Budget issues occupy SD No. 20 agenda Timothy Schafer West Kootenay Advertiser

The decision to pull the plug on Rossland Secondary School last year has put the school district into a deficit position for next year, says the district’s chair. Darrell Ganzert said School District 20’s preliminary budget shows a deficit of $729,540 largely due to a decrease in funding from the Ministry of Education and an increase in CUPE wages not covered by the province ($240,000). That decrease in funding comes from an enrolment drop of around 100 students, many of them the result of not gaining the full number of students from Rossland than was expected when RSS was closed as a secondary school facility, said Ganzert. The district lost at least 36 students to Seven Summits Centre for Learning this year, some to home schooling, and possibly to other schools. Although the district knew it would be down that many students in September, Ganzert said, they didn’t anticipate that many last school year. “There is no ques-

tion about it, it certainly was,” he said about the “Rossland effect” of the creation of an independent school. “We hope that now we are now stable, but we won’t know that until September.” As a result, he said up to 4.5 full-time-equivalent teacher positions will be cut across the district to deal with the funding reduction. He said those positions could be lost through attrition.

Warfield opts out of TRP ARt Harrison West Kootenay Advertiser

Warfield village council has encouraged citizens to get involved in civic politics by taking away their library cards. Over 70 people filled council chambers last Monday, objecting to council’s decision to opt out of the Trail Resident Program (TRP), which leaves village residents handing over cash to gain access to the City of Trail’s library and recreational facilities. “I took my daugh-

ter to the library the other day for a learning and play day and was told I would have to pay cash and wait for a full or partial reimbursement from the village,” said Warfield resident Lisa Milne. Six recognized delegates, including Milne, from the community had the opportunity to express their dissatisfaction with the decision before the village council and a standing room only crowd of just over 70 neighbours who shared their outrage.

To help deal with the deficit, school district staff compiled a “long list” of ideas to balance the budget. The list was released March 11 along with a survey seeking public input. One of the proposals is to charge for bussing. Free bussing of students from Rossland to Trail was a selling point in convincing parents of the merit of sending secondary students down the hill. The district could

charge $50 to $100 per student each year for bussing, or eliminate all bussing and provide $35 per month per child to those who are outside walk limits (a savings of $375,294). “If you are speaking of charging kids for bussing, that’s district wide,” and not just for Rossland, said Ganzert. “I don’t think trustees want to go in that direction, but some districts have.” Other proposals for cuts that could affect Rossland include: • reduce Rossland clerical to be consistent with schools of a similar size and configuration; • eliminate elementary teacher‐librarians (Rossland reduces from 0.5 to 0.2 fte); • eliminate library assistants in all schools; • eliminate school iPads/laptops/secondary lab replacements. The list is to educate the public, said Ganzert, to show them what are some of the things the school district could be forced to do. “But these are proposals,” said Ganzert. “In the end we are going to resolve the

budget issues without much of an impact on the general public that way. What will be coming is studying the long list and deciding what things we are serious about.” The list is far reaching, said Greg Luterbach, superintendent of schools, in an email that accompanied the budget adjustment list. “We also are very sensitive to the fact that many of the items on the list may impact our employees’ livelihoods.” The long list includes the reduction of up to five teachers to match the 3,786 students anticipated next school year, down from a previous enrolment of 3,915 students. The final budget must be submitted by the end of April. The public is invited to view the draft budget and fill out a survey on SD20’s website (www.sd20. bc.ca) or speak directly to a trustee. A presentation of the proposed balanced budget will be held April 16 at 6:30 p.m. at the Kootenay-Columbia Learning Centre (KCLC), the Trail campus formerly known as the Trail Middle School.

It is tempting to confuse the notion of the Constellation of Aries for that of the actual phenomenal event of the Sun at the moment of daybreak. Yet, there remains this lingering confusion which assumes that the constellations precede and are the foundation of Astrology. Sunrise, culmination at noon, sunset and midnight, which also correspond to East, South, West and North are the true foundations. The division of the day and the year into 4 main quadrants, in turn, also corresponds to the 4 Elements: Fire, Earth, Air and Water. Dividing each quadrant into 3 produces a simple measure of beginning, middle and end of each quarter of the day and of the year. Early, spring, mid-spring and late spring is a basic example and we can say the same of morning, or of each quarter of the day. We can say the same of each quarter of the year, which of course are represented by the seasons and are demarcated by the solstices and equinoxes. The ‘Constellations of the Zodiac’ are thus projections of this experiential and time and date ordered measure of the passage of time. They are not so much objective facts as they are metaphors. So, it is easy to understand then that the 12 Constellations of the Zodiac do not precede the foundations of Astrology; they are actually afterthoughts used for the backdrop that they ably represent for the sake of measuring the movements of the planets which, based on their angular and spatial inter-relationships from the perspective of our experiential reality here on Earth, are the main players in Astrology. P.S. The Sun and Moon are generally classified as ‘planets’ but are specifically referred to as ‘luminaries’.

