Pitt tax collection in jeopardy Council split on passing tax rate bylaw by M on i sh a M ar ti n s staff reporter

The City of Pitt Meadows won’t be able to collect taxes if a divided council fails to pass the 2014 property rate bylaw within the next month. With the clock ticking towards a legislated May 15 deadline, city director of finance Mark Roberts warned council there are serious consequence if they are unable to reach a compromise. Failure to pass a property tax rate bylaw amounts to an offence against B.C.’s Community Charter, which requires municipalities to annually adopt a bylaw that authorizes the city to collect taxes. Penalties include a fine of up to $2,000, imprisonment for up to six months - or both. “As awkward as it was for me to write the report, I felt it was incumbent on me to tell them,” said Roberts. Golden Ears Way – was a sticking point for two councillors who had trouble supporting the transportation master plan while mention of the road was included. Bruce Bell and Janis Elkerton don’t want taxpayers to foot the bill for the connector, which is expected to cost $17.5 million just to construct. The plan estimates the city will have to contribute at least $6 million for the connector. Add on an interchange at Harris and Lougheed and the city’s portion of the $52 million project balloons to $18.5 million. “The cost of these capital proj-
ects has to be looked at very closely because ... I don’t know how we are going to pay for it,” said Elkerton. Both Bell and Elkerton believe the connector is Elkerton unnecessary, though it’s being pitched as an alternate route to Old Dewdney Trunk Road. In fact, the transportation plan estimates only six

per cent of Lougheed Hwy. traffic would be diverted to North Lougheed Connector, should it be built. Bell would rather focus on finding a solution for the failing, congested intersection at Harris and Lougheed and worries the connector diverts attention away from it. “Are we watering down what we really need,” he asked, noting the total tally could be much more than $18 million when you add on land acquisition, engineering, design and legal costs. Most literacy funding reinstated By Neil Corbett, staff reporter
Scott Ormiston, who works at Garibaldi secondary, has helped increase the school district’s aboriginal graduation rate to 74 per cent, 20 points higher than the provincial average. Colleen Flanagan/THE NEWS
A commitment to teaching Scott Ormiston recognized by UBC education alum by Nei l Corbe tt staff reporter
A
Maple Ridge educator has been chosen to receive a rare honour from his alma mater. UBC has selected Scott Ormiston to receive the 2014 UBC Alumni Teaching Award, citing his “indefatigable commitment to teaching, and the passion, kindness and caring he brings to his practice.” “It’s tremendous to be recognized, amongst all the amazing colleagues I’ve worked with over the years,” he said. Dave Derpak was one of the people who nominated Ormiston. Derpak is a district principal in charge of international education for the Vancouver school board, and attended UBC at the same time as Ormiston. They graduated together in 1982, “back when we both had hair.” The two have remained friends for more than 30 years. “Scott has always had a great sense of humor, and a great sense of family,” he said. Derpak said Ormiston demonstrated his expertise and commit-
ment to teaching in recent years, when he took on a new challenge in the Aboriginal education department with the Maple Ridge-Pitt Meadows school district. The district has increased its aboriginal graduation rate by 20 per cent in the past two years. If present trends continue, the aboriginal grad rate in the district will be the tops in the province. Ormiston has a long relationship with this district. He came here in 1983, but left for Calgary after meeting his wife at the Winter Olympics in 1988. After five years in the Stampede City, they returned to B.C. in 1989, and he has been in School District No. 42 since. For about 20 years, he worked at Garibaldi secondary in the resource room, keeping kids considered “at risk” strongly linked to the school system. Two years ago, he was asked to become one of two resource teachers for secondary school aboriginal education. In this new role, Ormiston works at Thomas Haney, Garibaldi and Maple Ridge secondary schools, supporting aboriginal education workers and dealing directly with students. He credits the case management model of working with aboriginal students for the district’s success. In
this individualized approach, each student who is struggling to pass courses is dealt with individually, and staff try to minimize any and all obstructions to their graduating. “You’ve got to build good, really strong relationships with the students. You try to become an advocate for them,” explained Ormiston. The results have been impressive. The district boasts a graduation rate of 74 per cent for first nations students, compared with a provincial aboriginal grade rate of 54 per cent. “Scott’s influence as a teacher cannot be fully expressed through figures,” notes the nomination. “Throughout his career, the relationships that Scott has built with his students have been at the core of his teaching practice. “He is described as having a remarkable ability to generate mutual respect with his students, and to both advocate on their behalf as well as encourage them to advocate for themselves.” During his time at Garibaldi, Ormiston established traditions to foster school pride, including a Terry Fox Run, staff appreciation lunches for students helping other students with special needs, and an annual Christmas party. First Nations 12 students at Garibaldi traditionally give paddles to
teachers who have made a significant impression on their lives. During his years at the school, Ormiston has received numerous paddles. He and his wife have two adopted children; one was born to a young mother attending Garibaldi; the other the daughter of a work colleague. Ormiston has been heavily involved as a coach of various sports in the past 43 years, both in schools and in the community. “I really enjoy my time with the kids, and when you’re with them in sports, you know them in a different context,” he said. A former competitive swimmer, Ormiston has remained immersed in aquatics. The Red Cross National Water Safety Program uses the 1-23 Breathe manual and video that Ormiston co-authored – a method that helps non-swimmers learn front crawl. He will receive his award on April 9 at the Gordon Smith Art Gallery in North Vancouver. It includes a $1,000 prize and $1,000 to be donated. “It’ll be used somewhere in the system for our kids,” he said. Ormiston will now be nominated for the Prime Minister of Canada Award, which Derpak calls “the Nobel Prize of teaching.”
The province has reinstated most of the funding it cut from literacy groups around the province. Last week, Elaine Yamamoto said that several local literacy initiatives were endangered, after Victoria cut $2.5 million for literacy coordination funding down to $1 million. There were 102 literacy groups around the province affected, including the Maple Ridge-Pitt Meadows Katzie Literacy Committee. Locally, the funding dropped to $13,000 from $30,000. Yamamoto explained that the amount is important as it is seed money to help her group secure other funding sources, in-kind services, and volunteer tutors. Later in the week, the government announced the cut would not be as deep – from $2.5 million to $2 million this year. “We are very happy that Decoda has been given an extra $1 million, but are still unsure of what that means to our funding at this point,” said Yamamoto. “It is difficult to operate and plan valuable and vital literacy work in our community in an environment of uncertainty, without secure or stable funding.” Brenda Le Clair, the CEO of Decoda Literacy Solutions, said in a letter to the groups that funding for the 2014-2015 budget is uncertain. “We continue to ask government to support the Legislative Select Standing Committee recommendation to provide $2.5 million annually for community literacy work,” she said.

