Province not swayed by CSRD appeal Flood management: Politicians wants B.C. to assume direct responsibility. By Barb Brouwer

It’s a hope-for-the-best situation in terms of provincial response to flood management. This was Columbia Shuswap Regional District Electoral Area E director Rhona Martin’s estimation when the board of directors acknowledged receipt of a letter from the Ministry of Justice. Martin, who is also president of the Union of British Columbia Municipalities (UBCM), was not impressed with the province’s response to a CSRD resolution put forward by the board and endorsed by the UBCM membership in 2013.

“They didn’t answer anything and it’s a concern,” said Martin, noting that while larger communities have and maintain infrastructure, they also have a solid tax base, something rural communities do not have. “We have creeks and rivers all over the place that meander quite nicely 360 days of the year,” she said of the potential for flooding. “We don’t have engineering departments, we are not like a municipality.” In their resolution, CSRD had asked the province to “take immediate and direct responsibility for flood management including but not limited to: identification of flood-related hazards; reme-

diation of stream channels so as to mitigate future flooding; monitoring streamflows and levels in waterways posing a risk to life, safety or property; responding to sudden cessation of stream flows or reports of debris dams; executing tactical evacuations when warranted and communicating with emergency operations centres. But the province is not about to let municipalities off the hook. In its written response, the Ministry of Justice maintains that flood protection is a shared responsibility with success dependent on support from all See Ministry on page A2

VICTORIA – Candidates for municipal and school board elections will have to register with Elections BC and report donations of $50 or more when they run in province-wide elections this November. Legislation tabled by the B.C. government Wednesday will extend the term of office to four years as well as tightening rules for campaign financing and advertising. Third-party advertisers will also have to register before promoting candidates, and financial disclosures will have to be filed with Elections BC within 90 days of the vote. Community, Sport and Cultural Development Minister Coralee Oakes said the new rules have been developed in consultation with the Union of B.C. Municipalities, and that discussion determined that an outright ban on anonymous donations is too strict. The disclosure rule will also apply to third-party advertisers, who will have to report sources of donations more than $50 and identify themselves in advertising. Campaign spending limits won’t be imposed until after the elections scheduled for Nov. 15, 2014. Oakes said the measure is complex because the variety of local governments in B.C. is the

City forced to dig deep for snow removal By Lachlan Labere

In the forecast for city council: a report on the higher than anticipated cost of snow and ice clearing this winter. According to City of Salmon Arm chief financial officer Monica Dalziel, there was a significant increase in

snow and ice control and removal this winter – the second year in a row where the city has been caught short. As a result, funds had to be used from the city’s snow and ice control reserve to accommodate the $180,000 additional cost in the 2013 budget. “This is the second year that we’ve been

short, significantly short,” said Dalziel. “So it is our intention to bring forward a report to council… outlining what that’s attributed to – it might give us some clues –– and then a recommendation of council as to, do we want to maintain what we’re doing, or do we want to revert back to

the way we used to do snow removal, which is better from a safety perspective.” The report will look at the implications of new practices and procedures regarding the use of liquid magnesium chloride/salt for winter road conditions, as well as staff scheduling.

Elements of art in glass By James Murray

Fusion glass artist Sharda Murray-Kieken will be displaying some of her most recent works, entitled Elements in Fusion, from April 5 to 26 at the Salmon Arm Art Gallery. The exhibition features 30 works inspired by the four elements, a colourful array of transparent landscapes and abstracts. Sharda has been creating functional and sculptural glass works for nine years in her Sunnybrae studio, and this is her first solo exhibition. Murray-Kieken attended her first glassfusing course a little over 10 years ago in Victoria. Shortly afterwards she purchased her first kiln, which she says “now feels like a dear friend.” Most of her work is created using flat pieces of cut and powdered glass, with heat from a kiln used to fuse and form the final piece of glass work. She uses a ‘warm glass’ technique

disappointment. “In preparing the pieces for this show, I gave myself permission to push the boundaries – much of my earlier works have often been functional,” said Murray-Kieken. “However, I believe art plays an important role in our daily lives. For this show I have tried to focus on expressing the vital elements that we depend on for life – fire, earth, air and water. “In creating these works, I feel as though I’m seeing with new

eyes, perhaps with a deeper awareness of my essential connection to the living world.” Although there are certain physical demands to multiple firings, sawing, sanding and sandblasting, often done with heavy equipment, Murray-Kieken says that she was still drawn to the challenge, and was overwhelmingly rewarded with the outcome. The exhibition opens at 7 p.m. Friday, April 4 with live music and refreshments.

