Cash company thwarts grandparent scam Daniel Palmer News staff

Betty Clarke was going about an otherwise normal day when her home phone rang. The man on the other end of the line claimed to be her grandson, Dalyn, and said he’d just been in a serious car accident in Quebec. “He said there was quite severe damage that was going to cost just under $2,000, and this had to be deposited to an account right

away,” said Bob, Betty’s husband. The retired Saanich couple panicked. They stopped at their credit union then headed to a local Money Mart to wire the cash as instructed. It was there an astute employee told the couple they were about to become the next victims of an increasingly popular fraud operation: the grandparent scam. “Apparently a lot of phone calls like this come from Quebec, so when Betty told them she was

sending the money to Quebec, the clerk said, ‘Wait a minute.’” The Clarkes headed to the police station, where officers told them the problem is proliferating across Greater Victoria and Canada. The Canadian Anti-Fraud Centre received more than 43,000 complaints and tracked 11,700 victims of fraud in 2013, the most recent statistics available. Those numbers have held relatively steady since 2011, but grandparent or “emergency” scams are now listed as the

third-most frequent scam behind false prizes and offers for lower interest rates. “Several of these types of scams have been caught at the point of the money transfer by people employed by the money transfer businesses, and we are appreciative of the fact they have intervened,” said Sgt. With a will get your way “If I die you get my hockey cards” just doesn’t cut it unless it’s spelled out in a will – a legal document outlining where your leftovers go after death. More than half of B.C. adults have a current and legal will, 55 per cent according to a provincewide poll done last month by Mustel Group for The Society of Notaries Public of BC. As the provincial push – Make a Will Week – wraps up Sunday, perhaps that number will jump. Who really wants to leave bushels of money laying around with no clear direction? As the old axiom says, death and taxes are the only sure things in life. With a will, you get to choose where the last of your cash and hard-earned trinkets (not to mention minor children) will go upon your death. And ideally, less will go to taxes. The legal document ensures your loved ones, or charities of choice benefit. Family shouldn’t have to second guess your wishes, or deal with extra-costly administration while they’re busy grieving. In this day and age it can be difficult to afford putting cash into the non-profit community. One way to do that is to set aside an endowment after death. You won’t need it anymore, and there’s the whole giving back theory. Of course karma would be moot at that point and the whole ‘giving back makes you feel good’ theory wouldn’t really come into play, but sometimes it’s about doing the right thing. And it will feel good now. Those hockey cards could fund libraries, art galleries or environmental endeavours for future generations.

Fall ballots should feature a-word Although 91 mayors and councillors may seem appropriate in our fractured region for some, having been active across the region in public speaking engagements, the feedback we receive from most citizens is we are in need of improved and more streamlined regional governance through some level of amalgamation. Putting a non-binding question on municipal ballots would serve to legitimize public opinion on the matter to an extent that the discussion can move beyond the uninformed comments we so often see stated by many politicians across our region and would further give impetus to have a formal study. It is somewhat ironic that among the thousands of petition signatures we have collected, more Saanich residents have signed our petition than any other municipality in the region. Yet, we are informed a bylaw prevents us of even presenting our ballot request to Saanich council and Mayor Frank Leonard says we are simply a distraction. There is still an opportunity for Saanich residents to have their democratic rights expressed. You can make a difference by emailing Saanich council at council@saanich.ca and asking for the right to express your opinion on this important issue at the ballot box this fall. Political credibility a two-way street Columnist Tom Fletcher insists the NDP’s coasting into oblivion with the revelation that MLA Jenny Kwan was a recipient of Portland Hotel Society’s “indiscretions”. If this is true, then the BC Liberals must equally be at risk of extinction through MLA Linda Reid’s “indiscretion”. Yet Mr. Fletcher mentions nothing of the latter, while making the unsubstantiated assumption that Ms. Kwan’s ignorance of her ex-husband’s doings in the Portland Hotel Society is “simply not credible.” What gives, Mr. Fletcher? Chamber sewage input motivation in question Regarding the Greater Victoria Chamber of Commerce’s endorsement of the CRD sewage treatment project, the chamber is behind the curve – in more ways than one.

