Work continues at a steady pace on Keremeos’ new water reservoir. Larry Vink, Project Supervisor with Neelco, who are contractors for the project, said last week that weath-

The site currently employs several local workers, who were busy last week tying rebar in prefabricated concrete forms, in preparation for concrete pouring of the reservoir’s walls. Other work was continuing on the facility’s service road. The 500,000 gallon storage tank is expected to be in service by early summer.

The reservoir project caused some controversy in Keremeos prior to a referendum that took place in April last year. A number of residents disputed the need for the facility, citing other infrastructure needs as higher priorities for the village and the KID. The reservoir project is a major component of the Keremeos Irrigation District Capital Works Plan.

Work party weekend By Steve Arstad Keremeos Grist Mill is getting ready for another busy season as work continues to prepare the grounds for summer operation. Residents of the Lower Similkameen are being invited to pitch in and join the Grist Mill Heritage Club for a fun weekend April 12-13. Participants are invited to stick around afterwards as Grist Mill Manager Chris Mathieson plans back to back dinners on Saturday and Sunday to feed all those who helped out. Editorial Climate action program provides little incentive to small communities A recent Liberal government caucus press release touting the provision of $70,444 in grants to seven municipalities in the Boundary - Similkameen also included a $1,093 grant to the Village of Keremeos. The grants derive from the Climate Action Revenue Incentive Program, a conditional program that provides funding to Climate Action Charter signatories, of which Keremeos is one. Climate Action Charter communities monitor and chart their progress in carbon footprint reduction on an annual basis, providing a report card to the province. In return for the report, municipalities receive a grant equivalent to 100 per cent of the carbon tax they pay directly. Green incentives such as this have merit, however, Keremeos’ experience reveals a flaw in the province’s current Climate Action Program - a flaw that makes the program difficult for small B.C. communities like Keremeos to benefit from. Village of Keremeos staff’s recent CARIP report to council came with a comment the report to CARIP cost more to produce than the grant received. “I think most municipalities originally saw the Climate Action Charter as a good idea, with valid goals,” said CAO Laurie Taylor in a subsequent interview, “we’re all in favour of green legislation, but no one understood how much work was going to be involved in reporting.” It appears to us, the way the program is currently set up, smaller communities are actually at a disincentive to continue their involvement if the cost of reporting outweighs the financial return. It appears to be a good idea that got lost in paperwork. Perhaps the province should take a look at streamlining the reporting process for small communities. Right now, they are following the same rules as the larger centres, but unable to reap any rewards. If that’s the case, it would appear to us that it’s just a matter of time before smaller centres look at their balance sheet and decide the program simply isn’t worth putting staff resources into every year.

I’m never ready for spring By Steve Arstad news@keremeosreview.com Strong hints of spring have definitely been in the air this past week as temperatures climb out of the single digits and grass starts to green up. While winter is always long and cold, I didn’t find this year’s version exceptionally bad. At least, I was able to work outside most every weekend, without having to struggle unduly with the elements. I found myself wondering why, then, this past weekend did it feel like I had so much yard work to catch up on? I really thought I was ahead of the game towards the middle of March - pruning done, cuttings burned, some building maintenance underway - I actually thought I was way ahead of schedule. But, let the weather warm up a few degrees,

and suddenly things are starting to grow again, and all of a sudden there’s a list of yard chores longer than the winter months just passed. There’s something about the beginning of growing season, if you grow stuff, (or at least, try to grow stuff) that brings on a sense of urgency outdoors, of things to do and things to complete before summer weather hits and it becomes time to relax, not toil, outside. There is also a problem with spring weather, in that it can be more vexatious than winter for planning outdoor activities.What starts off as a pleasant Saturday morning can cloud over so that by noon the sky is opening up and a cold wind is bringing on memories of the winter just past. Of course, the weathe r c h a n g e s m i dw ay through the day just

when I’m thinking of restaining that faded siding, or finishing the fascia on the garage. I also have the lawn to rake, the garden to plant, the trailer to get ready for the season, the irrigation to turn on (and repair), oil changes on the vehicles and all the things in between that weren’t even on my mind before the spring season hit. Oh yes, and then there is always the machinery that I forgot to maintain last fall - and now it won’t work when I need it. The dull chainsaw, the string trimmer without the string, the lawnmower full of bad gas - you get the picture. It’s funny though I’ve never had the inclination to convince my wife we should sell and move to a strata condo, where we wouldn’t have to lift a finger. As much as it can be frustrating at times, and

as much as it can sometimes leave me feeling as though I’m a slave to the household, I really do enjoy having a backyard and the excuses it provides to getting outside. I ’d p ro b ab l y n o t know what to do with myself if I didn’t have all these things on my mind come spring - it gives my weekend purpose, provides a bit of exercise, and sometimes a feeling of pride in accomplishment. That’s what I’ll be telling myself for the next few weeks anyway.