Misuse of public funds indefensible It’s not just about Nigerian inheritance schemes, or people stealing credit cards or financial information. Questionable activities touch each and every taxpayer whose hard-earned dollars are siphoned by politicians for unjustified “expenses.” If we have learned anything from last year’s Senate expense scandals, and the recent revelations concerning former Alberta premier Alison Redford’s travel expenses, it’s that this is a problem that crosses all party lines and involves all political stripes. A recent example being publication of details of the vacation expenses billed for NDP MLA Jenny Kwan’s family to the Portland Hotel Society, a notfor-profit organization already under fire for its expenses record. Kwan’s subsequent repayment of the sum was a reason for rejoicing on the right. That jubilation has been tempered somewhat by the revelation, also this month, of travel expenses billed by B.C. legislature Speaker Linda Reid, a B.C. Liberal MLA, for her husband – so that he could join her on a trip to South Africa. In addition to issuing a public apology, Reid has also repaid the sum in total. Whatever the mitigating circumstances of each case, neither inspires confidence in our system. Abusing public trust and dipping into public funds is, or should be, indefensible, no matter the spluttering rants of entrenched ideologues on the left or the right, who will always claim that whatever the other party did is worse. Yet oddly, when it comes to political impropriety, our society long ago suspended any notion of justice or punishment that automatically applies to scammers in any other walk of life. With politicians going on to reap the rewards of generous pensions, lucrative posts and valuable consultancies, it’s no wonder so many average Canadians shrug their shoulders and walk in the other direction when urged to exercise their democratic rights. -Peace Arch News

Taking a shot at one of the big ones I’m not sure why I have waited until this stage of my life to take on the really ‘big boys’ of sport fishing, but last year I went sturgeon fishing for the first time and this year I am going to go halibut fishing. I have caught some decent-sized northern pike and muskies in my day, not to mention a few good-sized trout and salmon, as well as a couple of pretty goodsized steelhead, but nothing, and I mean nothing, is comparable to taking on a fish that weighs more than you do. To put things into perspective, a good-sized trout weighs three to five pounds. A really, really big trout would be more in the 10- to 15-pound range. I have not caught a trout that big – yet. A decent-sized halibut will weigh in at anywhere from 60 to 120 pounds, while a mature sturgeon – one at the peak of its prowess – would be more in the 200- to 350-pound range. The largest sturgeon on record weighed 498.9 kilograms, or just over 1,100 pounds.

No reason why Canada can’t do more for veterans Some of you may remember the recent column of our MP Colin Mayes entitled “No veteran left behind”. The government of which he is part has just issued their defense against a class action lawsuit brought by veterans over reduced benefits – a lump sum instead of a pension for injured vets in order to save money – by saying that the veterans so af-

fected have “lost nothing,” and that the federal government has no social contract (no obligation) towards veterans. Mr. Harper and Mr. Mayes can find $600 million and counting to advertise the Canadian Action Plan, which has had no money budgeted since 2010; they can lose $3.1 billion in budgeted funds; they can spend $2.4 billion on consultants (90 per

cent of which they refuse to tell us what it was about); they can contract for two 20,000 tonne supply ships for $2.4 billion and counting when the British are buying four 37,000 tonne supply ships for $1 billion; they can spend $10 million to rent two pandas because it makes a great photo op; and they can run a deficit of $18 billion on a war that couldn’t

be won because it was good politics hiding behind the uniforms of our soldiers, but they can’t find the money to take care of those who were injured in that war: “You’ll take what we give you.” Two more soldiers have just committed suicide. Mr. Mayes, we’ll talk about this during the next election.

