The bi-weekly page, which runs in The Mirror, received first place among all community newspapers in Canada for Young Reader Engagement Initiative. The Great Ideas Awards will be handed out by Newspapers Canada in May. Nice weather leads to…some bad driving With the weather warming up, more people are enjoying the great outdoors. Unfortunately, not all will respect the safety and enjoyment of others. Already this year the Comox Valley RCMP have been receiving numerous complaints of dirt bikes and quads riding on public roads, driving through intersections without stopping, and having little regard for others’ safety. The police are asking the public for their assistance in removing these illegal riders from our streets, parks and public areas. It is requested that these riders are reported to the police for further action. When you report an offence, a detailed description of the motorbike or quad and the rider is essential. The penalty for riding an uninsured motorcycle or quad on the roadway is $598 and the bike is subject to seizure. Sometimes Mounties are unable to catch or stop these bikes, but that should not deter the public from calling and letting police know about the incident. If you have information on one of these riders you are asked to call your local RCMP detachment, 911 or make an anonymous report to Crime Stoppers.

landmark marine and fishing supply store on Pier Street. Traffic stopped and people scrambled to help the sopping wet rodent. It appeared he or she had just come up from the water of Discovery Passage and was heading inland. The beaver wandered around trying to get into buildings and didn’t appear panicked, Amos said. One woman attempted to capture it by putting a cardboard box over it. It was the beaver’s lucky day, though. “It happened that we had a live trap in the store,” Amos said. After a couple of attempts, Amos and another employee, Graham Appleton, got the beaver into the trap and the RCMP were called. Mounties arrived along with Conservation offi-

cer Gord Gudbranson who took possession of the animal and delivered it to the Quinsam River. Speculation is that because this was a young beaver, he may have been given the boot by his momma and sent off to make his own way in the world. Whatever the reason, he made his way to saltwater and to the Discovery Pier area. Although it’s a harsh life in the wild, this beaver appeared to have fallen into some good fortune by turning up in front of an outdoors store. “It worked out good that he was where he was because we had the proper sort of equipment to help him,” Amos said. And lots of concerned people on the busy street scene were there to pitch in and help the poor animal, she added.

approaching the police detachment when two cruisers pulled out in front ofher with lights on, but no sirens. They also headed north and Watkins pulled into the left lane, anticipating an upcoming left turn. However, wanting to avoid a potential incident and delay ahead, Watkins decided to turn left earlier, onto Pinecrest Road. That’s the last thing she remembered before waking up in hospital. As Watkins’ 2003 Mazda Protege was passing the Strathcona Gardens complex, Const. Dormuth pulled out from the RCMP detachment and accelerated to 70-80 kilometres an hour. As the officer headed down the hill, he saw Watkins’ car, but it was too late. Dormuth attempted to pass her in the southbound late, but wound up T-boning the Mazda. The officer, a former ambulance paramedic, was also briefly knocked out, but when he came to, went to assist Watkins who had also regained consciousness. As a result of the accident, Watkins sustained a head wound and later suffered from severe neck and back pain. However, the worst was the head injury which still lingers. “The most significant problems for Ms. Watkins relate to her head injury and the continuing symptoms she has because of it,” the judge wrote. “She

said it impacts everything she does in her daily life.” At the time of the trial, in March 2012, Watkins still suffered from headaches, mood changes, anxiety, poor concentration and memory, fatigue, problems with balance, irritability and intolerance to noise. Doctors testified she may experience symptoms for the rest of her life, however, she is able to participate in sports again, but not to the same extent or ability as before. “Suffice it to say that Ms. Watkins… suffered physical injuries that caused her a great deal of pain and discomfort over a number of years and which are expected to have permanent lingering effects,” said Justice Blok. “The effects of her head injury…will likely be with her for the rest of her life.” The judge awarded Watkins nearly $1 million, mainly for loss of future earnings due to permanent disability. The Mirror contacted both Const. Dormuth and Watkins. The officer declined to comment while Watkins’ lawyer, David Tees, spoke on behalf of his client. “We’re very pleased she was vindicated by the judge,” Tees said Thursday. “This is a tragic result of police not acting in the way they should.” He added that police have a responsibility to ensure the safety of the public, even on the way to an emergency.

