It’s being called what could be the most important project in Lake Country for now and for the future. So last week, as residents, community volunteers and local politicians headed out for a regional district-sponsored community cleanup, it was fitting that the focus was Pelmewash Parkway, the seven kilometre stretch of the old Highway 97 that remains under provincial government control but is in the process of being handed over to Lake Country. “When the regional district asked us to take part in this project and what area we would like to focus on we said Pelmewash Parkway,” said Lake Country Mayor James Baker as he set out with garbage bag in hand and began picking up what turned out to be an almost unending array of garbage strewn next to the road. “We want to get the people involved and thinking what we want to do with Pelmewash. This is going to become our main walkway and an attraction for pedestrians and cyclists so why not start with a community clean-up?” The clean-up project was part of the Central Okanagan Regional District’s Community 20 Minute Make Over last

Lake County’s engineering department took away four cubic metres of garbage while highways contractor Argo also took away several pickups worth, collected in a short time. More efforts continued throughout the day in Lake Country and around the region as individuals and neighbourhoods took part.
“We were impressed with the level of community spirit shown by the residents, not only just from Lake Country but right across the region,” said Rae Stewart. “People are very willing to pitch in and spruce up their neighbourhood and that’s great.” Several community groups took part including the Oceola Fish and Game Club. Volunteer director Mike Kamann, said his group is proud to be part of this year’s makeover along Pelmewash Parkway in Lake Country. “Our organization has a long standing history of community involvement to protect, enhance and promote the wise use of the environment.
The Club has a strong conservation ethic, and that’s why we’re very excited to be rolling up our sleeves and taking part in this clean-up. Our members have worked on a variety of habitat restoration projects to support our local kokanee fishery on Wood Lake.” The entire month of April is officially Community Clean Up Month. raised by the residents who would see their neighbourhood roughly double in size should the next development plan go ahead. Other issues raised included the costs for area homes to hook into the sewer system that will be part of the development, the maintenance of a promised park, sidewalks, speed-bumps as well as construction traffic. Fred Marin spoke on behalf of the developer. “We want to produce a subdivision in keeping with the existing neighbourhood,” said Marin, who only addressed the
question of construction traffic, which could use a proposed emergency route from the subdivision onto Glenmore Road as opposed to bringing heavy machinery through the existing neighbourhood. “We will make every effort to have the construction vehicles use the Glenmore Road access rather than having heavy machinery through the subdivision,” he said. “I can’t promise that will continue all the way through but we realize it is a bit of a problem.” The developer was at council asking for a rezoning of the area that
would allow for the development to proceed. District staff said the rezoning was in line with what the community’s Official Community Plan designated for the area and also said the current residents would benefit from the potential to hook up to the sewer system that the developer would construct. The proposal will now go back to Lake Country council at some point when councillors will have to decide whether to approve the rezoning bylaw. newsroom @lakecountrynews.net

Suspicious fire Lake Country fire officials and RCMP are investigating what they are terming a suspicious fire overnight April 4 in Lake Country. Firefighters were called to Lang Court, off Davidson Road just after 12:30 a.m. last Friday to find a motorhome fully engulfed as well as a nearby home. A second fire spread to a hedge in front of another home, close by on Lang Court. Deputy fire chief Brent Penner said the investigation into the cause of the fire is continuing. “There are some suspicious things about it and we are working with the RCMP at this point,” said Penner. “There was a second fire down the road and we haven’t confirmed if the second fire started by particles blowing through the subdivision or was a separate fire.” Neighbours noticed the fire in the early morning hours of Friday and called 911, then ensured
that everyone got out of the home and surrounding residences. LCFD teams did a primary search to ensure everyone was out and 18 firefighters got involved in attacking the fire within the attic space, using the resources of three engine companies and one water tender in addition to command vehicles. A nearby BC Hydro distribution pole had live wires arcing at the south corner of the structure fire property. Once BC Hydro crews cut the electrical supply the area was quickly extinguished. Neighbours also helped with knocking down a hedge fire at a nearby property, allowing the fire crews to concentrate on the main structure fire. LCFD is aiding the RCMP with site samples for testing to determine factors involved in igniting the blaze. A conclusive determination may take some time.

