MEDICAL POT USERS ORDERED TO STOP GROWING
LAWSUIT SETTLED OVER PICKTON MURDERS
JEFF NAGEL (Black Press)
VANCOUVER (Canadian Press)
The botched investigation into serial killer Robert Pickton’s crimes has resulted in a settlement of $50,000 for each of his victims’ children. Lawyer Jason Gratl said Monday that the deal involves 13 plaintiffs who filed civil lawsuits against the provincial and federal governments, the City of Vancouver and several Mounties. Gratl, who represented the families, said the children of the murdered women took legal action reluctantly, but felt they had no choice when the governments didn’t act on a recommendation from a public inquiry to compensate them. His clients are generally pleased with the settlement, Gratl said. “It’s giving the children of missing women a leg up to try, in some small measure, to give them a chance to improve their lives, improve their prospects in the future. It was something worth doing.” Eleven family members have accepted the proposal, one person is expected to respond shortly and B.C.’s public guardian must approve a settlement accepted

A lawyer for the B.C. government told a judge in January that there could be more than 90 children who would qualify for compensation. It’s unclear if other family members will also be compensated. The B.C. government announced Monday afternoon that it would be holding a joint news conference today along with federal and City of Vancouver representatives. The government statement said it would outline a shared, significant response to a key recommendation of the

Missing Women Commission of Inquiry. The agreement includes paying for children’s legal fees, but doesn’t come with an admission of liability, Gratl said. The DNA or remains of 33 women were found on Pickton’s farm in Port Coquitlam after he was arrested in 2002. He was convicted of second-degree murder for killing six women and sentenced to life in prison without chance of parole for 25 years. The B.C. Crown prosecutor’s office then announced that 20 other charges of firstdegree murder would be stayed because Pickton already faced the stiffest sentence available under Canadian law.
Medical marijuana home growers have been ordered by Ottawa to provide written notification by April 30 that they’ve halted production and destroyed any leftover pot. Authorized personal grow-ops for approved medical marijuana users become illegal April 1 as their licences expire and the country switches instead to a system of regulated commercial production. Health Canada said in a statement March 14 it will notify law enforcement of any users who fail to comply with the notification requirement, an apparent shift from past refusals to disclose locations to local authorities on privacy grounds. The new Marihuana for Medical Purposes Regulation allows licensed medical marijuana users – more than 16,000 of them are in B.C. – to buy dried pot only from approved commercial producers via mail order. Many B.C. municipalities are keen to stamp out medical marijuana home grows, which they say often pose an electrical fire risk to neighbours and may leave mould and other safety hazards behind for future residents. But most also don’t want to take on the burden of fixing what they see as a problem created by the federal government. Mission Mayor Ted Adlem doesn’t support sending police in to enforce compliance with the new medical pot law, even in cases where Ottawa discloses users who have failed to send their notification. “I’m not interested in throwing people in jail for growing marijuana,” Adlem said. “Who’s going to foot the bill to close these people down who have not notified and ceased to operate? I’m far more in favour of being able to have my fire inspector check the place out for electrical safety.”

PORT STRIKE BEGINS TO BITE OTHER INDUSTRIES, JOBS JEFF NAGEL (Black Press)
Transportation Minister Todd Stone says workers in far-flung industries across B.C. are facing layoffs because of the continuing strike by Metro Vancouver’s container port truckers. “The stories are coming in fast and furious,” Stone said Monday. “Canada’s largest port cannot continue to be disrupted as it has been for the last 10 days.” Stone said 142 workers have been temporarily laid off at Aspen Planers in Merritt, because the mill has been unable to ship finished lumber by container. And he said layoffs are also beginning or anticipated at various Lower Mainland manufacturers that can’t get components they import – including one plant in Richmond – as well as at mines in the Kootenays and northeastern B.C. because of a lack of rail cars to ship ore. “It’s the British Columbia economy that’s on the pointy end of the stick. It’s primarily jobs in British Columbia that are being compromised today.” Stone defended a 14-point federalprovincial action plan – rejected by truckers Sunday – as one he believes will address their concerns. Union representatives want more information and complained the two governments are refusing to negotiate. Stone said the plan will take time to roll out and truckers must go back to
work in the meantime. “Waiting for full implementation of all 14 points before the port resumes normal operations is not an option.” Asked if Ottawa should legislate a return to work, Stone said he encourages federal officials “to consider any and all options they feel are appropriate.” Port Metro Vancouver has also signalled it could suspend or terminate the port access permits of truckers who refuse to get back behind the wheel. Stone said the province is working
as quickly as possible to implement the two of 14 action items that are within provincial jurisdiction. The plan includes various reforms to raise rates or compensate drivers for unpaid wait times, deter rate undercutting and extend terminal operating hours into the evenings. Achieving a deal is complicated because truckers don’t technically negotiate with the port or the two governments, but with the 150 different trucking companies that actually pay them.