B.C. NDP leadership hopeful John Horgan is stopping by the city on Saturday. The MLA for Juan de Fuca is taking his second crack at running for leader of the New Democrats who hold a leadership convention Sept. 28 in Vancouver. Horgan will be at the Campbell River Labour Hall to discuss his vision and to hear concerns from the public. His leadership bid is supported by North Island MLA Claire Trevena and several other MLAs. Duffy, Pamela Wallin, Patrick Brazeau, and Bev Oda (remember the orange juice?). And ... and ... and .... Oh boy that list sure gets long! So, what is a politician to do? Especially when your own party members (and in all likelihood yourself) are ensnared in the Culture of Entitlement. If the voting public in B.C. is looking to the party of opposition for leadership by example, they won’t find it. One of their own got caught benefitting from the proceeds of the public purse. So Adrian Dix appears to be content with mumbling about Jenny Kwan’s “right decision” and ducking the issue. Probably in the hopes that this storm, too, will pass. This tactic-of-old may have once been a good one. Any politician worth her salt knows that elephants never

forget, but voters sure as heck do. But this storm is one of epic proportions, and it’s being fed from multiple sources. Politicians. Crown corporations. Executive officers. Banks. Telecommunication companies. Multinationals. The list goes on. And because the reference base comes from almost anywhere amongst the membership of the one per cent club, and because there really is no singular supreme leader (that we know of), the spin is not really controllable. It is time for those in position of power, in the name of democracy, to begin again. But this time, instead of focussing on entitlement, how about focussing on genuine integrity and honour? – Britt Santowski/Black Press

Derelict building bylaw

Filed for publication with the Mirror Mayor Walter Jakeway and council, This is further to my several requests that the city give consideration to introducing a bylaw requiring the registration and inspection of vacant/derelict buildings and storefronts. According to By-law 3309 2007, Section 3.1 f): “No sign except...on which is located the activity, use, product or business that the sign is intended to advertise, identify, give information on or attract attention to...” What is the penalty for contravention of this section of the By-law? As an example, at 2190 S. Island Highway, the sign still advertises A-1 Vacuum Systems and Periscope Promotions even though neither business has been at that location for some time. Why is the sign owner not required to remove those ‘advertisements’ in a timely manner and ‘give information on’ the fact that space is available for rent, lease or sale or a new business is now at the location, if applicable? If council introduced a “vacant/derelict building by-law,” signage could be a component. The city needs to get the attention of these owners who seem content to leave these spaces empty because it appears there is no cost, financial or otherwise, to doing so. I don’t understand the city’s reticence to at least ‘inconveniencing’ owners of vacant business/residential properties by requiring registration and inspection. They can’t pack up their buildings and leave so what is the downside? Darlyne Shane

There was no Thomas the Train when I was a kid, but locomotives always fascinated me. One of my earliest memories was as a three-year-old travelling in an old coach from Toronto to Ottawa. I vaguely recall trying to carry a paper cup of water down the aisle as the train shook side to side spilling most of the cup’s contents, much to the bemusement of the older passengers. While the railway did open up The West, train travel is a novelty to most British Columbians unless you live in the Lower Mainland. In Southern Ontario, riding trains is a part of daily life for many. We would take the Go Train from Port Credit to downtown, ride the subway from Union Station to Bloor Street, walk back down

Younge Street and then maybe grab the Queen Street street-car back home. My dad commuted daily by train and sometimes I would take the VIA train to London to visit my brother at university. I’ve always wanted to cross the country by train and someday I will, and perhaps someday the Vancouver Island line will re-open. I hope it does, but not in the manner viewed by the Island Corridor Society. On Wednesday the society announced it had a tentative deal with VIA Rail to restart service on the line which runs from Courtenay to Victoria. Later that day though, VIA attempted to distance itself from the media announcement and made it quite clear that a deal is still many stops away. I listened with interest as Island Corridor CEO Graham Bruce spoke with CBC

Radio Victoria on Thursday morning and tried to explain the situation. It sounds like they “jumped the tracks” a bit and then I was put off when Bruce twice said that Islanders are either passionately “for” or “against” the former E&N railway line. Well, Mr. Bruce, I and many others sit somewhere in the middle. Just once I rode the train from Courtenay to Victoria and my vivid recollection is the majority of it was the most unpleasant rail journey I have ever experienced. Oh sure, everyone was nice enough, but it was still a slow and noisy ride. The biggest problem is the seemingly hundreds of road-rail crossings which caused the engineers to put on the brakes and wail on the horn. I can’t blame them given the stunning number of accidents