Water contamination a case to heed RICHARD ROLKE Okanagan water suppliers are being warned to learn from a contamination case. Okanagan Basin Water Board officials have been briefed on the 2010 contamination of the Antwerp Springs well in Coldstream and the Regional District of North Okanagan subsequently being found guilty on a variety of charges and being fined $18,540. “It’s an issue that could be relevant to other local governments,” said Anna Warwick Sears, OBWB executive director. “There is a concern about liability and what due diligence you need to do beforehand.” On Jan. 13, 2010, the

Wind whips up controlled burn Lake Country fire crews responded to a brush fire on the McCoubrey Plateau area of Lake Country Sunday night as wind sparked a controlled burn that had been taking place a few weeks ago. Ten firefighters were called out after 9 p.m. Sunday when a resident noticed a fire on private land in a wooded area of McCoubrey Plateau. Fire chief Steve Windsor said the landowner had previously been burning old pine beetle trees in the area and had buried a burn pile, but the blaze continued to simmer underground until the wind caused it to light up
again. “It was three or four week old burn pile but the wind came up and it got back up to about a half acre and into some very tangled and dead pine beetle trees,” said Windsor. “It was so high up that no one noticed. If it had taken a hold up there it would have been a real chore but we caught it early and put in a fire guard.” Open burning in the Central Okanagan is normally allowed through the month of April, before the land dries out and becomes too dangerous for controlled burns. The Central Okanagan Regional District, together with
area fire departments, will make the decision on when open burning is done for the year and Windsor says this fire is an indication of just how dry things can get. “It dries out very quickly so people at this time of the year have to be very careful,” he said. “If we continue to get controlled burns that get away then a decision will have to be made. We try to play it day by day at this time of the year but if we get a stretch of warm weather the fire departments and the regional district will have to make a decision.” Sunday’s brush fire took place on a 10 acre piece of private land.
North Okanagan endured heavy rains. The ground was still frozen and significant flooding occurred in many areas. In the case of Antwerp Springs, manure from an adjacent pasture was washed into a shallow well, causing contamination and forcing thousands of people off the source. Two-and-a-half years later, RDNO was charged with operating a well in a manner to cause adverse impact, introducing foreign matter into a well, allowing contamination of drinking water and failing to provide potable water. “We were operating the well in complete agreement with Interior Health,” said Zee Marcolin, Greater Vernon Water manager.
“We felt we were operating the well in the best possible way. The well had never experienced any (quality) advisory and it was better quality water than surface water.” Despite RDNO’s confidence, the court disagreed and the district was found guilty and sentenced on all charges in January 2014. “There are tons of lessons to be learned,” said Marcolin, adding that all water utilities should review recommendations from consultants’ reports and ensure there is a paper-trail when it comes to actions taken. “Don’t put the reports on shelves. Identify why you are not doing something with it.” Marcolin also cautioned OBWB directors
that they carry significant liabilities but have no authority when it comes to some matters. “Manure spreading

occurs but you can’t do anything about it,” she said. “Legislation says you
must put in filtration but if you go for voter assent and the voters say no, what do we do?” Another factor no one has control over is extreme weather such as the 2010 rain storm. “These events are coming up more and more,” said Marcolin. During her presentation, Marcolin pointed out that some old drainage and irrigation pipes were located and their existence didn’t show up in any files, but Greater Vernon Water was still held responsible for them. That raised concerns around the OBWB table. “There is hidden stuff people don’t know about and if this is replicated in other places, it’s worrisome,” said director Keith Fielding.
Residents called on to rally against mussels RICHARD ROLKE Okanagan residents are being rallied to fight invaders. The Okanagan Basin Water Board decided last week to consider ways of allowing residents to express concerns about the risk of zebra and quagga mussels to federal and provincial officials. “Our MLAs need countless correspondence from constituents,” said director Toby Pike at an April 1 meeting in Coldstream. “This is a nerve issue for people in the valley. They really don’t want this to happen.” The mussels are indigenous to Europe and since arriving in North America, they have spread across the continent, clogging water in-
take pipes and boat motors. They also deplete food sources for fish, produce toxins that contaminate drinking water and razor-sharp shells spread across beaches. The OBWB board agreed to write a letter reiterating the need for the federal and provincial governments to take action on stopping the mussels from getting into local waters, particularly given that a boat infested with mussels was found at the Osoyoos border crossing on March 12. “I’m quite disgusted with how the province and the feds are taking this so lightly,” said director Allan Patton. OBWB has been urging the federal government to permit border
guards to inspect boats and prohibit entry of any contaminated vessels. It also wants the provincial government to create an inspection program. “We have to continue to hammer away at the province to do something and the feds to implement regulations,” said Doug Findlater, OBWB chairperson. When contacted, Okanagan MPs have indicated that federal regulations are pending. “They’re very vague on that end of things,” said Anna Warwick Sears, OBWB executive director. The other concern is that when the mussel-infested boat was stopped in Osoyoos, the B.C. Ministry of Environment had to find a commercial company to per-
form the decontamination. “They’re just not prepared,” said Warwick Sears of the ministry. “There are very few resources coming down to the local level.” Director Juliette Cunningham said senior officials need to act as the possibility grows that mussels will arrive in the Okanagan. “I have people coming up to me and they’re freaking out about it,” she said. Okanagan jurisdictions are also being urged to speak out. “We need to get every municipality to do it (write letters). That may have some teeth,” said director Gerry Zimmermann.