B.C. FACING WATER LAWSUIT OVER FRACKING VANCOUVER (Canadian Press)
Environmental advocates say the B.C. government has been illegally granting natural gas companies repeated shortterm approvals, allowing them to use large quantities of fresh water for years without obtaining full water licences. The Western Canada Wilderness Committee and the Sierra Club of B.C. were in a Vancouver court Monday asking it to throw out the short term approvals granted for water use for natural gas extraction known as hydraulic fracturing, or fracking. Under provincial legislation, the Oil and Gas Commission has the power to grant short-term water approvals for up to 24 months. The government says there is nothing in the law that prevents repeated short-term water licences, and it insists its officials acted within the law. The B.C. government recently unveiled proposed changes to its water laws that specifically permit repeated approvals, though the law hasn’t yet passed.
JOHN HORGAN ENTERS NDP LEADERSHIP CONTEST LANGFORD (Canadian Press)
Vancouver Island New Democrat John Horgan has officially entered the race to replace Adrian Dix as the leader of British Columbia’s New Democratic Party. Horgan announced last October that he was not going to run to allow a new generation of New Democrats to pursue the party leadership. But he said on Monday that many of those potential new breed of NDP leaders were the ones who convinced him to run. Horgan was first elected to the B.C. legislature in 2005. He joins veteran Vancouver-area New Democrat Mike Farnworth as the only two declared candidates to replace leader Adrian Dix.

Eight people killed this month in avalanches —
CHECK AVALANCHE WARNINGS, EXPERT URGES REVELSTOKE (Canadian Press)
An avalanche expert says the deaths of eight people this month in the mountains of British Columbia and Alberta is especially heartbreaking because there is so much information available warning of the danger. The people who have died since March 8 range from snowmobilers, backcountry skiers, hikers and snowshoers to a father and son who were buried while tobogganing within sight of the Chateau Lake Louise luxury hotel. “It is frustrating when a significant number of people die in avalanches,” Ilya Storm, a spokesman for the Canadian Avalanche Centre, said Monday. “In at least two of these accidents the people probably were not aware of avalanches at all – and that is a huge challenge for us. We are looking for ways to be able to extend the reach
of our public safety initiatives.” The centre in Revelstoke posts detailed daily avalanche forecasts during the winter on the Internet (www.avalanche.ca/cac) and offers information about training courses and safety equipment. But much of the information is aimed at people with some knowledge of backcountry perils. Two people who died snowshoeing March 8 were tourists from Spain visiting Banff National Park. The two tobogganers who were last seen alive March 9 were visiting from Montreal. There are avalanche warning signs and information kiosks in some areas. There is an avalanche app available for smartphones. Some hotels carry avalanche forecast information and broadcast it into guest rooms on internal TV channels. So far this winter, 13 people have died in avalanches in B.C. and Alberta. That’s up from six deaths last year.
Two people are recovering after being randomly assaulted in downtown Victoria by an aggressive man Sunday night. Around 6:50 p.m., Victoria police arrived to a call in the 1400-block of Wharf St., where several men were holding another man on the ground. The suspect allegedly assaulted a woman on the street and left her with minor head and face wounds before the Good Samaritans intervened. The suspect was soon connected to another assault on an unsuspecting victim in the 400-block of Swift St. In that case, the man had been hit with a street sign. A 41-year-old Victoria man faces charges of assault with a weapon, assault causing bodily harm and uttering threats.

Russel Lance Read was charged on February 27 with sexual interference of a person under 14, sexual exploitation, touching a young person for a sexual purpose and two counts of sexual assault. Read was a computer teacher at several schools, including Citadel middle in Port Coquitlam, and was known to coach rugby, volleyball and choir. The incidents he pleaded guilty to in 2013 took place about a decade ago when he was still teaching.

HARPER UPS SANCTIONS AGAINST RUSSIA OTTAWA (Canadian Press)
Stephen Harper says Canada is imposing more sanctions on Russia as a result of Sunday’s vote in Crimea to secede from Ukraine. Harper said Monday that the result of the so-called referendum is illegitimate and was conducted under an illegal Russian military occupation. Harper said his government is putting economic sanctions and travel restrictions on senior people in Russia and Ukraine, and in Crimea specifically. The Russian individuals include deputy prime minister Dmitry Olegovich Rogozin, Sergey Yur’yevich Glaz’yev, an adviser to Russian President Vladimir Putin, and Putin aide Vladislav Yur’yevich Surkov. The Ukrainians include Serhiy Valeriyovich Aksyonov, the prime minister of Crimea and Volodymyr Andriyovych Konstantynov, chairman of the Crimean parliament. Harper announced the sanctions before meeting Vadym Prystaiko, the Ukrainian ambassador to Canada. “It’s my strong belief we must keep the pressure on and we must continue to maintain sanctions and maintain putting in place strong steps to dissuade this behaviour,” Harper said. “What the Putin regime has done cannot be tolerated and can never be accepted.”
The prime minister said the sanctions are aimed at isolating Russia. “The individuals targeted are responsible for undermining the sovereignty and territorial integrity of Ukraine and for facilitating Russian military action against Ukraine,” he said. He said the measures demonstrate to Russia that its actions have consequences. “Canada will not stand by while Russia violates Ukrainian sovereignty and territorial integrity.” Harper is to fly to Kyiv on Friday to show his support for the temporary government of Ukraine in the face of Russian aggression in the strategic Black Sea region. “I’m really looking forward to that as an opportunity this weekend to express the solidarity of the Canadian people with Ukrainian people and obviously our support for Ukraine’s prosperity, its sovereignty and its territorial integrity.” Canada is acting in concert with its allies, Harper said. Earlier Monday, President Barack Obama’s administration announced a freeze on the U.S. assets of seven Russian officials, including top advisers to President Vladimir Putin. European Union foreign ministers also imposed travel bans and froze the assets of 21 officials from Russia and Ukraine. Harper condemned the “illegal, dangerous and unilateral actions of the Putin regime in Crimea on the weekend” when 97 per cent reportedly voted “yes” to joining Russia. The U.S. administration has said there were “massive anomalies” in the ballots. Obama said there are ways out of the crisis if Russia withdraws its troops and agrees to a dialogue with Ukraine. He said the United States will work with its allies to support Ukraine politically and economically.