Landmark Amber Light to close Cawston convenience store leaves a legacy of memories after two and a half decades of service to the community By Steve Arstad news@keremeosreview.com The Amber Light Confectionary began as a family based business in Cawston 25 years ago. The landmark general store will cease operation at the end of this month as proprietors Sherry and Caloger Graci retire. Sherry, Cal and sons Alex and Tony began the operation in 1989. In the 1990s the business also contained a restaurant as well, where breakfasts and lunches were served. “We were known for having the best burgers around,” said Alex, who has been spending time at the store assisting his mother as she sells off remaining inventory through the rest of April. “Burgers or soup,” recalled Sherry, “I remember cooking the same thing for two years straight for Joe Boult. A few days of spring-like weather has turned thoughts to real estate as local realtors notice the annual uptick in interest in Similkameen real estate markets. Tuesday McDonald of Royal Lepage Realty Keremeos said recently, “A few things are moving. With spring here, everyone is hopeful that real estate markets are going to be robust.” However, McDonald adds, “Real estate prices are still dropping - bargains are selling well, though. Repeal Fair Elections Act immediately all live and prosper in the beautiful country, Canada. Since greenhouse gasses are touted to be harmful for our world wide environment, why then, have you not pushed for control of fossil products (oil, gas, bitumen) There are reportedly carburetion devices that use a lean amount of fossil product. At the very least, one gallon to travel one hundred miles. Not only this, hydrogen from water alone can power a motor, We wouldn’t need heavy pipelines. Steven Harper and his corporate oil cabal would lose control. Steven Harper does not seem to understand or care about future environmental consequences. 2. Education - A very necessary tool to control crime and get everybody working. Many young people get bored in high school. Industrial courses must be available to youth and adults as well. Also, the public needs education in many aspects. Citizens need to be more responsible for themselves. For example, homecare and simple accounting courses should be

available, cost effectively, in most communities. 3. Finances - Still too much corporate preferential treatment that allows, many industries to avoid fines and rules that affect our environment. Corporations need to be pushed to providing on-thejob training for youth, as well as adults. Senate reform was a Harper election promise. Much money could be saved, particularly if all Senate dead wood was replaced. This party does not listen to, or answer “people” problems, and has become too far right in attitude. Efforts to engineer the federal vote outcome by changing of electoral boundaries, as well as forbidding many voters to exercise their rights to vote is unforgiveable. Disenfranchising, alone is totally undemocratic, may be unconstitutional and is totally not Canadian. This is election cheating. Repeal the Fair Elections Act immediately. This spring’s format is more condensed than before. We’ll do it all in one week. The introductory session, and the longest one, begins at 9 a.m. Sunday. It is a pleasant, eye-opening, and mind-expanding stand-alone class that I call “Learn to Meditate in 150 Minutes”. As I have been led to teach it, this is an experientiallybased, self-validating approach that honors and respects your own integrity. It does not presuppose or force-feed any religious doctrine. Persons of any faith persuasion or none are welcome. By noon you will have all you need to begin or refresh your own meditation practice. Donated laptops connect past with future for First Nations students Contributed

When children at the Lower Similkameen Indian Band School trek outside to research plants and animals, they bring their laptops. The students record their findings, return to their classroom and connect to the internet to learn more. “Access to a laptop is critical for our students,” said Sharon Wilson, principal of the First Nation School, which has students from pre-kindergarten to Grade 4. “Computers are part of our everyday lives, and having the opportunity to use a laptop for class better prepares our students for the future.”

Primarily the refurbished laptops are used by students for research. Students at the school also use them as a means to tell traditional First Nations stories and to play educational games. Wilson is thankful her students have access to the resource. “We wouldn’t have these laptops for our students if it wasn’t for FortisBC’s donation,” said Wilson. FortisBC gave 10 refurbished laptops to the school as part of its commitment to contribute to the economic and social well-being of the communities where it operates. Lower Similkameen Indian Band Chief Keith Crow said the laptops con-

nect the past with the future. “Technology has taken a place of prominence in our children’s lives,” said Crow. “The donation of laptops from FortisBC allows students the opportunity to use something contemporary to learn about their history and culture. This is the best of both worlds that we aspire to for our children.” FortisBC donates laptops that work well but aren’t able to run the most current software required by employees, or are no longer viable for field use.” “They’re good machines,” said Tim Swanson, FortisBC’s Director

Art show turns aims to make treasure out of trash By Steve Arstad news@keremeosreview.com

