Downtown dilemma With looming commercial development, a group of merchants hope the community gets behind an effort to improve downtown Sidney Steven Heywood News Staff

Getting the residents of Sidney to support an effort to improve the downtown core is the impetus behind the third presentation of a retail threats report by an international retail and marketing consultant. On April 9, the Sidney Tourism Improvement Group (STIG) hosts Sidney resident Richard Talbot as he delivers an overview of the commercial development projects planned in Central and North Saanich and their potential impact on Sidney businesses. He will be joined at the Mary Winspear Centre by Sidney retailer Garry Froese, owner of InTouch Cards and Gifts. Froese will address the issue from the perspective of a business operator. â&#x20AC;&#x153;Garry is a dynamic speaker and his presentation will focus on the challenges to local retailers,â&#x20AC;? says Steve Duck of the TIDES Group, which is providing the event management. Called SOS â&#x20AC;&#x201D; Save Our Sidney, Duck said the title is apt in the wake of concerns expressed by residents and businesses following Talbotâ&#x20AC;&#x2122;s two earlier presentations to Town council and the Saanich Peninsula Chamber of Commerce. Taxes up in Central Saanich this year Devon MacKenzie News staff

Central Saanich will approve their five year financial plan next week with a 3.11 per cent increase for residential properties for 2014. The financial plan was presented by Central Saanich Director of Financial Services, Rosalyn Tanner, at a public meeting on March 24. The first three readings of the bylaw have already been passed and the plan is expected to have its final adoption during a regular council meeting on Monday, April 7. The 2014 financial plan maintains current service levels and continues major projects from 2013 including the integrated stormwater management plan, the pavement management plan, the Centennial Park Core Redevelopment project and general facilities maintenance, said Tanner. The 3.11 per cent increase, which works out to about a $50 hike for each household this year, will help fund increases to the District’s reserve funds, specifically the general reserve earmarked for future expansion, as well as the maintenance

and extension of infrastructure assets like vehicle fleet replacements and water and sewer main upgrades and general inflationary increases. On the budget decrease list this year are police services with a 4.35 per cent decrease in expenses (just over $210,000) and the engineering, public works and transportation services department with a 3.10 per cent decrease (just over $133,000). The fire services department and the planning, building and bylaw enforcement department will both see increases of .86 per cent ($10,800) and 3.71 percent (just over $192,000), respectively. Business properties will see a 3.12 per cent increase on their tax rates, something which Tanner said the municipality has worked hard to do over the last few years. “We’ve been able to keep the light industrial rates low which encourages business and says to industry ‘come in to our municipality’.” Central Saanich’s municipal revenue is made up primarily of property tax which accounts for 61.14 per cent of the District’s annual revenue. reporter@peninsulanewsreview.com

Anacortes Ferry returns to Sidney this Sunday SIDNEY — The return of the Anacortes Ferry to Sidney is a sure sign spring — and tourist season — is once again upon us. This Sunday, April 6, the community gathers at the Sidney International Ferry Terminal to welcome the first vessel of the spring season. At 11 a.m. on Sunday, residents and local community leaders will bring U.S.A. and Canadian flags to the waterfront. A bagpiper will greet the first visitors as they drive and walk off of the vessel. The ferry is scheduled to arrive at approximately 11:10 a.m. Red serge-clad RCMP officer will join with Sidney’s Town Crier, Kenny Podmore, and criers from Washington State and Anacortes, Wa. are expected to be on hand. Anacortes is one of Sidney’s three sister cities (the others being Nimi, Japan and Cairns, Australia). The ferry’s spring schedule runs to June 14, 2014. — News staff