REDFORD FACES MORE UNREST IN ALBERTA CALGARY (Canadian Press)
An associate minister in Alberta Premier Alison Redford’s cabinet resigned her post and left the Tory caucus Monday as unrest continued to roil on government benches. Donna Kennedy-Glans, member of the legislature for Calgary Varsity, cited the inability to create change from within the party and a culture of entitlement as reasons for her departure. But she did not criticize Redford by name. “This is not just about leadership,” Kennedy-Glans told reporters in Calgary. “This is about how our party functions and whether change from within is possible. “We’ve had conversations about the premier’s leadership for months now. I am just one person. I have to make my choices. I’m not here to bring down anyone.” Kennedy-Glans was the associate minister for electricity and renewable energy. She will sit as an Independent. Last week, Calgary backbencher Len Webber also quit the Tory caucus, calling Redford a bully and “not a nice lady.” On Friday, the president of a Progressive Conservative riding association in northeast Edmonton said Redford must resign or the party will lose the next election.

CANADA CHALLENGES WTO RULING ON SEAL BAN GENEVA, Switzerland (Canadian Press)
Canada’s northern development minister says it was wrong for the World Trade Organization to uphold a European Union ban on seal products based on moral grounds. Leona Aglukkaq says she made that argument Monday in a presentation to the WTO in Geneva. Canada and Norway are in the process of appealing a landmark WTO dispute-settlement ruling, which concluded that while the ban undermines fair trade, the restrictions can be justified on “public moral concerns” for animal welfare. Aglukkaq says the ruling sets a dangerous precedent because it offers the EU the opportunity to ban products from any type of business that involves the killing of animals, including the beef and poultry industries.

Paris is taking drastic measures to combat its worst air pollution in years, banning around half of the city’s cars and trucks from its streets in an attempt to reduce the toxic smog that’s shrouded the city for more than a week. Cars with evennumbered license plates were prohibited from driving in Paris and its suburbs Monday, following a government decision over the weekend. Around 700 police were patrolling the morning rush hour handing out tickets to offenders. Taxis and commercial vehicles aren’t covered by the ban. If the pollution persists, odd-numbered vehicles will be banned today.
Security forces on Monday took control of a Caracas plaza and surrounding neighbourhoods that have become the centre of anti-government protests that have shaken the country for a month. Clusters of National Guardsmen patrolled Plaza Altamira and the principal streets extending from it while dozens of green-vested workers swept up debris that protesters used to block streets in the middle- and upper-class neighbourhood of eastern Caracas. Another branch of the National Guard patrolled surrounding neighbourhoods on motorcycles.

RUSSIA’S PUTIN DECLARES CRIMEA ‘SOVEREIGN AND INDEPENDENT’ KYIV, Ukraine (Associated Press)
Russian President Vladimir Putin recognized Crimea as a “sovereign and independent country” Monday, just hours after the strategic Black Sea peninsula declared it had broken away from Ukraine. The moves triggered the toughest Western sanctions against Russia since the Cold War – with Washington and the European Union retaliating with asset freezes and travel bans and U.S. President Barack Obama vowing to “increase the cost” if the Kremlin does not back down. Ukraine’s turmoil “I think the decree has become Europe’s of the President of most severe security the United States crisis in years and tenwas written by sions have been high since some joker.” Russian troops seized control of – Deputy Russian Crimea, which decided in a SunPM Dmitry Rogozin day referendum to merge with Russia. Putin signed a decree recognizing Crimea’s independence, and Russian troops were massed near the border with Russian-speaking eastern Ukraine. Ukraine’s acting president raised tensions on the ground by calling for the activation of some 20,000 military reservists and volunteers across the country and for the mobilization of another 20,000 in the recently formed national guard. In the Crimean capital of Simferopol, ethnic Russians applauded the Sunday referendum that overwhelmingly called for secession and for joining Russia. The U.S., EU and Ukraine’s new government do not recognize the referendum held Sunday in Crimea, which was called hastily as Ukraine’s political crisis deepened with the ouster of pro-Russia President Viktor Yanukovych following months of protests and sporadic bloodshed. In addition to calling the vote itself illegal, the Obama administration said there were “massive anomalies” in balloting that returned a 97 per cent
“yes” vote for joining Russia. Obama warned that Russia could face more financial punishment. “If Russia continues to interfere in Ukraine, we stand ready to impose further sanctions,” Obama said. One of the top Russian officials hit by sanctions mocked Obama. “Comrade Obama, what should those who have neither accounts nor property abroad do? Have you not thought about it?” Deputy Prime Minister Dmitry Rogozin tweeted. “I think the decree of the President of the United States was written by some joker.”