Evansport, a phantom townsite on the northeast arm of Upper Arrow Lake near the mouth of the Incomappleux River, was first mentioned in the Nelson Tribune of December 30, 1893: “Its owner, Evan Johnson, says it is the best landing place for people going to the rich mineral country around Trout Lake.” Johnson, about whom little is known, acquired land just west of present-day Beaton in 1891 and began selling lots in early 1894. Newspaper ads claimed Evansport would be “The natural terminus

But according to Milt Parent in Silent Shores & Sunken Ships, “The rather pleasant name faded into obscurity soon after the post office chose Thomson’s Landing as its station [in 1895].” In 1894 Johnson successfully sued Malcolm Beaton and James W. 1898 couldn’t resist pointing out the latter’s geographic shortcomings: “Our readers will be pleased to hear that a large and important town known as Evansport has sprung up on Galena Bay, at least so the map says …” Evan Johnson was listed in 1901 as a

farmer at Thomson’s Landing. After that he vanishes. Evans Creek This stream, on the west side of Slocan Lake about 6.5 km north of Slocan City, is worth mentioning because it was the site of a small sawmill that had its own post office from July 1912 to September 1914. (The postmasters were Charles E. Poulin and Emma Blanchette.) The creek, so named by 1899, as well as Evans Lake, honour veteran prospector Jack Evans, whose real name was Jack Evanson. According to his obituary, he was “one of the oldest and most respected citizens of the interior. He died as he had lived, far from the boundaries of civilization.” According to Innes Cooper in The Valhalla Mountains, Evans “was a strong traveller in the mountains, packing 100 pound packs and never seeming to tire.” While prospecting at the foot of Slocan Lake in October 1892, he was struck with appendicitis and died. He was the first

person buried in the New Denver cemetery. A subscription drive was held to buy

a tombstone, but not enough was raised. The sale of one of Evans’ mining proper-

ties was then expected to pay for the upkeep of his grave, but it remains unmarked.

Community Homestay makes a deep impression submitted

Val Trombley has travelled the world from the cozy confines of her three-bedroom home in Castlegar. Over the last 17 years, her journey is rich with culture and the people she’s met along the way. Selkirk College is currently accepting applications for area residents interested in taking international students for homestays. The program offers lasting rewards for both the student and the families who offer to immerse these visiting young people into Canadian culture. Trombley’s entry into the homestay program arrived innocently enough shortly after moving to Castlegar almost two decades ago. “One day in the mail there was this big pink piece of paper that came to the mailbox that asked: Are you interested in being a homestay parent? I thought, what the hec,” she says. Today, the walls of Trombley’s home are lined with pictures from her time spent with the 65 students who have lived at her home while they studied at Selkirk College. When the World Arrives to the West Kootenay-Boundary Selkirk International welcomes students from all over the world to its campuses each semester. From India to Taiwan and Brazil to China, students arrive keen to learn in the classrooms and in their new communities. Students who come from afar have many options for living accommodations, but one of the most popular is homestay. Each semester the college places 25 to 40 students in families and with individuals who are looking to enrich their lives through a cultural exchange. “Our host families are key to the success of the program,” says Tessa Bendig, International Student Services Coordinator for Selkirk College. “Our students appreciate the many ways their host families make them feel at home while studying in Canada. The after school and weekend activities, great quality food and supportive home environments provided by our host families are often among the highlights of our student’s experiences in the Kootenays.” Homestay participants are expected to provide the students a private room, three meals a day and laundry fa-

cilities. Homestay placements can last anywhere from three to eight months. Hooked on the Homestay Experience When Trombley was accepted to the program 17 years ago, she was not sure what to expect. Recently separated from her husband and with her own children grown up and living in Saskatchewan, it was an experiment she entered with apprehension. Naoko Kumamoto was Trombley’s first student in 1997. The 18-year-old arrived from Japan and it didn’t take long for the two to hit it off. “She was awesome,” says Trombley. “If she was a student that caused me some trouble it might have turned out different, but she set the bar very high.” Trombley says Naoko enriched her life and provided memories that are still fresh in her mind all these years later. It also helped send her down a pathway of many more international experiences. Trombley’s commitment to the program has grown over the years to the point where she even moved to a larger home so she could take two students each semester. “I prefer to have two because the more noise in my house the better,” she says. Over the years she has taken students from Sweden, Switzerland, Hong Kong, Taiwan, Brazil and Chile, but the majority arrive from Japan and South Korea. And though she has taken a male student on occasion, it’s primarily females that come to stay with her. “With girls it’s easy and we have things in common,” Trombley says. “We talk about boyfriends and relationships and shopping and cooking… with boys it’s much more difficult.” Challenges Only Deepen the Bonds