An artist’s exhibition taking place on April 12 and 13 promises to provide illustration to the old saying, “One man’s trash is another man’s treasure.” The Trash - Formation Art Show, hosted by the Keremeos and District Arts Council, is currently seeking artists working in two and three dimension formats for the themed exhibition, which will celebrate the creation of art and upcycled items made by recycling materials. “The exhibition ties in nicely with Earth Day, which takes place this year on Tuesday, April 22,” said KADAC member Judy Chisholm, who is assisting in the organization of the event. The exhibition hopes to feature artists who have found inspiration from industrial, consumer, found or everyday materials that are no longer desired, needed or able to fulfill their original purpose. Submissions must include a completed registration form, available from Judy Chisholm (250-499-6034) or at the KADAC website (www.KADAC.ca) Submissions should also include a description of the art piece, including title, size, medium and price (if for sale). All hanging art must have a wire attached for hanging. A bio of the artist that also describes the piece, including process and methodology, should be included on standard 8-1/2 by 11 binder paper. Ballots for best entry in two categories - “Art” and “Repurposed” - will be awarded on Saturday, April 27 after 3 p.m. Prizes will be awarded at 3:30 p.m. Sunday, April 27. Chisholm said the exhibit will be the first of its kind

in Keremeos. She got the idea after seeing a similar event in Hawaii. “The idea behind the show is to encourage re-use in a creative way,” she said.

Late season ice fishing diehards John Shelton and Henry May punched a couple of holes in the ice at the fishing dock at Yellow Lake on April 3 to try their luck. The two fishermen, from Peachland and Westbank respectively, found about three inches of ice still surrounding the dock, but with much of the shoreline edge receding decided to play it safe and fish off the dock. Warming temperatures towards the end of last week resulted in the ice going out on the weekend of April 5-6.

Keremeos part of region wide graffitti spraying spree Crimestoppers’ latest crime of the week concerns an increase in vandalism in the region, and Keremeos was no exception to the local trend. Coincident with March break, a rash of graffitti damage occurred in Keremeos in the vicinity of Veterans Avenue and Sixth Street in the early morning hours of March 25. Damage occurred at Ambry Self Storage and at Kere-

meos Community Church. A stop sign was also damaged. It may seem relatively innocuous, but graffitti damage can quickly total into the thousands of dollars. Crime Stoppers suggest businesses and residents remove graffitti as soon as possible so that it doesn’t attract more destruction. Region’s communities receive funding support for a greener B.C. By Steve Arstad news@keremeosreview.com The Village of Keremeos received $1,093 from the Province of B.C. in support of a healthier, more sustainable community. As a signatory of the Climate Action Charter, several Boundary-Similkameen municipalities received grants through the Climate Action Revenue Incentive Program to support the community’s efforts to reduce greenhouse gas emissions and work

toward their Climate Action Charter goals. Keremeos Village staff delivered their CARIP report to council on March 3. At the time, council was told that staff time spent compiling the report cost more than the grant was worth. The Climate Action Revenue Incentive Program is a conditional grant program that provides funding to Climate Action Charter signatories. Communities that signed the Climate Action Charter and report publicly on their progress toward meeting their climate action goals are eligible to receive a

grant equivalent to 100 per cent of the carbon tax they pay directly. A total of $6.8 million province wide will be paid out in the fiscal year 2013/14. Since 2008, the B.C. government has provided $19 million through the Climate Action Revenue Incentive Program. Climate Action Charter communities monitor and chart their progress year over year. They also support public transparency. Currently, 96 per cent of communities in B.C. have signed the Climate Action Charter.

REFLEXOLOGY Dating back to 2330 BC, the first record of Reflexology is found in an Egyptian physician’s tomb. Traces of ‘foot work’ also appear in other cultures such as China, India andEurope going back thousands of years indicating no one culture invented it. Today’s methods are based on the work of Dr. William Fitzgerald who studied the art of ‘pressure therapy’ in Europe and pioneered ‘Zone Therapy’ in the USA, and that of Eunice Ingham who systematized and popularized the therapy in the 1930s. Research is ongoing proving the benefits of Reflexology. Reflexology is a natural, non-invasive healing art based on the principle that there are reflexes in the feet, hands and ears that correspond to every part of the body. The physical image of the body is mapped on the the feet in a logical, anatomical pattern; the toes represent the head, the ball of the foot corresponds to the internal organs and the heel of the foot corresponds to the pelvic region in our body. Similar maps of reflexes are found on the ears or the hands as well. Through application of pressure on these reflexes - with hands only - Reflexology relieves tension, improves circulation, opens the flow in blocked nerves and helps promote the natural functioning and healing of the body. Reflexology does not diagnose or prescribe. The whole body is treated rather than a specific condition. Essentially, Reflexology helps to balance the physical, mental and emotional aspects of your whole body. If an organ or gland is under or overactive, Reflexology can help return it to a normal level. The body has the ability to heal itself. Following illness, stress, injury or disease, it is in a state of imbalance and vital energy pathways are blocked, preventing the body from functioning effectively. When one part of the body is not functioning well, the effect is felt throughout the entire system. Reflexology can be used to restore and maintain the body’s natural balance and encourage healing. For each person, the application and the effect of the therapy are unique. Sensitive, trained hands can detect tiny deposits and imbalances in the feet. By working on these points the Reflexologist can release blockages and restore the free flow of energy to the whole body. Tensions are eased and circulation and elimination are improved. This gentle therapy encourages the body to heal itself at its own pace, often counteracting a lifetime of misuse. During a Reflexology session the client is relaxing in a comfortable position. The Reflexologist may work on the hands, ears or feet. Sessions usually last from 45-60 minutes. Beginning with the right side, all reflex points on both sides are stimulated as the body is considered to be a whole unit. Reflexology is safe for everyone, although pressure and length of session may vary for babies, the aged or the extremely ill.

