Fraser Downs could be home to Newton slots by Kevin Diakiw THE FATE OF a Newton strip mall remains unknown after the provincial lottery agency announced it will pull the plug on 150 slot machines there in mid-May. However, Fraser Downs Racetrack and Casino is one possible location for those one-armed bandits, according to Surrey Mayor Dianne Watts Dianne Watts. Last week, the BC Lottery Corporation (BCLC) decided it will remove the slots from the Newton Country Bingo Hall at 7093 King George Blvd., saying there was no longer a business case to keep them there. It came on the heels of a City of Surrey initiative to have them removed, citing blown construction deadlines, a claim that BCLC and Gateway Casinos and Entertainment

prices. And industry watchers expect Metro Vancouver pump prices to close in on their all-time record of about $1.50 per litre of regular gas in the weeks ahead. Average prices were around $1.44 per litre Tuesday, up more than 15 per cent from the mid-December low of around $1.24. Jason Toews, founder of the gasbuddy.com website, expects prices will rise further – up to a point.

“I don’t think we’re going to see record level prices,” Toews said. “I think there’s going to be a lot of resistance at $1.50. It’s a psychological barrier. Gateway, which owns the property, says its business case is much different without the gaming component. And while BCLC has pulled the slots, Gateway still holds the provincial license to run 150 slot machines. The company will be looking for a place to activate those. Asked if a spot in Surrey or the surrounding area is being considered, Gateway spokesperson Tanya Gabara said it’s far too early to tell. “Obviously now we have to reevaluate what we’re going to do moving forward. We still have the license,” Gabara said, adding a move is likely in the offing. “Too early to say what would happen.” However, Watts said the only place she’d consider adding the slots right now would be to Fraser Downs Racetrack and Casino, at 17755 60 Ave. Watts mentioned to Gateway three weeks ago that Fraser Downs was a viable alternative. “(Fraser Downs) is still under-utilized, and it’s still under-built,” Watts said. “If there’s any opportunity in the city, that would be an opportunity that would be reviewed.” She said the fact Great Canadian Casino already owns the casino there is not an impediment. “If you look at Las Vegas, there are casinos that co-exist with one another,” Watts said Wednesday. Gateway said its first order of business is to take care of the employees to try to minimize the impact on them. Gabara said there are 50 employees working at the Newton facility, and it’s unclear how many won’t be needed once the slots are gone. The pending removal of slot machines is the latest in a long gaming narrative in Newton that stretches back nearly two decades. Slots were approved at the Newton site in 2009. Subsequently, the company that won the rezoning later flipped the property to Gateway and the promise of $25 million worth of improvements on the property died with the change in ownership. Gateway had promised near that investment, but has now shelved plans after BCLC pulled the slots. Watts said she is unsure what will happen with the existing Newton property if Gateway decides against redeveloping it.

operation, according to Surrey’s fire chief. Black smoke could be seen as far away as Burnaby after the immense barn fire at 18646 88 Ave. around 9 a.m. March 31. Police and Surrey fire investigators have spoken to the owner who was renting out the building. The fire burned the building down to ashes and there was little firefighters could do to stop it. It is not yet known what sparked the blaze. Surrey Fire Chief Len Garis said the building had been known as a medical marijuana grow operation to fire officials since 2007. The building was brought up to fire code that year, and remained acceptable to fire inspectors at an inspection in 2011. However, more than faulty wiring can cause a marijuana grow fire. Garis said it’s possible that if more plants were grown than there were when firefighters checked, circuits could have been overloaded. He would only say at this point the fire is suspicious. Monday marked the end of licenses for home grown legal medici-

nal marijuana grow operations (see related story on page 11). As of April 1, medical marijuana is only be allowed to be grown in commercial buildings, not in individual homes. That new federal legislation has been challenged in Supreme Court by growers and users, so there will be an extension while the issue is before the courts.