Evolution supported by scientific method Thank you Prof. Crowley for responding so eloquently to Mr. Riley’s no doubt heart-felt anti-evolutionary letter to the editor. As a humanist, I respect the fact that some people base their opinions and beliefs on ‘faith’, religious, or spiritual beliefs, but this should not include facts or events that can be proven scientifically.

No matter how much you believe in a ‘higher power,’ the facts that have determined the evolution of the planet and all it supports, are verifiable by scientific methods. Unlike ‘faith,’ this is backed up with knowledge, proof and historical evidence. There is enough literature (and I don’t mean the Bible or its equivalent in other religions) and scientific

data out there for all to see, question and partake of, if only one’s mind was open to the variety, beauty and magnitude of our natural world. It may be difficult for some to get their heads around the progression from simple life forms to the complexities of ourselves and all living things, but evolution is a fact which can be traced back in time.

CSRD directors voted unanimously at the March 20 board meeting to approve a $50,000 parks and recreation study to be completed by Thompson Rivers University. “The South Shuswap parks plan was adopted in 2003 and requires an update to provide meaningful direction to staff on which parks projects should be un-

dertaken,” wrote Parks and Recreation team leader Marcin Pachcinski in his report to the board. Responders play critical role DIRECTOR’S NOTES

Paul Demenok There are 15 special volunteers in the South Shuswap who are dedicated to saving lives in our community. In 2013, the South Shuswap First Responders made 280 calls in their coverage area which includes Balmoral, Blind Bay, Carlin, Eagle Bay, Kault Hill, Notch Hill, Skimikin, Sorrento, Sunnybrae, Tappen, and White Lake. With an average response time of eight minutes over the last 10 years, first responders are usually on the scene before BC Ambulance arrives. First responders are dispatched in response to 911 calls, but they are not sent out to every call. There is a strict Resource Allocation Plan set by the province, which determines whether first responders are dispatched, and this is based on the information provided by the caller. In 2013, the most common calls were motor vehicle accidents, chest pain, falls, shortness of breath,

conscious collapse, strokes, seizures, abdominal pain, cardiac arrests and allergic reactions. All first responders are required to complete a 40-hour Red Cross course to obtain a licence from the Emergency Management Association and the BC Ministry of Health. Re-certification must occur every three years, which includes a refresher course, written exams and practical skills demonstrations. Licensed volunteers

spent each year in supporting this volunteer group in Area C is one of the best expenditures made by the CSRD. The Columbia Shuswap Regional District invites residents of North Shuswap (Electoral Area F) who wish to serve on their Community Parks and Recreation Advisory Commission, to complete and return an Expression of Interest Form. Shuswap residents unplugged for Earth Hour Shuswap residents joined in by turning off and unplugging to save energy during Earth Hour. The annual event took place Saturday from 8 to 9 p.m. Salmon Arm residents saved 1.7 per cent in the total electricity load, while Sicamous residents did better, saving two per cent. Provincewide, British Columbians saved 65 megawatt hours of electricity and reduced the provincial electricity load by one per cent during Earth Hour – the equivalent of turning off about 1.4 million lights. This averaged one per cent of the province’s total electricity load, which is down from a high of two per cent in 2008. Earth Hour encourages individuals to turn off unnecessary lights and electronics to demonstrate support for climate change reduction efforts. Earth Hour is an annual, global event hosted by the World Wildlife Federation. BC Hydro customers can view their energy use during Earth Hour by logging onto MyHydro at bchydro.com/myhydro, where they’ll find an hourly breakdown electricity use.