Social media helps reunite injured cat Key to be able to contact owners by Col l een Fl anagan staff reporter
M
isha is lucky to be alive. The yearold, long-haired, ginger feline was darting across River Road, between Carr and 216th streets, at around 7 p.m. Sunday, when he was struck by a car and left for dead. However, a client of a local veterinarian happened to find him on the side of the road, and called for help. Dr. Adrian Walton, of Dewdney Animal Hospital, picked up the injured cat and put him on
pain medication, fluids and oxygen. But Misha was unstable and Walton didn’t want to leave him in the clinic overnight by himself. He was concerned the injured animal wouldn’t make it and wanted to send him to an emergency clinic. But without an owner, his hands were tied. That’s when he turned to social media. At 8 p.m., Walton posted a picture of Misha on the Dewdney Animal Hospital’s Facebook page, with a plea for help to find the owner. By 9:30 p.m., after receiving calls from her friends and being tagged in the photo on Facebook, a worried Brittany Muscroft, 17, contacted Walton and was reunited with Misha by 10 p.m.
Ducks help kids An extra 25 per cent of the proceeds from the 2014 Rotary Duck Race will be donated to the local chapter of KidSport B.C. This year, participating youth groups will be allocating 10 per cent of their ticket sales for the not-for-profit organization
By then, the cat had shown marked improvement. Misha was kept overnight for observation before being released. Muscroft says her cat will now remain completely indoors. Walton says the problem they always have at the clinic when animals come in without any identification is there is no way to contact the owner if they require emergency procedures. “The policy on emergency hospitals is you have to pay a deposit. That is perfectly normal and acceptable,” said Walton. “If I had a microchip, I would have been able to track down the owner a lot sooner and I would have had the opportu-
that provides financial assistance for children aged 18-years and under to put towards their registration fees and equipment. The Meadow Ridge and Haney Rotary Clubs will be providing the remaining 15 per cent. Local youth groups will still receive 90 per

So, it is important that pets have identification, whether it is a microchip, a tattoo or a collar, said Walton. A microchip can be read with a scanner by a veterinarian or the SPCA, and as long as your information is current with the microchip company, you can track pets within minutes. However, a microchip is not clearly visible. A tattoo is visible and is usually found inside the outer ear or the inside leg of a cat. But, tattoos can become difficult to read with time and information needs to be current. A collar has a tag on it with phone numbers.

She later added that the interchange and connector are two separate projects and the figures listed in the plan are likely inflated. Bell and Elkerton proposed that council support the master plan, but remove anything pertaining to the North Lougheed Connector from it. Coun. Quake damage The Auditor General says British Columbia isn’t prepared to cope with a major earthquake. Then again, is anybody? Geologists say a mega-thrust earthquake, like the one that killed 131 people in Alaska 50 years ago, occurs about every 600 years along the West Coast. Other scientists say we have a 12 per cent chance of getting hit by a big quake in the next 50 years. Such a quake, if it’s accompanied by a tsunami, could cause $75 billion in damage, says the Insurance Bureau of Canada. That would devastate the province’s economy, says the Auditor General. While the government responded by promising to take immediate action to address the Auditor General’s concerns, it’s hard to imagine we’ll ever reach a state of preparedness that will allow scientists to exhale and challenge Mother Nature to bring it on. No country is better prepared for the “big one” than Japan. After all, it’s been hit by a fifth of the world’s biggest earthquakes. But when a magnitude-9 earthquake, followed by a huge tidal wave, hit northeast Japan in March, 2011, the country was still caught off guard. Almost 16,000 people died. Damage topped $300 billion. A nuclear power plant was damaged. The lesson to be learned from the Auditor General’s report, and Japan’s experience, is that we can’t rely on government to keep us safe. We have to assume the worst will happen and do what we can to ensure our own survival and of our loved ones. When it comes to natural disaster, we can only mitigate the risk. Not eliminate it. – Black Press