Fires keep emergency crews on alert Three other fires broke out in Surrey, Langley and White Rock between Monday and Wednesday. An intense blaze at a home on the Surrey/Langley border in the 19600 block of Wakefield Drive Wednesday morning is being investigated as an attempted murder. Police say a man broke into his estranged wife’s home, attacked her and lit the house on fire. The suspect, Andre Harvey Richard, was still at large Wednesday afternoon. Another man is in custody in connection with a separate barn fire in Cloverdale on Tuesday night at 166 Street and 50 Avenue. And residents of a condo in White Rock were temporarily evacuated after an appliance fire Tuesday morning

pulling his boat into dock last May after a day on the water when he noticed a police officer approaching. Murnaghan was concerned. Was he about to get a speeding ticket? That wasn’t the case at all, it turned out. Instead, the RCMP constable asked for Murnaghan’s help and they were quickly back on the Fraser River, heading downstream in search of Mike Hampel’s boat. Hampel and his then-nine-year-old son Bradley were enjoying a day of fishing near Derby Reach in Fort Langley when a submerged log became caught on the anchor line of their 19-foot Bayliner. The line then became entangled in the prop and Hampel was forced to cut it, sending the boat drifting powerless down the fast-flowing Fraser.

After been carried down river, Hampel’s boat bounced into a log boom, trapping them against the logs. The force of the current caused the boat to tilt sideways and it was on the verge of capsizing and throwing Hampel and his son into the freezing, fast-moving river. Hampel had managed to call 911, but admits thoughts of he and his child drowning crossed his mind. “That was one of our fears for sure,” he recalled later. But Murnaghan’s jet boat pulled up just in time. With some skillful maneuvering, he managed to edge his boat bow-to-bow with Hampel’s, allowing them to bring the father and son safely aboard. They were also able to save Hampel’s boat, tying a tow rope to it and pulling it away from the log boom. Murnaghan was among 23 recipients of awards from the Lifesaving Society at the 102nd-Annual Honour & Rescue Award ceremony – meant to honour heroism and bravery of aquatic rescuers – held on Saturday (March 29) in Vancouver. Murnaghan received a Silver Medal for Merit, an award which, according to the Lifesaving Society, “acknowledges meritorious service in saving a life during a water rescue.”

planned at Simon Fraser University (SFU) would train students for jobs which will be in high demand in Surrey’s economic future, but without additional government funding, they won’t be introduced any time soon. SFU’s proposed Energy Systems Engineering, Health Systems Innovation and Sustainability and Creative Technologies programs aim to educate students for positions that would play an integral role in Surrey’s economy, especially in areas such as healthcare and sustainable energy, said the university’s president, Andrew Petter. “The three areas ... are directly hot-linked to Surrey’s economic capacity and future,� Petter told Surrey Board of Trade members at a luncheon Tuesday. “Surrey has already got a significant representation of energy-based companies.� The city has seen a dramatic push towards a closed-loop waste management system with its Rethink Waste program, which will see household waste turned into biofuel to run the garbage collection trucks once the city completes construction of its biofuel facility. The system requires people with energy systems engineering training to operate. “Building our capacity at the university to training more people in energy systems engineering is directly

edia saturation tends to normalize even the weirdest stories. The New Jersey ‘Bridgegate’ story, also referred to in public pronouncements as “Governor Chris Christie’s Fort Lee New Jersey traffic jam” may be in danger of heading in that direction. Now that the characters and timelines of the original story have been (more or less) established, it has ‘moved on’ to a debate over whether or not the first investigation which fully exonerated the Governor should be accepted as final. If interest can be sustained, there is much more to come. More reports by more investigations both state and federal are still in the works, as is a class action lawsuit by commuters caught in the traffic jams. The danger with this chapter by chapter unfolding of a supposed news event is that the original weirdness will diminish, we will all become used to the suggestion that public officials may deliberately exacerbate traffic problems for citizens who happen to live in the ‘wrong’ place and support the ‘wrong’ elected officials. The reason for the fascination with the allegations is that Governor Christie is still ‘in play’ for the Republican presidential candidacy. No US story can ever top the neverending contest for the White House. The original story is still worth looking at. It ostensibly began on September 9, 2013 in the northeastern coastal New Jersey town of Fort Lee. The Port Authority of New York and New Jersey had temporarily closed two of the three lanes from Fort Lee onto the