Clues and mysteries contained in old maps

SHUSWAP PASSION Jim Cooperman The 2012 book, British Columbia, A New Historical Atlas by Derek Hayes provides an insightful look at the history of the province using old maps. Beginning with the first, hand drawn map of this region from 1814 by famed explorer David Thompson, to the Surveyor’s General 1915 map, the shape of Shuswap Lake changed as cartographers became increasingly more accurate. These maps provide clues about our region’s history as they show the locations of old trails, wagon roads and communities, and they show how well the geography was understood at that time. And there are mysteries surrounding some of the names and the spellings, and the sources of the mapmaker’s information. David Thompson never did visit the region, and the map he drew was based on

information he likely received from his native guides. Shuswap and Kamloops Lake are shown just as simple polygons attached to what he called the “She-Wap River.” Thompson must not have known that famed explorer Simon Fraser had named the river after him in 1808 when he drew the map six years later. Barely discernible on this map are a few letters of the word “Ookenawkane,” next to the lake, which was one of the spellings that Thompson used for Okanagan. In 1824, the British mapmaking firm of Arrowsmith published the first map that included the Shuswap region. It shows one long polygon called “Schewap Lake,” and the Salmon River with the Fur Brigade Trail crossing it and heading south to “Otchenankane Lake.” In 1827, Archibald McDonald, who was then a clerk at the Hudson’s Bay Company’s (HBC) Thompson River Post in Kamloops, drew a far more accurate map of the B.C. Interior that shows Indian territories, perhaps because he had actually visited Shuswap Lake to purchase furs. The map clearly shows the H shape of

“Shewap Lake”, along with the unnamed Mabel and Sugar lakes. This map was likely not available to subsequent mapmakers, as the H-shape of the lake did not re-appear on maps until Walter Moberly’s 1865 map documenting his discovery of Eagle Pass. McDonald also drew in the important Fur Brigade Trail route through “Big Prairie” alongside the clearly marked Salmon River through to the Okanagan. Just north of Monte Lake is shown “Colt Encampment,” and on later maps, “Camp du Poulain,” as this area was likely used for horse breeding for the fur trade. There is also a trail from where Cherryville is today through to the Columbia River marked, “Communications with Columbia.” And the mystery in this map is the name McDonald gave to Adams Lake and river, which looks like “Choo Choo Nah.” Samuel Black was the hot-tempered HBC chief trader at Fort Thompson from 1830 until 1841, when he was shot by a native named Kiskowskin, who incorrectly blamed him for the death of his uncle, Chief Tranquille. Black’s hand-drawn

1833 map of the district is messy and difficult to decipher, but it contains many early place names. Although not accurately drawn, “Shoushwap Lake” appears with small arms and, to the south, the “Spillumchim River” flows through two lakes before entering Shuswap Lake, as Mara Lake is not shown. More trails are shown extending from the Fur Brigade Trail, including one that goes to the outlet of the “Spillumchim River.” This is also the first map that shows a “barrier” on the Adams River at the gorge, which was the term used to describe a fish weir. Interestingly, it also shows a “salmon fishery” on the Spillumchim River between Sugar and Mabel lakes, perhaps where the dam is today. Fortunately, Black’s name, “Alpine Marmot Mountains,” did not stick for the range now called the Monashees. Three creeks that flow from the north into the Salmon River appear on the map as rivers called G. Prairie (for Grand Prairie, which became the name for this area), Bouleau and Ferris. Bouleau means birch in French and likely refers to the use of the

wood for furniture and packsaddles. It was later anglicized to Bolean by a Scottish draughtsman. No information is available for who Ferris was, as 1833 was long before any settlement occurred.

The KamloopsThompson board of education held its first public meeting on Monday, March 31, to discuss its 2014-2015 operating budget, which is set at $128.3 million. While the board met with union representatives representing teachers and staff, the district parent-advisory council and the parent-advisory and school planning councils before the 7 p.m. public meeting, there were no residents at the public meeting. In fact, the only parent to ask questions was a Clearwater resident who did so via videolink. Supt. Terry Sullivan said the proposed budget includes some staff reductions, but he knows staff will be added in September. He said it has been board practice to be conservative in estimating the number of teachers and certified education assistants who will be needed. Sullivan said the public “know what our challenges are.” The proposed budget is based on numbers provided on Feb. 15 and revenues are projected based on that figure. Enrolment projections include 20 more kindergarten students than last year, 17 more students in elementary grades and a decrease of