Name change won’t make difference I
f you put much stock in the utterances of municipal bureaucrats, Maple Ridge is about to hit the big time and it’s all because we’re about to become a city, if the provincial government approves the change in status. Sandy Blue, Maple Sidewinder Ridge’s economic development manager, Sandy Macdougall said the switch to city status will make Maple Ridge more marketable to far flung places, where they think Pitt Meadows is bigger than Maple Ridge because it’s a city. Blue’s statement might well be true, but she forgot to add that Pitt Meadows has probably attracted more development because of its location, easy access to major transportation routes, the availability of suitable sites and the attitude of its staff and council, not because of its status as a city. The official status of any district is not determined by the qualifications or attitude of its bureaucrats; otherwise, Maple Ridge might be forced to revert all the way back to village status. The size or population of any town, city or municipality is almost certainly not the most important determining factor in why developments or industries are located in any particular area. While Maple Ridge might have some desirable locations available for commercial or residential development, there is a well
Q
uestion of the week:
known lack of suitable designated industrial sites, mainly because of the reluctance of city council and staff to recognize the realities of the market place. The handful of possible industrial sites suggested in a staff report to Maple Ridge council included only two areas with any practical industrial potential: those being the industrial park at the north end of 256th Street in Webster’s Corners and the existing Albion industrial area. Both of these areas suffer from serious shortcomings in access to major highways. The other suggested sites are small, constrained by topographical and environmental considerations, surrounded by existing residential development or are similarly not properly serviced by transportation corridors. Maple Ridge council and staff have only recently and reluctantly agreed to consider the Pelton property in west Maple Ridge as a potential industrial site. The issue of the agricultural land reserve and the Pelton site is nothing more than a big red herring trotted out by pseudo environmentalists whose voices have yet to be heard as loudly on the same topic as it affects the other suggested sites, most of which were or are in the agricultural land reserve. Blue further explained that confusion exists for potential investors because of Maple Ridge’s current status as a municipality. Gee, I wonder if that’s why Maple Ridge seems to have been notably unsuccessful in attracting any serious major economic development, despite the existence of its economic development office.
Should public schools still teach cursive writing? Yes: 97% – No: 3%
Until there is greater political strength, determination and leadership demonstrated by Maple Ridge’s mayor and council, the change in status from district municipality to city will mean nothing in terms of any major economic growth or development. In the meantime, Maple Ridge council hopes the province will approve the change in status in time for Maple Ridge’s 140th birthday, on Sept. 14.
Maple Ridge council and staff have only recently and reluctantly agreed to consider the Pelton property in west Maple Ridge as a potential industrial site. In addition, if the change is approved, candidates for office in this November’s civic elections will be running for the city’s mayoralty or seats on council. Will that mean we can expect a significant improvement in the qualification and performance of civic office holders because they will be representing a big city, not a lowly district municipality? And, just in case anyone has forgotten, the civic elections in November will be the final election for three–year terms. Beginning in October 2018, municipal elections will be for four-year terms. Sandy Macdougall is a retired journalist and former district councillor.

THE NEWS/letters Let smokers live their lives in peace Editor, The News: Re: Smoking bylaw defeated (The News, March 28). Yes, I am a smoker and have been for the past 50 years. I am 78 now. The proposed bylaw will be about as effective as the required helmets for bike riders. Unfortunately, I am a frequent patient at Ridge Meadows Hospital for unrelated surgery. There are signs posted that it is a no-smoking zone on the property. I respect that. However, look around the main entrance and the emergency entrance and all you see is a load of cigarette butts all over the sidewalk. There is even a smoking area in the court yard. Fraser Health and the B.C. government would like to dictate how we should live our lives, but they were probably not born in the 1930s, when it was fashionable to smoke. Have you ever seen the movies from that era? We copied the actors and got hooked. It was the cool thing to partake in. I have cut down, but not quit. I think it is time we put the paranoia to rest and let people live their lives and remaining years in peace. Bob Kerfoot Maple Ridge

ALC amendment is half-baked Editor, The News: Re: Farmland reserve gets split into two (The News, March 28). Recently, the B.C. Government introduced Bill 24, the Agricultural Land Commission Amendment Act, 2014. The bill has not yet been debated in the legislature. The government, led by minister Bill Bennett, in charge of what is being called the core review, has been ruminating for months about their intentions to ‘reform’ the ALC. This has culminated under Bill 24, to the separation of the province into two zones: Zone One including the Lower Mainland, Vancouver Island and the Okanagan; and Zone Two including the rest of the province. Just what this means for the administration of the ALC is unclear. Mr. Bennett has indicated the role of the ALC will remain as it was previously in Zone One. However, the government is being coy about just what uses will be allowed in Zone Two. Agriculture Minister Pat Pimm says that one thing the government is considering allowing in Zone Two is food processing on the farm. Interestingly, the B.C. Liberals have opposed farmers’ and ranchers’ attempts to allow more ‘farm gate’ sales for years. Bill 24 offers a weak description of
what may be allowed in Zone Two under the new rules and, significantly, nothing is being said about what will not be permitted in Zone Two. Will subdivisions be permitted, for example? How about commercial developments, such as motels, hotels and malls? Bill 24 is truly a half-baked bill. Mr. Bennett says the rules around Zone Two are the same as those around Zone One, except that, in Zone Two, the ALC will have to consider “economic” and the “social” impacts. It’s anybody’s guess what that means. “My ranch is not doing that well economically, so I should be granted a mall or subdivision to boost my income?” Who knows. “Our children are leaving the farm so we should be allowed to have a penitentiary on our agricultural land.” Maybe. These changes will rehash the same complaints we have been hearing for years when people want to develop in the ALR. “My land is poor quality,” or “the drainage is poor,” or “there’s too many rocks.” No doubt there is some ALR land that has too many rocks to allow for cultivation. But these determinations should be made by an independent ALC and not based on “economic” or
“social”considerations. To make judgments based on the latter would inevitably result in the loss of more farmland.
“If the government really wants to help farmers, it should put a stop to the speculation that drives up the price of land, making it too expensive for farmers to buy.” If the government really wants to help farmers, it should put a stop to the speculation that drives up the price of land, making it too expensive for farmers to buy. But they don’t do that. Why? Because the bottom line for this government has always been about allowing developers to have at agricultural land wherever they can get away with it. Coun. Bell freezing own expenses Couns. Dueck, Ashlie point back by Phil Mel nyc hu k staff reporter
Maple Ridge Coun. Corisa Bell won’t be filing any more expense claims for the rest of the municipal term. At a recent council meeting, Bell said she is freezing her expenses at the current amount, and will pay her own way to attend events such as conferences. “I won’t be going to UBCM [Union of B.C. Municipalities, in Whistler] or FCM [Federation of Canadian Municipalities conferences] this year, but I’m going to pay to go to LMLGA.” Bell is second vicepresident of the Lower Mainland Local Government Association and the cost to go to the convention at the