George Washington Bridge, a major entry point into New York City. The backups were massive, quadrupling travel times and delaying responses by emergency services to at least four medical calls. Port Authority officials said the lane closures were part of a traffic study, an explanation generally accepted at the time. Fort Lee Mayor Mark Sokolich, however, inundated as he was by complaints, began to wonder if he was “being sent some sort of message” about his non-endorsement of Governor Christie for reelection. The closures were reviewed, Governor Christie was reelected. The controversy “stayed under the national radar” as one reporter put it, until an email unearthed by the state lawmakers’ investigation, allegedly sent a month before the traffic jam by Governor Christie’s Deputy Chief of Staff to a Port Authority Official with control over some aspects of traffic regulation. Reportedly, the exchange of emails was as follows: “Time for some traffic problems in Fort Lee” with the response “Got it.” If and when the details of the original story are fully revealed in all their ‘weirdness,’ the question of interference with traffic flow systems that include roads, highways and bridges connecting dense urban centres needs to remain front and centre. It seems incredible that any small number of ‘officials’ —one or two—could command interference with the normal operation of such a system without foundation in credible emergency or operational needs. Are there not checks and balances along a decision-making chain ensuring that emergency and optimal operational considerations are unassailable? And if a traffic study is necessary, who determines this need and assesses the design to minimize its impact while maximizing the quality of the output?

When she got home, she began calling her co-workers, many of whom didn’t believe her. “I had to bring the slip into work the next day to prove to them I wasn’t lying,” she said. need more resources like transit supervisors that are available when there’s trouble on a bus. “There’s not enough security,” Woods said, noting buses cover 1,800 square kilometres of routes yet there are no plans to increase the numbers of Coast Mountain security officers, transit supervisors or Transit Police officers able to respond. “We’ve had enough.” Other union leaders echoed the call for the deployment of more transit security officers and urged stiffer penalties for assaults. TransLink last week joined the Canadian Urban Transit Association in pushing the federal justice minister to impose tougher sentences for assaults against bus drivers – an idea that has been floated before. Despite $15,000 rewards offered by Coast Mountain and its unions to catch assailants, there’s no sign of the number of incidents slowing. The current rate of driver attacks is the equivalent of one every two days, about 25 per

cent more frequent than last year, when 134 drivers were assaulted. Video cameras are in place on most, but not all, buses. Coast Mountain has for years considered installing clear plastic shields, but has held back because about half of drivers don’t want to use them, especially if they become mandatory. “For 100 years we’ve had a relationship with our passengers that didn’t require this,” Woods said. “But the aggression is getting bigger and bigger.” He said Unifor is now working with WorkSafeBC to clarify whether barriers could be optional for drivers to use at their discretion. If so, he said, union members would definitely support installation. If WorkSafeBC decides any barrier must be closed when a bus is running to ensure the driver is protected, then the union will again poll its members to see if it has majority support. – with files from Mario Bartel

‘Con Air’ flies out fugitives by Warren Jané TWO MANITOBA men

arrested in Surrey were each awarded a free trip home earlier this month courtesy of B.C. taxpayers. Unfortunately for them, the only visits they will now be allowed will be behind bars. Jorg Rautenburg and Jason James Sinclair mark the two latest fugitives to be flown out of the province as part of the BC Fugitive Return Program, or “Con Air,” as it’s commonly known. Both men were arrested in March by Surrey RCMP on outstanding warrants. Rautenburg is facing charges for breach of recognizance, impaired operation of a motor vehicle, failure to comply with a probation order, failure to comply with a recognizance and Manitoba Highway Traffic Act and Liquor Control Act offences. Sinclair is facing charges of assault causing bodily harm, failure to comply with a promise to appear and theft under $5,000. The fugitive return program, managed by the RCMP and Vancouver Police Department has been in operation since 2011 and now boasts having flown 62 individuals back to the provinces where their warrants were issued.

No basis for setting up a ‘recycling dictatorship’ Kelvin McCulloch Special to The Leader A FEW MONTHS back, I

had to declare whether Buckerfields was a ‘producer’ of printed paper or packaging material. If so, we would have to implement an ‘approved stewardship plan.’ Otherwise, we would have to join another ‘stewardship plan’ and pay fees to that plan holder. I thought it was a scam. But I looked into it further and determined that there was indeed regulatory provisions in effect and according to the regulations, Buckerfields is now a ‘producer’ of printed paper and packaging material. I discussed the alternatives with a Ministry of Environment official and came to realize that we had no choice but to join the only approved stewardship plan in the province, Multi Material B.C. (MMBC) We signed the contract. But we also read