SMOKELESS TOBACCO

“Smokeless tobacco” is often used by those to avoid the bad effects of inhaling tobacco smoke into their lungs. Smokeless tobacco is chewed but is not without serious problems. Recently, a tobacco company paid out a $5 million (US) settlement for a 42-year old man who died from mouth cancer.

ORAL INSULIN

There is a big push on to find other ways of giving insulin other than injecting it. The inhaled insulin was tried but met with problems and is no longer on the market. A new oral insulin called Ora-lyn isn’t available yet in Canada or the U.S. It is sprayed into the mouth at a rate of 10 units per spray. It is a short-acting insulin to be used at mealtimes. We’ll keep you posted on its progress.

November municipal elections require citizen’s consideration now To the Editor: I sincerely urge our voters to start considering now what their expectations will be for a new village council and regional directors. The November election is rapidly approaching.

If our voters feel changes should be made to council members, start discussing and debating the issues of concern now. It is imperative electors research all potential candidates in a systematic way and to

attend council meetings to see how your elected members are performing their duties. Are they debating issues thoroughly and in a fiscal responsible manner? Are they forward thinking and do their research to

reach conclusions that will make Keremeos a better and safer place to live? It is very challenging to find capable candidates to put their name forward. The positions are demanding and very often

thankless! We need people who have organizational skills and have a vision on how the South Similkameen should move forward in meeting its future needs and objectives. The flip side of the

coin is, if you are satisfied with your current elected officers, tell them and do support them. In my nearly 50 years of living and working for our community, I have noted that in general, elector

Kaleden Irrigation District to benefit from $10,000 grant from OBWB By Steve Arstad news@keremeosreview.com The Regional District Okanagan Similkameen received six grants from the Okanagan Basin Water Board totalling $64,050. The funds, announced April 2, will go towards the following water quality projects:

- Town of Oliver Ground source water assessment and protection plan ($15,000) - RDOS Regional Water Use and Conservation Bylaw ($10,525) - RDOS Water Ambassador Program ($10,525) - Kaleden Irrigation District Source Assessment of Skaha Lake KID Intake ($10,000) - Okanagan Nation Alliance ORRI - Water Quality Assurance ($10,000) - Okanagan Similka-

meen Stewardship Society Park Rill Riparian and Aquatic Assessment ($8,000) The grants are part of a total of $300,000 in funding to 20 projects that will help conserve and improve the quality of water in the Okanagan valley. Directors approved the Water Conservation and Quality Improvement Grants at their regular board meeting on Tuesday, April 1. In all, there were 26 applications with a total ask of $592,778.

NATHAN KENNETH: Nathan Agar of Cawston passed away in Penticton on March 28, 2014 at the age of 28 years. He was born in Penticton on July 5, 1985 and went to school in Keremeos, graduating from SESS in 2003. Nathan will be lovingly remembered by his son Brody Agar, parents Cindy and Gary Agar, brother Matthew Agar, niece Jazlyn Agar and nephew Tyson Agar, all of Cawston, brother Brian Agar, niece Kayla Agar and nephew Rylan Agar, all of Terrace, and step-daughter Taylor Toole of Cawston. Nathan had many passions; hockey, building custom cars, car stereos, Tuading, camping, ¿shing, and helping anyone who needed it, but ¿rst and foremost was being a wonderful father to his son Brody. He was a special kind of person who would always be there for you, never asking anything in return. He was a great uncle, an amazing son, the coolest brother, and a friend second to none. An angel in disguise, he will be greatly missed, until the day we meet again. A Celebration of Life was held at the Similkameen Christian Fellowship Church in Keremeos of¿ciated by dear family friend, Pastor Don Bodden followed by a reception. Nathan’s urn was interred in a private family ceremony at Cawston Cemetery. Condolences can be sent to the family by visiting www.Hansonsfuneral.ca.