Fairmont Chateau Whistler in May is between $700 and $800. She’ll that pay out of her own pocket. In 2013, Bell exceeded her $5,000 spending limit by claiming expenses of $6,582. She racked up charges of $6,265 the year before. With $5,000 allocated to each councillor a year for the three-year term, Bell has incurred expenses of $12,847 in her first two years. Coun. Al Hogarth also went over, claiming $5,322. Bell also questioned why other councillors don’t use any of their training or expense allowances. “Why is [Coun.] Judy Dueck not using her expenses? What does that actually mean? “There’s so much benefit to attending these conferences.” But after two decades on school board and council and a full-time job and family, Dueck

I think that’s just so unfair because she knows darn well the … the amount of information that any one of the long-term councillors can impart to Ms. Bell.” One of the expenses Bell claimed last year was a $250 ticket to attend the “Meadowridge by Moonlight” fundraiser for Meadowridge School, an independent institution that her eight-year-old daughter attends. After Bell claimed for that event, Ashlie asked for a review of council’s expenses policy so councillors can’t claim for networking events to which they’re personally connected. She expects that to be dealt with before the November elections. Ashlie also took issue with Bell announcing her spending freeze. “Leaving out the part that I have to [put in a freeze], because I blew the wad the first two years, is kind of a key point.”

I think there’s value. But I also think you can get information if you don’t go there. “But I don’t think you should point fingers at someone who doesn’t.” Bell pointed out that Pitt Meadows council decides in advance what councillors attend which conferences, so it’s known beforehand. But adopting that policy could lead some councillors to keep another councillor from attending events, said Coun. Cheryl Ashlie. Bell, in her first term on council, isn’t seeking advice from more experienced councillors, Ashlie added. “That doesn’t mean

No long ambulance waits here: chiefs But regional mayors concerned about service by Phi l M elnyc h u k staff reporter
While some Metro Vancouver firefighters worry about a new B.C. Ambulance Service policy that reduces the number of emergency responses, local fire chiefs say there will be little impact here. “Very little,” said Pitt Meadows fire chief Don Jolley. “Pitt Meadows has never and currently doesn’t respond to all of these minor incidents that other cities are going to. It’s had very little, if any effect on our organization at all.” A reallocation of ambulance service last fall shifted dozens of call types – often for broken bones or other incidents where the patient is medically stable – so that those ambulances now roll at posted speed limits without lights and siren, rather than Code 3 at high speed. That could lead to longer wait times for firefighters who can arrive first, then wait for ambulance crews to take over. Unlike some cities in Metro Vancouver, where fire departments respond to all medical emergencies, Maple Ridge and Pitt Meadows firefighters respond to only serious medical emergencies that are life-threatening. As a result, they don’t have to wait for ambulances that now are responding routinely to more medical incidents. Maple Ridge fire chief Dane Spence said the same thing. “Generally, we don’t go to those calls that they have already downgraded. Our calls have actually gone down.” But Jolley pointed out fire departments and cities aren’t forced to attend to medical calls and can opt out from responding to even any medical emergencies. Salmon Arm’s fire department for instance, doesn’t respond to any medical calls. “Fire departments voluntarily choose to go to those calls,” Jolley added. And if they choose to do so, they shouldn’t complain because they have to wait for ambulances arrive to take over the scene. He added a change in social expectations and culture is challenging all emergency responders.
“Twenty years ago, people wouldn’t have called us for half the things,” said the former Vancouver paramedic. Now, parents call an ambulance if a child twists his or her ankle on the soccer pitch. “The emergency department is full of people with headaches. Our whole culture has changed.” Jolley welcomes the change in ambulance policy. “Personally, there are ambulances responding to calls that are nonemergency. I support the majority of what they’re doing and why they’re doing it.” Jolley added that if an ambulance responds non-emergency, so too should firefighters. They could be legally at risk if an accident happens while they’re rushing to a non-emergency call. Currently, medical emergencies make up about 30 per cent of Maple Ridge and Pitt Meadows fire department responses. But in some cities in Metro Vancouver, that can be 60 to 70 per cent. Spence said Maple Ridge’s policy of responding only to serious, life-threatening calls has been present for decades, from when it was solely a paid-oncall service. “That’s been our coun-
cil’s directive from Day 1.” But older cities historically have more fire halls, allowing quicker response, making it easier for fire trucks to get to calls. He said the new policy was “very poorly communicated.” Several Metro Vancouver mayors say the service change amounts to downloading of costs by the province because firefighters who respond first end up waiting longer with patients, sometimes incurring more overtime as well. “They are reducing quality of service,” Port Coquitlam Mayor Greg Moore said. “Sometimes the patient’s family has driven someone to the hospital, which is just not appropriate.” B.C. Emergency Health Services, maintains the changes are not a money-saving measure but to improve care by speeding response to those in most urgent need. Dr. William Dick, vicepresident of medical programs at B.C. Emergency Health Services, said there are no plans to exclude fire halls from low priority calls if the local city still wants its firefighters to respond to provide “comfort care” while awaiting an ambulance. “I will not arbitrarily
cut anyone off,” Dick said.”I question the wisdom of spending a really expensive resource when it’s not required medically. But it’s not my decision to make.” Officials say it’s meant an average of six minutes slower arrival times to those calls, but allowed one minute faster average responses to urgent life-or-death emergencies like heart attacks, while reducing the risk of high-speed crashes between ambulances and other vehicles. B.C. Professional Fire Fighters Association president Mike Hurley said that doesn’t match what fire department first responders are seeing. “Our experience in the field is it’s anywhere from 30 to 45 minutes and longer for an ambulance to show up,” Hurley said of the downgraded calls. “They’ve lessened the service to the citizens of each community.” He said the types of calls that are no longer dispatched at high speed include serious falls, serious hemorrhages and certain pregnancy calls. They make up about nine per cent of overall ambulance calls, according to a report on the reallocation plan, and mean 800,000 fewer kilometres of lights-andsiren driving each year.