280 students in secondary schools. The proposed budget shows revenue at $127.5 million. Expenses are $128.3 million, but the board is taking $1.2 million from its operating reserve and another $54,037 from its First Nations reserve to ensure the budget is balanced, as required by provincial legislation. However, Kelvin Stretch, the school district’s secretary-treasurer, said he is hoping when budget adjustments are made in the fall by the provincial government, based on the actual number of students who are en-

rolled, there will be enough money so the reserves don’t have to be used. Stretch presented a series of graphs with comparative figures. For example, since 1997, when amalgamation created the larger school district, student enrolment was 17,767. It is budgeted to be 13,693 in 2015. The number of staff in that time frame decreased to 1,343 from 1,563. Teaching staff decreased to 738 from 918, while the number of principals and viceprincipals dropped to 71 from 79.

There are 29 fewer support staff than the 540 employed in 1997, and just two fewer than the 26 exempt staff that year. Stretch compared administrative costs with six other districts – Delta, North Vancouver, Maple Ridge/ Pitt Meadows, Prince George, NanaimoLadysmith and Chilliwack. The seven-district average expense is $5.2 million, while Kamloops-Thompson’s is $4 million. Administrative costs of $4 million are below the six-community av-

Snow at Larch Hills could stretch records There is still so much snow in the Larch Hills that we may break the record for the farthestinto-spring ski! Well we remember heading up to the Larch Hills on May 3, 1997, and taking a photo of the gang with a sign to that effect for proof. Surprising amount of snow! With the amount of snow we’ve had this winter and the track setting to pack it down, there is a base that will last into May again this year. We’ll be sure to head up in May and take another photo for proof. Of course, with track setting having finished as of last Sunday, and the advent of all those wonderful spring activities like cycling, tennis, golf, running, gardening and hiking, only the diehards will be on the trails. Some just take longer to transition. To mark/celebrate the last day of tracksetting on Sunday, there was a gathering at the chalet that af-

Many folks skied earlier and all were raving about the wonderful conditions. Our annual overnight at Cec’s Cabin with the grand kids happened over spring break. Can’t end the ski season minus that tradition! Armed with backpacks and the trusty chariot – which Jim hauled – we made it to Cec’s with time to spare in the longer spring day, so we headed over to the 200-metre bog to check out the igloo there but found only a collapsed heap/

pit. The next morning we headed over to the 400-m bog and found the original igloo still intact, but the entrance buried in snow. No wonder, since overnight we had about six inches of snow, and it continued snowing until we made it down to the chalet about noon. In fact, the track setter came through at 5 a.m. and when we got up and moving at about 7:30 there was little evidence that the track setter had been through. We broke trail all the way down Sky Trail, but that is all a part of the experience. Such a wonderful resource is Cec’s Cabin! Anyone who has been to a general meeting of the Larch Hills Nordic Society has had a taste of Gullan’s wonderful Swedish coffee cake at the social following the meeting. A number of us have been keen to learn her craft so, generous as she is, Gullan took us on for a cooking/baking lesson.

Pauline Waelti, Pauline Hickson and I were treated recently to a session of baking this treat in Gullan’s kitchen. First one she made then the next one was up to us. Then, true to Gullan tradition, we sat down and had coffee accompanied by the goodies we had just produced. Yum! So many wonderful memories of a superb ski season – the various events, the celebration of the 30th Reino Keski-Salmi Loppet, skiing down Metford Road to South Canoe, hosting the Midgets, 120 Jackrabbits every Saturday, 80-plus Junior Racers taking to the hill three days/ week, skiing oodles on the lake, being Trail Host at the chalet one day over Christmas and meeting folks visiting from afar, skiing the Four Corners Tour and making it to ALL four corners, having our friend Vic Emery share the Larch Hills experience and loving it. Can’t beat it! Happy spring!