“Yes, it is an SOS,” Duck said, noting recent statistics that show Sidney has an estimated six per cent retail vacancy rate — second in Greater Victoria to View Royal. “This is happening even without (planned commercial developments) at the Jesken Town Centre and Sandown Commons,” Duck continued. He said the municipality, the Chamber of Commerce and the Sidney Business Improvement Area (SBIA) have heard Talbot’s warnings and still no action

has been taken. Duck said the evening will include a question and answer session and meet and greet afterwards, with the specific goal of establishing a committee. That committee, he said, will be tasked with creating an action plan and holding a workshop in, ideally, two weeks’ time. Talbot said it’s important the general public gets involved, as the business property owners — especially those

who live elsewhere and cannot vote locally — often get ignored. He said he sees this effort creating a lobby group that will push for local politicians to get behind improvements to the town’s downtown core. Such a group working on the future of the business core, he asserted, should have the mayor of the community at the fore. Mayor Larry Cross has stated such a plan should originate

from the business community itself. Talbot said in any case, everyone needs to work together for anything to get done. “This idea was a wake-up call,” Talbot said of his presentation which outlines potential retail sales losses once large commercial projects are built. “Residents need to be involved in a big way.” Talbot has called for a variety of downtown changes in order

Celebrating a combined effort Sidney Family Day organizers praise local support SIDNEY — After a successful inaugural Family Day event in 2013, expectations were high for this year’s three-day celebration. The Sidney Family Day event committee recently sent the News Review their round up of Family Day in the community, which was held in February and has been growing since its inception in 2013. Distracted driving hang-ups

t some point, most of us have been guilty of some form of distracted driving — whether that comes from using hand-held electronic devices or just being too emotional behind the wheel. After statistics revealed this week that there have been 81 deaths in B.C. linked to distracted driving, we had all better wake up a little. Those deaths outnumber the drinking and drivingcaused deaths in this province over the same time period (2012). And according to B.C.’s Attorney General Suzanne Anton, this province had more distracted driving deaths than Ontario — which has a much larger population. Could it be that Ontario’s steep fines (higher than those in B.C.) are a better deterrant? That’s being looked into and this province could very well see fines and vehicle suspensions increased to combat the scourge of hand-held electronic devices. Will that be enough? It’s a start, certainly, but until the practice becomes as much of a social faux pas as impaired driving has become, people will keep chatting and texting instead of paying attention to the road. Getting into a vehicle and driving somewhere is probably one of the most dangerous things most people do all day. And yet, most of us take it for granted. Operating a large, heavy and fast vehicle is a huge responsibility, however the fact is, driving has become very easy. With the latest fancy gadgets designed to look behind you, parallel park for you and even detect objects all around you and then issue a warning, it’s easy to turn to your mobile phone or other device — instead of keeping an eye on the road or what the other drivers and nearby pedestrians are doing. The fact that with all the drivers on the road there aren’t more crashes and deaths is staggeringly amazing, considering all the things that could go wrong. It’s easy to take driving and the actions of everyone else on the road for granted. But no one should expect to get behind the wheel and rely on anyone else to stay safe. It’s up to each driver to pay attention, no matter the circumstances in which they find themselves. It should not be that difficult, then, to put away the phone for the relatively short time of a commute. Better to return a call later than have that cost you hundreds of dollars, one impounded car or even your life.

Mayor should apologize for comments Re: Retail threats article, PNR March 28. Of course I had been warned that at some point Sidney council would probably try and shoot the messenger and turn on me, as they have turned on numerous others trying to promote change in our town. However I was profoundly shocked to see that not only had Mayor [Larry] Cross issued a media release stating he would not take a leadership role in saving the town from its imminent competitive threats but also used it to launch a personal attack on me citing blatantly untrue statements he attributed to me. For those who attended one or both of my presentations I think you will confirm that I never ever expressed any “blatant disrespect of our First Nations neighbours” nor did I “make light of, or disrespect, the burial practices of First Nations peoples.” In fact I never mentioned First Nations at all. Indeed I understand that most of you correctly realised that my body parts joke was in relation to the murder-mystery TV series Gracepoint currently being shot in Sidney. If the Mayor was indeed committed to Team Sidney in this coming battle and was truly concerned that my joke at council on March 17 might be misinterpreted and negatively impact out efforts, why did he