Katzie First Nation chief Susan Miller (centre) and other council members – (from left) Peter A. James, Robin Green, and Rick Bailey – were sworn in Tuesday.
Treaty talks with provincial and senior governments, to give the nation the ability to run its own affairs, remain stalled at Stage 4, with an agreement in principle and awaiting response from senior governments. Soil preloading is underway in preparation for construction of the $4.3-million Katzie Health and Community Building. According to Metro Vancouver’s Profile of First Nations, the band’s total population is 545, with 313 people living on reserve and 226 living off the reserve.
Plans to put a mall on the east side of Maple Ridge on the Lougheed
Highway are still underway, even though the initial announcement was two years ago. “It’s moving slowly at the moment, slower than we’d like, but it’s
not dead,” said Lawrence Rank, with Property Development Group in Vancouver. “We’re still working on it,” and hopefully progress will be made soon,
he added. PDG in partnership with Kwantlen First Nation, wanted construction to start on the band’s reserve land on Lougheed Highway near 250th Street in 2012. Plans were to have a 275,000-sq.-ft. mall with major retailers. The shopping centre will be the first stage in a phased project that will include up to 450 homes on the north side of the highway and an eco-recreation area along the Fraser River on the band’s land, Indian Reserve No. 5. The Ministry of Transportation and Infrastructure has OK’d a traffic signal and full intersection for the site on the south side of the Lougheed Highway, which is about three kilometres east of 240th Street.
“It’s moving slowly at the moment, slower than we’d like, but it’s not dead.” Lawrence Rank, Property Development Group The developer said previously that there’s enough demand for a new shopping centre regardless of whether retail development happens in Albion flats. The shopping centre will be the first stage in a phased project that will include up to 450 homes on the north side of the highway and an eco-recreation area along the Fraser River on the band’s land, Indian Reserve No. 5. The site, named Schwnee-st, has been preloaded with soil for several years.

City, Westbrooke aim to break record The City of Pitt Meadows is gearing up to break a Guinness World Record for the most food collected in one day. Coun. Gwen O’Connell and the Wesbrooke Seniors Living Community are aiming to beat the previous world record by collecting roughly 32 pounds for each of the city’s 18,500 residents to mark Pitt Meadows’ centennial celebration. The food donated will go to the Friends in Need Food Bank, which serves
more than 2,500 people annually, with nearly one third of that number being children under 18. “We were thinking about how we could engage the community by doing something that would help those who are struggling and we came up with a plan to fill the food bank shelves,” said O’Connell. “Pitt Meadows is such a special community. As soon as I made the call for volunteers to help gather food, 600 people
signed up.” O’Connell is passionate about the food bank, having served two terms as a director, and has dedicated much of her career and volunteer activities to helping those in need. Pitt Meadows residents are encouraged to start stocking their shelves now, then have items either collected by block captains in their neighbourhood or drop donations off at the Wesbrooke (12000 – 190A
St., Pitt Meadows), between 9 a.m. and 1 p.m. on April 12. “There is no doubt that we can do this – this is what Pitt Meadows is all about,” said Mayor Deb Walters. According to the Guinness World Records, the largest food drive by a non-charitable organization in 24 hours was set by a North Carolina school, which collected 254,493 kg (559,885 lb) of food in March 2011.
Bylaw not just about imposing taxes: mayor Taxes from front
He noted that it is unlikely a council member would be prosecuted. “It’s up to them how they want to move forward.” With the recent resignation of Coun. Doug Bing, there are currently six members of council three who voted in favour of the 2014 Financial Plan Bylaw and three against it. Bing, who is the MLA for Maple Ridge-Pitt Meadows, stayed on to ensure the budget passed and phoned in to cast his vote. Couns. Bruce Bell, Janis Elkerton and Dave Murray remain opposed to the city’s 1.9 per cent tax increase, as they believe it’s possible to slash it further. The city received a petition signed by 1,500 people calling for a “zero tax increase” for the second year in a row. With a three-three split, however, Roberts is worried the tax rate bylaw could face defeat, forcing the city to revisit its entire budget. “We don’t want to go there,” he said. “The option now is for somebody to vote for it who wouldn’t normally. This bylaw is not about just collecting the tax increase, it’s about collecting all tax revenue that allows our city to function.” Although it is impossible to predict the outcome of any vote, leaving the vote to chance when there would be substantial consequences and little opportunity to rectify the problem would be unfair to the public, members of council and the process itself, Roberts noted in his report. A 1.9 per cent increase would add $52 to the tax bill for the average singlefamily home, valued at $450,000. Mayor Deb Walters does not know what will happen in the next few weeks, but noted the scenario outlined by Roberts has never happened in B.C. history.
“I’m not sure what will happen. You’ll have to ask those councillors what they are doing,” said Walters. “We certainly are a divided council. There is no getting away from that. But this bylaw is not a matter of just imposing taxes, it give us the right to collect taxes … that’s what pays for our police
force, our fire department, our roads to be repaired.” Coun. Elkerton has asked to see how much of a surplus the city had in 2013 and, perhaps, apply it to the year’s budget, decreasing the tax increase. Coun. Bell had hoped council would have reached an agreement by now.
“We are getting down to crunch time. Everybody understands something has to happen,” said Bell, adding he still believes this year’s tax increase can be reduced to just one per cent or something lower than 1.9. Council will hold a special meeting to discuss the property tax rate bylaw on April 29.