Taking in international students comes with challenges and it’s not always easy. The primary issue most homestay families deal with is communication struggles. “For me it’s like having my own children so you need to have compassion,” says Trombley. “You also have to have a lot of patience because the language barrier can be very restricting. One student I had, we could only draw pictures for the first couple of weeks to communicate.” With students moving a world away, there are also the odd tears that come with the new reality. “They are fine until the end of the first month,” says Trombley. “I can tell when we are having dinner, I can look across and know there is something that is not right. Most of the girls are pretty reluctant to bring it up, but after a few questions the tears start and I have to comfort them. I just have to reassure them that being homesick is a totally natural thing and it happens to almost everyone.” Relationships that Last a Lifetime Trombley keeps in touch with many of the students who have stayed with her over the years. She emails with them on a regular basis and shares in their highs and lows after they leave the Kootenays. Four years ago Trombley travelled to Japan and South Korea with a friend who also takes homestay students. They met up with 20 former students who rented them a condo and paid for everything along the way as a gift for their kindness. “It was a huge eye-opener,” Trombley says of her vacation to Asia. “You can talk about it with them, but when you get there it’s a whole different experience. The culture shock is something you can’t get from just talking to the girls about their homes.” When Trombley talks about those who have lived with her, a huge smile comes across her face. The rewards of making the effort are obvious and run deep. “They all call me mom… it’s very sweet,” she says. “I hope we always have international students. The world’s most fuel-efficient hybrid car, the Volkswagen XL1, will go on display in in London alongside other Designs of the Year award nominees. A team led by Klaus Bischoff, Head of Design for VW, designed the Volkswagen XL1. It is a limited series production two-seater car that explores the limits of energy efficiency for a road-legal production vehicle. The design brief for the XL1 was to produce a ‘one litre’ car – that is to say, a car that uses one litre of fuel per 100 km. The resulting vehicle uses just 0.9 litres per 100 km. To achieve this fuel consumption figure, the XL1 was aerodynamically optimised, adopting the classic ‘tear drop’ shape and utilising innovations such as removing traditional wing mirrors and replacing them with small cameras called e-Mirrors which transmit exterior images to interior displays. The mid-sized C-Class is the most popular and affordable Mercedes-Benz sedan and about 8.5 million of them have been produced, since it was originally introduced in 1993. Mercedes engineering typically operates on a seven-year “circle of life” production run and an all-new generation of C-Class will arrive in Canada, as a 2015 model year vehicle, this summer. In brief, it’s a bigger and better C-Class, however, real progress is in the details. This C-Class is lighter, safer, comes with a choice of two more powerful (yet more fuel-efficient) new engines, uses even more

Bordering on frivolous, there’s an Air-Balance in-car perfuming system ... to prolong that new-car Mercedes smell. Another one is a GPSlinked climate-control system tech feature that automatically switches it to “recirculation” mode when a C-Class is driven into a tunnel.

The test drive actually did include a few tunnels and there are lots of them in and under Marseille. It’s the second largest city in France and its busiest port with numerous ferries to other Mediterranean destinations. Our drive route took us out of the city on a circular mostly rural route around the outskirts of Marseille and ended at the picturesque small harbor community of Cassis. A mountain drive along the Route des Cretes (Route of the Ridges) was spectacular. It’s a narrow, winding high-elevation road with pull-offs at numerous view locations. Even with the (100 kg) weight reduction, this C-Class is sublimely stable on the road. The switch to a full electronic assist rack and pinion steering system, called Direct Steer, is also flawless. There are fuel economy and active safety benefits. Inside the seating is typical Mercedes

with easy to find power controls on the door panel. Generous in size, yet excellent support and a good range of adjustable elements didn’t give my weak back a reason to complain, even after many hours of driving. The restyled dash is an elegant and less fussy design, thanks mainly to a new Touchpad controller that eliminates a multitude of switches. It can recognise both single and multi-finger gestures, wiping movements, zoom finger gestures, even user handwriting. That said, the stand-alone display screen looks out of place, as if an afterthought IPad was attached to the dash. Overall, this C-Class is sure to please both purists and newcomers. Dart GT could be edgier but delivers value By Alexandra Straub