– many of them tragic – involving a train that traveled back and forth once a day. That said, the trip from Chemainus over the Malahat to Victoria was the best rail trip I’ve ever been on! Stunning views, fewer road crossings and far safer than driving across the Malahat in a rain or snow storm. Better still, I believe it makes good economic sense to run a train from Duncan to Victoria mainly for daily commuters and tourists. That would be a good way to re-start the railway. Let’s see if it works where the most people are and then, if successful, let’s start to look at extending it further north. In other words, Mr. Bruce, it doesn’t have to be all or nothing. paulr@campbellrivermirror.com

Sewer grant can be transferred to the city

The city’s proposal to join northern Area D properties with Campbell River in order to provide them with city sewer service has become more

certain. That’s because the province has confirmed that a senior government grant awarded to the Strathcona Regional District can be transferred to the city, which the city’s sewer offer was conditional upon. “This news will make the referendum question for voters in the northernmost portion of Area D more clear and certain,” said City Manager Andy Laidlaw in a

news release. “Council had directed that the offer to provide sewer and other city services in the proposed boundary extension area would be conditional upon the availability of the grant funding, and it is beneficial for everyone to know that this financial support from senior governments would be available as people reflect on this offer.” The Build Canada Fund grant is worth $3.4

million and is earmarked for sewer service. The provincial Ministry of Community, Sport and Cultural Development informed the city March 28 that should an Area D residents agree to join the city (through an upcoming referendum), then the grant can be transferred as long as the city and Strathcona Regional District make a joint request for the transfer. The province has also agreed to extend

the deadline of the grant from March 31 of this year to March 31, 2016. Coun. Andy Adams, who holds council’s finance portfolio, said the province wants to help ensure the city has access to the grant so that valuable funding – coveted by many local governments – does not go to waste. “Senior governments receive more requests for infrastructure funding than can be pro-

vided, and the province has communicated to us that it would be disappointing if the funding that has been reserved to improve the sewer service in Area D is not used for this purpose,” Adams said. The city is committing to provide sewer service to 535 Area D properties south of the city limit to McGimpsey road, which is estimated to serve 1,235 people. Sewer service, however, is contin-

gent upon 51 per cent of affected residents voting in favour of joining the city. Each property owner would pay $9,300 – in one lump sum or over 20 years, likely starting in 2015, as well as pay to connect their home to the sewer line – a cost which would vary from property to property. Residents would have up to five years to connect to the city’s sewer system and pay an $1,800 connection fee.

need of fixing.” The petition states that “We, the undersigned citizens of electoral area D of the Strathcona Regional District, call upon the Hon. Minister of Community, Sport and Cultural Development (Coralee Oakes) to uphold our stated wishes

in our community plan that we do not wish to be governed by the city of Campbell River for any reason. “Further to that, with respect to the city of Campbell River’s proposal for a boundary extension of our properties in northern area D,

we request that the minister uphold her promise to our regional representative on September 20, 2013, and that a referendum will be offered to the whole of northern Area D. “We request that such referendum be administered by a provincial

returning officer on our behalf.” Trevena said this is “very much a longrunning issue” and that she wants to ensure that all sides of the issue are heard. “I would like it to be that people’s wishes are heard,” she said.

Finishing touches wrap up St. Ann’s upgrade Finishing touches are currently underway on the St Ann’s upgrade project, which should wrap up early this month. This nine-mont h, $4.048 million project involved upgrades to underground services including sewer, water and storm drainage systems, as well as aboveground improvements to roads, sidewalks, streetlights and landscaping for the area connecting 10th Avenue to Shoppers Row. “This work changes the entire look and feel of the area. This is a huge step

forward in revitalizing downtown and making it a desirable place to work, visit, shop and do business,” said Councillor Claire Moglove, who holds the economic development portfolio for City Council. “If you recall the plaza that was there previously, there is no question that the area has been totally transformed. The fact that we were able to achieve this by piggybacking the aboveground improvements onto the very necessary underground infrastructure updates is testament to good plan-

ning and design.” As intended, the end result dramatically transforms both the look and feel of the area. The goals of the project, shaped during public consultation sessions in December 2012, included linking waterfront green spaces to City Hall, creating shared space where public areas blend with commercial properties, and animating the public space so that street level activity focuses on people – to make visitors feel welcome and help businesses reap the benefits of the new energy

A more balanced approach to various modes of transportation also enhances the pedestrian experience in this area. The St. Ann’s upgrade project will be completed within the approved budget and as scheduled at the end of the month in spite of freezing temperatures and snow, which presented the contractor with logistical challenges starting in December and continuing on and off through to March. Residents should note that work continues on the Seymour Pacific Developments Office building site. This project, the creation of a new national headquarters for Seymour Pacific Developments is anticipated to be complete later this year.

