souvlaki. Lee owns and operates Eugene’s warehouse and concentrates his energy on food production and wholesale sales. Lee’s wife Kelly and 6yr old son Evgeni also spend time at the warehouse learning the ins and outs of producing the best Greek food in Victoria. Eugene and Lina oversee from the background while enjoying their retirement, and customers of Victoria continue to enjoy the same wonderful home-made recipes that Eugene and Lina first served in 1979.