Kia taking on the small cars from the big guys
HUNTINGTON BEACH, CALIFORNIA – Kia rounds out its attack on the country’s best-selling cars with the launch of the final two models to the Forte lineup. Last year Kia introduced their all-new Forte sedan to compete with such top sellers as the Honda Civic, Mazda3, Toyota Corolla and Hyundai Elantra. This week, the 5-door hatchback version called Forte5 and the coupe, called Forte Koup begin arriving in dealerships. The launch of these two vehicles took us from Huntington Beach, California, through the mountains and desert to Borrego Springs and then back through the mountains to San Diego. The terrain varies from massive California highways to very twisty mountain passes and vast desert valleys. Stunning scenery and a recommended drive for any sightseer or driving enthusiast. he all-new 2014 Jeep Grand Cherokee is a luxury sport utility that attracts much attention. The body styling went through some major changes this year and is very different to the previous version, which had more chiseled and square edges. This new vehicle is refined and more rounded. If it wasn’t for the traditional Jeep grille, you would think this was an Audi. The first thing you notice is the new LED lighting that wraps around the HID headlamps, giving it a sophisticated, contemporary look. Jeep did not sacrifice its off road capabilities. Options: • Quadra-Trac 1 features full-time, on-demand ,four-wheel drive with single-speed transfer case and equal torque split (50 front/50 rear) with brake control. • Quadra-Trac 11 has a two-speed transfer case with low range and variable torque distribution that delivers up to a 100 percent front or rear and Quadra-Lift
air suspension, which lifts four corners of the vehicle to provide the best in class ground clearance of 272 mm, allowing you to negotiate just about any terrain you encounter. • The Summit model has a gorgeous interior, all the bells and whistles – premium Nappa leather seats with heated/ vented 12-way power front seats. The steering wheel is heated and wrapped in leather with sections of wood. The instrument panel, doors, and centre console are also leather stitched. The Power lift gate that can be controlled via the remote to make life easier loading and unloading cargo. Be careful at night, as with the lift gate open, it’s hard to see the bottom of the gate. And if you’re not careful, you will be wearing the lock mechanism as a tattoo on your forehead. Don’t ask how I know. With this model, you get the navigation screen complete with a backup camera. There is also an optional rear seat DVD system. There is an optional stability control with anti-roll, hill start assist, trailer sway
control, front air bags with reactive head rest restraints, and side curtain airbags. Forward collision warning system detects whether you are approaching another vehicle too rapidly and alerts you to take action. Parkview/ Park-sense Park assist systems that help see what perhaps you would not see when backing up. Four engine choices here. The first is a 3.0L Ecodiesel V6 that an amazing 420 lb-ft of torque and 240 horsepower. My tester was equipped with the fuel frugal diesel – 9.8 /7.0 L/100 km (city/highway). The second is a 3.6 L Pentastar VVT V6 that has been on the Ward’s 10 best engine list for three years. It delivers 290 horsepower and 260 lb-ft of torque. There is a 5.7L VVT V8 with 360 horsepower and 390 lb-ft of torque and delivers a surprisingly 9.9L/100 km on the highway. The last engine choice is the 6.4L HEMI V8 which is available on the SRT model. It delivers 470 horsepower and 465 lb-ft of torque. Basic warranty coverage is for three years or 60,000 km

Confessions of a Curber The Caribbean Festival Society is looking for Volunteer Committee Members to join our dynamic team to help organize this year’s festival!
Noodling on the web one morning I found out that I was selling vehicles illegally. If I was in the business of selling, I need to be licensed as a dealer. Oh well. Everything’s been working out just fine for me. I skated through those recent bad deals. My previous sales were a distant memory – I was eager to start selling more. So, I decided to up my game a bit. I got a low-end truck and a car from an auction and another car from a new parking lot friend. I put ads for all three vehicles on Craigslist. Of course my ads said they were all real gems. You’d think people might see through my ads. “Need to sell fast, so price is flexible. Call with best offer.” And my cell number was the same for all three. Would anybody notice? The first two cheaper vehicles sold quickly. The last one took a bit longer to sell. Of course, it was the one I was most eager to sell. Why, you ask? Well, not that I passed the information along, but the auction provided vehicle history reports for the first two. I had no information on the last. So, I bought ICBC and CarProof vehicle history reports. I wanted to educate myself. To my surprise, there was a statement in both reports that the vehicle was possibly “stolen*.” I knew I had to sell it fast. I mean, I’d paid for it and I knew my new “friend” wouldn’t take it back. Four days later, I got a call from a young
“Apart from being stolen, it was pretty nice!” woman. She asked if the car would fit a family of four. “Definitely!” I practically screamed. I was a wreck during this sale. I just needed to get rid of this car – fast. I told the nice lady the details of the car. Apart from being stolen, it was pretty nice! I told her I was in a hurry to visit my mum in the hospital. She was in a hurry too – her three-year-old was anxious, pulling at her pant legs. She seemed to not want to be there as much as me. Finally, she agreed to buy the car. Phew! I was saved. Whatever happens next, I don’t care. It’s her problem not mine. I quickly changed my phone number (again). Weeks later, I saw her on the news – with kid still at pant legs – talking to a reporter. Apparently, the car was towed away by the police. And yes, she was trying to find me. Had I covered my tracks? I agonized.
*How can a stolen vehicle be sold? Curbers often break the law by bridging a title. Instead of registering a vehicle in their name within 10 days after a purchase, as required, they leave it in the name of the previous owner. This keeps their name out of the chain of title and from being caught with a stolen vehicle or one that would not be able to be registered or insured for another reason.