They sent a letter to Esquimalt mayor and council on Thursday, March 27, requesting that they approve the application by Seaterra for the McLoughlin Point site. They missed the boat. The public hearings closed on March 22. They had their chance to make their position clear. The motivation by the Greater Victoria Chamber of Commerce is questionable. They claimed to have examined alternatives that were not feasible. Really? I see no evidence that they examined anything. They’re just reiterating the same lack of scrutiny handed down by the CRD. Here’s the real motivation: “The project creates a significant economic opportunity,” according to the letter. Bingo. The contractors win. The taxpayers lose. And the marine environment surrounding Victoria remains unchanged. The public is not buying this. The Greater Victoria Chamber of Commerce image just got flushed. Dave Ferguson Saanich

Organizers expect an empowering environmental youth festival to draw hundreds of students from as far afield as the Lower Mainland to Claremont secondary. “We’re attracting a lot of students from across the province,” said Grade 12 student Jeff Lewis-Manning, among the organizers of the 4th Annual YesBC Youth Climate Action Summit and Off the Grid Music Festival at Claremont. The festival shifts to Claremont from the West Shore where it was held near the end of May for the past three years and included the Fort Rodd Hill outdoor venue for the concert. Claremont offers a more weather-proof indoor venue for the April 17 summit and festival. “We found that even at the end of May it was a bit late to catch the senior students, who are busy with exams then,” said Judy Fainstein, founder of YesBC (Youth for Environmental Stewardship). “We’re trying something different this year, and everything’s going to be at the school, Claremont secondary. We hope the students take more ownership of the event.”

She hopes to hit 200 to 300 students this year with the byregistration summit for middle and secondary students during the day, and the public concert after school hours. “A lot of this is student-led so it’s been an evolving thing, where over the years little by little students have taken on more leadership roles,” Fainstein said. Topics for the student-led workshops this year include green careers, food security, youth activism and social media for social change. Claremont will utilize its work at Haliburton Farm as its session during the summit, taking a group out for a tour of the farm. Other area schools including Reynolds and Oak Bay are set to present among the 12 workshops organized so far. “It’s providing students with great leadership opportunities because not only are we facilitating workshops, people will be giving presentations and we’ve been organizing everything,” Lewis-Manning said. “Engaging the community is a big part of it. HUNTINGTON BEACH, CALIFORNIA – Kia rounds out its attack on the country’s best-selling cars with the launch of the final two models to the Forte lineup. Last year Kia introduced their all-new Forte sedan to compete with such top sellers as the Honda Civic, Mazda3, Toyota Corolla and Hyundai Elantra. This week, the 5-door hatchback version called Forte5 and the coupe, called Forte Koup begin arriving in dealerships. Helping get through motoring madness Dear Reader: After I get this off my chest, I am going to feel a whole lot better but I doubt you will. For it is my hope that you will be mad as hell and want to tell. We will get to that later so bear with me. I have been writing about cars, driving, and traffic safety for The needless more than 25 years. Simple math reveals that in order to shave even five minutes off a typical commute you have to exceed the speed limit excessively and run some very late reds. That kind of driving drives me crazy and now we get