it. It stated that MMBC had to file audited financial statements on its website. I recently went to the website and there are no audited financial statements. Now I have discovered: • MMBC is a corporation under the Societies Act comprised of three directors, two of which live in Ontario; • MMBC is only accountable to the Registrar of Companies; • MMBC is not governed by the province’s rules for the administration of all public monies; • none of the monies collected by MMBC go to any government organization; • MMBC is not subject to oversight by the auditor general of B.C.; • Under its ‘stewardship plan’, MMBC has the authority to charge

companies unlimited fees based on whatever MMBC spends, regardless of what the actual costs are and municipal taxes paid; • MMBC has authority to come into any municipality and offer financial incentives to the local government to do what MMBC wants in the area of waste collection and recycling; • municipal governments do not know the background of MMBC and don’t yet realize the fees that MMBC is charging amount to double taxation; • the provincial government did not consult with municipal governments or the public. Until it is resolved, we are being taxed twice for the same service and residential taxpayers are being taxed for something that someone

tor General Act. • whatever is going to be done is introduced into the Legislative Assembly so that the proper public debate can occur; • there is an independent public inquiry into the financial operations, sources and uses of funds, contractual procedures and expenditures of MMBC. Ninety-six per cent of all printed paper and packaging material is already being picked up or deposited into municipally financed facilities. Despite what MMBC is saying, at least 53 per cent of that is already being recycled and it is very likely that number was understated. In reality, there is no basis for setting up a recycling dictatorship and charging punitive fees to companies at all. Recycling is a booming business with rapidly increasing prices of marketable commodities. We don’t have to change a thing to see

recycling take off in B.C. We need to send the MMBC regime to the recycle bin.

SURREY employers can

expect a favourable hiring climate for the second quarter of 2014 according to an employment outlook survey. Data collected by Manpower Canada reveals that 10 per cent of employers plan to hire for the upcoming quarter (April to June) while seven per cent anticipate cutbacks. Another 73 percent plan to maintain their current staffing levels, while another 10 per cent are unsure about hiring intentions. “Surrey’s second quarter net employment outlook of 13 per cent is a slight decrease of two percentage points when compared to the previous quarterly outlook,” Jeff Polkinghorne of Manpower’s Vancouver office said in a press release. “It is also a decrease of 10 percentage points compared to the Outlook reported during the same time last year, but still indicates a respectable hiring pace for the upcoming months.”

Noodling on the web one morning I found out that I was selling vehicles illegally. If I was in the business of selling, I need to be licensed as a dealer. Oh well. Everything’s been working out just fine for me. I skated through those recent bad deals. My previous sales were a distant memory – I was eager to start selling more. So, I decided to up my game a bit. I got a low-end truck and a car from an auction and another car from a new parking lot friend. I put ads for all three vehicles on Craigslist. Of course my ads said they were all real gems. You’d think people might see through my ads. “Need to sell fast, so price is flexible. Call with best offer.” And my cell number was the same for all three. Would anybody notice? The first two cheaper vehicles sold quickly. The last one took a bit longer to sell. Of course, it was the one I was most eager to sell. Why, you ask? Well, not that I passed the information along, but the auction provided vehicle history reports for the first two. I had no information on the last. So, I bought ICBC and CarProof vehicle history reports. I wanted to educate myself. To my surprise, there was a statement in both reports that the vehicle was possibly “stolen*.” I knew I had to sell it fast. I mean, I’d paid for it and I knew my new “friend” wouldn’t take it back. Four days later, I got a call from a young

I just needed to get rid of this car – fast. I told the nice lady the details of the car. Apart from being stolen, it was pretty nice! I told her I was in a hurry to visit my mum in the hospital. She was in a hurry too – her three-year-old was anxious, pulling at her pant legs. She seemed to not want to be there as much as me. Finally, she agreed to buy the car. Phew! I was saved. Whatever happens next, I don’t care. It’s her problem not mine. I quickly changed my phone number (again). Weeks later, I saw her on the news – with kid still at pant legs – talking to a reporter. Apparently, the car was towed away by the police. And yes, she was trying to find me. Had I covered my tracks? I agonized.

Instead of registering a vehicle in their name within 10 days after a purchase, as required, they leave it in the name of the previous owner. This keeps their name out of the chain of title and from being caught with a stolen vehicle or one that would not be able to be registered or insured for another reason.