Newbark Canine Rescue and Rehoming Society, a registered nonprofit charitable organization, is expanding its services into Campbell River thanks to a new group of volunteers. Immediate plans include recruiting foster and adoptive homes and fundraising for veterinary and operation costs. Since Newbark began rescuing dogs in 2009, the society’s mandate has been to help dogs find a home where they are wanted and loved, spayed or neutered and allowed to live their lives as happy dogs. Newbark operates through a foster home system so the more people who are willing to foster, the more dogs that are able to be helped. The s o ciet y provides food and medical expenses for animals in care as well as guidance and support for the guardians. In 2013, a total of 83 dogs were re-homed through the society. Last month the society held a spay/neuter clinic at the Tsa Xana Reserve near Gold River and during this one-day clinic 21

The Atom B Tyees rep hockey team took on Campbell River Minor Hockey players to sharpen their skills in a game Sunday afternoon at Rod Brind’Amour Arena.

Judo Club comes home with hardware

The Campbell River Judo Club attended a shiai in Victoria March 29 and had great success. A total of 24 competitors attended, earning 10 gold, six silver and eight bronze medals. All of the coaches’ efforts were evident as many of the club’s com-

petitors showed good technique. The white and white/yellow ranks (ages 6-9) showed their superior skills by trying to throw their opponents rather than simply pushing and pulling them to the mats. Kacee Stranaghan and Joshua Lee – two prod-

ucts of the Campbell River Judo Club’s Young Judoka program had a great match against each other, carrying a furious pace that was unmatched the whole day. The club’s higher ranking members also put in a great effort. Wyatt Huggins lead the way and

was explosive in winning all three of his matches; Huggins’ throws were powerful, well timed, and all full point Ippon scores. All members turned in gutsy performances and exhibited the club’s famous sportsmanship. The club thanks instruc-

It is no small feat to pull off a race that hosts over 550 U12 athletes from around the province. But that’s what happened last weekend at the Annual Hub International Nancy Greene Festival at Sun Peaks near Kamloops. Mount Washington Ski Club athletes were there in fine form to reap the rewards of this provincial event. It was a clean sweep of the podium in two events for the Comox Valley’s Emilly Johnston with double Gold in Moguls and Kombi. Hot on her heels was teammate Haley Nelson with a Bronze medal in the Kombi, fourth in the Dual Glalom Event and ninth in the Moguls. Not to be outdone by her older sister, nine-yearold Brynn Johnston won

a Gold medal for her speed and agility flying down the bumpy moguls run and placed eighth in the Dual Glalom event. The Mount Washington Ski Club boys shone as well with U12 Luke Hoefer rising to the podium with a Silver in the Moguls, fifth in the Kombi and eighth place in the Dual Glalom event while Hayden Harley surpassed a field of 45 boys to win a Bronze in the Dual Glalom event, even after losing his glove and pole and skiing the race one handed. The festival showcases young, new ski racers. For the Mount Washington Ski Club, this was no exception with Rowan Hughes, 7, and Erik Leikermoser, 6, finishing ninth in the Kombi event. Best of all, awards were handed out by Nancy Greene herself.

Cousins from Campbell River connected for the game-winning goal in the championship game as the North Island Impact captured the provincial midget female hockey title. With 9:49 remaining in the third period, Olivia Knowles set up her cousin Lisa Lloyd

3-2 and followed up the next day with a 4-1 win over Cranbrook. Over the next two days, the North Island Impact got by Surrey 3-2 and then dispatched Kamloops by a whopping score of 6-0. The victory advanced the Impact to the championship game, a rematch with the Richmond Ravens. he Johnstone Strait Killer Whale Interpretive Centre Society is hosting a “Whales and Wildlife Festival” at the Tidemark Theatre on Friday, May 9. Philosophers will discuss how to pay for an aging society The number of seniors in Canada is increasing sharply – in large part because we’re living longer, healthier lives. That’s great but there is a big problem. The first of the Baby Boom generation is just entering their senior years. The aging of our society will increase sharply, and there will be fewer and fewer people in the workforce to pay for the needs of those who have left it. On Wednesday, April 9 from 6:30-7:30 p.m. at the Online Gourmet, the popular Philosophers’ Café will discuss “How will we pay for an aging society?” and brainstorm for solutions. The presenter this month will be Greg Hill, executive director of