not say so then or, at the very least, phone me the next day to say that my remarks might be misconstrued and give offence? No, this was a deliberate attempt to discredit me and, more importantly, my message. In my view the Mayor should retract his allegations against me and apologize in writing in this publication. Once it’s gone, it’s gone Before we develop and build more condos on the waterfront areas of Sidney, let’s just wait a moment and reflect. The ocean view belongs to everybody, not just those who can afford it. What makes Sidney so special is our small waterfront town appeal. If merchants are worried about big box stores, we have to keep and nurture what we have, because once it’s gone it’s gone. Personally I’m thrilled when I can find a free three hour parking spot where I can enjoy the cinema, eat at a restaurant and shop without moving the car. Allow me to share with readers about another crisp beautiful day viewing Tsehum Harbour from my kitchen. Let’s see, cavorting seagulls, blue herons, seals, legitimate boaters and, oh yes, another sunken flotilla of wreckage. Not to worry, once the diesel fuel and other toxins disperse and wash onto the beaches, it won’t kill too much wildlife. Please explain why, should I spit off the side of my fully-licensed, self-contained boat, three levels of officious governance gleefully descend on me? In their inflatables they materialize brandishing clipboards and ticket books, reciting infractions. Seemingly oblivious to the irony they motor right past the harbour train-wrecks in their enthusiastic, misguided rush to hassle law-abiding boaters. Squabbling on this issue must stop now. Last year Kia introduced their all-new Forte sedan to compete with such top sellers as the Honda Civic, Mazda3, Toyota Corolla and Hyundai Elantra. For it is my hope that you will be mad as hell and want to tell. We will get to that later so bear with me. I know that might be considered dreaming but let’s give it the old college try. When I talk about what burns me at gatherings, people usually say “don’t get me started” then proceed to regale me with their pet peeves. As that is the purpose of this exercise, let me get you started. Five things that drive me nuts, a short putt I know. 1. Those who either won’t move more than their front wheels into an intersection on a green light or remain behind the line. 2. Drivers who let cars stack up behind them because they want to make a left over a solid white centre line. 3. Weaver birds who race down the curb lane then cut into traffic when they near a parked car. 4. Impatient folks who try to swing around you dangerously as you proceed to park at the curb. 5. People who signal a left as the light changes to green. That last example makes me want to ram the offender through the intersection. Many more manoeuvres needle me. Dart GT could be edgier but delivers value The Dodge Dart has held its own in a sporty compact segment where competition is fierce. Perhaps it is because of its value, the various engine choices or that it has some pretty cool features (like available under-the-frontseat-cushion storage) and a fresh style – inside and out – the Dart seems to be a hit. Two years in, Chrysler has loaded it up with an engine full of gusto, unique styling cues and added a couple of letters on the back and now we have the Dodge Dart GT. What sets it apart from its siblings are a stretcheddown grille and LED headlights. You’ll find the rear clad with the ‘racetrack’ LED lights that run the full length of the trunk. Then there’s a set of 18inch wheels come standard on this vehicle along with a 2.4L, MultiAir, four-cylinder Tigershark engine, matched with a six-speed manual transmission, that brings to the pavement 184 horsepower and 171 lb-ft of torque. Of all the characteristics I like about this trim of Dart, I think its transmission is the weakest link. In previous reviews of other Dart models – like the 1.4L, Turbocharged version with 160 hp and 184 lb-ft of torque – the gear throws are, in my opinion, too long to really give it that edge and sporty vibe that it needs to compete with vehicles like the VW GTI, Honda Civic Si or even the Ford Focus ST. The gear throws are long and the clutch has little weight to it, taking away the performance aspect of the GT that it should have. On the flip side, the light clutch works favourably in the urban environment. This setup makes being stuck in traffic bearable. Getting back to the gearbox, I really wanted to like