HUNTINGTON BEACH, CALIFORNIA – Kia rounds out its attack on the country’s best-selling cars with the launch of the final two models to the Forte lineup. Last year Kia introduced their all-new Forte sedan to compete with such top sellers as the Honda Civic, Mazda3, Toyota Corolla and Hyundai Elantra. This week, the 5-door hatchback version called Forte5 and the coupe, called Forte Koup begin arriving in dealerships. The launch of these two vehicles took us from Huntington Beach, California, through the mountains and desert to Borrego Springs and then back through the mountains to San Diego. The terrain varies from massive California highways to very twisty mountain passes and vast desert valleys. Stunning scenery and a recommended drive for any sightseer or driving enthusiast. Looks The Forte5 is the more practical of the two new Kias with a hatchback design that sets it apart from the competition. Many competitors don’t offer a hatch so this is sure to be noticed by people who need extra storage and passenger room. All-stars at Enver High school hoops all-stars to play Saturday

high school basketball will take to the court one last time Saturday night for the Surrey All-Star Classic at Enver Creek Secondary. Sixteen players have been chosen for the boys game, which tips off at 7:30 p.m. A girls game is slated for 6 p.m. Four all-stars will come from the Tamanawis Wildcats, the Surrey RCMP Classic champions in January and the third-place team at the B.C. Boys High School 4A Championships last month in Langley. Sukhjot Bains, the Most Valuable Player at the RCMP Classic and a firstteam all-star at the provincial tournament, leads the Wildcats quartet chosen. RCMP all-stars Sukhman Sandhu

and Parmvir Bains, as well as Sukhjot Bains, were the other Tamanawis players invited to the All-Star Classic. Other RCMP Classic all-stars chosen to play at Enver Creek Saturday include Kevin Alexandrov and Emeka Okuma of the Fleetwood Park Dragons, Nick Smith of the Lord Tweedsmuir Panthers, Anoop Nahal of the North Surrey Spartans, Nimrit Plaha of the Panorama Ridge Thunder and Skylar Sheehan of Semiahmoo Totems. Smith and Sheehan will not be able to participate due to injury, but Bright Dodoza and Jonathan Kongbo of the Holy Cross Crusaders have been been added to the line-up for Saturday’s AllStar Classic. The Crusaders placed third at the B.C. 4A championships, but did not participate at the RCMP Classic.

volleyball schedule Klomps finished second in the CIS (Canadian Inveruniversity Sports) in blocks-per-set and was a Canada West Second Team All-Star, leading the Heat to its first-ever Canada West Final Four playoff. She is the 13th women’s volleyball player to earn the award since it was first presented in 1991-92.

Phantom play for BC title Five local female hockey players will be chasing a provincial Midget AAA championship this weekend in Langley. The five are members of the Fraser Valley Phantom of the BC Hockey Female Midget AAA League, which will host the Okanagan Rockets in a best-ofthree championship series at the Langley Sportsplex. The winner will advance to the Esso Cup April 20-26 in Stoney Creek, Ontario. Surrey residents on the Phantom include forwards Katelin Korman and Mackenzie Wong, and defenders Mandy Pollock and Taygen Rosner. Cloverdale resident Morgan Symington is a goaltender. The Phantom finished first in the six-team league this season with a 22-1-7 (won-lost-tied) record.

Gymnasts head to Saskatoon The Surrey Gymnastics Society will be sending three of its members to the Western Canadian Championships April 24-26 in Saskatoon. Qualifying for the Western Canadian Championships are Treyson Cerrato, Alanna Jones and Shi Yun Lum. Two other Surrey residents will also be in Saskatoon. Taylor Oakley of the Flicka Gymnastics club and Haley Biggin of the Langley Gymnastics Foundation have also qualified.

Falcons win championship The Surrey Falcons captured the Pacific Coast Amateur Hockey Association’s Female Bantam C playoff championship with a 3-2

shootout win over the North Shore Avalanche. Trailing 2-0 in the third period, the Falcons got their first goal from Julia Myhre with roughly five minutes to play then tied the game with two minutes to go on a goal by Brittlyn Drayson. Emily Johnston scored the winner in the shootout while goaltender Kiana Heska stopped all five shootout attempts by the Avalanche.

Khaira, who signed with the Edmonton Oilers of the National Hockey League last summer, was assigned by the Oilers to the Oklahoma City Oil Barons of the American Hockey League Tuesday morning. Everett was eliminated 4-1 by the Seattle Thunderbirds in a bestof-seven series that concluded Sunday.