Digital ID wave is just beginning Have you got one of the new B.C. driver’s licences yet? By now most drivers have the one with the unsmiling black and white mug shot, to conform to passport standards so it could be used for border identification with the magnetic swipe strip on the back. About one million of us now have the newest version, with a credit-card style digital chip that proves your residence and eligibility for our famously “free” medical care. The motor vehicle office started issuing them about a year ago, as fiveyear licences expire. They replace the old “CareCard” that has no expiry date. Over the years there were more than nine million CareCards issued, twice the population of B.C., as people held onto their access to our defenseless, overworked medical system from wherever they moved to.

Each will be assigned a password that gives access to online medical records, so when patients show up at an ER, their eligibility is confirmed and any previous conditions or medications are accurately matched. (Note that medical information is not stored on the card, just an access code that goes with the password.) Patients will be able to call up their own files at home, book medical appointments and even renew prescriptions, which
is where the efficiency comes in. In-person visits for routine prescription renewals are a cash cow for today’s doctors, generating guaranteed billings but often little or no health benefit. Most people will still think of it as a driver’s licence, but it’s intended as an all-purpose government ID. If you don’t drive, you are spared the $75 licence renewal fee, and within a couple of years the cards will start providing online access to a wide range of government services. Andrew Wilkinson, minister of technology, innovation and citizens’ services, says a public consultation has shown most people are comfortable using a system they already trust for their banking. By the end of 2015, Wilkinson says about two million people will have the new cards, roughly half of B.C.’s population. Application forms converted to on-
line access will include student loans, birth, death and marriage certificates, voter registration and even criminal record checks. All this will be costly to set up, but the savings from having customers do their own data entry are well known, as any banker or supermarket owner can tell you. “You can understand that if you’re in the vital statistics office and this can all be done from places like Telegraph Creek and Horsefly remotely, that actually saves them a lot of money,” Wilkinson said. “There will be conversion of existing services where you have to go into an office and wait around and fill out forms. Those will be converted to online services.” It also means a decline in the number of government office jobs, and the potential for further outsourcing of services, as we have seen with Medical Services Plan
administration and the back-office functions of BC Hydro. Some older readers won’t be thrilled to hear about this. They don’t want a “smart phone,” just a phone. But they will also see their great-grandchildren becoming adept with tablet computers before they can even speak. Seniors will get the hang of it pretty quickly, and their lives will become easier. • A correction to last week’s column on the Agricultural Land Commission. ‘Our government’ will transfer $4.17 billion for health care in B.C.
O
ur government is committed to a publicly funded, universally accessible health care system founded on the principles of the Canada Health Act. In 2011, our government announced a major new investment in health care, and committed to continued growth in health transfers to the provinces and territories. Our plan has provided record growth to all provinces, and these transfers will continue to grow by six per cent every year for the next three years. In 2014-15, our government will provide British Columbia with $4.17 billion through the Canada Health Transfer – an all-time high. Not only that, but this is more than $1.3 billion (a 49 per cent increase) ,than under previous governments. These record transfers are providing long-term, stable funding so that our health care system is
there when Canadians need it. To ensure health funding for the provinces continues to grow in a sustainable way, transfers will grow in line with the economy starting in 2017 and is guaranteed to increase by at least 3 per cent. Our government is working with all the provinces and territories to ensure the healthcare system is sustainable and delivering the care that Canadians need. In addition to transfers being at an all-time high, we are also funding nearly 13,000 health researchers across Canada, and
investing roughly $1 billion every year for health research. Through record transfers and significant investments in research and innovation, we are supporting all provinces and territories in delivering the quality of care that Canadians expect. Helping Small Business—The Business Innovation Access Program The federal government recently unveiled the Business Innovation Access Program (BIAP). The BIAP, a Government of Canada pilot program, will provide $20 million in funding to small- and mediumsized enterprises (SMEs) to help them access business services or technical assistance at Canada’s learning institutions and publicly-funded research organizations to bring bigger and better innovations to market faster. The program is delivered by the National Research Council of Canada Industrial Research