the Campbell River and District Association for Community Living. Hill was the driving force behind the innovative assisted-living facility Ironwood Place. Usually the moderator for the Café, Hill will pass those duties to Peter Schwarzhoff. As always, Hill will have just 10 minutes to pose the problem and get the conversation started. It’s up to those in attendance to fill the remaining time with a thoughtful, respectful discussion. C ome share your thoughts on the problem and the possible solutions. Here are some ideas to get you thinking: So costs are rising and the workforce will shrink, what’s to be done? 1) Just expect our chil-

dren and grandchildren to pay more taxes? 2) Lower seniors’ expectations – less income – less health care? 3) Dramatically i nc re as e work forc e t hroug h op en-do or immig rat ion, ski l ls training and other productivity improvements, and promotion of larger families – improved childcare? 4) Pre-fund OAS and/ or Medicare (as we do with the CPP) i.e. pay more taxes now and reduce the taxes for our children/grandchildren later? 5) Enhance the CPP now (let more people contribute and so collect benefits later)? 6) Make significant changes to our health-

care system by focussing on, for example: Health promotion/prevention; Treating people earlier;

Managing complex, frail older persons in a more responsive system; Train more doctors in geriatric

medicine; Better interprovincial coordination of care (best practices); Reduced pharmacy costs

through a national Pharmacare plan; Stress care in the community over institutional care, or ???

Cortes library officially opens this month KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

The new library on Cortes Island will have its grand opening later this month. Director Brenda Leigh, who sits on the Vancouver Island Regional Library board, said the Cortes library branch at the former Linnaea Farm school will be officially opened Friday, April 25 at 1 p.m. “There’ll be a celebration, cake, a ribbon cutting and a lot of fun,” said Leigh who invited everyone that could to attend. Cortes Island Director Noba Anderson said she was pleased to hear the community has its library back. “That’s wonderful, and thank you,” Anderson said to Leigh. Anderson said she would also like to see a report on whether the numbers are up or down at the library which unofficially opened to the public in its new location in mid-November. The library was formerly located in the community hall in Manson’s Landing but was closed by Vancouver Island Regional Library after a safety inspector found the mezzanine floor was not strong enough to bear the weight of the library books and was in danger of collapsing. The library was shuttered in May 2012 and a temporary holds location was established for returns and pick ups. Following failed negotiations between Vancouver Island Regional Library and the Southern Cortes Community Association to re-establish the Cortes branch, Linnaea Farm stepped up to the plate and offered to house the library in the former alternative school which closed in 2010 due to declining enrolment. The new library branch is now not only much safer but it also has some new features including a children’s computer with educational software, study tables, a new and enhanced collection, public access to computers, and lounge seating.

JAMES, Amy Lydia Amy Lydia James passed away peacefully on March 29, 2014 at the age of 89. She is survived by her husband Robert and two sons, Al and Bill (Margaret) and predeceased by her son, Frank. She is also survived by her five grandchildren, Chris (Christine), Robert (Nadine), Lisa (Ryan), Kim (Matt) and Dave (Jenny), as well as five great grandchildren, Braydon, Rhianna, Alexa, Kaelen and Anamaria. Mom was born in Malta, on July 15, 1924 and raised in London, England. She immigrated to Canada to marry Dad in 1948, and made the move to Campbell River in 1955. She was employed with the British Military College of Science during the war years as a Secretary. Mom had a very good memory and could recall events as far back as four years of age. She loved music and playing the piano. She played the organ for the Eastern Star in her early years in Campbell River. She also loved to garden in her younger years, and has always enjoyed spending time with her children and all of her grandkids at every family gathering. The family would like to thank the staff at the Campbell River Hospital and Dr Douglas for all of their support. She will be greatly missed.

Ice blossom winners

The first wildflowers show tentative blooms, and soon nature trails will burst with colour and scent of new growth. The very word ‘April’ is from the Latin ‘aperire’, meaning ‘to open,’ a reference to buds opening in spring. Before launching into full April mode, let’s look back on the icy wonders of March. I first wrote about ice blossoms (scientifically known as ‘crystallofolia’) in “Finding fanciful frost freaks” on March 12, including a photo contest…and entries filled my inbox. Brenna Williams captured a perfectly round ice blossom (photo, right), winning herself a signed copy of my local trail guide: Nature Campbell River. Congrats Brenna, on your gorgeous photo. Heather Parker captured second place for her snapshot of an entire tree trunk bursting with frosty flowers. Heather advises she’d never seen this phenomenon until moving to Campbell River two years ago, and she’s been “fascinated with it ever since.” She

found her lovely frost formations in Willow Creek Park. Heather says she has “shown the photos to many friends who lived here for years and never realized what they were looking at