to the nub of this column. Telling you what sends me off the edge is a form of therapy that invariably evolves into group therapy. Hence, our weekly “What Drives U Crazy?” spot in Driveway, in which we encourage you to reveal what poor driving habits send you off the deep end. Your correspondent also has a less selfish wish that by identifying this appalling behaviour we could educate the sources of our collective annoyance. I know that might be considered dreaming but let’s give it the old college try. When I talk about what burns me at gatherings, people usually say “don’t get me started” then proceed to regale me with their pet peeves. As that is the purpose of this exercise, let me get you started. Five things that drive me nuts, a short putt I know. 1. Those who either won’t move more than their front wheels into an intersection on a green light or remain behind the line. 2. Drivers who let cars stack up behind them because they want to make a left over a solid white centre line. 3. Weaver birds who race down the curb lane then cut into traffic when they near a parked car. 4. Impatient folks who try to swing around you dangerously as you proceed to park at the curb. 5. People who signal a left as the light changes to green. That last example makes me want to ram the offender through the intersection. Many more manoeuvres needle me. However, I’ll get off the couch now because I think I may have got you riled enough to share your road rage. What Drives U Crazy? – Tell me. You will feel much better for having done so. Dart GT could be edgier but delivers value The Dodge Dart has held its own in a sporty compact segment where competition is fierce. Perhaps it is because of its value, the various engine choices or that it has some pretty cool features (like available under-the-frontseat-cushion storage) and a fresh style – inside and out – the Dart seems to be a hit. Two years in, Chrysler has loaded it up with an engine full of gusto, unique styling cues and added a couple of letters on the back and now we have the Dodge Dart GT. What sets it apart from its siblings are a stretcheddown grille and LED headlights. You’ll find the rear clad with the ‘racetrack’ LED lights that run the full length of the trunk. Then there’s a set of 18inch wheels come standard on this vehicle along with a 2.4L, MultiAir, four-cylinder Tigershark engine, matched with a six-speed manual transmission, that brings to the pavement 184 horsepower and 171 lb-ft of torque. Of all the characteristics I like about this trim of Dart, I think its transmission is the weakest link. In previous reviews of other Dart models – like the 1.4L, Turbocharged version with 160 hp and 184 lb-ft of torque – the gear throws are, in my opinion, too long to really give it that edge and sporty vibe that it needs to compete with vehicles like the VW GTI, Honda Civic Si or even the Ford Focus ST. The gear throws are long and the clutch has little weight to it, taking away the performance aspect of the GT that it should have. On the flip side, the light clutch works favourably in the urban environment. This setup makes being stuck in traffic bearable. Getting back to the gearbox, I really wanted to like

Confessions of a Curber the Dart more. I really did. So I concocted scenarios in my mind to figure out a way to not be so sad about its lack of panache. I think I found one. Buyers of the GT will like what they get for the value. After all, it has a starting MSRP of $21,995. That’s thousands less than the aforementioned competitors. And some buyers of vehicles who want that extra kick don’t necessarily need all the sports sedan-like characteristics. They want power but in a comfortable and affordable package. Furthermore, they enjoy added touches like a leather-wrapped heated steering wheel, GT specific sport leather seats, a park view rear backup camera and more. The interior has a pleasant look to it and it’s very agreeable to drive. On the highway, special attention from designers and engineers were paid to make sure you drive in a quiet cabin. Minimal road noise entered the GT’s cabin, allowing my passengers and I to enjoy the musical stylings of various bands being listened to on the Alpine premium stereo system with nine speakers (an additional $1,295 for this sun and sound package.) The sun

portion of the package adds a power express open/close sunroof to the mix. After I switched into this mindset, I found I was able to alleviate my frustrations of what the GT didn’t have, but what it did have. Additionally, a feature that I love about the Dart – and all other Dodge/Jeep/Chrysler products – is the Uconnect media interface. The GT comes standard with the 8.4-inch touchscreen and