And so I see life and death, evolution and entropy, see-sawing back and forth. For a while, life wins. All living creatures, from the redwood forests to lichens on rocks, from ants to humans, grow in complexity as they mature. They overcome entropy. But eventually they age, they weaken, they die. Random DNA strings become viruses, which become cells, which cooperate to survive more efficiently, and eventually turn into biological bodies—whether plant or animal— some of which become autonomous individuals with intelligence, who form civilizations, which themselves grow more complex. The pattern pervades human development. We start as single cells, which contain only the promise of becoming human. We mature into highly complex creatures capable, like no other species, of manipulating technology for our own purposes. Entropy, on the other hand, represents the force of death. All forms of energy eventually degrade, or devolve, into heat, which dissipates uselessly into the universal void. Your car converts the chemical energy in fossil fuel into heat. Some heat gets wasted out the tailpipe; some drives the car forward, building kinetic energy. When you apply
proliferate, and evolution flourishes. Sometimes species suffer mass extinctions, and entropy dominates. (Hinduism’s Shiva would appreciate this continuous dance of creation and destruction.) I suppose that if biblical literalists deny evolution, they have to deny entropy too. Billions of years from now, I expect, entropy
will triumph. In the meantime, I’ll choose life. I’ll celebrate life in all its complexity and diversity, against undifferentiated uniformity. Life over death. Evolution over entropy. Ahura Mazda over Ahriman.

To the editor: I am working with the Okanagan Rail Trail Initiative, mounting a campaign to save the rail bed of the CNR for a hiking and biking trail should (perhaps when) the line become available for purposes other than an operating railway. There is a clear danger that developers will acquire portions of the rail bed, severing the corridor from Vernon to Kelowna. The decision for the three levels of government to cooperate and purchase the land when it becomes available will be a political one. Government action will depend on whether or not the public overwhelmingly demands its retention as a public recreation corridor for the use of generations to come. Without such a public de-
mand, the easiest approach for cash-strapped, short-sighted and development-oriented governments is to do nothing. In that case, the CNR will be free to sell the land to private owners. We cannot let that happen. The Okanagan Rail Trail Initiative has commissioned a Benefit Study to identify and, where possible, quantify the economic and social benefits of retaining the trail as a linear recreation corridor. We are also building a database of supporters so that when a public campaign begins in earnest, we will have thousands of committed people ready to make their voices heard. make yourself knowledgeable about the initiative, join us, and enlist as many as you can of your friends and neighbours who are likely to be supportive. And ask them to enlist others. Assessment key to protecting water quality RICHARD ROLKE Funding is being pumped into projects that not only enhance water quality but ensures the resource is around for future generations. The Regional District of Central Okanagan has received $189,590 in water conservation and quality improvement grants from the Okanagan Basin Water Board. “One of the goals of the OBWB is to look at quality and allocation of water,” said Bob Fleming, OBWB director. “To protect water
quality, you have to find out what the quality is.” The big ticket item was $29,800 for a habitat and sediment assessment of Peachland Creek. “The overall intent of the assessment is to reduce the sediment/turbidity in the creek at the district intake that will result in improved water quality and reduced operational costs for the district,” says an OBWB report. cil heard a report last week on the Sustainable Transportation Partnership of the Central Okanagan (STPCO), a group that will look at ways to improve transit and the link between communities in the Central Okanagan in the future. Senior staff members as well as the mayors and representatives from the four municipalities along with representatives from the Westbank First Nation and the Central Okanagan Regional District are all involved in the planning process for the partnership. “We need to be proactive in planning for transit in the region,” said Ron Westlake, the director of regional services for the City of Kelowna. “Planning is better than being reactive. We need to be prepared for growth within the region and provide mobility across the region.” The new partnership is still in the planning stages but central to its focus will be the ability to go after funding from the federal and provincial governments. Westlake said if the Central Okanagan is

Stretching, done the right way, increases flexibility, reduces stiffness

t’s that beautiful, sunny time of year again. It’s time to hit the tennis court, walk the golf course, hop onto the bike, or participate in other active ways of enjoying the Okanagan spring weather. As you increase your strength and endurance through these activities, be sure to also keep flexible. Make stretching a part of your routine. Stretching describes a maneuver used to increase flexibility of soft tissue, lengthening the structures that have become shortened or stiff. Shortening can occur