Countertop choices: tastes, budget By Robert Prince
T
ired of looking at the same countertops every day? Perhaps you’ve considered replacing them with something more modern? More colourful? More upscale? A countertop, whether in the kitchen or bath, is a great way to change the look of the room. A new countertop creates an instant focal point no matter your choice of material. And you’ll have plenty of choices should you decide to change the look and feel of your kitchen or bath with a new countertop. Before you get started, however, here are a few helpful ideas about countertops from John Van Dregt, owner of All Style Cabinets, which has been supplying countertops and cabinets to Greater Vancouver homeowners for almost two decades. Van Dregt says the starting point for any countertop change – after the initial decision is made to go ahead – is going to be personal taste and style. Though countertops come in a relatively small selection of types – granites, quartzes, laminates, butcher block, marble, tile, concrete, stainless steel and even a paper composite for example – there are literally thousands of colour and pattern options from which to choose, and all you have to do is find the one that suits you. Van Dregt has offered some pros and cons for each of the materials, plus a price point that is reasonable for good quality materials and installation. • Laminates: Van Dregt says laminates, the standard for decades, are still popular, primarily because there are so many options, and because it’s still the least expensive option. Each manufacturer has thousands of colour and pattern options, many of which mimic more expensive looks like granite
John Van Dregt, owner of All Style Cabinets, says there are many options for upgrading countertops including granite, laminate and quartz.
or marble, and the quality is pretty consistent from one to the other, he adds. Another couple of pluses is that laminate is pretty easy to care for, and it installs quickly. The downside of laminates is that they don’t take heat well, and can stain. They are also relatively easy to cut or scratch. Another problem is that wear and moisture can cause them to peel over time. Price-wise, expect to pay about $30 a lineal foot for quality laminate and installation, although a flat lay with a different material for edging (probably wood) will cost a bit more. • Quartzes: These are man-made products that combine resins with crushed rock to create fashionable, colourful countertops. Van Dregt
notes they’ve been very popular because they come in a variety of styles that give one the look of natural stone, but they also create more uniformity of pattern, which many people like. They’re also considered maintenance-free and, in some cases, more durable than real stone. The downside of quartzes, like all man-made substitutes for real stone, is the cost. Quartzes are pretty expensive – even more expensive than granite in some instances. You’ll probably pay $80 to $100 a square foot for a quartz finish countertop. • Granites: Some people just love the idea, the look and the feel of natural stone and these folks will naturally gravitate towards granite countertops, says Van Dregt, and

there’s no denying granite’s natural beauty. The great thing about granite, he adds, is that your countertop will always be unique, and it comes in a wide variety of colours and vein patterns. The downside is that there will be some maintenance involved, although not nearly as much as some people think is required. “There a misconception out there that granite stains easily, or that it’s a lot of work, but it’s not true. A once-ayear treatment with a sealer is about all it needs.” Van Dregt says many people assume real stone will be more expensive than man-made, but he says granite can actually be about twothirds the price if you’re prepared to

look around for the best deals. “There’s kind of a ‘natural’ versus ‘man-made’ debate out there, but, personally, I don’t think there are a lot of advantages or disadvantages to either. They both are excellent products if you buy quality and get them installed properly.” • Marble: Not recommended by Van Dregt for kitchens because it truly does stain easily, and is too soft, so it chips more readily than, say, granite. He thinks it has its place in bathrooms, where there’s less likelihood that staining will occur. Another downside is that it’s also expensive. • Butcher block: It’s definitely a nice look when done well, says Van Dregt, but it’s just as expensive as the other man-made products, and is probably the most difficult to maintain. • Stainless steel: A good choice if you like a very modern, shiny look, but the fingerprints are going to drive you crazy, says Van Dregt with a chuckle. Stainless is expensive, but it’s nearly indestructible. The biggest problem will be avoiding dents; the clash of metal on metal; and you’ll want to watch what kind of chemicals you use on it because it can stain. • Concrete: Coloured concrete has its fans, says Van Dregt, but it requires a lot of upkeep to keep its porous nature free from stains and bacteria. It’s also prone to cracks developing over time as it settles. Like all manufactured products, it too is expensive. • Ceramic, glass tile: Van Dregt has installed a few tile countertops over the years and he’s not big of them. The grout lines need too much care for his liking, and the uneven surface makes working on them difficult, in his opinion. On the other hand, they do add a certain charm to a kitchen or bath, and there are plenty of options to choose from at fairly reasonable prices.

2013
FREQUENTLY ASKED QUESTIONS Q: How do your fees work? A: We charge a flat fee of $6950 + GST for anything that sells under $600,000, and a rate of 1% of the sale price + $950 + GST for anything that sells over $600,000. Q: How can you provide the same services but charge less? A: We work on volume. So many people want us to sell their homes that we can make a good living without charging a lot. It doesn’t take any more work to sell a $600,000 home than to sell a $300,000 home, so why should you pay so much more? Q: If I pay less, will I settle for less service and get less money? A: Definitely not. You’ll get the same level of services and the same results you’d expect to receive at other brokerages. Full MLS®, REALTOR.ca, professional photos, open houses, all documentation, negotiations, and an experienced agent. Q: Will other REALTORS® show my home if I list with One Percent Realty? A: Absolutely, yes. Statistically, One Percent Realty is similar to other brokerages -- Approximately 7080% ** of our listings annually are sold by agents from other brokerages (and we can prove it). Buyers don’t care who is listing your property; buyers only care if your property is right for them. So, our properties are shown or sold by other agents every day of the year. Give us a call to hear the straight facts!