U.S. TV PITCHMAN KEVIN TRUDEAU SENT TO PRISON CHICAGO (Associated Press)
Bestselling author Kevin Trudeau, whose name became synonymous with late-night TV pitches, was sentenced to 10 years in prison Monday for bilking consumers through ubiquitous infomercials for his book, The Weight Loss Cure ‘They’ Don’t Want You to Know About. As he imposed the sentence prosecutors had requested, U.S. District Judge Ronald Guzman portrayed the 50-yearold Trudeau as a habitual fraudster going back to his early adulthood. So brazen was Trudeau, the judge said, he once even used his own mother’s Social Security number in a scheme. Addressing the judge earlier in a 10-minute Kevin Trudeau statement, Trudeau apologized and said he’s become a changed man. Jurors convicted Trudeau of criminal contempt in November for defying a 2004 court order barring him from running false ads about the weight-loss book. Despite the order, he aired the infomercials at least 32,000 times, according to prosecutors. Trudeau’s weight-loss book describes a grueling, 500-calorie-a-day diet, as well as hormone treatments. The deception, Guzman explained, came in Trudeau’s infomercials that misrepresented the contents of the book as laying out “a simple, no hunger ... diet-free method of losing weight,” which enticed more people to buy the book.

NEW UNCERTAINTY ARISES OVER MISSING MALAYSIAN JETLINER KUALA LUMPUR, Malaysia (Associated Press)
Officials revealed a new timeline Monday suggesting the final voice transmission from the cockpit of the missing Malaysian plane may have occurred before any of its communications systems were disabled, adding more uncertainty about who aboard might have been to blame. The search for Flight 370, which vanished early March 8 while flying from Kuala Lumpur to Beijing with 239 people on board, has now been expanded deep into the northern and southern hemispheres. With no wreckage found in “The fact that one of the most puzzling aviathere was no tion mysteries of all time, pasdistress signal, no sengers’ relatives have been left ransom notes, no in an agonizing limbo. parties claiming Investigators say the Boeing responsibility, there 777 was deliberately diverted is always hope.” during its overnight flight and – Malaysian official flew off-course for hours. Hishammuddin Malaysian Defence Minister Hussein Hishammuddin Hussein said finding the plane was still the main focus, and he did not rule out that it might be discovered intact. “The fact that there was no distress signal, no ransom notes, no parties claiming responsibility, there is always hope,” Hishammuddin said at a news conference. Malaysian Airlines CEO Ahmad Jauhari Yahya said an initial investigation indicated that the last words ground controllers heard from the plane – “All right, good night” – were spoken by the co-pilot, Fariq Abdul Hamid. A voice other than that of Fariq or the pilot, Zaharie Ahmad Shah, it would have been clearest indication yet of something amiss in the cockpit before the flight went off-course.
Malaysian officials said earlier that those words came after one of the jetliner’s data communications systems – the Aircraft Communications Addressing and Reporting System – had been switched off, suggesting the voice from the cockpit may have been trying to deceive ground controllers. However, Ahmad said that while the last data transmission from ACARS – which gives plane performance and maintenance information – came before that, it was still unclear at what point the system was switched off, making any implications of the timing murkier.

PISTORIUS LOVED GUNS: MANAGER OF FIREARMS ACADEMY
PRETORIA, South Africa (Associated Press)
Months before he killed his girlfriend, Oscar Pistorius said he drew his gun and went into “combat mode” after thinking he heard the noise of an intruder at his home, which turned out to be a washing machine, a South African guns expert testified Monday at the athlete’s murder trial. Sean Rens also said Pistorius wanted to buy seven more guns in 2012 – to add to the 9 mm pistol he already owned for self-defence – and asked the firearm trainer to procure them for him under a gun collector’s permit. The guns included a semi-automatic assault rifle, three shotguns, another self-loading rifle and two Smith & Wesson handguns. Rens, the manager of the International Firearm Training Academy in Walkerville, south of Johannesburg, produced one invoice that included five of the guns and nearly 600 hundred rounds of ammunition made out in Pistorius’ name. That total price came to nearly $5,000 and Pistorius had already paid around $4,500 of the bill, the invoice showed. The order was cancelled after Pistorius shot dead girlfriend Reeva Steenkamp in early 2013, Rens said. The remaining two guns were contained on a second invoice, the firearm dealer said. Rens also said he had many conversations about firearms with Pistorius, who is accused of murder in Steenkamp’s shooting death on Valentine’s Day last year. Rens said the double-amputee runner had “a great love and enthusiasm” for guns.

office. The Los Angeles County district attorney’s office declined to file charges, citing conflicting witness statements and the civil settlement. The Jan. 13 altercation occurred after the 18-year-old man used a racial slur in an argument with West’s fiancee, Kim Kardashian, according to a document prepared by a prosecutor. The reality starlet called West and told him about the incident and the rapper came to the building and attacked the man in a chiropractor’s office, the document stated.
NO CONTEST IN BATTERY CASE LOS ANGELES (Associated Press)
Kanye West pleaded no contest Monday to misdemeanour battery against a photographer at Los Angeles International Airport in a special plea in which he maintains his innocence. West entered the plea through his attorney and did not attend the court hearing. He was sentenced to two years of probation, 24 anger management therapy sessions and 250 hours of community service. The rapper did not reach a civil settlement with the paparazzo, and his plea cannot be used against him in a civil lawsuit. West was charged with misdemeanour counts of battery and grand theft after an altercation at LAX with photographer Daniel Ramos in July. Ramos claimed West punched him in an unprovoked attack and wrestled his camera to the ground during the scuffle. Ramos is suing West and attended Monday’s hearing accompanied by his lawyer, Gloria Allred. Prosecutors declined to file felony charges against West, but city prosecutors decided to pursue misdemeanour charges. Each count carried a penalty of up to six months in jail or a $1,000 fine. West was arrested in September 2008 after another scuffle with photographers inside a terminal at LAX, but the cases were dismissed after he completed anger management treatment and agreed to pay the photographers for broken equipment. Earlier this year, West reached a civil settlement with a man he was accused of assaulting in a Beverly Hills medical