Confessions of a Curber the Dart more. I really did. So I concocted scenarios in my mind to figure out a way to not be so sad about its lack of panache. I think I found one. Buyers of the GT will like what they get for the value. After all, it has a starting MSRP of $21,995. That’s thousands less than the aforementioned competitors. And some buyers of vehicles who want that extra kick don’t necessarily need all the sports sedan-like characteristics. They want power but in a comfortable and affordable package. Furthermore, they enjoy added touches like a leather-wrapped heated steering wheel, GT specific sport leather seats, a park view rear backup camera and more. The interior has a pleasant look to it and it’s very agreeable to drive. On the highway, special attention from designers and engineers were paid to make sure you drive in a quiet cabin. Minimal road noise entered the GT’s cabin, allowing my passengers and I to enjoy the musical stylings of various bands being listened to on the Alpine premium stereo system with nine speakers (an additional $1,295 for this sun and sound package.) The sun

portion of the package adds a power express open/close sunroof to the mix. After I switched into this mindset, I found I was able to alleviate my frustrations of what the GT didn’t have, but what it did have. Additionally, a feature that I love about the Dart – and all other Dodge/Jeep/Chrysler products – is the Uconnect media interface. The GT comes standard with the 8.4-inch touchscreen and

is a dream to work with. Large icons, easy prompts and a no-fuss approach to pairing your handheld device to the Bluetooth system all come standard. Whether taking the GT for a drive in the city or on the open road, it does have some solid legs to stand on. Noodling on the web one morning I found out that I was selling vehicles illegally. If I was in the business of selling, I need to be licensed as a dealer. Oh well. Everything’s been working out just fine for me. I skated through those recent bad deals. My previous sales were a distant memory – I was eager to start selling more. So, I decided to up my game a bit. I got a low-end truck and a car from an auction and another car from a new parking lot friend. I put ads for all three vehicles on Craigslist. Of course my ads said they were all real gems. You’d think people might see through my ads. “Need to sell fast, so price is flexible. Call with best offer.” And my cell number was the same for all three. Would anybody notice? The first two cheaper vehicles sold quickly. The last one took a bit longer to sell. Of course, it was the one I was most eager to sell. Why, you ask? Well, not that I passed the information along, but the auction provided vehicle history reports for the first two. I had no information on the last. So, I bought ICBC and CarProof vehicle history reports. I wanted to educate myself. To my surprise, there was a statement in both reports that the vehicle was possibly “stolen*.” I knew I had to sell it fast. I mean, I’d paid for it and I knew my new “friend” wouldn’t take it back. Four days later, I got a call from a young

She was in a hurry too – her three-year-old was anxious, pulling at her pant legs. She seemed to not want to be there as much as me. Finally, she agreed to buy the car. Phew! I was saved. Whatever happens next, I don’t care. It’s her problem not mine. I quickly changed my phone number (again). Weeks later, I saw her on the news – with kid still at pant legs – talking to a reporter. Apparently, the car was towed away by the police. And yes, she was trying to find me. Had I covered my tracks? I agonized.

The days of bidding wars on Greater Victoria homes and deals being written on the kitchen table after a viewing seem like the distant past when considering today’s residential real estate market. Agents who have spoken to Homefinder in the past have said that’s a good thing, in that it not only allows them to spend more time working with clients to determine the right price for which to sell their home, it can give sellers more certainty and understanding of the market. “In this kind of market, if a seller is really well prepared, for example, if the house is really well presented and ready to go, they’re going to find their experience is that much better than someone who isn’t prepared,” said Victoria Real Estate Board president Tim Ayres. The stability of the market these days means sellers are not having to take a huge drop from their asking price, he said. With no real upward or downward pressure on prices, the decision to sell can be one that comes when moving “feels right” to the homeowner, Ayres said. There are still people who are not as motivated to sell and delay putting their home on the market, in an attempt to ride an upward wave and maximize the amount they’ll receive. Doing so can be a mug’s game, he said. “I think timing the market is always impossible. You’ll never