THE NEWS/sports At peace with life after hockey Brendan Morrison honoured by Abbotsford Heat tonight by D an K i nv ig Black Press
B
rendan Morrison, reflecting on his upcoming participation in the Abbotsford Heat’s Legends of Hockey series, can’t help but chuckle. Morrison, as it happens, isn’t technically even retired. He played NHL hockey during the 2011-12 season, and after sitting out the lockoutmarred 2012-13 campaign, he harboured hopes of landing a contract from the Calgary Flames as recently as last fall. He’s now made his peace with calling it quits, though he hasn’t Morrison filed his retirement paperwork with the league yet. All of which makes Friday’s Legends of Hockey event at the Heat’s home game agaisnt the Rockford IceHogs – featuring autograph signing and a pregame on-ice appearance by Morrison – an odd feeling for the longtime Vancouver Canuck. “It’s one of those things where you scratch your head at first, and you’re like, ‘Am I that old already?’” the 38-year-old Pitt Meadows native said with a laugh. “But it’s very humbling to receive that phone call [from Heat president Ryan Walter], and very unexpected.” Morrison suited up for 934 regular season NHL games on behalf of seven teams, recording 601 points. He’s best known for his seven-plus seasons with the Canucks, centerng the reknowned West Coast Express line with then-captain Markus Naslund and Todd Bertuzzi. It was arguably the most dominant forward unit in hockey during the mid-2000s. “I think our line was successful because we each brought something unique,” Morrison said.

Pitt Meadows native Brendan Morrison hoped for one least contract this year, and has yet to officially file his retirement from the NHL, but is ready to call it a career. “Markus was a pure goal-scorer, but he also was very underrated with his playmaking skills. Todd, at that time, in my opinion, and I’m sure a lot of people would agree, was the top power forward in the game. He was a dominating physical presence on the ice, but he was very rare in the sense that he had fantastic hands for a big man. “And I think I brought creativity and speed to the line, and reliability defensively, allowing my wingers to kind of do what they wanted offensively, knowing that I would play in our end a little bit and get them the puck.
“We were hard on each other at times. But that kind of pushed us to be the line we were.” Morrison also spent a season and a half with the Flames, the Heat’s parent club, towards the tail end of his career, and he and his family now call Calgary home. After failing to catch on with an NHL team last season after the lockout ended, he trained hard last summer with an eye on signing with Calgary. But the rebuilding Flames took a pass because they wanted to invest the ice time in younger players. “Calgary was the one team I tar-
geted to play with because I was done moving the family around,” he said. “I wasn’t overly disappointed when things didn’t work out. I was realistic enough to understand it was a slight chance, and it never happened. I’m in a good place. I have no regrets. “I haven’t formally made a [retirement] announcement, but I can tell you, informally, that I’m done. After a few months went by, I just thought to myself that I didn’t know if I really needed to have a press conference. One, I don’t know how many people would care about it, to be honest with you, and two, I think it’s appropriate for guys who have been with one organization for a long period of time or a Hall of Fame type of player.” Morrison keeps plenty busy these days, between driving his four kids around and coaching their sports teams, his business interests, and co-hosting a cable TV show called SportFishing Adventures. “Fishing is a huge passion of mine, so to be able to travel to different destinations is a lot of fun,” he said. Morrison, given his Pitt Meadows roots and extensive tenure with the Canucks, said his team “will always be Vancouver.” The Canucks have limped through a season which will almost certainly end without a playoff berth, and Morrison has been surprised to see them tumble from the ranks of the perennial contenders in the Western Conference. “It’s tough to watch what’s happened here over the past year with the team – I wouldn’t have anticipated them to be in this situation,” he said. “I know they had to deal with injuries this year, but at the end of the day, a lot of teams have to deal with injuries. “When you do have injuries, you need other guys to have career years, and that hasn’t happened. The guys who are usually the staple of the team for years and years, like the Sedins – and Kes [Ryan Kesler] has had a decent year goal-scoring – but you look at Burrows as well, when those guys aren’t producing because of injuries, you need other guys to step up and fill that void, even though it’s a large void to fill. And that just hasn’t happened.”

Colleen Flanagan/THE NEWS
Opening weekend Riley Lycan of the Ridge Meadows Junior Rays makes is safely to first base after Cliff MacLean of the Maple Ridge Senior Jerks misses the ball during an exhibition game at the Albion sports fields on Sunday. The Jerks took the game 9-6. The senior men’s baseball season starts Sunday at the Albion sports fields at 9 a.m. with a game between the Jerks and the Richmond A’s. The Dewdney Bulls play at noon. The junior men’s season starts on April 27 with all games taking place at Larry Walker field.
Sunshine Classic ball game set
The annual Sunshine Charity Classic baseball game is scheduled for Sunday (April 6) at 2 p.m. at the Albion Sports Field in Maple Ridge. Team Sunshine consists of a group of local dignitaries and Sunshine Volunteers, and will be led by Mayor “Wind-
mill” Ernie Daykin. They will take on the “Mighty Pirates” a team of children with physical and mental challenges who live in the Maple Ridge-Pitt Meadows area. In the event of rain, the match will be played at the Ridge Meadows Minor Softball indoor facility on River Road.
The annual Vistas 10k run, 5k run/walk, and 4k Family Walk through Kanaka Creek Regional Park in Maple Ridge is coming up on Sunday, May 4. The run is the single largest fundraiser for the Ridge Meadows Hospice Society and has, in total, raised over $300,000 for hospice care in Maple Ridge and Pitt Meadows over 17 years. The Vistas Run-Walk draws runners and walkers from across the Lower Mainland who participate year after year in support of the Ridge Meadows Hospice Society. New to the event is the addition of the 4K Family Walk for participants of all ages. Strollers and leashed pets are welcome on the route. The Vistas Run-Walk also welcomes All-Stars on all routes. For those who wish to raise pledges on behalf of the Ridge Meadows Hospice Society, typically, All-Stars will collect pledges of $500 or more and receive special incentives. Over the past eight years, community leaders have made valuable contributions to hospice care by participating in the Vistas Run-Walk as an All-Star. There will be refreshments and a DJ on site to get participants warmed up and off to an energized start. Runners and walkers will be supported on the course with water and first aid stations. To get started as an All-Star, contact Kathryn Shiratti, at the Ridge Meadows Hospice Society, at 604-463-7722, or email at kathryn@ridgemeadowshospice.org. • For more information, or to register for the Vistas Run-Walk, visit www.vistasrun.com.