FASHION DESIGNER L’WREN SCOTT FOUND DEAD IN NEW YORK
NEW YORK (Associated Press)
L’Wren Scott, who left her small-town Utah home as a teenager to become a model in Paris, then a top Hollywood stylist and finally a highend fashion designer best known as the longtime girlfriend of Mick Jagger, has died in what was being investigated as an apparent suicide. Scott was found dead in her Manhattan apartment at 10 a.m. Monday; no note was found and there was no sign of foul play, police said. The designer had texted her assistant 90 minutes earlier and asked her to come to her apartment but didn’t say why. She was found kneeling with a scarf wrapped around her L’Wren Scott neck that had been tied to the handle of a French door, police said. Jagger’s representative said the singer was “completely shocked and devastated by the news” of her death. Scott, whose elegant designs in lush fabrics were favoured by celebrities like Madonna, Nicole Kidman, Oprah Winfrey, Penelope Cruz and first lady Michelle Obama, was a fixture on Jagger’s arm since she met the Rolling Stones frontman in 2001.

KISS, DEF LEPPARD PAIR UP FOR 40 DATE SUMMER TOUR
CHRIS BROWN ORDERED TO REMAIN IN L.A. JAIL
NEW YORK (Associated Press)
LOS ANGELES (Associated Press)
Chris Brown will spend another month in jail after a judge said Monday he was told the singer made troubling comments in rehab about being good at using guns and knives. Brown was arrested on Friday after he was dismissed from a Malibu facility where he was receiving treatment for anger management, substance abuse and issues related to bipolar disorder. Superior Court Judge James R. Brandlin said rehab officials reported to him that Brown said during a group session, “’I am good at using guns and knives.”’ The facility cited three other violations of its rules, claiming Brown refused to take a drug test, made a statement that alarmed rehab officials, and was seen touching the elbow of a female client. His attorney Mark Geragos said the comment Brown made that prompted concern was, “’I’m going to ask my higher power to take away my troubles.”’ Brandlin rejected a request by Geragos that the Grammy-winning Brown be released into a different rehab program. The singer has been under court supervision since pleading guilty to the felony assault of his then-friend Rihanna in an attack hours before the 2009 Grammy Awards.
Kiss and Def Leppard are joining forces for a summer tour. The legendary bands will embark on a U.S. tour June 23 in West Valley City, Utah. They will play more than 40 dates, including Los Angeles; Austin, Texas; Nashville, Tenn.; Atlanta; and Tampa, Fla. The tour wraps Aug. 31 in Woodlands, Texas. Tickets go on sale Friday. “You have two bands who to one degree or another have stood the test of time and put them together and you’ll have a great night of music,” said Paul Stanley of Kiss in an interview. “We’re living in a time now where everyone wants more for their money, and that’s understandable. So, when you can get two bands to collaborate together, we couldn’t pick a better band for this tour than Def Leppard to go out with us.” Def Leppard’s Joe Elliott said it’s not likely the two bands will perform together. “We’re not jam bands either of us,” Elliott said in an interview from Dublin. “It’s very theatrical what Kiss does to a lesser extent obviously ‘cause we don’t do the makeup thing, our show runs like

a military operation for sure. It’s not like the Grateful Dead and Phish touring or something.” Kiss and Def Leppard are partnering with various military companies for the tour to support U.S. troops, including the United Service Organizations Inc. and Hiring Our Heroes.
Kiss will be inducted into the Rock and Roll Hall of Fame next month. This year marks Kiss’ 40th anniversary. Elliott will release a new album with his band Down ‘N’ Outz called The Further Adventures Of... on April 21. He said Def Leppard recently went into the studio to write new music.

HOUSING MARKET SLOWING, BUT NO CRASH: CREA OTTAWA (Canadian Press)
Canada’s housing market is slowing, but the Canadian Real Estate Association still sees no signs of an strong correction that would disrupt the economy or crash real estate values. In a new forecast released Monday, the national organization of real estate agencies predicted that sales volumes would continue to grow this year to 463,700 units – a 1.3 per cent gain – over 2013, although that is below the association’s projection in December. The association notes 2014 got off to a slow start this year despite sales of existing homes rising 0.3 per cent in February compared with January and up 1.9 per cent from a year ago. The modest February increase followed five monthly declines that left activity 9.3 per cent below the peak reached in August 2013. But all the talk of a coming crash is off base, said Gregory Klump, CREA’s chief economist. Klump said he expects sales to pick up in the spring, with moderately rising mortgage rates to “pinch” affordability in the second half of 2014, although the higher rates will likely
come in conjunction with a stronger economy. “Marginally higher mortgage rates are likely to counterbalance the lift provided by stronger economic and continuing job growth, and restrain the momentum of sales activity,” he explained. The net result, according to CREA, is a slowing but still growing housing market, with average home prices continuing to track north although at a more leisurely pace. It predicts the average Canadian home price will rise by 3.8 per cent to $397,000 in 2014 and another 1.1 per cent to $401,400 in 2015. CIBC deputy chief economist Benjamin Tal, who follows the real estate sector closely, said he is not as optimistic as CREA about the direction of the market, but agrees there are no strong indicators of a housing correction – which some analysts have said could cause prices to plunge by 20 to 30 per cent over the next few years. “I think the spring, although it will be OK, won’t be a strong spring ... in fact it will be the weakest spring in a while,” he said. “But not a crashing number,” he added.