The American College of Sports Medicine (ACSM) recommends stretching to be a part of overall fitness program, performed for the major muscle groups at least 2-3 times a week. The ACSM recommends 3-5 repetitions per stretch. In order to avoid injury, it’s important not to overstretch, by taking the posture too far. The position should not cause discomfort or pain, and should be within a normal range of motion for the joint being exercised (don’t hyperextend). Overstretching can do harm by causing strain, hypermobility, or even instability. Make sure that proper alignment is used—if you are unfamiliar with a stretch, seek assistance. Otherwise the exercise may not target the proper muscle, and can even cause stress to other structures In some cases, extra help is needed. A trained individual, such as a physiotherapist, can use manual (hands-on) techniques to help you through the maneuver. Sometimes special techniques, such as ‘contract-relax’, will be used.

This improved flexibility can improve performance in some sports, such as gymnastics, dancing, martial arts, or goalies in hockey. In other situations, improved flexibility can help obtain better posturing or help with pain. Other goals of stretching are to reduce the risk of muscle strain, reduce muscle soreness, and enhance mental and physical relaxation. The risk of injury from stretching exercises is low when done correctly (described below), and when held for a short duration pre-exercise (less than 8-10 minutes of stretching per area), won’t compromise muscle strength.
Post-activity, you’ll want to focus on the muscles that were just exercised. Typically the muscles most frequently shortened are the hamstrings, calves, hip flexors and pectorals (front of the chest). If unsure of how or what to exercise, or if you have an injury, be sure to seek advice from a trained individual to ensure you’re getting the maximum benefit from your stretching program, safely. Agricultual legislation changes coming Last month Parliamentarians met with Okanagan agriculturalists to discuss the proposed modernization of Canada’s agriculture legislation under the Agricultural Growth Act (Bill C-18). Pierre Lemieux, Parliamentary Secretary to Agriculture Minister Gerry Ritz, and Ron Cannan, MP for Kelowna-Lake Country, met March 12 with key agriculture stakeholders to discuss the proposed legislation. The government says the Agricultural Growth Act will modernize nine statutes that regulate Canada’s agriculture sector to bring them in line with modern science and technology, innovation and international practices within the agriculture industry.
The Act will strengthen and safeguard Canada’s agriculture sector, the federal government said in a press release, by providing farmers with greater access to new crop varieties, enhance both trade opportunities and the safety of agriculture products, and contribute to Canada’s overall economic growth. The Act entered Second Reading on March 3.

Municipal Hall News Parcel Tax Review Panel Pursuant to the provisions of Section 204 of the Community Charter, the District of Lake Country will be holding a Review Panel in regard to parcel tax assessment rolls. Notices are being sent to registered owners of all properties being added to an assessment roll. The 2014 Parcel Tax Review Panel will sit at 6:00 pm on Thursday, April 24th, in the Council Chambers at the Municipal Hall. You may make a complaint to the Parcel Tax Review Panel on one or more of the following grounds: there is an error or omission respecting a name or address on the parcel tax roll; there is an error or omission respecting the inclusion of a parcel; there is an error or omission respecting the taxable area or the taxable frontage of a parcel; or an exemption has been improperly allowed or disallowed. You or your agent must notify the District of Lake Country, in writing, of your complaint. The District of Lake Country must receive written notice of the complaint before 4:30 p.m. on Thursday, April 17, 2014. Please address your complaints to the attention of the Collector. The parcel tax assessment rolls will be available for public inspection starting Monday, April 7, 2014, at the Municipal Hall (10150 Bottom Wood Lake Road) during regular office hours (8:30 am to 4:30 pm). Semi-Annual Utility Bills are due April 30, 2014 Semi-annual water bills for the period January 1 to June 30, 2014 are due and payable before 4:30 pm on Wednesday, April 30. Payments received after the close of business April 30, 2014 will be charged a late penalty of 5% on the unpaid balance. Payments can be made by mail; in person at Municipal Hall 10150 Bottom Wood Lake Rd; at all major financial institutions; or via internet and telephone banking. There is an after-hours drop box to the right of the main door of Municipal Hall. Municipal office hours are from 8:30 am to 4:30 pm, Monday through Friday.
Public Comment Suspended There are NO more public comment sessions during Council meetings until after the November 2014 municipal election. Council is still interested in hearing what you have to say though, so the public is invited to write to Mayor and Council or apply to present as a Delegation at a future meeting by contacting the Corporate Services Department 250-766-5650.