is a dream to work with. Large icons, easy prompts and a no-fuss approach to pairing your handheld device to the Bluetooth system all come standard. Whether taking the GT for a drive in the city or on the open road, it does have some solid legs to stand on. Noodling on the web one morning I found out that I was selling vehicles illegally. If I was in the business of selling, I need to be licensed as a dealer. Oh well. Everything’s been working out just fine for me. I skated through those recent bad deals. My previous sales were a distant memory – I was eager to start selling more. So, I decided to up my game a bit. I got a low-end truck and a car from an auction and another car from a new parking lot friend. I put ads for all three vehicles on Craigslist. Of course my ads said they were all real gems. You’d think people might see through my ads. “Need to sell fast, so price is flexible. Call with best offer.” And my cell number was the same for all three. Would anybody notice? The first two cheaper vehicles sold quickly. The last one took a bit longer to sell. Of course, it was the one I was most eager to sell. Why, you ask? Well, not that I passed the information along, but the auction provided vehicle history reports for the first two. I had no information on the last. So, I bought ICBC and CarProof vehicle history reports. I wanted to educate myself. To my surprise, there was a statement in both reports that the vehicle was possibly “stolen*.” I knew I had to sell it fast. I mean, I’d paid for it and I knew my new “friend” wouldn’t take it back. Four days later, I got a call from a young

Whatever happens next, I don’t care. It’s her problem not mine. I quickly changed my phone number (again). Weeks later, I saw her on the news – with kid still at pant legs – talking to a reporter. Apparently, the car was towed away by the police. And yes, she was trying to find me. Had I covered my tracks? I agonized.

A total of 21 football teams representing eight clubs in three age divisions invaded Bullen Park in Esquimalt last Saturday for the Greater Victoria Minor Football Association’s annual spring football jamboree. In addition to Greater Victoria clubs, teams from Duncan, Ladysmith and Nanaimo enjoyed the day of football, fun and fellowship. Event organizer, Chris Ounsted, had his hands full finding a way to allow each team to play four games at one venue in a single day. He eventually divided the oversized Bullen Park field into four quadrants and conducted four mini games at a time. With no game stoppages or halftimes, the pace was fast and furious and the players loved it. For the coaches it was a perfect opportunity to work out the kinks in their teams and size up the competition before the regular season begins next week. The regular season kicks off on April 5 with games in Langford, Nanaimo and Oak Bay and culminates with the top teams in each of the three age categories battling for the right to hoist the playoff trophy on Gold Cup Sunday on the June 22 at Westhills Stadium in Langford. The days of bidding wars on Greater Victoria homes and deals being written on the kitchen table after a viewing seem like the distant past when considering today’s residential real estate market. Agents who have spoken to Homefinder in the past have said that’s a good thing, in that it not only allows them to spend more time working with clients to determine the right price for which to sell their home, it can give sellers more certainty and understanding of the market. “In this kind of market, if a seller is really well prepared, for example, if the house is really well presented and ready to go, they’re going to find their experience is that much better than someone who isn’t prepared,” said Victoria Real Estate Board president Tim Ayres. The stability of the market these days means sellers are not having to take a huge drop from their asking price, he said. With no real upward or downward pressure on prices, the decision to sell can be one that comes when moving “feels right” to the homeowner, Ayres said. There are still people who are not as motivated to sell and delay putting their home on the market, in an attempt to ride an upward wave and maximize the amount they’ll receive. Doing so can be a mug’s game, he said. “I think timing the market is always impossible. You’ll never

Conversely, sellers are also going to have to be patient, he said. There are some exceptions to that rule, however. As Ayres said, well-prepared, well-priced homes are still getting snapped up quickly. As well, prop-

erties in Oak Bay, Fairfield, Gordon Head and the family friendly Saanich West neighbourhoods of Glanford, Layritz and Northridge are proving popular right now, from a price and location perspective. As well, the $400,000 to $600,000 price range seems to be a “sweet spot” for homes right now, he added. Looking at the sales figures for Greater Victoria, sellers have reason to be optimistic. In March, 575 properties were

sold, spread through the various residential categories. That’s a bump of nearly 20 per cent over March 2013, when the trickle-down effects of the global recession were being felt more strongly and such factors as tighter mortgage restrictions were still pretty fresh. Looking longer-term, the five-year average for March is 607 sales, showing that things are gradually getting back to normal in the region’s real estate market.