WALMART MARKS 20 YEARS IN CANADIAN MARKET MISSISSAUGA, Ont. (Canadian Press)
Walmart is marking the 20th anniversary of its entry into Canada. The U.S.-based discount department chain got its start in this country with the acquisition of 122 Woolco stores on March 17, 1994. Since then, Walmart Canada has more than tripled the number of stores in its chain and it employs nearly six times as many people. The company currently has 389 stores and more than 95,000 associates, up from 16,000 employees in 1994. Walmart says it plans a number of initiatives this year to mark its 20 years in this country, including a Toronto event that it’s calling a national “cost of living summit.” It says the event will bring together consumers, business leaders and others to help address financial challenges for Canadian families.
NEW GM RECALL COVERS 1.5 MILLION SUVS, VANS DETROIT (Associated Press)
General Motors is recalling nearly 1.2 million SUVs for defective side air bags. GM also announced smaller recalls Monday of commercial vans and Cadillac sedans amounting to about 364,000 vehicles for separate problems. The new recall comes as GM is facing multiple investigations over its handling of a recall of more than 1.6 million small cars for defective ignition switches. The company says it expects to spend approximately $300 million in the first quarter to repair the vehicles in the new recalls as well as the vehicles in the ignition recall. The company said Monday it’s recalling the SUVs, including the Buick Enclave and GMC Acadia, because their side air bags might not deploy.

STAMKOS AND PALAT LEAD LIGHTNING OVER CANUCKS TAMPA, Fla. (Associated Press)
Steven Stamkos and Ondrej Palat both had a goal and an assist to lead the Tampa Bay Lightning past the Vancouver Canucks 4-3 on Monday night. Valtteri Filppula and Tom Pyatt also scored for the Lightning, who moved into a second-place tie with Montreal – with one game at hand – in the Atlantic Division after completing a 3-1-2 homestand. Ben Bishop extended his single-season team record with his 32nd win. Vancouver, which started the game in 10th place in the Western Conference, is 3-6-1 in its last 10 games. Alexandre Burrows scored two goals, and Jannik Hansen added a short-handed tally for the Canucks. After Pyatt scored midway through the third period, the Canucks got within one on goals by Burrows at 11:44 and Hansen at 15:16. Stamkos put the Lightning up 1-0 with a power-play goal from the low slot 17:56 into the game. Palat assisted on the goal, and has five assists and nine points during a five-game
point streak. Bishop made in-close rebound saves on Alexander Edler and Shawn Matthias late in the first. After Eddie Lack stopped eight Lightning shots early in the second, Tampa Bay went ahead 2-0 when Palat’s pass went off sliding Canucks defenceman Ryan Stanton and into the net at 6:54. Filppula made it 3-0 with 9 seconds left in the second when his pass deflected off Stanton and past Lack. The centre has two goals and eight points during a five-game point streak. Burrows ended Bishop’s bid for a second consecutive shutout on a power-play rebound goal 5:44 into the third. Bishop got his fifth shutout this season in a 3-0 victory over New Jersey on Saturday. NOTES: The Lightning held a pregame ceremony honouring the 2004 Stanley Cup championship team. BACKES SCORES 2 AS BLUES BEAT JETS ST. LOUIS (Associated Press)
David Backes scored twice, and Ryan Miller made 16 saves in another win as the St. Louis Blues beat the Winnipeg Jets 3-1 on Monday night. The Blues are 7-0-1 since Miller was acquired by trade from Buffalo. St. Louis has won three straight and eight of nine. JETS Western Conference-leading St. Louis LOSE has an NHL-best 101 points. It is the 3-1 sixth time in franchise history that the Blues have reached 100 points. Backes has 23 goals this season. Brendan Morrow added a goal, and Jay Bouwmeester had two assists in the Blues’ win. Eric O’Dell had the lone goal for Winnipeg, and Al Montoya made 23 saves. The Blues won despite the absence of players Vladimir Tarasenko and T.J. Oshie. Tarasenko is expected to miss six weeks because of a hand injury sustained Saturday against Nashville. Oshie, whose first child was born earlier Monday, should be back for Wednesday’s game at Chicago. Backes broke a 1-1 tie with a power-play goal at 13:09 of the third period when he swatted in a rebound of Ian Cole’s shot. With 1:11 left, Backes was awarded a goal when he broke in on the Jets’ empty net and was pulled down by Jacob Trouba. After a listless first period, St. Louis took a 1-0 lead just 1:44 into the second. After Winnipeg’s Devin Setoguchi failed to control a bouncing puck, Derek Roy took it and broke in on left wing. He centred a pass to Morrow on the right side for a shot into the open net.
CANADA SPEEDS TO VICTORY AT WOMEN’S CURLING WORLDS SAINT JOHN, N.B. (Canadian Press)
A pair of quick wins for Canada’s Rachel Homan at the Ford World Women’s Curling Championship on Monday allowed the host country to both regain their confidence and conserve energy for later in the tournament. Allison Pottinger of the United States shook hands after just six ends when Canada held a commanding 9-3 lead. Homan and her Ottawa Curling Club team downed Denmark’s Madeleine Dupont 8-4 earlier in a game that went eight ends. “It’s definitely nice to get some rest after playing some shorter games,” Homan said. “It’s nice to get some extra rest when you can.” Canada was tied for second at 4-1 with Sweden’s Margaretha Sigfridsson behind unbeaten Binia Feltscher of Switzerland at 5-0. The logjam of countries at 3-2 included the U.S., China’s Liu Sijia, Russia’s Anna Sidorova and South Korea’s Ji-sun Kim. Scotland’s Kerry Barr was 2-3 ahead of Denmark, Latvia’s Evita Regza and Germany Oona Lehmann at 1-4. The Czech Republic’s Anna Kubeskova was winless in five games. The top four teams at the conclusion of playoffs Thursday advance to the playoffs.