The Dodge Dart has held its own in a sporty compact segment where competition is fierce. Perhaps it is because of its value, the various engine choices or that it has some pretty cool features (like available underthe-front-seat-cushion storage) and a fresh style – inside and out – the Dart seems to be a hit. Two years in, Chrysler has loaded it up with an engine full of gusto, unique styling cues and added a couple of letters on the back and now we have the Dodge Dart GT. What sets it apart from its siblings are a stretched-down grille and LED headlights. You’ll find the rear clad with the ‘Racetrack’ LED lights that run the full length of the trunk. Then there’s a set of 18-inch wheels come standard on this vehicle along with a 2.4L, MultiAir, 4-cylinder Tigershark engine, matched with a 6-speed manual transmission, that brings to the pavement 184 horsepower and 171 lb-ft of torque. Of all the characteristics I like about this trim of Dart, I think its transmission is the weakest link. In previous reviews of other Dart models – like the 1.4L, Turbocharged version with 160 horsepower and 184 lb-ft of torque – the gear throws are, in my opinion, too long to really give it that edge and sporty vibe that it needs to compete with vehicles like the VW GTI, Honda Civic Si or

even the Ford Focus ST. So I concocted scenarios in my mind to figure out a way to not be so sad about its lack of panache. I think I found one. Buyers of the GT will like what they get for the value. After all, it has a starting MSRP of $21,995. That’s thousands less than the aforementioned competitors. And some buyers of vehicles who want that extra kick don’t necessarily need all the sports sedan-like characteristics. They want power but in a comfortable and affordable package. Furthermore, they enjoy added touches like a leather-wrapped heated steering wheel, GT specific sport leather seats, a

2014 Dodge Dart Parkview rear backup camera and more. The interior has a pleasant look to it and it’s very agreeable to drive. On the highway, special attention from designers and engineers were paid to make sure you drive in a quiet cabin. Minimal road noise entered the GT’s cabin, allowing my passengers and I to enjoy the musical stylings of various bands being listened to on the Alpine premium stereo system with nine speakers (an additional $1,295 for this sun and sound package.) The sun portion of the package adds a power express open/close sunroof to the mix. After I switched into this mindset, I found I was able to alleviate my frustrations of what the GT didn’t have, but what it did have.

Additionally, a feature that I love about the Dart – and all other Dodge/Jeep/Chrysler products – is the Uconnect media interface. The GT comes standard with the 8.4-inch touchscreen and is a dream to work with. Large icons, easy prompts and a no-fuss approach to pairing your handheld device to the Bluetooth system all come standard. Crazydriving

Dear Reader: After I get this off my chest, I am going to feel a whole lot better but I doubt you will. By Keith Morgan Or, at least I hope you will be mad as hell and want to tell . . . well, we will get to that later. Bear with me. I have been writing about cars, driving, and traffic safety for more than 25 years. I got into by accident, no pun intended. I had been covering the often-grisly crime beat for some years when the late Vancouver Police Supt. John Lucy told me in

the late 80s that he was transferring to the traffic division. I blanched. This guy had set up the strike force and dealt with vice in the big city. “You want blood and guts, Morgan, come and talk to me in traffic,” he said dramatically. I did and he was absolutely right. The needless carnage on our roads was, and is to this day, almost unbelievable. I say almost because the more you observe human nature the less incredible motoring mayhem appears. People do the most stupid things to get one car length ahead and take enormous risks such as running red lights just to get home early for dinner. Big John had a common sense response for such reckless behaviour: “Supper is

served at the same time every night . . . . is it really worth the risk just so you can sit around and wait an extra five minutes before heading to the table?” Simple math reveals that in order to shave even five minutes off a typical commute you have to exceed the speed limit excessively and run some very late reds. That kind of driving drives me crazy and now we get to the nub of this column. Telling you what sends me off the edge is a form of therapy that invariably evolves into group therapy. Hence, our weekly “What Drives U Crazy?” spot in Driveway, in which we encourage you to reveal what poor driving habits, send you off the deep end.

Your correspondent also has a less selfish wish that by identifying this appalling behaviour we could educate the sources of our collective annoyance. I know that might be considered dreaming but let’s give it the old college try. When I talk about what burns me at gatherings, people usually say “don’t get me started” then proceed to regale me with their pet peeves.