HUNT, KAITLIN CORDE ~ FOREVER LOVED ~ It is with great sadness that I announce the sudden passing of my daughter, Kaitlin Corde Hunt on February 11, 2014. A memorial bench is being placed on the beach at Pioneer Park in Celista, B.C in her name. A private memorial will be held by the family later this summer. CARLSON, ROBERTA LILLIAN Roberta Lillian Carlson, 63, passed away on March 30, 2014 at Shuswap General Hospital in Salmon Arm BC with family by her side. She was born on January 28, 1951 in Smithers, BC to Kenneth and Pearl Jameson. Roberta grew up in Duncan BC. After high school she completed a Home Economics degree at UBC. After her 3rd year of University, she worked a summer job in Abbotsford for the Department of Agriculture. While there, she met her future husband Dick Carlson whose family were long term dairy farmers from the Abbotsford area. After her University graduation, Roberta and Dick were married in 1973 and she taught school at Chilliwack Secondary. With the birth of her first child, Roberta left teaching to raise her family. In 2004, Roberta and Dick sold their dairy farm in Abbotsford and relocated to Salmon Arm. Over the years in Abbotsford and Salmon Arm, Roberta took an active leadership role in 4H and also coordinated many dairy related activities involving youth. Roberta was preceded in death by her parents Ken and Pearl Jameson and her in-laws Stanley and Lillian Carlson. Roberta is survived by her husband Dick, sons Kevin and Brad (Emily) of Salmon Arm, daughter Kristine Rietveld (Jason) of Fort Saskatchewan, AB her grandchildren Tyson, Mikail, Troy, Janaye, Annabelle and Isaac, her sisters Lorraine Jameson of Williams Lake and Ruth Salmon (Keith) of Parksville. A memorial service was held at Cornerstone Christian Reformed Church at 1191 22nd Street Northeast, Salmon Arm on Tuesday, April 8 at 1 pm. In lieu of flowers, the family requests memorial donations be made to the BC Cancer Society. While perusing the Playvolution Library website (www.classicplay.com), I became inspired to write this article. What is a Tiger Mom? A Tiger Mom has very strict rules about how her little kittens (who will never lose their mittens) will

be raised. There will be no sleep overs, no play dates, there will be no grades less than an A and they will only play the violin or piano for two- to three-hours per day with extensive practising and competitions on the weekends. To find out more about the habits of a Tiger Mom, Amy Chau released her book entitled, Battle Hymn of the Tiger Mother. Then I came across an article written by Russell Gienapp who introduced me to a new, meaner kind of mother… the Polar Bear Mother. The Polar Bear Mother exposes her cubs to

conditions so fierce that it turns running water into ice and snow. Even worse, her little ones are exposed to art, science and math, all outdoors! With the highlights of the 2014 Winter Olympics still fresh in my mind, I felt the need to pass on what I learned about Polar Bear Mothers, which may explain why Nordic countries like Norway is still one to beat in the Winter Olympics, and why Finland’s test scores outperform those of Chinese students. Rules of the Polar Bear Mom: • Dress for the weather. Rule number one of the polar bear mom

is that her children go outside dressed for the weather. • Never complain about being properly dressed. Polar moms do their best to console their offspring as they play together for hours making snow angels and tobogganing in the park. • Play outside no matter the weather. They are forced to go into nature. • Master the art of getting dirty. These poor creatures aren’t allowed inside until they are dirty from head to toe. Polar bear moms know the first 30 minutes of playing in the dirt is easy, but it takes numer-

Opportunity to learn from dressage judge With the arrival of spring and the excellent outdoor riding conditions, Topline Show Park will host its first Dressage Clinic and Percentage Day of 2014. The clinic on April 12 is called “Through the Judge’s Eye” with Isabel Reinertson. It will run from 9 to 11 a.m. During this time spectators will be able to gain an understanding of what the judges look for, how they determine what marks to give and how to improve. On April 13, Lynda Ramsay will be judging the Percentage Day. This day is designed to encourage riders to come out and participate in a dressage show environment that is welcoming, low stress and friendly. The show is also a BC Summer Games Qualifier. Riders will have the opportunity at the end of each test to receive feedback from the judge on her overall im-

pression of the ride, and any specific elements of the test that you can im-

prove upon before the next test. Entry forms can be