Irsay acknowledged in 2002 that he had become dependent on painkillers after several years of operations but said he had overcome the problem after undergoing treatment. Marion County prosecutors said the U.S. Drug Enforcement Administration investigated how Irsay obtained the painkillers. Federal authorities wouldn’t confirm any investigation was taking place. Prosecutors at the time said they saw no reason to charge Irsay. A plastic surgeon who wrote prescriptions for Irsay later surrendered his federal permit to prescribe narcotic drugs.

Well, lookie here. One minute you have a perfectly good Blue Box recycling program. The next, something new and rather questionable is being put in its place. And they thought they’d get away with it right under your nose, without telling you or asking your opinion. That’s definitely not democracy in action. The BC Government, elected by us to represent our best interests, has decided to offload the costs of recycling to big multi-national corporations. To implement this new plan, they’ve set up an association that doesn’t really seem to hold the environment, local jobs, or the municipalities that run the Blue Box program, close to its heart.
Perhaps that’s why some of our local elected officials are using the word “scam” to describe how the new program is being set up. It’s also perhaps why several of BC’s municipalities refuse to jump on board. That’s gotta tell you something. Now it’s your turn to let Premier Christy Clark know what you think. Contact her today to say that dismantling an already-working recycling program to replace it with something that few people think will be as good, is a bad idea.
What’s going on here?

SON OF EGYPT’S OUSTED PRESIDENT FACING DRUG TRIAL CAIRO, Egypt (Associated Press)
Prosecutors referred the youngest son of Egypt’s ousted Islamist president Mohammed Morsi to trial Monday on charges of drug use and possession, an accusation his family dismisses as an attempt to tarnish their image. Moumin Salman, a prosecutor in the Nile Delta city of Benha, ordered that 20-year-old Abdullah Morsi, a university freshman, and his friend be tried before a criminal court. A date has not yet been set for the trial. According to police accounts, Morsi’s son was arrested with his friend on March 1 after a local patrol became suspicious of a parked car on the side of the road on the east edge of Cairo. After a search, the officers told prosecutors, the police found two rolled hashish cigarettes in their car. The police say first Morsi and his friend refused to take a drug test, but later agreed and were then released. The family said the charges are fabricated, and aim to defame Morsi’s family. Abdullah’s older brother, Osama, told The Associated Press at the time that he had received warnings from officials that members of the family will now be targeted for prosecution.
U.S. researchers say they have spotted evidence that a split-second after the Big Bang, the newly formed universe ballooned out at a pace so astonishing that it left behind ripples in the fabric of the cosmos. If confirmed, experts said, the discovery would be a major advance in the understanding of the early universe. Although many scientists already believed that an initial, extremely rapid growth spurt happened, they have long sought the evidence cited in the new study. Researchers reported Monday that they found it by peering into the faint light that remains from the Big Bang of nearly 14 billion years ago. The discovery “gives us a window on the universe at the very beginning, when it was far less than one-trillionth of a second old, said theoretical physicist Lawrence Krauss of Arizona State University, who was not involved in the work. “It’s just amazing, he said. “You can see back to the beginning of time. Marc Kamionkowski, a theoretical physicist at Johns Hopkins University who didn’t participate in the research, used a common baseball analogy, saying the finding is “not just a home run. It’s a grand slam.
He and other experts said the results must be confirmed by other observations, a standard caveat in science. Right after the Big Bang, the universe was a hot soup of particles. It took about 380,000 years to cool enough that the particles could form atoms, then stars and galaxies. Billions of years later, planets formed from gas and dust that were orbiting stars. Astronomers scanned about 2 per cent of the sky for three years with a telescope at the South Pole, where the
13
air is exceptionally dry. They were looking for a specific pattern in light waves within the faint microwave glow left over from the Big Bang. The pattern has long been considered evidence of rapid growth, known as inflation. Kovac called it “the smoking-gun signature of inflation. The researchers say the light-wave pattern was caused by gravitational waves, which are ripples in space and time. If verified, the new work would be the first detection of such waves from the birth of the universe, which have been called the first tremors of the Big Bang.

She will be greatly missed by her family & friends. A memorial service will be held 2pm Sat, March 22, 2014, at the Kingdom Hall of Jehovah’s Witnesses, 14832 - 24th Ave.
FORD, John Peter 1933-2014 It is with much sadness that the family announces the passing of John on February 28, 2014. He passed away peacefully with his family by his side, after a courageous battle with cancer. John was a wonderful husband to Joan (53 years), a proud and loving father to Bob (Shirley) and Don, and a terrific grandfather to Katie. He will be sadly missed by his father George (102 years old), his younger brother Gerry (Sylvia), his sister-in-law Connie and several nieces and nephews. He was predeceased by his mother Annie, his younger brother Bill, his sister-in-law Valerie and his nephew Jeffrey. John was born in Winnipeg, Manitoba, where he lived until his graduation from the University of Manitoba in 1956. He then began his 36 year career with Imperial Oil Ltd. serving in various management positions in Edmonton, Calgary, South Africa and Toronto. He retired in 1992 as President of Atlas Supply Company of Canada Ltd. In 1994, he and Joan moved from Toronto to White Rock to enjoy their retirement years. John’s love of sports began in his younger days when he played football, baseball and hockey. In retirement, golf became his passion and he so enjoyed a game with his family and friends. One of the highlights of his life was the trip he took in 2005 with his two sons to play golf at Pebble Beach. At John’s request there will be no funeral service. To celebrate his life, an informal reception will be held at Hazelmere Golf & Country Club (18150 - 8th Avenue, Surrey, BC) on Sunday, March 16th, from 1:00 to 4:00pm. Donations in his memory may be made to the Canadian Cancer Society (Pancreatic Cancer Research), or to the Peace Arch Hospice, where John received exceptional care. (www.whiterockhospice.org) Special thanks to Dr. C. King, Dr. M. O’Brien, Dr. Johal and Dr. Joshi and the kind and caring nursing staff for all their support during this difficult time.

HENDRY, William Blackwood May 20, 1928 - March 2, 2014 Born in Loans, Scotland, May 20, 1928 Bill arrived in Canada at the age of 23. Traveling to BC he easily found employment as a carpenter. In Port Alice he met his wife, Diane. Married on August 29, 1957 in Vancouver, they moved to Whalley with their two girls, Janice and Beth. Working for Dominion Construction, Bill supervised many large building projects not only in Vancouver, but also in Prince George, Smithers, Cranbrook, Powell River, Victoria, Ladysmith and Vernon, where his family lived for six years. He retired to South Surrey after 37 years of dedicated work with Dominion. Though work was his passion, his greatest joy were his grandchildren; Troy, Michelle, Megan and Zack and his great grandchildren; Elijah and Noah. After battling three strokes and two bouts of cancer, he chose to move on and passed away peacefully at Peace Arch Hospital on March 2, 2014. Bill will be sorely missed by his wife, brother and two sisters, daughters, in laws, partners, and grand and great grandchildren who are comforted by the knowledge that if there is a hammer in heaven, or a stick to be carved, he will find it. Memorial service to be held at Peace Portal Alliance Church Chapel, White Rock at 2:00pm on April 4, 2014.
In Loving Memory of Gregory Kirk McCauley Nov. 23, 1955 - Dec. 21, 2013 With great sadness we are announcing the unexpected passing of our dad. He is survived by his mother Evelyn, daughter Jennifer, son Daniel, and his 3 brothers Chuck, Rick, and Dave. Greg grew up in Crescent Beach/White Rock. He loved golfing, sports, and camping with his family. Memorial Service to take place on March 23rd 12-3pm at Beecher Place, Crescent Beach 12160 Beecher Street Dad, you will always be in our hearts and dearly missed. ~ Love you, forever & always.

INFORMATION ADVERTISE in the LARGEST OUTDOOR PUBLICATION IN BC The 2014-2016 BC Hunting Regulations Synopsis
JACOB, George It is with sadness that the family announces the passing of George Jacob, at Peace Arch Hospital, Hospice Unit, in White Rock, BC, on February 27, 2014, at the age of 82. Loving husband to Rose Jacob (nee Aleksic) for almost 60 years. Proud father of Irene (Mike Mannella) and John (Audrey). Devoted grandfather to Adam, Emily, Rachel, and Kate. Much loved brother-inlaw of Stephanie and Frank Frost of Surrey BC, and Uncle to Richard and Wendy Frost. Survived by 1 sister and 2 brothers in Romania. Born in Turnu Severin, Romania, he made his way to Italy in 1949 and then to Canada in 1951 to start a new life. After working in Quebec, and the mine in Sudbury, he was married and started a family in Beardmore, Ont, while working in the Leitch Gold Mine. Moving to Fort William, Ont. in 1956, he became a welder and pipefitter and later a foreman working on the construction of many paper mills across Northwestern Ontario. In 1973, he and his wife purchased their own motel business in Thunder Bay, Ont, which they ran successfully for 14 years, later retiring to White Rock, BC in 1999. He was a Mason and volunteered over the years in assisting new immigrants. He was a private and philosophical man, who studied science, appreciated art, and enjoyed soccer, chess and wine. He enjoyed helping friends & strangers alike & could repair anything from engines to electronics. He will be greatly missed by those who loved him & those whose lives he touched along the way. Remembrances would be gratefully received at either the “Peach Arch Hospital and Community Health Foundation Hospice Fund”, in White Rock, BC, or the Canadian Cancer Society.
